A press release issued by the officer-in-charge of Porompat police station has reported a missing case of a mother-daughter duo since December 11, 2017.

The missing persons have been identified as Kimneichong Haokip, 26, wife of Helkhogin Haokip and her five years old daughter, Veineichoi Haokip, said the release.

It further said that Kimneichong is five feet and one inches tall, with a slim body, wheatish complexion and long brown hair. She was last seen wearing a front-print jogging, dark blue long jeans and pump shoes of blue colour. While Veineichoi is two feet and five inches tall and has long black hair. She is a healthy build child with a wheatish complexion. She was last seen in a casual dress, it added.

The release further stated the address of the family as House no. 16, Type 1, Tribal Colony.

Girls’ hostel at Lamka catches fire

CHURACHANDPUR | Dec 21

The old girls’ hostel of Lamka Government College, New Lamka, caught fire today, however the fire was extinguished later in the afternoon. The main source of fire is still unknown.

The fire broke out around 2:30 pm but it was put under control by collective effort of the fire brigade and 25 Assam Rifles. Two water tankers of fire brigade were used to extinguish the fire and it was backed up by another two tankers from 25 AR. Eventually everything was under control by 4 pm. Fire brigade team from Moirang also reached the spot and helped in extinguishing the fire.

According to sources, fire was believed to have been caught from adjacent Damkam Bazar side. A gas cylinder was also exploded while the team was dousing the fire but no casualty has been reported so far.

It may be mentioned that the burnt girls’ hostel has been left unused for almost 40 years. There are 13 rooms in the hostel which was said to be partly occupied by some students of the college who stay with their parent.

Remaining rooms are occupied by Lamka driving school and New Lamka youth club and no one was present during the incident.

KHNSI to start campaign to give a sense of nationalism

With an aim to give a sense of nationalism and spiritualism towards realising universal peace, justice and unification within the state, Khwai Nungseng Sinthalup (KHNSI) is set to start a campaign tomorrow.

General secretary of the organisation, Tensubam Leisemba Meitei told reporters in a press meet held today at Manipur Press Club that spiritualism and nationalism are interconnected with each other, and that both are needed for peaceful living in the state. The CSOs of the state has the feeling of nationalism but no sense of spiritualism, so there is no humanism and universalism, he pointed out.

The spiritual organisation is set to spread this goodwill notion of spiritualism to the youths from classes IX and X in high school, classes XI and XII and graduation and above by going to the academic field to instil the idea in youths’ Intelligence Quotient (IQ), Emotional Quotient (EQ) and spiritual Quotient (SQ).

Tensubam said that this is a mission of the soul (atma), to bring peace, love, integrity and other good things among the people of the state. The organisation aims to spread this notion through construction of Lairamlen (Heaven/swarga) a place to gather together regardless of religion, culture, language and so on.

The Lairamlen is readied in Khongjom Langathel Saiyol Ching after the consultation of Kasom Khullen, Khongjom and Nungei, he added.

This campaign will not differentiate any religion and will give a sense of humanism. He also urged the government and the CSOs to help them in their venture towards making the state a spiritual state.

He notified that from tomorrow onwards, they will start the campaign. The campaign will go on till Khongjom Day on April 23 and see the result of their effort. He also notified that every Sunday, Meitei and Meitei Pangal people from the valley will gather and on Thursdays, it will have get-together with all the communities and on other days, educating the ideology.

Women committee UNM-M lauds court’s sentencing of rapists

The women committee of United NGOs Mission-Manipur (UNM-M) has welcomed and appreciated the recent pronouncement by the additional sessions judge, Fast Track Court, Crime Against Women, A. Noutuneshwari Devi, in the Leihaopokpi hillock rape case, 2014.

A release said that the organisation is grateful for the befitting punishment of life imprisonment to the main accused Khuraijam Bungbung (30), son of late Kh. Indrajit Singh, Lamlongei and 20 years imprisonment for the two co-accused, Nongthongbam Bocha alias Biren Singh (43), son of N. Bihari Singh, and Khuraijam Khamba Singh (26), son of Kh. Guno Singh, both hailing from Lamlongei Mantripukhri Mamang Leikai.

