IMPHAL, Nov 4 NNN: The award of the best mind in the first Manipur state level “Mind Food Contest -2012″ has been conferred on Kanthoujam Niwin Singh of Canchipur’s Temple of Learning, and the same school received the best mind school of the year.
Prize distribution function of the contest held at the Centenary Hall of Manipur University Campus, Canchipur, Imphal west has been carried out today. It has earlier been organized by the Rural Education Network, Heirok, Thoubal District at Dhamanjuri College of Commerce, Imphal on September 23 last.
The formats of the contest consists of objective type questions and fill in the blanks from the book, (Mind Food Volume – I) which has been issued to all the contestants for preparation few months back prior to the contest. The book includes famous quotes of renowned persons including GK Gandhi, Swami Vivekananda, etc.
Giving the keynote address, Laishram Biren, Secretary of Rural Education Network, Heirok said about the book that it contains knowledge and concepts that can evoke inspiration, motivation and other impacts which can rectify the mind of a person.
He further said that the book is required for daily survival and for good moral conduct and positive thinking.
Meanwhile at Shillong a four day Border Co-ordination meeting between the Inspector Generals’ Border Security Force (BSF) and Deputy Director General, Border Guard Bangladesh (BGB) will be held at Sylhet, Bangladesh from November 5 to November 8.
The BSF delegation will be led by IG, BSF Meghalaya Ftr, Sudesh Kumar, alongwith IG BSF Guwahati Ftr, IG BSF Silchar Ftr and IG BSF Tripura Ftr and Sector DIsG of Meghalaya, Assam, Tripura and Mizoram and Cachar Frontiers, Staffs officer from BSF New Delhi, representative of NCB and Ministry of Home Affairs. The delegation will be proceeding to Sylhet, Bangladesh from Shillong on November 5 via ICP Dawki.

Thesea arrested were identified as Naorem Tomba (30) Moreh ward Number seven Heinou Makhong, Ch. Abung (30) Moreh ward number six Moreh Bazar.

In another incident , 618 GR arrested a sgt. Major of ZUF and a Lt. from Thanagon village, Tamenglong on November one. They were identified as Alung, Dimapur, CF Adim, Tamenglonm.
One 7.5 mm pistol, one magazine and one hand grenade were seized from them.
Meanwhile a combined force of first IRB and Imphal west commandos arrested a cadre of KCP from north AOC the same day.
The man was identified as Arambam Ibungo (27) Nagamapal at present staying at Langol Type III.
Two demand letters, one mobile phone were seized from the possession of the cadre, adds the source.

The seminar was organised by the Liangmai Naga Baptist Association, Manipur (LNBA-M) with association with C-CERP, Dimapur where 9th Dogra Regiment C.O. Colonel Dinesh, C-CERP director Liangsi Niumai John, Rev H Newmai, SDC Tamei P.Wilungbou, Liangmai Naga Council vice president B Kadinlungbou, LNBA executive secretary Z Mairilungbou, Tamei authority chairman Ch Poujiang and ex-chairman of Tamei N Pokenpon were the resource speakers of the occasion.
The seminar dwelt at length on micro economic development, business entrepreneurship, agriculture based economy and other related topics.
To bring peace and tranquility in the society have also been parts of the subject of the Saturday’s Tamei seminar.
LNBA leader Liangpibou said around 123 leaders participated in the programme enthusiastically and it was a much needed seminar. “Tamei area needs this kind of seminar and we are looking forward to have more of such programmes,” said Liangpibou.

