The arrest of five persons by Kakching police on the charge of involving in a murder case has sparked violence at Khongjom today where protesters blocked road, burnt tyres and shops were forced to shut down in the Khongjom bazar area during the two-hour road block which started from 5 am to 7 am morning. The National Highway 39 was also disturbed during the road block by the protesters.
The protesters were demanding to release the five persons unconditionally namely Sapam Sundar (40), Chingkham Tompok (45), Chingkham Herojit (20), Th. Dilip (28) and Heikhrujam Amarjit (25) who have been arrested by the Kakching police from Khongjom bazar on October 18 at around 12.30 early morning. The five persons, all of them from Khongjom bazar were arrested by the police on the charge of involving in the murdered of Moirangthem Rajen (47) s/o (L) M. Ahanjao of Khangabok Turel Wangma, Wangjing Lamjing Bazar but staying at Khongjom bazar from long time back.
Kakching SDPO, A.J. Sharma and Thoubal DSP (Operation) Y. Chandramani rushed to the spot to take stock of the situation. Later, the police allowed some of the protesters to meet Superintendent of Police, Thoubal  regarding the case. However, the meeting could not bring any consensus between the two parties.
Sources said, the arrested five persons were handed over to the Thoubal  Police Station for further enquiry.
Registering strong protests, the protesters also formed a Joint Action Committee christened as JAC Against The Arresting of Innocent Persons From Khongjom Bazar.
It may be recalled here that Moirangthem Rajen (47) was beaten up black and blue by some unknown persons on October 15. Later, he was admitted to Raj Polyclinic for treatment but succumbed on October 16 at around 5 pm.

The Manipur University under the aegis of Association of Indian Universities will organize the 26th Inter-college Youth Festival 2012 on October 27-29 at the varsity.
Informing this to journalists at the varsity’s Student Home on Thursday, Dr L Vishwanath, cultural coordinator, MU said the festival which is held every year will continue for three days this year during which gala performance and competition will be held in five disciplines including music, dance, literary, theatre and fine arts.
Talented individuals who are selected in the different events will  take part at the East Zone Festival to be held at Ranchi in the first week of December, he further informed, saying they will further participate at the national level youth festival to be held in January at Kalyani University. After this, the selected individuals will again participate at the international level festival, he added.
Vishwanath also appealed to all the hill students for full participation at the festival.

Imphal, Dimapur, Oct 18 NNN: In an aim to alleviate the apprehension that has surrounded the public in the wake of the latest development in the Naga peace process, the state Cabinet has formed a Cabinet sub-committee on Thursday to monitor the peace process, official sources said.
The decision to set up the Cabinet sub-committee to monitor the peace process of the Central Government and NSCN-IM was taken at a Cabinet meeting held at the Chief Minister’s Secretariat at 4 pm. It was chaired by Chief Minister O Ibobi.
The meeting also discussed about Manipur hydro power policy and other things pertaining to judicial inquiries. The meeting, however, did not take any decision on these regards.
Meanwhile, Chief Minister Ibobi is leaving Imphal for New Delhi tomorrow, the official sources confirmed. But the sources refused to divulge the exact purpose of the Ibobi’s Delhi visit.“About the solution, we cannot say, but it is sure that the progress is there and of course, the government of India is also more serious and we are hopeful that something honourable will be achieved. Now, the ball is in the court of the government of India.”
This was informed by Thuingaleng Muivah  upon his arrival at Dimapur airport today.
In a hurriedly organised press conference at the airport, Thuingaleng Muivah expressed optimism that ‘something good’ will come out of the talk but refused to pronounce the time-frame for the inking of the settlement. “I said the ball is now in the court of the Indian government”, Muivah reiterated. “The commitment from the highest level that the solution will be based on the unique history of the Nagas means a lot”, Muivah added.
When queried by the media persons on the recent statement of Union Home minister Sushil Kumar Shinde who had said that the Naga political issue would be settled by March next year, Muivah said, “I cannot say the time but let us wait and see.”
Both Th. Muivah and the NSCN-I-M and Isak Swu arrived Dimapur after a series of talks with the government of India officials and Central leaders to find a settlement to the Naga problem. Both the leaders were accompanied by their respective spouse and 15 high ranking leaders of the outfit.
Terming it as the “coming for home-consultations,” the two NSCN-IM leaders will be conducting a meeting-spree with the Naga civil societies, tribal councils, Naga intellectuals, activists, public leaders, women organisations and student leaders. It is not clear for how long they are holding at Camp Hebron (the outfit’s base) but sources speculated that “since they are going to have wide consultations with the various organisations a short stay is not going to suit it.”
