IMPHAL, Oct 8 NNN: A year-long campaign under the banner, ‘Sports movement and Olympic movement in Manipur’ was kicked off today at the Manipur Olympic House, Khuman Lampak Sports Complex here organized by Rajkumar Madhuryyajit Birth Centenary Celebration Committee under the aegis of Manipur Olympic Association (MOA), Rajkumar Madhuryyajit Memorial Trust and Sports Movement Committee, Manipur.
The campaign that is being initiated under the theme ‘Shanabagee Thou Meeyamgee Thouni’ is part of the birth centenary celebration of RK Madhuryyajit.
Manipur Works Minister Kh Ratan who was taking part at the launching function of the campaign as chief guest glorified the endeavor of late RK Madhuryyajit and other sports loving elders who had laid the underpinning of the present echelon of sports in Manipur. “We should not forget them.”
Manipur has no paucity in the field of games and sports even if it is lagging behind in different fields, the minister held and expressed his sincere hope that the sports campaign would heighten the present level of sports in the state by the year-long campaign.
MOA president Bijoy Koijam while hailing the great contribution made by late sports lovers of the state said 70-80 per cent has been successful so far on the Olympic movement in Manipur.
However, Bijoy said that he was disheartened to see many open fields being occupied by large buildings, human settlements, both private and Government establishments. Such activities are very unfortunate for all the sportspersons, he reacted.
Sportsmen of Manipur have presumably started to take over the entire country’s sports power and such can be cited with a vivid example that five Olympians from the tiny state had participated in the London Olympic Games 2012.
He said many of them are in services and representing many states and so it would be a right step to set up a sports university here in Manipur considering its influence over sports.
Delivering the keynote address at the function, RK Ranendrajit, convenor of Rajkumar Madhuryyajit Birth Centenary Celebration Committee, informed that the campaign of sports movement and campaign of Olympic movement will take place in all the districts of Manipur by joining hands with all the local clubs and schools. Such campaign, he said, without doubt, will make it possible to develop sports from grass root level.

A powerful IED remote control bomb was exploded in between Moidangpok and Khumbong under Patsoi PS this morning around 6.30 a.m.
A team of 28th AR had just passed the area when the bomb exploded however no casualties were reported.
Following the incident, massive security forces were rushed to the area and conducted search operation there.
To protest the bomb blast, residents of the area blocked NH 37 for some time. Meanwhile a Chinese hand grenade was found in front of Isar Oil Pump Luwangsangbam this morning. The PLA has claimed responsibility for the blast.
Meira Paibis of Luwangsangbam Mamang Leikai staged a sit in. The protesters urged the concerned not to repeat such incident in future.

New Delhi, Oct 8 : Two day economic editors’ conference began today at the Shastri Bhavan New Delhi. The conference organised by the PIB Government of India was inaugurated by the Finance Minister P. Chidambaram. He said FDI in retail sector will improve financial position of the country. Elaborating at length the benefits that will be brought by FDI in retail sector he said coconut is sold for Rs three per piece but buyers buy it at Rs 20 per nut. The rest Rs 17 had gone to intermediaries. By implementing FDI farmers will earn more and buyers will get the item at cheap price.
Asked about the increasing inflation rate he said when the demand exceeds supplies inflation shoots up, the other sector that attributes to rising inflation rate is fiscal deficit, it means when the Government indulges in borrowing spree. When asked whether FDI would give benefit to the poor common masses and the possible entry of Walmart to Manipur. He said it depends on the number of population in the town. The population should be not less than 10 lakhs. If the population in Imphal is more than 10 lakhs it may see entry of Walmart. The initiative however should come from the state Government. State Government will have the right to resist the entry of foreign companies on their soil. He flatly denied entry of foreign companies at the rural areas for running retail business. But farmers will get benefit. Refrigerated vans will come for buying the agri products and infrastructure will come up. Immediate changes will be seen.
Telecommunication Minister Kapil Sibal spoke at length about the development that may be brought by telecom sector. Public services can be delivered electronically. But the state Government should identify the areas where the focus should be paid. Pass ports can be demanded on line which will be delivered electronically. Lots of changes will be seen. Bank balances can be checked. People will get enormous power that is the vision the Government at the centre has set for fulfilment.
Minister for Railways, Road Transport and Highways said our national highways constitute merely 1.7 percent of length of road network, but they carry 40 percent of traffic on roads. This provides an immense potential for growth and development of road network and the Government is striving to excel. The Chairman of Railways Board Vinay Mitta who also spoke said Jiri-Tupul Imphal rail line which is 98 kms long is under construction and it will be completed by March 2016.
It was brought to the notice of the Union Minister that even after 60 years of national independence Manipur is not getting a properly maintained national highway road though there are two national highways connecting Manipur with the rest of India and the fund starved Government of Manipur is not in a position to maintain these national highway roads moreover completion of the rail line construction in the near future is doubtful. The minister was asked to give more funds to the state Government for hghway road maintenance. Union Minister Dr. C.P. Joshi said only one thousand plus crores of Rs had been earmarked for maintaining 70000 km long roads. But since the matter has been brought to his knowledge he would look into the matter.

