The old family system is breaking down. Concepts, ideas, theories keep changing but there are some issues that seldom change. State killing citizens on religious and political issues were common earlier, now killings for religious issues have come down dramatically. State tolerance on political thoughts however is still low, people fighting for restoration of Independence in Asia and Africa specially in the last century were subdued with an iron will and great force. The 20th century also witnessed two bloody wars which uprooted the whole social, political and economic orders in the entire globe. When we look at history we understand that the concepts of nation state also concretised in the last century. This century should herald growth of new ideas and thoughts which will bring an end to the fight, clashes that engulf the world. When it boils down to ground level the concept of nationhood as understood and defined is not acceptable to us. The generally accepted theory that a nation may refer to a community of people who share a common language, culture, ethnicity, descent, or history is not applicable to India, US and large numbers of countries. The concept is changing now. The concept of Otto Bauer that “A nation is an aggregate of people bound into a community of character by a common destiny.” seems to be acceptable to large numbers of people. The clash of the theory is having its toil in parts of the globe. State has to learn that people have aspirations and state should find out a way to fulfil the aspirations. Political aspirations are hard to fulfil but there are ways to limit people having political aspirations. In the context of India it is debatable if the peace processes with some organisations are done well. Prior to the truce with some Naga groups there was no concept of integrity movement or any political tension among the people living in Manipur. It is generally accepted to all that granting Sadar hills or making changes in the districts would have gone smoothly if done before the talks. People on different sides are sceptical and there is are ‘worry’ and ‘fear’ factors that disturb the harmony. The prolonged talks make people unrest and different theories crop up. The government is not in a position to clarify on every issue and it is not aware of the issues that people discuss day and night. If the discussions are healthy it is good but most discussions are not healthy. When the government decided to extend ‘truce beyond territorial limits’ the political turmoil that engulf the region was unthinkable. The government was not in a position to control the situation. Luckily the government decided to withdraw the truce beyond territorial limit and did practised some sort of undeclared truce or whatsoever. Talks or fights can not go forever, there should be agreement on some issues and when one group finds out that the other party is not a position to give what it desires there is chaos. Why should 18 precious lives give up their lives ? Why should people go out in the streets and do the unthinkable ? It was a frightening experience and such incident should not happen again. The onus of finding a solution lies with the government. But we need a government which knows and understands the problem and try to find out a solution by involving people who matters. Talks should be avoided if it will create more problem. We dream of the day when people can live without fear, inhibitions and travel freely and start new enterprises which will bring happiness and peace to the people and the state.

Imphal, June 18 MNS/NNN: Thousands of people in Manipur including various leaders from outside the state today paid fitting floral tributes to the 18 people who sacrificed their lives in safeguarding the territorial integrity of Manipur during the June 18, 2001 uprising.
The All Manipur Clubs Organization (AMUCO) observed the day as “Unity Day” while the United Committee Manipur (UCM) observed it as “The Great June Uprising Day.”
Y. Nabachandra president UCM, Akhup Serto Aimol, Asong Koireng, Lengkham Thangal, S. Tangkhul, C. Haokip, Modar Maring. Alu Kamei Pui, Lholar Kom, Rose Mangshi Haokip, Akim Serto, Haokhothang Baite, Md. Jakir Hussain, RK Ranendrajit, H. Ibotombi Khuman, Ph. Shakhi Devi, Y. Leirik Leima, Binod Khaba, Y. Devabrata, T. Shyamkeshwor were on the dais in the function organised by UCM.
The Government of India and NSCN-IM signed a ceasefire agreement “Without Territorial Limit” on June 14, 2001 that came to be known as the Bangkok Agreement, which sparked widespread violent protests in the state. The AMUCO called a 66-hour general strike to protest the Bangkok Agreement during which 18 people were killed.
The UCM, a conglomerate civil society of various NGOs which was formed after the June uprising also took major role in the unrest and in spearheading the mass movement against the policy of Indian government.
The main function of the observance was held at Kekrupat in Imphal, the memorial complex of the 18 people who were killed in the security force firing. Yumnam Nabachandra, president, UCM and KT Rahaman, president, AMUCO led thousands of people including ministers, MLAs, people from other states among others in paying rich tributes to the martyrs at Kekrupat.
As part of the 11th Unity Day observance, AMUCO organized a public meeting at Thangmeiband Thau ground here.
Speaking on the occasion, KT Rahaman, president, AMUCO said the major Naga ethnic group Zeliangrong has started to raise voice against the special administrative arrangement, a demand of United Naga Council (UNC) as it is based on communal line.
AMUCO has a firm believe that unity does not meant only for the Meiteis but it includes both the hills and the valley, he asserted while adding that AMUCO always stands for integration among all the ethnic communities in the state.
NC Modhuchandra, secretary general, AMUCO while delivering keynote address at the public meeting at Thau Ground said the Naga and the Kuki groups in the state are now trapped in the divide and rule policy of the Indian government.
