Could a small farmer belonging to scheduled caste in a backward village in West Bengal ever dream that one day his son would be able to go abroad for higher education? Thanks to the National Overseas Scholarship scheme, his son Shamik Pally is today doing PhD in human genetics from Leister University.
To ensure that economic and social status does not come in the way of fulfilling the dreams of the students who have the merit and ability, the Centre has initiated several scholarships, including the National Scholarship Scheme. Today many selected students are pursuing their ambitions doing Masters and PhDs at prestigious universities abroad. Ravindra Kumar and Sunil R Vaidya are among them.
Born in Nanfar Bazar village in Saran district of Bihar, Ravindra Kumar’s grandfather was from Pasi community of toddy sellers. His father was a simple bus conductor when Ravindra was born. Later he moved to a job in Patna where Ravindra got a chance to go to a middle school and later topped in high school. He did his higher secondary education from Science College, Patna, Bihar and then Masters in Civil Engineering from IIT Roorkee. After that Ravindra applied for National Overseas Fellowship and got selected. Though he got admission in the top most Imperial college London, he chose to go to Edinburgh Napier University.
Today Ravindra Kumar is a senior scientist with Central Road Research Institute, New Delhi. He says that National Overseas Scholarship is a wonderful scheme that provides exposure and opportunities that a person born in a poor family belonging to scheduled caste could not have imagined.
Another Awardee Sunil R Vaidya is from Ambajogai Taluka of Beed District of Maharashtra State. His father was primary school teacher but lost his job. Sunil says that as a result, his family had to go through a lot of hardship for more than ten years before his father got back his job. Sunil’s mother had no option but do manual labour to take care of the seven children in the family. With great difficulty Sunil and his two brothers managed to get education. Today Sunil Vaidya is serving as Scientist-D and Measles Group Leader at National Institute of Virology in Pune. Sunil who did his Masters in Microbiology, was awarded the National Overseas Scholarship during 2007-2011. He studied for his PhD at internationally reputed Health Protection Agency (HPA) in London which is affiliated research centre to the Open University, Milton Keynes, UK. Vaidya has submitted his PhD thesis and is awaiting its outcome. His area of research is Virus diseases of public health importance like measles, mumps, and rubella and hepatitis viruses. Sunil says that he would like to dedicate his life doing research in public health virology.
The National Overseas Scholarship scheme was initiated in the year 2002. Under the scheme financial assistance is provided to the selected candidates for pursuing Master level courses and PhD abroad in the specified fields of study in Engineering, Management, Pure Sciences, Agricultural Science, and Medicine.
Thirty scholarships are awarded every year under the scheme. Twenty seven of them are for students belonging to scheduled castes, two for denotified, nomadic and semi nomadic tribes and one for landless agricultural labourers and traditional artisans.
To encourage women candidates, 30 per cent of the awards for each year are earmarked for women candidates. However, in case adequate number of women candidates are not available as per the stipulations of the Scheme or found unsuitable for selection by the Selection Committee, then the unutilized slots are utilized by selecting suitable male candidates.
Students who get admission in Universities in the United States under this National Overseas scheme are paid 14,000 Dollars annually as maintenance allowance and 9,000 Pounds for those who get admission in universities in UK. Apart from fares from their home town to the destination of their study, an annual contingency allowance is also paid by the Government. This contingency allowance is for books, essential apparatus, study tour, travel cost for attending subject related conferences, workshops etc or typing and binding of thesis etc. The contingency amount is 1375 dollars a year for students in USA and 1000 pounds per annum for students studying in UK. The candidates are also provided journey allowance and given equipment allowance.
