IMPHAL, January 3: The 12th foundation day of Democratic Students’ Alliance of Manipur (DESAM) was held at Central Hall, GP Women’s College today.

M Okendro, minister of education, CAF and PDS was the chief guest, WM Islauddin, president of DESAM was the president and Keisham Meghachandra, Parliamentary Secretary of MI and CADA, Prof RK Hemakumar, dean of students’ welfare, Manipur University and Y Chandrasakhi, Principal GP Women’s College were the guests of honour.

After 300 students had donated blood, Okendro praised them asserting that the blood donation camp has great significance. The camp was organised jointly by RIMS and JNIMS.

The minister further said that though the state is very small and many times misunderstanding have arose between the government and student organizations. Faith should be put on the value of discussion in solving all the problems that crop up in keeping the welfare of the state above others, he said. Okendro added that many student organizations are making immense contribution in bringing development in the stated and added that results of their efforts will be visible after some years.

There are hindrances in completion of 1400 schools under SSA due to several disturbances. The government has its own shortcomings but the co-operation of the people is very much needed to get rid of the obstructions, he stated. He said the selection of teachers will be carried out in pursuance of the UGC guidelines and schools with anomaly in numbers of students in attendance and those appearing examinations will be checked. He also announced that four new model colleges and other regular colleges will be opened in different parts of Manipur.   

And also properly works under RUSA to bring development in the state for higher education. And also Under RTE Acts it will look after the private school and checks that the school follow the guideline or not and if not follow then the particular school will have derecognized.

The development of higher education will be pursued in adherence to the policy for RUSA and private schools who do not stick to the RTE Act will face derecognition.

Meghachandra said today’s students are tomorrow’s national builder. Urging the students to maintain discipline, he said students can bring development and development will bring quality education.

IMPHAL, Jan 3: The Chief Judicial Magistrate Imphal East  has remanded Noor Khan, accused in the brutal murder of his aunt Sajita to 12 days of police custody remand till January 15.

The accused was produced today after he was arrested by the police yesterday and prayed for 12 days police custody, which the court has granted, police said.

It may be mentioned that  Noor Khan, 20, son of Ajiz of Kiyamgei Muslim Awang Leikai had stabbed to death his aunt on January 1 at a grocery shop located at his residential gate at around 6.30 pm.

For the state and its people, 2013 was a mixed bag, marred by several violent incidents, drug related cases; and remediated by land mark judgements and the return of several armed groups to the mainstream by laying down their arms among others. Violent explosions and crimes especially against women and children featured frequently last year in the state. The first half of the year was also marked by the arrest of several high profile individuals in connection with illegal drug trafficking and the subsequent drama which followed the arrest.

The year started on an ominous note, with the arrest of two IRB personnel in connection with the alleged abduction and killing of the proprietor of Mangalam Plywood Factory. The earlier part of the year was also rocked by the arrest of several high profile individuals for carrying pseudoephedrine hydrochloride drugs worth over Rs 20 crore. 2013 also witnessed three armed outfits- United Revolutionary Front (URF), KYKL/MDF and the KCP, Lamphel group laying down their arms and entering the peace initiative of the centre and the state. A series of bomb blast had also rocked the state in 2013, with the most prominent being the explosion of an Improvised Explosive Device on September 13 at Khoyathong Pukhri Achouba Mapal, killing nine and injuring 12 others. Gruesome cases like the killing of a research fellow Ningombam Satyabhama among others had also rocked the state.

The increase in the frequency of crimes against women and children in recent times had been such that a 17 year old girl from the state Sougaijam Bidyalakshmi, was stirred up to take a cycle tour of the entire 82 districts of the seven North Eastern states and spread the message of stopping violence against women. The past couple of years had seen a spate of such crimes which, as pointed out on numerous occasions, reflects the moral degradation that the people of the state are undergoing at present. The society as such should also be conscious of its responsibility in checking and containing such crimes; and the backlashes it has to face in case the crimes go unchecked for long.

Meanwhile, on a brighter side, there were also certain developments during the past year, which if not were outright positive, could certainly act as the catalyst to many positive changes in the state. In a landmark judgement, the Sessions Judge, Manipur West had sentenced four convicts in the sensational U-Morok rape case to life imprisonments. The Sessions Judge, Manipur East had also sentenced two accused in the TG rape case to fifteen years of Rigorous Imprisonment.

