No decision to hurt people’s sentiments: Gaikhangam

IMPHAL, Jan 16 MNS/UNA : Deputy chief minister G Gaikhangam said he was confident that the Centre would not take any decision which would hurt the sentiment of people of Manipur while bringing a solution to the 15-year old peace talk with the NSCN (IM).
Gaikahngam said “I am confident that New Delhi will not take any decision against the interest of Manipur’s integrity and sentiment of the people as well.”
Deputy Chief Minister Gaikhangam said that all section of people of Manipur was united standing for the territorial integrity of the state.
“Unless and until people are united for the integrity of the state, Centre would not take any decision which will hurt the sentiment of the people. I am confident,” he said, adding that Manipur government has also a firm stand that state’s territorial boundary will never be compromise while settling an issue.
All Political party delegation from Manipur left for New Delhi to meet Prime Minister, Dr. Manmohan Singh, to appraise the situation of the state, where they will submit a memorandum too.
The delegation of the all political party was led by Dy. CM Gaikhangam as CM O. Ibobi was already stationed there.
Just after reaching national capital the representative of the political party meet CM regarding a joint memorandum to submit to the PM as they cannot finalize in the state as he was out of station.
According to a sources from the delegation of all political party, that they will meet the PM of India on January 18 at his office chamber. Memorandum may be finalized tomorrow.

Chautala, son convicted

New Delhi, Jan 16: The Special Judge for CBI Cases, Rohini, Delhi has today convicted Om Prakash Chautala, the then CM, Haryana; his son Ajay Singh Chautala, then Member of Parliament(MP); Vidya Dhar, IAS, then OSD to CM of Haryana; Sher Sgingh Badshami, the then Political Advisor to the CM, Haryana; Sanjeev Kumar, IAS, the then Director, Primary Education, Haryana and 50 other then officials of Education Department of Haryana in a case relating to irregularities in appointment of JBT Teachers in Haryana.
Pursuant to the directions of Hon’ble Supreme Court dated 25.11.2003 in Writ Petition Crl No. 93 of 2003 relating to matter of Sanjiv Kumar V/s State of Haryana on the allegation of irregularities in appointment of Junior Basic Trained Teachers by the Government of Haryana in the year 1999-2000, CBI had registered a Preliminary Enquiry(PE). On the basis of findings in the said Preliminary Enquiry, a regular case was registered on 24.05.2004 u/s 120B r/w 420, 467, 468 & 471 and 13(2) r/w 13(1)(d) of PC Act 1988 against the then officer on Special Duty (OSD) to the Chief Minister Haryana; then Political Advisor to CM, Haryana; then Chairpersons & Members of the District level Selection Committee constituted for the posts of JBT teachers in the Districts of Ambala, Bhiwani, Faridabad, Fatehabad, Gurgaon, Jhajjar, Jind, Karnal, Kurukshetra, Kaithal, Mahindergarh, Panchkula, Panipat, Rohtak, Rewari, Sirsa, Sonepat & Yamunanagar ; and other persons.
Investigation by the CBI established that the appointments of 3032 teachers were made on the basis a fraudulently prepared Second Set of Interview Lists prepared at the behest of the then CM; his son, who was the then Member of Parliament; the then OSD to the CM; the then Political Advisor to CM; the then Director, Primary Education and others. Original set of List of Interview Marks of the candidates on basis of which appointments ought to have been made were also revealed during investigation.
After thorough investigation, CBI filed a charge Sheet on 06.06.2008 against the then OSD to CM of Haryana; the then Political advisor and others.

