New Delhi/Lucknow/Vadodara, Oct.10 (ANI): The ruling Congress Party and the UPA-II Government seemed upbeat on Wednesday about the continuance of external support from other like-minded outfits such as the Bahujan Samaj Party (BSP).
Minister of State for Parliamentary Affairs Rajeev Shukla stated this here on Wednesday.
He was reacting to the suspense over the issue of the BSP withdrawing its support from the outside for the government as a mark of protest against certain economic policies declared and pursued by(UPA).
Earlier in the day, the national convention of (BSP) leader Mayawati said that her party’s national executive had asked her to take the final decision on extending external support to the UPA regime.
The government has faced waves of criticism over its decision to allow (FDI) in multi-brand retail sector.
As a result of fallout with coalition partners, the Trinamool Congress (TMC) walked out of the government. This crisis also hit the UPA government’s ties with other supporters such as the BSP and the SP, which have also gone vocal about their resentment over the issue. In the backdrop of these developments, Shukla expressed hope for the BSP’s sustained support .
He contended that ideological differences would be sorted out.“I would ask our supporting parties that if there are any differences on any policies and matters then we would try to explain all the aspects and convince them so that all misunderstandings can wither away,” said Shukla.

Imphal, Oct 10 : The Health Minister, Phungzathang Tonsing said the government has taken up process for construction of 50 bedded hospitals inside JNIMS. He said doctors and nurses should change the norm of treating patients. Since 1995 there has been no improvement in health.
The government of Manipur is setting up a 50 bedded mental hospital in Regional Institute of Medical Science (RIMS) as well as in Jawaharlal Nehru Institute of Medical Science (JNIMS) to meet the demand of mental health care in the state. There is also a proposal to rename Psychiatric Department as Mental Health Care to ease the mental feeling of a Psychiatric’s patient “, said Phungzathang Tonsing, Health minster of the state.
He was speaking as the chief guest during the observance function of the 20th World Mental Health Day organised jointly by Health Department; Manipur State Mental Health Authority and Indian Psychiatric Society, Manipur Branch which was held at Jawaharlal Nehru Dance Academy Hall, Imphal here today.
Cases of depression among female members of the state are increasing due to atrocites meted out by male partners, Phungzathang Tonsing said.
ADGP LM Khoute today said the state has been experiencing an incomparable type of catastrophe like series of bomb blasts, violence and crime against women and children.
ADGP LM Khoute stated this at a function held to mark the ‘2nd Wednesday October 2012 International Day for Natural Disaster Reduction’ at the Banquet Hall of 1st Manipur Rifles Battalion here.
Delivering his speech at the observation organized under the theme ‘Women and Girls: The Invincible Force for Resilience,’ ADGP Khoute commented that the state of Manipur has been suffering from a different type of disaster like series of bomb blasts, crime and violence against women and children.
The world encounters twelve million times of earthquakes, lakhs of thunderstorms, millions of lightning, Tsunamis and other disasters annually and at the same time Manipur and other parts of the country run into numerous violence and crimes, Khoute made his observation while attending the function as chief guest.
The ADGP further highlighted the importance of education, articulating that only the education can lead one in the right path in gaining knowledge about disaster.
He also commented women and girl child should not be treated as poor victims but instead they should be supported and honoured, appealing to the Government to focus on the development and betterment of women and girls.
A motor rally was also organized by Royal Riders, Manipur as part of the observation.

Two day economic editors’ conference held in New Delhi provided ample opportunity to the media representatives from different parts of the country to share views with the Union Ministers to understand to which direction the country is heading to. It was a forum provided by the PIB Government of India to have direct interaction between the policy makers sitting in Delhi with the scribes from across the length and breadth of the country. Representative from Kashmir raised railway issues; from Kerela the issue raised among other things was toll tax, which has flared up prices of essential commodities, from Rajasthan it was all about water scarcity. Media representatives from Sikkim, Mizoram also raised various issues, which included about jhum cultivation and non availability of market to export horticultural products. Like other media representatives Manipur Mail editor also attempted to delve into the mind of the Union Ministers to understand what they have in store for the tiny state with the population below 30 lakhs. The answers were encouraging though it came in the form of assurances. The issues put up before them were to begin with, entry of FDI in Manipur, IT park in Manipur, deteriorating condition of national highways passing through Manipur, infrastructural problem with regard to CAU Imphal, up gradation of Imphal airport up to international level, dismal power supply and non availability of cooking gas. At least seven Union Ministers addressed the conference. They provided patient hearing to the points raised by the media representatives. Such conference, which is held annually, must continue as a regular feature. During the NDA regime economic editors’ conference was kept at bay, it was revived only after UPA came to power. In one way the Government policies and programmes framed for the welfare of the people and for speedy development of the country will be put within the belt of hearing by the common masses through such conference. Similarly public information campaigns launched by the Government of India through PIB are tools for reaching out to the common masses. If UPA returns to power again despite the odds nothing surprising, because the mechanism it has evolved to establish contact with the common masses through the conferences and campaigns has become so powerful that it can withstand public pressure and at the end mould opinion which in turns shape Government opinion to focus on the area, where the general public want the Government to focus. After all a Government exists to fulfil the demands and expectations of the common masses. Similar attempts should be made by the state Directorate of Information to build up the sagging image of the Government and also to establish better relation with the common masses. The widening gap between the ruler and ruled needs to be abridged that can be achieved by conducting public relation programmes. Fund should not be a problem. Government at the centre and in the state cannot shirk the duty of keeping in touch with the common masses. Keeping this in view the Government have to set a goal to reach out to the masses. Such conference will be of great help in doing that.

