IMPHAL, April 1(Sangai express): A division bench of the Gauhati High Court comprising Justice TNK and Justice Mutum BK has given directive to the BRTF for making the NH 53 atleast motorable during rainy season.

 

Movement of goods carriers along the NH-53 has gained momentum since last year following imposition of frequent bandhs and blockades along the NH-39, considered to be the most important lifeline of the State.

 

Taking cognisance of the fact that the condition of the NH- 53 has not shown any sign of improvement despite entrusting BRO for the main- tenance along with providing the required fund by the Govt of India over the last many years, two members of Transporters and Drivers Council (TDC), namely H Kulamani and M Tomba have jointly filed a Public Interest Litigation (PIL) in the Gauhati High Court on July 26, 2010 praying for necessary actions as well as for development of the road.

 

In the hearing of the PIL today, the division bench directed the BRTF to make the road atleast motorable during rainy season.

 

The Court directive was given directly to Executive Engineer (Civil), SG-24 of BRTF M Rajendrakumar, who personally appeared in the court in the hearing of the PIL today. The Court further directed that the stretch of the NH 53 from Khongshang to Jiribam should be made motorable before the onset of rainy season and the BRTF should approach the State Govt as well as the Central Govt for the required security in connection with maintenance of law and order in carrying out the work. Moreover, the Govt should do the needful in this regard promptly.

 

The Court also directed that if case spill over mud and other debris from laying of the railway track upto Imphal blocked the road or fall into the drain along the NH, thereby causing difficulties in the work of BRTF, the Govt of Manipur should ask the Northern Frontier Railway to remove the debris at the earliest possible. The division ben-ch directed Rajendrakumar, the attending BRTF representative, to submit a copy of the progress report of the road development work taken up from Khongshang to Jiri-bam along NH-53 to the court by May 25.

 

Addressing a press conference today afternoon in the backdrop of the court directive, TDC president H Ranjit lamented that althou-gh the Court has always fixed the date of hearing the PIL filed by TDC members in time, it has remained postponed for over 7 months on account of the Government.

 

Pointing out that the condition of the NH- 53 for over a distance of 12 specially in between 137 kms and 149 kms from Imphal continued to remain deplorable beyond comparison, Ranjit appealed to all concerned for taking up work on war footing to ensure improvement of the said road stretch within a week.

All the tribal youths, leaders, student-groups, sub-groups etc. are informed that a huge demonstration will be organised in peaceful manner on 08-03-2011 at 11:00 AM at the Jantar Mantar proceed to Parliament for pressing the Government of India to restore 7.5% reservation of Scheduled Tribes in post and services under the Government of NCT of Delhi. A memorandum will be submitted to the Hon’ble Prime Minister Sh. Manmohan Singh, Smt. Sonia Gandhi, Chairperson UPA and Sh. P. Chidambaram, Home Minister about the unnecessary harassment of tribals by way of stopping reservation under the Local Government of NCT of Delhi and to demand immediate restoration of 7.5% reservation of ST’s which is continued from 1955, as decided by the MHA vide OM No. 7/2/55-SCT dated 14-10-1955. A deeprooted conspiracy was hatched against tribals taking shelter of judgment pronounced by the Hon’ble Supreme Court of India in Civil Appeal No. 5092 of 2009 Subhash Chandra & Others Vs. Delhi Subordinate Services Selection Board & Others, which has been subsequently over ruled by the bench of Supreme Court in Civil Appeal No. 4494 of 2006 dated 07-10-2010 State of Uttaranchal Vs. Sandeep Kumar Singh & Others. Therefore, the 7.5% reservation of ST’s continued from 1955 under the Govt. of NCT of Delhi should not be complicated with the larger issue of migration from one state to other state. Let the tribals join into the main stream of the nation coming to the national capital of India from different state and union territories. If there is no Scheduled List of ST’s for Govt. of NCT of Delhi, issue constitutional order under Article 342(1) of the Constitution treating all the scheduled tribals across the India deemed to be a list of ST’s for Govt. of NCT of Delhi.

All are requested to kindly join the demonstration on 08th March 2011 at Jantar Mantar in New Delhi. All are requested to forget regional difference and geographical isolation and make a plan and strategy for making success of this demonstration.

IMPHAL, March 3: The state home department has initiated strategies as security measures in the state capital in connection with the proposed visit of the President of India, Pratibha Devisingh Patil on March, 10.

