Those leading a normal life have been tortured and arrested by troops and it is not something new in Manipur the RPF today said. On 14 July 2012 18 AR and 27 AR nabbed Thokchom Yumjaoba . He is not a member of RPF/PLA it was stated.
People are not able to voice their opposition to arrest of innocents as some state personnel are supporting the troops it was added.
It was added we have to remember the 1987 ,July 11 to 21 incident at Oinam, Senapati in which women were forced to give birth in the open, people tortured during Operation Blue Bird. We also have to remember 1998 Serou incident it was added.

Imphal, July 17: Acting on specific input 5 Assam Rifles under the aegis of Red Shield Division alongwith 28 Assam Rifles in a joint operation apprehended a PULF cadre near Keirao Awang Leikai, Imphal East Dist on 17 Jul 2012. The apprehendee has been identified as MD Babool @ Akhtar, son of MD Nasif Ali, resident of Keirao Awang Leikai, Imphal East District. He is a trained cadre of the underground outfit, PULF and was involved in extortion related activities. The apprehendee was handed over to Irilbung Police Station.
In another operation based on specific information, Tamenglong Battalion of the Division recovered arms & ammunition from the house of David Loverson, a NSCN (K) cadre. One .38 Smith & Wilson Revolver (American Made) with twenty four rounds and one 9mm Auto Pistol with 14 rounds were recovered from the site. The cadre was absconding during the time of search.

Imphal, July 17: With regard to the news report published in this paper on 17 July under the headline ‘ Man held from home handed over in combat gear by troops’ the ASSAM RIFLES strongly refutes all the allegations.
The allegations are baseless and an unsuccessful attempt by the PLA to defame the Security Forces. SS Cpl Thokchom Yumjaoba (38) of Sekmaijin Maning Leikai was apprehended from a bridge in Sekmaijin bazaar, and not from his house as stated. No arrest memo was given as the individual was not at home but in Sekmaijin Bazaar when he was apprehended. The allegation that the individual was nude while he was picked up, holds no truth, as the individual was in Sekmaijin Bazaar when he was apprehended.
These facts have also been supported by the FIR lodged against the individual at Mayang Imphal Police Station. S/S Cpl Thokchom Yumjaoba is an active member of the banned outfit PLA. The weapon recovered from the individual is from the same area as revealed by him to Security Forces during preliminary questioning.
Such futile attempts to defame the armed forces who are continuously striving to eradicate the insurgency from the state of Manipur are unlikely to succeed or slow down the resolve of security forces in combating insurgency.

