IMPHAL, Dec 3: The Kuki National Organisation (KNO), one of the two umbrella organisations of Kuki militant outfits, said today that it took note of the anxiety and desperation with which the NSCN (IM) hurriedly churned up another set of wishful historical conjectures in response to the KNO’s dignified statement of facts.
“Whereas it is already evident to the discerning public that the NSCN (IM) is an organization knotted in its own contradictions, the least of which include launching a genocide on neighboring communities (Kukis) under their “Nagalim for Christ” movement where the real Christ preached love for neighbors, it is felt that the pretenders and their bag of lies need to be exposed in the interest of truth, justice and genuine information for the unsuspecting public,” the KNO said.
Information secretary Thangjasong Karong said, the KNO has is never against the NSCN (IM) and its objectives as long as they contain their greed for Kuki traditional lands.
“True, the NSCN (IM) had, in their insatiable greed for neighbors’ land, orchestrated the butchering of more than 900 innocent Kuki villagers (mostly helpless women, children and the elderly) and forcibly uprooted more than 350 Kuki villages during their five years long genocide campaign against Kukis during the 1990s. Also true, that the NSCN (IM) stands for greed and hatred aimed at maximizing Naga claims to land at the expense and beyond the kindness of neighboring Kukis. Even so, the KNO reiterate hereby that in the spirit of peaceful co-existence and dignified mutual prosperity, the moment the NSCN (IM) returns to the path of political righteousness and shun its politics of greed inspired hatred, the KNO shall extend a loving hand to them”, the KNO communique added.
Secondly, the map shared with the media by Kuki State Demand Committee (KSDC), showing Kuki traditional territory within present day Manipur is not ‘bogus’, but a genuine map covering present Kuki inhabited areas and shared between all Kuki political organizations. The NSCN(IM) may like to look up the meaning of the words they use, alongside pondering on the sustainability of their politics of hatred, the KNO further stated.
Recalling the events, the KNO said, “The NSCN (IM)’s standard concoction of R. Suisa helping some displaced Kukis in 1957 is another gem from the wishful historical collections of the organization. For the uninitiated, Kuki territory extends deep into present day Myanmar. Following the British division of Kuki territory by incorporating parts of it each to India, then Burma and then Pakistan, and consequent to the seizure of power by the military in Burma in the 1962 military coup in that country, Kukis along with other minorities were persecuted for demanding democratic self governance. The military there launched the infamous Khadawmi Operation to denationalize minorities in 1967. Some Kuki villages were forcibly displaced from that part of Kuki territory and had to take shelter in Kuki territories on the Indian side of the border. For the Kukis, they were internally displaced within Kuki territory, not refugees, as the NSCN (IM) would like to believe. That R. Suisa, representing outer Manipur between 1957 to 1962 should help Kukis displaced in 1967 as an M.P. betrays the degree of distortion the NSCN (IM) propaganda machine should learn to avoid in future in their own interest. This fact tells on the authenticity of the Government of India Memorandum numbers (Memo No.P3/9/66 and Memo No.305/g/242/UK/3845)quoted by the NSCN (IM) release. If indeed, Shri R. Suisa, as representing the outer Manipur constituency in Parliament had facilitated some relief to some needy Kukis in 1957, he was not doing any special favor to anyone except nursing his constituents as a duty. Nevertheless, the KNO conveys a belated appreciation for such possible dutifulness by our then representative in Parliament”.
“Also, let the NSCN (IM) be informed that Kuki Mastery over our lands is not altered by the mere fact that some of our kinsmen were internally displaced within our territories by a Military Regime imposed in one part of our territory,” it stated.