According to an official source, a total of 152 personnel of the state police forces, headed by one Additional SP (Imphal West) with 38 Sub Inspectorss, 35 ASIs and 48 women constables from eight district police stations of the state except Ukhru under himl have been detailed the security measures for the proposed visit of the President.

The official source further mentioned that, the security rehearsal for the proposed visit will be held on March 6 and 7 next.

The source further mentioned that, with the official confirmation from the office of the Rastrapati, Bhavan New Delhi of the official visit of the President of India recently, the state government has initiated the security strategies to prevent any untoward incidents during the President’s visit.

On the other hand ,as per the official scheduled prepared by the state home department, the President of India, , Pratibha Devisingh Patil will be arriving at Imphal Airport by Indian Airline Flight BBJ where a team of state police personnel will give guard of honour and reception of the visiting Indian President at 1.30 pm.

The official source further mentioned that, soon after landing at the Imphal Airport she will travel by road from Imphal Airport upto Raj Bhavan under a tight security arrangement along the Tiddim and will attended a meeting with Governor Gurbachand Jagat at Raj Bhavan which will start from 3 pm of the day and will be followed by a series of discussion and meeting with Chief Minister O Ibobi Singh, chairperson of State Social Welfare Advisory Board, chairperson of Manipur State Women Self Helf Group at Raj Bhavan Imphal on her arrival.

The visiting Presient of India will be entertained with cultural programmes at the Raj Bhavan which will be followed by dinner.

The official source further mentioned that, the President during her visit will inaugurate the Manipur State Data Centre (SDC) and will also lay the foundation stone of IT Park at Mantripukhri Imphal at 9.30 am and will be followed by the launching of SWAN Project and afterwards depart from Imphal at 12.30 pm of the same day by a special Indian Airforce Flight at 12.30 pm, the source added.

Over the years North East as a whole and Assam in particular has seen a lot in terms of violence and bloodshed. From armed struggle to ethnic clashes Assam has reeled under unprecedented violence. Armed revolutionaries and Government have an equal share in making Assam prone to such bloodshed every now and then keeping the common masses at the receiving end. If the armed organizations have spilled blood in the name of revolution and sovereignty, the government has got its license to kill in the name of bringing peace. The lawmakers have become the lawbreakers and the so called “rescuers” have also turned a blind eye towards all the misdoings. From clashes in between the ethnic communities to vague killings in the name of revolution has long been a problem of Assam.press
Simultaneously, the state has seen a mushrooming growth of civil organizations that have pledged to bring in peace in the state. The state has seen many civil organizations that have given loud slogans about peace and decried the violence. Such organizations have also tried its best in bringing both the armed organizations and the government to the negotiating table. But has it reaped the fruit that the entire state was expecting? Are the civil organizations serving its purpose? If yes, – then why the violence has not ended? If no, – then where are the loopholes? It’s high time the civil organizations should come together under one platform to resolve the issue. It’s time to sit and discuss together than working for the cause of society as satellites.
And Peoples’ Alliance for Peace Accordance (PAPA) has set the examples by bringing most of the civil, student, social organizations, political parties, intellectuals and individuals together under one platform for the cause of peace. So far PAPA is the only civil organization that has been largely successful in being the messiah of peace.
Center of Media and Research for Indigenous People (CMRIP) took up this endeavor of bringing the civil organizations together and have a brainstorming session over the theme of “ROLE OF CIVIL SOCIETY IN PEACE PROCESS” as the year 2010 has been very eventful in terms of peace process and 2011 also promises to continue with the ongoing trend.

