IMPHAL, May 17: The general manager of BSNL Manipur said the long standing disruption of mobile services along IT road (upto Tamei) was due to damage of optical fibre cable caused by state PWD in its own work and is likely to be restored completely only by the end of this month.

In a telephonic communiqué, the general manager said his department greatly appreciates the invaluable help extended by the Army’s Red Shield Division, in making rapid progress in the restoration work possible. He said Col. Pankaj Maggo, CO Signal Regiment of the division has been particularly generous in helping BSNL in its work in the difficult terrain.

IMPHAL, May 17: A mega free health camp was organized by Sky Hospital and Research Centre at its branch at Porompat near JNIMS gate from 9 am to 4 pm today on the occasion of World Hypertension Day . A total of 215 patients were given treatment  and medicines given free of cost.

In an interaction with Dr L Shyamkishore, Chairman Sky Hospital and Research Centre, he said world hypertension day is observed all over the globe on May 17. He pointed out that the theme this year is “Healthy heart with healthy blood pressure” and stated  that the day is being observed emphasizing that 20% of the world adult population has high BP and half of the patients do not have symptoms. “Hypertension is a silent killer and can cause heart attack, stroke, kidney disease etc. So prevention is better than cure,” he added.

25% of the people who have high BP can stop taking BP medication if they change their lifestyle. After doing healthy eating, regular exercise,decreasing the salt intake and alcohol consumption. BP medication can be stopped. One has to control it by doing regular check-ups, Dr Shyamkishore continued.

He also said the free health camp in connection with world hypertension day was being observed by the Hospital for the second time today.

IMPHAL, May 17: The Cultural Forum, Manipur has observed it 55th birth anniversary and felicitated its life members and national awardees and fellows at the  Lamyanba Shanglen at Palace Compound today.

During the occasion, a short story book titled “Ngamkheigi wangmada” by Budhichandra Heisnamba was released.  Nongthombam Mangi Devi and Dr Chongtham Jamini Devi who are both life members of the Cultural Forum were felicitated.

Elangbam Sonamani Singh, winner of Sahitya Academy Translation Prize; Aribam Shyam Sharma, National Film Award winner; Dr Jodhachandra Sanasam, Sahitya Academi Award winner; and Ratan Thiyam, Sangeet Natak Academy Fellow were felicitated with shawl and citation at the occasion.

Speaking at the observance, T Mangibabu Singh, MLA Thanga AC stressed that Manipuri literature should be nurtured by everyone.  Works of eminent writers of the state need to be translated, he added.

IMPHAL, May 17: A woman was hit by a truck in front of Imphal Hotel near North AOC around 12.30 pm today. The woman identified as Phuritsabam Sobita (36) of Thangmeiband Hijam Dewan Leikai died on the spot.
The incident happened when Sobita working as a staff nurse at City Hospital, Chingmeirong left from her duty for home along with Yurthing AS (30) who is married to her younger sister, on a kinetic Honda (MN 1H 0743). She was riding pillion.

A speeding Tata truck (MN 01 7661) hit the vehicle from behind and she fell down after which she was  run over by the rear tyre of the truck. Her brother in law who was driving sustained minor injury on his arms only. The driver of the truck fled from the scene after the incident. The dead body was later picked up by police.

LAMKA, May 17: Addressing a press meet, Maniram Sharma DC of Churachandpur said today that the obtaining of  Unique Identification Number (UID) or ADHAR  will be a very positive step for the people and help to avail of the benefits from the government.

He announced that there are six locations in the district where people can get their biometric recordd taken and added that even BPL card holders still need to get the ADHAR.

He continued that almost 33% of the total registration of ADHAR has been completed in the district and added that  the state govt directives is for the administration of CCpur to complete obtaining the biometric record by June 30.

The officer said that the need for the 12 digit UID is important for the people of CCpur because almost 90 percent of the families of the district are under BPL and they will need the card to avail their loan job cards and the Direct Benefit Transfer (DBT).

LAMKA, May 17: Cyclonic Storm Mahasen had a minor effect in Ccpur with people not turning up to the marketplace as usual, and several shops doing below  par business.Throughout the day,  the weather fluctuated between sunshine and clouds.

The DC of  CCpur Maniram Sharma said that there was no need to panic as the cyclone threat had gone and the weather was now normal.