Chandel incident not a political matter: NPF

SENAPATI, Jan 16 NNN: Naga People’s Front (NPF), Manipur State has given its reason why the party was not part of the all-party delegation that had gone to New Delhi to meet the Central leaders on the December 18 Chandel incident where an NSCN-IM cadre had allegedly molested or assaulted an actress.
NPF, Manipur State secretary Athuan Abonmai said today that it was too petty a matter to be taken up by the all political parties. The NPF, Manipur State said that the December 18 incident was a matter of discord between two individuals which was not even fit to be billed as a ‘law and order issue’.
Chronicling how the turn of event wound up in connection with the Chandel incident, the NPF, Manipur State said the all political party meeting was convened on December 25 by the chief minister of Manipur in his office chamber to condemn the same incident. “In the said meeting, Naga People’s Front (NPF) Manipur State unit made it clear that the NPF too condemned any crime against women but it should not be communalised in doing so. The NPF also had categorically stated that the Chandel incident was not a political issue. It is a petty incident where a discord cropped up between two individuals. It is rather not fit to be termed a law and order problem. However, the said all political party meeting was adamant to send a delegation to Delhi to pressurise the government of India which the NPF regards as unnecessary on the part of all political parties in general and the Government of Manipur in particular,” Athuan Abonmai, the Manipur State NPF secretary said.
It then alleged that civil society organisations and with Film Forum Manipur (FFM) and Manipur Sumung Leela Council termed the incident as molestation. “However, by any standard the incident was not qualified to be a case of molestation. They had purposefully used it as a case of molestation just to whip up public sentiment of the valley people which was sub-consciously endorsed by the state Government,” the NPF stated.
It then alleged that while a number of cabinet meetings and all political party meetings were convened to condemn the ‘petty Chandel incident’ and decided to send all party delegation, they ignored to acknowledge and condemn the damages and sufferings inflicted upon the hill people by the bandh supporters in the valley by burning and damaging of properties including large number of vehicles worth crores of rupees belonging to poor tribal Christmas shoppers coming from the hills. “Many Christmas shoppers were stranded for days due to lightning indefinite bandh called from the midnight of the 21st December, 2012 by FFM and MSLC supported by valley based civil societies. On the 24th December, 2012 seven Tangkhul Naga girls were physically assaulted at Lamlong by bandh supporters and subsequently attempted to rape by valley based militant cadres at Napetpali, Imphal East district,” further alleged the Manipur State NPF.
According to the NPF, Manipur State, many such inhuman and abominable acts were meted out to the poor tribals of Manipur. The same issue was raised by NPF during all political party meeting on December 25. However, the Chief Minister vehemently ignored it, Athuan Abonmai added.

Judo player forced to return

IMPHAL, Jan 16 : A judo player from Manipur returned home without participating at the 58th National School in Judo under 14 and 17 Boys and Girls Championship recently held at Maharashtra after his name was allegedly displaced from the list and put in another player who had failed to qualify in the trial selection.
Moirangthem Inaoton, a judo player of under 17, 65 kg category, was selected for the just ended 58th National School in Judo under 14 and 17 Boys and Girls, but the selection committee of Youth Affairs & Sports, Manipur included M Meino, who had failed to qualify the trial selection, in the list and he participated the championship in place of him, Inaoton said during a press conference at AMSU head quarters, DM College Campus here on Wednesday.
He said the trial selection was held in December 2012 following which he was included in the selection list of 29 players by the selection committee.The team left Imphal on January 3 for Maharashtra to take part at the championship.
There, he came to know that his name was put in the 71 kg category and Meino in the 65 kg category in place of him so he skipped the championship, Inaoton further said.
Saying that such act of the selection committee has discouraged him morally and physically, Inaoton appealed to the concerned authority to look into the matter and take immediate action against such officials.
(AMSU) president Th Suresh also spoke during the press conference. He condemned the act of the selection committee members and urged all the concerned authorities to refrain from favouritism and politicization of sports.
Action should be taken against all the officials involved in the fraudulent practice by the state Government, he urged.
He also accused the officials of trying to spoil the career and spirit of the international and national player Inaoton.

