Imphal, Nov 29 : Manipur (India B) has won the coveted trophy of the 6th Manipur Polo International tournament. In a thrilling final played here today at the Imphal Polo ground Manipur (India B) defeated and IPA (India A) 15-5.
The IPA team started the game with a goal in the very first minute but could not match the skill of the Manipur team who with eased passed the ball into the goal. Manipur players delighted the packed stadium with amazing horsemanship and displayed their skill by scoring at will.
The semi final matches were played yesterday and in the first match Manipur defeated Thailand 9-1. In the second semi final match IPA ( India A) team defeated England 5-3.
Manipur Governor handed over the trophy to the Manipur team and declared the tournament close. A thrilling Pana Kangjei (Manipur polo style) exhibition match participated by Manipur players and four foreign teams, France, England, Germany and Thailand was also played.
The 6th Manipur Polo International 2012 was held as part of the Manipur Sangai festival 2012.
Social Welfare minister AK Mirabai, Agriculture minister Md Abdul Nasir, Parliamentary Secretary Youth Affairs and Sports M Prithiviraj also attended the function.
A souvenir of the 6th Manipur Polo International 2012 was later released by Governor Gurbachan at the event.
Six teams including England, France, Germany, Thailand, India-A (IPA) and India-B (Manipur) took part in the tournament.
Thanking the Manipur Horse Riding and Polo Association, Manipur for organizing the tournament, Nicholas Colquhoun-Denvers, Chairman, Hurlingham Polo Association, England announced that the Englsih polo association would generously donate Rs 2 lakh to the Manipuri polo association.
The Polo tournament was organsied under the theme: “Manipur Gave the World, the Game of Polo: Let Us Save Manipuri Polo, the Original Polo Pony.” The international event was first held in the year 1991 at the Mapal Kangjeibung.

IMPHAL, Nov 29: Resignation of Agricultural Md Nasir has been sought by former opposition leader O Joy today at a press meet held at MPP Conference Hall today.
He also strongly condemned the incident of assault of a youth Congress member Alam Azad on November 26 at the Sangai Festival inside food stall number 58 at around 7 pm allegedly by minister Nasir.
Joy said that he has met the Governor Gurbachan Jagat at around 11 am today at the latter’s office chamber to demand withdrawal of the minister from his post. The Governor gave a positive response and told him to submit a written letter.
He wondered why no action has been pursued against the minister despite violation of the law by committing violence where as the Indian Panel Court (IPC) gives provision for prosecution and subsequent punishment. O Joy wondered as to why police have not registered any case against Nasir when he has violated the laws.

Senapati, Nov 29 NNN : The Naga People’s Organization (NPO) has joined other Naga civil organizations in Manipur to voice against the Kuki State Demand Committee (KSDC) projected map.
The apex Naga body of Senapati district has termed the claim of the KSDC as ‘unacceptable and fabricated’. The NPO has asked the Kuki organization to immediately withdraw the map to prevent confusing among the general public. “Defining and demarcating its boundary without any historical fact are disturbing and provoking. Moreover, claiming its rights over the land which are within the ownership of the Nagas is all the more resenting and immature from the part of the KSDC. Therefore, it is advised that, the KSDC ceases to project all artificial claims for public interest and communal harmony,” the NPO advises. “The Nagas in Senapati district since time immemorial have been defending its ancestral identity, land and resources, it will continue to do so if asked for”, it asserted. While respecting the genuine aspirations and movement of KSDC for a separate administration, it should be clear to all, that the Nagas will not part any inch of its ancestral land. Making tall claims without any ownership and historical base will only hamper the pursue for peaceful co-existence of different communities. The NPO advised the KSDC to be instead aware of anti-tribal forces within the State government that seek to jeopardize the peaceful movement of resolving tribal issues in Manipur.
Hitting out at organisations based in the valley the NPO said that commenting on the Nagas and Kukis movements through ethnic lines and past records, such organizations have been instrumental only in inciting communal tension rather than bridging the gap between the difference of tribals and the State Government. The NPO endorses the decision of the UNC for Alternative Arrangement through a peaceful parting with the majority community. It has become inevitable and imminent, it added and said that harmony among the brothers can be achieved with.
“Moreover, the step-motherly attitude of the State Government towards the tribal movement is obvious and visible by past and recent policies in the form of endorsing the communal voice of the valley based organizations which claims to defend the integrity of the state while the tribals are neglected, discriminated and repressed everyday,” the NPO said.