But to those selling perishable goods,  it is a different story. As one vegetable hawker Ngaino said, “I have not beem able to sell my items which means I will incur losses.” She however admitted that business picked up a little in the evening.

The district administration today took to using loudspeakers to assure the people that everything was normal with regard to the cyclone.

IMPHAL, May 17: Addressing the media, Rousow General Secretary of the KCP (MC) Lallumba group which is signatory of the Suspension of Operation maintained that personnel of the 7th Manipur Rifles, Khabeishoi where the cadres of the outfit are presently lodged severely assaulted one of his friends who had come to visit him today around 11 am.

He was speaking to media persons at the gate of the 7th MR camp at Khabeishoi this afternoon.

Rousow expressed that his cadres along with him would like to shift to another designated camp if such treatment are to be continued at the present post.

The personnel of the post have been mistreating his cadres since the past four five days, he aleged before adding that even their visitors are not allowed to meet them.

It may be noted that the KCP (MC) Lallumba group has been lodged at the 7th MR Khabeishoi since August 6, 2010. He further alleged that the personnel had detained the finance secretary of the outfit when he was trying to get inside the camp after a day out from the camp yesterday.

Preparedness should, at all times come before relief and recovery while dealing with any possibilities of calamities or disasters. While it is a given that natural calamities cannot be controlled, a state should be prepared at all times to face any eventualities during and in the aftermath of such calamities. The governments of Manipur and Mizoram had declared holidays for schools beside opening response cells and control rooms as preventive measures against the cyclonic storm Mahasen. Government of other states of the region including Assam were also on alert in case of any eventuality. The cyclonic storm Mahasen, said to have originated from the Bay of Bengal and named after a Sri Lankan king, in its wake had created quite a rage in Bangladesh, reportedly leaving more than a dozen of people dead and fuelling fears in the North Eastern states of India of a similar influence. Fearing the worst, Manipur and its other sister states of the North Eastern region of the country braced themselves with precautionary measures to meet the threat posed by the cyclone. However, much to the delight of the people; the storm seems to have weakened even before reaching the region at all. While the concern of the Manipur state government regarding the welfare of the people of the state was a welcomed demeanour, the measures taken up as efforts to brace the people against any eventuality resulting from the cyclonic storm lack much imagination. A couple of weeks back just as the rains had started in the state, there were reports of a newly built college auditorium collapsing in Jiribam and FCI godown walls and houses being damaged in Churachandpur district. Amidst such a scenario, declaring school holidays would not have been of much help if in case the cyclonic storm had arrived in the state with all its fury.

Much have been said and written about the sorry state of affairs in the public welfare scheme of things in the state, even as the government continue to pile on assurance after assurance and promises after promises of development. Withstanding all such assurances and promises, much needs to be done and many assurances yet to be turned into actions. Disaster management needs much planning ahead and a few steps taken up a day before the powerful cyclone was to reach the state leaves a lot to be desired. A place where the approach of the seasonal rains open up a crate full of problems, can only hope for a cyclone to weaken before it reaches the state. Every year as the annual downpour starts, people in the state have to face a myriad of problems on a daily basis like clogged drains and flash floods in almost all major roads of the state. The next morning commuters have to face the slush and mud left on the road surface by the flood.

Assurances and promises should be followed by actions, for the authorities to gain support from the people. The geo-climatic condition of our country is such that it is prone to natural disasters and as such the government need to approach the issue with a little more concern. While Cyclone Mahasen has failed to create much disturbance in the state to the relief of the people, the rains are already here and it will continue for another one or two months. The people have every right to hope for some understanding and action from the government against their woes.

In the wake of the proposed reforms in Delhi University North-East Forum for International Solidarity (NEFIS) had launched a campaign to protest against the forceful imposition of Hindi on the students from the north-east. After a series of protests culminating in a massive demonstration outside the Ministry of Human Resource Development (HRD), the University administration seemed to buckle to pressure and gave us in writing that Hindi would not be made compulsory for those students from the north-east who are not comfortable with it. However, to our shock, the syllabus that was passes and finalized by the University last week has no mention of the exemption for the north-east students!

