Mail News Service Imphal, Nov 1 : The biggest post harvest festival of the Kuki-Mizo-Chin group ‘Chavang Kut 2012’ was celebrated presenting rich traditional dance and songs organized by State Level Kut Committee, Manipur at the 1st Manipur Rifles ground here on Thursday. The day falls on Novermber 1 every year. It is one of the most anticipated calendar day for the Kuki-Chin-Mizo group of Manipur and elsewhere. One of the few occasions, KUT (as it is called) symbolises happiness and health, hard work and toil, peace and brotherhood, abundance and hope. Young and old, kings and paupers, strong and weak are united in the spirit of ancestral unity. Traditionally, locally brewed beers were exchanged within a village marking an end to agricultural drudgery consequent to plentiful harvest. The day officially announces the beginning of leisure and game. Cut to modern days, the festival has been laced with festoons and fanfare with the showcasing of tradition within the modern context. The festival is in this sense, a link between the gapping hole of tradition and modernity. For the people of Chin-Kuki-Mizo, it is a time to retrospect about the past and look forward to the future with optimistic zeal. Diaspora of Kuki-Chin-Mizo takes time out to reunite with their roots despite the mad search for global identity. For those unable to make a connection to their forefathers’ blood-drench soil of Manipur, they still make an effort by organising Kut wherever they may be roaming. Governor Gurbhachan Jagat said the Kuki-Mizo-Chin groups have their own unique and distinct cultural heritage and this is reflected in their various festivals. Kut is one such festival held during autumn and this festival provides an opportunity to not only make merry but to introspect on our past and plan for the future. This festival which includes songs and dances is now participated in not only by the Kuki-Mizo-Chin groups but by other communities also thereby strengthening the bonds of friendship and is a harbinger of peace, harmony and progress. Citizens of Manipur as responsible people and should ensure that we settle our differences through talks and negotiations and not resort to violence, including bandhs and blockades. Let us set aside our differences and resolve not to resort to bandhs and blockades as it severely impacts the poorer section of the society more. Let us cast aside our self centered egos and policies of the various ethnic groups and work for the overall welfare of the State. Kut is the time to do this as this festival exemplifies gratefulness, compassion, and gaiety. Emotional integration cannot be achieved in a single day but a start needs to be made so that we can build on it. Chief Minister Ibobi has appealed for the peace and harmony in Manipur. Gracing the evening session of Kut celebration, Ibobi Singh talked for peaceful co-existence among the various communities in the State. No group should work against the interest of a particular community but rather maintain communal harmony, Ibobi said. Even though Manipur is a tiny State it is known as a mini India by many because of its multifarious communities and that in the over 2000 years of its history it has witnessed co-existence among different communities. He also expressed heartfelt gratitude to the State Level Kut Committee, Manipur for inviting him to the event as well as for organizing it. Home minister Gaikhangam also addressed the function marking the inauguration of the auspicious and joyous occasion of Kut. He prayed to Almighty to bring peace, prosperity and integrity in the State of Manipur with the celebration of the festival. The state Home minister also expressed gratification to see hundreds of people from different communities of the State congregating and participating the occasion. “Although Manipur is a small State it is inhabited by people of different caste and creeds rich in culture, tradition and discipline since very long time,” Gaikhangam hailed. Manipur does not lag behind other states of India in various fields such as religion and many other podiums, and the integrity of the different communities has beautified the State to the highest degree, he further affirmed. Maj Gen KK Sinha, SM, General Officer Commanding and all Ranks of Red Shield Division extended warm greetings and sincere goodwill to the people of Manipur on the auspicious occasion on “Kut”. Speaking as the Chief Guest on the 280th ‘Puwarigi Amamba Numit’ or the anniversary of the day when the Puya (holy book) was set on fire by the Hindu Pandit, Santidas Gosai on October 5, 1732 AD during the reign of King Panheiba, he said that any negative perception of he past event would not bring about resurgence of the old religion.
However, reflecting on the negative impact and by the destruction for filling up any gap left by such action needs to be done, he said. Steps of the forefathers could be retraced, if people keep themselves ritually clean through traditions, food habits, etc, he observed on the occasion which bear the theme, ‘Dignified Integrity’ which was organized by ACOAM – Lup of Kangleipak comprising of the All Club, Association and Meira Paibi Lup at Iboyaima Shumang Lila Shanglen of Konung Mamang today.