The necessary qualification for doing Masters and PhD from abroad under this scholarship is First class or 60 per cent marks or equivalent grade in relevant bachelors’ and Masters’ Degrees respectively. The scholarship for PhD course is for four years while for Masters in the specified field is three years. The candidates who apply for the scholarship are chosen by a selection committee. The selected candidates are required to obtain admission and join only an accredited university or institution abroad within three years after their selection. Only those candidates are eligible whose total income from all sources or that of his/her parents/guardians does not exceed 25,000 rupees a month. Only one child in a family can get this one time award Also the beneficiary of this scholarship on return to India has to remain in the country for at least five years and is also required to serve the Government, if he or she continues to be in Government service after return to India, as one was before going abroad with award under the Scheme.
Effort is also made to get the feedback while the selected candidates are studying abroad. The Indian Missions abroad have to obtain six monthly progress reports from the university or institution where the awardee is pursuing his or her studies. This is to prevent the misuse of this scheme under which lakhs of rupees are spent every year on each of the selected students.
An Awardee of this scholarship scheme, Amit Kumar is pursuing his studies in the University of Reading, considered one among the top ten research oriented universities in the world. Amit had the courage not only to dream big but has the determination to realize his ambition. He wants to do something that would benefit the humanity and bring glory to his country.
Amit is trying to design and develop nano anti-cancer drug. Another awardee from Bhopal is working to develop a new polymer to help in the treatment of several diseases from Nottingham University.
The success stories of this ambitious scholarship scheme of the Government have shown that given the right opportunity and necessary assistance, nothing can stop the young generation belonging to the marginalized sections of society to set their ambitions high, achieve them and serve their country.

All criteria to open a dental college has been fulfilled and from this year with intake capacity of about 50 seats he said. Some of the previous staff were not qualified hence the RIMS authority was asked to appoint qualified teachers.
The process is almost over he assured. As the buildings are old lots of money is required to repair the buildings and health ministry has suggested that new complex should be constructed without disturbing the normal process he added. New three storey green OPD complex is under construction , hostels for boys, girls will be completed soon. As the area is in a low lying area drainage system is improved.
Due to non availability of water about 11 tankers supply water on a daily basis and to solve the problem plan is afoot to construct a water treatment plant in the complex. To solve power problems most buildings have solar lighting system. He further said at casualty , syringe, bandage, medicines, glove are given and patients are supposed to get the same free of cost. At the wards also medicines, antibiotic are also given free of cost.
Most examinations and tests can be done at RIMS and the trend of asking patient parties to conduct tests at private clinics is bad. He further said medical students are given financial assistance to carry out researches and the institute may now increase capacity from 100 MBBS to 150 MBBS he said. About 147 PG students carry out research works and there are two super speciality research centres he said.
He said to make medical facilities available to the people 1074 beds are available in the hospital and over 255 senior doctors attend to the patients. Two Churches were constructed inside the complex of RIMS which has caused tension.
Other communities have also demanded that they should be allowed temples and other religious structures inside he said. There can not be any religious complex within RIMS and should be vacated he said.

Aizawl, June 11 NNN: It is a huge setback for the Hmar Democratic Convention-Democratic (HPC-D) as the outfit’s self styled army chief Lalropuia and its self styled deputy army chief Biaknunga were arrested by Mizoram police on Sunday at 9 am from Silchar Airport.
This was announced today by Mizoram Home minister R.Lalzirliana during a press conference at his office chamber.
In this connection, R.Lalzirliana said the HPC (D) is now in Suspension of Operation agreement (SoO) with Manipur and Assam governments. “The agreement has been there since August 22, 2008 and all these while the Hmar militant group has been violating the terms and conditions of SoO by indulging in extortions, kidnapping and exposing their arms”, the Mizoram home minister alleged.
Last month, the Mizoram police had said it was prepared to act fast against state-based Hmar People’s Council-Democratic ( HPC-D) outfit if the militant group tries to create unwanted atmosphere in the state disturbing peace and tranquility.
Intelligence report had said that HPC-D was planning to bomb important power line like Manipur to Mizoram, Loktak Hydel Project and bridges along the NH-54 connecting Aizawl from Silchar. The militant group was targeting to destroy important places in Aizawl, said police department. In this regard the police department was planning to act against the militant group if they try to indulge in any unlawful activities so that the peaceful state is in danger.