As the present four year ‘reforms’ came under severe criticism from several quarters, we too analyzed it closely and reached the conclusion that such changes, as are going to be introduced from next year are harmful to the interests of the students from the north-east in multifarious ways:

1. It has come to our notice that the new course structure has a provision for multiple exit points meaning that students can exit out of the 4 year long bachelor’s course at multiple stages. A student who drops out after the 2nd year would be given a Diploma degree, a third year drop-out Baccalaureate degree and the students who complete all four years of education would be given Baccalaureate with Honours/B.tech. degree in their respective subjects. In our opinion these provisions would prove extremely harmful to the interests of the students from the north-east, the majority of which belong to the ST and OBC categories. The system of multiple exit points would sabotage the reservations granted to ST and OBC students in the higher education. Because the students belonging to the above categories belong to the weaker, vulnerable and marginalized sections they are most likely to be forced to drop-out/flunk mid-way through the Honours course. This means that though admissions would be granted through reservation at the beginning of the Honours course, at the end of three years far fewer students from the reserved category would still remain in the course. In effect, this step would translate into shrinking of reservations for the full Honours.

2. The system of multiple exit points might seem like a flexible step to some, in favour of those students who are forced to drop out due to financial or other constraints. It is being argued that let the students who drop out have some degree at least instead of the present system in which students either get a full Honours degree or nothing at all. But we the students from the north-east who travel so far to study at Delhi University strongly disagree with this line of reasoning. Most of us live under precarious financial conditions and we are the ones who are most likely to be forced to drop out. For very long, through protests and memorandums we have been demanding the government of India to take adequate steps to ensure that students from the north-east are not forced to drop out for want of financial support but no steps whatsoever were taken to address our concerns. Now, finally when these misguided ‘reforms’ are taking place, the University, instead of addressing the root cause of dropping-out of students, which is mainly financial constraints, is systematizing the system of dropping out ! The state cannot shirk its responsibility of ensuring universal access to education, particularly to the students from the north-east who already suffer from a lag. However in the present case, the government seems to be facilitating dropping-out of the students.

3. We oppose the four year course for bachelor’s degree because it adds an additional year to the degree that could be attained earlier in three years without adding anything substantial in the curriculum. This means an extra year of financial burden which would hit the students from the north-east the most. We already suffer due to shooting room rents, inflating food costs, addition of one extra year for the honours course would force many of us to drop out mid-way.

4. Post Independence our education system has been developed by the Indian State in an uneven manner resulting in the fact that today we have a highly graded University system. There exist numerous mediocre –to- poor universities and a handful of elite universities. As a result every year students from the north-east are forced to migrate en masse to one of the bigger cities of India to pursue quality education at the elite Universities resulting in the wastage of hundreds of millions of their parents’ hard earned money. We have been demanding a thorough overhaul of the University system to lessen the gap between mediocre regional and metropolitan elite Universities so that the compulsion to migrate for quality education may end. For very long this drawback in our university system was silently ignored and the thought of reform did not cross the minds of our ruling elite, but now, when finally ‘reforms’ are being carried out, we are alarmed to see that its objective seems to be to further worsen the gap between the quality of education at the regional and elite universities. Such a step would completely undermine the limited credibility of the local universities and further induce students to migrate.

We are not averse to change, in fact for years the students from the north-east have been demanding changes in the Indian University system to ensure that the students from the north-east are able to avail of more opportunities. Accept for some token measures no significant steps were taken to address our concerns by the Indian State. Now finally when the ‘reforms’ have begun in the Delhi University, we have observed that its purpose is not to ameliorate our condition, far from it, its orientation is such that it will make our plight of the worse. Educational reforms and well being are non-negotiable because this is the only channel through which we can enter the modern job market. At a time when our traditional occupations are fast dwindling due to the appropriation of our lands and resources for corporate interests, entry into the modern economy is the only way we can escape pauperization. However such reforms as the present one threaten to make our entry into the university system extremely difficult and force us to oppose. Today we submitted a memorandum to the prime minister’s office urging upon his office to scrap the present set of reforms and take adequate steps to initiate new reforms from the perspective of the marginalized sections like the students from the north-east, failing which we would be forced to adopt the course of democratic agitation.