Women committee, UNM-M, acknowledged the Manipur police, particularly the team of Heingang police station for its sincere effort and swift action in handling the case, it added.

The release further said that it is thankful for the court order which has announced a compensation of Rs. 2 lakh to the victim, under the ministry of women and child development’s ‘Financial Assistance and Support Service to Victim of Rape: A Scheme for Retrospective Justice’.

The organisation also appealed the authority concerned to speed up the cases of increasing numbers of crime against women and award befitting punishment to the accused persons, said the release.

It further stated that this year since January 1 till November 30, there had been 37 number of rape case, 8 numbers of attempted rape and 25 cases of murder that have been reported. UNM-M has urged upon the Fast Track Court to urgently facilitate justice in the mentioned cases, it added.

State CSOs continue their hectic lobbying in New Delhi

The CSOs comprised of United Committee Manipur (UCM), All Manipur United Clubs’ Organisation (AMUCO) and Committee of Civil Societies Kangleipak (CCSK) currently camping in the national capital met Sitaram Yechuri, national general secretary of CPI (M) and K. Sangma, president of National People’s Party yesterday and put forward their clear view on Framework Agreement.

According to reports, the CSO team conveyed the steadfast stand of the people of Manipur not to accept finalization of the Framework Agreement signed between Government of India and NSCN-IM, without the their (people) consent besides their stand not to compromise on the integrity of the state at any cost.

It is learnt that a memorandum, which was drafted to be submitted to the Prime Minister, was also submitted to the said leaders.

As a part of their ongoing mission, the CSOs delegates today met national secretary general of Shiv Sena, Anil Desai. Meanwhile, at their meet, they have also talked to the president of the political party, Udhav Thackeray on the phone.

In response the political leaders reportedly assured the team to put up the issue in the ongoing parliament session.

The CSOs left for national capital on December 16 to meet the central leaders and put forward the recommendations of people of the state. So far they have met major central leaders including, AAP president Arvind Kejriwal , AICC president Rahul Gandhi.

The delegates which comprises of eight members of three major civil bodies of Manipur was led by UCM president Elangbam Johnson, AMUCO president, Ph. Deban and CCSK president, Jeetendra Ningomba.

Five arrested in non-local shooting: CM

IMPHAL | Dec 21

Chief minister, N. Biren today informed that the House that five suspects have been arrested in connection with the shooting of a non-local yesterday at RIMS.

The chief minister gave the report on the floor of the House during the zero hour and strongly condemned the incident.

He further divulged that the incident was carried out by two unidentified persons.

An FIR has been lodged in connection with the incident and police are carrying investigation in full swing to arrest the culprits, said the CM.

He further assured the House that the culprit will be arrested very soon.

The victim Abhas Malllik, 33, son of Bhramanand Mallik from Argalsasan district, Odisha, was shot near Nityainanda temple RIMS road infront of his rented house. He sustained two bullet injuries on his back and one on his left arm. He was evacuated to the intensive care unit of Shija hospital. 

However, his health condition has reportedly improved today.

The motive behind the attack is yet to be known as no group or individual has claim responsibility for the attack.

After ceasing its services for a long time, the bus service from Jiribam to Imphal had been flagged of today by a team made of DC, Jiribam, IAS, Robert Kshetrimayum, ADC, Jiribam, MCS, A. Shivadas Sharme, SP, MPS Jiribam M. Mubi Singh and E.O Jiribam Municipal Council, MMAS, M.Rajen Singh. This was held in continuation of resuming the bus services from Imphal to Jiribam yesterday.

The occasion was attended by DC, Jiribam, IAS, Robert Kshetrimayum, ADC, Jiribam, MCS, A. Shivadas Sharme, SP, MPS Jiribam M. Mubi Singh and E.O Jiribam Municipal Council, MMAS, M. Rajen Singh as presidium members. 

Robert Kshetrimayum said it was saddening to watch all sorts of vehicles travelling to Imphal. The citizens travelling by cruiser with difficulties is disheartening but the people had no one to blame. The bus services from Jiri to Imphal came to halt due to bad roadways. However, with the coming of the new state government, the roadways are somewhat improved, he added.

