IMPHAL, Oct 8 NNN: Union Minister of Youth Affairs and Sports Ajay Maken today arrived in Imphal on a one day visit to the state. The Union minister was accosted a warm welcome by officials of the state Sports Authority of India (SAI) including players at Imphal Tulihal Airport.
Maken, who arrived here by an Indigo flight at 1:30 pm, is leading a delegation which includes Gopal Krishna, Director General, SAI, Amiyachandra, his Private Secretary and Onkarkedia, Joint Secretary of Union Ministry of YAS.
The delegation first visited the Chief Minister’s Secretariat where they were received by Chief Minister O Ibobi.
Maken is visiting the state in connection with the 2020 Olympic Games to discuss ways to produce the highest number of Manipuri Olympians to bring back home more medals.
Attending at an interaction programme held at Manipur Olympic Association (MOA) Meeting Hall, Khuman Lampak Sports Complex, Maken said he came here to discuss with the state sports officials to discuss ways on producing more number of Manipuri Olympians for the 2020 Olympics.
He announced that the proposed boxing academy to be run by London Olympic Games bronze medalist MC Mary Kom will be made a world class standard academy.
At the meeting, Bijoy Koijam, president, MOA, Dilip, Director, Manipur YAS, national awardees in the field of sports and other officials of different sports organizations of Manipur took part.
Maken will leave Imphal for New Delhi tomorrow.

New Delhi, Oct 8 : A Memorandum of Settlement (MoS) with both factions of Dima Halam Daogah (DHD) was signed today at New Delhi by Shambhu Singh, Joint Secretary (NE), MHA, Sailesh, Principal Secretary, Home & Political, Govt. of Assam and the Representatives of DHD(J) and DHD(N).
The MoS was signed in the presence of Union Home Minister SSushilkumar Shinde, Chief Minister of Assam Tarun Gogoi, Union Home Secretary R.K. Singh, Chief Secretary of Assam N.K. Das, DGP of Assam J.N. Choudhuri, Interlocutor P.C. Haldar, ADG (SB) Shri Khagen Sarma and other Senior Officials of Central and State Government.
After realizing the futility of violence, both the factions of DHD came forward and expressed their willingness to give up violence and seek solutions to its problems peacefully within the framework of the Constitution. The MoS provides for enhanced autonomy for the North Cachar Hills Autonomous Council in Assam and also a special package for speedier socio-economic and educational development of the area for which the Council has been set up.
Under the Memorandum of Settlement, a Committee will be constituted to deal with the matters relating to the 6th Schedule Councils. The DHD shall dissolve itself as an organization within a reasonable time as a precursor to the Government initiating further process to implement the agreed decisions of this agreement.
As part of the restructuring and empowerment process, the existing North Cachar Hills Autonomous Council (NCHAC) will be renamed as the Dima Hasao Autonomous Territorial Council (DHATC). A Special economic package of Rs 200 Crore (Rs. 40 crore per annum) over and above the Plan fund over the next five years will be provided to the DHATC to undertake special projects by the Council.
The State Government of Assam has agreed in principle to set up a Development Council with a suitable package for preservation and promotion of culture, language, etc.
The economic package of Rs. 200 crores will benefit all communities including the non-tribals. The increase in the strength of the territorial council will ensure suitable representation to all communities. Besides, the provision for setting up village level councils for devolution of powers to the grass roots will benefit the Non-Dimasa tribals as much as the Dimasa tribals. The MoS specifically states that the heritage sites of Non-Dimasa indigenous tribals are to be preserved and maintained.

Nothing is more alarming than the disclosure made by the state’s Chief Minister about its dismal financial position. Such disclosure reminds that the Government will not be in a position to create jobs for the unemployed. Extension of financial assistance to the unemployed youths may be a thing of the past. Roads and bridges will remain in dilapidated form. It is amazing the Government at the centre, which is dragged into series of controversies, is not finding time to pay attention to our problem. Nothing is done to infuse fresh fund to lift Manipur from debt pit. Even the plan money is not released in the form agreed upon. If the state’s fiscal position is in dismal form employees too will not be getting pay and contractors’ bill will also be not cleared. That reminds the gloomy days ahead. In the past the employees of the Government of Manipur had not got pay continuously for seven months. That situation however cannot be used as the yardstick to measure the level of sufferings inflicted upon the people now. In those days the centre was ruled by NDA and Manipur had a non Congress Government. In the recently held state assembly election Manipur saw a record figure of 42 Congress MLAs entering the 60 member house. Plus the centre is ruled by Congress led alliance. Yet the step motherly treatment is meted out to the state. It reminds us of the dark future that awaits the state and its people. Unless we have something of our own we will not be able to run the state administration in future. Our revenue is nil. As of now the state administration is carried out by begging some fund from the centre. A time may come when the centre decides to release fund in consonance with the revenue generated by the state Government. Where is our revenue? Bigger states will be able to survive because they have enormous revenue. Jayalalitha had protested against the manner with which fund is released by the Planning Commission. She had said Planning Commission cannot dictate the term on the utilisation of state’s own fund. Though the centre is providing a favourable treatment to the smaller states like Manipur as of now, such treatment cannot be taken for granted. Should we remain as a burden forever to the nation’s survival? The need of the hour is giving the thrust to creation of revenue. Nobody has inculcated the culture of paying tax. But excess power tariff is unreasonable. The idea of enhancing revenue by increasing power tariff should be stopped. In Delhi Kejriwal has appealed to the consumers not to clear power bill. Poor men have openly said they cannot clear the monthly bill, which works out to Rs 10,000 for using three fans, three air conditioners and some led bulbs. There should be two power lines one for domestic and another for industrial purpose. Manipur needs help from the centre. A state like Manipur which is neighbouring with prosperous south east nations cannot languish without having anything. If Government of India has ceased to be supportive to our survival there is no reason why we should not we focus on other sectors. Look the other way available.
