IMPHAL, Mar 21: Men double pair of Bona and Pritam flared up to sails into the semi final with 2 sets victory over Tomba and Chaoba by 2-0 sets in the 9th THAU Tennis Tournament 2012 played at THAU Tennis Court.

The quarter quarter final match witnessed, Bona and Pritam displaying hard calibre to overcame Tomba and Chaoba with 6-3 and 6-4 point victory enroute to the semi final.

In the other quarter final, Romeo and Leishemba records an easy win over Pradeep and Luching Singh by 2-0 sets with 6-0 and 6-0 point enroute to the semi final.

The double pair of Dilip and Gokul also makes to the semi final defeating Ranjan Singh and Rivaskar with 6-4 and 6-2 point.

The mens single event witnessed Pritam battling out to overcame Rahul Singh by 7-6(7-0) and 6-0 point to procedds to the quarter final.

Furthermore in the Mens single, L.Jiten thrashed Vishal Singh by 6-1 and 6-2 sets while Kangjamba beat Tony by 6-1 and 6-5 point and Tule beat Pritam Singh with 6-2 and 6-2 point enroute to the semi final.

Manipur government’s recent decision to bank with only those banks which increases credit flow in the state is commendable, in the light of the fact that it has long been a neglected sector by not only the centralised banks but also by the government itself. The Chief Minister had announced in the state assembly that only banks which have a good credit delivery record will be eligible for government deposits on Tuesday. Last year in December, Union Finance minister Pranab Mukherjee had asked banks and institutions to step up credit flow to the north-eastern states. The Union Minister was speaking to the Chief Ministers and Finance Ministers of East and Northeast states. He particularly mentioned Manipur as having lower credit record while Mizoram, Arunachal Pradesh and Tripura have shown an impressive growth in credit flow. With regard to the Credit Deposit (CD) Ratio, he has said that all East Zone States are having lower CD Ratio in comparison to 60 per cent benchmark set by the Reserve Bank of India (RBI).
The Union Finance Minister had asked the Chief Ministers of these states to use the forum of SLBC meetings effectively and take pro-active action to ensure that the CD Ratio in their States is improved. Be it in the agriculture sector or employment generation or Micro and Small Enterprises (MSE) , credit flow has been minimal in these states. RBI had even set separate targets for flow of credit to MSE Sector and for micro enterprises within this overall target for MSE Sector. In the Housing sector, while NE states like Arunachal Pradesh and Tripura had shown a remarkable growth of 62 per cent and 45 per cent the growth has been less than 20 percent in the states of Manipur, Assam, Meghalaya, Sikkim and Jharkhand. Credit flow covering all sectors in Manipur in the year 2010 was 46 percent only. The performance of many centralized banks with regard to credit flow was simply disappointing. The credit flow of Allahabad Bank, Bank of Baroda, Central Bank, Overseas Bank and Punjab & Sind Bank hovered around 22-25 percent, while it was 38 percent for Punjab National Bank. New entrants in the state like Axis Bank scored 2 percent and ICICI 14 percent. The most disappointing score comes from Vijaya Bank at a dismal 10 percent, despite its 3 decade old existence in the state. The wide gap between deposits and credit flow in Manipur had been an important issue which remained neglected until recently. In such a backdrop, Chief Minister Okram Ibobi Singh’s recent move should be appreciated. This perhaps is his most important gift to the state in his third term as the Chief Minister. Such a move will not only facilitate the increase of credit flow in the state, but it will also lead to increase in private investment.

Following in the steps of the Union government, the Ibobi government has in its radar financial inclusion of unbanked blocks. Out of 69 unbanked blocks in NE region, 27 blocks were covered with banking services by 30th November, 2011. The remaining 42 unbanked blocks are in the states of Arunachal Pradesh, Manipur and Nagaland. In his maiden budget speech at the first session of the 10th Manipur Assembly Chief Minister Okram Ibobi, he said plans are on the anvil to established 10 Hub-Banks in hill areas to cover 19 unbanked blocks. The Hub-Banks will be located at Tuibong, Singhat and Thanlon in Churachandpur district, Somsai and Kamjong in Ukhrul District, Tamenglong HQ and Noney in Tamenglong district, Tadubi and Saikul in Senapati District, and Tengnoupal in Chandel District. This is all good. But, the issue of lack of basic collateral in the hill areas of Manipur and individual property rights has also to be addressed for a meaningful banking in the hill areas.

IMPHAL, Mar 20: Singjamei Polo Club bacame the proud owner of the 22nd Governor’s Cup Invitation Polo Tournament edging out Manipur Police Sports Club(B) by 5-4 goals in a nail biting final at Imphal Pologround today.

