This need must be a basic instinct, although it has the tendency of showing up in varying degrees in different peoples and communities. Some are sensitive to it, others not so much. And this must also be what in the long run distinguished societies that have emerged at the top and those condemned to backwardness and subordinate position in the hierarchy of nations. In a way, the instinct must be also linked to man`™s craving for immortality in an irredeemably transient world that has led many a philosopher to discover only absurdity in life. With death as the grim leveller of all life, men like French existential philosopher and literature Nobel Prize winner, Albert Camus, were led to believe that all philosophies are a matter of a desperate grapple with the absurdities of life to give meaning to what are essentially meaningless. This absurdity is profoundly evident in existential questions that ask for an explanation how even the most powerful men and women, such as Ronald Regan, President of the US for two terms and Margaret Thatcher, the Prime Minister of Britain who ruled with an iron hand once, and many others like them can also be reduced by Alzheimer disease to a vegetable like any other geriatric anywhere in the world before he met his end. What profound meaning can there be too in the fact that the greatest conqueror of the earth, Alexander of the Great should have died of the bite of a tiny and insignificant insect like mosquito in the prime of his life. There is no escape from this overwhelming meaninglessness and hence the appeal and indeed relevance of the `existential despair` in everybody`™s life. In the beginning and in the end, is the unavoidable void. A realization so well encapsulated in the Meitei cosmology symbolized by the various postures of the serpentine god, Pakhangba, with his tail in the mouth `“ in the beginning is the end and in the end the beginning.

Still the quest for permanence in the transience that is life must continue. This thirst is in fact as inevitable and compulsive as the existential despair itself. This must be also what led many to resist a resignation, and not end up only as someone who live only for the present. Captivating as the picture of life portrayed by existentialism, even existentialist themselves have shown their longing for meaning. In Albert Camus`™ much quoted essay `Myth of Sisyphus` for instance, the meaning and salvation of Sisyphus`™ struggle, becomes the struggle itself. In Greek mythology, Sisyphus was punished by the gods to roll a massive rock up a summit-less hill. His whole purpose and mission in life thus became the prospect of toiling to push the rock up or be crushed under its weight. His endless and futile toil has today become an image of life, at once captivating, heroic and tragic, from the existentialist`™s viewpoint. The toil itself becomes the meaning, for beyond it, there is nothing else. What exactly is there beyond our own individual struggles in life, and when can this struggle ever come to a conclusion, except in death.

The only way to ensure one`™s legacy lives on is to leave footprints in time. And this is where the need to leave behind a memory of integrity and courage becomes an essential quality of winners, not just as individuals but also as a society. The two are closely interrelated, for indeed the achievement of the society is but the accumulative result of the achievements of individuals. The essential attribute of a society with a survival instinct in terms of this quest for permanence is a capability to leave enough space and concern for the future. The urgent question that we are all called upon to ask at this tumultuous junction of the history of our society is, do we bother to contribute our share to the future or do we live just for the present. In the face of all the corruption, bribery, sycophancy, siphoning money from development projects, dishonest contract works, unfair trade practices, which have all become rampant today, we cannot at all be optimistic that there is such a concern for the future beyond myopic individual concerns and insecurities. Embedded in this unconcern for the common future, disturbing as the thought may be, there may be a societal death wish. Should we not make the move now to exorcise ourselves of this demon.

Man claims police Manipur Commandos of looting him of Rs 6 lakhs

IMPHAL, October 22: A man has accused Manipur Police Commandos of abducting, assaulting and looting him of Rs Rs 6 lakh on Ocotber 21.

The man identified as Md Atawer Rahman, 30 son of Alhaj Yusuf Ali of Lilong Haoreibi Turel Ahanbi identified himself himself as a small time businessman running a shop `AR Enterprises`™ at Lilong Bazar.

Speaking from his hospital bed at Noor Hospital and Research Institute, Lilong said on October 21 morning on learning that economic blockade has been imposed on the national highways, he rushed to Thangal Bazar to buy some materials for his shop and clear dues of his earlier transaction.

`I went to the bazaar alone holding Rs 6 lakhs in a bag, riding a diesel auto. I got down infront of Johnstone Higher Secondary School gate and walked towards DK Steel, Thangal Bazaar passing the Old Assembly Road.`

Near the Tombisana School compound, he said he saw three-four police commandos conducting a checking and called him when they saw him.

`First they asked me where I was going to which I answered that I am going to DK Steel, Thangal Bazaar and I am from Lilong.`

He said he usually buys iron rods from DK Steel, Thangal Bazar and cement from AU Brothers, Mantripukhri for his shop.

`They started using abusive language and called me names,` he said.

He said when he replied back that he was only a small time businessman, the police commandos became angry and slapped him.