Addressing the gatherings, filled with many dignitaries as a resource persons, research scholar Akham Langol dwelt on the rich past of Manipur and viewed the people as the first evolutionary group as attested by the discovery of one of the oldest fossil in Myanmar which is similar to the hills of the state and where there is possibility of such discovery. Discovery of 6 gold coins from the mine of Manipur which is now in the British museum and the history of grains export into Nagaland and other places lend credence to its rich history, he said.
It was not only Shanti Das Goshai who destroyed the rich heritage of Manipur but the British also joined in the same bandwagon by burning many valuable documents, remarked Dr M Ranjana, lecturer of Standard College as a resource person. She said that degeneration began from Sanditas till the British era, nonetheless, time for resurrecting and regenerating the old culture and tradition of the past has come, she noted. Puyas are books that focused on every aspects of life, including health, food and others, said Pandit Wahengbam Lukhoi as a resource person.

IMPHAL, Nov 1 NNN : “Manipur government recognized 23 tribes in the State but only 6-7 tribes have their own literature books. Even though some of the books are included at the high school level, the number is less,” said Solomon Zingkhai, Joint Director of Tribal Research Institute (TRI), Manipur.
He was speaking as the functional president during a book release function organized by the Kabui Literature and Research Akademi, Manipur which was held at Lamyanba Shanglen today.
The two books which got released are “ Asah-Mikcharung Pari” and “ Kabuimei Thousoi Gansaak “ authored by Laljikpou Golmei and Leipakpok Palmei respectively.
While lauding the two writers for penning books based on the Kabui, Solomon Zingkhai said though there are many well educated tribal people in the State, the number of writers is low.
He then informed that the Tribal Research Institute has been producing six research students every year in a bid to promote the literature subject.
The book release function was also attended by Shoihem Haomei, chairman of Autonomous District Council, Tamenglong and M. Kamala Devi, Under Secretary of Tribal Affairs and Hills, Manipur as chief guest and guest of honour respectively.
Speaking on the occasion, Soihem Haomei stated that the two books will help in studying about the Kabui community by the present and future generation and urged writers of the State to focus more on indigenous tribes of the State
“Writers need to write their stories without fear and suspicion. Errors and other technical problems can be corrected and discussed after publishing the books”, he said.
While urging writers to focus their writings mainly on indigenous subjects, M. Kamala Devi said there are many interesting folk tale oriented stories in the State where writers can include in their story books.

The outfit stated that the NSCN-K will join hands with all the ‘like-minded’ revolutionary groups of the region to carve out the region into a single nation.
The NSCN-K then belittled the efforts of the other NSCN factions one led by Isak Swu and Muivah and the other headed by Khole and Kitovi. It questions as to why the Isak-Muivah group if at all, is going to accept the Constitution of India, did not accept the Shillong Accord. The NSCN-K alleged that Isak Swu and Th.Muivah had killed thousands of Nagas accusing them of the supporters of the Shillong Accord. The NSCN-K said that the ghosts of those thousands of Nagas killed will haunt Isak and Muivah in the event of the latter accepting the Indian Constitution. It also said that there have been already more than 10 Naga factions today because of Isak Swu and Th. Muivah.
The NSCN-K then lamented that the only mandated Naga National Council (NNC) in those days was condemned by the Naga people. The NSCN-K terms it as ‘unfortunate.’
The Khaplang headed group then opined that it should have been much better had the government of India encouraged the “Naga talk” rather than the “IM factional talk”. It also said the government of India has realised now after 15 years of talks (with NSCN-IM) that holding dialogues with only one faction cannot bring any solution. The NSCN-K then said talks with New Delhi without the outfit will not be able to bring any solution.
“As for the Khehoi campers (NSCN faction led by Khole and Kitovi) whose oxygen is in India’s hand should not speak tall because they are not the real fighters. In the event of the abrogation of the Cease Fire by the government of India then there will not be a single man in the Khehoi camp who will go back to the jungle to fight back for Naga independence. The government of India should realize that it will get nothing from the Khehoi campers who are surviving at her (GOI) mercy and there is no question about that,” the NSCN-K stated.