Education for Prevention of Drug Abuse and Alcoholism

Drug and alcohol dependency is not just a problem of an individual but also a family, socio- cultural, health, political and developmental issue. If unchecked, would exacerbate poverty and could be a potential threat to National security, economic growth & development, healthy human resources and well being of a nation.
The National Survey Report, 2004 reported that in India about 73.2 million persons were alcohol, and drugs abusers. The States like Manipur and Punjab due to their proximity to porous international drug trafficking zones called ‘Golden Triangle’ and ‘Golden Crescent,’ respectively are at an advanced stage of the problem. They have become destinations of drug traffickers, abusers, alcoholism and home to the problems of injecting drugs & related HIV, insurgency, terrorism and political unrest.
Surveys and researches in Punjab revealed that 67% of the rural households have one drug or alcohol addict; 70% of young men were hooked on drugs or alcohol; every third male and every tenth female student has taken drugs on one pretext or the other and seven out of ten college-going students, abuse one or other form of drug.
In Manipur it has been estimated that there are about 45,000-50,000 drug addicts, of whom nearly half are injecting drug users. Studies revealed that 12 per cent of drug addicts in the age group till 15 years, 31.32 per cent in the age group of 16-25 years and 55.88 percent in the age group of 25-35 years.
The upward trend of substance abuse is a signal towards the crippling of the society in general and the young people (adolescents and youth) in particular; who are primarily exposed owing to their age to vulnerability, peer pressure and nature of experimentation. In such a situation, the young people and their families form one of the most affected groups.
Nonetheless, the substance abuse problem, unlike HIV infection and AIDS, is non-communicable, preventable and can be reversed to normalcy at a given stage of dependency, through a set of combined efforts viz. awareness, prevention education, motivation, support and access to services.
Against the above backdrop, Nehru Yuva Kendra Sangathan (NYKS) an autonomous body of the Ministry of Youth Affairs and Sports, implemented a yearlong pilot project, entitled “Awareness and Education for the Prevention of Drug Abuse & Alcoholism”, with the financial support of Ministry of Social Justice & Empowerment (MoSJ&E). The project was implemented in 3000 villages under 75 Blocks of 10 districts in Punjab and 750 villages under 25 Blocks in 7 districts in Manipur.
The project specifically focussed on adolescents and youth, high risk and vulnerable groups as well as their family and community members on one hand and mobilized support and partnership of variety of stakeholders viz. village based NYKS youth clubs, women groups, gram panchayats, local political and religious leaders, village influencers and service providers on the other hand, for addressing drugs and alcohol dependency, collectively.
The principle objective of the project was to generate awareness, educate target audiences and stakeholders about the consequences and impact of alcohol and drug dependency and methods of prevention as well as need of professional help to treat dependency to lead a healthy and meaningful life.
Before actual implementation of the project in 3750 targeted villages – Project implementation guidelines, action plan, time line, expected outcome, reporting formats were developed and shared with NYKS field functionaries. Established special District Advisory Committees under the Chairpersonship of Deputy Commissioners for maintaining transparency, seek guidance and support for the successful implementation of the project; selected blocks, youth clubs and villages in each of the targeted districts; prepared district action plans and deployed project functionaries.
It is well established that the success of the project lies on the extent of the capacity building, knowledge and motivational level of the project functionaries. Therefore, serious efforts were made to impart the best training to the project functionaries at different levels.
For effective implementation, supervision and monitoring of the project activities as well as to act as trainers; 40 field functionaries at State and district level were oriented and trained during two, four days Training cum Media Workshops. During this program, IEC material was also developed in local languages and got printed for distribution during project activities. Similarly, at block level, during four, three days Regional Training Programs, 125 NYKS National Youth Corps volunteers (one volunteer on a cluster of 30 -33 villages) were trained and motivated to spearhead block and village level campaigns and activities.
In order to advocate, share concern and mobilize support of potential partners and key stakeholders in each of the 17 districts, a one day District level Convention of leading NYKS youth clubs and women groups leaders, PRI members, religious and political leaders, heads of District Administration Departments, NGO representatives, parents, teachers, media persons, were organized. Under this program 3400 key stakeholders attended the program.
For ensuring ownership, partnership and leadership of local youth in the process of implementation of project in their respective villages, ten youth club members and leaders from each of the targeted villages were selected in a manner that two of them belong to age group 13-19, 20-24, 25-29, 30-35 and above 35 years, respectively with the ratio of 70% male and 30 % female. Consequently, under the project a total of 37,500 NYKS local villages’ youth clubs leaders were selected, imparted training at Block Level and enhanced their capacities to undertake Personal Contact and Peer Education Program and local village level activities, voluntarily.
The trained and motivated NYKS youth club leaders and National Youth Corps volunteers formed 3,750 Village Advisory Committees under the Chairpersonship of Gram Panchayat Pradhans; discussed the current situation, project objectives, expected outcome, developed village broad implementation plans,(contd next col)