Noted singer Khun Joykumar heart throb of lakhs of Manipuri fans died young as he was only 62 when he died. He sang more than one thousand songs, all melodious and well tuned. He was really talented as a composer and singer. He is different from others. He used accompanying music perfectly in all his songs either sung or composed by him. There is a story about how saxophone became a part of the orchestra group in live concert. He met Dhana band master at a recording centre while setting tune for a film. He heard saxophone blown by Dhana and then invited him to join the orchestra group. Prior to that saxophone though popular in Hindi film songs was not part of the modern Manipuri song. When he is on stage he looks around to see if all the musicians are ready to go with him. He starts his presentation by counting one, two, three, four. Music comes out profusely and he then jumps into the well set tune. Such type of song is a treat to the ears. He is one such composer, who thinks sentimental song should not be sung slowly with accompanying music almost nil. His “Nugshiba Hooni” was sung to the pulsating beat of tabla and accompanying music blaring loud. Music organ players reflect their upbeat mood when they see Khuna Joykumar around them on stage. “Sibu thoina haraobabau leibara” composed by him, which is sung to the beat of dholop in the film Ingallei is purely original and it reveals intrinsic beauty of Manipuri song. Such a great man, such a big singer, actor and composer all combined died penniless. That is sad. Shumang leela Ishei singers say, Khun Joykumar does not take much time in composing songs. They rush to him whenever a new production is launched. The songs composed by him are in demand and he composes song after grasping the theme and situation of the play. Wonderful thing about this great man is that when he was too young he had composed songs for the singers senior to him. He was a big soul. If a singer starts singing his song as his own he will stop singing the same song. He has given it to him without telling. He was a wizard in his own field. It will be difficult to trace a song, sung or composed by him, that is boring. All are sweet to hear. Forever Joykumar will remain forever. All his songs will remain green forever. Unfortunately he was not an approved singer of the AIR Imphal. When he was asked to sit for audition he refused to do so. A great singer requires no test. He had passed away. It will be difficult to fill up the vacuum caused by his death. Let him rest in peace.

New Delhi, Nov 3 : A group of 23 students and two teachers from Tamenglong and Senapati Districts called on the President today . They were in Delhi as part of a national integration programme organized by the Assam Rifles.
Addressing the students the President praised the rich cultural heritage of Manipur as well as its gentle and patriotic people. He recalled that Manipur had become independent before the rest of India and part of Moreh and adjoining areas had been liberated by the INA under Netaji Subhas Chandra Bose.
He complimented Assam Rifles for their initiative to bring the children to Delhi and called upon the children to discover how India is transforming itself in the contemporary period. He said Manipur has made rich contributions to the rest of India in the field of culture as well as sports

AIZAWL, Nov 4 NNN: Young Mizo Association (YMA) has reiterated its stance to fight any force that attempts to divide the Mizo society and the Mizoram state on ethnic lines.
R Lalngheta who is the treasurer of the Central YMA said that fragmentation of Mizo society and Mizoram state in the line of ethnicity will not be tolerated.
YMA is the largest and the most influential non-governmental organisation in Mizoram and the Mizo society.
It is worthwhile to note here that the issue of Mizo integration was vocally pronounced last month during the YMA’s general conference. In late October, the YMA had re-affirmed that it would thwart any element that is a threat to the Mizo unity and integration.
This year’s YMA general conference which was held from October 23 had decided that its theme for the next one year wil be “Safeguarding the land and the nation.” This theme was the repeat of the previous year. Every year YMA hold its general conference and a theme of the out for the coming year is coined.
Gracing the occasion, chief minister of Mizoram Lal Thanhawla had lauded the YMA saying the outfit is the most suited one for the Mizo society. “It is most suited that we have YMA which is typical of the Mizo nature. It is a much valued NGO by other communities also. It gives integration to the Mizos, for which YMA is very important and respectful”, Lal Thanhawla had commented.
In his speech, Lal Thanhawla had said to protect ones land and nation, the foremost thing a person needs to do is to protect himself from all evils such as the use of intoxicants and shuns anything that questions morality. “We need to take active steps in preserving the flora and fauna, and in order to execute such tasks, we need to abstain from all kinds of intoxication,” the Mizoram chief minister exhorted. Lalthanhawla also stressed on the skill development and quality education and invites the youths to be industrious in the field where they are good at and to work laboriously and with sincerity”, said Lal Thanhawla while citing that other communities are more advanced than the Mizos in terms of industry and manual labour. “Other Zo tribes outside the state also regarded Mizoram as their home and the ‘supreme house’. So, we need to have a broad mind regarding this,” he advised while adding, “We have to fight back courageously to those who attempt to destroy the integrity of the Mizos in Mizoram, and this is truly what is meant by ‘protecting the land and its people.’”
Meanwhile, the resolutions taken in the last month’s conference were to fight against any move which threatens the Mizo integration; cleanliness drive to cover the whole state; proper supervision of all village level development works for creation of durable assets for the society; non issue of birth certificates to the foreign nationals; new initiatives for prevention of human trafficking and steps for preparation of error free Electoral Rolls.

