IMPHAL, May 4: The Naga Women’s Union has in a press release strongly condemned the violent attack on the villagers of Silent Khul by the Seijang villagers on May 3.

The attackers ordering households  including women and children to come out of their houses, dismantling and torching houses, and apart from setting ablaze houses taking even the livestock is very inhuman and condemnable, it added.

The NWU has appealed to the state government for immediate relief to the affected villagers and to take suitable measures to prevent escalation of the situation and to ensure security to the villagers of Silent village. “We urge Seijang village not to repeat such an act in the future and further appeal to both the villages of Seijang and Silent to resolve the matter amicably through negotiation,” the release said.

The Publicity Wing of the United Naga Council has also condemned the attack on Silent Khul in a press release which also alleged that despite the nearest police station (Lamlai) being a few kilometres away from the place of incident, police arrived only at 1 pm even though they were informed around 11.00 am.

“We condemn these dastardly acts of violence upon the villagers of Silent Village that has been carried out on communal lines,” it said. 

The release has also appealed to all the general public, church bodies and the civil society organisations to generously contribute in cash or in kind towards relief for the villagers of Silent village.

The Tangkhul Katamnao Long, Delhi (TKLD) has in a press release condemned the assault on Silent  Village. “We deplore such wanton acts of violence which have inflicted immense sufferings to the people of Silent Village. We demand that the perpetrators of the unjustifiable act of burning granaries, destroying the resources of livelihood and for the outrageous act of rendering thousand homeless be book and brought to justice,” the press statement said. It added that to avoid further fallout between communities, the Centre and Government of Manipur should ensure safety of the traumatized citizens and address the immediate requirements of the victims.

IMPHAL, May 4: The functioning of the District Transport Office, Imphal West was paralyzed today due to the malfunctioning of the office computers.

The file processing of transport related works were also reportedly halted following the technical glitz.

People who came to apply for driving license today were also denied by the officials due to the malfunctioning of the computers with cyber link failure being cited as the cause of the failure.

Visitors at the office speaking with this IFP reporter expressed disappointment saying that the officials cared only in collecting tax and are not visitor friendly.

The visitors who came seeking the completion of their paper work also pointed out lack of toilet, waiting room or shed at the office premises.      

A staff of the office who does not want to be named expressed his want to have a toilet and waiting room or shed.

“It is quit embarrassing not to have a toilet at an office,” the staff said.

IMPHAL, May 4: Bomb experts of 27 AR safely disposed off an improvised explosive device (IED) weighing about 2 kg planted on the road stretch between Kakching Lamkhai and Khunou Tabi Ching along the Imphal-Moreh road under Thoubal district at around 7.55 a.m.

According to the police source, some children who are cowherds of Sora village came across the bomb and it was reported to the police.

Meanwhile, a press release from the PRO, IGAR (S) said that a remote controlled IED weighing approx 5kg was recovered by 27 Assam Rifles near Soura village on NH-102 at 6:30 pm on 03 May 2013. The release said that the IED was subsequently destroyed the next day by a Bomb Disposal Squad.

The release added that the 27 AR reached Soura village after locals informed about the suspected IED which was recovered by the AR personnel.  Meanwhile, the locals of Soura village have condemned this shameful act and expressed their solidarity with Assam Rifles in its effort to bring normalcy in the area, the release added.

IMPHAL, May 4: A committee represented by various tribal leaders, NGOs and Civil Society Organizations has been set up to examine and revise the proposed revision of the Manipur (VA in Hill Areas) Act 1956 and the Manipur (Hill Areas) District Council Act 1971.

A statement issued by the All Tribal Chief’s Forum (ATCF), Manipur said that the Committee was set up in a consultative meeting convened on March and attended by various tribal leaders and resource persons. Meanwhile, the Government had recently formed an ‘Expert Committee’ for revision of the mentioned two Acts.

