IMPHAL, The fast-unto-death protest demanding the creation of a full-fledged Sadar Hills district has entered the third day today.

The protest is being held at two different places of Saparmein and Kangpokpi.

Speaking to media persons at Saparmeina, one protester Haokam Kipgen stated that the hunger strike has been launched voluntarily. They have been demanding the creation of Sadar Hills district for the last 40 years. The fast-unto-death protest will continue until the state government agrees to fulfill their demands

He further maintained that the people of Sadar Hills have been given step-motherly treatment by the state government. Many districts have been created without any struggle but Sadar Hills has lost many lives in the struggle, but the government is turning a deaf ear to their cries and suffering.

Haokam stated that one week suffering in the valley district is taken seriously while the 40-year-old struggle has been ignored and treated indifferently.

The protest is still continuing in different parts of Sadar Hills. The protesters vow to carry on the struggle till their demand for the creation of Sadar Hills district is fulfilled.

IMPHAL, Aug 24:  The United Naga Council (UNC) said it has exempted the transportation of medicines and other life saving drugs and also the carrying of oxygen with immediate effect from the purview of its indefinite bandh on humanitarian ground. The UNC, however said those transporters carrying these life saving drugs and oxygen should possess with them some sort of documents to prove their authenticity.

Meanwhile, the UNC has expressed its fury that the state government of Manipur would only use its force on the Naga protestors but decided to remain mute when “others” were resorting to even violent means of protest.

The United Naga Council pointed out that there have been several instances where force were used on the Naga protestors by the state government. “But the state government of Manipur chose to remain mute when there have been violent agitations on the National Highways resorted by the volunteers of the Sadar Hills Districthood Demand Committee in the last 24 days,” rues the UNC today.

Driving home its point, the UNC alleged that many Naga protestors got injured yesterday in Chandel district when the Manipur police commandos tried to foil the protest rally. “As soon as we have just started our agitation the Manipur police started using their might against our peaceful protestors,” rues the UNC today. The UNC began its protest from August 21.

Meanwhile, it was reported that over 150 vehicles coming from Moreh town were turned back by the Chandel Naga People`s Organisation (CNPO) volunteers along the NH-39 in Chandel district on Wednesday.

IMPHAL, Sept 2: The people of Chandel district have drawn the attention of state government towards the failure of delivery of basic services to the public in terms of health care, education and agriculture for the last one year.

Speaking to IFP, RD Paul, coordinator of Christian Social Development Organization, Chandel stated that the official building of chief medical officer and some portion of Maha Union Government High School located near Japhou Village of Chandel district headquarters have been damaged by the storm occurred during September last year.

He said that despite of repeated reminders served to the authorities concerned for repairing of offices and school buildings, the state government is still has not taken up anything to address the problems of the people.

He also mentioned that ever since the office of CMO was swept away by a storm last year, the villagers are facing problems trying to avail the healthcare facilities.

On the other hand, the three class rooms, office of the head master and the computer room and staff room were blown by a storm last year. However, the authorities concerned have failed to repair the school building resulting to the deprivation of education of the children of these schools.

President of NGO Forum Chandel, Ngamnung Anal further stated that the office building of Chandel District Agriculture was burnt down by some protestors during May last year and as a result various schemes related to the agriculture and allied activities have not been reached out to the farmers since last year.

He further drew the attention of the state government for immediate construction of district agriculture office to ease the grievances being faced by the villagers of the district.

Ngamnung also mentioned that Chandel district being under high prevalence zone of HIV/AIDS and other communicable diseases need more medical health care facilities in the area. The authorities concerned should maintain proper office of Chief Medical Officer of Chandel district, he demanded.

IMPHAL April 24: Four prominent women civil bodies, Nupi Samaj, AMKIL, United Mothers’ Organization and Chingmi Tami Apunba Nupi  has demanded the immediate release of Landhoni who is presently kept under judicial custody by the NIA.
A joint press release of the four organizations has stated that Landhoni has been detained since August 2010. She went to Guwahati to meet her husband regarding personal matters and cannot be dubbed as a cadre of any outfit which her husband is associated with.  The act of imprisoning an innocent person who is a mother of two is a wrong stance taken by the NIA and is a gross violation of human rights, it maintained. The civil bodies will not remain as mute spectators if she is not freed soon.
Further, the fate of the Landhoni’s two children is uncertain now as they are being hospitalized for undergoing trauma following the absence of their parents. The bodies will appeal to Landhoni also to break her fast for the sake of her children.

New Delhi, May 4 (CNN-IBN): Missing Arunachal Pradesh Chief Minister Dorjee Khandu`s helicopter crash site has been located in the area of Lobothang, according to Union Home Ministry. The search party is now trying to reach the bodies which have been sighted just north of Sela Pass, the third highest pass in the world.