DIMAPUR, Dec 3 NNN: Two cadres of the NSCN-Khole/Kitovi have been killed by cadres of rival NSCN-Khaplang group in the heart of Dimapur today.
There have been varied stories coming in with regard to the cirscumstances that had led to the killing of the NSCN-Khole/Kitovi cadres late this morning.
The two cadres of NSCN-Khole/Kitovi were ‘chatting with shopkeepers’ at Murgi Patti area in the heart of Dimapur market when the cadres of NSCN-K came and shot them. However, NSCN-K sources said it was purely a factional clash.
The incident happened at around 11:30 am. The deceased have been identified as 2nd lieutenant Sheye Konyak and sergeant major Wochamo Lotha.
Sheye Konyak died on the spot while Wochamo Lotha succumbed to his injuries in a hospital in Dimapur shortly after he was admitted.
A separate report said the motor bike used by the NSCN-K cadres was recovered by the NSCN-Khole/Kitovi group minutes after the incident from the spot.
Meanwhile, following today’s incident the situation is quite tense the Nagaland commercial hub.
Today’s incident had spoilt the pre-Christmas festivity activities in Dimapur whose commercial hub, otherwise has been in the festive mood with series of advent Christmas parties underway since December 1. Stars and Santa Clauses have been put up but the undying factional clashes meant a spoil-sport to the cheering Christmas mood.
Nagaland, with the seven-day long Hornbill Festival, tagged as the festival of festival in the state has been in full swing in the state capital since December 1 but the insurgency related violence has been playing hiccups to the glowing festive ambience.
Meanwhile, security has been beefed up in all the sensitive areas where factional clashes are prone. Reports have also said that more factional clashes will occur in the days to come.
Not long ago, three NSCN-K cadres have been killed by the rival NSCN-Khole/Kitovi in Dimapur in the factional clash.

Imphal, Dec 3 : Laishram Jatra has been elected as the President of the Manipur People’s Party (MPP). Sanasam Umananda former President resigned today citing old age and as per rule of the party the senior most Vice-President, Laishram Jatra was chosen as the party’ president in-charge with immediate effect.
Earlier today Umananda submitted his resignation letter to MPP Vice- President Jatra .
Except the age factor there are no other issues Umananda said. Umananda had been serving as President since June 4 this year .
L. Jatra had joined MPP on Dec 1, 1994 and he had served Khangabok constituency . He also served as Industries minister . In the last Assembly election he was defeated by O Landhoni.

IMPHAL, Dec 3 NNN: The North East Students’ Organisation (NESO) today affirmed that the first and foremost task of the student body would be to take steps towards ensuring introduction of Inner Line Permit system in the whole Northeast region.
The influx of illegal migrants in the region is chillingly increasing which has made a great challenge to the indigenous people of Northeast and NESO has been persistently voicing air to solve this menace for a long time, newly elected NESO general secretary, Sinam Prakash told a press conference held at the office of All Manipur Student’s Union (AMSU) in Imphal. Since the formation of North East Students’ Coordinating Committee before NESO came into existence, the NE student body has been tirelessly pressing the Government to formulate a policy to stop influx of migrants into the region, he said.
NESO has also been continuously demanding the Government to repeal all forms of Draconian laws from the NE, to devise an employment policy for the region. It also says citizens of the NE cannot be treated as second class citizens of the country.
The 5th general conference of NESO was held at Kohima hosted by Naga Students’ Federation (NSF) on November 27-30, said AMSU president Thokchom Suresh.
Thirteen representatives from AMSU including two resource persons took part at the conference organised under the theme: “Impacts of Illegal Migrants and Education Policy in North- East,” he said. It also elected office-bearers of NESO for the term of 2012-15 and former president of AMSU Prakash was unanimously elected as general secretary of the joint NE student bodies.
NESO is an umbrella organization of All Assam Students’ Union (AASU), Khasi Students’ Union (KSU), All Arunachal Pradesh Students’ Union (AAPSU), Naga Students’ Federation (NSF), Mizo Zirlal Pawl (MZP), Tripura Students’ Federation (TSF), Garo Students’ Union (GSU) and AMSU.