TAMENGLONG, Nov 1 NNN : The Zeliangrong United Front (ZUF) has said that whether the Nagas get ‘Independence’ or not the Zeliangrong people and their lands will be always the ‘Zeliangrongs”, said A Dangmei, spokesman of the ZUF.
The ZUF leader said by ‘birth the Zeliangrongs are always the Zeliangrongs’ and it does not matter whether Nagas attain Independence or not. “The lands of Zeliangrongs will be taken care of by the Zeliangrong people,” A Dangmei asserted.
He then questions as to why the NSCN-IM has been sending its ‘boys’ to Tamenglong district for attacking the ZUF when the talk phase of the NSCN-IM with New Delhi is reportedly in a crucial stage. “The NSCN-IM leadership should not waste their time to attack us. Instead they should be concentrating on its mission,” A Dangmei advised.
The ZUF also questions as to why the NSCN-IM has been after the former outfit.
Meanwhile, the ZUF expressed its heartfelt gratitude to the Tamenglong district based civil society organisations for taking utmost care of the dead bodies of ZUF’s ‘Lance Corporal’ Rathailung and Lance Corporal Lanhung who were killed in the October 30 shoot out.
After the condolence service at Tamenglong, the Zeliangrong civil organisations arranged the transportation of the two dead bodies to their respective villages and for this we will remain grateful to our Zeliangrong civil societies, A Dangmei said.
Meanwhile, the ZUF expressed its regret for all the trouble given to the public on October 30. “We do not like to create such a situation where fear grips the psyche of the general public,” said the ZUF and blamed the NSCN-IM for the whole pandemonium.

New Delhi, Nov 1 : The Special Judge for CBI Cases, Bhopal has convicted B.K.Sahoo, the then Chief Medical Officer, Composite Hospital, BSF Academy, Tekenpur, Gwalior (MP) U/s 13(2) r/w 13(1)(e) of PC Act, 1988 and sentenced him to undergo three years Rigorous Imprisonment with fine of Rs.Three Lakh. The court further ordered confiscation of Rs.44,59,064/- which was found to be disproportionate.
CBI had registered a case U/s 13(2) r/w 13(1)(e) of PC Act, 1988 on 9.3.2002 on the basis of a complaint received from BSF Academy, Tekenpur Camp at New Delhi alleging therein recovery of huge cash by Board of Officers of BSF amounting to Rs.49,35,500/- from a flat in Sector-VII, Pushap Vihar, New Delhi which was kept in two suit cases and concealed by Dr. B.K.Sahoo, CMO, Composite Hospital,BSF Academy, Tekenpur. It was alleged that he took illegal gratifications from various candidates desirous of recruitment in BSF as Constables.
After a thorough investigation, a charge sheet was filed on 2.1.2006 in the Court of Special Judge for CBI Cases, New Delhi against Shri B.K.Sahoo, then Chief Medical Officer, Composite Hospital, BSF Academy, Tekenpur, Gwalior (MP) U/s 13 (2) r/w 13(1)(e) of PC Act, 1988 for accumulation of disproportionate assets to the tune of Rs.49.05/- Lakh(approx) which was subsequently transferred to Court of Special Judge for CBI Cases, Indore 3.9.2009 and then to Court of Special Judge for CBI Cases, Bhopal on 19.01.2011.
The Trial Court found the accused guilty and convicted him.
The Central Bureau of Investigation has filed a chargesheet against the then Managing Director, Assam Industrial Infrastructure Development Corporation( AIIDC) and a Director of Guwahati-based private firm, U/s. 120B, 409 & 471 IPC and Sec. 13(2) r/w 13(1)(c) and (d) of P.C, Act. 1988 in the court of Special Judge, CBI Cases, Guwahati for misappropriation of Rs.Three crore(approx).
It was alleged that Coal India Limited (CIL) allotted 36,000 MT of coal from North Eastern Coal Field, Margherita as per Fuel Supply Agreement(FSA) with the Govt. of Assam for distribution of the said Coal to Small Units like Brick Kilns, Tea Estates for the year 2008-10. Accordingly, Govt. of Assam allowed the Assam Industrial Infrastructure Development Corporation (AIIDC) to lift the said coal for distribution among suitable end-users. The Assam Industrial Infrastructure Development Corporation then engaged a Guwahati (Assam)-based private firm to lift and distribute the said coal but a huge quantity of the said coal was diverted instead of distribution among actual end-users.
