MNS:- The Special Judge for CBI Cases, Bhopal (Madhya Pradesh) has convicted Shri R.S. Ayer, then Branch Manager of Central Bank of India, Shahpura Branch, Distt. Bhopal(MP) and three private persons i.e. Dharmendra Parmar, Shri Sukhdev Prasad Makhija & Shri R.K.Dwivedi in a bank fraud case. R.S.Ayer, then Branch Manager was sentenced to undergo three years Rigorous Imprisonment with fine of Rs.1.30 lakh while other three private persons to undergo three years Rigorous Imprisonment with fine of Rs.50,000/- each.CBI Bhopal Branch had registered a Case against Shri R. S. Ayer, the then Branch Manager of Central Bank of India Shahpura Branch, Dist- Bhopal & others U/s 120-B r/w 420, 468, 471 of IPC & Sec. 13(2) r/w 13(1)(d) of PC Act, 1988 on the allegations that he had entered into Criminal Conspiracy with private persons and dishonestly & fraudulently sanctioned Housing loan to the tune of Rs. 51,77,000/-. After investigation, four charge sheets were filed on 13.07.2004 in the Court of Special Judge for CBI Cases, Bhopal against Shri R. S. Ayer, the then Branch Manager of Central Bank of India Shahpura Branch, Dist- Bhopal & others.
The Trial Court found the then Branch Manager & three private persons guilty and convicted them. One another private person died during trial.
The Special Judge for CBI Cases, Bhopal has earlier on 06.02.2013 also sentenced Shri R.S.Ayer, then Branch Manager to undergo seven years Rigorous Imprisonment with fine of Rs.60,000/-, Shri M.B.Nayak, then Assistant Manager to undergo three years Rigorous Imprisonment with a fine of Rs.40,000/-; Shri Dharmendra Parmar(Private person ) to undergo seven years Rigorous Imprisonment with fine of Rs. 70,000/- and four other private persons i.e. Shakeel Ahmed, Shri Kishan Sukhwani, Shri Rajeev Singh & Shri Kamlesh Jain, all to undergo seven years Rigorous Imprisonment with fine of Rs. 90,000/- each in this case. One private person was acquitted by the Court.
The ACMM, Karkardooma Courts, Delhi has convicted Chander Dev Prasad Mahto, then LDC, Directorate of Estate, Ministry of Urban Development, New Delhi in a forgery case and sentenced him to undergo three years Rigorous Imprisonment with fine of Rs.20,000/-
A case was registered on 15.06.2005 U/s 120-B, 420, 465, 467, 468, 471 and 472 IPC against Shri Chander Dev Prasad Mahto, LDC in Directorate of Estate, Ministry of Urban Development, New Delhi ( a resident of Village Nagauli, Distt. Siwan, Bihar) on the allegation that he had obtained employment in 1983 on the basis of forged Scheduled Tribe Certificate.

MNS:- Guwahati, February 28, 2013: Centre for Science and Environment (CSE) organized a regional workshop on “Energy and Resource Efficiency in Urban Water Management” here on February 28. The workshop was supported by the Urban Development Department (UDD) and the Guwahati Development Department (GDD), Government of Assam as the local partner state. The workshop is part of various activities supported under the Comprehensive Capacity Building Programme (CCBP) – National Urban Renewal Mission, Ministry of Urban Development and Government of India.
At the inaugural session, Mr Moloy Bora, joint secretary, GDD welcomed the participants representing key functionaries from water resources, public health departments, development authorities, town and country planning pollution control board and local bodies of government of Assam and other Northeast states. The government officials were both policy makers and senior officials involved in planning and implementation of NURM projects in NE states. Among the other participants were faculty and researchers from IITG, Gauhati University, professional bodies, practitioners, consultants and NGOs involved in advocacy for sustainable urban water management in North Eastern states..
Suresh Kumar Rohilla, programme director, water management, CSE presented an overview of the water and waste management in NURM phase I and the challenges in expanding the accessibility and availability of water supply and wastewater treatment to make the NE states and mission cities vibrant. He emphasized that one of the prime objective of NURM Phase II is to establish smart cities with carbon neutral and energy efficient. He set the tone of the meeting by setting out the objectives of the regional workshop as follows:
· To generate awareness about the best management practices (BMPs), state of art knowledge and reforms in the area of energy and resource efficiency in urban water management in NE states.
To discuss with key stakeholders the concept, issues/barriers and experiences in mainstreaming of the reforms in the sustainable water management area
To explore capacity building support required to implement projects aimed at mainstreaming environmental sustainability related reforms in the NURM schemes.
Hilly streams and Brahmaputra as natural resources are the identity of the Northeast regions that stretch over six Indian States – Assam, Nagaland, Manipur, Mizoram, Tripura and Meghalaya. Resource and energy intensive development in practice with the rapid urbanization is resulting degradation and pollution said the Guest of Honor and Principal Secretary, Urban Development Department, Government of Assam, Mr. JB Singh. He reiterated the need for energy and resource efficient systems in the management of water and waste in NE states particularly.
The chief guest of the programme, Captain Robin Bordoloi, chairperson of the Guwahati Metropolitan Development Authority (GMDA) speaking at the workshop highlighted the challenges and potential specific to urban water management in the city of Guwahati. He added that the JnNURM Phase II focus areas require hand holding support for state agencies in developing – planning, designing of credible projects for funding from the central schemes.
There were experts from Alliance to Save Energy, Bangalore and School of Planning and Architecture, N.Delhi to talk about energy and water efficiency/ audit in water management at municipal and building levels, while expert from National Environmental Energy Research Institute, Nagpur presented an eye opening solution to treat wastewater at a low cost energy. Expert from IIT Guwahati shared ecological and energy efficient practices for storm water management.
The workshop concluded with the idea that there was a need of capacity building programmes to promote decentralised water-waste management systems and CSE definitely needs to get involved in the state programmes and train the government officials on the tools, techniques and policies on decentralised techniques of water management related to reforms of JnNURM.