Imphal, Nov 4 : The United Committee Manipur (UCM) today submitted a memorandum to Prime Minister Dr Manmohan Singh regarding ongoing talks between the Government of India and NSCN (IM).
The UCM demanded “a white paper on the 15 year long peace process between the government and the NSCN (IM) in the true spirit of the Indian Democracy so that the people of Manipur are not kept in complete darkness before sacrificing Manipur at the altar of peace.”
Y Nabachandra, President UCM said the Government will be held fully responsible for total alienation of the people of Manipur from the Indian mainland if the government disturbs the territorial integrity of Manipur or disturb the peaceful harmonious relations between the different communities settled in Manipur.
He reiterated the stand of the UCM that people of Manipur will demand pre merger status if the government disturbs the political structure of Manipur. The PM was reminded of the historical background of Manipur, her international treaties with the then British India Government and Burma (Myanmar) and that Manipur was recognized as a sovereign power more than 2000 years ago.
He informed that Manipur was conquered by the British India Government on 27th of April, 1891 after Anglo- Manipuri War of 1891. Manipur regained her sovereignty after the lapse of British Paramountcy on 14th of August, 1947 and Manipur had a popular government after a general election held in 1948 under the Manipur Constitution Act, 1947.
Manipur King Bodhachandra was forced to sign a prepared Merger Agreement under duress and coercion and hence, Manipur became a Part-C State within the Dominion of India from 15 Oct 1949. Since time immemorial, all the ethnic communities of Manipur have been living together peacefully and harmoniously he added.
Central leaders should not resort to double talks on the issue he said. They sing tones in Manipur and Nagaland he alleged.
Succeeding Prime Ministers and Home Ministers including Prime Minister Dr Manmohan Singh had assured that Manipur’s boundary and integrity will not be disturbed. It was further reminded that Manipur State Assembly took several resolutions to protect territorial integrity of Manipur. The people of Manipur will never compromise with the territorial integrity of Manipur besides the democratic functioning of the state of Manipur just to appease the NSCN (IM) it was stated.
He further reminded of the folly of the government of India in 2001 when the truce with the NSCN(IM) was extended beyond Nagaland. There was a massive uprising in June which could not be controlled until the decision was withdrawn. He said the uprising will be more than that of the 2001 incident however he refused to divulge the plan of the UCM. He said UCM and the people of Manipur want peace in Nagaland and other neighbouring states but it should not at the cost of the people of Manipur and other neighbouring states.
The UCM is prepared to hold talks with all organisations and stakeholders in the state to solve any problem he said. The UCM has been urging the government to provide more funds to the hill areas and it supports support of more than 70 percent of the fund he added.
UCM president Yumnam Nabachandra said even if the territorial integrity of Manipur is not affected anything that may be a negative factor for the relationship of the various communities of Manipur will be thwarted by the UCM when an agreement is inked between New Delhi and the NSCN-IM.