Imphal, July 17: Former Chief Minister of Manipur Wahengbam Nipamacha breathed his last at Regional Institute of Medical Sciences (RIMS) at 10:45 am.
W Nipamacha was born on March 1, 1930 at Wangoi Wahengbam Leikai, Wangoi in Imphal West. He passed MA in History from Gauhati University in 1963. He served as an Assistant Teacher at Johnstone Higher Secondary School. He also served as Head Master of Wangoi High School from 1964 to 1971.
He joined Indian National Congress and entered into active politics in 1971.He was elected to second, fourth, fifth, sixth and seventh Manipur Legislative assembly respectively. He became Minister for PHED, Planning and Fisheries in the fifth Manipur Legislative Assembly.
Nipamacha was elected Speaker of Manipur assembly on March 22, 1995. He held the post of Chief Minister from December 16, 1997 to February 14, 2001 in the United Front government led by Manipur State Congress party (MSCP).
Nipamacha left Rishang Government with 23 MLAs on December 5, 1997 and formed MSCP. He became the first President of MSCP. Later, he also founded a political party called Manipur National Conference (MNC) on October 5, 2001 and he became its president.
However, MNC merged with RJD on June 21, 2005 and Nipamacha became President of RJD, Manipur unit. Then he became even National Vice-President of RJD.
In the 9th Manipur Legislative Assembly Election of 2007, he contested from Wangoi constituency on RJD ticket but defeated by S Joy Singh of NCP. He again left RJD on December 3, 2008 and joined BJP. Nipamacha also contested from the Inner Manipur Parliamentary Seat as a BJP candidate. He had travelled over 10 foreign countries.
Chief Minister O Ibobi Singh and his Cabinet colleagues attended the last rites of W Nipamacha at Wangoi.
Gurbachan Jagat, said he was deeply shocked by the passing away of Nipamacha . Governor said that late Nipamacha was a straightforward and outspoken leader whose contribution during a critical phase of the State
He will be remembered and his demise is a loss for the State of Manipur. The Governor and his wife conveyed their condolences to the bereaved members of the family praying that the soul of the departed leader rest in peace in the heavenly abode and also to give strength to the family to bear the irreparable loss.
Chief Minister, O ibobi said he was deeply grieved to learn about the sad demise of W. Nipamacha Singh,.He said Nipamacha had a significant record of service to the State of Manipur. He was a rare leader who earned the love and admiration of the people for his straightforwardness, sense of public service; innate simplicity and honesty. In his death, the State has lost an eminent political leader and an excellent human being.
A condolence meeting on the sudden demise of W. Nipamacha Singh, was held at BJP Party Office, with Prof. S. Tikendra Singh, State VP in the Chair.
The meeting expressed sorrow and grief on the sudden demise of Nipamacha Singh who dedicated and sacrificed for the Society. The meeting took share the shock and grief of his bereaved family, relatives and well wishers. He was Party candidate in the last Lok Sabha Election from Inner Manipur Parliamentary Constituency. Nipamacha was Chief Minister of Manipur twice and held Cabinet Minister in-charge of various Ministries. He was also Speaker of the State Assembly. During his tenure as Chief Minister, 5th National Game was held at the State. He implemented the recommendation of 5th Pay Commission to the State employees.
Th. Lokeshwar, speaker Manipur Legislative Assembly deeply condoled the death of former CM of Manipur W. Nipamacha today.
The speaker shared the sorrows and sufferings of the bereaved family.

The Crime and Criminal Tracking Network and Systems (CCTNS) project is a mission mode project under the National, e-Governance Plan being implemented by the Ministry of Home Affairs. The project aims at creating a comprehensive and integrated system and a nation-wide networked solution for connecting more than 15,000 Police Stations and nearly 6,000 higher offices in 28 States and 7 UTs of the country for sharing of real-time crime and criminal information.
The project has been conceptualized based on the principle of ‘Centralized Planning and Decentralized Implementation’. A Core Application Software (CAS) is being developed with common definitions, scheme and specifications at the Central level which would be handed over to the States/UTs for State specific customization. However, States which have been allowed to continue to run on their existing applications have to align their existing software to facilitate information exchange with CAS.
The States/UTs have complete operational independence in project implementation. The implementation is through Bundle of Services wherein a System Integrator agency implements all the requisite services as defined by Service level agreements with the States/UTs. A strong governance mechanism with various Committees has also been created as a part of CCTNS project to ensure quality and for timely completion of project.
Objectives
Make the police functioning citizen friendly, transparent, accountable, effective and efficient by automating the process and functions at the level of the police stations and other police offices at various levels.
Improving delivery of citizen-centric services through effective usage of Information and Communication Technology (ICT). Facilitate collection, storage, retrieval, analysis, transfer and sharing of information among police stations, districts, State headquarters and other organizations/ agencies, including those at Government level.
Enabling and assisting the senior Police Officers in better management of police force.
Keep track of the progress of the crime and criminal investigation and prosecution cases, including progress of cases in the courts.
Reduction in manual and redundant record keeping.
The CCTNS project aims at providing online services to the Citizens. The following is an indicative list of the same:
Filing of complaints/information to the concerned police stations.
Obtaining the status of the complaint or case registered at police station.
Obtaining the copies of FIRs, post-mortem reports and other permissible documents etc.
Details of arrested persons/wanted criminals and their illegal activities etc.
Details of missing/kidnapped persons and their matching with arrested, unidentified persons and dead bodies.
Details of stolen/recovered vehicles, arms and other properties.
Submission of requests for issue/renewal of various NOCs, clearances and permits and status of such requests online.
Verification requests for servants, employment, passport, senior citizen registrations etc.
Portal for sharing information and enabling citizens to download required forms/certificates etc.
A Core Application Software (CAS) has been developed and is being tested by the Software Development Agency at the Central level. The CAS would be implemented both at Central level and States/UTs to enable information exchange for crime and criminal tracking as per objectives of CCTNS project. The CAS would be further customized as required by the States/UTs and implemented at States/UTs by the System Integrator agencies.
A nation-wide network and connectivity solution is being implemented by the network solution provider and the readiness survey is currently underway for implementation of the network. It has been completed for 28 States/UTs as of 15.03.2012
The commissioning of IT infrastructure for implementation of national data centre and disaster recovery site are in advanced stage. Deployment of CAS will happen after software certification by STQC. System Integrators have been finalized in 16 States/UTs and rest are in various stages of finalization. All States/UTs have implemented project initiation activities in terms of capacity building and strengthening of training institutions.