MNS: The education minister M. Okendra said, the civil society organizations of the state should take responsibility in improving the education. He also appealed those concerned not to threaten while the govt is taking up for the improvement of education and its infrastructure.
The minister was speaking as chief guest at the inaugural function of an administrative building and multipurpose hall of SCERT at Lamphel today.
State Education Minister M Okendro today described the proposed indefinite economic bandh to be imposed along all the National Highways connecting Manipur over Teacher’s Eligibility Test (TERT) issue as ‘unfortunate’ calling the tribal joint student committee to withdraw it.
Saying that people in some hill districts have resisted the economic blockade, the education minister who is in the line of JCHDSO fire over TET issue reiterated it would not be possible in the current year to open TET exam centres in the five hill district headquarters as demanded by JCHDSO.
He affirmed that the TET is conducted as part of a talent hunt exam which selects only the eligible candidates, saying this exam creates job opportunity for both the valley and the hill people.
It will take some time to conduct examinations in all districts.

Imphal, Oct 8 : On Oct 7 troops of 9 Assam Rifles of 26 Sector under HQ IGAR (South) launched operation near village New Zalinmoul, Moreh and apprehended four cadres of UNLF traveling in a Maruti Van. On the spot interrogation, the apprehendees revealed the presence of more militants between Moreh and Khundengthabi. The patrol swiftly launched a search operation and apprehended two active cadres of UNLF and one active cadre of PREPAK alongwith warlike stores and explosives who were carrying out reconnaissance to plant IEDs on National Highway 102. The prompt action by the troops of 9 AR thawed the nefarious designs of the insurgents. Recently there has been recent spurt of the activities of militants along NH 102 and they have been receiving inputs about the movement and plans of these militants. The militants were nabbed before they could succeed in causing casualties and damage, thus averting a major accident. Out of the total seven apprehended cadres six were from UNLF and were resident of Village Nambol Leimpokpham, PO – Nambol, Bishenpur, while the seventh was a cadre of PREPAK and resident of Vill-Hairang Kheithong, Maibam Leikai, PO – Kawa Imphal West. Three pistols with live rds, two radio controlled IEDs weighing one kg each, one Radio set and other war like stores were recovered from the apprehendees. The apprehendees have been identified as SS Pvt Leimapokpham, age 37, SS Pvt Yumnam Hemanta Singh, age 23 yrs, SS Pvt Naobi Singh @ Momcha, age 27 yrs, Oiunam Inaocha Singh, 47 yrs, Y Herojit Singh, 32 yrs, Wahengbam Sunil Singh, 36 yrs, Yumnam Bungobi Singh, 28 yrs, All the apprehendees along with the recoveries were handed over to Lamphel police station.

IMPHAL, Oct 8 NNN : Many civil society organisations and rights groups have strongly condemned the dead of one minor girl living with HIV due to “negligence” and “denial” of second line ART by health care providers and demanded immediate impartial inquiry regarding the controversial ART delivering system in the state of Manipur.
AMADA, CORE, HRLN, CADA, SASO, Kuki Women Union, AMBA, AMANA, Care Foundation etc, etc, have expressed concerned over the matter.
Wangkhem Dolly (15) d/o W. Sanamacha of Singjamei Mayeng Leikai, Imphal West district was died on October 2, the day she was admitted to the Regional Institute of Medical Science (RIMS). She was living with HIV through vertical transmission and was on ART since 2001.
Addressing media persons at Manipur Press Club here today, H. Nabakishore, the grandfather of the deceased informed that Dolly had started taking ART from 2001 with money from his own pocket and from 2004 she got accessed from ART centre, Jawaharlal Nehru Institute of Medical Sciences (JNIMS). Her health had deteriorated in February, 2011 as her CD4 count had come down to 107 cells/cu.mm from 393 cells/cu.mm. Later, she was referred to State AIDS Clinical Expert Panel (SACEP) for second line treatment on February 29, 2011 but was compelled to continue the same drug while waiting for the SACEP meeting.
“ My grand daughter was struggling to get second line ART for the last 11 months from SACEP, Manipur but denied second line ART and died subsequently. She will die one day when her time comes but what hurts me most is the way she died, denying to access second line ART”, he lamented.
He further expressed dissapointment over the non-availability facility of Viral Load Testing in the state and added that people as a result are sending sample to Kolkata for examination which it take much time.
R.K. Nalinikanta, president of Committee Network for Empowerment (CoNE) said at present 87 people are getting accessed to first line ART and 88 people to second line ART. He also urged to the concerned authorities to avail the facility of Viral Load Testing in the state. There is no proper co-ordination mechanism amongst the ART centres at JNIMS, RIMS, MSACS and NACO and they all are trying to blame each other and ultimately PLHIV suffer the worst, he added.

IMPHAL, Oct 8 NNN: The Committee on Protection of Tribal Area Manipur (COPTAM) those tribal candidates in the Panchayati Raj election whether elected or defeated should resign from their respective posts within the month of October and surrender to the COPTAM or any appropriate authority.
In its meeting, COPTAM has resolved and demanded that the state government should totally cancel and withdraw all the Panchayati Raj election process from any part of the hill districts of Manipur at the earliest.
Another resolution has been that all the concerned chiefs/chairmen/headmen of tribal villages, concerned MDCs/ MLAs and Hill Area Committee (HAC) should take the responsibility to ensure that no tribal voters and villages in the hill districts are included in the Panchayat/Zilla Parishad elections and valley assembly and Parliament constituencies in future.
