MNS:- Installation of Global Positioning System (GPS) sets had been taken up for implementation in 11th Five Year Plan on pilot basis in States of Tamil Nadu and Chhattisgarh for tracking the movement of vehicles transporting Targeted Public Distribution System (TPDS) commodities. This information was given by the Minister of State (IC) for Consumer Affairs, Food & Public Distribution Prof. K.V.Thomas in a written reply in the Lok Sabha today.
The Minister said that State Government of Tamil Nadu, who have implemented the scheme in two districts, have reported that it has helped in the quantities of foodgrains allotted from Food Corporation of India (FCI) to the intended godowns reaching without diversion; created moral fear among those involved in transportation of PDS items; enabled tracking the movement of vehicles carrying PDS items at short notice and avoided delays in transportation. State Government of Chhattisgarh has intimated that after installation of GPS sets in trucks transporting TPDS commodities, they are reaching their destination properly and no irregularities have since been found.
Prof. Thomas said that in view of the feedback received from these State Governments, it has been decided to extend this scheme to all the States/UTs. This Department had taken up a pilot scheme on Computerization of TPDS Operations to be implemented in 3 districts of 4 States i.e. Andhra Pradesh, Assam, Chhattisgarh and Delhi. As reported by these States, digitization of databases and computerization of supply- chain management have been completed in Delhi and Chhattisgarh. In Andhra Pradesh, entire ration card database has been digitized and supply-chain computerization is in progress.
In the State of Assam, work of digitization of databases is being undertaken. Another scheme for Smart Card based delivery of essential commodities is being undertaken on pilot basis in Chandigarh UT and Haryana. In the State of Haryana, the project has been implemented in 4 blocks whereas in Chandigarh UT, it has been completed in 13 Fair Price Shops (FPS). These pilot schemes are proposed to be subsumed under the Plan Scheme on End-to-end Computerization of TPDS Operations, which is being implemented in all States/UTs.

DIMAPUR, Nov 28 NNN: The Zeliangrong Students Union, Delhi (ZSUD) and the Zeliangrong Welfare Association Delhi (ZWAD) have said the early completion of the Tousem-Haflong road will heap a great relief to the villagers in the area. The two organisations then appealed all concerns to render their yeomen services to the ongoing work in the Tousem-Haflong road.
ZSUD and ZWAD then said the ongoing Tousem-Haflong Road construction is a highly commendable effort of Tousem people who have been yearning for a motorable road to connect their villages with the outside world for a long time. Voluntary funding by well-wishers and the decision of the poor villagers to render their labour free of cost towards the project is a reflection of the beautiful interface of humanity and the irrefutable resilience of the underprivileged locals, they added. “An agrarian community prioritizing manual road construction to their agricultural livelihood to help in finishing the construction of the road before Christmas 2012 is one of the biggest sacrifices one can ask. Even more laudable is the able leadership provided by Mr. Armstrong Pame, IAS (SDO, Taosem, Tamenglong, Manipur) in overseeing the raising of funds and the logistics of labour and the constructions machinery. Untold hardships of the people of Tousem have largely fueled this campaign mode venture to bring forth the fruits of development,” the ZSUD and ZWAD stated.
According to the two Delhi based Zeliangrong organisations, undertaking such a monumental public undertaking to construct a road in the conflict ridden hills without the help of the government has many challenges. Shortage of fund, technical experts, labours and medical care are some of the pressing issues challenging this venture. “However, we are of the strong opinion that notwithstanding the above issues and challenges the road construction will surely see the completion by the due date, i.e. December 15, 2012. But this noble plan and aspirations of the people would not materialize if the local people do not extend their support and cooperation,” the ZSUD and ZWAD stated.
“Therefore, ZWAD and ZSUD ardently appeal to all concern: the people of Tamenglong, Zeliangrong civil society, Naga civil society and the Naga ‘National Workers’ to also kindly extend their help whether in cash or kind and moral support in realizing the early completion of this noble effort so that Tamenglong and its people can move out from the tag of the most backward district. Further we also appeal to all the Naga Organizations to refrain from imposing any kind of tax,” they stated.
Early completion of this road will definitely give the people better access to healthcare, education, trade and commerce which the people have been missing for a long time and go a long way in accelerating economic development of the region. We extend our sincere wishes and success to all the people involved in this noble venture, the two Delhi based Zeliangrong students’ bodies said today.

Eche Sharmila, it has been twelve long years of fasting. It needs a lot of selfless dedication to the cause. However, it is time you did some introspection as to why you have not succeeded and will probably never succeed on your own. Is it the emptiness? Or, the incoherence? As many learned members of the society have already pointed out, we need to look at the problem as a whole. It would be futile to concentrate mind and energy—let alone life–to a single aspect of the problem. Terrorism and AFSPA have to be viewed together. There should be no mistake about it. Unfortunately Eche, you do not appear to have ever spared a thought on terror syndicates that many, including myself, feel have incarcerated the state much like the way an untreated cancer does to the human body.