Subsequently, the ATCF intimated the State Government to include leaders/scholars who are well versed in tribal customary laws, traditional as well as cultural practices and land holding systems of the tribals of Manipur, in its Expert Committee. However, with no response from the Government so far, there was a need for formation of the Committee representing all tribes, it added.

Informing that the Committee will send its recommendation to the Government for reference, the ATCF expressed its apprehension that the Government`s proposal for introduction of Urban Planning/Development in the Hill districts under Panchayat systems may undermine the institution of chieftainship/Tribal Village Councils wherein the Chiefs/headmen are the custodians of the land use systems in the hill districts.

If the Government is so determined to uplift the backwardness of the hill districts tribals, it can enact laws and frame rules suitable for the development of the hill district other than Urban Development under Panchayat Systems, it said.   

The All Tribal Chief Forum has also strongly condemned the burning down of 36 houses of Silent Village by the villagers of Seijang by taking law into their own hands.In its statement, the Forum has warned that if the lawlessness, which is an act of cowardice and inhumanity is allowed to prevail in the state preventing the law of the land to take its own course, it will further aggravate the situation. The Forum has also condemned the bomb attack carried out at the residence of IFCD Minister Ngamthang Haokip and appealed to those responsible to refrain from committing such an act of crime in the future.

LAMKA, May 4: The effect of windstorm and shower of hailstones that ravaged many parts of Lamka in the last two days is still being felt with people still not coming to terms with the calamity.

Statistics available at the office of DC, CCpur shows that there are about 100 houses which  have been totally damaged while another 300 houses are reported as partially damaged in the Churachandpur sub-division alone.

The SDC attached to the CCPur DC office, Khaikhopau says that the administration is taking every possible care to address the issue. “As of now, two relief camps are being run by the government, one at PT Sport Complex and the other at SSPP residential school in New Lamka which is providing shelter to more than 30 families.” He added that the administration is closely monitoring the situation and the statistics is bound to be altered in a couple of day as far flung areas are not fully accounted as of now with regard to damages sustained.

Taking to the media at his office in Tuibuang, Langkhapau Guite, chairman CCpur ADC who is receiving reports from the BDO said that they are trying to utilize every possible and available means like the IAY schemes on a need basis  and added that he had instructed for monitoring rehabilitation.

Guite said that though the statistics of the far flung area are not accounted due to communication hurdle, Saikot area alone accounted for 250 damaged houses. He further added that Khominthang which has about 74 house has reported damages while 13  houses have been damaged at Misssion Veng Hiangtam Lamka.

At Singat area, Singat proper had 15 houses affected with two totally destroyed; Lungthul had  18 houses affected  including a community hall in Sezawl village; at Thanlon area, Suang pek had 7 houses damaged while Kotlian had 3 houses damaged; at Tipaimukh area, Senvon had 12 houses damaged with Parvachal accounting for 11 houses damaged; at Saiton area, 14 houses were damaged; at B Vengnom, 31 houses were damaged, including one church.

The Chairman added that there are five schools under the ADC CCpur that were damaged which are Seilal, Lhangzawl, Tuithapi, Thenmol and Sanglien JB School.

He continued that the causes of the schools collapse are partly man-made as most buildings are built without using iron bars.

Guite further appealed to all concerned that this practice, at least in the education institution should not be done.

Despite a disaster management body under the Govt. but the ADC Chairman candidly acknowledged that the help from Government came in too late in many cases as the procedural  practice of photo proof etc which is to be verified and forwarded by Village Council are still pending.

MLA `s of the area are also taking their part by supplying  rice to the victims.

Many MDCs are supplying roofing sheets to their constituent people notably the Hiangtam Lamka MDC who supplied more than 40 bundles.

IMPHAL, May 4: The final report of the adulteration test of the samples of Valley Strong Cement sent to the Manipur Institute of Technology (MIT) has showed that the cement quality is adulterated. The cement in question was brought by a Porompat shopkeeper from RP Traders at Silchar.