The ambience to the ongoing Naga peace talks have been sounded on urgency tone, thanks to the Joint Legislature Forum (JLF) floated by the 60 MLAs of Nagaland to press for the expedition of the 15 years long dialogue. The recent comment of Sushil Kumar Shinde about the settlement of the problem by March 2013 has even charged up the atmosphere. All roads lead to Camp Hebron at the moment.

IMPHAL, Oct 18 NNN:  People’s Convention on Millenium Development Goals was held  today at Lamyanba Sanglen of Imphal today jointly organised by  Community Network for Empowerment (CoNE), Human Rights Alert (HRA), Human Rights Law Network (HRLN),  Manipur Alliance for Child Rights (MACR), Sustainable Livelihood Forum – Manipur (SLFM) and United Voluntary Youth Council (UVYC). Other orgainstions from all the nine districts of Manipur also participated in the programme.
Inaugurating the convention , L Ibomcha who is the chairman of the Public Account Committee called for the need to re-establish the now defunct Manipur Human Rights Commission to ensure that Right to Information functions effectively and transparently to ensure good governance.
In his key-note address, Babloo  brought to mind how the Millenium Development Goal (MDG) came about in September 2000 with 189 nations declaring their commitments for social equity and development to be achieved by 2015.
Amar Yumnam, Dean of Social Sciences, Manipur University speaking as the guest of honour higlighted the values of freedom, equality, solidarity, tolerance, respect for nature and responsibility.
He also pointed out that the world is already preparing the agenda of the post 2015 development goals and norms while Manipur sleeps, barely aware that MGDs ever exist. He also emphasised how the issues of Legitimate Politics, Security, Justice, employment and communities capacity to generate revenue are going to be the key concepts in shaping up the past- 2015 development agenda of the world.
Four panelists from various networks presented their experiences in the field on the situation of the MDGs.
Meihoubam Rakesh, Director of HRLN (Manipur) graphically presented how the benefits from various welfare schemes are conned by various vested interest and explained how fuds are utilised in creating priovate assets instead of working for public’s benefit.
Pradeep Keisham, Convenor of MACR listed out the various legislations and schemes meant for children since 2000  and highlighted how the benefits of such laws hardly reaches the children. He recommended the need for changing the social structure and systems along with the legal framework for children to actually realise the rights and ouitlined the need for promptly establishing the Manipur State Child Rights Commission.
RK Nolikanta, president of CoNE pointed out that even though Manipur formed only 0.2 % of India’s population, it bears the brunt of of the burden of 8% of people living with HIV in the country. Through an action research conducted by specially for this convention, he pointed out challenges faced by various people living with HIV with regard to access to proper treatment.
Mesiah  , state Co-ordinator of SLFM presented the difficulties of the people both in the valley and the hills of Manipur to access the PDS items on the basis of their public hearing conducted recently. She also presented the recommendation issued by the commission of the right to food to the government of Manipur after the public hearing.
She also pointed and mourned the fact that the recommendation remains unimplemented till date.
Activist from Tamenglong district, Ukhrul district, transgender community and other interest groups also presented their concerns witht the non-realisation of the MDG.
With just 3 years left, the convention seeks to address if Manipur is anywhere close to ahieving those goals. Using power point, the 8 goals of the millenium development goal (MDG): eradicate extreme poverty and hunger, achieve universal primary education, promote gender equality and empower women, reduce child mortality and improve maternal health, combat HIV/ AIDS, malaria and other diseases, ensure environmental sustainability and develop a global partnership for development.
The convention concluded with commitment from the Centre for Manipur Studies, Manipur University to come out with an annual Manipur Development report by closely working with the frontline activists struggling for overcoming the development challenge in Manipur.

Change is the only universal constant.  This is also quite evident in the global automotive industry and can be seen with regards to the products, consumer choice, markets, technology and the competitive paradigms that govern this sector.  The changing world order in the automotive space can be categorized around a few important broad themes – “emergence of new markets and opportunities”, “enhanced concerns over sustainable growth”, “the competitive paradigms of the future”.
The recent past has witnessed the emergence and reinforcement of new automotive markets and centers of global automotive growth.