activities and also ensured that such meetings are held regularly. This process helped building an enabling environment, mobilizing local youth leaders, women groups, political and religious leaders, family and community members – support, partnership and action for project activities at village level.
Each one of the 37,500 trained local village youth club members under Personal Contact and Peer Education Program, reached and educated a minimum of four persons in her/his age groups, shared key primary prevention messages, provided referrals of available counselling and de-addiction services, removed misconceptions, filled gaps in their level of awareness & knowledge and provided IEC material developed under the Media Workshop and procured locally. A commitment was also taken from the contacted persons that ‘I Decide – I will not take drugs/alcohol and help others to refrain’.
Under this activity a total of 3,75,000 young people were contacted and this exercise also helped in identification of 62,654 persons who were either drug or alcohol addicts.
Being pilot project, only 680 addicts could be provided opportunity for free treatment and counselling services under seventeen, district level 15 days camps. However, the larger issue remains in the State of Punjab and Manipur that there is also the lack of adequate facilities for treatment, care & support for People dependent on Drugs and Alcohol.
Besides, time tested, cost effective and popular 6,05,664 village level activities for mass awareness generation, mobilization, dissemination of information, education and motivation among village communities were organized for addressing drug abuse and alcoholism and their consequences.
Village level activities included, focus group discussions with young people; open forum discussion on epidemic of drug abuse and alcoholism; Lectures by experts, focus group discussions and meetings with political & religious leaders, parents and teachers – mobilizing support; telling stories and case studies on overcoming and refraining from drug abuse and alcoholism; theme based songs; rallies; yoga; oath taking ceremonies; public lectures; wall writing and poster campaigning; street plays and cultural programmes; painting competitions in schools and villages; slogan, easy writing competitions related to drug abuse and alcoholism in schools and villages; special awareness drive on important days, peer education activities, identification of addicts/families and vulnerable target groups; counselling of addicts by local experts; coping up with the addicts and pursuing them to attend de-addiction camps.
Through these activities the benefit reached to 1,17,02,740 persons (65,26,956 males and 51,75,784 females) of 3,750 villages in 17 districts from the State of Punjab and Manipur. It may be appreciated that a person has attended either one or multiple activities in their respective villages, hence the actual number of beneficiaries would be slightly less than the cumulative activities wise number of beneficiaries mentioned above.
The news of the project activities appeared more than one thousand times in leading News Papers for example, Danik Bhaskar, Ajit, Punjab Kesari, Danik Jagran, Indian, Desh Sewak, Punjab Jagran, Kapurthala Kesari, The Tribune, Punjabi Tribune, Jag Bani, Nawan Jamana, in Punjab and The Sanghai Express, Poknapham Daily News, Naharolgee Thoudang Daily News, Gosham News, Manipur Express, etc from Manipur.
It was experienced that this massive social mobilization, ownership of the program, youth voluntarism, all round participation, cost effective implementation (rupees three per person only) and opening up of the drug dependency and alcoholism epidemic was primarily because of the following reasons:
Highest level of political and bureaucratic will, support, regular dialogue, follow up; recognition and appreciation for the works being undertaken at different levels
Deputy Commissioners, Head of Social Welfare Departments, Red Cross Society and local NGOs run de-addiction centres active administrative, expert and technical support
Local faith based organizations, religious and political leaders, Village Advisory Committees headed by Gram Panchyat Pradhans support, facilitated in building a sustained enabling environment, opening up the epidemic, social mobilization, guidance & implementation of the project activities
Families, parents, especially the women who seemed to be the most affected by the menace came forward with curiosity to help and facilitate any initiative voluntarily
Developed trained cadre of NYKS village based youth clubs leaders assumed leadership and trained Peer Educators voluntary services in their respective villages were one of the major contributory factors towards the local resource mobilization & cost effective implementation with maximum outreach
Village communities while understanding and realizing that drugs dependency and alcoholism is their own social problem helped in opening up the addicts, removed stigma and encouraged them to come forward to seek counseling and medical help.
The initial outcomes of the pilot project of less than a year are socially and politically relevant and useful. However, the enabling environment and social mass movement so generated for addressing drugs and alcohol dependency, needs to be sustained and become a way of life among the people. It can be achieved through dedicated follow-up programmes in the implemented project’s villages.
In view of the findings of National Survey Report, 2004, the need for a National Prevention Programme cannot be denied. Adding the experiences gained from other best practices and researches, it is just to replicate the gains from this initiative and Model in rest of the country, so as to turn it into a massive National Peoples’ Movement.

IMPHAL, January 15: A fire today destroyed more than 70 percent of the whole Kangla Food factory at Nambul this late evening around 10pm.

According to the Imphal Fire service station, the fire service station was informed by the factory at around 10pm about the fire.

Fire tenders from both Imphal and Bishnupur rushed to the spot and managed to douse the fire around 11:30pm.

Properties worth around Rs 1 crore (mostly machineries) have been destroyed during fire.

Thanks to Internet search engines, it is a matter of split seconds to ‘search’ something on the Internet. While a few international publications do function on the ‘paid for subscription’ models for people to read online; most websites and newspaper web portals are open to public and in the process, are ‘poached’ for cut paste version in other Internet forums. Reproducing articles, opinion pieces, photographs and often without giving due credit or taking permission happens on a regular basis partly because of the lack of stringent internet copyright laws in the country and because the aggrieved party often tends to let it go. The other mode of exploiting written materials available on the Internet is plagiarism where certain bits and pieces of Internet published pieces are dressed up as new work. This has happened at the national media and was not publicly discussed till a popular weekly magazine ended up doing an editorial on the popular actor Rajnikanth which it turned out was a word for word reproduction of a blog.

In Manipur too, most newspapers have their own websites but along with these, there are other wider Internet forums, which are closely followed by the Manipuri Diaspora. They put news content from the major newspapers in the state on to their own websites without any payment models entering into the picture but do have the courtesy of seeking permission for carrying content. Newspapers in the state also tend to carry national, regional and even state news that are downloaded from the internet, which can get dicey in case copyright cases gets slapped on for not giving credit. Under Indian law, copyright as a form of intellectual property protection is granted to the creators of original works of authorship such as literary works including computer programs, dramatic, musical and artistic works, cinematographic films and sound recordings under Section 13 of the Copyright Act 1957. But the law can give protection only when it is used. The rights of the owner of copyright through Section 14 of the Act include the right of adaptation, right of reproduction, right of publication, right to make translations, communication to public etc. A careful assessment of materials put up on the local newspaper websites by tracking it online will easily help in identifying which outlets are lifting information and content without permission and must be followed up with strong responses.