Informing this to media persons at its office today, Elangbam Johnson, President of the International Peace and Social Achievement (IPSA) said it ihad mposed a ban on the sale and purchase of Valley Strong Cement manufactured by the Barak Valley Cement Ltd on March 15, 2013 following a complaint.

After an understanding was brought with officials of the manufacturing company, the ban was revoked on March 19, 2013. The officials had agreed to invalidate dealership permanently and stop supplying the cement to RP Traders if the sample sent for test turns out to be adulterated, he added.

He continued that as per the IS8112-1989 standard of the Government of India, the level during the compressive strength test of the cement sample should not be less than 33N/mm2 after 168 hours. However, the final test report sent back to IPSA by MIT on April 25 last showed that the levels of the samples were 7N/mm2, 9N/mm2, 9.6N/mm2, 7.6N/mm2 and 8N/mm2.

The said sample test was done under Dr Suresh, HOD Civil Engineering Department MIT. IPSA had sent the final report to Mukesh Aggarwal, Group Vice President of Barak Valley Cement Ltd in April. Accordingly, an action taken report was sent from the company that the supply of cement to RP Traders has been stopped with immediate effect, Johnson said.

He also said, Valley Strong Cement will be available in the state from  June in a different colored bag inscribed with ‘only for sale in Manipur’. This will help in stopping sending of adulterated cement in the state, Johnson said.

IMPHAL, May 4: The instability and panic among the people is the result of politicalization, quota system, favouritism, corruption and not selection on merit basis in the recruitment of police personnel since a very long time. This was said by S Sumati, Secretary of the All Manipur Students’ Guardians’ Organization (AMSGO) in a press conference at its office today. Sumati expressed desire that moral education be included in the police training.

“The Government has been interested in police modernization and recruiting many personnel despite the issue of untimely payment of salaries. Police personnel have been involved in many crimes for they fail to think of their motherland but are trying to regain the money which they bribed, to get the job,” she maintained.

She continued that the police department does not enjoy the confidence of the people as persons with integrity, sincerity, spirit are not selected as Chair of the recruitment board since long.

Moreover, security personnel has been continuing to involve in many crimes and unwanted incidents in the name of insurgency and no right judgement has been delivered resulting in the rule by a dangerous law like that of a terrorist law, Sumati added.

She also said the dangerous laws spread by the persons who hold law in their hands should be eradicated from the soil of the state by the Home Minister by screening the police department.

It is only with proper governance that the state and its society will be brought, Sumati added.

IMPHAL, May 4: Mala Lisham, the Chairperson of the Child Welfare Committee of Thoubal district was fired upon by an unidentified male at Thoubal Haokha Maning Leikai at around 1 pm today. When contacted over the phone, Mala said that she was heading to office of the Deputy commissioner (DC) office Thoubal to attend a meeting driving her white Alto car (bearing registration number MN06-1042 when she came across a road pile up in the area of Lilong Ushoipokpi area with vehicles from Thoubal to Imphal side and vice versa being stranded on the road.

“I saw a white I-10 car (bearing registration number MN04-A7838) was taking a U-turn right in the middle of the road just in front of me,” Mala said while adding that she made the remark, “Why can`t you see where you are driving?” to the driver of the I-10 car.

She did not think much of the incident but drove on ahead of the said car but within minutes found that the white I-10 car had followed her at great speed. “The car made four efforts to block my way on the road by coming in front of my car but I realized I was in danger and went on driving. The man fired at me at Haokha Maning Leikai area,” Mala said.She would find later that the bullet hit the dicky of the Alto car she was driving and lodged into the right side of the rear car seat.

Following the firing and the car chase, Mala drove straight into the premises of the Thoubal district police station. “It was the only place I could think of,” she said.

An FIR no 85(5)2013 has been lodged at Thoubal police station under section 307/427/34 IPC and IPC (1c) of the Arms Act.

An IFP preliminary inquiry revealed that the white Alto car bearing registration number MN04-A7838 is registered under the name of one Sonia Alam, w/o Azad Alam of Yairipok Ningthi Manai.
