The UNLF condoled the death of Khun Joykumar
Inner Manipur MP Dr Thokchom Meinya condoles   expressed profound grief and sorrow at the untimely demise of the renowned singer Khun Joykumar.
The MP has further stated that late Khun Joykumar championed the cause for unity of the valley and hills in the State. The people of Manipur will continue remembering him for his powerful patriotic songs and for his acting in this regard. In his death, the State has lost a patriotic singer.
Dr. Meinya shared the grief of the family members of Khun Joykumar. and prays that his departed soul may rest in eternal peace in heaven.
AMADA condoled the death of noted singer Khun Joykumar. He was a singer, artist and music director. He was the singer of opium war written by Late Ch. Akaba. A two minute silence was observed as a mark of respect to the departed soul.

An indefinite bandh along Imphal-Moreh road (National Highay-2) imposed by four civil organizations including the powerful Kuki Students’ Organisation (KSO), Chandel from Monday demanding the transfer of Executive Engineer, DRDA Chandel district disrupted movement of traffic on the route. KSO, Chandel, Naga Students’ Union Chandel (NSUC), Kuki Chiefs Association, Chandel and Naga Chiefs Association,Chandel have enforced the indefinite bandh demanding the transfer of Sharatchandra, EE of District Rural Development Agency (DRDA), Chandel district. The four organizations abruptly called the strike. Large number of bandh supporters placed trees and rocks on the road blocking the section of NH-2 near Moreh College. All kinds of vehicles were forced to remain off the road for the day due to the strike. The sources further warned that until and unless the concerned authority fulfills the demand the bandh will remain indefinitely effective.

IMPHAL, Nov 5 (MNS/ NNN): A self-styled lieutenant of the People’s Liberation Army (PLA), the armed wing of the proscribed Revolutionary People’s Front (RPF), who had been reportedly pulled up by unidentified people suspected to be security force personnel on November 2, was shot dead at a place called Zero Point located between Lunghar and Fangrei in Ukhrul district of Manipur in the morning of Monday.
The killed PLA lieutenant has been identified as Hijam Babu aged 33, son of late H Shital, a resident of Andro Kharam Leikai in Imphal East. His family said Babu was supposed to marry next March.
Babu was allegedly abducted by security personnel from Andro Kharam Dam near Leicheng Khappam around 7 pm of November 2. His aunt named Chingakham Thambalngou told reporters that Babu came to her residence that night before he was forcibly took away by the unknown people. He entered her residence and took a jug of water saying he wanted to give it to his friends waiting outside the residential gate. The unidentified duo came in a two-wheeler, she added.
She suddenly heard a noisy sound of commotion near the gate. She then went outside to see it but saw Babu being pulled up and whisked away in a Bolero jeep by around 10 security personnel wearing khaki pants.
However, he was found death at Zero Point located between Lunghar and Fangrei in Ukhrul district around 8 am. His dead body was spotted by some villagers. Two bullets hit his left side head, according to police.
The family of Babu lodged a complaint with Yairipok Police Station regarding his kidnapping by unidentified people on November 3. However, the police told them that there was no official report of his arrest. Other concerned police stations also answered the same, Thambalngou further said.
Meanwhile, All Andro Meira Paibi Association (AAMPA) staged a protest dharna over the arrest of Babu at Andro bazaar. At the demonstration site, troops of 28 Assam Rifles came and tried to take photograph of the protest but the meira paibis pulled down the banner and placards and then showed their back at the AR personnel. Seeing the non-cooperative act of the protesters, the AR troops left the site.
Reports said that the dharna was organized before the news of Babu’s death reached his village. The sit-in protest was organized behind the banner: “Keep Babu safe if the law wants to punish him.” They also held placards that read: “Release Babu safely and find out whereabouts of him.”
At the demonstration, Aheibam Ongbi Tenu, president, AAMPA said killings of people after forced disappearance are occurring frequently in the State. She also said the people are against such arbitrary act.
A team of Thoubal district police commandos has arrested three cadres of PREPAK (PRO) including a woman cadre during a search operation conducted at separate places on November 4.
Superintendent of Police, Thoubal district stated that one Oinam Paikhomba @ Tomba @ Khomba Singh (22) s/o O. Babu Singh of Thoubal Mayai Leikai was arrested from Leishamthem Khong Manung at around 9.45 am and recovered one 9mm pistol with magazine and 3 live rounds of 9mm ammunition from his possession.
On the follow up operation at Thoubal Mayai Leikai and Koirengei area the team arrested two more cadres of PREPAK (PRO) namely Khangembam Bijita @ Bita Devi (32) d/o (L) Kh. Ibomcha Singh of Thoubal Mayai Leikai and Maibam Sanjitkumar Singh (40) s/o M. Babu Singh of Koirengei Mamang Leikai from their respective houses at about 10.35 am and 11.50 am respectively.
On further questioning, the arrested militant cadres revealed that they are the active workers of PREPAK (PRO) working in the outfit’s finance section under the command of one s/s Commmander Ratan @ Bairon and they are involved in the extortion of money from the general public and also  in recruiting new cadres for the outfit. 27 Assam Rifles of 28 Sector under HQ IGAR(S) provided assistance to the accident victims on 04 Nov 2012 at around 1230 hours. A truck carrying 32 students plying from Churachandpur to Serou Village for Picnic, The vehicle lost control near Sugnu in Thoubal District and  fell in to a deep drain,   resulting in injuries to 16 students. Medical team of 27 Assam Rifles swung in  to the action and rushed to the accident site and evacuated the victims to the Unit MI Room at Sugnu, where necessary medical aid was provided  to the accident victims.