The Policemen led the early charge as Abung Khuman swing home the opening goal and later teammates T.Pradeepkumar Singh scored another goal just before the whistle in the first chukker.

The unassuming Singjamei Polo Club fired up theirs cylinders in the second chukker with M.Doren Singh connecting two well aimed hits to level 2-2 goals to drew parity and later teammates S.Sadananda Singh adds one more goals to dictate term in the game. With its pride at stake, the Manipur Police rider S.Abungcha Singh storm off with his team third goal to level score with 3-3 goals:

The policemen reorganised themselves in the third chukker and find theirs mark as S.Abunghca Singh came up with the lone goal to post 4-3 goals lead.

However the four and final chukker had a different story as Singjamei Polo Club, snubbed by the policemen in earlier polo tournaments, renewed theirs spirit and made more menancing gallop and were rewarded with S.Sadananda Singh striking home the equaliser and later came up with the title winning goal from Ojit Singh to romp home with the champion title.

Singjamei Polo Club collected Rs 15,000 along with the champion trophy while Manipur Police Sports Club had to be satisfied with Rs 10,000 with the runners up trophy.

Manipur Governor Gurbachan Jagat along with his better half Kiran Jagat and Singjamei Legislature I.Hemochandra Singh attended the final match and later distributed the prizes to the teams. Five veteran polo players also also honoured by the Governor with moneytary assistance.

Governor Gurbachan Jagat while prasing the players in his speech said, Polo-Sagolkangjei which is a played worldwide nowadays, originates from Manipur and the state must be legitimately proud of this. It is one of the assets which identifies Manipur and its people to the people living in India and abroad.

The Governor emphassied on the preservation and development of the ponies as it linked with the development of Manipur. The Governor also lauded the efforts of the Army on theirs part for the promotion and development of polo in the state as the best 8 teams out of the 12 teams from the 3rd 57 Mountain Division Polo Tournament 2012, had been picked up for the Governor Cup Polo Tournament.

The government didn’t say it or couldn’t say that law and order has improved in the state. It only said, all security forces have acknowledged improvement in the law and order situation in the hills following signing of agreement with Kuki militant outfits in 2009. The question is why. Does it mean that the government is not really satisfied with the law and order situation in the hills even though the security forces say it has improved or it hasn’t improved at all? When we talk about law and order in the hill areas we should be thinking in terms of the entire hill region, and certainly not in terms of either Kuki or Naga dominated regions. There is an attitudinal problem in the way the state operates be it in the case of law and order or in other areas of governance. Such attitudes will end up in enhancing the divide between the different communities living in the state. The hill-valley divide in the state spurred by the British colonialists and continued by the Indian state has reached to such a state that it has begun to assume the face of an impossible task. The various governments which have ruled the state has also done almost nothing to bridge the gap, which many a times have threatened the territorial integrity of the state and people to people relations. From NSCN-IM’s ceaseless efforts to break up the state to the entry of Nagaland based party in the state legislature, the state has shown little imagination in dealing with the problem except for flexing its security muscle and sentimental rhetoric. The Mao standoff during NSCN-IM General Secretary Thuingaleng Muivah’s visit was one such action. Even though the state was successful in stopping Muivah, it could not do so in the case of Nagaland CM Neiphiu Rio. Yes, successful conduct of Autonomous District Councils in the hills was no mean feat. But, the state government could not take the ADCs to the district headquarters for meaningful governance at the district level. Why is it so? The state cannot function properly in the hill areas or for that matter the law is non-existent in the hills. Look at all the district level government offices functioning from the state capital. How long can this type of functioning or distant governance continue? Something has to be done or a system has to be put in place for the offices to function in its proper place. After clearing off Chandel District of insurgents, the security forces made tall claims of creating a secure environment for government officials to function properly from district or sub-divisional offices. Does the condition still exist? Now, the government is saying that all security forces have acknowledged improvement in the law and order situation in the hills following signing of agreement with Kuki militant outfits in 2009. It also said, the Suspension of Operations (SoO) Agreement with Kuki UG groups under KNO and UPF was also renewed for one year at New Delhi on 16-08-2011 and approximately 1500 cadres have shifted to eleven designated camps.  The government further claimed that, meetings of the Joint
Monitoring Group are held frequently to ensure that the SoO Groups abide by the Agreed Ground Rules.  Do they really abide by the Ground Rules; say in the case of recent elections? Ask anybody, and they will reply otherwise. Numerous cases of violation of the agreed Ground Rules were reported, and the Joint Monitoring Group is doing nothing except for some threats of action which do not follow. Here again, the attitudinal problem rises its head. The state has immobilized the Kuki groups to some extent. But what is it doing with regard to the Nagas. They always seem to forget that besides the NSCNs and Naga bodies there is an independent entity called the common people. In the recent assembly elections, the common people in the Naga areas have spoken clearly, whatever be the aspirations of certain groups. Isn’t the time ripe for reaching out to the common people in the Naga areas and to address the varied problems of basic amenities?