New Delhi, July 17: Union Minister of Civil Aviation Shri Ajit Singh has said that the Government is in the process of providing air connectivity to remote and interior areas of the country including the North Eastern Region and Tier II and Tier III cities. He was addressing the members of the Parliamentary Consultative Committee of the Ministry Civil Aviation Ministry in Bangalore today. Shri Singh said that the new policy instrument in the form of Route Dispersal Guidelines is under consideration. It includes creation of Essential Air Services Fund (EASF) for providing direct subsidy to encourage domestic airlines to fly on these remote and interior routes.
The Minister informed the meeting that the Civil Aviation Ministry is also in the process of enhancing the present operations of helicopters and construction of heliports at various places to improve the connectivity of smaller places, including places of religious and tourist importance with bigger cities. He added that the Ministry would also soon modify guidelines for acquisition of aircrafts so that Indian carriers become bound to acquire smaller aircrafts needed for providing connectivity to these smaller cities.
Singh undelined the need to develop India as an international hub for the passengers and said that the Ministry of Civil Aviation has initiated action in this regard, which includes revisiting the policy regarding bilateral air service agreements with different countries and also rationalization of all bilaterals and traffic entitlements on international routes to Indian carriers and rationalization of traffic on domestic routes.
Civil Aviation Minister said that it is a challenge to manage phenomenal growth of air traffic with safety.
He added that for this an effective, autonomous and professionally competent regulatory framework is required. Shri Singh said the Ministry is contemplating to give more functional autonomy to the existing Directorate General of Civil Aviation (DGCA) by establishing Civil Aviation Authority (CAA) under an Act of Parliament which will soon be given a final shape. Besides this, there is a proposal to restructure the Bureau of Civil Aviation Security (BCAS) and to constitute a dedicated security force which will soon see the light of the day, Shri Singh added.
Singh said that it is also proposed to set up a National Aviation University, as a measure of skill augmentation and to produce the next generation of aviation professional. He said the National Aviation University is aimed at creation of aviation training hub in the country to meet the requirements of other countries in the region.
The meeting was attended by Members of Parliamentary Consultative Committee of Ministry of Civil Aviation.

New Delhi, July 17: The Central Bureau of Investigation has arrested a Senior Divisional Manager of Oriental Insurance Company Ltd., Divisional Office-I, Rajkot for demanding & accepting a bribe of Rs. 15,000/- from the complainant.
The complainant, a partner in the Rajkot based manufacturing firm alleged that the accused had demanded an illegal gratification of Rs.15,000/- from him for sanctioning an accident insurance claim of a worker in his firm which was pending for around one & half years. The complainant did not want to pay the bribe and lodged a complaint with CBI.
CBI laid a trap and the accused was caught red-handed while demanding & accepting a bribe of Rs. 15,000/- from the complainant. The accused was produced in the jurisdictional court and was remanded to custody.