Subject- Harmful impact of Delhi University’s new four year course on the students from the North-East

Respected Sir,
We are submitting this memorandum to register our deeply felt sense of resentment against the new course structure that is to be introduced by Delhi University next academic year onward. Our observation is that the new course structure is designed in a manner that would bring harm to the interests of the students from the ‘north-east in multiple ways. We are not averse to the idea of reforms but in our opinion the objective of reforms should be to ameliorate the conditions of the marginal sections of the society and never vice-versa. Earlier NEFIS had initiated a campaign against the compulsory imposition of Hindi on the students from the ‘north-east’ within the new course structure. As a part of this campaign we submitted memorandums and organized several protest demonstrations, culminating in the protest demonstration at the Ministry of Human Resource Development (HRD) on 5.4.2013. The ministry had given us its assurance that not just the language clause but any other aspect of the proposed set of reforms that goes against the interests of the students from the ‘north-east’ would be scrapped. Following this the University administration had given a written assurance that Hindi would not be imposed, however to our shock, we noticed that in the new syllabus passed and finalized by the University last week, Hindi is still compulsory as a foundation course! Meanwhile, as the reforms were being critiqued from several quarters, we too analysed them and we have reached the conclusion that these entire set of reforms go against the interests of the students from the north-east in multifarious ways. Below we have listed in a schematic manner our objections to the current set of “reforms” being introduced in Delhi University.

Now, finally when these misguided ‘reforms’ are taking place, the University, instead of addressing the root cause of dropping-out of students, which is mainly financial constraints, is systematizing the system of dropping out ! The state cannot shirk its responsibility of ensuring universal access to education, particularly to the students from the north-east who already suffer from a lag. However in the present case, the government seems to be facilitating dropping-out of the students.

3. We oppose the four year course for bachelor’s degree because it adds an additional year to the degree that could be attained earlier in three years without adding anything substantial in the curriculum. This means an extra year of financial burden which would hit the students from the north-east the most. We already suffer due to shooting room rents, inflating food costs, addition of one extra year for the honours course would force many of us to drop out mid-way..

4. We have also been demanding that special attention be paid by the University to the language problems faced by students coming from the north-east. Instead of paying heed to our needs the university has made a dastardly attempt to impose Hindi and MILs upon the students from the ‘north-east’ despite our protests.

5. Post Independence our education system has been developed by the Indian State in an uneven manner resulting in the fact that today we have a highly graded University system. There exist numerous mediocre –to- poor universities and a handful of elite universities. As a result every year students from the north-east are forced to migrate en masse to one of the bigger cities of India to pursue quality education at the elite Universities resulting in the wastage of hundreds of millions of their parents’ hard earned money. We have been demanding a thorough overhaul of the University system to lessen the gap between mediocre regional and metropolitan elite Universities so that the compulsion to migrate for quality education may end. For very long this drawback in our university system was silently ignored and the thought of reform did not cross the minds of our ruling elite, but now, when finally ‘reforms’ are being carried out, we are alarmed to see that its objective seems to be to further worsen the gap between the quality of education at the regional and elite universities. Such a step would completely undermine the limited credibility of the local universities and further induce students to migrate.

We are not averse to change, in fact for years the students from the north-east have been demanding changes in the Indian University system to ensure that the students from the north-east are able to avail of more opportunities. Accept for some token measures no significant steps were taken to address our concerns by the Indian State. Now finally when the ‘reforms’ have begun in the Delhi University, we have observed that its purpose is not to ameliorate our condition, far from it, its orientation is such that it will make our plight of the worse. Educational reforms and well being are non-negotiable because this is the only channel through which we can enter the modern job market. At a time when our traditional occupations are fast dwindling due to the appropriation of our lands and resources for corporate interests, entry into the modern economy is the only way we can escape pauperization. However such reforms as the present one threaten to make our entry into the university system extremely difficult and force us to oppose. Though this memorandum we urge upon your office to scrap the present set of reforms and take adequate steps to initiate new reforms from the perspective of the marginalized sections of the society like the students from the north-east, failing which we would be forced to adopt the course of democratic agitation.

LAMKA, May 16: Tribe/ community leaders of CCpur had a meeting with the people representative from the district including Minister T Phungzathang Tonsing, TN Haokip  ex. minister and MLA of  Saikot a/c  Vungzagin Valte Parliament Secretary, GS Haupu MLA of Singat and officials of the district at the residence of the Minister at New Lamka deliberated upon the current issues threatening peace in the district, and unanimous decided that  since no one has claimed responsibility over the hate incited incidents the incidents be treated as bogus.

The meeting resolved that the pamphlet being circulated in the district cannot be taken seriously.

“We will spare no efforts to find out those people who are creating unnecessary trouble in the district”, the meeting resolved.

It is also learnt that the government has announced Rs One lakh to anyone who can provide information of the incident which will lead to the arrest of the miscreants.

