Imphal, Oct 6 : Two personnel of 6/8 Gorkha Regiment were injured when fired upon by armed militants at Bishenpur district. The army personnel were on a foot patrol around 9:30 am .
The attack took place at Penjang village areas near Leimatak in Bishnupur district under Bishnupur police station
The two jawan were identified as Manoj Subha (25) who sustained injured in hand and leg and Anil Adhikari (21) who got wounds on his stomach and is stated to be in a critical condition .
Explosive
Imphal West police has recovered highly explosive material supposed to be carried out subversive activities in Imphal areas specially to attack the state security personnel on Saturday.
This was said by the SP Imphal west K. Jayenta in a press conference held at Imphal west police headquarter conference hall.
He said the militant killed during an encounter with a team of Imphal West district police commandos on October 1 at Takyel Khongbal Road leading to National Highway -37 has been identified and police say he was a hardcore cadre of the banned Kanglei Yaon Kanna Lup (KYKL).
As identified by the family members, the slain militant is one Sapam Ranjan aged 18, son of S Ratan Meitei of Sagolband Moirang Hanuba Leirak, a hardcore trained cadre of KYKL who joined the group eight years ago, said K Jayenta, Superintendant of Police, Imphal West at a press briefing at his office today.
He further said it has been established that he had been assigned to carry out subversive activities in Imphal area by detonating IEDs to target security forces and market areas. For the purpose, the KYKL militant had brought huge quantity of explosives and kept concealed them in Sagolband area, the SP claimed, saying the explosives were recovered by the police from Sagolband Khamnam Leirak yesterday.
The seized items included 12 RDX slabs weighing about 500 gm each, three remote control key devices, 15 electric detonator wires, 12 electric circuit boards and eight dry cell batteries, Jayenta added.
The said explosive was recovered by a team of police from Sagolband Khanman Leirak from one canal which dumped on the evening of 5th October. The recovered explosive materials are 12 numbers of RDX slab weighing about 500 gram, 3 numbers of Remote Control Key Device, 15 numbers of Electric detonator wire, 12 numbers of Electricity circuit board and 8 numbers of dry cell battery containing inside a bag.
From the examination of the recovered items with the state bomb experts it is revealed that the KYKL cadres were planning to carry out serial of blast in Imphal city areas, However with the timely detection of the explosives series of blast can be prevented said the SP.
Attack on SP
Meanwhile People’s revolutionary party of Kangleipak (Progressive), Department of publicity & propaganda has claimed responsibility for the attack on SP, Chandel on Oct 4 last. Boby Mangang) Senior Publicity Officer said in a statement a unit of its COBRA TASK FORCE carried out the attack.On Sep 23 a bomb was planted at Tiddim ground .
Militants nabbed
Meanwhile discovering the presence of UG cadres in Namukhong Wakchinglok of Thoubal district, troops of 15 Assam Rifles of 9 Sector under HQ IGAR(S) area along with Thoubal Police launched joint operation in the area and apprehended two PLA cadres on 05 Oct 12. The apprehendees were identified as No 2037 SS Cpl Paolinmol Vaiphei alias Momoi alias Moi, 25 years, s/o Kailun Vaiphei, r/o Kananphai Andro Khunou Tarongthel and Mangleanlal Vaiphei,23 yrs,s/o Soigingthang Vaiphei,r/o Molkonbong. On interrogation, they revealed that they were tasked to plant IED against Security Forces in Thoubal District. One 9 mm Pistol with magazine,three Live rounds,two kgs of Plastic explosives and two detonators were recovered from the apprehendees who alongwith recoveries was handed over to Thoubal police station.
Grenade found
In yet another incident, troops of 28 Assam Rifles of 9 Sector under HQ IGAR(South) intercepted an unexploded Grenade from road near to Minuthong transit Camp in the early morning on 06 Oct 12. The foot patrol of the Unit, while carrying out search of the area found a grenade placed on the side of the road alongwith a demand letter of PREPAK. The area was cordon off by the troops and Bomb disposal squad of the Imphal West police was informed. Later they retrieved same. The extra alertness and vigilance exercised by the troops avoided an incident over come.

IMPHAL, Oct 6 NNN: A cadre of Zeliangrong United Front (ZUF) was shot dead by another cadre of the outfit yesterday at Tousemjang village in Khoupum area, Tamenglong district. Some domestic animals have also been killed by the two ZUF cadres who were in the intoxicated state before a cadre turned his barrel on his colleague. Speculsations were also doing the round that two ZUF cadres who were under alcoholic influence attempted to rape some young girls at Tousemjang village.