As with other news websites in the state, a lot of IFP contents are available on Manipur based web sites and various other Internet forums. A few put our contents on their web pages with proper credit including the names of the journalists who have written the pieces while some others carry only a few lines and then direct internet traffic to IFP’s main web site. The later is the decent way to do things but not necessarily what the majority follows. And while the Internet gives a wide ambit for materials and content to be used without permission, it also means that the medium in itself helps track of where it has ended up being used. A few of IFP’s contents was found to have been used in other media forums with a mere ‘Source: IFP’ at the footer space. This when there had been no earlier process of seeking approval, for using our content. The website using our content was an online magazine catering to a wide audience and pegged as ‘representation of the North East region’. Their only fault but a major one, was taking the efforts taken by our reporters and photographers on the ground and passing off their hard work as their own. A strong word of caution has already led to an acknowledgement of their ‘mistake and oversight’ and while IFP has no issues with a fair use of content, where source is acknowledged hopefully it will be the end of websites passing off our content as their own by cleverly doing away with credit.

IMPHAL Jan 16: Defending champions NEROCA of Sangakpham entered into the final of the 56th edition of the CC Meet after defeating KSC of Lambulane by 1-0 goal. NEROCA started play with full confidence without its star player H Chakravoti Singh due to auto suspension. Though KSC tried hard with its attack and counter attack approaches, the lone goal of the match was scored by NEROCA to seal the match. The winning goal was scored by Md Sohail Shah in a field penalty kick in the 33rd minute of the play. The trend of drug trafficking in the state is persistent and incorrigible until and unless another revolt of violent transformation like The Third Nupilal breaks out in order to save the youngsters and youths of future generation from being exploited by such trailing drug invasion. So far, numerous illicit drugs like ephedrine and pseudo- ephedrine were impounded whosevalues worth crores of rupees in the International market by the combined team of Special Intelligence Unit and NAB units in many occasions fromImphalTulihal Airport that are dispatched from Metro airports on cargo flight in the form of consignments. The permissible and authorization of these drugs by the vigilance authority to freight from Metro airports is also a question of wonder. But the sources and the destinations of this drug trafficking are made concealed and this nexus need to be cracking down. Some of the impounded drugs are disposed off in front of the media while many are vanished from the possession. For the first time, the involvement of many high profilers and officials in this drug smuggling is revealed as the valiant cop who leadsthe drug raid was transferred with immediate effect on the following day. The misled of political powers exercised to transfer a valiant cop like Inspector K. Ranjit for performing his rightful duty is gravely condemnable and deprivable. By being a mute spectator or by staging peaceful protests and demonstrations, no amicable solutions will bring forward to stop this social offence of drug trafficking. It is high time to invite for a forceful revolt like another Nupilal to bring forth a change to this deplorable system. Such transformation is the only hope to save the generation next from being gullibly slugged by illicit drugs.

The limit of tolerance for the people of the valley is on the verge of its conclusion and indeed fed up from being the suffered commoners or victims from all dimensions and perspectives of issues like high inflations due to frequent economic blockadesas if it is permissible by laws and fashionable; power system failure; corrupt administration and sick governance; fear psychosis possessed in the mind of people as an ill impact of peace talks and autonomy demands; predicament lives in the midst of grenades and IEDs (“if the commoners obtained grenades, to whom are they going to hurl back” is the crux of transformation);and the dark side of globalization and its impracticable gaps. Drawing from various angles and perspectives, a psychic embedded vision is sighted in people’s mind that the people of the valley or the so called Meiteis community is on the verge of its extinction turmoil by horrific issues and agendas and by analyzing its scale of engulfment it is indeed necessary for the Meiteis to be protected and preserved. Recent surrender dramasand misguidance of gullible youths by taking advantage of unemployment issues causing demoralization of youths of the state is also another factor contributing to therace extinction.At which part of the sphere where we can find a harmonious place to settle and a blissful environment for the young kids to grow and nourish? As life devalues, the future generation will curse us for sure of being a mere mute spectator rather than shaping a safe environment for them to cherish during our time. There shall be no fate for the future generation to cherish but to live a vagabond life slugged by those drug invasions.

