IMPHAL, August 26: Governor Dr Syed Ahmed today gave his approval for the government to table the three bills (i) the Protection of Manipur Peoples Bill, 2015, (ii) The Manipur Land Revenue and Land Reforms (Seventh amendment) Bill, 2015, and (iii) The Manipur Shop and Establishments (Second Amendment) Bill, 2015 in the Assembly to pave way for implementation of an effective Act to safeguard the indigenous people.

Following the Governor`™s approval, a State Cabinet meeting held today itself also decided to convene emergency Assembly sttings on August 28 and 31 to pass the bills.

The cabinet meeting chaired by Chief Minister O Ibobi Singh began at 4 pm at the CM`™s Secretariat.

According to the CAF & PD and Education minister Moirangthem Okendro who is also the spokesperson of the government, the Governor in consideration of the mass movement launched by the people and hard efforts put in by the government on the people`™s demand, has today given approval on passing the three bills namely The Protection of Manipur Peoples Bill, 2015; The Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill, 2015 and The Manipur Shop and Establishments (Second Amendment) Bill, 2015 in the Assembly.

He said that the meeting unanimously resolved to produce the three bills in the Assembly session on August 28 and pass it on next session on August 31 after having a threadbare discussion in the House.

Maintaining that the Governor had also summoned commencement of the Assembly sittings, the minister informed that Business Advisory Committee of Manipur Legislative Assembly will have a meeting tomorrow to hold the Assembly sessions accordingly.

The government firmly stands on implementing Inner Line Permit System or a similar Act in the State to protect the indigenous people from the unchecked influx of outsiders, Okendro maintained.

The three bills to be passed in the Assembly will incorporate all demands of the Joint Committee on Inner Line Permit System and people, he assured.

Asserting that the government is fully committed to its assurance made regarding the passage of the proposed bill acceptable to all sections of the people within this month, the minister appealed to the people to remain calm and create a favorable atmosphere so as to resume classes in schools and colleges at the earliest.

It may be mentioned that the government and JCILPS representatives during a marathon meeting held yesterday at the CM`™s Secretariat had mutually agreed to seven points.

The meeting which began at 4 pm and continued till well past the midnight had also agreed to produce the three bills in the Assembly.

In the context of the present heated ILPS campaign for an appropriate law, a sort of “legal barrier”, to control migrants entering Manipur, we need to consider some sobering thoughts. Migrants and migration has always been a human and social behavioural characteristic all over the world. Would we be here today if our ancestors did not migrate?

Just yesterday, on 25 August 2015, the United Nations Special Rapporteur on the human rights of migrants, François Crepeau, called on the European Union to establish a human rights-based, coherent and comprehensive migration policy* which makes mobility its central asset. `It is the only way in which the EU can reclaim its border, effectively combat smuggling and empower migrants,` he said.

Migration is here to stay. Building fences, using tear gas and other forms of violence against migrants and campaign supporters, detention, withholding access to basics such as shelter, food or water and using threatening language or hateful speech will not stop migrants from coming or trying to come.

Territorial sovereignty is about controlling the border, knowing who comes in and who leaves. It has never been about sealing the border to migration. Democratic borders are porous by nature. Providing migrants with legal and safe mobility solutions will ensure such a control. This message is not understood by those outside who have a stake in migration into Manipur, with the resultant hostility and resistance – such as we have seen in the nascent efforts by the so-called NEPO with a call for another “economic blockade” of Manipur from the Cachar District of Assam.

It is necessary to develop a strong public discourse on diversity and mobility as cornerstones for contemporary societies in Manipur. This seems to be sadly absent in present day Manipur! Opening up the regular labour markets through smart visas allowing people to come to look for work and incentivise them to return if they don`™t find the job in question would allow for a much better regulated and controlled official labour market. This requires that our government must pull up its socks, start acting and not put its foot into its mouth every time. It is our duty to clearly enunciate the reasons and methods being sought to be applied, so that the common person across our borders can also understand.