The investigation revealed that during the period 2008-10, 36864 MT of coal was allotted to AIIDC, and out of this about 15000 MT of coal was diverted by the then Managing Director, AIIDC and the Director of Guwahati-based private firm and by which they have misappropriated over Rs.3 crore (approx).
After thorough investigation, CBI filed a charge sheet against both the accused in the Court of Special Judge, CBI cases, Guwahati.
The public is reminded that the above findings are based on the investigation done by CBI and evidence collected by it. Under the Indian Law, the accused are presumed to be innocent till their guilt is finally established after a fair trial.

Bharat Nirman Campaign is an information campaign on the various programs taken up by the government. And it is the right of every citizen to have the right information.
Irengbam Rajeev, District Project Manager (DPM), NRHM, Ukhrul, said that the participation of people in NRHM in Ukhrul district is laudable and the healthcare benefits of public under NRHM has been seen at maximum level in Ukhrul district.
Ever since the implementation of NRHM in 2006 in Ukhrul, Irengbam said the district is availing benefits from the national flagship programme with visible improvement in rural health facilities. He informed that health infrastructure has now been improved in the district with strengthening of human resource added by new techniques and know-hows.
He also stated that many are under BPL category in Ukhrul and therefore maintaining good health can fight poverty and uplift family’s earning. “This is one major policy being undertaken through NRHM at larger perspective,” he added.
Under the NRHM programme, Ukhrul is availing benefits including healthcare packages like Janani Suraksha Yojna (JSY), Jananai Shisu Suraksha Kariakram (JSSK) and services of Accredited Social Health Activist (ASHA) among others.
Besides, the management of health institutions is delegated to the public with the implementation of NRHM. “In almost every village, the hospital management society (HMS) has been instituted to manage health centres and other health facilities in the villages,” Irengbam stated.
In Ukhrul district, he stated that there are now 302 ASHAs operating at various rural areas and are primarily engaged in basic healthcare of at grass root level.
Further, he said the ASHA committee has been set up in villages and are being assisted with financial and material help by Government of India.
In the same year when NRHM was implemented in Manipur and in its district, JSSY is also implemented in September. A new scheme called JSSK has also been implemented recently aimed at providing optimum healthcare benefits to mothers and during childbirth. Under the JSSK, he said that all treatment-related cost for mothers at hospital would be borne by government and these facilities are allotted to the Primary Health Centres.
He appealed the mothers to deliver babies at government run health institution to avails basic benefits under NRHM.
For effective and successful implementation of NRHM, Irengbam said that the public should have proper knowledge and wide awareness in regard to healthcare and the nuances incorporated in the flagship programme.

The Asian Human Rights Commission (AHRC) has received information from the Mapithel Dam Affected Villagers Organisation and the Committee on the Protection of Natural Resources in Manipur that the villagers of Riha, Thawai, Lamlai Khullen, Chadong along the Thoubal River in Ukhrul district, Manipur are likely to be evicted by force to complete the construction of the Mapithel Dam, which is part of the Thoubal Multipurpose Hydroelectric Project in Manipur. While the villagers do not want to stand in way of a development project, all that they are demanding is that the compensation and rehabilitation package should be satisfactory and executed through a transparent and accountable process. The villagers also allege that the current process of the Manipur state government has ignored the fact that several other villagers living upstream of the project and those who live immediately after the Mapithel dam are not accounted for compensation and rehabilitation by the state government.

There is also an allegation that the state government, through the office of the District Commissioner (DC), is depending upon a disputed list that includes names of people who have never resided in the villages affected by the project. The villagers suspect that the inclusion of persons and households that in fact does not exist is with an intention for the state government officers to illegally appropriate the compensation money in fictitious names. The DC has declared a prohibitory order under Section 144 of the Code of Criminal Procedure, 1974 in the region and a large contingent of state police as well as soldiers from the Indian military are stationed in the region.