Objectives of the Seminar
The overall objective of the seminar was to motivate the civil society to understand their potential role in conflict mediation and peace building in Assam. Specific objectives of the seminar were to:
• Discuss the role of civil society in peace process in Assam;
• Review the steps to be taken to help restore peace in the state; and
• Judge the role of civil society in peace process.
The Seminar
The seminar was organized by Centre of Media & Research for Indigenous People [CMRIP]. The distinguished scholars and resource persons who participated in the seminar were members of various civil societies, representatives of academic institutions, media persons, activists, NGOs, etc.
The seminar on “Role of Civil Society in Peace Process” opened at 11:30 AM on February 26, 2011 at the Guwahati Town Club. The various dignitaries that adorned the dais during the seminar are: renowned journalist and civil activist Ajit Kumar Bhuyan, Anjali Daimary Convener of Bodo National Conference (BNC), Elwin Teron Gen. Secretary of People Alliance for Peace Agreement (PAPA), Gautam Saharia Vice-President All Koch-Rajbongshi Student Union (AKRSU), Bohim Chandra Langthasa former President of Gedike Nisoh Hosom (Dimasa Apex Body) and renowned singer and cultural activist Loknath Goswami.
The seminar was attended by Karbi Human Rights Watch, representatives of All Bodo Students’ Union, Greater Guwahati Karbi Students’ Union, All Koch Rajbongshi Students’ Union, Bodo Women Justice Forum, Karbi Welfare Society, representatives from CPI-ML, United Peoples’ Democratic Solidarity (UPDS) and distinguished individuals from all walks of the society.
The seminar started with the speech by the special guest during the occasion Mr. Garvin Brown, a true follower of Gandhian Ideologies from Queensland, Australia who highlighted Gandhian Ideologies and the need for peace in today’s world.
This was followed by the speech of the Gen. Secy. Of Center of Media & Research for Indigenous People (CMRIP), Sandeep Chatterjee. He pointed out during his speech the need for a dialogue between the communities to have a unified representation for peace in Assam. He also mentioned the importance of civil society actors in moulding a unified society in the larger interest of the people. Lastly, he urged all the civil society individuals and organizations to take up similar initiative to uphold sustainable peace for generations to come.
Ajit Kr. Bhuyan in his speech mentioned that the idea of peace has not been tackled in a wholesome manner. He also pointed out that peace for one may not be sufficient for others. He also stated that peace is not meant for the political parties who have been using this term for their electoral advantage. Deepening of democracy at the grass-root level and a non-autocratic stand by the civil society actors is the need of the hour. He further went on to applaud the initiative taken up by CMRIP in this regard and hoped for more such initiatives in future.
Anjali Daimary in her speech mentioned the importance of talks between the various ethnic groups to come to an acceptable solution to the impending issues. However, she was of the opinion that such a process should come through mutual respect and dignity among the communities. She also praised CMRIP’s initiative for arranging a platform for such interaction between the communities and also stated that civil society should struggle for building up favourable conditions for the same.
Mr. Bohim Chandra Langthasa stated that the time for a dialogue has come and hence such initiatives taken up by individual bodies like CMRIP are worth complimenting. He also stressed about the need to take the peace struggle to the next step by amassing public support and bringing together the divided communities of Assam.
Elwin Teron from PAPA shared his experience of 11 years of negotiation with the officials of Govt. of India. He stressed on understanding building measures between the communities is the need of the hour. He further went on to say that instead of a divided and fragmented representation in New Delhi, the civil society bodies should rather give a unified picture of Assam. He also languished that the govt. representatives in New Delhi are not suitable to provide a solution to the problems of Assam. He mentioned that the civil society actors and responsible individuals will have to take up the matter of finding peace that grows itself with harmony rather than chasing for peace that is being dictated by a third party. He also praised CMRIP in its commendable initiative to bring the different communities together and providing a platform to them to have a broader understanding of their differences thereby, minimizing conflicts.
Gautam Saharia urged the civil society actors to give a concrete and clear picture of the peace they are struggling for otherwise they would be compelled to reject the civil societies and intellectuals. He also mentioned that each community then has no other alternative but to follow their own path of struggle. However, in the interest of a common voice from this region from assam he calls forward for the formation of joint platforms in a bigger scale similar the one CMRIP has provided today.
As the last speaker Loknath Goswami hummed some lines of his renowned songs and pointed out the importance of maintaining the bonds of brotherhood between the communities of Northeast. He also was of the opinion that CMRIP has taken this initiative in a positive direction by bring the communities together and opening up the channels of ethnic and community bonding. He also pointed out that if equal status and equal space are provided to the communities there would be no separation and fragmentation in the society.

The winds of change are blowing the world over. Corruption and authoritarian regimes are under pressure in all the countries today. While in the earlier eras of human evolution, people had little knowledge as to how and with what mechanism these evils were to be fought against, they now do have the mechanism as well as the medium for effectively putting this into application. For the first time in human history, the relative strengths of the leviathan and the public opinion have been put to real test. It has now been established that despite the look and perseverance of power, the leviathan is essentially vulnerable. Further it has been established that the ruling elite too are a very fragile group. Since they consist basically of self-serving individuals, whenever there is any groundswell of public anger there easily arises cracks in the veneer of consensus they profess to have. Now is the time when we could warn the powers that be anywhere with Jacques Necker (1792), finance minister to King Louis XVI of France, thus: “Only fools, pure theorists, or apprentices fail to take public opinion into account.”