Search parties are moving in from three areas towards the crash site. The first party has started from Ramasapper, the second from Jung Waterfalls and the third from Lobothang. The nearest habitation to the crash site is a place called Sujula and reaching Sujula from Lobothang, which is six kms away, is going to take time.

The six km long road is snow filled and strong winds are making it tough for helicopters to land near the crash site. Home Ministry sources say that the search teams are unlikely to reach crash site on Wednesday as the area is snow laden.

Union Home Minister P Chidambaram said that some villagers had reached the crash site and have seen five bodies.

“Some villagers have reached the crash site and they had interrupted communication with the DIG at the control room.

According to the communication by the villagers two bodies are recognised and three bodies are charred beyond recognition. No official team has been able to reach the spot. So official confirmation is awaited,” Chidambaram said in New Delhi.

“A Cheetah helicopter flew over the site and noticed helicopter debris and some bodies at the site. Though it will take some more time before there could be an official confirmation but the news is grim and sad,” he added.

“The spot where the debris has been located is near Sela pass,” said Kiren Rijiju, Advisor to Arunachal Chief Minister.
“The terrain is very difficult. It will take at least one day to reach there. The area is snow bound and the altitude is very high. We are on the way to the spot. We may reach there by midnight,” Rijiju added.

Three bodies sighted
Three bodies were sighted along with wreckage of an aircraft at a place on the path the helicopter carrying Dorjee Khandu and four others had taken and the worst is feared.

Breaking information that is “not encouraging and not good news”, Home Minister P Chidambaram said at a place between Kyela and Lobothang a party sent by circle officer sighted what appears to be an aircraft.

“They have sighted three bodies. This sighting has been made from a height. They have not been able to go down to the place where the aircraft is crashed. The message has been given to the nearest Army post which is sending a team,” he said.

“The search party will take about half-an-hour to one hour to reach the suspected crash site,” he said.

Chidambaram said that an Army team has been dispatched on foot to the crash site and “we will know more about the crash site and the bodies lying there once they reach there”.

The place is located at a height of 4900 metres and, therefore, it will take some time and difficulty to reach there, he said.

“When they reach there, they will communicate to us what they have found there,” the Home Minister said, adding he was unable to state as to what type of aircraft or whose bodies they were.

“But I am afraid it is on the flight path of the chopper after it had taken off from Tawang. We are keeping our fingers crossed and let us wait for the official word to come from the team,” he said.

The single engine four-seater Pawan Hans helicopter with Dorjee and four others on board went missing soon after taking off from Tawang on Saturday.

Besides Khandu, others on board were pilots Captain J S Babbar, Captain T S Mamik, Khandu s security officer Yeshi Choddak and Yeshi Lhamu, sister of Tawang MLA Tsewang Dhondup.

Inclement weather had prevented teams from carrying out aerial searches.

IMPHAL, May 12: A three day long public information campaign on flagship programmes of the central government will be held at the Indoor Stadium Tamenglong from May 17 to 19.
The campaign is organized by the Press Information Bureau, ministery of Information and Broadcasting, govt of India in collaboration with the Directorate of Field Publicity (DFP), Directorate of Advertising & Visual Publicity (DAVP), song and drama division, All India Radio and Doordarshan.
The campaign which has been developed by the PIB to be held countrywide will disseminate information to the targeted beneficiaries focusing on the centrally sponsored schemes of the government of India.
A press conference was held in this regard at the Old Lambulane office of the PIB civil this evening which was participated by spokesperson of PIB Premlata Loitam, and representatives of the other co-ordinating agencies.
Speaking at the conference, Premlata Loitam stated that the three day long campaign on flagship programmes of the central government will create awareness among the public on the various centrally sponsored flagship programmes like National Rurl health Mission (NRHM), Sarva Siksha Abhiyan (SSA), Mid Day Meal (MDM), Mahatma Gandhi National Rural Employment Gurantee Sheme (MGNREGS) Rural roads, Rural drinking water, Rural Housing (Indira Awaj Yojana), Rural Telephony, Total Sanitation Campaign and Right to Information.
Further briefing on the proceedings that will be followed during the three day information campaign, she added that the first day of the campaign will witness various experts from concerned departments explaining on Sarva SIksha Abhiyan, Mid Day Meal and Right to Information Act.
 On the second day the experts will speak on National Rural Employment Gurantee Scheme (NREGS), Rural Housing (IAY), Total Sanitation Campaign (TSC), National Rural Health Mission (NRHM) and Rural Drinking Water Supply while on the last day the experts will brief on the Prime Minister Gram Sadak Yojana (PMGSY) and Rural Telephony.
She further added that the public may interact with the experts after each session. As part of the three day campaign, a medical camp will also be held on the second day of the campaign from 10:30 am upto 3:00 pm on the sideline of the campaign.
A photo exhibition with 14 stalls with the main focus on the various developmental works and schemes undertaken in the state will also be held during the campaign, she added.
A theme based cultural programme to be presented by the Song and Drama division and the Nokphade Leela Party is another part of the three day long campaign, she further maintained.
Further briefing the mediapersons, she stated that the Tamenglong campaign will be the second campaign of the second phase as the first phase of the public information campaign of centrally sponsored schemes has already been held.
She also added that the organizers have been facing difficulties in finding resource persons from the various concerned departments who are willing to explain the various schemes to the public.
However she added that the campaign has already opened the villagers to the benefits of the various schemes with various reports of villagers complaining on the non implementation of the schemes in their villagers to their village authorities.

