A massive thrust is given by the state Government in the improvement of power, road communication and infrastructure. A 400 Kv line will connect Imphal with the gas based power supply unit in Tripura. Jiri Tupul rail line will be completed by 2016. Rail service, when it is extended up to Imphal than to Moreh, will change the whole concept of transportation. The prices of essential commodities will come down. The prices of construction materials too will come down. There in Bihar the price of a bag of cement is below Rs 300 but here in Manipur it is sold at Rs 400 per bag. Then there is also a huge gulf of differences in the prices of iron, corrugated sheets and other materials. Manipur having been declared as the gate way to ASEAN countries will see hectic commercial activities. The benefits will be reaped by the people of the state. If the people in Singapore have reaped benefits after it has become a centre for commercial activities there is no reason why Manipuris should not get similar benefits. Roads communication will better. The state Government has also taken up ambitious plan to upgrade Imphal airport to international level. 700 acres of land have been acquired after much persuasion and erection of walls had been done. All these are changes brought by time albeit with the blessings of the supportive Government at the centre. The people have reaped the benefits of having a stable Government in Manipur. More programmes are on the anvil. Moreh border town will receive a face lift. A well equipped township is coming up at Moreh and land for the purpose too has been identified. Central Government representatives had visited the border town repeatedly and important data collected for development of a new township at the border. Goods sold at the town will be duty free. After the development of the border town lots of tourists will visit Manipur for buying goods, which will be available at cheaper rate. All these are the policies of the Union Government. Rajiv Gandhi former Prime Minister had in mind the border state like Manipur can attract tourists from across the country after developing the border town as business centre. The dreams are slowly turning into reality. Manipur will become one of the richest states of the country getting five figure crores from tourism annually. If Kerela, Goa can survive with income from tourism Manipur cannot lag behind. But the question being asked is are we prepared to adjust to the fast changes that may happen in the very near future. The roads passing through the state capital are narrow. Traffic jams have become a regular feature. Steps need to be taken up on war footing to divert the national highway from the crowded areas. Traffic congestion at Kanglapat road can be avoided after the national highway had been diverted. The need for constructing more fly over has also arisen. Road crossing at Kwakeithel, Keishampat and Nityaipat chuthek depict horrible scene every day. Addition of fly overs at the above mentioned areas will enable smooth flow of vehicles. More need to be done. Let us encourage our Government to take up more developmental programmes.

The minister was speaking as chief guest at the inaugural function of golden jubilee of Moirang College today.
The minister along with MLAs also inaugurated the newly constructed building of indoor stadium. He also opened a photo exhibition the gathering also paid floral tributes to those who took keen interest in establishing the said college.
He further said, from next academic session, Rastriya Utchatar Shiksha Abhiyan will also be opened.
The programme will solve the education sector and to check the attendance of teachers, biometrics attendance will be utilized from next session.
The parliamentary secy, YAS and Tourism, M. Prithviraj, S. Bira, MLA also attended the function as president and guest of honour respectively.

Imphal Mar 5 UNA : Government agencies continued to seize illegal drugs . Opium worth over Rs six lakh was seized from a person by Assam Rifles personnel on Monday and handed over to the police.
Troops of 16 Assam Rifles , Shangsak , Ukhrul district seized opium weighing around 15.4 kg while conducting a check of a Maruti van bearing registration no. MN04A-1052 yesterday around 8.30 pm . The owner of the contraband item identified as Apao (37) son of Holthang Vaiphei of Lakhum Khuman village of Ukhrul district was detained.
The seized opium worth around Rs 6,16,000 in the international market, the report said.
A highly reliable source said that Lt Colonel Ajay Kumar Choudhary who is currently in the custody of state police has been refraining from revealing any of the identities involved in the drug racket which he was allegedly involved.
He was reportedly sticking to his stand that he would reveal all during army court martial only .
State Cabinet had yesterday decided to hand over the case of Pallel drug case involving the said army officer to CBI.