While in Tripura the party received a drubbing from the ruling party Left Front. But the people of Nagaland will regret putting NPF continuously for three terms. !0 years were wasted and another five years term too will be wasted without doing anything as it remains concerning only the Naga problem. A problem, which could not be solved in the last years, will remain unsolved in the next five years also. Because the Union Government does not have clear cut idea how this problem can be solved. The Union Government made frantic efforts to find logical solution to the Naga issue. It sought the help and suggestion from Manipur Government to make Nagas in Nagaland happy. The hardened stand taken by Manipur CM O. Ibobi dampened the spirit of all sundry in Nagaland. How can Manipur’s land be sacrificed to make the people in other state happy? “Do not create a fresh problem in solving another problem” said Ibobi to the central leaders of Congress (I). No matter whether NPF returns to power for third term or not Manipur will remain intact. The Union Government understands political consciousness of the people of Manipur. If Nagas in Nagaland think their demand can be achieved by keeping Rio Government for another term, the voters in Manipur had done that in advance. When Ibobi Government was installed for three terms continuously a message was sent to all, who matter that he has been given mandate to fight for protection of territorial integrity of the state. Ibobi’s stand is really serious; he will not allow disintegration of Manipur as long as he is Chief Minister of Ibobi. He is the leader of the hour. But the next five years will be a critical period for Manipur. Rio had even branded Manipur CM as enemies of Nagas. In the next five years he may resort to dirty politics. He may even instigate his party cadres to resort to road blockade to create restlessness in Manipur. When a truck from Manipur accidentally hit someone in Nagaland no attempt was made by Nagaland Government to solve the follow up crisis until Manipur Government intervened. A similar problem happened in Manipur involving a driver from Nagaland but it was solved by Manipur Government without waiting for help from the neighbouring state. That shows the difference between two Governments. Manipur is different from other states in NE region. Union Government representatives had confided to some of the cabinet Ministers from Manipur that Union Government keeps Manipur at a different level little above some of the states in NE region. They say Manipur cannot behave like these states. NPF Government in Nagaland is warned against playing communal politics. Rio might have learnt a lesson or two from the previous two terms. If he carries out administration keeping the interest of all people Nagaland will reap the benefit of keeping a stable Government.