IMPHAL, Dec 3 NNN: The state Cabinet has decided on Monday to extend the Suspension of Operation (SoO) agreement involving Kuki militant groups, Manipur and Central Governments, while the Disturbed Area status, imposed in the state except the seven assembly segments in Imphal Municipal areas, has also been extended for another year.
The decision was taken during a Cabinet meeting chaired by Chief Minsiter O Ibobi held at the Conference Hall, CM Bungalow here.
The meeting also decided to convene the 3rd sitting of the 10th Manipur Legislative Assembly on December 19-21. A two-member committee for preparation of report for the constitution of the 3rd Manipur Finance Commission has also been set up. RC Mishra retired IAS, has been selected as chairman of the new committee. The committee has also been instructed to submit the said report within three months.
The Cabinet meeting further agreed to the proposal of the Electricity Department to introduce an incentive scheme for public consumer (domestic, commercial, industries, bulk consumers, etc.) in the current year for realization of past dues and improving the overall connection of revenue in the department.
The decision of the Government has been taken mainly after consideration of the fact that non-clearance of principal amount during the last few years amounting to Rs 231.66 crore and accumulated surcharge of Rs 80.10 crore as on August 31, 2012, has become so high and recovery of the arrears will not be feasible with the existing infrastructure and logistics in the department.
In order to improve the overall collection of revenue, the state Cabinet has given approval to the incentive scheme for which the main features are, the scheme will be for clearing the arrears dues of the defaulting consumers by liquidating their arrears on a one time basis for the outstanding dues as on August 31, 2012.
The scheme will be applicable to the public consumers (domestic, commercial, industries, bulk consumers, etc.) only (including the disconnected consumers) and not to the state/Central Government offices/semi-Government establishments, banks, military/ paramilitary, Public Sector undertaking/Autonomous District Councils, etc.
The window period for implementation of the scheme will be two months—January 1 to February 28 of 2013. Though the reference for availing the scheme shall be based on the outstanding arrears as on August 31, 2012, the consumers intending to avail the scheme shall have to make one time clearance/liquidation of full principal amount as on the last billing cycle to get 75 percent incentive (waiver) on the total accumulated surcharge before implementation of the scheme.
On the approval of the state Cabinet earlier, Power Department, Manipur invited Expression of Interest (EoI) from the illegible CPSUs/PSUs/private developers for implementation of six hydro-electric projects on August 24, 2012.
The projects are Irang (60 MW), Tuivai (51 MW), Maklang-Tuyungbi (45 MW), Nungleiband (105 MW), Pabram (190 MW) and Khongnem Chakha (67 MW).
Altogether 14 applicants submitted their EoIs including two CPSUs namely, NHPC and NEEPCO. Remaining twelve are private companies.
An evaluation committee constituted by the Government evaluated the EoIs submitted by the 14 developers and name of 10 developers have been recommended based on the technical and financial illegible criteria said in the EoI notice.
On the recommendation of the Power Department, the 10 shortlisted companies have been approved by the state Cabinet today.
The state Cabinet further decided to arrange an appropriate revised pay for all the employees of state IFCD and PWD who are on strike demanding revised pay.

IMPHAL, Dec 3 (Newmai News Network): The 4th Foundation Day of Colleges of Nursing, Regional Institute of Medical Sciences (RIMS), Imphal was held at the institute`s Jubilee Hall with Manipur PHED minister I Hemochandra gracing the programme as chief guest while RIMS director Prof S Sekharjit Singh, ADG of Ministry of Health and Family Welfare, Government of India Dr Mangala Kohli and Prof Ashia Qureshi of Community Health Nursing, AIIMS, New Delhi attended the fuction as dignitaries.

I Hemochandra urged the young nurses to take the example of Florence Nightingale and said dedication is the key word for any nurse anywhere.

I Hemochandra also said that team work, good policy making and smooth co-ordination are important for any institute dealing health care.

The Manipur PHED minister then said that patients should be grateful to the nurses more as they are the ones who spend more time with them than the doctors.

RIMS director S Sekharjit said that RIMS Nursing College was established in the year 2009 but coud not take off properly untill two years ago. He said it was revived two years ago and now the college is in great gear. Sekharjit then hinted that the authority is planning that Ph.D degree and other short courses will soon be made possible to pursue by students in the Nursing College.