He urged the Department of Electronics and Information Technology (DeitY) to lead by example by moving forward to e-tendering resulting in minimum paper transactions and human interferences. Sh Pilot said that e-Governance should not only be a buzz word but should percolate down to the masses.
Secretary (DietY), Shri J Satyanarayana said that CEG will motivate the e-champions who will take pride in having their projects displayed here. It will be like a Hall of Fame for virtual personalities i.e various e-projects. He suggested many ways to use the Centre in more effective and purposeful manner.
The Centre has been envisaged as the platform for showcasing advancement in ICT domain especially in e-Governance by demonstrating applications from states, central line ministries, DeitY organizations and other implementing agencies. In addition, it is meant to be a staging platform for cutting edge and emerging technology areas that are part of DeitY mandate and are of relevance to other ICT domain including electronics, Indian Language Solutions, emerging technologies in ICT domains and solutions for differently abled centre.
There are 12 touch screen kiosks at CEG, and at each kiosk a different application is showcased. The applications showcased during the inauguration included-

New Delhi, July 16: The Minister of State for Personnel, Public Grievances & Pensions, Shri V. Narayanasamy has exhorted the district administrators to take a lead in ensuring that public service delivery mechanism operates effectively at the grass root level. Inaugurating the 4th Conference of Secretaries of Administrative Reforms in States/UTs in New Delhi today, Shri Narayanasamy said that district is the nucleus, and the country moves forward when the administration at district level is strong and people friendly. Transparency and citizen-centric administration is key to ensuring welfare of public at the grass root level, he said. The Minister added that for the purpose it is imperative that district administrators perform an effective supervisory role in the field to ensure that lower level administration is sensitive to people’s needs and service delivery is quick.
He also stressed on proper monitoring of execution through more field work rather than desk work.
The Minister emphasised that corruption at grass root level has to end so that benefits of Government schemes reach up to the beneficiaries in a smooth manner. District administrators play a crucial role in this regard and can become a catalyst for change in people’s life, the Minister said. Shri Narayanasamy said that the role and functions of a district collector has undergone a tremendous change in the recent times and they have to rise to meet the challenges. Department of Administrative Reforms and Public Grievances(DARPG) has developed training programmes for them so that they are updated on related issues and stay abreast of developments.
Secretary(DARPG), R.C. Mishra in his opening remarks said that the Government role in the present times is more of a facilitator in providing citizen-centric administration. The Government is putting in place systems to make public delivery mechanism transparent and to ensure that no section of the society remains out of spurview of Government schemes. He stressed upon the need of use of Information Communication Technology (ICT) in delivery of public services.
A panel discussion on ‘Role of District Collectors in Changing Times’ was held during the conference.
Ramesh C. Misra, Secretary, Department of AR & PG, P. K. Misra, Secretary, DOPT, Vikram Chand, Senior Public Sector Management Specialist, World Bank and Dr Nivedita P Haran, Additional Chief Secretary, Government of Kerala participated in the panel discussion.
Various issues faced by the District Collectors in the discharge of their duties were raised during the discussion such as use of technology to streamline the work of Collector, empowering the Collector to become a successful leader, capacity building, etc. The panelists have stressed the unassailable role the District Collector plays in the development of a district. Representatives from various States made on by presentations the AR initiatives undertaken by them.
The Conference aims to create a national platform to share experiences of the states in the field of reforms/initiatives undertaken by the departments of Administrative Reforms in the States/Union
Territories to improve public service delivery, make the administration effective, transparent, accountable and citizen-friendly. It provides a forum for the A R Departments of the States/UTs to highlight the challenges faced by them and their expectations from the Department of AR & PG, Government of India. The Conference also provides an opportunity to take stock of the pace and progress of administrative reforms across the country.