The meeting also resolved to treat the culprit(s) as anti-CCpur and not anti-one particular community and further decided that in case those involved surrender themselves they will be given amnesty as it is the first time and will be let off with an undertaking that they will not repeat  such acts under a signed statement.

They further appealed for all community particularly the community mentioned in the leaflet not to panic nor feel threatened as as the peace loving CCpur are with them.

IMPHAL, May 16: Representatives of the Students’ Union of the Tamphasana Girls’ Higher Secondary School pressed on the Governor of the state Gurbachan Jagat into fulfilling their demands by meeting with him at the Raj Bhavan at around 11 a.m.

According to a source, representatives of the school who met with the state Governor include Th. Bindyarani, General Secretary of Students’ Union, Huidrom Biteshwori, Fianance Secretary, Khomdram Priya, Debate and Extension Secretary and Nameirakpam Malemnganba, Secretary, Games and Sports.

Five student representatives told the Governor that they opposed the appointment of T. Pramodini Devi as the Principal of the school on contract basis for one year. They continued that she is neither a state nor a National Awardee while questioning how she was appointed on the contract basis. They also demanded for the appointment of a regular principal at the earliest, filling of a vacancy for the post Vice-Principal, provisions of adequate toilet, proper laboratory, a room each for students’ union of the school and students and a common room.

Listening to the representatives of the students, Governor Gurbachan said that he would give a representation to the Chief-Minster to translate the demands into action adding that their demands are reasonable while advising them to meet with the Chief Minister with regard to their demands.

The student representatives had earlier submitted a memorandum to Education Minister Moirangthem Okendro Singh to fulfill their demands on April 18, 2013 and appealed to the Minister  by meeting with him but their demands have not been fulfilled to date, they told the Governor.

IMPHAL, May 16: The Joint Committee on Inner Line Permit System and the Joint Committee on Inner Line Permit System of Student Unions today called a joint press conference at the All Manipur Students’ Union head office reiterating its previous stance of launching several forms of agitations demanding the implementation of Inner Line Permit in the state.

Elaborating on the course of action, spokesperson S Angamba said as announced earlier the bodies have set a May 31 deadline for the government to extend the ILP in Manipur regarding which an ultimatum was dispatch earlier to the Union Home Minister.

He said in case of failure on the part of the centre to meet the set deadline, the bodies will block entry of any non-Manipuri into the state from June 1 which will continue till June 5.

This will be followed by barring all non-locals from entering localities for their business or any other purposes from June 6-10 if the government fails to implement ILP in the state.

The spokesperson who is the convenor of the Joint Committee on Inner Line Permit System in Manipur said that the bodies along with the people of the state will continue to launch several other forms of agitation unless the demands for the extension of the Inner Line permit into the state is approved.

He said, the demand of the bodies should not be mistaken as demands for eviction of the non-locals from the state.

He said that on May 8, the delegation met the Prime Minister  and had an in-depth deliberation on various important issues affecting the NE region.

He continued that NESO had urged the PM to set up a special Education Commission in order to accelerate the state of education in the region and to evolve a suitable and appropriate educational policy which is relevant for the people of region.

Further according to him, during the meeting, the delegates also urged the PM to repeal AFSPA and other inhumane laws and also demand for a comprehensive policy against the infiltration of illegal migrants, refugees into the region.

He further said the delegate also urged the PM to proceed with caution regarding the construction of mega dams in the NE region after checking the environmental clearance reports.

Until and unless the reports are examined and approved, the constructions should be stopped because NE region is a seismic sensitive region, the delegate members appealed the PM, he said.

Furthermore he said the delegation had also met opposition leaders of Lok Sabha, Sushma Swaraj; the office bearers of the North East MPs Forum, BJP national president, Rajnath Singh; Rahul Gandhi and the Election Commissioner.

Sinam Prakash also added that the central leaders gave assurance to the delegates that they will discuss in-depth about the issues raised by the apex student group.