`Soon after they found the money in my bag and accused me of being a UG cadre who had collected the money from Paona Bazar as party fund,` he said.

He said he replied that the money were to get new materials and clear his dues at DK Steel, Thangal Bazaar and AU Brothers, Mantripukhri.

He continued, disregarding his statement, the police Commandos continued to slap him and enquired about his party.

Then they took out a mobile phone and started recording asking him to confirm that he was a UG cadre, he said.

`I denied and told them that I had never involved in any illegal activities in my whole life.`

He said then the police commandoes blind folded him and made him to sit on a motorcycle.

`I was then taken to a place. After climbing a stair, my blind fold was removed.`

`I tried to look around but they pushed me inside a room holding my neck.`

`They tied my hand and feet and forced a pill inside my mouth.`

`After sometime I slept of.`

`When I woke up my cell phone inside my pocket was ringing. I pushed my hands to my pocket and manage to remove the phone. I dialled the first number in my dialled list which happens to be a close friend from my locality.`

He said his friend answered the call but before he could provide any detail information the police commandos came and snatched away his cell phone.

`They started beating me, kicking me with their boots and used a stick to roll on my back muscles which was very painful. I scream for help but they make fun of it.`

`After sometime they blind folded me again and put me in a four-wheeler.`

After driving for around 15-20 minutes, he said he was first released a hillock.

`Firing two shots by my side they told me to run. But I did not run.`

`I prayed for my life to them again and again.`

`That time I saw that the car was a (Maruti) A-star but the colour was not sure as it was dark.`

As he did not run the police commandos put him back to the car blind folded, hands and legs tried and mouth sealed with a handkerchief, he said.

`They drove for around 20 min again according to my calculation.`

After releasing his hands and legs, and removing his blind fold, he said he was kicked out of the car telling him that the place was near the shop he wanted to go.

`I realized that I was infront of (former chief minister) Rishang Keishing`™s residence at Mantripukhri near an oil pump.`

`I tried to note down the registration number of the car but there was no registration number plate on it. However I saw the colour of the car by the flash light of a vehicle behind. It was a Silver colour car.`

`I walked and crawled towards AU Brothers shop at Mantripukhri and from there my family members were informed,` he said.

He said his family members first took him to JNIMS where he was administered pain killers and first aid.

He was discharged from JNIMS at round 1 am but after reaching home he started complaining of breathlessness, exhaustion and muscle pain so he was readmitted at Noor Hospital and Research Institute, Lilong.

He said he saw the nameplates of three police commandos, James, Ratan and Bishorjit.

Two of them were holding pistols, and two of them were holding AK Rifles, and they were all wearing police uniforms, he said.

Four people were actively involved in this crime, he added.

Meanwhile, in connection with this incident a public meeting was held today at Lilong Bazaar where a JAC was formed.

The meeting strongly condemned the inaction of the Police Department even after knowing the names and whereabouts of the four personnel.

The meeting demanded dismissal of the four police commandos involved in the alleged incident and government to return the 6 lakh to the victim in hand by October 23.

If the demands are not fulfilled from October 24 onwards Lilong Bazaar road will be blocked and various forms of agitations will be launched, the JAC said.

IMPHAL, October 22: People of Khoupum are still unaware of various welfare schemes taken up under Prime Minister Narendra Modi, BJP Mahila Morcha general secretary (organisation) L Boby Devi said on Tuesday.

She was speaking at an observation of Raj Mata Vijaya Raje Scindia Jayenti Diwas at Thanagong Khoupum on Tuesday.

She had said although deputy Chief Minister Gaikhangam, the local MLA, is very popular in other parts of the State, it is unbelievable to find his own constituency so backward.

The deputy Chief Minister has represented Nungba Constituency throughout his entire political career, however, it is disheartening to look at the deplorable road conditions of the constitution, she said.

She continued there is no regular electricity, no proper infrastructure nor proper drinking water in Khoupum area.

She lambasted Gaikhangam saying that he is never interested in the development of his native village Khoupum.

It is shocking to learn that the woman of the village still have no knowledge of banking and bank accounts, she said.

In today`™s scientific world, the village has suffered much due to a a bad leader, she continued.

Boby further encouraged the women folk of Khoupum to have baby girls, as the Prime Minister Narendra Modi has launched schemes for the welfare of the women and girls, like the Save the girl child, Educate girl child (Beti Bachao, Beti Padhao Yojana) and Sukanya Sameiddhi Scheme.

While Chief Guest of the function Khadgre Tamang state secretary BJP and in-charge Tamenglong said that Raj Mata Scindia like Rani Ma Gaidinliu who sacrificed for Zeliangrong people, also fought for her people against the government during Prime Minister Indira Gandhi`™s reign.