IMPHAL, March 5 MNS : Imphal West District Police today arrested three active members of the banned Kangklei Yaon Kanna Lup (KYKL), including a woman.
A statement released by Superintendent of Police, Imphal West police identified the trio as Konthoujam Open alias Ibomcha, 42, a resident of Ningthemcha Karong, Keisham Meghachandra Singh of Aheibam Leirak and Thoudam Ongbi Jibanlata Devi, wife of Th Bhudi Chnadra Singh of Uripok Polem Leikai.
One 9 mm pistol along with 13 rounds in the magazine, one mobile handset and another scooter bearing registration number MN05-8327 were seized from Open and Meghachandra, the statement said.
Discovering the movement of UG cadres in Langathel, troops of 15 Assam Rifles of 9 Sector under HQ IGAR (South) launched operation and apprehended one KYKL (OGW) cadre on 05 Mar 2013. The apprehendee was identified as Puyam Budhijao, 32 yrs, S/o Late Kushumani Singh, r/o Langathel Laikom Leikai and was handed over to Kakching Police Station.
On the other hand, troops of 30 Assam Rifles of 9 Sector under HQ IGAR (South) launched operation in Kairang area and apprehended one KCP (Nando) cadre on 05 Mar 2013. The apprehendee was identified as Md Rame alias Ramejuddin, 28 yrs, S/o Md Najaruddin, r/o Keiro Sabam Leikai and was handed over to Heigang Police Station.

Imphal, Mar 5: While the call for women emancipation and empowerment resounds in the many corridors of world powers and news about improved social, political, economic and health status of women improving and considered at par in many societies rocking the very foundations of even the most conservative societies, it is with sadness and regrets to note that women in countries like India are far from being emancipated or empowered said a press statement issued by Dr. Immanuel Z Varte and Nandini Thockchom. Women continue to be discriminated, harassed, tortured, raped and all sorts of inhumane acts perpetrated against them.
Given this backdrop, individuals, civil societies and government (s) in India per se and the world in general have been doing their utmost to bring about a better, more dignified and empowered women around the world, otherwise often perforated with highly partial and patriarchal mentalities and perceptions against women. While these endeavours have not been without success, it is also equally true that truly emancipated and empowered women are still a far cry. As such, we call upon the peoples- irrespective of male or female, to rise up against such evils against humanity, especially upon women while at the same time calling upon women to fight for their rights, treat everyone with respect and dignity, continue to be steadfast in their roles as the cradle of human civilization and be strong.
March 8 beckons us again and we shall once again rise to the momentous occasion of the Observation of International Women’s Day 2013 on 8th March 2013 at Singjamei Super Market Complex from 1:00 pm – 5:00 pm. The global theme of this year as announced by the United Nations Organisation (UNO) is “A promise is a promise: Time for action to end violence against women”, Keeping this UN theme as the background for our activities, we, a consortium of civil societies namely Centre for Organisation Research and Education (CORE), Forum for Indigenous Perspectives and Action (FIPA), Community Network Empowerment (CONE) and All Manipur > upi Manbi Association (AMANA), have collectively decided to work on “The Center Agenda: Gaining Momentum” for the observation in Imphal.
Thousands of events occur not just on this day but throughout March to mark and celebrate the economic, political and social achievements of women. The programme is a composite event which will revolve around women and their status in the society. The programme will be marked by songs and other art forms including a quiz with surprise gifts on HIV/AIDS and women related issues. Each item will elucidate and consolidate the momentum gained by women in the various struggles in terms of policy and programme. A special contemporary dance recital on the theme of women will also be showcased.