One wise saying has this for people to ponder over: you fear what you don`™t know. And if there is one stage of life where fear plays a central part, it is the world of childhood where in each one of us try to make sense of the outer world. The growing up years is when we want to explore our surroundings yet scared to step out. It is also the stage when grown up people in their own beliefs of protecting us or trying to steer us out of trouble, tend to fill our ears with stories of doom and punishment. I am pretty sure that most our parents or family elders used the medium of stories to scare the living day lights out of children in the belief that they would be more obedient (with the threat of punishment with `proof` from stories).

The scare factor in my younger years was Tapta. Looking at the story now, one cannot help but be impressed by the very basic premise of Tapta: a creature that does not exist with the two main protagonists (the tiger and the thief) both believing the worst of this non-existing creature. But the narrative power of the story when the mother trying to soothe down her wailing baby says `tapta laak ae` (Tapta has come) and the immediate aftermath of the child stopping its wails immediately builds up the suspense of this `creature` and how hideous and mean it would be in its appearance. Lai khutshaangbi was another creature who made the windows in our house assume a very terrifying structure. The thought of a long stretchable arm that would swoop down on `children who do not behave` looked like a reality given my rebellious nature. Since there were no comic books then with local fables, it was our imaginations that drew our own mental pictures of the ogress with the stretchable arms. For me, she was someone with bloodshot eyes, unkempt straw like hair and hands that would go on and on. I remember a part of me trying to visualize how she would have rested her long arms when she tried to sleep. My imagination failed me but made up with the heart stopping terror of being lifted away. When my grand father told me that the `red` patch that we find in sugarcane is actually the blood of the lai khutshangbi after a father of a child cut her arms off, it bred more questions for me: would her arms grow back? No one gave me any answer and that scared me further. Thinking of an injured ogress meant conjuring the image of a very angry woman who would want revenge!

Yet, Tapta and Lai khutshaangbi sounded more mythical but with Churanthaaba, it was a different chapter altogether. Here was another entity whose features we were not told about, a being who was supposed to go about with a huge sack to collect unruly children. One major concern that occupied a lot of thought was what would happen to the children so caught. But the scariest `explanation` about what happened to the children caught by Churanthaaba was that they were being used as sacrifices while building huge bridges. The elders in the family said that Thong Nambobi (the humped bridge that connects Waheng Leikai with the bazaar area) was full of children!

I can only laugh at my naivete then. Yet, the fear of these entities were more or less shared by many of our generation and earlier. With later generations of children bred on story-books and fables, the terror made out by fictional characters just does not stay since they would discover much earlier in life that they were make belief. With TV and cartoon shows and video games exposing them to visual imagery, they did not have their imaginations creating a greater atmosphere of fear. They have no baggage of heart stopping terror of the unknown. Rather, they come up with startling conjectures. I remember my now 6-year-old son coming back from his school about a year ago. He looked very excited as he blurted it all out in a rush, `Mama, Tapta does exist! He sings songs. One is called `sambru`™ (mole)!` He was connecting the fictional Tapta with the singer`™s artistic identity and that was his discovery for me to acknowledge.

Child psychologists may not approve of the tendency of parents and elders to tell children about scary characters or stories. Also, there is a certain feeling of being let down when we discover that our elders have often lied to us to make us behave for often, the stories were not often told as mere stories. Rather, they were used to scare us into `behaving`. Of course, it is now a different story altogether for the children we see around us now. Their world reflects the environment around them. The sad reality for them though is that their world of bandhs, blockades, murder, gun violence and more is scarier than the make belief characters our own parents told us about.