Climate change consultation discusses Manipur`s unsustainable development processes

IMPHAL October 22: The Centre for Research and Advocacy, Manipur, North East Dialogue Forum and Mapithel Dam Affected Villagers Organization jointly organized a consultation on `Climate Change and Indigenous Peoples Rights in Manipur`™ at Manipur Press Club today.

Jiten Yumnam, secretary, Centre for Research and Advocacy, Manipur, expressed concern regarding the pursuance of unsustainable development processes, mega dams, oil exploration and other extractive industries in Manipur.

It has led to destruction of forest, agriculture land and worsen the climate crisis and impacted on the indigenous peoples`™ rights, he said.

He also expressed concern with the false climate change solutions pursued in Manipur, such as the National Hydroelectric Power Corporation, which strives to seek carbon credits and profits from CDM from its controversial 105 MW Loktak Hydroelectric Project in Manipur despite multiple violations.

Dr RK Ranjan, senior environmentalist shared about how climate change has led to environmental devastations and undermined food sovereignty in Manipur.

Dominic Kashung, chairman, Mapithel Dam Affected Villagers Organization shared about how the State government has made false promises to communities affected by Mapithel Dam and forced people to suffer in the name of development.

`The Mapithel dam has submerged more than 2000 acres of forest and agriculture land, led to multiple health hazards and directly threatened the livelihood of indigenous peoples`™ he said.

Oinam Rajen, secretary, All Loktak Lake Areas Fishermen Union narrates about the rapid loss of wetlands and forest in Manipur since the commissioning of 105 MW Loktak Project by the National Hydroelectric Power Project.

He blamed the State government for the destruction of forest and wetlands.

`The construction of mega dams, for instance is primarily responsible for loss of forest in Manipur. The Ithai Barrage of the 105 MW Loktak HEP should be decommissioned`™ he said.

Dr Debabrata Roy Laifungbam, president, Elders Council, Centre for Organization Research and Education (CORE) explained how infrastructure based development affects the sustainable management and use of land and resources.

Aram Pamei, ex-president, Naga Women Union, shared how indigenous peoples`™ rights continued to be infringed in the name of development.

She stated that all climate change mitigation and adaptation measures in response to climate crisis need full recognition of indigenous peoples`™ self-determination over their land and resources.

Phulindro Konsam, chairman, Committee on Human Rights shared how the upcoming negotiations of COP 21 of UNFCCC in Paris in December 2015 should recognize Indigenous Peoples right to self-determination and right to participation in determining climate change mitigation and adaptation policies.

He suggested, all States and parties to the UNFCCC, should resist from adopting false solutions to climate change that can impinge Indigenous Peoples`™ Rights.

Panti Gonmei, president, Rongmei Lu Phaum shared how Khoupum dam led to loss of agriculture land in Khoupum Tamenglong District.

Several resolutions towards safeguarding the Indigenous People Rights to resources under the framework of the UNDRIP were adopted unanimously by the participants. A documentary film titled `Wall of Injustice: Mapithel Dam`™ was also screened on the occasion.

Traffic in Imphal is increasingly sinking into a mess. The growth in the number of motor vehicles has been phenomenal `“ partly to do with scaled-up government salaries as well as much improved credit facilities availed by the banks. However, increased affluence has not meant a matching growth in civilisational values. Any sensible person in the state, and in particular Imphal, would vouch that a majority of the vehicle users here are not adequately educated on traffic laws, and they drive merely by what they believe is intuition of road safety. Imphal indeed must be another classic case of the pace of material advancement overtaking the growth of matching culture and responsibility which must moderate the fallouts of these advancements. Unlike in advanced countries where education and experience have ensured moderation in these matters, partly because the growth of these technologies have been organic, in the developing world, the arrival of these technologies have been in leaps and bounds, thereby upsetting the balance. The story told by a Japanese executive of Minolta Company then living in Delhi to this writer in a train compartment they shared during a journey to Delhi from Shimla, says it all. He said he was posted in New York before being transferred to New Delhi, and when asked which city he liked better he said in New York he enjoyed driving his car but once in Delhi, he had to hire a driver. And this is New Delhi, the capital of this country he was talking about. It needs little imagination to come to the conclusion how much worse the situation is in Imphal. This is not going to be easy, but the government must begin addressing this issue urgently, before things go out of hand. Strict driving license norms, strict enforcement of traffic rules and wide traffic rule awareness programmes are some of the ways it can begin doing this. Driving in Imphal today is not only a frustrating exercise, but also hazardous.