He lauded Imphal-Silchar Road Bus Owners’ Welfare Union and United Bus Owners’ Welfare Association for their efforts to improve roadway connectivity not only at Jiribam but all over Manipur.     

 Shivadas said the people of Jiribam who had forgotten the experiences of riding a bus can now enjoy riding them from today thanks to the combined efforts of Imphal-Silchar Road Bus Owners’ Welfare Union and United Bus Owners’ Welfare Association. There will be four buses from Jiribam and another four from Jiribam, making a total of eight buses that will be start plying down towards these two destinations.

The buses will depart from 7, 8, 9, and 10 am in the morning for the convenience of the public, he added.

Mubi Singh said the drivers of these buses must consider the travellers as their own family members and perform their jobs with the responsibility to take care of them and lead towards their destinations. M.Rajen Singh thanked the government for granting Imphal-Silchar Road Bus Owners’ Welfare Union and United Bus Owners’ Welfare Association to take up the work for resuming the bus services.

SSA primary teachers’ appointments cancelled

Appointment orders of primary teachers (SSA) under the department of education have been cancelled and their appointment declared null and void after investigations revealed that some of them have been found undertaking courses at different institutions.

A release signed by director of education (S), Th. Kirankumar said one appointed primary teacher (SSA) Thangjam Bibekananda Singh, son of Thangjam Rajen Singh from Ukhonsang Mayai Leikai was found to be already pursuing MBBS course at Regional Institute of Medical Sciences before his appointment as primary teacher. The release further ordered zonal education officer (Kakching) to lodge an FIR against Kirankumar for alleged fraudulence and wrongful drawal of pay and allowances etc., under appropriate clauses of IPC.

Another appointed primary teacher (SSA), BK. Namriboi, daughter of BK Isaac and Esther from Mayangkhang Ningthoupham, Kangpokpi district was found already pursuing B.Sc (Agriculture) at the Tamil Nadu Agricultural University, Coimbatore before his appointment and still undergoing M.Sc (Agriculture) at the college of Post Graduate Studies, Umiam, Meghalaya, it said. Whereas appointed primary teacher (SSA) Rubeiya Huda, daughter of Hesamuddin from Lilong Hangamthabi, Lilong, Thoubal district was also found to already pursuing MBBS course at Jawaharlal Nehru Institute of Medical Sciences, Porompat before her appointment as primary teacher. The zonal education officer (Zone III) has been ordered to lodge an FIR against her, it informed.

4 member drafting committee constituted

The ongoing winter session of the 11th Manipur Legislative Assembly today unanimously adopted another resolution pertaining to the Framework Agreement signed between the Government of India and the NSCN-IM, this time to demand the content of the Framework Agreement from the Centre.

In this connection, the House also constituted a drafting committee comprising of four members which includes deputy chief minister, Y. Joykumar Singh, Bishnupur MLA Govindas Konthoujam, Morang MLA P. Sarat and former deputy chief minister, Gaikhangam. The drafting committee was appointed by the leader of the House, N, Biren Singh.

Today’s resolution was an addition to the existing one adopted during the last assembly session to protect the territorial integrity of Manipur.

Congress MLA Kh. Joykishan moved a motion calling the attention of the Chief Minister of Manipur also in-charge of Home on the concern of the people of Manipur due to the inability of the Government to spell out the details of the Framework Agreement between the GoI and the NSCN-IM.

However, the calling attention motion was later converted into a short duration discussion following the proposal 10 members of the opposition bench citing the sensitivity of the issue.

The motion was also supported by opposition leader Okram Ibobi and senior Congress MLA Gaikhangam.

The short duration discussion was also participated by members from the treasury bench.

Replying to the motion, chief minister N. Biren Singh, the present government is trying its best to live up to the expectation of the people.

“We have been trying our best to establish the contents of the Framework Agreement (FA) taking into consideration the apprehension of the people and will continue to do so”, said Biren.

The chief minister revealed that recently he along with his counterpart, chief minister of Arunachal and Assam, pressured the competent leader to disclose the contents of FA. But, the authority declined affirming that the agreement was signed between only two entity (GOI and NSCN-IM) and none of the three states were part of the talks.

Nevertheless, the Centre asked the three chief ministers to submit their stands on the FA agreement, he added.