Gracing the occasion as chief guest, retd. Lecturer and national awardee, Thokchom Chandra said, it is very unfortunate as the people of the state don’t think of serving good service for the state.
Representing the exploited people of the state, she is spending her life in prison today. But some people are spending a luxurious life. The womenfolk of the land should think of the mind of Irom Chanu Sarmila when Ningol Chakkouba is knocking at the door.
IC Asem, president, KLAM and Thiyam Leima, president of NAHAKAL were the presidium members.
It may be mentioned here that the three assn. supporting the agitation of Irom Chanu Sarmila organized the day since 2004.

DIMAPUR, Nov 5 NNN: Three NSCN-K cadres have been killed in a factional clash with NSCN-Khole/Kitovi in Dimapur this afternoon.
According to official sources, the shoot out occurred at around 3 pm near the office of the Superindentent of Police, Dimapur that also resulted in the injuries of two civilians.
Sources said some cadres of NSCN-Khole/Kitovi were attacked by the rival NSCN-K cadres minutes after the former came out from a hotel. The NSCN-K cadres who came in three auto-rickshaws started shooting the NSCN-Khole/Kitovi cadres when they were coming out from the hotel.
The sources said the cadres of Khole/Kitovi group immediately retaliated and killed one rival cadre on the spot while two others succumbed on the way to a hospital.
The sources further revealed that all the militants used small weapons in today’s clash.
Reports also stated that the hotel was frequented by the cadres of NSCN-Khole/Kitovi.
Sources said that the identities of the deceased are still sketchy. A student and a driver were also injured in the shoot out.
Meanwhile, a source said one cadres involved in the incident has been arrested by the police. However, it could not be ascertained to which faction the arrested cadre might have been hailed from.
It can be mentioned here that the place where today’s shoot out happened was just few yards away from the office of Dimapur Superintendent of Police. The area is a high security zone with many important establishments around including State Bank of India, Dimapur Civil Hospital. The spot also not far away from Dimapur railway station which may be just a 200 metres gap.

Jammu, Nov.5 (ANI): Jammu and Kashmir Chief Minister Omar Abdullah on Monday condemned the fresh threats issued to the village headmen in the Kashmir Valley as the civil secretariat and other offices reopened in the state’s winter capital, Jammu, amid tight security. In a recent interview, the banned militant outfit United Jihad Council (UJC) supremo Syed Salahuddin issued fresh threats to village headmen and asked the provincial government to clear their stand on the security issues.
Commenting over the threat to the village heads, Abdullah said: “The previous attacks, nothing has changed what I have said. In term of what Syed Salahuddin has said regarding the Panchayati Raj institutions, unfortunately his own tune is changing. If I remember correctly after the first few phases of elections, he was the one who said that there would be no threats made to panches (Village Council Heads) and sarpanches (Village Head) and this election can go ahead without any sort of threat. I don’t know why he has suddenly jumped on this bandwagon of issuing threats. As far as we are concerned we are geared up to deal with any eventuality. From time to time we are doing necessary threat assessments and wherever any steps need to be taken they will be taken.”
The militants shot dead a deputy village headman in Baramulla district on Sunday late in the evening. According to media reports, militants fired two gunshots at Muhammad Shafi, deputy headman of Kreeri village, after evening prayers.
Armed security personnel immediately rushed to the spot and registered a case of murder. Over 700 village council members have tendered their resignation, under threat from militants. The state government has already decided not to incorporate the 73rd amendment of Indian Constitution Panchayati Raj (village council) Act. Abdullah also said that state has a unique distinction of having their own constitution in the state.
“As far as the 73rd amendment is concerned there is no flip flop. The coalition government has been very clear that the 73rd amendment will not be brought into J&K. What we have been very clear on also is that we have the unique distinction of having our own constitution in the state. Why should we incorporate central constitutional changes when we can make our own constitutional changes here and amend our own Panchayati Raj Act,” said Abdullah stated.
Opposition parties called for an amendment to the Jammu and Kashmir Panchayati Raj Act to incorporate the provisions of the 73rd Amendment of the Constitution, including elected chairman for District Development Boards as part of the three-tier panchayat system.