Imphal, Nov 4 : Mid Day Meal scheme, the national flagship programme being implemented in schools across the country, is reported to be in full swing in Ukhrul district of Manipur excepting few schools in far-flung and border areas.
“In the context of Ukhrul district most of all schools have known the importance and its value of MDM (Mid Day Meal). All the schools are implementing MDM satisfactorily,” according to reports from Zonal Education Office (ZEO) of Ukhrul. The statement was officially made by Comfort Duidang, deputy inspector, ZEO Ukhrul in an address on “Mid-Day Meal” on the concluding day of Bharat Nirman Campaign on Saturday.
He however admitted that effective implementation of MDM is not certain far-flung villages while also hinting at schools in border areas.
In Ukhrul, it is said that the food grains were distributed through the Sub-Divisional Officers of five blocks under the supervision of deputy commissioner. Altogether, a number of 282 government schools are availing the benefits of MDM in the district.
He informed that the delivery of food grains to all the schools will be completed by November 15 and the third quarter of it will be distributed this time. “…it is the duty of respective headmaster/headmistress to serve hot cooked meal to the going children,” said the official.
For the various schools in the district, the allocation of food grains to primary schools is 1102.12 quintals in first quarter, 1339.80 in second quarter and 701.00 in third quarter. On the other hand, the allocation of food grains to upper schools is 324.90 in first quarter, 394.90 in second quarter and 170.75 in third quarter.
Amidst the confounded raging issues of implementing quality education in the District by eliminating the unwanted practices of sub letting teachers, the efforts undertaken by SSA and hopefully to be achieved by the end of this year, Ukhrul also boast of the being the first District in Manipur to have SSA consultant.
Considering the need of having Consultant in the District to sensitize the many ills plaguing education sector in the District a twelve member team headed by a Consultant was constituted this year. The Consultant team since its inception has able to streamline many teachers and students towards the national objective of Sarva Shiksha Abhyan in the District remarks the District Program Manager(DPM) Ringshan Shaiza while speaking as resource person on the implementation of SSA in Ukhrul District at the concluding of Bharat Nirman campaign in Ukhrul. The Consultant team has visited more than fifty percent of schools in the District to take stock of the facilities provided by SSA viz. uniforms, writing material etc. At the same time they are checking the presence of sub letting teachers in government schools.
Elaborating the achievement of SSA in Ukhrul District the DPM said that Ukhrul District has make remarkable achievement in the field of Girls education, Community Mobilization, Residential Bride Course and Civil works. The DPM however regretted on the inability to implement research and Monitoring works and Distance education for teachers due to certain technical difficulties in the District.
Right To Information is not what to be given by the government but what we have to use. It is us which we have to use as a tool for the betterment of our country. This remark is given by Micheal Zimik, the Assistant Public Prosecutor (APP), in his topical presentation on Right To Information(RTI) Act on the third day of Bharat Nirman campaign at Ukhrul.
The Asst. Public Prosecutor (APP) while elaborating on RTI said that government of India implemented RTI Act 2005 to provide for setting out practical regime of right to information for citizen. Under the provisions of the Act, any citizen may request information from a “public authority” a body of Government or “instrumentality of State” which is required to reply expeditiously or within thirty days. The Act also requires every public authority to computerize their records for wide dissemination and to pro-actively publish certain categories of information so that the citizens need minimum recourse to request for information formally.
This law was passed by Parliament on 15 June 2005 and came fully into force on 12 October 2005. Information disclosure in India was hitherto restricted by the Official Secret Act 1923 and various other special laws, but with the inception of RTI it has now been relaxes.
The APP however made it clear that matters on sovereignty and integrity of India and national security does not come under the preview of RTI Act.
To inculcate the concept of RTI for better realization of the people the APP said that in every government office there is Information Officer which has a mandatory role to response to the people’s queries. Recalcitrant officers who failed to response the query within 30 days are liable to a fine of upto Rs.25, 000, he added.
On the process of using RTI to get information, the APP said that one has to use proper format with a fee of Rs.10. He however made it clear that no fee is applicable to Below Poverty Line (BPL) families provided the BPL number is indicated in the information application format.