Imphal, Mar 1 : When the dream turns into a reality one gets ecstatic pleasure. But the pleasure of this kind occurs rarely. It happened, on February 25 at Rup Mahal Theatre on the concluding day of Nimita Devi Nritya Ashram Sagolband Vijaygobinda’s festival of tribal marriages and their accompanying dance and music of Manipur, the spectators were enthralled by the show on the stage.
The programme organised under the aegis of Ministry of Culture Government of India CFG Department and presented on stage was appreciable. The main speaker of the function, who was director of the project, Hidangmayum Achouba Sharma said, the aim and object of the project are to preserve the dying traditional culture of the tribal and also to nurture emotional integrity of all the indigenous people of the state by reviving cultures of the people. He mentioned about the problems faced in establishing contact with tribal elders, who know too much about tribal culture, living in remote and far off places of the state.
Chief guest of the function Secretary Manipur State kala Akademi S. Vedeshwor Sharma was of the view that more such project that depicts tribal marriage and accompanying music needs to be preserved in digital format for viewing by future generation. Such research project will incur huge expenditure if it is done by Government. Therefore kudos goes to Nimita Devi Nritya Ashram for conducting the research with least expenditure. This shows where there is a will there is way. He also said, as Manipur Government is going to have a separate language directorate all these cultural traditions of tribal should be preserved in written form of all tribal major dialects.
In his presidential speech Padmashree S. Thanil expressed unhappiness that a new cultural trend sweeping across the world has buffeted traditional culture of the minority community. A good attempt is made by the ashram to preserve in digital format the cultural traditions of the tribal communities, he said.
The crowd fixed their eyes on the stage when the tribal presented dances and songs sung during the marriage ceremony. It gave a new taste to the spectators when the artistes presented their sequences one after another. The tribal dances presented were different from what we are seeing these days.
Secretary of the ashram, who also spoke on the occasion said unless there is help from the Government no such research can be conducted. But if we stop conducting research a time will come when we will not be able to trace the originality of many communities. Hence the importance of protecting cultural identity of all communities, he added.

On Friday, he has been unanimously elected as the leader of the Naga People’s Front (NPF)Legislature Party in Kohima.
Abu Metha, the chief minister’s media advisor informed that the Legislature Party of Nagaland People’s Front held a meeting at Hotel Vivor in Kohima at around 3 pm and another meeting of the Legislature Parties of Democratic Alliance of Nagaland (DAN) comprising the NPF, the BJP and the JD(U) in the same hotel at 4 pm today to elect their Legislature Party Leaders.
“Noke proposed the name of Shri Neiphiu Rio as the Leader of the NPF Legislature Party, which was seconded by Shri Kaito. Shri Neiphiu Rio’s name was approved unanimously by all the 38 egislators of NPF,” Abu Metha further informed.
The NPF Legislature Party meeting was immediately followed by the DAN Legislature Parties’ meeting in which P. Paiwang Konyak of the BJP proposed the name of Neiphiu Rio as the Leader.

Imphal Mar 1 UNA : A man from Tripura has been detained by police in Manipur for his alleged attempt to send 19 boys from the same state to join to BSF with fake call letters. Tapas Baskar (49) son of Niranjan Sankar of Bishad Garh Sonia of Tripura’s Bishal Garh district who came with the 19 boys was detained by the authority of the STC BSF at Churachandpur on February 27 last after it was revealed that he tried to induct the 19 boys using fake call letters.
He was later handed over to Churachandpur police where a complaint was also lodged against him by a deputy commandant of the BSF on the same say. During paramilitary examination to the 19 boys, BSF authority reportedly revealed that the accused Tapas Baskar led them to the STC BSF campus with promise to recruit them in the BSF. He allegedly took money from Rs 8000 to Rs 10,000. The call letters were found to be fake, the source maintained.

IMPHAL, March 1 MNS NNN : A young housewife allegedly committed suicide by hanging herself inside her house at Tera Lukram Leirak in Imphal West district in Manipur yesterday.
Meisnam Ningol Ashalata, wife of Arambam Kabikanta, was found hanging inside her room around 2:30 pm. She married Kabikanta three months back, her mother said. It is said that she was only 14.
Kabikanta found her hanging from an iron bar over the ceiling of the room using a noose.
Reports said Ashalata went to her parental home at Tera Loukham Leirak in Sagolband to attend a ritual feasting offered in the name of her grandmother before she returned to the husband’s home around 2 pm and took the extreme step the same day. At around 2:30 pm, she was mysteriously found hanging inside her room.
The husband’s family reportedly informed victim’s parents about the incident at around 3 pm.
Her father has lodged a complaint with the Lamphel Police Station, claiming false play over the death.
Meanwhile, a Joint Action Committee (JAC) has been formed to seek justice for the death of Ashalata. The JAC has also submitted a representation to the Chief Minister urging him to take necessary action to determine the exact circumstances that led to his daughter’s death.
Reports were also saying that a large number of irate residents from her locality stormed her husband’s house Friday afternoon. They tried to dismantle the house but timely intervention by the local residents there and the police thwarted it.
The husband has been pulled up by the Lamphel Police.