NEW DELHI, March 19 (agencies): In a major relief for the government over the fiercely contested National Counter Terrorism Centre (NCTC), three amendment motions moved by the opposition on the anti-terror intelligence hub were defeated in the Lok Sabha Monday.

The Trinamool Congress, a bitter critic of NCTC but part of the ruling United Progressive Alliance (UPA), lent tacit support to the government in defeating the amendments after its MPs walked out of the house and didn`t participate in the voting.

The Samajwadi Party (SP), which also backs the government from outside, voted against the amendments that helped in defeating the motions. The ruling Uttar Pradesh party is also bitterly opposed to the NCTC.

MPs of the Bahujan Samaj Party (BSP), which supports the UPA from outside but was also opposed to the anti-terror agency, also walked out, reducing the number of effective members present in the house and voting.

The amendments were moved by the Bharatiya Janata Party, the Left and the Biju Janata Dal (BJD) after Prime Manmohan Singh told the house that the proposed anti-terror agency was “an important step” in “dealing with terrorism and dealing effectively” with it.

Manmohan Singh in his reply to the debate on the Motion of Thanks to President Pratibha Patil`s address dealt at length with NCTC row to address the concern that by setting up the proposed agency “the central government is trying to encroach upon the jurisdiction of the state government”.

The prime minister said consultations with state governments over the issue would continue and that the anti-terror agency would not be commissioned till a meeting was held with all chief ministers April 16.

“The idea of NCTC, you have all agreed is unexceptional. And the manner in which NCTC will function, there may be differences about tingle but I am confident that through discussions and dialogues, these differences could be narrowed down and a consensus can be arrived and that will be our sincere efforts.”

Not impressed by Manmohan Singh`s assurances, BJP`s Sushma Swaraj, who is also leader of opposition in the house, pressed for a vote on her amendment seeking deletion of the reference of NCTC from the president`s March 12 address to the joint session of parliament.

But the house rejected Sushma Swaraj`s motion. At least 141 members voted for the amendment and 226 voted against it. One member abstained.

The Communist Party of India-Marxist (CPI-M) moved the second amendment motion. The motion by Basudeb Acharia of the CPI-M also met the same fate.

The Biju Janata Dal (BJD), the ruling party in Odisha, moved the third motion, which was also defeated.

Trinamool leader and West Bengal Chief Minister Mamata Banerjee has been among the front runners along with her Odisha counterpart Naveen Patnaik in opposing the formation of NCTC on the grounds that powers given to the agency would infringe on the rights of state governments.

But by walking out during the NCTC vote, Trinamool MPs tried to kill two birds with one stone. They didn`t vote in favour of a policy they have ferociously opposed and also saved some embarrassment for the government it is part of by not voting against it.

Banerjee who is in Delhi later said her party would continue opposing NCTC which she described as “worse than TADA and POTA” – the two anti-terror acts that were scrapped after complaints over their misuse.

The West Bengal chief minister met the prime minister and among other things discussed with him the issue.

The agency was supposed to be formed March 1, but this was delayed after all non-Congress states wrote to the prime minister opposing it.

NEW DELHI, March 19 (agencies): Trinamool Congress`s Mukul Roy will be sworn-in Tuesday as cabinet minister to replace his party colleague Dinesh Trivedi who has resigned as railway minister, official sources said here.

Roy, minister of state for shipping, would take the oaths of office and secrecy Tuesday morning as cabinet minister, the sources said.

Trivedi had to resign after Trinamool Congress chief Mamata Banerjee opposed the hike in passenger fares announced by him in the rail budget presented to Parliament last week.

Banerjee had written to the prime minister that Trivedi should be replaced by Roy.

Trivedi sent his resignation to the prime minister Sunday evening.

The prime minister told the Lok Sabha Monday that Trivedi`s resignation will be sent to the president with the recommendation that it should be accepted.

NEW DELHI, March 19 (agencies): West Bengal Chief Minister Mamata Banerjee in an interview to CNN IBN said that her party will quit the United Progressive Alliance, if humiliated.

Defending her decision to sack railway minister Dinesh Trivedi, the Trinamool Congress chief said that Trivedi had kept her and the party in the dark about the hike in passenger fare.

Mamata told CNN IBN: “I was kept in the dark by the minister. But first I chose to overlook. I was kept in the dark (about amendment to RPF Act), came to know only when the chief minister of a state wrote to the prime minister. The railway minister did not consult me.”

