Mail News Service Imphal, Dec 20 : The state Assemb Manipur Assembly discussed the case of alleged molestation and assault of a film start and shooting of two other actors by an armed cadre of NSCN-IM at Chandel district on Dec 17 last. Dy Chief Minister Gaikhangam informed the House that the act is condemnable and the state government is trying to apprehend the perpetrator identified as Livingstone a cadre of NSCN(IM).Replying to question raised by Opposition leader I Ibohanbi during zero hour, Gaikhangam said the incident occurred at Chandel bazaar on December 18 but the Film Forum Manipur (FFM) informed the matter to him only yesterday while informing that the top officials of both police and Assam Rifles have been instructed to launch a massive hunt to nab all the perpetrators involved in the crime.
Talking tough against the NSCN-IM which is currently on peace talks with the Central Government, Gaikhangam who is also holding the charge of Home portfolio, said cadres of the outfit should never threaten the civilians in any way, and the Chandel incident is really “unfortunate and highly condemnable.”
He also hinted that the Mahamani Women’s Society which organized the concert should first seek an apology from the public because such incident may spark a serious trouble.The NSCN(IM) is on truce with the government . ‘A crime is a crime’ Gaikhangam said and assured the House that instructions have been given senior police officials to take up appropriate action. Gaikhangam also condemned killing of a man after completion of Orange Festival at Tamenglong district yesterday.
Dr L Ibohalbi said crime against women is increasing and proper actions should be taken up against those involved in the crime. He further said the said incident occurred in front state police personnel and local public.
He charged that the police personnel were not able discharge their duties of protecting a woman. N. Biren said the state Assembly should unanimously condem such heinous crime. RK Anand said NSCN(IM) cadres repeatedly break ground rules. The cadres are supposed to move without arms he said. Stating that the demand of the High Court Bar Association, Manipur (HCBAM) is legitimate, Manipur Chief Minister O Ibobi on Thursday said fulfilling this demand exclusively depends on the Centre and appealed to the association to end its stir. Chief Minister, O Ibobi Singh appealed to the lawyers of the state to resume service as legal works were seriously affected due to a stir launched form Nov 8 last. He said he is ready to go to New Delhi to discuss the problems of the lawyers with central leaders. L Ibomcha said the lawyers working in High Court were demanding seven Judges for Imphal
High Court instead of four and filling up of state quota. Though the state is allotted four Judges only two are appointed
and rest taken from other states. The lawyers have abstained from court works and over 5000 cases are pending now.
The demand for appointment of seven Judges for the proposed separate state High Court is genuine but the state Government can do nothing relating to this demand made by HCBAM, the Chief Minister told the House while replying to a calling attention motion moved by MLA L Ibomcha on the last day of the 3rd session of 10th Manipur Legislative Assembly.
He, however, said the state Government has already urged the Centre in this regard nevertheless the state Government cannot do anything on the matter. The Chief Minister also informed the House that the matter should be intimated to the Home Ministry after taking initiative by the Ministry of Law & Justice and then the Supreme Court will have to finally consider it.
Replying to a separate calling attention motion moved by MLA Joykishan on the alleged misuse of fund for Integrated Child Development Scheme (ICDS) project being taken up in the state, Social Welfare minister AK Mirabai clarified no fund for ICDS project was misappropriated.
She said the Government is regularly paying salary and honorarium to all the employees and workers of ICDS project. The minister further informed the House that now the state Government contributes 10 percent of the project cost while 90 percent by the Central Government.
Over Rs 6 crore is spent per month in paying salary and honorarium to the employees and workers of the state ICDS project, Mirabai further informed..
The state government is spending about Rs 14.93 cr annually to provide security to former MLAs and bureaucrats , Dy Chief Minister Gaikhangam informed the House today. He said the scale of security provided is based on recommendation provided by State level security review committee every six months.
Dr L Ibohalbi raised a point of order regarding a reported statement of Union Home Minister Shinde regarding Inner Line Permit. State Assembly had passed a resolution in the previous sitting to introduce ILP in Manipur however Shinde reportedly said, any sensible person will not pass such a resolution. Ibohalbi said the statement of the Union Home Minister damages the sanctity of the state Assembly and it tantamount to breach of privilege of the House. Speaker Th Lokeshore said he was not aware of the reported statement and asked the member to put up a formal complaint so that it can be referred to the Privilege committee.
Chief Minister, O Ibobi Singh informed the House that since 1991 sale of liquor is banned though it is available everywhere.
Army, police and SC and ST communities were however exempted he said. If the state lifts prohibition the state will be earning revenue however various NGOs were opposed to the idea hence the ban continues he added.Th Shyamkumar raising the issue said adulterated liquor are sold everywhere and the state government should take up steps to check increasing cases of liver, kidney failures due to consumption of adulterated liquor. He said those producing liquor at Andro, Phayeng, Sekmai for customary purposes were targetted when sale of liquor is going on inside the Kangla.