New Delhi, Nov 5 (ANI): Aiming to be the first state in the country to provide ‘pucca’ houses to all its citizens, the Sikkim Government has launched a Rs 211.20 crore ‘social housing’ project namely “Chief Minister’s Rural Housing Mission”(CMRHM).
Under the project, housing will be provided to around 30, 000 people residing in ‘kutcha’ houses as on January 1, 2011 from economically weaker sections   to  fulfill      the realisation of their dream of  living in a  decent house.
“The state government has launched Rs 211.20 crore rupees cost ambitious social housing project under which   around 6000  poor household dwellers living  in  kutcha houses in the state  will get a  single storey earthquake resistant new pucca house free of cost  by the year 2013  to   permanently address the issue of homelessness among the poor in the state,”  said C.C.Wangdi, project director of the mission .
So far, the State Government has invested Rs 125 crore in the project under the State Plan and Rs 70 crore has been earmarked in this financial year.
“The administration has completed construction work on 1,137 houses, while work on 3,029 houses will be completed by December next,” Wangdi said.
All these 6000 katcha house  dwellers were identified  through a rigorous  baseline survey conducted by Gram Sabhas using transparent  criteria followed  by multiple level of superivision and cross checks  by   the Rural Management and Development Department. This scheme is one of the initiatives undertaken by the State Chief Minister Pawan Chamling under the “Mission Poverty Free Sikkim” which was launched to raise the social and economic status of weaker section of society living below poverty line in the state.
The housing project is  being  implemented in convergence with centrally sponsored schemes like Indira Awaas Yojana, Rajiv Gandhi Gramin Vidyutikaran Yojana (RGGVY) for electrification, National Rural Drinking Water Program (NRDWP) for water supply and MG-NREGA for land development and protection work around the house sites.

IMPHAL, Nov 5 NNN : Manuscript listing project being jointly taken up by Manuscripts Conservation Centre, Imphal (MCC) and Manuscripts Resource Centre, Manipur (MRC) under National Mission for Manuscripts (NMM) has been extended till 2017 with the two agencies of Manipur Government so far registering 42,582 manuscripts till September this year, said the project Assistant Coordinator, Abdul Kalam on Monday.
A five-day long workshop: “Preventive Conservation of Manuscripts” sponsored by NMM was kickstarted on Monday being organized by Manipur State Archives Manuscripts Conservation Centre at its hall, Keishampat here.
On the sidelines of the workshop opening ceremony, Assistant Coordinator, NMM project, Abdul Kalam said  the duration of the project has been extended till 2017, apart from listing 42,582 manuscripts till September by MCC and MRC.
The project has been taken up after signing a  (MoU) involving MCC, MRC and Government of India. The project that started from 2003 has been extended its period of listing of manuscripts in Manipur till 2017 after signing a fresh MoU with the Government of India, Kalam who is also an archivist said.
The MCC and MRC are the State implementing agencies of the NMM project. MCC is associated with the works of manuscript listing, surveying and cataloguing while MRC does the works of conservation and treatment of manuscripts.
A manuscript should be of a script written in different materials such as paper, stone, wood and other items which is 75-100 years old, Kalam explained. Every book written by hand on flexible material and intended to be placed in library is called a manuscript.
The aim of the workshop is to find out ways on how to conserve all the manuscripts in the State, he added.The inaugural function of the workshop that will continue till November 9 was attended by 83 delegates from different colleges, libraries and Manipur University (MU) which are the guardians of various manuscripts in the State.
It was graced by   RK Jhaljit,   as chief guest.  Malika Mitra, Director, Indian National Trust for Art and Cultural Heritage (INTACH), Bhubaneshwar, Vibhaskumar, Coordinator, MRC and MCC, Patna, and Tarun Saikia, Archivist, Gauhati University participated   as resource persons.

New Delhi, Nov 5 :  The Loan and Project Agreements for World Bank (IBRD) assistance of US$ 320 million for Assam State Roads Project were signed between Government of India and the Government of Assam respectively and the World Bank in New Delhi today.
The Loan Agreement was signed by Shri Prabodh Saxena (Joint Secretary, Department of Economic Affairs) on behalf of Government of India and Mr. Onno Ruhl, Country Director, World Bank (India) on behalf of the World Bank. The Project Agreement was signed by Shri Mohan Chandra Boro, Commissioner & Special Secretary, Public Works Road Department on behalf of the Government of Assam.
The Objective of the project is to enhance the road connectivity in Assam by assisting the Public Works Road Department to improve and effectively manage its road network.
Project Component: The project will have three components:
Road Improvement: This component will support improvement of priority sections of secondary roads in Assam to improve state connectivity and facilitate regional integration. Road Sector Modernization and Performance: This component will support the implementation of Assam’s Road Sector Modernization Program
Road Safety Management: This component will strengthen safety management capacity of related agencies in Assam through developing and implementing a multi-sector road safety strategy. The IBRD loan has a variable spread over LIBOR and is a US $ denominated loan. The project will be implemented over a period of six years.