CNN IBN qouted her saying, “Can you think that without discussing the policy decision with Soniaiji the Congress can place the Budget? In every party there is a `parampara` (tradition).”

She also said that it was her right to decide who would become the railway minister but also added that her party did not want to topple the UPA.

She also told CNN IBN: “We do not want that the government should be toppled, but we want respect. We are not blackmailing the government. It is an alliance government.”

Earlier in the day, Mamata meet Manmohan Singh about the hike in passenger fare.

“It was a good meeting… the issue of rollback of passenger fare hike and making party leader Mukul Roy as the new railway minister are the prerogatives of the prime minister,” Banerjee said.

IMPHAL, Mar 19: A hunter was shot dead by another mistaking him for an animal. The incident happened this evening around 4 pm at the forest area between Pheilanbung and Vokboul village of Churchandpur district.

The victim has been identified as Lalminsang, 32 son of Henlianpau of Phailenbung village.

According to sources, he had gone hunting with his uncle and another friend, when the other hunter identified as Ginswamlan son of Khanthinkai, shot him mistaking him to be an animal in a jungle of Churachandpur district. 

Interestingly, a report from the Newmai News Network has stated that Saturday`s incident was not the only case when Ginsauwmlal had shot a person mistaken it for an animal. The source said that he had shot a person last year during a hunting trip but the victim somehow survived after a long hospitalisation.

IMPHAL, March 19: The Centre for Organisation Research and Education while welcoming the statement of the Home Minister of Manipur, Gaikhangam that his first priority is to develop a people-friendly police force in the state of Manipur has provided suggestions to the new Home Minister.

Consenting to the assurance from the minister, a statement of the organisation has stated that providing a secure environment and taking up confidence building measures requires two priorities, first and foremost, the issue of making the police a disciplined force.

It has stated that there are many serious shortcomings in the recruitment, training, deployment and supervision of the force by competent, honest and dedicated senior police officers that need to be seriously revised. Furthermore, there is widespread and regular interference in the work of police while conducting their duties from politicians and other authorities. Such interference not only hampers police work but also discourages and undermines their morale, status and role in society, the statement added.

The Centre for Organisation Research and Education therefore, urges the Home Minister to take a serious view of these priority issues while taking up his plan of action.

It has further stated that it is a matter of grave concern to the public that important key posts in the police department have been left unfilled and added that one of the key objectives of the police reform is to ensure the police department is appropriately and fully staffed so that it can function as a well-disciplined arm of the government,

It has also added that it would be wise for the minister to consider the fact that a disciplined policeman is a friendly policeman.

On the presence of women in the force, the statement has stated that a modern police force today is characterised by the presence of women in the force.

Welcoming the recruitment of women among its file by the state police department in an act of modernising the department, the CORE statement has stated that the women police personnel must be given adequate exposure and training to conduct their challenging duty in the service of the people.

The Minister also reportedly said that in order to provide a secure environment in the state, confidence building measures need to be taken up so that the general public could feel secure when they see policemen in the street and in their homes.

It has further referred the need to develop wide and meaningful participation of different sections of our society, such as women, elderly, NGOs and human rights defenders, academics, youths and students, civil society, etc while taking up confidence building measures.

While stating that the police have multiple roles and functions, it has added that confidence building measures must address the different roles that the police have, such as, maintaining law and order, investigation of crime, controlling the traffic, providing security to state property and high functionaries, public awareness of law, etc.

“To be a people-friendly department every police person must first became an exemplary citizen and member of society. Our police stations and out-posts, police pickets and manned barricades, police guard posts, etc. are to be the face of our society. The staff and personnel officiating and conducting their duties at these important points of interface with the public are required to exhibit the highest level of discipline and polite behaviour”.

No citizen, young and old, male and female should approach our police with fear, shame or uncertainty about how they will be received and treated by the police personnel.

A people-friendly police force is a dignified police force. The public cannot expect and tolerate a police force that has no dignity. Police personnel must be adequately supported and paid salaries commensurate with their special role, the statement added.

It has further appreciated the assurance of the minister that the present strength of the police force is adequate and vacancies in the police department will be filled and he will be focusing on police reforms. The responsibilities and tasks of the Home Minister of Manipur are extremely challenging, the statement added.

IMPHAL, March 19: The death body of Pebam Babynao, 9, daughter of P. Jila of Nambol Khabi who died in the bomb blast of Pangei Lairam Mapal under Heingang police station was post-mortem and handed over to the family today.

Meanwhile, various NGOs of the state in a joint statement has decried the bomb blast explosion at Pangei which had killed a minor girl and injured five other women.

The statement signed by various civil bodies including WAD, NEDF, LCF, COWF and SADOHH while condemning the act informed that women have been experiencing acute human right violation in Manipur for the last many decades