TORONTO, May 30: From May 23-25, Nobel Peace Laureates Jody Williams, Shirin Ebadi and Mairead Maguire led an unprecedented conference in Canada, to develop strategies for ending rape as a weapon of war.
According to a statement from Mary D Khuvung of Control Arms Foundation of India, they were joined by over 120 civil society activists, corporate and security sector leaders, military and peacekeeping personnel, and academics to discuss and share ideas at the conference, entitled Women Forging a New Security: Ending Sexual Violence in Conflict.
 According to Nobel Women`s Initiative who organised the Conference, “Sexual violence takes place in every region of the world, with the reasons for its use varying from conflict to conflict. It has been used as a tactic to terrorize communities suspected of supporting guerrilla forces, as a way to force population off land, and to punish human rights defenders”, it added.
 “Waging war on the bodies of women has got to stop,” says Jody Williams, who won the 1997 Nobel Peace Prize for her work to end anti-personnel landmines. “Like any tactic of war, it can be eliminated.The magnitude of the problem must be matched by our collective effort. Working together, we can finally bring an end to this scourge on women and their communities.”
 The statement also stated that Nobel Peace Prize Laureate and honorary member of the Nobel Women`s Initiative, Aung San Suu Kyi also sent a video message emphasizing the critical importance of ending sexual violence in conflict.
 On 26 May, which was declared as international day of action against sexual violence in conflict, the three Nobel Peace Laureates called upon concerned people and nations from around the world to TAKE A STAND to end rape in war, it added.
 Binalakshmi Nepram, Founder of the Manipur Women Gun Survivors Network who participated in the conference spoke about the situation in Manipur and in India`s Northeast Region and the non-violent ways of unique protests in which women in Manipur and Northeast India have undertaken to respond to sexual violence against women in conflict zones, the statement added.
 A declaration was also unanimously adopted at the historic conference which called up Government of India, Manipur and other Northeast Indian states and also to non-state armed groups to stop violence against women in conflict areas and work to protect women.
According to the statement, the conference has resolved that, “We, 120 women from 33 countries including three women Nobel Peace Laureates gathered at the conference “Women Forging a New Security: Ending Sexual Violence in Conflict” in Montebello, Canada, May 23-25, 2011, call upon the Governments of India and the state of Manipur and other Northeast Indian states and non-state armed groups operating in the region to end violence against women in Manipur and Northeast India. We declare our solidarity with Irom Sharmila and hundreds of thousands of women in Manipur and India`s Northeast region who have non-violently resisted militarization in the name of insurgency and counter-insurgency. We call upon the Government of India to uphold its democratic values by repealing the Armed Forces (Special Powers) Act of 1958. We call on all parties to cease attacks on the civilian population and seek peaceful solutions”.

Meitei (valley) was/were khas Hindu (conservative Hindu) in the timing of legal framework- nothing more special interest for valley people are seen on special provisions of article 371(C). Please see-Article 371A Special provision with respect to the State of Nagaland`”includes many provisions like`” no Act of Parliament in respect of -(i) religious or social practices of the Nagas, (ii) Naga customary law and procedure,(iii) administration of civil and criminal justice involving decisions according to Naga customary law,(iv) ownership and transfer of land and its resources, shall apply to the State of Nagaland unless the Legislative Assembly of Nagaland by a resolution so decides;(b) the Governor of Nagaland shall have special responsibility with respect to law and order in the State of Nagaland for so long as in his opinion internal disturbances occurring in the Naga Hills-Tuensang Area immediately before the formation of that State continue therein or in any part thereof and in the discharge of his functions in relation thereto the Governor shall, after consulting the Council of Ministers, exercise his individual judgment as to the action to be taken. no Act of the Legislature of Nagaland shall apply to Tuensang district unless the Governor, on the recommendation of the regional council, by public notification so directs and the Governor in giving such direction with respect to any such Act may direct that the Act shall in its application to the Tuensang district or any part thereof have effect subject to such exceptions or modifications as the Governor may specify on the recommendation of the regional council.

Constitution has given special provisions in the state of Assam, Arunachal Pradesh, Andhra Pradesh, Jamu Kashmir, Sikkim; Mizo etc etc are the common parlance. But, the constitutional special provision article 371(C) for Manipur valley people is just plain`”they are dealing in the manner of Khas Hindu (in the category of intellectual conservative Hindu.)

Somebody ask me personally `Are you close with P. Chidambaram, Union home minister or home ministry?` I was surprise! Never- I never ever met them before in my life and I have no work and connection with home ministry at any ground; also, I am not central government employee. Your editorials will write about deteriorating law and order problems in the state for two three days continuously and on the next day will write to remove AFSPA. (Please check you editorials) How a man seating outside state can judge about your reports? Local media may please be check or review at least once in a month for what you had written in the month`”any good suggestions to improve law and order, any cooperation to security personals on duty, crime and progress report, ground reality between greater Imphal (AFSPA removed area) and the rest?`”you will understand what is the weakness on reporting. Local media will publish cartoon indicating law and order are not improving in the state once P. Chidambaram speak about law and order has improved in the state. If you don`™t have the integrity and understanding you should no criticize anybody. Media is respected because of integrity and not for your criticism. Journo are simply laymen. Please accept it then everybody will love media. Only few people can use media as a weapon. For them, any objects can be use as weapon. Everybody knows how and why AFSPA law comes into enforced in the state, is to control law and order and why it is extended for every year. Well, there is Justice Jeevan Reddy commission reports to remove AFSPA. But, what is the priority- control law and order or remove AFSPA; stop misusing AFSPA, stop atrocities to people, stop brutality after arrest? Because, there are more serious laws `“ Unlawful Activities and Preventive Act, TADA etc is applicable in the state. Why people and security personals are all cynic on AFSPA other than more serious law? And, why every past and present government had remained silent on AFSPA? Because, preceding governments are weak- they have no capacity to run government without AFSPA- and which has become a weapon to control law and order, political power and people as well. Shouting will not serve any purpose; instead, co operates your state government to improve law and order to remove AFSPA from the state. They are your elected members and people voted for them to form government. UPA alone can`™t remove AFSPA at the present juncture. You have to speak to opposition parties like BJP. Will pay fine for speaking truth? Today, Anna Hazari has spoke about fasting lady Sharmila`™s causes and removal of AFSPA from the state. Please do appreciate.