IMPHAL, Oct 10 NNN : The All Zeliangrong Students’ Union (Assam, Manipur and Nagaland) and Zeliangrong Youth Front (AMN) have strongly condemned in the strongest term the rape of four girls at gun point and wanton killing of domestic animals in residential areas, at Khoupum Valley in Tamenglong district by Zeliangrong United Front (ZUF) cadres on October 6.
“We have no appropriate words to express our horror and shock at such exhibition of inhuman cruelties. Every right thinking citizens should condemn such heinous crime against humanity in general and the Zeliangrong people in particular. That, such acts against women have no space in the modern society but befitting for animal kingdom,” fumed the AZSU and ZYF.
“Is this the way to treat your sisters?” they asked while adding, “ If you don’t respect the public, who will respect you. Public is water and you are like fish,” the AZSU and ZYF told the militant outfit.It is a clear picture that the State agencies failed to protect the peace loving bonafide citizens of Khoupum Valley, they stated. “ We appeal the state to immediately assist medical treatments, rehabilitation and reparation to the rape victims and institute impartial and independent inquiry into the case and book those found guilty according to law,” the AZSU and ZYF demanded.
Both the organisations then appealed all the “Naga national workers” to shun bloodshed and make way for peace among brothers in the region. “It is a fact that bloodshed and bullets never solve any problem in the world history and we should remember that people are anxiously waiting for peaceful solution with mutual dialogue and understanding once for all,” the AZSU and ZYF stated.
Meanwhile, as the condemnations pour in on the alleged gang rape of Khoupum Valley in Tamenglong district few days ago, ZUF publicity secretary A Dangmei said both Dibonpou Kamei and Ladjanbung Malangmei had defected from the ZUF “ and so they have nothing to do with our outfit.” The ZUF leader stated, “Once a cadre is defected from an outfit, that cadre is no longer considered to be in the organisation.” He clarified that Ladjanbung and Dibonpou had defected from the outfit with weapons.

IMPHAL, Oct 10 NNN: The All Hill Districts’ Education Guarantee Scheme (EGS/SSA) Teachers’ Union, Manipur (AHDEGSTUM) has threatened to launch intense agitations if the state government of Manipur fails to issue regularised order of upgrading teachers under the union to primary teachers level before October 30.
Addressing media persons at Tampha Hotel here today, Trimson Saka, president of AHDEGSTUM said altogether 717 teachers who had been recruited by the government under the scheme are teaching students in community halls and private houses as the government has failed to provide scools and other infrastructures while adding that the problem has further compounded following the government order of posting new recruited teachers at the said area.
Spelling out irregularities in the system, he said, “ The state Mission Authority under Sarva Siksha Abhiyan had appointed us as Education Guarantee Scheme Volunyeers Teachers in the year 2004-2005 with the promised that each teacher will receive honorarium of Rs 1000 per month and the centres will be upgraded to Primary Schools level. The government had already promised to address the grievances which we are suffering for the last ten years but nothing has been done so far. We feel like we have been cheated by making false promises “.
Stating that the State Mission Authority under SSA and the state government should be held responsible if any untoward incidents occur relating with the issue, the union further appealed to all the villages/habitation chiefs/chairmen and secretaries not to accept the joining report of the new posted primary teachers.

DIMAPUR, Oct 10 NNN : Even as the 60 MLAs of Nagaland legislative assembly are planning to go to New Delhi on October 14 to meet political parties and the Union Home minister as a concerted move in pushing for the early settlement of the vexed Naga political issue, noted peace activist and celebrated Naga intellectual Niketu Iralu said if any Naga political settlement is brought about it should not be only honourable and acceptable to the Nagas but it should also be ‘workable.’
Niketu Iralu was talking to Newmai News Network this evening on the concerted move made by Joint Legislature Forum (JLF), the forum formed by the 60 MLAs of Nagaland legislative assembly few months ago to push for the early settlement of the vexed Naga political issue.
“The Joint Legislature Forum (JLF) had gone to New Delhi, met several Central leaders there and had gone to the extent of stepping side ( pave way for the Naga solution by resigning enmasse) and pushed for the honourable and acceptable solution but to my mind the settlement should also be workable,” the Naga intellectual stated. He terms the move of the 60 legislators of Nagaland legislative assembly as correct strategy. “I congratulate them,” he lauded.
However, when asked on what is his view as it is only the NSCN-IM that is holding a dialogue with New Delhi while NSCN-K, NNC and NSCN-Khole/Kitovi are not, Niketu Iralu said, “If a settlement brought about by one faction is not understood and accepted by other factions then I do not see how the settlement will be honourable, acceptable and workable. But I really wish that a settlement brought about by any faction is honourable, acceptable and workable because the Nagas need a settlement.”
Harping on the complexity of the Naga society, Niketu Iralu said, “But the reality is that Naga society is tribally constituted society. Our tribal consciousness is very much alive as it is being shown again from time to time.”
It is worth noting here that headed by chief minister Neiphiu Rio, the 60 MLAs of Nagaland legislative assembly had toured to various parts of Nagaland and met the Naga militant groups while campaigning for the early settlement of the Naga political issue. A couple of months ago, these MLAs under the banner of Joint Legislature Forum (JLF) had also rushed to New Delhi and met the Central leaders. They had camped in the national capital for several days and advocated fervently for the expedition of the Naga political dialogue. The Naga Hoho leaders too had been to New Delhi and camped there from September 21 to September 29. They came back to Nagaland with a message of ‘optimism’.