Finding a solution, the identities of the concealed high officials and political leaders who are involved in drug trafficking are in need to be exposed and shackled. Dwelling public property for self causes must be stopped at once. Government’s delay tactics, blame gaming, short term memory of the public, negligence in tackling issues and suppression of any uprising movements by compensating with a fistful of money, being mute spectators, starting of many uprisings with a bang but concluded with a whimper without proper settlements won’t bring any amicable solutions to resolve the languished issues of the state.The Governor should intervene and extend his support beyond jurisdiction for the cause of humanity by ostracizing the involved politicians from partaking governance. A collaborative effort is necessary to bring forth amicable solutions against corruption and drug trafficking. Role of media should also be broaden its spectrum by conducting various sting operations against those corrupt leaders and exposing the hidden truths and scams to the public for spreadingawareness and transformational changes. Let us pledge to transform our society from being a state of languish and superseded by the terror of drug invasion. Let us pledge to tackle the drug trafficking issues collectivelyand shackle those involved in such social offences.

It is reported that Shri Rishang Keising, Rajya Sabha Member from Manipur and Shri Gaikhangam, Home Minister were the first to sign the Naga integration memorandum entitled “ Memorandum of Naga Members of Parliament and Members of Legislative Assembly from Manipur for strengthening the ongoing peace negotiation between the Government of India and the NSCN-IM” to the Prime Minister on 27 May, 2005. The text of the memorandums read as follows “ Hon’ble Sir- At the outset, we, the undersigned, the democratically elected Naga leaders wish to express our deep appreciation to the Government of India for acknowledging the “ unique history and situation of Nagas” and the progress of talks in the right direction. We, the elected Naga leaders once again reaffirm our total support to a favourable negotiated settlement of the Naga issue. It is our earnest and sincere desire that the ongoing peace talk between the Government of India and NSCN-IM will mature soon to expedite a fruitful, tangible and concrete settlement to the long cherished aspirations of the Naga. In the case of territorial integration of Naga areas, we believe that it is a sincere quest and basic fundamental right of the Naga people to be under one political entity and live together. We, therefore, fully support the aspiration of the Naga people in integration. It is our sincere hope and prayer that political wisdom of Government of India will prevail ushering in a favourable settlement thereby bringing about mutual benefits to both Naga people and the Government of India and bring about genuine peace and stability in the region. What is the unique history of the Nagas mentioned by Mr, Raishnag Keishing on 27 May, 2005 and reiterated by Mr. T. Muivah on 18 October, 2012 ? In fact the phrase “unique history of Nagas ” was used in 1918 for the first time by Mr. Charles Pawsay, the then Deputy Commissioner of Naga Hills who became Sir Charles Pawsay. Since then, the NSCN –IM and other active Naga groups are using this phrase to conceal their true identity. The unique history of the Nagas is that they do not have any written history before 1918. Nagas did not have a Raja or a King. Nagas did not have a well defined kingdom or territory or boundary or sovereignty. The Naga Hills was created out of Assam vide the Government of India (Excluded and Partially Excluded Areas) order, 1936 by the order of His Majesty at the Buckingham Palace dated 3rd March, 1936. The boundary of Nagaland was created by India with the attainment of statehood only in 1963. Can Mr. Rishang Keising or Mr Gaikhangam or Mr T. Muivah contract this statement ?

This memorandum openly supported NSCN-IM concept of Nagalim ( Greater Nagaland). This is the second time that Mr. Rishang Keishing has put his weight behind the move for Naga integration. The first time was on 4 August 1972 when he signed the merger of the United Naga Integration Council(UNIC) with the Indian National Congress. This merger agreement was signed by Rishang Keising, MLA, E. Envey, Vice President, UNIC, James L. Kolakhe, General Secretary, UNIC, K. Huriang, Khasung Jajo,, N.L Thumsing representing UNIC, Shri Hawaibam Nilamani Singh, President, MPCC , and Sheelvadra Yajee AICC, Secretary for Manipur, Tripura, Mizoram. The merger agreement specifically mentioned that “ the Congress Party does not oppose the Naga integration movement and does not consider the Naga integration movement as anti-party, anti-national, anti-state and unconstitutional activity. This merger has resulted to the meteoric climb of Rishang Keishing to the state politics under the blessings of Congress Party High command in Delhi. He was the Chief Minister of Manipur thee times spanning more than 15 years. When the news of signing the memorandum to the Prime Minister broke out in June, 2005, there was a heated discussion in the Manipur State Assembly but all the Naga MLAs were conspicuous by their absence. The House passed an unanimous resolution that no territory of Manipur would be sacrificed. But the House never thought of declaring the merger agreement and the memorandum null and void. The NSCN-IM started blaming Manipur Government to be extremely communalised. The battle between Naga integration and Manipur integration is entirely due to (1) signing of merger between UNIC under Rishang Keishing and All India Congress (2) submission of memorandum by Rishang Keishing and Gaikhangam regarding integration of Naga inhabited areas of Manipur. I never believed that Shri Rishang Keishing whom the Meities loved so dearly would have betrayed the Meities so badly. Mr. Gaikhangam is still holding the post of President of MPCC till today and he is working as the Deputy Chief Minister in charge of Home. Mr. Rishang Keishing and Mr. Gaikhangam knows very well that Meiteis are very divided and Meiteis will never unite. Meiteis do not have a common voice, common objective and common strategy. Mr. Rishang Keishing and Mr. Gaikhangam must be under the impression that it is very easy to manipulate the Meiteis against one another. But the Meities are very loyal to both Mr. Rishang Keishing and Mr. Gaikhangam. They have reached the zenith of their political career only with the help and support of the Meteis. In return, they are planning to disintegrate Manipur into pieces and destroy the integrity of Manipur as evident from the memorandum and agreement they have signed. Shall we call them patriots who vigorously support their country? Mr. Rishang Keishing and Gaikhangam have to give the answers. Are they like the Trojan horse which brought ruins to the city of Troy or like the General who secretly open the fort for the enemy to defeat the king and destroy the country? There are instances in history where the people turned against emperors, kings and rulers who turned out to be traitors.