The automotive growth in the past few years has been driven largely by emerging markets; China and India in particular.  This not only due to the higher rate of economic growth seen in these economies but also coincides with their demographic profiles and lower existing vehicle penetration levels.  These very factors lead most analysts to predict the shift in automotive equilibrium to the east.  This opens up tremendous opportunities for Global OEMs and also for the local automotive industry in these countries.  The competitive environment in these new fast growing economies will therefore further intensify requiring the companies to remain on a path of continuous improvement.
While continued high rate of growth of the Indian automotive sector is great news for our economy, however, such high levels of growth will also throw up the challenges associated with fast depletion of traditional energy sources, rising energy costs, ever increasing oil import bill and the impact of mobility on the environment.  Studies by International Energy Agency (IEA) indicate that three fourth of the projected increase in oil demand (from 2006-2020) will be from the transportation sector and that China and India will account for forty five percent of this increased demand.  This coupled by the fact that India’s dependence on fossil fuel imports is likely to increase sharply in the future, makes it essential to take steps immediately for mitigating this trend.  While traditional measures such as increasing the fuel efficiency of vehicles, encouraging modal shift to public mass transportation, better infrastructure and urban planning, use of technology will certainly help improve the situation.  However, these interventions can at best only provide incremental improvements as the strong sectoral dependence on oil will still remain.  Further, with the large future demand for mobility these measures alone will not be enough.  As such transformational change is required to disrupt the present status quo by addressing the fundamental issue of reducing sectoral dependence on oil.
The concerns around environmental impact of transportation are encouraging Governments and Industry alike to make huge investments in future, cleaner technologies.  The future sustainable competitive advantage in the industry will therefore be around environmentally sustainable products, high end technologies and innovation.  Cost advantage can at best supplement competitive positioning.  Challenges of today cannot be met with yesterday’s tools.  Therefore, it is essential that Indian companies position their future strategies around these changing realities.
Faster adoption of full range of electric vehicles, including hybrids, is the right future direction for the country and the automotive industry for meeting the challenges of the future.  For this the Government had in 2011 approved the National Mission for Electric Mobility (NMEM) which has National energy security and growth of domestic manufacturing capabilities in full range of electric vehicle technologies as its two inter-related key end objectives.
National Electric Mobility Mission Plan (NEMMP) 2020 was approved on 29 August, 2012.
The NEMMP 2020, which is the mission document for NMEM, lays the vision, sets the targets and provides the roadmap for achieving significant penetration of efficient and environmentally friendly electric vehicle (including hybrids) technologies in India by 2020, thereby helping to achieve the NMEM objectives. NEMMP-2020 implementation will involve finanlistion and roll out of comprehensive array of interventions schemes and projects involving all stakeholders, both in and out of the Government.
The NEMMP 2020 targets have been arrived at through an in-depth primary data based study conducted jointly by the Government and the Industry which indicates that high latent demand for environmentally friendly electric vehicle technologies exists in the country.  It is believed that 6-7 million units of new vehicle sales of full range of electric vehicles, along with resultant liquid fuel savings of 2.2-2.5 million tonnes can be achieved in 2020.
However, strong upfront and continued support by Government would be essential to realize this demand especially through demand support measures that facilitate faster consumer acceptance of these expensive newer technologies.
In addition, Government will also need to facilitate automotive R&D and put in place charging infrastructure.  It is estimated that for this the Government will need to provide support to the tune of Rs. 13000 – Rs. 14000 crore over the next 5-6 years.
The industry will also need to match this with investments for developing the products and creating the manufacturing eco-system.  Projections also indicate that the savings from the decrease in liquid fossil fuel consumption as a result of shift to electric mobility alone more than will offset the support provided thereby making this a highly economically viable proposition.
As such, the NMEM promises to be amongst the most significant interventions of the Government for the automotive sector that has the potential to change the automotive paradigm of the future through lessening the dependence of the sector to single source of primary energy and paving the way for the ultimate objective of renewable energy generation powering the transportation sector of the future.  This intervention will also help encourage the Indian Industry to shift to newer, cleaner technologies so that it builds its future competitive advantage around environmentally sustainable products, high end technologies, innovation and knowledge.
One of the key factors that have been instrumental in shaping the successes seen in the Indian automotive industry so far has been the exemplary Industry – Government partnership, clarity and joint ownership of the future vision through Automotive Mission Plan (AMP) 2006-16.
The NEMMP 2020 also provides a shared vision and a common future roadmap for the National Mission for Electric Mobility for all the stakeholders, on the lines of the AMP 2006-16.  The strength of this collaborative working should be further leveraged by actively involving all Government Ministries, departments related to automotive sector, the industry and the automotive research agencies.