There is need to exercise great caution that such measures as are being sought must be supported with sanctions against employers who exploit irregular migrants in underground labour markets (in agriculture, construction, care or hospitality). This would considerably reduce the pull factor they exercise on irregular migrants and further reduce the market for recruiters, smugglers and exploitative employers.

Safeguarding the mobility of migrants saves lives. We cannot turn a blind eye to the fact that in many areas of India today, there are deeply exploitative and abusive structures and practices that discriminate againts people. They are vulknerable to human rights violations, and we, in Manipur, should not be party to this trend or practice.

Our land is an integral part of a gateway between three great sub-regions of the world – South, South-East and Far East Asia. It has been so from ancient times. This has become even more relevant today with the coming of the Asian Highway and Trans-Asian Railway, both of which will transit Manipur. This is already an established fact. Yet, we hear repeated comments and calls to get ready for this great transition that is imminent.

Talking about `flows`™, `foreigners`, `marauders`™, and `swarms`™ is an unsubtle way of dismissing the legitimacy of the migrants`™ claim to human rights, by creating images linking them to toxic pollution or cultural disasters. We are talking about men, women, children and even babies, who have faced traumatic and extremely harrowing experiences. These are people just like us, and none of us have the moral high ground to say that we would never do the same if we were in their shoes.

The political and popular discourse in Manipur concerning the ILPS campaign has seen a race to the bottom in the anti-migrant sentiments and use of inappropriate language which is often linked to criminalising migrants. Migrants are human beings with rights. When we dehumanise others, we dehumanise ourselves.

Manipur`s leaders must show moral and political leadership in fighting much more vigorously racism, xenophobia and hate crime, in consolidating the common human rights culture that is now framing the evolution of all traditions, in strengthening the free movement of persons throughout the region while developing regulated mobility solutions at its external borders, and in celebrating the diversity of cultures and religions as enrichment for everyone, citizens and foreigners alike.

IMPHAL, August 26: Family members of a 12-year old boy who was diagnosed with the Japanese Encephalitis have taken him back from the JNIMS Paediatrics Ward informing hospital authorities that they will try traditional healing, informed an official of the hospital.

The astounding declaration was made by the official when IFP tried to visit the young boy today.

It may be mentioned that the IFP had reported on its August 24 edition that blood samples of a 12-year-old girl has tested positive of Japanese Encephalitis.

However, the official confirmed that it is a boy who has been tested positive and not a girl as reported earlier.

He said the boy from Tamenglong district but presently staying at a Boarding cum school at Irom Meijrao had been admitted at the JNIMS and kept under observation since about a week ago with complains of symptoms of Japanese Encephalitis.

Tests results arrived yesterday confirming Japanese Encephalitis, however, when hospital authorities informed his family members today that his condition was somewhat serious, they decided to take him back and treat him with traditional healing.

Japanese Encephalitis is transmitted to humans through mosquitos that has bitten infected pigs and other animals carrying the virus.

IMPHAL, August 26: The Chakpa Phayeng Village Protection Committee has claimed that a tension is brewing in the area of Phayeng U-Yok Haraothel forest area between the Kangchup Phaizwal Village and the Chakpa Phayeng.

Speaking to media persons at the Manipur Press Club, secretary of the committee Dr Angom Iraijao said both the DCs of Senapati district and Imphal West district should be held responsible in case of any communal flare-ups in the area.

It may be mentioned that the said forest area lies on the border of the two districts.

He said the tension has been ignited by a recent declaration of the Kangchup Phaizwal Village that it will be celebrating the village`™s 50th year of existence on August 29, 2015.

However, in 1984 K Phaizwal Village is not found on the record of the State government gazette notification number 347, he claimed.

And now, the village is claiming its 50th year of existence, which is a wrong claim, he continued.

He further urged both the concern DCs to look into the matter seriously.

He also appealed to Sadar Hill West SDC Kangchup and the SDO Gamphazol to look into the matter and verify the issue within 15 days from today.