What is the solution now ? Shri O. Ibobi Singh was the Chief Minister in 2005 when the memorandum regarding Naga integration was submitted to the Prime Minister and Mr, Gaikhangam was the MPCC president. They cannot feign ignorance. They are vey much involved and responsible for the past blunder.

The merger agreement and the memorandum signed by Shri Rishang Keishing, Shri Gaikhangam were the root cause for initiating the NSCN-IM demand for Alternative Administrative Arrangement which now threaten the territorial integrity, communal harmony, social integration, solidarity and unity of Manipur. These two documents clearly shows that the Manipur Congress Party under Mr. Gaikhangam and for that matter, the Manipur State Congress Ministry under O. Ibobi Singh are entirely responsible for initiating the NSCN-IM demand for alternative administrative arrangement. They must be held responsible for any untoward consequences regarding the demand for Alternative Administrative Arrangement
I have written many articles in different newspapers suggesting the line of action to be taken, Again I am drawing the attention of Shri Rishang Keising, Shri Gaikhangam and Shri Ibobi Singh to the following actions :-

1. Shri Rishang Keising, Shri Gaikhangam may please clarify to the public whether they have signed the memorandum to the Prime Minister along with other Naga leaders ? If not I may be punished for writing this article.

2. If so, under what circumstances they have submitted the memorandum and why are they working against the state. Shri Rishang Keising, Rajya Sabha Member, Shri Gaikhangam, president MPCC should immediately submit another memorandum to the Prime Minister invalidating the earlier memorandum with the promise that the Manipur Congress is totally committed to safeguard not only the territorial integrity but also the emotional integrity, communal harmony, solidarity and unity of all ethnic groups in Manipur.They should correct the past mistakes so that people may excuse them.

3. Shri Rishang Keising, Rajya Sabha Member, Shri Gaikhangam, president MPCC should immediately apologise to the people of Manipur for having betrayed the people and for attempting to destroy the integrity of Manipur. Or they should resign honourably from the present posts before the anger of the people is directed towards them.

4. The Manipur State Government under Shri O. Ibobi Singh should immediately publish a White paper mentioning the present scenario of the Indo-NSCN-IM Peace Talk, what the Government of India wants and how they intend to bring about an honourable settlement with the NSCN-IM, how does it affect the vital interest of Manipur, how it is likely to affect the communal harmony, social integration, solidarity and unity of all ethnic groups in Manipur, strategies likely to be adopted by the Government of Manipur to neutralise or minimise the pressure exerted by the Government of India and to help in settlement of Naga issue without sacrificing vital interest of Manipur.

5. The Manipur State Assembly under Shri O. Ibobi Singh should take a State Assembly Resolution regarding constitutional amendments that (1) The whole state of Manipur should be declared as hill state(2) All the ethnic groups in Manipur may be brought under one uniform Land Law (3) The Article 3 of Indian Constitution regarding alteration of state boundaries shall not apply to Manipur to protect the 2000 year old territorial integrity of Manipur (4) The rights, identity, customs, culture, traditions, religion, land, language, script, mineral resources of indigenous people of Manipur will be protected (5) All indigenous religions of the Manipur may be recognized by the Government of India (6) The Manipuri script ( Meitei Mayek) should be included in the coins and currency bank notes. The Indian Constitution may be perfect in many aspects but certain provisions are extremely discriminatory, dangerous and harmful towards the Manipuris. These provisions encourages us to fight in the name of hill and valley and schedule tribe and general and prevents us from being united. Those provisions which are extremely discriminatory, dangerous and harmful to Manipur should be amended without further delay to restore the dignity and respect of the Manipuris, build up emotional integration with mainland Indians and the solidarity and unity of India. Hence amendment of the Article 371C of the Indian Constitution incorporating the above mentioned proposals should be proposed This should be submitted to the Prime Minister, the Home Minister and others with a strong warning that these amendments should be taken up before considering the question of Naga peace talk. Please remember that Nagaland election is not more important than the integrity of Manipur. Please also remember what B.R Ambedkar said in the Rajya Sabha on 2nd September, 1953 “ , “my friends tell me that I have made the Constitution. But I am quite prepared to say that I shall be the first person to burn it out. I do not want it. It does not suit anybody….”