Third, government policies are framed by dude babus (IAS officers) sitting at the secretariats and ministries. And finally, cabinet will approved the policy. Policies are changes from time to time and government to government. Your state commandoes, SSP are not policy makers. Their duty is to obey command and enforce law to control law and order in the state. Certainly, they must be asking assessment reports and your newspaper reports, experts comment etc may be considering before framing policy. I am not policy maker babu but I was studying policies- anybody can study policy if you can spare time, money and labour. I have one reason to study policy- to prepare new development projects. Of course, I was providing consultancy to NGOs (reputed) and reknown institutions.

Fourth, from my experience, my work and my learning I saw a beautiful Manipur`”that I have confidence and certainly can give a hope to the people. Change is chains with continuity. Most of our problems appear that way because of the way we look at them. You get back what you give. Twice as much! Is someone being rude to you? Maybe you need to change the way you behave with them. And no, don`™t wait for them to change; you need to change first! The presence of conflict is not something which should necessarily cause loss of heart among the homo sapiens, but what should be of concern to us is the manner with which we are handling the situation and the potential outcomes of conflict at any point of time. In the case of Manipur, the latter seems to be exactly the case; the overall mannerisms, behavioural manifestations and assertions of power all point to a direction we do not individually as humans and collectively as society intend to move towards. But we are indeed retrogressing, regressing and degrading towards a non-enviable state. The society of Manipur has had a tradition of suppressing overt manifestation of poverty and lack of access to resources, but the daily encounters with people and events prove beyond doubt that we indeed are in a bad shape. Well, we certainly do not possess a red-light area, but this does not in any case indicate absence of the oldest profession. In every conceivable locality in Imphal city, the phenomenon of part-time workers in this profession is absolutely on the rise, and many are pushed into it by economic compulsions. We can also multiply the examples exemplifying the worsening economic life of a larger section of the population. What matters at this juncture is how we as individuals, as a society and as functionaries of the government behave and respond to this retrogressing, regressing and degrading atmosphere. Before I try to articulate my response on the issue, I would like to relate my experiences the other day. The circle in front of the Raj Bhavan, the Kangla and the turn at the Gandhi Avenue are the most congested traffic areas in Imphal, and have been made more so by the various diggings. We have seen many complaints, including editorials in the dailies, expressing dismay and anger against the traffic behaviour of the Very Important Persons of the land in these highly congested areas. I myself have experienced these umpteen number of times. But what I had experienced the other day has shocked me to the end. Judiciary is one we would take recourse to when nothing else functions well, but what happened in the section between the Kangla and the turn at the Gandhi Avenue the other day had really shaken my faith. The pilot vehicle leading the important flag-car carrying an important functionary of the highest seat of judiciary in the province kept sounding the siren all through the section where there is very little space if any for providing space for another vehicle to overtake. Well let us bear with this for once and calm ourselves by imagining it as the price to be paid for the pride of our judicial officers. What followed was even more shocking however. The vehicles completely broke all traffic rules by ignoring the signal of the traffic policeman posted at that point and overtaking all the vehicles from the left lane reserved for driving inside the MG Avenue and forcibly halting all the vehicles coming from the opposite direction. Now when some violations occur and we incur injuries because of that, we do approach the law courts for redressing. But what would we do if the experience just explained happens to be the empirical reality in the land, and what should we expect from the system in such circumstances? In the afternoon of the same day, I listened to a lecture by an American friend on how to establish peace and generate positive atmosphere for life, liberty and pursuit of happiness. It was a lecture emphasising the significance and criticality of touching and reaching out to people as important tipping points for generating an atmosphere of hope. Now the Connection: Now one may wonder why I am relating the two seemingly disconnect events. Well, the connection between the lecture and the morning experience on the same day lies in the social reality of Manipur during the last few decades and the behaviour of governance while engaging with the reality. The response of the people in charge of governance of the land has been one of shunting out and evicting the general population as if the latter were nothing more than insects. It makes no difference whether ours is a democracy or not. It makes no difference by the fact that elections are held and governments are formed once in five years. The state in Manipur has simply adopted the approach of shunting out and imposing obeisance through fear. In other words, the methodology of the state is the same as that of the non-state, i.e., cause widespread fear and impose order.This contrasts with the need of the land where the government should be increasingly endeavouring to connect with the people in order to address the contemporary issues. Now what prevails in Manipur is a scenario where the government alienates the people, and the different communities shunt out each other – a grand recipe for social collapse.State Failing: Now what we have explained above are sure signs of the state failing in the sense of decline rather than in the conventional sense of civil war, genocides and ethnic wipe–outs. We call it decline rather than failure for we now do see symptoms of the conventional failure to happen in the land sooner or later. Time is now for us to collectively appreciate the scenario and affect alterations in our behaviour so that we save ourselves from the catastrophe.