However, the violence and destructions witnessed during the past year seem to hang on to the New Year. The state woke up on the New Year morning to the reverberating sounds of two IED explosions within a span of few minutes. A woman, who was stabbed repeatedly by her nephew on the day with a motive of robbery, also succumbed to the injuries. A New Year brings high hopes, dreams and desires for a peaceful, prosperous and more productive year, and violence could only act as a deterrent. Such times call for a retrospection of the past and treading carefully so as to forsake all past wrongs and chose the correct path.

IMPHAL, Jan 3: Today afternoon, a very rare golden coloured Meetei Ngamu (lata fish) was caught by Laiphrakpam Imobi Meitei of Atom Leirak, Khongman Zone-IV in Imphal East district from a drain in front of his residence. This is the second time this same fish has been caught by him.  In the first instance, about three-four months ago, he had let go of the fish under heavy pressure from the locality citing supernatural power of the fish.  However, this time, he decided to keep the fish on account of some signs of injury on its body which he wanted fish experts to cure primarily.  He further added that he has no hesitation in handing over the fish to researchers and/or proper authorities who can take proper care of this fish for the purpose of research and or upkeeping without killing it. The length of the fish from head to tail is approximately 16 cm. and 3 cm in width.

IMPHAL, Jan 3: The government of Manipur has taken up the issue of relaxing the requirement of Protected Area Permit (PAP) for Myanmar nationals.

According to a press release from the secretary to Chief Minister of Manipur, ministry of Home Affairs, government of India has notified on December 31 last year to relax the requirement of PAP for the citizens of Myanmar for the period of one year with effect from Jan 1, 2014 to visit Manipur, Mizoram and Nagaland.

All such Myanmar national shall have to compulsorily register themselves with the Foreign Registration Officer (FRO) of the state or district they visit within 24 hours of the arrival, it said.

IMPHAL, January 3: Looking back at the series of armed confrontations and social unrest caused by suspicions and deep misunderstanding between the cadres of the Karbi Peoples Liberation Tigers (KPLT) and the Rengma Naga Hills Protection Force (RNHPF), the Naga Peoples Movement for Human Rights (NPMHR), the Karbi Human Rights Watch (KHRW) and the Indigenous Women Forum of North East India (IWFNEI), have appealed to all sections of the two communities to immediately cease all kinds of provocations and take a moment to reflect on what could have triggered the destruction of the age-old relationship between the Nagas and Karbis.

A joint press statement said without going into the details and nitty-gritty of the whole episode, it was only in June 2013 that when KPLT asked RNHPF to surrender to them or else face dire consequences, that tensions ran very high and only on the intervention of the Karbi and Naga civil society organizations, this was brought under control by making the KPLT withdraw their ultimatum. However, fears and suspicious lingered on despite the containment of the situation by the two communities, till December 14-15, 2013, when suspected cadres of the RNHPF had beaten up some Karbi villagers to which KPLT cadres retaliated and burned down villages and killed Rengma Naga villagers which led to the displacement of many Rengma Nagas, mostly women and children. This is but just a tip of the ice-burg which is engulfing the entire age-old harmonious relationship of the Nagas and Karbis who lived together for however long one can remember, all though all has not been as well as one would have wanted, it added.

In this small reflection, it is interesting to note that, when “suspected” RNHPF were beating up by Karbi villagers as reported above, there were a few cadres who were very fluently speaking “Assamese”.

And while questioning the lackadaisical attitude of the Assam Government, it is also interesting to note that sometime in August 2013, around 50 cadres of the KPLT with six leaders had left the organization to surrender to the Government of Assam, but till date, their whereabouts are unknown and there are also no records of them laying down their arms, it continued.

“The problem may basically lie with the armed conflict between the KPLT and the RNHPF, but not necessarily between the entire Karbi and Rengma Naga communities. So, it will be worthwhile to address this problem within the context of the confrontation and not pull-in the communities as a whole which will only be self-defeating.

The NPMHR, KHRW and IWFNEI would therefore once again appeal both the KPLT and the RNHPF to come across the table and remove the elements that have exploited the situation and enable the displaced Rengma Nagas to come back to their villages and respective settlements. While the concerns of all people are well and truly appreciated, it will be in the greatest interest of the effected people if one can engage with the issues confronting our people and fellow brethrens, mindful of the fact that “they are the sons and daughters of the soil” who will live on, and not us – the well-wishers and sympathizers,” the statement said.