DIMAPUR, Nov 29: “The Joint Legislature Forum (JLF) has resolved to pave way by resigning from their present positions, in the event of an honourable and acceptable solution but that does not mean that we should resign before the solution comes. Such a scenario will create a crisis and has the possibility of bringing about imposition of President’s rule. Nagas have greatly suffered whenever President’s rule was imposed.”
JLF is floated by 60 Nagaland legislative assembly to push for the early Naga solution.
This was stated by Nagaland chief minister Neiphiu Rio in the 7th General Conference (Convention) of the Naga People’s Front held in Dimapur Stadium today.
Both Neiphiu Rio and NPF president ‘Shurhozelie Liezietsu said today’s NPF convention was crucial one because “this may be the last general convention before a solution to the protracted Indo-Naga political problem is brought about.” However, both the leaders alerted the gathering to be ready for election saying that if no solution is arrived at before the assembly election date is due, “we should be ready to face it.”
About ten thousand NPF members from Manipur, Assam, Arunachal Pradesh and from all the districts of Nagaland participated in today’s convention.
“To go to Heaven, Jesus Christ is the only way while to do anything on earth we have to go through politics,” asserted Neiphiu Rio and said that NPF is a party floated so that Nagas from all nook and corners will share a common political platform to assert their rights. “If we cannot integrate ourselves physically today, emotional and political integration are possibly and here NPF is the right platform,” the Naga chief minister added. “We are spending our energy and resources in Manipur, Arunachal Pradesh and Assam for our future,” further asserted Neiphiu Rio. “The Naga people have been struggling for decades in our search for lasting peace. We desire to live together as a people as we are all members of the same family. Our adversaries had divided and placed us in four Indian states and in two countries—India and Myanmar,” the chief minister stated. Rio then said that Nagas wherever they are, their culture, identity and food habit are the same. “Because we are one people—the Naga people,” Neiphiu Rio added.
Rio then expressed optimism that the NPF will open its account in Arunachal Pradesh in the next assembly election.
NPF chief Dr Shurhozielie said in his presidential speech,” In the event of a political settlement arrived at, we will not stand on the way but pave the way by stepping down from our position to allow any alternative arrangement to come and stay any day, any hour.” “For any eventuality let us, therefore, make the best use of this convention to remind ourselves of our political stand, our policies and principles and also bring better understanding among our rank and file so that all of us can remain firm to hold our fort,” alerted the NPF chief.
NPF leaders from Arunachal Pradesh, Manipur and elsewhere spoke on the occasion. Four NPF MLAs from Manipur attended the convention along with large number of their workers.

IMPHAL, Nov 29: A one-day international conference on the theme, ‘Thailand and North East India: Issues on Sustainable Development,’ has been held at Manipur University MIMS Hall, Canchipur with the aim of generating ideas on sustainable development and strengthen social, cultural and economic ties between Thailand and North East so that areas of common interest could be explored and understood.
13 members from Thailand participated in the conference which was jointly organized by Surindra Rajabhat University of Thailand and Manipur University, Canchipur.
Dr Achra Phanurat, President of Surin International Folklore Foundation, Surindra Rajabhat University of Thailand graced the occasion as the Chief Guest while Professor H Nandakumar Sarma, Vice Chancellor of Manipur University was the President of the function.
Dr Achara Phanurat highlighted Surin as a small state in the border of Thailand like Manipur which lies at the border of India and added that people of both places shared similar looks and interest too.
He expressed his keen desire to seriously do research work in the field of cultural exchange, trade and commerce linkage, geographical explorations and many other aspects between the two regions. He remarked the hospitality and welcoming attitude of the state as a good sign.
Commenting that monks and traditional practitioner of health and teachers are taking immense role in creating dynamic for peace in the border of Thailand and Cambodia, he expressed his hope of creating such ambience in the case of Manipur and Thailand.
H Nandakumar said that linkage of the two regions will enrich sharing of culture and trades and described the day’s programme as the beginning to a promising future adding that .a course on Thai language has found many students that have prompted to introduce a diploma course next year.He said that transport and communication being the force for development, geographical exclusion of Manipur hill’s rich horticultural products find no proper market and termed it as ‘Prisoners of Geography’.
He further pointed out that without knowing the sentiments, needs and peripheral of an area, there won’t be actual development and added that planners in New Delhi do not know the actual scenario. Planning should be realistic, he said.
He also pointed out the need for modern technologies and adaptation of indigenous knowledge to follow a harmonious blend that would finally culminate in creating sustainable development in South East Asia.

IMPHAL, Nov 29: The United People’s Front (UPF), a civil body in Manipur on Thursday said it has been secretly revealed to some international organisations supporting NSCN-IM leader Th Muivah and the pro-Indian media that the Government of India has tentatively planned to offer two self-governing councils for the Nagas to bring a solution to the vexed Naga political issue.