However, if the government continue to neglect the issue, it could snowball into a major flare-up, he said.

Former minister of Phayeng, Biren, said according to their elders, a Sangyan village came into existence only around 1973 with just two-three houses near U-Yok forest area neighbouring Phayeng.

However, following the Kuki-Naga ethnic clash some 40 families from Churachandpur side arrived and entered the Sangyan Village, he claimed.

The village still has people who are still unable to speak Manipuri properly and they have named the village Kangchup Phaizwal Village after some 30 more families arrived, he said.

In recent times, in their bid to expand their so-called village they are cutting down the trees and clearing the forest, he said.

The forest area was recorded to be 203.75 acres under CS Dag No 1 in a 1960 Manipur Gazette, but now the size of the forest is recorded at only 108.50 acres, he continued.

He further appealed to the concern authorities to conduct a proper survey and demarcate land at the earliest.

Biren said the people of the area are waiting for a government intervention at the earliest.

What a relief that those of us in the newspaper business can for once, after nearly two months, write without a sense of guilt about issues other than demographic concerns and anxieties. It is with such a sigh of relief that we too write of the menace of rabies today. A 2015 study published in PLOS Neglected Tropical Diseases said of the approximate 59,000 people who die from rabies every year, an overwhelming majority are in Asia and Africa. India alone, the report says, accounts for 20,847 deaths, more than one-third of the world`™s total, giving it the highest incidence of rabies globally. Furthermore, it is believed the actual number of rabies deaths in India could be much higher for many go unreported. Probably with a view to keeping with the World Health Organisation, WHO, pledge to eliminate rabies from the Asian region by the year 2020, in a number of Indian cities, stray dog culling has become common. Images of slaughtered dogs that appear in the media are however distressing, and many animal rights workers have begun campaigns to have the authorities tackle the problem in less cruel ways. Dogs after all are man`™s best friends. Manipur is not altogether free of the problem. Last year Churachanpur, and to a lesser extent, the two Imphal districts were in panic as rabies became an epidemic in these districts. Considering the manner in which dogs are reared in the state, with only very few owners caring to have their pets vaccinated regularly, the problem can surface again any time, and with costly consequences. The government must therefore take precautions in advance. We wouldn`™t recommend culling, but it must begin keeping stock of strays as well as domestic animals, be they cattle, horses but most specifically dogs, the latter being traditionally vulnerable to become carriers of rabies. While the government must take the responsibility of vaccinating and immunizing the strays, it must also think of a way to make it mandatory for owners to register their pets, and to vaccinate them. Perhaps it is a good idea to make pet owning against licenses only.

But it is not dogs and cats alone that become strays and live on the streets. There are also an increasing number of cattle and, surprisingly, horses. More than dogs and cats, they are a pitiable sight. It is not rare to see many of them painfully limping, lamed by motorcars, simply roaming around aimlessly on public tar tarmacs. Obviously, nobody wants them on their property, and understandably so, leaving them to make government public lands their homes, and in the cities, the most readily available are public roads. We wonder what they would be eating, left to fend for themselves in a city like Imphal, increasingly a concrete jungle. It is cruel for them, but it is also extremely inconvenient and even hazardous for traffic. The government must apply its mind to do something about this problem too. It must find a way to make their owners step forward to reclaim them or else they must be treated as ownerless and thus solely the government`™s responsibility to do whatever it thinks fit with them.

The stray animal phenomenon, especially in Imphal, also reflects a general mindset. It is indicative of the place`™s tendency to be obsessed with form without caring much for the substance. For a predominantly Hindu city, many of whom would object to cow slaughter, there is an embedded hypocrisy in this unconcern for the fate of homeless cattle on the streets. The same hypocrisy is unmistakable in the sight of lame horses hopping around on the roads with their dangling, bleeding limbs, in a land that prides itself for its ancient polo heritage. What is too often missed is, when the form is not matched by substance, the former becomes hollow. This is one of Manipur`™s abiding problems. The conceited nature of the collective ego demonstrated in these cases, is also very much the hurdle in so many other of its problem solving efforts. The time must come when everybody simply have to sit down and reassess themselves against the age they belong to. The form and the substance, or in these days of China obsession, the yin and yang, must be made to come to a stable equilibrium.