While the officers in the security set-up may remain loyal to the power elite, we cannot expect the citizen army to be brutal on the fellow citizens whenever a formidable public movement arises. This was fully demonstrated in Manipur in the June 18 event and in the developments now marking the Arab world. When the movement possesses massive support, the size of the leviathan security forces makes no difference; the force of the security agencies gets neutralized.  
 
Old But New: It is true that corruption has been an issue societies have had to fight against for a pretty long time. But, as mentioned earlier, people now have the methods to fight against it. At the global level, we already have the United Nations Convention Against Corruption. Further, unlike before, transparency and accountability are increasingly becoming the buzzwords of public demand.

When it comes to India, the reality really bites. While many countries have already ratified the United Nations Convention Against Corruption, India still remains one of the major laggards yet to ratify it, of the total. This is understandable of course. The recent events unfolding one scam after another and including the issues of money laundering in Swiss accounts speak of the reasons why India is still reticent about signing the convention. But it is going to be increasingly difficult for the power elite in this country to stop the global tide of movements against corruption with the power that modern information technology has given to the formation and assertion of public opinion. The very fact of the scams getting dug out by the news agencies testifies to the emerging trend in this country.

By any yardstick, the moral authority and public credibility of the Indiangovernment have already suffered a nose-dive consequent upon the exposure of the scams. Even the clean-image of the head of the people of the country has not only suffered a beating, he himself wears an injured look while facing the media. This is in sharp contrast to the image he commanded and confident posture he displayed while he was fathering the spate of economic reforms as minister responsible for looking after finances of the country.

Manipur Not Left Out:  My colleague economist Elangbam Bijoykumar has recently interpreted the emerging economic scenario of Manipur. He forcefully and quite rationally explains the increasing hold of the contractors on the society of Manipur with construction emerging as a major component of the State’s economy. The contextual interpretation of this trend speaks of the unhealthy direction the society of Manipur is heading at an increasing speed.

But what is of utmost interest to social observers of the land is that the global and national trend of fresh wind blowing seems to have touched Manipur as well. In terms of capability to use force and indulge in manipulations to achieve the desired outcome, the present government in the province would have very few competitors. But the recent bye-election to an assembly seat held by a prominent member of the ruling party has turned out to be an eye-opener. It has established beyond doubt that the people of the land can and do hit back as when the situation compellingly demands. What only awaits the land is a spark that fires a collective sharing of public opinion simultaneously. Under pressure of public dissatisfaction, the provincial government seems to increasingly losing its grip over issues. The handling of the ongoing strike by the teachers and the statements being made in this regard only speak of absence of application of mind.  
 
The Final Lesson: The key lesson emerging from both the international and provincial developments is singularly significant. It might take time for public opinion to coalesce, as many citizens would just sit back when the issues involved have elements of haziness. But when the regime perpetrates the excesses beyond a reasonable intensity and also beyond a tolerable time limit, it would definitely dawn on the people for the necessity to unite and assert aggressively. Once this dawn occurs, the public opinion alone would determine the course of history. What was unthinkable till yesterday would be the reality today. Miracles do happen when the public are resolved of the issues involved in a united way.

One is wonderstruck with the govt’s lackadiasical attitude towards the problem of the teachers community which deserves to be addressed at the right earnest keeping in mind the importance of the sector to the society. Every right thinking persons would find it difficult to disagree with the demands of COTA since the demands are simply rightful and legal as per the recommendations of the 6th Central Pay Commission.

Thanks to the govt.’s apathy, the teachers fraternity under the aegis of COTA has resorted to one of the extreme step of democratic protest i.e. fast unto death, just to drive home the point that the govt has least interest in education sector. What constraint the govt to implement the commitment it had made in the MOU signed with the COTA, While other departments had already reaped the benefits of the 6th pay structure? Why this denial of the same benefits to the teachers?

With regard to the ongoing COTA’s protest, the govt has responded very swiftly in the form of arrest of teachers who are undergoing fast unto death and put them behind bars. Instead, the govt should have reacted wih the same degree of swiftness in addressing the grievances of the teachers. Now, the stand-off between the govt and COTA is taking toll on the students whose public examinations are just few weeks away. The affected students confederation under the banner of All Manipur Govt. High and Higher Secondary students’ Co-ordination Committee has came out with a statement that their patience is running out and will resort to various forms of agitation if the COTA and govt impasse is not resolve at the earliest.

At this juncture, through this column, I would like to appeal to the govt to kindly spare few moment of thought towards the demands of the COTA in the larger interest of the students community and bring back a normal and congenial academic atmosphere in the state. I don’t think this time COTA will succumb to the popular saying “mathanta waraga tokchakhini”.