“The Government of India is attempting to incite communal violence among the indigenous ethnic communities in Manipur”, Kh Suranjoy, general secretary of UPF alleged while addressing a one-day discussion on the theme: “Human rights and Conflict Situation in Manipur”, organized by UPF at the Manipur Press Club, Imphal.
Disclosing that the Government of India is trying to solve the ongoing peace process between the Government and NSCN-M by March 2013, Suranjoy said two self-regulating administrative bodies that will govern the culture, customary law and development of the Nagas would be set up in Manipur in the efforts of the Government to end the Naga political problem.
The Government is also planning to set up one such council or pan Naga council each in Assam and Arunachal Pradesh, he said adding this came to light from some international organizations which support the NSCN-IM leader Th Muivah and other sources from the pro-Indian media.
According to the sources, the same administrative bodies would be based in Nagaland, he informed adding the Manipur Government is not likely to authorize to interfere in the two councils in any way. However, the councils are likely to give the rights to directly utilize development funds in their own ways, he added.
It is quite difficult to envisage the impact of the pan Naga council that might have upon all the other Naga movements and the insurgent movements for self-determination in the Northeast, Suranjoy said.
The 15-year-old political dialogue between the Government of India and NSCN-IM just cannot be negotiated covertly but everything on the proposed change and aspects of the dialogue process should be made known clearly to the people, he demanded.
“However, I think the present policy of the Government of India is entirely aims at inciting communal violence among the ethnic groups,” he alleged.
It is equally important to clear among the Governments of Manipur and India and indigenous people of the state in a democratic way about the integration questions of both the Nagas and the Kukis, he suggested.
Social scientist Dr Dhanbir Laishram moderated the deliberation. Advocate Gunadhor, Human Rights activist, RK Bobichand, director, Change and Peace Building Action, advocate Angomcha Araba, chief administrator, Life Watch, Jinine Laishramcha, convenor, North-East Human Rights Defenders Committee and BM Yaima, president, UPF attended the discourse as resource persons. Representatives of different civil societies were also present at the discussion.
Considering the prevalent issues and challenges in the state of Manipur, the deliberation recommended six confidence building measures. Firstly, Repeal Armed Forces (Special Powers) Act, 1958, and bring an end to the other devices of legislation that would not help in process of conflict resolution and positive peace endeavor namely National Investigation Agency (NIA), National Security Act (NSA), Unlawful Activities (Prevention) Act (UAPA), etc.
Secondly, start the process of demilitarization in Manipur by withdrawing military forces. Thirdly, Extend proper and fair accomplishment of justice to the political prisoners by taking into account of the international legal instruments and undo the secret detention complication.
Fourthly, Encourage judicial activities and effective and independent inquiries for the human rights incidents in order to deliver justice to the victims and their families.
Fifthly, Exercise the favourable mechanisms and encourage the armed organizations, civil societies, the communities towards the maintenance of the communal harmony and a peaceful atmosphere of Manipur and Northeast.
Lastly, Alternative Political Arrangement for the Indo-Naga talk should be debated and consensus of the people in Manipur, Assam, Arunachal Pradesh, Nagaland should be consulted and respected.

It is said that data is the new raw material of business; it is the new oil which fuels the business and livelihood on this planet. Technological progress and globalization have profoundly changed the way our data is collected, accessed and used. “Data is a precious thing and will last longer than the systems themselves,” say Tim Berners-Lee.
As we know that India- EU relations go back to the early 1960s. India was among the first countries to establish diplomatic relations with the (then) European Economic Community (EEC). India-EU relations have grown exponentially from what used to be mostly a trade and economic issues driven relationship to one covering all areas of interaction. The two sides have agreed on a Strategic Partnership and adopted a Joint Action Plan. Today, EU is one of our largest trading partners, and an important source of technology and home to a large and influential Diaspora. While trade and investment still continue to be an important aspect of our bilateral relationship, the relations stand qualitatively transformed as signified by our bilateral efforts to develop common approaches to addressing new and emerging challenges.
On 25th January 2012, the European Commission proposed a comprehensive reform of the EU’s 1995 data protection rules to strengthen online privacy rights and boost Europe’s digital economy. The 27 EU Member States have implemented the 1995 rules differently, resulting in divergences in enforcement. A single law will do away with the current fragmentation and costly administrative burdens, leading to savings for businesses of around €2.3 billion a year. The initiative will help reinforce consumer confidence in online services, providing a much needed boost to growth, jobs and innovation in Europe.