Imphal, Aug 26 (IANS) One person was injured in a bomb blast near the gate of the Assam Rifles office in the Manipur capital on Wednesday, police said.

Thokchom Kumar (50), a civilian, was sitting in a hotel when the blast occurred in the Chingarel area. His condition is stated to be stable.

“Preliminary investigation indicates that rebels could have triggered the improvised explosive device blast from a distance,” Inspector General of Police Clay Khongsai told IANS.

No one has been arrested so far, but a manhunt is on to nab the rebels, he added.

IMPHAL, August 26: Even after the State government has signed an agreement with the Joint Committee on Inner Line Permit and agreed to incorporate all resolutions of the two people`™s consultative meetings, the movement demanding introduction of the ILP continues.

Demanding the ILPS, a new batch of hunger strikers launched their strike today in both the Imphal East and West district.

At Thangmeiband THAU opposite waiting shed three persons Shamurailatpam Dhananjoy Sharma, 43, son of Late Sh Gourachandra Sharma of Nagamapal; Aribam Ibomcha 25, son of (L) A Brajamani of Nagampal Soram Leirak and Salam Arun, 48, son of S Jugeshwor of Nagamapal launched their hunger strikes since 7:30am.

At Khongman mangjil Oriental Club, Brahmacharimayum Narendra Sharma, 24, son of B Gopiraman Sharma of Khongman Mangjil Mamang Leikai launched his strike since 5pm of August 25 after the police arrested Gurumayum Supermass, 33, son of G Bashanta Sharma around 4pm the same day.

At Takyel Kolom Leikai Waiting Shed, three 19-year olds namely Yumnam Henkoree; Shamurailatpam Samita and Aheibam Devshri had launched their hunger strike since 2pm yesterday. All three are from Takyel Kolom Leikai.

Meanwhile, four of the DESAM volunteers who were among the 13 who escaped yesterday from the Observation Home yesterday were picked up by the authorities today around 4:30pm.

Police had also arrested six other hunger strikers today.

Meanwhile, seven new volunteers of the student body entered into hunger strikes in front of their office since 9pm today.

They are identified as Thambal Marik College student Nognthombam Naoba 18, son of (L) N Shyamkeshore; North Point Higher Secondary student Huidrom Jonshon 16, son of H Bubhon; secretary coordinate and organization Imphal West DESAM, Yensembam Ashokkumar, 17, son of Y Ingo; Wangoi Higher Secondary student Mayengbam Somorjit, 21, son of M Brojen; Thambal Marik College student Oinam Romesh Singh 17, son of O Ranjit; DM College of Science student Loitongbam Poireihanba Meitei, 20, son of L Manitombi Meitei and North Point Higher Secondary Namairakpam Chingkhi 12, son of N Ranjit.

Meanwhile, sources said nine volunteers of the JCILPS Student Wing were admitted to JNIMS by the JCILPS team after their conditions deteriorated.

CPDM: Please tell us your name and surname, sex and age.
Irengbam Priyobata: Irengbam Priyobata, male, 23 years

CPDM: Where are you from?
Irengbam Priyobata: Irengbam, Bishnupur district.

CPDM: Where are you presently located?
Irengbam Priyobata: Delhi.

CPDM: Why did you leave manipur and choose Delhi for your studies?
Irengbam Priyobata: I didn’t very much liked the idea of leaving Manipur for studies and I wanted to study in Manipur.  On the other hand, my parents wanted me to study out of town because colleges in Manipur have low teaching standards. These circumstances drove me to Delhi University for my education.

CPDM: Which class are you in? Please tell us the name of your institute too.
Irengbam Priyobata: I have completed my graduation this time in Zakir Husain College, Delhi.