He said the most unfortunate major controversy with regard to the state integrity is caused due to lack of unity between the hills and the valley people and a common political aspiration.
In the meantime, Yumnam Nabachandra, president, UCM while addressing the gathering at Kekrupat said the UCM is for all the people of Manipur and is an apex body in the state.
“The great heroes who sacrificed their lives in the Great June Uprising are a part of the history of Manipur and that we should never forget them”, he maintained.
He reiterated the martyrs laid down their lives for safeguarding the territorial integrity of the state so we the citizens of Manipur should not forget them.
“We the citizens of Manipur should not forget that we are all brothers and sisters,” the UCM president added. “We must all stand for our state and collectively fight for the unity and prosperity of the state,” he said.
On the other hand, as part of the June 18 event, the UCM also organized the 11th Voluntary Blood Donation Camp at Kekrupat. Two medical teams from RIMS and JNIMS conducted the blood donation camp.
In all, 42 people donated blood during the blood donation camp out of which 36 were male donors and six female donors.

New Delhi, June 18 : The Minister of State (Independent Charge) for Development of North Eastern Region (DoNER) and Minister of State for Parliamentary Affairs Shri Paban Singh Ghatowar has said that in the north east there are 7.41 lakh persons with disabilities which constitute 1.9% of the population of the region. Addressing a two-days regional symposium on disability scenario in North-East India in Guwahati recently, he said this is figure is only slightly less as compared to the percentage population of the all – India figure of persons with Disabilities which is 2.1%. He said, as per the census 2001, 75% of persons with disabilities live in the rural areas, 49% are literate and only 34% are employed. The census figure also says that 28% suffer from locomotor disability, 49% from visual, 6% from hearing, 7% from speech and 10% from speech disability. He stated that this broad idea of the pattern of disability nationwide may also be applicable to the states of North- East.
The Minister said that various schemes have been undertaken by the Union Ministry of Social Justice & Empowerment in active cooperation from the Ministry of DoNER and recently a few days back, a meeting of the all ministers of Welfare/Social Justice of North Eastern states was held for have a look at the pace of implementation of such welfare schemes. He added that the schemes of Ministry of Development of North Eastern Region pertain, mainly, to investment in physical infrastructure and under major scheme of NLCPR, till date,1393 projects worth Rs. 11529.17 crore in sectors such as roads & bridges, education, health, power, irrigation & flood control, water supply, sports etc have been taken. He informed that under North Eastern Council (NEC), following social welfare related projects and programmes have been funded:-
(i) National Tournament on Cricket for Physically Challenged Players in Manipur during 2010-12;
(ii) Construction of School Building and Hostel at Lyntijam Welfare Development Association, Mawtnum, Ri Bhoi District, Meghalaya for the benefit of physically challenged students;
(iii) Part-funding of construction of De-addiction Centres;
(iv) Training Programme on Hearing Disability Sector organized by IGNOU at Shillong for disabled persons and teachers of North East;
The Minister expressed hope that the symposium would voice the concerns and issues affecting persons with disabilities, which in turn will reflect the ground reality vis-à-vis the rights of persons with disabilities and will indicate strategies for meaningful interactions between governmental and non-governmental organizations working in the sector. Some of the areas that are expected to be covered would include accessibility, education, health, employment and social security for the persons with disabilities. The Minister exuded confidence that the outcome of this symposium will help the Government as well as Ministry of DoNER to fine tune their schemes so that they can address the concerns and needs of the persons with disabilities and also that this symposium will prove to be an important milestone .
in journey towards a achieving a just and equitable growth leading to all-round development of the nation as a whole and North Eastern States, in particular.
The symposium was organized by Shishu Sarothi, which is a renowned Centre for Rehabilitation and Training for Multiple Disability.

India has emerged as one of the fastest growing economies during the past decade. However, infrastructure development has not kept pace with the growth in the rest of the economy. Realizing this, India initiated an ambitious reform programme in all infrastructure sectors. The Government has taken several initiatives to promote private sector participation in the infrastructure sector as a result of which the share of GDP going into infrastructure investment has increased from 5% in 2007 to 7% during 2009-10 and has increased to more than 8% in 2011-12. For the XII Five Year Plan (2012-2017), the target of infrastructure investment has again been doubled to US $ 1 trillion 50% of which is envisaged from the private sector.
The Ministry of Finance has taken several initiatives to promote the flow of long term funds in infrastructure sector (both domestic and off-shore funds) like setting up of the Infrastructure Debt Fund (IDF), raising the FII limits and liberalizing the ECB regime in order to facilitate off shore fund flows to infrastructure.
The Finance Minister in his Budget speech for 2011-12 had announced setting up of Infrastructure Debt Funds (IDFs) to accelerate and enhance the flow of long term debt in infrastructure projects. To attract off-shore funds into IDFs, it was decided to reduce withholding tax on interest payments on the borrowings by the IDFs from 20% to 5%.