It appears that the attempt by the state government is to force its arbitrary writ upon the poor villagers, to suit the prospective illegal benefit of some state government employees with the concurrence of officers and politicians at the state capital, Imphal. The 20 member Expert Review Committee (ERC) constituted earlier by the state government and concurred by the Governor of the state by virtue of an order issued by the Governor on 18 January 2008 in which the Mapithel Dam Affected Villagers Organisation is represented through their Chairperson, is now overlooked by the state government, after it issued a legally non-tenable and subsequent order dated 28 September 2012 constituting a Joint Verification Team that excludes the mandate of the earlier constituted ERC.
The situation now is explosive on the ground and warrants immediate intervention. If the unacceptable verification continues, and the villagers evicted by force, it could lead to loss of life and peace in the locality.
CASE NARRATIVE:
The Government of Manipur is threatening to forcefully evict and relocate the villagers of Chadong, Lamlai Khullen in Ukhrul district of Manipur for the construction of Mapithel Dam, which is part of the Thoubal Multipurpose Hydroelectric Project. A large contingent of state police as well as the Indian military is stationed in the district. The DC has proclaimed emergency in the region under Section 144 of the Code of Criminal Procedure Code, 1974, which renders gathering of persons and organising of protests, a penal offence. The villagers accuse the state government that this proclamation alone is evidence to the fact that the government is attempting to smother their voice.
The villagers are demanding that the state government must immediately convene the Expert Review Committee (ERC) formed on 18 January 2008 by the state government and allow the ERC to look into aspects of eviction, compensation and rehabilitation, instead of a forced eviction based on a report allegedly being prepared by a Joint Verification Team against the wish of the villagers and also against government’s own order. The controversial Mapithel Dam is being built over Thoubal River at point where the boundaries of Ukhrul, Senapati and Imphal East districts of Manipur meet.
The Government of Manipur issued an order on 28 September, 2012 constituting a Joint Verification Team, comprising of officials from the state Irrigation and Flood Control Department, the Deputy Commissioner of Ukhrul District and state Tribal Development Department. The JVT is to identify the families affected by the construction of the Mapithel Dam at Chadong and Lamlai Khunou villages in Ukhrul district. The villagers challenge the constitution of the JVT since according to them it undermines the function and mandate of the ERC, which was also constituted by the state government. It is important to mention here that the villagers had their representation in the ERC. The state government constituted the ERC on 18 January 2008.
The ERC is mandated to look into the socio-economic, environmental, health, cultural and human rights impacts of Mapithel Dam and also to resolve the rehabilitation and resettlement of affected communities. For this a proper assessment of the villages affected by the project has to be undertaken by the ERC. However the state government without letting this to happen is pushing ahead with the project with the constitution of the JVT, which only represents the state government.
Equally alarming is the order issued by the DC directing the JVT to undertake the verification, with police force if required, and that his findings cannot be appealed against. In fact the DC has no executive or judicial authority to issue such an arbitrary order. In addition the DC is the lowest government officer in the state in charge of a district, and with the rank equivalent to a Superintendent of Police. For such an officer, having limited executive authority to issue such a final order is not allowed in law in India. At the very least such an order cannot overrule the prohibitory injunctory authority of a Munsiff (lowest civil judge in India), should the case be taken up in local courts.
The JVC in the meanwhile has started verification of families in Lamlai Khunou and Chadong villages from 29 October 2012. There is a heavy military deployment in the villages to threaten and silence the villagers that will rule out public protests.
The villagers allege that this forceful verification by a hurriedly and clandestinely constituted JVT is to show that a disproportionately large number of persons and families as affected by the project in the JVT report. This, the villagers suspect will result in radical reduction of compensation and rehabilitation packages and at the same time, the compensation awarded in the name of fictitious names would be illegally pocketed by the corrupt state government officers. The villagers assert that it is for this that the JVT is allegedly using a disputed family list from 2011.
The villagers also allege that those who protest against the dam, the absence of any form of rehabilitation and compensation are threatened and harassed by the state police and the government officials. To substantiate they quote an incident from 3 November 2008 when the Indian Reserve Battalion tortured and brutally assaulted some 40 villagers who were engaged in peaceful protest against the dam and the project.