Meanwhile, clearing the air of confusion created by speculations, ZUF information secretary A Dangmei informed NNN tonight that one cadre of ZUF’s armed wing Zeliangrong Tigers Force (ZTF) identified as one Dibonpou Kamei, a ‘lance corporal’ hailed from Ramgaijeng of Cachar (Assam) was shot dead by another ZTF cadre one Ladjanbung Malangmei (pvt), s/o Makulung of Happy Colony of Noney. Terming the two cadres as ‘defectors, ‘ A Dangmei chronicled the sequence leading to the incident. According to the ZUF leader, Dibonpou and Ladjanlung had defected from the outfit with their service weapons and they were on a happy-triggering killing dosmestic animals as they moved around in Tousemjang village and its vicinity.

IMPHAL, Oct 6 NNN: The public resolution on the August 17 killing of ZSUM secretary Chunthuigai Kamei by NSCN-K stands ineffective from October 3 after the latter had admitted its ‘mistake’. The matter was also settled in accordance with the Zeliangrong custom and tradition. A joint meeting between the Zeliangrong civil organizations and NSCN-K was held on October 3, at Longmai (Noney). The meeting was held in connection with the killing of Mr. Chunthuigai kamei, State Secretary, ZSUM on August 17 at Luangkao village by the NSCN -K cadres of Zeliangrong Region. The NSCN-K was represented by Mr. David Panmei, Tatar (the outfit’s Member of Parliament), Mr. R. Aduan, chairman, Zeliangrong Region of NSCN-K along with their other responsible cadres and civil organizations were represented by the president, All Zeliangrong Students Union (AZSU-AMN), president, ZYF (AMN), Chairman, Zeliangrong Baudi Manipur, Chairman, ZSUM, president, Rongmei Naga Council, speaker of Inpui Students’ Union, convenor of ZSU Longmai Area, secretary of the Village Authority Council Longmai Area, Chairman, Longmai Bazar Board and other members and elders of different villages. During the meeting both parties have jointly signed an understanding that no such incident occurs in the future; no public leaders, civil organistions leader, civilians should be tortured or harassed etc.; any public leader, civil organisations leader, civilian committed activities against the NSCN-K should produce sufficient evidence of activities committed and hand over the persons to their respective organization and to the village authority where the persons belong to. According to ZYF president Titua Kamei, AZSU chief Pamei Tingenlung, ZSUM chairman D Stephen Zeme and ZB(M) chairman Thomas Kamei, after the NSCN-K of Zeliangrong Region had admitted their mistake and responsibility for the killing the matter was settled in accordance with the Zeliangrong customary and tradition therefore, the public resolutions adopted earlier in connection with the killing of Mr Chuithuigai Kamei, State Secretary, ZSUM stands ineffective.

IMPHAL, Oct 6: Irked by the apathetic attitude of the state Government of Manipur, the Joint Action Committee (JAC) seeking whereabouts of Irungbam Irabanta, who has remained untraced since last May, has on Saturday announced a 48-hour along Imphal-Ukhrul road to be begun midnight of October 9.
Another indefinite economic blockade along Imphal-Ukhrul road will be imposed from October 11, the day the proposed general strike ends if the Government fails to take note of the voice of the JAC again this time, Amakcham Radhamani, convenor of the JAC formed against the disappearance of Irabanta told journalists at the Manipur Press Club here.
The JAC convenor recounted several memoranda regarding the missing of Irabanta have been put forward to the Chief Minister, Home Minister and the Governor pleading them to secure his release from the captivity of NSCN-IM on many ocassions.
The uptight over the missing of Irabanta has witnessed in the state for the last five months. The JAC in collaboration with different NGOs including meira paibis in the state had also staged various agitations to put pressure on the Government to facilitate his release from the custody of the rebel NSCN-IM.
The JAC also appealed to the state Government to secure his release while condemning it for allegedly keeping tight-lipped over the issue. It also sought support and cooperation from local clubs, meira paibis in particular and the public in general to enforce the strike.
Many members from various civil societies, including All Manipur United Clubs’ Organisation (AMUCO), Poirei Leimarol Apunba Meira Paibi Lup and other civil bodies had protested against the abduction of Irabanta. Irungbam Irabanta, 38, son of late I Kerani Meitei of Nongdam Maning Leikai under Lamlai Police Station, Imphal East has gone missing since May 27 after he left home along with one Winner Tangkhul, hailing from Ukhrul’s Harpham village to have negotiation with NSCN-IM functionaries over the supply work of Maphou Dam.