6. Referendum on the Alternative Administrative Arrangement. The Chief Minister may boldly assert that a referendum should be held under supervision of the Government of India to know whether the people of Manipur wants Naga integration or for that matter the alternative administrative arrangement for the Naga inhabited areas. The land belongs to the state –not to the Nagas or Meiteis or Kukis. The hill areas are not yet surveyed and demarcated. They are many valley areas like Khoupum valley and Saji Tampak in the hills and many hills in the valley. The districts need to be re-organised to ensure solidarity and unity of all ethnic groups. Districts should not be divided on communal lines. Nobody in the hills areas have got pattas or even Dak Chitta, How can they claim that the land belongs to the Nagas. The State Government needs to initiate a bold step even if there is a economic blockade for 10 years.

7. Sending an Official delegation. Recently the Manipur Government has sponsored an all political party delegation on 16th January, 2013 to Delhi to plead to the Home Minister for permission to arrest a criminal like Livingston Anal. As a citizen of Manipur, I feel very much ashamed to hear this. This shows the standard of intelligence and acumen of our ministers and political leaders. If the Manipur Government can sponsor a delegation to Delhi to meet the Home Minister for arresting a criminal, why not send an official delegation to meet the Prime Minister, the President and Home Minister for countering NSCN-IM demand or Pan Naga Development Council demand of Alternative Administrative Arrangement. The Chief Minister may kindly consider the OSUNE-India, Manipur as one of the organisations who is competent and capable of doing this kind of work. We will be in a better position to place our grievances and proposals in the right perspectives to protect the vital interests of Manipur in greater public interest.

That Manipur and more so Imphal, is now bustling with vehicles almost to the point of congestion, given the narrow nature of roads needs no mention. According to State Transport Department records (2011), 14, 0310 motor vehicles including 99, 170 two wheelers and 18, 7466 vehicles four wheelers were in circulation while a few hundreds if not more can be added to these figures of vehicles registered in other states and brought into the state illegally. Ironically, the traffic in Imphal are the worst at marked traffic islands and points: at Keishampat, BT Road Traffic Point, Khoyathong, North AOC, Chingmeirong Khongnang Ani Karak and Bapupara. Further, traffic roundabouts, which are elsewhere used to ensure smooth flow of traffic becomes the total opposite in Imphal. The traffic round before the Raj Bhavan is also where most traffic snarls take place. Interestingly, a blame game exists when it comes to the issue of traffic snarls. One group says that it is all because of the sheer number of vehicles on the roads, which are not getting smaller any wider. The other group points the blame on the lack of a proper urban planning process and initiative.

The pace of urban life, the emergence of a socially upward going section aided by the easy availability of loans and financial installment packages for buying vehicles all help to increase the number of automobiles on the road. The pace of buying vehicles is such that there is a growing size of households where people are outnumbered by vehicles. It also helps that there is no system in place to regulate the number of vehicles in Imphal. In this context, the responsibility for managing traffic on the roads falls on the concerned departments but largely, this area is severely lagging behind. Externally of course, Imphal now boasts of certain systems that are meant to control traffic jams on the roads. Traffic lights were brought into the picture with much fanfare and expectations that it would help streamline the movement of vehicles. On the face of it all, it looked like a good beginning indeed and more so, because there was a semblance of efforts being made to ‘traffic educate’ the people. But it wasn’t the common man who was at fault: it was the VIPs and security convoys who made a mockery of traffic rules and signals.

Sometime soon, the traffic lighting system played truant and Imphal came back to its old ways: long winding queues of vehicles all honking together, mostly at the same time and security escort personnel playing traffic personnel on the roads while happily abusing people. And just as mysteriously as the traffic lighting system went off earlier, it has now come back again but things have not changed much. There is no clarity of what time frame the signals are meant to clear or stop vehicles. The traffic signal at the Babupara intersection of the main road has a mere 23 second time frame while other traffic signals at other traffic points have varying time periods. And while traffic lights are supposed to be on for 24X7 hours, it is not uncommon to come across traffic lights only showing the ‘orange’ signal, perhaps to give the false impression that they are in working mode but vehicles and pedestrians being herded by traffic and police personnel, even during day time showing only too well that they are not functioning as they should be. If Imphal is to be passed off as an urban center, traffic needs to be taken care of as per a common rule and system. There can be no concessions made for VIPs and security personnel on the roads.