IMPHAL, June 5: The Self Support Group and All Manipur Positive Women Network, Imphal East, Christian Net of Positive Women Manipur Branch, has strongly condemned the killing of 4 year old Thiyam Roberoy and the bomb blast at ADC office Khuman Lampak, wherein a mother and her two daughters were injured.A press conference was held in this connection at Hatta, Imphal East district. Speaking to media persons the representatives of the organizations urged the government to produce the culprit involved in the killing of the minor boy within June 10 failing which it warned to endorse any course of action taken by the JAC formed against the killing. The groups further condemned the act of a police officer who used his service pistol to threaten protestors yesterday who were staging a protest against the killing of the minor at Ningthoukhong.At the same time, the groups while condemning the blast at the ADC office which injured three women folk of a family has urged the perpetrator to avoid similar incidents in the future.Menawhile, the Poumai Students’ Union in a press release signed by its publicity secretary has decried the bomb blast which at the ADC complex, Khuman Lampak on May 28, which had left three members of a fmily injured. The release has stated that the responsible group behind the attack should come forward and claim responsibility of the incident. The Union also condoled the injured victims and their family members while mentioning that the public should joined in to condemn the barbaric act.

DIMAPUR, June 12( Newmai News Network): The All Nagaland College Students’ Union (ANCSU) today decided to accept the request of Nagaland University Vice Chancellor Professor K. Kannan for some more time to declare the undergraduate results. The student body has, therefore, relaxed the indefinite agitation which it began on Friday. 

The decision was taken during a meeting of the ANCSU officials held in Kohima today, the second day of the indefinite strike being carried out to protest against the failure of the University authority to declare the undergraduate results even after a lapse of 60 days as per the norms of UGC.

ANCSU officials said following the online declaration of BSc results today and also having received an official letter from the Vice Chancellor requesting extension of some more days for declaration of the BA results, the Union’s executive had a meeting and decided to relax the agitation. They, however, warned that they would resume their agitation and resort to own course of action if the Vice Chancellor fails to declare the results within the dates sought by him.

Meanwhile, a statement issued by ANCSU Assistant General Secretary Metsivikho Meyase informed that the Union had received a letter forwarded by the Governor’s Secretariat, with the wise intervention of the Governor of Nagaland, who is also the Chief Rector of Nagaland University, whereby the Vice Chancellor requested one more week to complete the evaluation of answer scripts and four days to declare the Arts stream results after moderation.

The Union, therefore, decided to relax the indefinite dharna. However, failing to comply in declaring the Arts Stream results within the stipulated time as requested by the Vice Chancellor, the Union shall resume further course of action, the release stated.

IMPHAL, June 15: Weeks have past since the blast occurred at the ADC office Khuman Lampak leaving three women of a family injured however the ill-fated family has been left on their own without a single financial or physical help from the government.

The victims, Neichin Singson along with her mother, Holdim alias Boinu Singson and elder sister Lucy were rushed to the JNIMS after bomb splinters inflicted injuries when a powerful bomb ripped through the campus of the ADC office at Khuman Lampak on May 28.

Even as the condition of Boinu (mother) and Lucy are stated to be stable, Neichin’s condition is far from improving.

The blast left Neichin’s abdomen open exposing her intestine. Doctors had to operate on her for about 7 hours. Her mother sustained splinter injury on her head and Lucy on her right shoulder.

Talking to IFP Lalboi Singson, a fourth grade employee of the PWD, said that a team of cabinet ministers which included DD. Thaisii, K. Ranjit, L. Jayenta Kumar and MPCC president Gaikhangam visited the family on the ill fated day. During their visit they assured the family not to worry as the government will give necessary assistance without any failure.

But no help of any form from the government has been received by the family, he said.

“My youngest daughter Neishi has been complaining of pain and wanting to have solid food, on the other hand the doctors said that my wife should be operated again for a metal piece is still embedded inside her head”.

