IMPHAL, Jan 30: A “Consultation on Electoral Reforms” organized by Law Commission of India , Constituency Club, New Delhi will be held on February 1. The astronomical rise in numbers of four-wheelers, passenger three-wheelers and other motor vehicles have created enormous pressures on commuters and administration (particularly the state’s tiny traffic police force). Simultaneously, traffic jams have become a regularity in many stretches in the roads of Imphal city during rush hours and temporary blocking of roads for official purposes. In particular, traffic snarls are a daily occurrence during the evening-post-office hour traffic rush at the heavily congested Paona Bazar and the constriction of Sanjenthong bridge over the Imphal river. Besides the psychological affect on the drivers and occupants from the vehicles moving at snail pace and the hazardous honking and cacophonous reverberation of the engines, the economic costs of such jam-packing of vehicles though largely ignored is huge. In the fights for little spaces damages are caused to the vehicles mainly from rear end and side on collisions. Extra oil is spent and valuable working hours are lost. The negative effects of traffic congestion multiply during sudden road block by the administration for official activities. For example, due to the Martyr’s Day observation today impromptu closures of roads at several points were imposed overlooking the requirement of prior public notifications. To make matter worse, all the officials enforcing the orders were placed at the extreme ends of the closed road segments instead of stationing few of them some distance ahead to beware the commuters of the situation. The negligence of the authorities prevented the drivers from planning their travel routes. For example, a motorist travelling from Uripok to Soibam Leikai suffered as the traffic policemen blocked the BT Flyover and another team of policemen diverted the vehicle towards Paona Bazar. The tedious journey from there to Hafta ( right turns from Checkon traffic point was halted)  passing Sanjenthong bridge and Palace Gate, at a meter a minute took more an hour. Had advance information been provided to the public, the same destination could have been covered in a quarter of the actual time taken by taking the less-crowded Khoyathong-Minuthong route. The liability of the traffic jams can be very hard to determine. The municipalities and state apparatus are responsible for fixing and maintaining proper traffic flow in order to manage the potential risks and discomfort to the travellers. The problems of traffic jam are headed for monstrous escalation in Imphal and smaller towns and if the authorities lack the knowledge of the present defects or have the knowledge but do not have a plan or are negligent to act about it, then travelling in these roads will become an increasingly cumbersome exercise.   

At the same time, many of the pre cast cement and iron cover of the manholes of the tunnels of Imphal Sewerage Project have either misshapen or loosened. The cover has lost its flatness, jutting protrusions and jig-jagged chunks of concrete and becoming potential causes of serious and lethal accidents. The attention of the authorities is drawn on this issue. Further, many of the newly laid roads are showing signs of weathering and the top layer have already worn away to the point of exposing the base. The authorities will be appreciated if action is taken up for repair in the intervening period before the onslaught of rains. Rain can speed up the process of formation of potholes which in turn can be major cause for accidents and damages to vehicles.

IMPHAL, Jan 30: Officer in charge of Mayang Imphal Fire Sub-station, Ngangbam Biren from Yumnam Leikai expired yesterday at around 8 pm.

He was travelling inside a bus bound for Mayang Imphal when he collapsed inside. The passengers took him to Wangoi PHC but was announced brought dead.

A condolence service was held by the fire service staff of Mayang Imphal station today.

IMPHAL, Jan 30 (NNN): An 8-year-old girl who was home alone was allegedly raped and abandoned by a man on the bank of Chakpi River in Manipur’s Chandel district, but the identity of the accused is yet to be established, according to police. Police said the rape took place at Kangbung village on the night of January 20. Making a delayed report about the incident, the family of the victim lodged a complaint with Chakpikarong Police Station in connection with the incident on January 29, they said.

According to the complaint, Jessica (not real name) was raped by an unidentified man on the night of January 20. Jessica was staying at her grandmother’s house  when the incident occurred. She hails from a village under Chakpikarong Police Station.

She was home alone when the unknown man sexually assaulted her. All the family members were attending a picnic when the incident took place. The family left her unattended as she was sleeping in bed.

When they returned home, Jessica was found missing. Afterwards, she was found on the bank of Chakpi river near the house on that day at about 9:30 pm. The victim was sitting alone and crying on the river bank.

Police said investigations are on to nab the accused.

IMPHAL, Jan 30: The Narcotics and Affairs of Border (NAB), Manipur under the supervision of SP/NAB, Manipur in co-ordination with NCB, Imphal sub-zone and Imphal East district police organised a special operation during which illicit poppy cultivation at Nongmaiching/ Baruni hill range was destroyed on January 29, 2014.

According to a statement of the SP/NAB, Manipur and PRO, Police Department, during the said operation, 17 acres of poppy cultivation areas containing more than 17 lakh poppy plants were destroyed.

It said the special operation resulted in destruction of poppy plants on the eve of their harvesting thereby preventing extraction of large quantity of opium, which is later processed to convert into heroin, a narcotic drug under NDPS Act, 1985.

In this regard, 2(two) separate cases have been registered at NAB/PS and investigation is going on, said the statement.

IMPHAL, January 30:  The Sumang Leela Ningthem Kumhei 2014 was inaugurated today at Iboyaima Sumang Leela Shanglen.  The festival is being organised by the Manipur State Sumang Leela Council. It will stretch for seven days and be participated by 13 groups. There will be two shows per day.

K Ranjit, MLA and advisor of the council was the chief guest while social worker S Manaoton was the president at the inaugural function.

Ranjit said that Sumang Leela is a potent means for disseminating information to large sections of people and reflects the truth about the government, NGO and other organisations operating in the state. He stressed the need for development of the art-form and praised the government for providing jobs to artists. Ranjit said he will collect donations along with other advisors of the council from MLAs, officers and others on behalf of the council.

IMPHAL, January 30:  Convenor of MUSU Revival Demand Committee, Th Suresh, expressed surprise that though the MUSU was abolished in April, 2009 no intimation had been sent to chancellor in this regard.