Prof Ashia Qureshi said that with this college, the nurses from the region will shine soon in the country.

IMPHAL, Dec 3 (Newmai News Network): Committee on Protection of Tribal Areas, Manipur (COPTAM) has extended its deadline for those tribals involved in the 2012 Panchayati Raj elections to December end to resign from their respective post.

General secretary of COPTAM Thangkam Lupheng said the Committee`s `joint meeting` was held yesterday and had decided to extend the deadline till DEcember end.

On October 8, COPTAM had asked all  those tribal candidates in the Panchayati Raj election whether elected or defeated should resign from their respective posts within the month of October and surrender to the COPTAM or any appropriate authority.

On Monday, Thangkam Lupheng said that it was unfortunate that those tribal people involved in the poll had failed to comply with to the directives issued by COPTAM. Thangkam Lupheng said that the Committee`s initiative has been to sort out problems at “our level”. The COPTAM leader said his organisation`s is acting as a mediator between those tribal people involved in the Panchayat polls and “other concerned parties” who are not within the social organisation level ambit. He however, did not elucidate what he meant by these “concerned parties”.

Thangkam Lupheng then said that if those tribal people who were involved in the Panchayat polls of 2012 continue to remain adamant to its call then COPTAM is all set to discard itself as the mediator`s role. “In that event, we shall not be held responsible if any untoward incident befall on these tribal people in question,” the COPTAM leader cautions.

It is worthwhile to mention here that on October 6, in its meeting, COPTAM had resolved and demanded that the state government should totally cancel and withdraw all the Panchayati Raj election process from any part of the hill districts of Manipur at the earliest.

Another resolution was that all the concerned chiefs/chairmen/headmen of tribal villages, concerned MDCs/ MLAs and Hill Area Committee (HAC) should take the responsibility to ensure that no tribal voters and villages in the hill districts were included in the Panchayat/Zilla Parishad elections and valley assembly and Parliament constituencies in future.

“Any tribal from the hill districts participating or involving in the recent Panchayati Raj elections, 2012 shall be socially boycotted, bar from receiving any benifit from hills districts administrations and ADCs and should not hold any post in any tribal societies/organisation/authorities for going against the interest of tribals in Manipur until an amicable solution is reached with the COPTAM,” states one resolution.

The fift one said that any tribal living in the hill districts who prefers to remain under Panchayati Raj shall better leave their hearths and homes in the hills histricts and find a place for settlement in the valley districts.

“Any one who does not respect these COPTAM resolutions shall be taken as anti-tribal and appropriate actions shall be initiated against them. Any one failing to comply with the terms and conditions of this declaration shall bear responsibilities by themselves and for which COPTAM cannot be blamed afterwards,” it warns.

IMPHAL, December 3: Post mortems of Huirongbam Manichandra of Thoubal Wangma Taba and Yanglem Bisheshwar Thoubal Wangma Taba Sorok Maning were performed today at JNIMS hospital in the presence of district magistrate with full video coverage of the post mortem. 

According to a press release issued by the officer in-charge of Thoubal Police Station has informed that Yanglem Biseshwar’s body will be disposed of, if the family members fail to turn up to claimed the body before 2 pm tomorrow and Huirongbam Manichandra’s body will also be disposed of, if his family members do not claim the body before one pm of December 5.        

It may be mention here that the bullet riddled body of Yanglem Bisheshwar @ Naoba, 29, son of Y Basanta was found in the early morning of November 30 at Nongangkhong Kabolambi, following which people of Thoubal Wangma Taba formed a JAC and imposed an indefinite bandh in their area since the early Saturday morning. 

On the other hand, Huirongbam Manichandra succumbed to his injuries yesterday early morning at the Shija hospital after he sustained bullet injuries in police firing to disperse the bandh supporters of the mentioned bandh at Thoubal Parking on December one at around 6.20 pm.

Last week, the history of development of Asian Highways and the routes of Asian Highway 1 were discussed. Due to Manipur’s geo-political situation, two important highways of Asian Highways Network, i.e. AH1 and AH2 are passing through Manipur. What should we do?