“We have made our stand clear. From my side I have told the authority that there is no differences in opinion when it comes to the unity of Manipur. With the objective to somehow extract the information regarding the Framework Agreement the consultative committee was constituted. And, we are still doing trying”, said Biren.

In the meantime, the chief minister appealed to the member of the House to refrain from engaging in any provocative activities and remarks that could jeopardize the tranquility.

Following his suggestion today’s resolution was adopted and subsequent formation of drafting committee.

Interestingly NPF, Awangbou Newmai, participating in the discussion, drew the attention of the member of the House to refrain from creating unnecessary tension in the mind of people.

“I am very much sure that our Prime Minister is conscious about the rights of everybody in the country. So while trying to hammer out a permanent solution it is agreed also that a solution should be acceptable to all (all sections). Let us keep our faith on the Prime Minister”, held Awangbou.

Opposition leader of the House, Okram Ibobi, while participating in the discussion narrated on various proposals put forward as options to Naga solution during his tenure as the chief minister of Manipur, which were against the interest of Manipur.

He reiterated that the Congress party was not against any particular group, community or the initiative of the GOI in finding solution to Naga issue.

From the ruling bench the discussion was participated by CAF &  PD minister Karam Shyam, MLAs L. Radhakishor, S. Rajen, Dr. S. Ranjan, Awangbou Newmai, P, Sharatchandra, S. Subhaschandra and from the opposition Gaikhangam, Govindas Konthoujam, Kh. Joykishan, K. Ranjit, K. Meghachandra, Md. Abdul Nasir, Th. Lokeshwor, Ak. Mirabai, Dr. Chaltolian Amo.

House unanimously resolves to demand contents of Framework Agreement

4 member drafting committee constituted

The ongoing winter session of the 11th Manipur Legislative Assembly today unanimously adopted another resolution pertaining to the Framework Agreement signed between the Government of India and the NSCN-IM, this time to demand the content of the Framework Agreement from the Centre.

In this connection, the House also constituted a drafting committee comprising of four members which includes deputy chief minister, Y. Joykumar Singh, Bishnupur MLA Govindas Konthoujam, Morang MLA P. Sarat and former deputy chief minister, Gaikhangam. The drafting committee was appointed by the leader of the House, N, Biren Singh.

Today’s resolution was an addition to the existing one adopted during the last assembly session to protect the territorial integrity of Manipur.

Congress MLA Kh. Joykishan moved a motion calling the attention of the Chief Minister of Manipur also in-charge of Home on the concern of the people of Manipur due to the inability of the Government to spell out the details of the Framework Agreement between the GoI and the NSCN-IM.

However, the calling attention motion was later converted into a short duration discussion following the proposal 10 members of the opposition bench citing the sensitivity of the issue.

The motion was also supported by opposition leader Okram Ibobi and senior Congress MLA Gaikhangam.

The short duration discussion was also participated by members from the treasury bench.

Replying to the motion, chief minister N. Biren Singh, the present government is trying its best to live up to the expectation of the people.

“We have been trying our best to establish the contents of the Framework Agreement (FA) taking into consideration the apprehension of the people and will continue to do so”, said Biren.

The Manipur Muslim Welfare Organisation (MMWO), has demanded to review the recruitment process of forest guard, 2016 of department of forest.

Speaking to reporters during a press meet held today at the MMWO head office located at Hatta Minuthong, Imphal East, MMWO Secretary Maibam Tabassum Naaz-Alam, said that as per the existing reservation policy in the state, reserved quota for OBC (Meitei-Pangal), is four percent which brings the number of reserved seats to 10 out of the 225 candidates.

However, only four candidates for OBC (Meitei-Pangal) community were found in the merit list of the recruitment result declared on December 23, 2016, she contended.

Taking into account the four percent reservation the number of reserved seats should be10 out of the 225 candidates, she said before questioning where the remaining 6 seats have vanished.

Contending that the development hurt the sentiments of the minority community, she demanded a clarification from the department concerned on the roster adopted during the recruitment process failing which threatened to take up extreme steps.

In connection with the issue, a memorandum has also been submitted to chief minister, forest minister, MLAs of Wabagai ad Lilong MLA, she informed.