The Mapithel Dam construction commenced in 1978 without seeking free prior and informed consent of the affected villagers both in the downstream and upstream areas. No detailed health, environmental, social, cultural, economic and seismic impact assessment of the project upon the people, habitat and the Thoubal River itself was conducted. It is today known that the Mapithel Dam will, upon completion submerge a large area of prime agricultural land along the Thoubal River and will in fact lead to severe water shortage that will have adverse impact upon the villagers. People living in Tumukhong, Itham, Moirangpurel, Laikhong, and Saichang villages would be directly affected by the project. Today the same villagers fear that the JVT’s verification would lead to their forced eviction and involuntary relocation.
Two government notifications, one a cabinet memorandum by the Government of Manipur issued on 24 September 2011, and the other an office memorandum issued by the DC and the Irrigation and Flood Control Department issued on 13 June 2011 wrongly claims that only two villages, Lamlai Khullen and Chadong village, out of the 16 villages affected are left to be rehabilitated and resettled. This undermines the very existence of the ERC, which has representations from the state Agriculture Department, Irrigation and Flood Control Department, State Environment and Ecology Board, the Manipur State Pollution Control Board, state Forest Department, Manipur Fisheries Department and above all the representatives from the affected villages.
The cabinet memorandum of 24 September 2011 is also fundamentally misleading. The completion report of overall rehabilitation and the rehabilitation of Louphong, Phayang and two other villages, that mentioned in the memorandum is not true. Four villages, Chadong, Lamlai Khullen, Lamlai Khunou, Lamlai Monbung would be completely submerged by the dam and another six villages, Sikiphung, Thawai, Thawai (K), Zalengbung, Sankai, Riha and those living in the upstream of the dam will be affected. They find no place in the memorandum. It is estimated that sixteen villages will be directly and indirectly affected by Mapithel Dam. Limiting impacts to only six villages indicates that no proper impact assessment or survey is held prior to the sanctioning of the project. In addition conditions have drastically changed when the project was originally conceived in 1978 to what it is today.
The villagers allege that the state government is secretly negotiating with a selected group of villagers that is intended to create division, conflict and chaos in the community. The Government of Manipur with its efforts to forge secret agreements with a few affected people without the consent of all affected communities, only violates the right to free prior and informed consent of indigenous peoples, which the UN Special Rapporteur on the rights of indigenous peoples, Mr. James Anaya urged the Government of India for full adherence in his communication on Mapithel Dam on 24 June 2009. India responded to Mr. James Anaya’s letter on 4 June 2010, maintaining that the government had instituted the Expert Review Committee. It is this very ERC that is been over shadowed by the JVT.

He smiled while speaking. When the situation demanded to establish eye contact with the crowd he did it albeit by raising the right hand. The leaders, who look directly to the crowd without body movement expose themselves. No listener can establish eye contact with the speaker. When the listeners look to the speaker what they see will be only the eyes of the speaker. The manner with which Keishing addressed the crowd was interesting to see. He will be star speaker in the years to come. My simple thinking is he will draw crowd as his father did when he made electioneering speech. He can also be groomed up to lead Congress party in Manipur. In just two sentences he could describe the importance of being a Congressman. He said, none others get the opportunity to shoulder the nation building responsibility just as a Congress man is doing. Appealing to the participants of the training camp he also said whatever you are doing will have telling effect on the leadership of Chief Minister O. Ibobi in Manipur and Prime Minister Dr. Manmohon at the centre. If you are doing something good for the society it will boost up image of the Congress Government, which may turn around if you indulge in irresponsible thing. His speech reflected the party discipline which he has intended to carry as long as in he is in the electoral politics. The other young leaders in Congress party have one or two lessons to learn from him. But to be a good speaker is not an easy task. One must read lots of book and newspapers and current topics should be on the finger tips. When Vivekananda addressed Chicago conference when he was 23 years old he could speak of the enormous responsibility one upholds in making world peace. Victor Keishing has inherited a big legacy from his big father. He has benefited from being born in a big political family. The speech made by other leaders at the camp was boring. Some ridiculed even the youth congress workers. Some others ridiculed the tendency to enter Congress party. As the speeches made by the leaders were telecast live via ISTV one could hear all that had been uttered. Some revealed the frustrations. Some others gave lots of advices without knowing who would take it. One speaker directly appealed to the workers to criticise the policies and programmes of the Congress party. They shouted as if they were confronting with enemies when lowly uttered words could be heard loudly. The time has come for giving training to the speakers of the Congress party. They speak without knowing Congress philosophies mean to them.