AH1, which passes through Imphal  and we can see its road sign (AH1) along the roadsides of Moreh-Imphal-Dimapur NH2, is the longest route of the Asian Highway Network, running 20,557 km  (12,845 miles) from Tokyo, Japan via Korea, China, Southeast Asia, India, Pakistan, Afghanistan and Iran to the border between Turkey and Bulgaria west of Istanbul where it joins end-on with European Route E80.

The AH2 is also an important road in the Asian Highway Network running 13,177 km (8230 miles) starts from Denpasar in Indonesia to Khosravi in Iran. The most significant of the Asian Highways in relation with Manipur is that the Asian Highways, AH1 and AH2 also pass through Manipur.

However, we are not well aware of these developments. If we are not aware, who will answer the pertinent questions raised in this column last week? Few people are aware of the Asian Highways, AH1 and AH2 passing through  Manipur.

In Indonesia, the routes of AH2 are Denpasar — Surabaya — Surakarta — Semarang — Cikampek (— Bandung) — Jakarta (— Merak). Toll Road System of Indonesia parts of AH2: Trans-Java Toll Road, consist of:  Jakarta-Tangerang Toll Road; Tangerang-Merak Toll Road; Jakarta-Cikampek Toll Road; Cikampek-Palimanan Toll Road; Palimanan-Kanci Toll Road; Kanci-Pejagan Toll Road; Semarang City Toll Road; Semarang-Solo Toll Road; Cipularang Toll Road; Padaleunyi Toll Road; Cileunyi-Dawuan Toll Road; Nusa Dua-Ngurah Rai-Benoa Toll Road (Bali Toll Road). The Bridges parts of AH2 are Suramadu Bridge (connecting Java island and Madura island); Bali Strait Bridge (connecting Java island and Bali island); Sunda Strait Bridge (connecting Java island and Sumatra island)and Malacca Strait Bridge (connecting Sumatra island, Indonesia and Malaysia).

In Singapore, AH2 passes Bukit Timah Expressway and Johor Causeway.

In Malaysia, the AH2 extends  over Johor Bahru — Senai Utara — Seremban — Kuala Lumpur — Butterworth — Bukit Kayu Hitam.  It is reported that the status of the section of AH2 crossing the Malaysia-Singapore border is currently being disputed. Malaysia had commissioned the Second Link Expressway as part of AH2 while Singapore had commissioned the Johor-Singapore Causeway as part of AH2. The other Expressways are North-South Expressway; New Klang Valley Expressway; North-South Expressway Central Link; Second Link Expressway; Skudai Highway; Malaysia Federal Route 1; Johor Causeway.

In Thailand, Sa Dao — Hat Yai — Bangkok — Bang Pa-in — Nakhon Sawan — Tak — Chiang Rai — Mae Sai are major points where AH2 passes. AH2 in Thailand is connected by National Route 4 from Sa Dao to Phatthalung, then Route 41 to Chumphon, then Route 4 to Bangkok, then Route 338/Route 9 to Bang Pa-in, overlap with AH1 to Tak, then Route 1 to Mae Sai.

In Myanmar, AH2 stretches over  Tachilek — Kengtung — Meiktila — Mandalay — Tamu. AH 2 uses Route 4 to Meiktila, then overlaps AH1 to Tamu.

In India, AH2 routes through Moreh — Imphal — Kohima — Dimapur — Nagaon — Jorabat — Shillong — Dawki.

In Bangladesh, AH2 runs though Dawki-Tamabil — Sylhet — Katchpur — Dhaka — Hatikamrul — Banglabandha. From here, it connects with Siliguri in India and enters Nepal.

In Nepal, AH2 covers a length of 1027 km within Nepal. The portion of AH2 in Nepal is known as Mahendra Raj Marga. The section of the road from Kakarvitta to Mahendra Nagar is 6-7m wide and the condition is generally good. AH2 connects the eastern portion of Nepal at Kakarvitta and passes through Itahari, Dhalkebar, Pathlaiya, Hetauda, Nayanghat, Butwal, Kohalpur, Attaria and Mahendranagar. There is a missing link between Mahendranagar (Nepal) and Brahmadevmandi (India).