It had been confirmed that Irabanta was at the region office of the rebel NSCN-IM on the morning of May 28 based on an SMS received by his family. On May 30, brother and brother-in-law of Irabanta, namely I Devata and S Guna went to Ukhrul pursuing his way but Winner’s wife had told them that her husband was staying at New Salem and not at home. Then they were desperate and returned home.
After five days, some family members, including Irabanta’s wife, Modhubala had visited Ukhrul but bore no fruit, a memorandum submitted earlier to Chief Minister O Ibobi by the JAC had mentioned. The family also pleaded with some Tangkhul civil organizations to help trace Irabanta. They had also approached to the Region Office of NSCN-IM and brought up the matter before the outfit’s Central Administrative Officer (CAO) named Francis but this time also the effort was came out to be fruitless.

The Central Tibetan Schools Administration (CTSA) is an institution born out of the vision of two great visionaries, Pandit Jawaharlal Nehru and His Holiness the Dalai Lama. CTSA not only has a transnational character but it’s an institution that is engaged in the preservation and development of Tibetan history and culture.
When His Holiness the Dalai Lama alongwith his followers came to India in 1956, he showed his deep concern for education of Tibetan children in India.
The then Prime Minister of India Shri Jawahar Lal Nehru and His Holiness the Dalai Lama visualized the need of special schools for the Tibetan children.
In order to provide the Tibetans children living in India with modern education, the Government of India established Central Tibetan Schools by a Resolution of the Government of India, Ministry of Education (Now Ministry of Human Resource Development) in 1961 and registered it under the Societies Registration Act XXXI of 1860.
The first school was set up at Mussoorie on 3rd March 1960, with 50 students on roll. Later on CST, Darjeeling and CST, Bylakuppe were established in 1961. The Tibetan School Society was duly registered under the Society’s Registration Act on 5th September’1961. Later, its name was changed from Tibetan Schools Society to Central Tibetan Schools Administration (CTSA). Initially, CTSA started three residential schools in Mussoorie, Shimla and Dalhousie and later on strived for setting up such schools in other Tibetan settlements. In 1965, the total number of students was 5600, amongst which 4359 were boarders and 1241 day scholars. Though these schools mainly cater to the needs of Tibetan community, local Indian Children to the extent of 10% are also admitted from Class VI onwards.
The success story of the fifty years of Central Schools for Tibetans is also the success story of India’s educational policy planning and its implementation.
The Central Schools for Tibetans (CTS) have made a visible impact in every sense of the word. The main objectives of the CTSA is to preserve and foster the Tibetan culture engulfing its heritage, identity and ethnicity in the Indian soil along with facilitating and providing modern hi-tech scientific education to the Tibetan children, to ensure and improve their overall development and equipping them to face the challenges of the ever changing world.
Today there are nine Senior Secondary schools (six residential and three day schools), five Secondary day schools and seven middle schools, seven Primary Schools and thirty four Pre-Primary schools under CTSA.
Student strength in 1960 was 50, in 1965 – 5600; in 1980 – 9637; in 1990 – 10493; in 2000 – 10240; in 2010 – 8988 and in 2012 is 8671.
All such schools are duly recognized and affiliated to CBSE, adhering to the syllabi, curriculum and examination pattern of CBSE framework. The academic performance has shown near 100 percent success in class X and near 90% pass in Class XII.
This academic success also reflects the advancement of young Tibetans who have taken to formal education with zeal.
The alumni of CTSA have created a niche for themselves in all spheres of life.
Schools are equipped with modern facilities and devices for quality education. They possess modern computers, video conferencing gadgets and have resource centers where interactive classes are conducted. Each school has provision of play field equipment, staff quarters and multipurpose halls. Students of CTSA schools are performing excessively well in academics, co-curricular activities, games and sports.
From the year 2000 onwards, CTSA is receiving an annual grant of Rs. 6 crores, under Plan Budget every year for construction and repair of infrastructure i.e. classrooms building, hostels, playfields, boundary walls, staff quarters, multipurpose hall etc.
With this budget, a substantial infrastructural development has taken place, there are 345 staff quarters, 45 school buildings, 29 play field and 7 hostel blocks. An ongoing process to build the best possible infrastructure in all schools under CTSA.