India stated facing problems dealing with the multiplicity of laws and getting its human resources into overseas to work especially in Euro zone. India is perceived as service economy. The high growth rate achieved by the Indian economy over the last decade has much to owe to the growth of services sector in the country. The services sector contributes around 30% of India’s total trade, around 40% to exports, and 25% of our imports. It accounts for more than 50% of FDI into the country. Internationally, India has registered the highest growth rate of service exports in recent years, averaging around 27% during 2000-08 as against the world average of 14%.
In light of the above mentioned strengths we have positioned ourselves as a ‘demanders’ in Services negotiations at the WTO as well as in the bilateral FTA negotiations. The objective behind these negotiations is to secure maximum and effective market access for our services exports. Based on our comparative advantage our critical requests in the services areas have focused on getting meaningful commitments in Cross Border Supply (Mode 1) and Movement of Natural Persons (Mode 4). One of the areas of crucial interest to India is development of disciplines in Domestic Regulations involving qualifications and licensing requirements and procedures, without which Mode 4 access gets severely impeded.
In November 2012 a bilateral meeting with the European Commissioner for Taxation and Customs Union, Audit and Anti-Fraud Mr. Algirdas Semeta, the Union Minister for Commerce, Industry & Textiles Shri Anand Sharma, highlighted the need for an early conclusion of ambitious and balanced Bilateral Trade and Investment Agreement (BTIA) between India and EU. Shri Sharma stressed the agreement needs to be balanced and should address areas of core interest to India such as services through Mode 1 and Mode 4, agricultural market access and disciplining of Sanitary and Phyto-sanitary (SPS) and Technical Barriers to Trade (TBT) for translating concessions into effective market access. He said that this is important both in terms of optics as well as for obtaining the requisite balance in the India-EU BTIA.
Sharma emphasized that in mode-1, India would need to be declared as data secure in order to provide access. The European Union is in the process of undertaking a study to assess whether India’s laws meet the EU directive. “It is our clear analysis that our existing law does meet the required EU standards. We would urge that this issue is sorted out quickly and necessary comfort in declaring India data secure in overall sense needs to be given as almost all the major Fortune -500 companies have trusted India with their critical data”, said Shri Sharma.
With a number of recent reform measures in India, which includes, opening of multi-brand retail trading sector to foreign investors; introducing flexibility in conditions for FDI in single brand product retail trading; allowing FDI in power exchanges; increasing the limit of FDI in Broadcasting sector; allowing FDI through foreign airlines in Civil Aviation sector, Shri Sharma emphasized India’s attractiveness as investment destination in a whole range of sectors from infrastructure to food processing, renewable energy, clean technology, bio-technology, health care, among others. He also highlighted that EU being a union of over 20 countries has strengths in almost all areas in which India needs investment. “Many countries of the EU are particularly strong in state-of-art technology development including green and clean technology for manufacturing industry. Although, the EU accounts for close to 50% of the technical collaborations approved but there is scope for enhancing technology transfer in a range of manufacturing activities,” Shri Sharma, added.
The cumulative FDI inflows from EU to India are around USD 44.31 billion (April 2000 to July 2012), while on the other hand, the Indian direct investments in EU are of the order of about USD 20 billion (April 2004 –October 2009). It should also be noted that the FDI inflows from April 2011- March 2012, which stood at USD 46.8 billion, showed an increase of around 35 per cent over the last year.
The Minister also expressed happiness at the growing bilateral relations with the European Union, which is bound by common values based on a commitment to democracy, individual rights and sustainable development. While in 2010, the total trade between India and EU was USD 83.372 billion, it rose to to USD 110.268 billion in 2011. During January-September 2012 the bilateral trade stood at USD 76.511 billion.
Generating data to secure regulatory approval in sectors, such as pharmaceuticals and agricultural chemicals in which product safety and efficacy is paramount, has become ever more extensive and expensive. There is thus a need to provide an incentive to undertake such data-generation efforts by protecting the investment in them against free riding. Article 39.3 of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) recognizes as an intellectual property right the need for such protection in those sectors. This chapter discusses how certain jurisdictions, and in particular the European Community, have implemented the TRIPS requirement involving regulatory data protection regimes. Such protection is not provided by the patent system, which instead protects invention.
As the world stand on the cusp of financial recovery it is an opportunity to build upon and maximize our potential as an important economic power. The recent changes in the global economic landscape shows the epicenter of growth has finally moved to our time zone. India resource and size and its demographic profile, sets a strong stage for advantage in service sector which indeed is crucially linked to development. Times are changing fast and the world is looking forward to us to play an active role of a financial life boat in this globally turning economic paradigm. A strong skilled work force and people to people partnership can take India to the position which has been due since long time.