“I don’t know what to say, I feel so lost since the incident occurred”, said Lalboi Singson with a sigh.

Our family has been victimized between a war of the government and anti-government elements but we are left to handle this like our personal problem, lamented Lalboi drawing the attention of the government to look into the grievances of the family.

Lalboi is the sole bread earner of the family of eight members including 6 children.

The family have so far received monetary help of rupees 19,000 from the pocket money of the minister who visited them, 10,800 rupees from the St. John School, New Lambulane, where Neiching and Lucy is studying and a sum of Rs 20, 000 each from four ADC members.

The family has spent around 70,000 rupees in the treatment of the three injured members with what ever is with them. Besides human casualty a Kawashaki bike was also damage beyond redemption, said Lalboi.

It may be recalled that a powerful bomb exploded in the campus of the temporary office of ADC located at Khuman Lampak on June 28 morning around 9:45 am. Police claimed that the bomb was fitted in car. However the motive behind the attack is yet to be ascertained as no individual or organization has so far claim responsibility for the attack.

IMPHAL, June 17: Desperate evicted families of Lamphel Yaipha Leikai stayed in the Lamphel Police custody briefly after their temporary sheds and shelters were yet again evicted by the Police.

A team of the Lamphel police as a part of their continued drive of eviction today ransacked the temporary makeshift sheds and shelters this evening around 3 pm, put up at the road side between the Lamphel Employment Exchange office and office of the Chief Electoral Officer by the affected individuals of the eviction that was carried out on June 6 at Lamphel Yaipha Leikai.

About 10 individuals including two children forcefully climb on board the Police vehicle contending that they have no more shelters due to the further eviction of their only sheds and shelters.

After staying in custody of the police for a brief period the displaced residents later walk away from the police station late in the evening.

The police were compelled to take the aggrieved residents along with them till the police station following their adamant act.

The displaced residents have been putting up temporary sheds and shelters in the area since the eviction. Moreover they were left in the agitating mood for only 14 houses were affected by the eviction leaving behind some houses nearby.

In the meantime, even as the concerned MLA offered a place at the vicinity of Lamphel for relocating the displaced residents the offer however was rejected by the residents owing to the lack of security over the land and the unfavorable condition for habitation.

It has been reported that the alternative relocation is a marshy area at the same time temporary for three months only.

IMPHAL, June 23: The state government has notified the list of candidates found eligible for the interview as per recruitment rules for the post of Graduate teachers to be recruited under the Rastriya Madhyamik Siksha Abhiyan (RMSA).

The list of candidates found eligible for the posts and the marks obtained by them on the basis of academic performances are being uploaded at the website www.manipur.gov.in.

The government has notified recruitment for 536 posts of Graduate teachers under RMSA which include 201 posts of Arts, 134 posts of Science, 67 posts of Mathematics, 67 posts of English and 67 posts of language Graduate teachers.

The RMSA recieved 13378 applications forms out of which only 3059 candidates have been found eligible for the interview as per recruitment rules, said a government notification adding the interview will carry only five (5) marks weightage.

The government notification also said any candidate who wants to raise any claim or objection on the marks obtained should submit application in writing enclosing documentary proof of the claim on or before 5pm of June 30. All such application shall be addressed to the additional state project director, RMSA office, Babupara, Imphal.

IMPHAL, June 28: One alleged thief was killed in a mob furry while his companion has been admitted at the JNIMS with serious injuries, this early morning at Mantripukhri area.

According to local source, the incident happened this early morning at Mantripukhri, when the two thieves were nabbed by the locals while they were trying to enter a workshop.

The source also added that the locals thrashed the two alleged thieves meanwhile a team of the Heignang police arrived at the scene and controlled the mob.

However one of the thieves who is yet to be identified succumbed on is way to the hospital while his companion identified as Okram Manglemjao, 30, s/o late Thambou of Pangei Okram Leikai is fighting for his life at the JNIMS.

The dead body of the alleged unidentified thief has been deposited at the JNIMS morgue.

UKHRUL, July 2: The people of Ukhrul town showed signs of joy when the road development works of the town were transferred to General Road Engineering Force (GREF) from the state public works department.

The PWD has failed to develop the roads of Ukhrul town for quite a long time thereby causing much inconvenience to the people.

After taking over the responsibility of developing the roads of Ukhrul town, the GREF could show good progress in the work.

The present condition of the dilapidated road has caused immense hardship and inconvenience to the people of all walks of life. The remains of the dug-out earth piled up on either side of the made it difficult for people to walk on the road especially during monsoon season.

The vehicles of all types plying on this one-way-traffic road always get jammed because of the slippery mud and narrow passage.

However, the GREF has been working to improve the condition of this deplorable road by using all its manpower and machineries. The people of Ukhrul town are indeed happy with the work progress of the GREF and they hope that their woes for having bad roads will soon be over.