A flag march covering most of the villages in HPC-D ‘Demand Area’ was conducted by the Mizoram police early last month.
It can also be noted that last month the Hmar People’s Convention (HPC) General Headquarters, Sakawrdai Mizoram had alleged that the Mizoram government was reluctant in implementing the Memorandum of Settlement (MoS) signed in 1994. The Hmar outfit then accused that the intervention of Young Mizo Association (YMA) recently in the HPC’s demand for Autonomous District Council under the Sixth Schedule of the Indian Constitution, had been acting as disintegration force of the Mizos rather than unifying the community.
The HPC had said that when Mizoram was given the status of Union Territory under Government of Union Territories (Amendment) Act, 1971 and North Eastern areas (Re-organisation) Act 1971, it had been deleted from Sixth Schedule Para 20, Part III since 29 April 1972. “It no longer was Tribal Area, which will be regretted in future, and the then Mizo leaders are responsible for this. The districts of Lai, Mara and Chakma are the only districts under the Sixth Schedule. All these districts are within Mizoram, and are still administered by the ministers and government officials, and they never separated themselves from Mizoram, nor can’t they do so. Likewise, the Hmar people have simply demanded the creation of Autonomous District Council, which will but safeguard the Mizos”, the HPC had stated.
The Hmar outfit then quoted the MoS between the HPC and the Mizoram Government signed in 1994 which says, “The Government of Mizoram has appreciated the concern and pressing demand of the HPC delegation particularly regarding the political safeguard as available under the Sixth Schedule to the Constitution of India. Accordingly, the government of Mizoram will take immediate measures for inclusion of an area to be specified with the HPC Demand Area of Mizoram and the other non-schedule areas of Mizoram in the schedule (Tribal) Area of the Sixth Schedule to the Constitution of India so that the above-mentioned areas are safeguarded under the Sixth Schedule to the Constitution of India.”
“After such long period from 1994, the Mizoram government is not fulfilling its promise, just because it doesn’t take steps to fulfill”, the HPC stated, adding that in comparison that, the Indian Government was very faithful as it fulfilled the MoS which it signed with the Mizo National Front (MNF) in 1986.
The HPC then accused the Young Mizo Association (YMA) of disintegrating the Mizos rather than uniting the the community. “The YMA is apprehensive that the creation of Autonomous District Council is threatening the Mizo integration,” the Hmar outfit had added.

Imphal, June 11 : The much awaited ‘Summer Rhythms of the North East’ was conducted at the Thomas Ground at Kangpokpi on 10 June 2012. The gala event was witnessed by a crowd of about ten thousand as they swayed to the vibrant rhythms. The event was organised by the Youth Initiative Foundation based at Senapati supported actively by the Red Shield Division.
The event started with a bang, with the high-adrenalin Matrix Dance setting the mood for the evening. The hills of Kangpokpi rocked to the tunes of Naga Idol 2012 and Uttam, the accomplished singer from Manipur. A variety of cultural programmes highlighted the varied rich values and traditions of the North-Eastern people.
The Main Event, the eagerly awaited Summer Queen 2012 Pageant kicked off with the Introduction Round. The crowd was introduced to a bevy of charming ladies from all over the North-East. ‘Beauty with Brains’ was tested to the hilt by gruelling questions from the panel of eminent Judges. Other rounds conducted were the Party Wear Round, the Designer Wear Round, the Traditional Round and the Evening Gown Round. The stringent criteria and the spirit of healthy competition were most evident.
Brigadier SK Sharma was the Chief Guest for the event while Mr Okram Kennedy was the Guest of Honour. The presence of these eminent personalities provided encouragement and confidence to the participants who went on to enthral the assembled crowd.
The event concluded with the much-awaited crowning of the ‘Summer Queen 2012’ by the Chief Guest. Sylvia , Bony Laishram and Purnima Devi were declared the First and Second Runners Up, respectively.