Wide-scale consultations with stakeholders were undertaken . Ministry of Finance issued the guidelines for the IDFs that inter alia allowed IDFs to be set up as NBFCs or as mutual funds in June, 2011. Regulations governing IDFs structured as mutual funds was issued by SEBI in August, 2011 and regulations governing IDFs structured as NBFCs was issued by RBI in November, 2011.
The IDFs through innovative means of credit enhancement is expected to provide long-term low-cost debt for infrastructure projects by tapping into source of long tenure savings like Insurance and Pension Funds which have hitherto played a comparatively limited role in financing infrastructure in India. Further, the IDFs set up as NBFC shall invest only in PPP projects which have successfully completed one year of commercial operation and are a party to a Tripartite Agreement with the concessionaire and the Government authority sanctioning the project. Banks and NBFCs would be eligible to sponsor IDFs subject to existing prudential limits. The restricted portfolio of investment of the IDF, tripartite agreement and first loss of the sponsors would enable the IDFs to issue bonds with at least AA rating. Thus the IDFs would present an attractive option for such entities who wish to invest for long term in comparatively secure instruments. The off-shore investors that these IDFs are targeted to tap are Pension Funds, Insurance Companies, Sovereign Wealth Funds, Endowment Funds etc.
So far 3 IDFs have already been launched. The first IDF structured as a NBFC was launched on March 5, 2012, with ICICI Bank, Bank of Baroda (BoB), Citicorp Finance India Limited (Citi) and Life Insurance Corporation of India (LIC) entering into a Memorandum of Understanding (MoU). The initial size of this IDF is expected to be Rs. 8,000 crore.
IDBI along with a consortium of public sector banks has also launched an IDF structured as a NBFC with an initial equity of Rs. 1000 crore which enables it to raise funds upto Rs. 26,000 crore.
IDFC has launched an IDF structured as a mutual fund. Three more funds are awaiting regulatory approval. (PIB Features.)

Lucknow/New Delhi, June 18 (ANI): With former President Dr. A.P.J. Abdul Kalam finally ruling out that he was not in the race for Raisina Hill, Samajwadi Party (SP) supremo Mulayam Singh Yadav on Monday expressed confidence about United Progressive Alliance (UPA) nominee and Finance Minister Pranab Mukherjee taking charge as the 13th President of India.
“That chapter is closed now. Pranab Mukherjee is UPA’s nominee. Our support is also there. Now, let’s wait for the results,” he told media in Lucknow.
Yadav had earlier on Saturday justified his party’s decision to back Mukherjee, saying the latter was a man of stature and an experienced person, who was capable of taking everybody along.
“Brokers strike a deal. The Samajwadi Party is against brokers. There was no deal. Pranab Mukherjee is a man of stature. He is an experienced person and he is capable of taking everybody along that is why the Samajwadi Party has decided to support Pranab Mukherjee,” said Yadav, while rubbishing reports that he has struck a deal with the ruling United Progressive Alliance (UPA) to support Mukherjee for the coveted post.
“President doesn’t belong to any party. It is not a matter of the Congress Party, it is a matter of the country,” he added.
Dr. Kalam earlier today said he never aspired to serve another term or show interest in contesting the election for the coveted post against UPA nominee and Finance Minister Pranab Mukherjee.
“You are aware of the developments in the run up of the presidential election. Though I have never aspired to serve another term or show interest in contesting the election, Madam Mamata Banerjee and other political parties wanted me to be their candidates, many citizens also expressed the same wish. It only reflects their love and affection for me and the aspiration of the people,” said Dr. Kalam in a statement.
“I am really overwhelmed by this support. This being their wish, I respect it. I want to thank them for the trust they have in me. I have considered the totality of the matter and present political situation and decided not to contest the presidential election 2012,” he added.
Dr Kalam has allegedly conveyed this to senior BJP leader LK Advani, who phoned him this morning before sending his emissary Sudheendra Kulkarni to him.
Dr. Kalam had earlier on June 15 said that leaders of various political outfits have asked him to serve as the next President of India, but added that he would take an appropriate decision on this issue at the right time.
“Many political leaders have spoken to me. They want me to serve as the president. They all contacted me. I respect their views. However, I will take the right decision at the right time,” Kalam had told the media in Patna. The support that Pranab Mukherjee’s candidature has received indicated that contesting him would be difficult.
The latest developments have now imposed more pressure on the Bharatiya Janata Party (BJP), as they will now either have to back former Lok Sabha speaker and NCP leader P.A. Sangma or come out with a new name for the coveted post after holding due consultations.
Abdul Kalam served as the 11th President of India, succeeding K. R. Narayanan. He won the 2002 presidential election with an electoral vote of 922,884, surpassing 107,366 votes won by Lakshmi Sahgal. He served from July 25, 2002 to July 24, 2007.
Kalam was succeeded by Pratibha Devisingh Patil, whose term as President of India ends on July 24.