IMPHAL, July 11:  The student bodies of the state including Manipur Student’s Federation, All Manipur Students’ Union and the Democratic Students Alliance of Manipur and the Kangleipak Student Associaiton have today withdrawn the boycott of the education minister, principal secretary, education (s), director education (s), SSA department and the Board of Secondary Education Manipur following a three-tier assurance by the principal secretary education (s) to their demands regarding the non-availability of SSA textbooks in the state.

Representatives of the students’ bodies told IFP that the assurance was provided by the principal secretary during a meeting with representatives of the student bodies today.

During the meeting, the principal secretary education (s) has assured that the government will initiate the process for appointment of new chairman of the BOSEM at the earliest possible time.

The government representatives also assured that the BOSEM has already issued show cause notices to all the printing presses which have failed to print the text-books in time and that the board will blacklist them after a scrutiny.

Furthermore, during the meeting the government representatives also promise to initiate action against the persons responsible for selling text-books printed for SSA outside the state illegally.

The meeting which was attended by the principal secretary education (s), education (s) director, BOSEM secretary and representatives of the students’ bodies was convened with the approval of education minister DD Thaisii.

GUWAHATI,July 22(NNN): Assam chief minister Tarun Gogoi said United Liberation Front of Assam (ULFA) military chief Paresh Baruah was bent upon subversion in the state despite the outlawed outfit’s declaration of ceasefire.

Barua and some 150 hardliners have refused to talk to ‘colonial New Delhi’ and have broken off with the majority pro-talks ULFA headed by chairman Arabinda Rajkhowa.

“We’ve received intelligence inputs that Paresh Baruah is planning terror attacks in the state with help from Manipur-based People’s Liberation Army, the Maoists and some other extremist groups of the Northeast,” Gogoi said on Friday. “But we are alive to the situation and taking all precautionary measures to foil his designs.”

Gogoi criticized Baruah for continuing with the armed movement when most of his colleagues gave up arms in the interest of peace. “I urge him to see the writings on the wall and abjure the path of violence. People want peace and not violence,” he said.

The Assam government believes that Baruah is operating from safe hideouts along China-Myanmar border. “He is currently holed up in northern Myanmar but keeps moving around. A number of extremist groups of the Northeast have their bases in that region,” Gogoi said.

Earlier, the ULFA used to operate from Bhutanese territories until being flushed out during ‘Operation All Clear’ (an Indo-Bhutanese joint military offensive of December 2003). Later, the outfit set up bases in adjoing Bangladesh. But the return of Sheikh Hasina to power and a subsequent crackdown on Northeast Indian militants saw ULFA shift to the China-Myanmar border.

Gogoi said peace parleys with the pro-talks faction of ULFA were imminent. “We’ve got green signal from the central government. Peace talks between ULFA and the Central government will begin very soon,” he added.

According to the chief minister, the talks will be held directly between ULFA and central government. Earlier, peace talks between ULFA-appointed People’s Consultative Group and central government hit roadblocks ostensibly after the government had refused to discuss all core issues. The issue of Assam’s sovereignty is one of ULFA’s most contentious demands.

“In the first round of talks, ULFA would submit its charter of demands. Government will then see how far it could go to accommodate the demands. All decisions will be taken by the central government but we’ll be consulted,” he said. The chief minister added that efforts were being made to bring all other militant groups to the negotiating table.

IMPHAL, August 9: The United Naga Council will not accept Bifurcation of Naga Areas without the wishes and consent of the Nagas. The Nagas have been resisting arbitrary encroachment and creation of artificial boundary of their land since colonial period and hence any attempt on the part of the government of Manipur to create SADAR Hills district without consulting the Nagas will be strongly opposed, stated a statement of the United Naga Council.

It has further stated that the Nagas have signed four MOUs with the government of Manipur, wherein the MOU of 1998 stated that “ resolution to the conflict on the issue of SADAR HILLS will be brought about through a concensus of the peoples concerned in the interest of bringing about lasting peace and harmony between the Nagas and Kukis”.  Therefore, the government should not take any hasty decision in this matter.

It has further mentioned that the inept handling of the present crisis and bias attitude demonstrated by the government of Manipur is viewed by the Nagas as an attempt pit one community against the other.

Further according to the statement, all emergency cases including seriously ill persons should be allowed free passage for medical treatment within 24 hours time starting August 8, in the event of failing to make this humanitarian arrangement the Nagas would blame the government of Manipur for any casualties caused due to lack of medical attention.

It has also warned against forcing the Nagas to contribute money to fund the agitation and asking them to organized rallies and dharnas in support of Sadar Hills district against their will should be immediately stopped, henceforth Nagas will not tolerate those elements and the Government would be held responsible any untoward incidents arising out of it, added the release.