The Government of India has now taken initiatives to support Nepal to complete the missing link between Mahendranagar to Brahmadevmandi. The detailed design works for this section of the road is complete and the land compensation has also been distributed. The other side of Brahmadevmandi and across the border is Tanakpur in India. The route through Tanakpur and Banbasa need to be defined as Asian Highway Network so that AH2 connection is complete. Traffic volume is also going increasing in Asian highways in Nepal as the total number of vehicles is rapidly increasing in the country.

AH2 in Nepal stretches over Kankarbhitta — Pathlaiya — Hetauda — Narayangarh — Kohalpur — Mahendranagar — Mahakali River.  From here, AH2 enters into India again and runs over Banbasa — Rampur — New Delhi — Attari. From here, AH2 passes through Pakistan and over the routes i.e. Wagah — Lahore; Lahore — Okara — Multan — Bahwalpur — Rahim Yar Khan — Rohri; Rohri — Sukkar — Jacobabad — Sibi — Quetta; and Quetta — Dalbandin — Taftan

To complete the routes, AH2 runs in Iran over the stretches like, Mirjaveh — Zahedan — Kerman – Anar ; Anar — Kashan — Qom; Qom — Salafchegan; Salafchegan— Saveh; and Saveh — Hamadan — Kermanshah — Khosravi.

Once again, I would like to raise the same pertinent questions before the Government of Manipur, its peoples, Civil Society Organisations, the academic and intellectuals are – Are we prepared for the social and economic impacts the Trans Asian Highways may give? Are we prepared to tap the advantages from the two Trans Asian Highways? Are we destined to be just swept away by the Trans Asian Highways? Are we limited to be just bystanders alongside the Trans Asian Highways?

It is time for the real policy makers of Manipur, social scientists (including economists and anthropologists), ministers, politicians, civil society organisations, the academics and intellectuals to come together and lay out the future of Manipur. What should we do? Should we remain a silent spectator of the world theatre being played out in our courtyard?

IMPHAL, December 3: The Imphal West District Football Association has notified that on the recommendation of Technical Committee IWDFA the following players have been finally selected to represent IWDFA Senior Women team, for a friendly Women Football Match between Imphal West District Football Assn (IWDFA) and Imphal East District football Assn (IEDFA) to be organised by AMFA on December 13th at 2.00 pm here at Mapal Kangjeibung.

Monica Stabb, FIFA Conultant on Women Football from FIFA, Dr. Shaji Prabhakaran, FIFA Development Officer and Shri Shubhankar Mukherjee, Director-National Teams, AIFF is visiting Imphal on December 13 to get a firsthand account of Women`s Football played in India. On this occasion, the visiting team desires to witness the Women`s Football Match.

IMPHAL, December 3: In order to promote original Bruce Lee’s Jeet Kune-Do, All Manipur Jeet Kune-Do Association participated Chitah Jeet Kune-Do 2nd National Championship at Shahaji Raje Bhosale Kreeda Sankul (Andheri Sports Complex), Mumbai on November 27, the celebrating Sijo Bruce Lee’s 72nd Birth Anniversary with film stars.

Manipur team got two gold, one silver and one bronze at the championship. 

MM Imran bagged gold in the 44 kg below, W Santa Singh bagged gold in the 48 kg below black belt, P Lenin Meitei bagged silver in 55 kg below and Th Vivekson Singh bagged bronze in the 55 kg below.

Sifu Ch Premchandra Singh, who received the 1st JKD certificate Instructor in Manipur, was the team coach.

Meanwhile, Manipur cum Indian team trial selection will be held on December 9 at 8 am at Khurai Puthiba Leikai, Imphal East for the 7th Asia Cup Sports Jeet Kune-Do Championship at Maharashtra during December 29 and 30.

Interested martial artists are informed to submit the required documents on or before December 8 at AMJA office, Khurai Puthiba Leikai.