Eleven Cabinet Ministers, 21 Parliamentary Secretaries and four other MLAs with “Cabinet Status Posts” took oath today.
After the swearing-in ceremony late this morning, 62 years old Neiphiu Rio pledged to fulfill his party’s commitment on various issues.
Noke is the new minister in-charge of Social Welfare,T.R. Zeliang with Planning & Co-ordination, Evaluation, Geology & Mining, G. Kaito with Home (Political, Police, General Administration, Secretariat Administration). Former home minister Imkong L. Imchen has been given the charge of Health & Family Welfare, Kuzholuzo Nienu with Roads & Bridges, Parliamentary Affairs, Kiyanilie Peseyie with Public Health Engineering, Y. Patton with Forest, Border Affairs, C.M. Chang with School Education, E.E. Pangteang with Tourism, Art & Culture, Election. S. Pangny will take care of Industries & Commerce while Merentoshi R. Jamir is the new minister in charge ofYouth Resources & Sports, Labour & Employment.
The four persons who have been given the ‘Cabinet Status Post” are Dr. Shürhozelie Liezietsu who has been desinated as Chairman Democratic Alliance of Nagaland (DAN) & Convenor PAC (Cabinet Status). P. Longon is the Chairman of State Planning Board (Cabinet Status. Imphal, Mar 5: Sashima Keishing, 24 yrs, daughter of Thanmi and Khathingla Keishing of Silent Village, was born and brought up at Airport Colony, Tulihal Airport Imphal. She is married to Chandal Kal hailing from Silchar and is mother of a three year old daughter.
Presently, they are living in a rented house in Mantripukhri Bazar Area Lamlongei. Mr Chandal Kal is an employee with the Indian Oil Company (IOC) at Tulihal Airport Imphal.
On the fateful evening of 27 Feb, 2013 at around 6:20 pm, Chandal Kal (husband) poured Kerosene on Sashima and set her on fire which resulted to 40% burn and Sashima is currently fighting for her life at RIMS. Sashima has been repeatedly threatened by her husband and his family to leave him and the house.
On that day, as per Sashima’s statement at the hospital, her husband tied her hands, stuffed cloth into her mount and said, “Tonight I will show” and made the heinous criminal act on her.
Naga Women’s Union today demanded that , “Justice is delivered to the Sashima and her young daughter at the earliest, Un-bailable warrant be given to Chandal Kal (husband) and IOC employs Sashima in place of her husband, Chandal Kal.

In another incident, a dead body of a man was found under a culvert near State Akademy of Training this morning.
The deceased was identified as Laishram Open (47) Sagolband Khamnam bazaar soyam Leirak.
A 16-year-old girl dead body was found floating into Merakhong river today early morning. The 16 year old girl was reportedly missing since March 2 last after going out from her house, last Tuesday . Her body was found floating in a river with half clothed and signs of rape and torture .
The dead body of the 16-year old girl later identified as Khullem Tondon Devi daughter of Tolomu Singh of Luker Makha Leikai was found floating on the Merakhong river running through a neighbouring village this early morning.
When police retrieved the dead body from the river, both legs and hands were found tied with rope. Signs of biting and bruises were found. She was only wearing cloth in her upper portion.
Police suspects the girl was murdered after rape and torture. Police transferred the dead body at RIMS morgue for necessary postmortem. Whether the girl was murdered after rape could be ascertained only after the result of the postmortem examination come in, police said.
Family members said that the girl failed to back home after going out on the night of March 2 last, around 9.30 pm. However, they did not enquired her whereabouts thinking that she would have stayed at the house of her mother’s parental home where she used to visit and stay frequently.

Imphal, March 5 NNN: Saikul assembly constituency MLA Yamthong Haokip has made a contribution to the development of Saikul road under Sadar Hills of Senapati district, Manipur.
“Although Manipur Government has claimed that the Saikul road development and expansion works, including other projects being taken up in the area cannot be taken up instantaneously due to lack of proper fund, I will take up all these projects and finish them from my own pocket,” Yamthong Haokip pledged.
Haokip on Tuesday inspected the development works of Saikul road and other development projects being taken up in the area—a bridge at Molkon bazaar, a playground at Wakan village and a community hall at Ikou village.
He claimed that the Saikul constituency has remained neglected over four decades. Saikul is located over 30 km from Manipur capital Imphal.
MLA Haokip also pledged that the construction work on the road stretch from Sagalmang to Saikul will be finished by May this year.
During the visit, Haokip also inspected the work progress of the bridge being constructed over Ithoi River at Molkon bazaar. The construction work on the bridge started in January 2011.
A bailey bridge at Ithoi, now in dilapidated condition, connects many villages in UKhrul and Imphal East districts. The under cosntruction new bridge will replace it soon.
The bridge construction project will cost about Rs 5 crore, the MLA said, assuring that it would be completed by May or June this year.
Notably, black topping of Saikul bazaar to Molkon bazaar is now in progress after the state Government recently sanctioned Rs 3 crore for the purpose.