Imphal, Mar 1: Aimed at creating mass awareness of the various centrally-sponsored schemes among the general public, a five-day photo exhibition on the theme ‘Development Initiatives in North East’ was set into motion Friday at Khomidok Heigrumakhong Primary School hall in Imphal East district. The exhibition which would continue till March 5 is being organized by the Field Exhibition Office, Directorate of Advertising & Visual Publicity (DAVP), Ministry of Information & Broadcasting, Government of India, Imphal.
Rolling the five-day long campaign into motion, Th Ruhini Kumar, Asstt Inspector of Schools (Zone II), Imphal East, who graced the occasion as Chief Guest narrated the various initiatives undertaken by the Government of India. Addressing the gathering, Ruhini Kumar, who himself has participated many times in such campaigns outlined the various flagship programs of the central government such as MGNREGS, NRHM, SSA, RMSA, Total Sanitation Campaign, amongst others. Pointing out that these schemes are for the welfare and benefit of the people, he exhorted the public to take advantage of these schemes. Amongst the various central schemes that are being implemented in the state, the Chief Guest has a special mentioned for Total Sanitation Campaign and RTE. Taking advantage of the occasion, Ruhini Kumar emphasised the importance of education for the all round achievements of the goals set by the Government of India.
Delivering the key-note address, Dr Gin Gangte, IIS, Field Exhibition Officer, DAVP, Imphal says that the aim of the campaign is to give mass awareness of the various central schemes through the medium of visual communication. Noting that the success of these schemes depends on sincere and transparent manner of implementation, the IIS officer also exhorted the public to be vigilance and alert for the over all successful implementation of these schemes. The Field Exhibition Officer also informed the gathering about the mass awareness campaign organized by DAVP and said that similar photo exhibitions have been conducted successfully at Mayang Imphal, Wangoi, Lilong, Lamsang, Bishnupur, Nambol, Wangjing, Thoubal, Ukhrul so far during this fiscal year covering a total of 46 exhibition days. Apart from the on-going photo exhibition at Khomidok Heigrumakhong Primary School, Dr Gin Gangte further informed that similar campaign will be held at Lamlai Community Hall in Imphal East from March 7.
‘It’s a nice exhibition. I learn many things about North East’ said Ibemcha, a local visitor. An elderly woman was seen strolling the exhibition hall many times hoping to see the glimpse of Rajiv Gandhi photograph, whom she was reported to shake hands during the latter’s visit to Imphal, while many others appreciates the beauty of the North East. A collection of 115 photographs that are being displayed will definitely ignites visitors to move forward to the path of development.
The inauguration of the five-day long photo exhibition was also attended by Smt Leimaram Indu Devi, Pradhan, Khurai Konsam Gram Panchayat, L Shyam Chand, Asstt Inspector of Schools (Zone II), Imphal East, Smt S Chandrakala Devi, Headmistress, Khomidok Heigrumakhong Primary School, amongst others.

IMPHAL, March 1 NNN : Manipur Government is all set to construct a rehabilitation centre for surrendered militants.
On Friday, Deputy Chief Minister of Manipur Gaikhangam today inspected the site where a new rehabilitation centre will be constructed for the militants who had surrendered to the Manipur Government and back to the fold recently after signing a Memorandum of Understanding (MoU).
The inspected site was Chothe village in Bishnupur district. This location was earlier occupied by 24 CRPF. However, no budget has been arranged yet for construction of the new rehabilitation centre as of date. The purposed site is measuring 10 acre.
Speaking to journalists, Gaikhangam noted that accommodating militants, who had bid arms, in the Assam Rifles camps for a long time has created hassle and even experienced unpleasant incidents.
He said, “Taking into account of the situation, the state Government has taken up certain steps to construct this rehabilitation centre for them.”
Necessary infrastructure for the proposed centre will be developed soon at Chothe village, he said anticipating a proper rehabilitation centre for the surrendered militants.
Manipur Government has already planned to establish at least four rehabilitation centres for surrendered militants in the four valley districts of Imphal West, Imphal East, Bishnupur and Thoubal.
During the inspection visit, the Deputy Chief Minister who also holds the portfolio of Home, was accompanied by Commerce and Industries minister Govindas Konthoujam, Principal Secretary (Home), Dr J Suresh Babu, DGP of Manipur Police, Y Joykumar and other top civil officials.
The Ministry of Home Affairs, Government of India and Manipur Government entered into a tripartite Memorandum of Understanding (MoU) with three militant groups—United Revolutionary Front (URF), Kangleipak Communist Party (KCP) Lamphel group and Kanglei Yaon Kanna Lup faction of KYKL- MDF on February 13. A total of 197 cadres, including leaders of the three outfits were present in the ceremony held at Imphal.