CPDM: What is the purpose of your education?  What ambition in life motivates you to pursue education?
Irengbam Priyobata: For knowledge and certificate. There were many things I wanted to become in life but none of them lures me now. My family elders have pressured me to get a job and make their lives happy and comfortable. I will fulfil their wishes, but I didn’t pursue education for these.

CPDM: What are your views on the inner line permit system movement in manipur? Do you think it is a right movement? Please share us your thoughts.
Irengbam Priyobata: Inner Line Permit System is a movement of the people and calls for saving the indigenous people of Manipur. But who is an indigenous person? Will only those persons residing in Manipur prior to 1951 be called indigenous people? There are many questions here. The agitators should know this first and take part in the movement. There are outsiders who have moved to Manipur in 1956, call Manipur their homeland and have no other home in other states of India. I wonder where they stand in the ILP question.

CPDM: How have you come to know about the inner line permit system? Would you share it with us?
Irengbam Priyobata: I have been participating in the ILP movement since I was in class 9. In classes 11 and 12 too, I have participated in various movements in Manipur. But I didn’t consult books and papers to know more about it. After coming to Delhi, I knew more about it from Manipur Students’ Association, Delhi.

CPDM: Do you think the student community should/ should not participate in the ilp movement? Please elaborate your statement.
Irengbam Priyobata: I believe the students should be the ones taking a more proactive role in the Inner line permit system movement, for this movement is for the future generation. His education is useless if a student just studies for the sake of studying and not take part in state issues. There are many benefits of students taking part in the movement, our system discourages non students to take lead roles in any agitation.  We have a tradition of killing people on false charges too.

CPDM: Do you think students who have left manipur for their studies should take part in political activities of such nature? Please elaborate.
Irengbam Priyobata: Those who have gone out to study are still Manipuris. All of their family members reside in Manipur, nor has the student changed his residence. It’s just a matter of few years, one day he will go back to his birth place. So, he should participate in the incidents and movements related to Manipur. Even if I leave home, I must save my home from brning if a fire breaks out.

CPDM: Have you taken any initiative/ active role in the ilps movement? If so. Please state it. Did anyone force you to join the agitation or take responsibility of it?
Irengbam Priyobata: I was the monitor of my class in 11th standard. There was a great movement organised by AMSU, DESAM in those days. I led my school in the sit in protests. No one forced me and I was happy to be a part of it. In 2014, I played a major role in the signature campaign on ILPS in Delhi. This time around too, as the President in charge of MSAD, I am in the forefront supporting this movement.

CPDM: what are the reasons for the failure of ilps demand movement?
Irengbam Priyobata: The movement going in the wrong direction, the government orienting it in a way which pleases them and lack of unity.

CPDM: What do you want to say to the government of manipur with regards to the inner line permit system movement?
Irengbam Priyobata: It is a people’s movement. In a place like Manipur, where numerous small and numerically weak indeginous communities exist, saving them and protecting them is very important.

CPDM: Inner Line Permit Ki Khongjang Asiga Mari Leinana Nahakna Manipur Police Amasung Government Forces Singgi Mafamda Kari Hainingbage?
Irengbam Priyobata: In a democracy the people can ask for any sorts of demand and this uprising is not a personal one. The police and we are not enemies. Every Manipuri force has become a faithful dog to their masters. Don’t all of them support the ILPS demand, or, have their uniform made them dogs? The genesis of all is this dog government who have unleashed their other underdogs.

CPDM: What message do you want to convey to the leaders and civil society organisations of ilps movement?
Irengbam Priyobata: It is easier to start a movement than to sustain it till the goal is achieved. Don’t want a temporary movement which lacks goal. Since you have already stepped in, we don’t want anything other than the goal itself and we won’t settle for anything. I want the leaders to set a target and see how far we can move forward. I don’t want the people’s movement to get hazy but wish their voices get shriller without break.