Traffic management in the state has been about regulating traffic flow at busy traffic junctions, and nowhere else. Again, if periodically there are spurts of police activities in checking vehicle papers on the roads, these have had hardly anything to do with traffic control but sanitising the roads of miscreants ahead of VIP visits. We wish they were otherwise. We wish there were mobile traffic policemen on motorcycles, chasing down rash drivers and awarding them penalties including confiscation of driving licenses or even jail depending on the seriousness of the offences. But then, driving licenses in Manipur have long ceased to have the value there are supposed to have, because they are so freely available. It is also no longer a document that anybody would be particularly worried about losing even to the police, for replacements are just a matter of a few hundred rupees tip to petty officials of the motor vehicle department. Equally easy would be to tip the policemen instead and get the original back. The traffic mess in this sense is also a part of the Aegean stable of corruption in the state awaiting a Hercules to clean.

Then there is the question of the larger governmental vision and will. Does the administration have these at all? Reams after reams have been written on why inter-district as well as interstate buses should not have their terminuses in the heart of the city. And yet, the government remains unperturbed, leaving them to be everybody`™s daily horror `“ the Jiri bus parking at Waheng Leikai and Tiddim road bus parking at Keishampat Power House to name just two. Until ring roads are built around Imphal (of which we have learnt there is already a plan to build two) and all long distance buses can skirt around the city to dock at a central terminus in one of the suburbs, why cannot the present bus stations in the heart of Imphal be shifted a few kilometres away from where they are now? The larger city architecture also contains more flaws. Like a house with no kitchen, or toilet, Imphal city has no proper parking space for private vehicles. This being the case, vehicle users park their vehicles wherever it pleases them. The city`™s architects remain uninterested in doing what is obviously the needful. All that they are interested is in erecting more stalls in whatever space available. What can be more myopic than this? There is also a flyover coming up and many have argued this will be a solution. We have always expressed our reservation about this and we have not been able to convince ourselves to revise that opinion, especially after seeing pictures of the near complete flyover indicating it is probably only one and a half lane wide. We will not be surprised at all if we see atrocious traffic jams on the flyover itself and at its bases. Shouldn`™t attitudes change now? Shouldn`™t traffic control be treated as an important job and not be placed as a subsidiary responsibility of the government?

POSTERIMPHAL, October 23: A short film titled “The Linger” has been officially selected for the 4th Delhi International Film Festival, which will be held from December 5-December 10.

The debut film directed by Shamurailatpam Bishwajit Sharma alias Shamtom Shar, is about a man haunted in his dreams by a memory of his past and it basically depicts the nature of dreams and its relation to human subconscious minds.

Bishwajit Sharma, son of Ph. Brajamuhini Devi, hails from Bishnupur Mamang Leikai, Manipur. Earlier, he studied film editing at Digital Film Academy, Mumbai, then assisted filmmaker O. Gautam in few Manipuri films and attended Screenwriting workshops by Jame V. Hart and by Alexandra Viets, Documentary workshops by DocEdge, Kolkata (Asian Forum for Documentary) and Acting workshop by Seema Biswas.

Bishwajit expressed his opinion on substandard quality of fiction or narrative film being produced in Manipur these days. He said, he wants to change the concept of fast money making through films in the state and is looking forward for genuine film producers to emerge, who know film and filmmaking.

IMPHAL, October 22: Even though vehicular movement has resumed along the Imphal-Moreh stretch of the National Highway 2 which was badly affected by the recent incessant rains and landslides, there are still certain parts of the highway which the State PWD has failed to make safe for the motorists.

IFP had conducted an inspection of the highway yesterday in this regard.

It was learnt during the tour that the PWD has divided up the damaged portion of the Imphal-Moreh road stretch into three and entrusted a separate contractor each to repair the three portions.

Of the three, the portion which was least damaged is the Lokchao to Moreh stretch. There the contractor has only used a JCB to clear the roadside drain which has been earthed up, draining away the falling water streams from the hill tops.

However, as there was no planning to drain the water streams down the gorge, there were certain parts where the streams had overflowed from the drain.

The worst portion of the road starts about 2 km before reaching Tengnoupal from Imphal.

Two road stretches about 100 feet long each have sunk along the portion requiring cutting of the hill slopes to enable vehicular movement.

On reaching the stretch around 3:30pm yesterday, several vehicles coming from both Imphal and moreh sides were seen stranded as the earth from the hill slopes cut by the Proclain machine was being piled up on the road.

The earth and boulders piled up on the road from the cutting of the hill was further cast off into the gorges using a JCB and a Bulldozer.

Later, after the road was cleared, vehicles were made to pass the stretch from one side at a time.

However, it was also witnessed that due to the minimum number of manpower and machinery being used, there was not much development in the work.

It may be mentioned that the bad condition of the road has affected shopping for ningol chakkouba as many people flock to the border town for their shopping.

At the same time, vehicles coming from Moreh towards Imphal and vice versa are allowed passage only on specific periods due to security reasons which has only appended the hardship of the commuters.