The precautionary measures announced by the Government of Manipur in wake of the threat posed by super cyclone Mahasen looks rather cosmetic. Announcing a school holiday as a means of damage control is not going to help in case the cyclone lets its fury on the loose. The good news till the time of writing this editorial is that the speed of the cyclone is decreasing even as it has wreaked some havoc in parts of Bangladesh. But if the elements turn nasty, the shutting down of schools may be a little lacking in terms of disaster readiness. Even before the cyclone set on its present course, various parts of the state and notably areas in Churachandpur and Jiribam had reported damages to property in the wake of the storms last week and earlier. It isn’t sure whether any steps were taken up by the concerned authority in case there is one to ascertain the extent of damages sustained, whether any kind of aid were provided to the people and whether any strategies have been chalked out to prevent natural disasters from creating more damages in the future. While natural disasters are unavoidable, what needs to be realized is that with strategic preparations made to control the damages that they would bring into their wake, a lot of loss to lives and property can be avoided. The tough reality however is that the attitude of the Government so far has been to take steps once disaster strikes. This has been true in terms of floods, earthquakes and fire mishaps.

There is no standard fire safety regulations or specifications for even Government buildings, much less ensuring that private spaces follow fire safety measures. A tour of Government buildings may lead to a few fire extinguishers scattered around with none the wiser on whether they can still be used while there are yet to be fire exits being included as a mandatory part of the infrastructure and buildings that are creeping up across the state. If there are disaster management teams being set up, they seem to be confined to paper and the usual fare of holding basic awareness programs while the real need is for sustained preparatory exercises in the form of mock drills. The sight of buildings getting higher in parts of Imphal and other districts also tell a story of neglect by the concerned departments and civic authority given that the state lies in a high seismic zone and the nature of soil beneath the earth is not really conducive for supporting huge and heavy structures using conventional construction as is used for building residences and small time shopping complexes. While cyclones come with forewarning, building collapses do not come with any warnings as seen in the factory collapse that saw thousands being killed in Bangladesh. That collapse and many others of the same nature happen when safety norms are flouted in the race for higher buildings and utter disregard for public safety.

Even without large scale natural disasters befalling on the state, the incessant rains in the last ten days and more should be telling civic authorities that all is not well when it comes to public safety. The water logging that has become a necessary companion with the rains in the state is another possible obstacle of sorts for over and above the mud and the slush it brings in its wake, water covering the roads which are pot holed means that people riding in vehicles or simply walking by are none the wiser on where they should be treading. Another sore sight in Imphal and many other parts of the state that should get the attention of civic authorities and the electricity department in particular are the numerous cables, pylon wires and high tension wires that crisscross overhead and dangle very low over hundreds of people in market areas and in public spaces. Again, there have been mishaps where people have been electrocuted to death when the electric lines have snapped or fallen down on the unsuspecting public. But till the time, there is no vocal agitation with the public on the streets; nothing much prods the authorities concerned to action mode.

The impact of natural disasters expands in proportion with the amount of readiness and planning that is prevalent in areas where such incidents happen. When a cyclone takes part in a place where structures are built keeping safety guidelines in mind, at the most there can be a power outage. But the same cyclone when it gets loose in a place that is bursting with its gaps can only mean a lot of casualty in terms of life and property. If Mahasen decides to play evil in the state, school children will be safe at least and hopefully their houses will be more solid than some schools in the state. For the rest, it means having to brave the aspect of electric wires possibly falling over or falling down a crater in a water logged part of the road somewhere.

IMPHAL, May 16: A commando personnel succumbed to injuries in an unfortunate accident at  Mayang Imphal Bengoon Maning Leikai 2 km away from Mayang Imphal police station of Imphal West District today at around 12:13 p.m. while two other personnel were seriously injured.

The deceased has been identified as Ningthoukhongjam Ojesh Singh (28), son of N. Ingocha Singh of Mayang Imphal Thana Awang Leikai. He was posted at the commando post of Wangoi police station.

He was injured on the head and the chest and was taken to RIMS after first-aid was administered to him following the accident. But he succumbed to injuries. Post-mortem examination was conducted  on his body at RIMS morgue.

IMPHAL, May 16: Following the attack on a group of BSF personnel while they were carrying out ROP near Okram Leirak of Wangjing Heituppokpi Leikai (adjoining Heirok) under Thoubal district by exploding an IED, another object suspected to be a bomb detected by sniffer dogs a few distance away from the blast site turned out to be a false alarm.

When the Manipur Police bomb disposal squad dug up the spot it was found that it was only a polythene bag suspected to be a bomb which turned out to have been buried by locals after being filled with ritual items.

Meanwhile, locals of the area condemned the blast strongly that took place yesterday and staged a sit-in protest and rally.

A woman who participated in the sit-in-protest said that the place where the bomb was exploded happens to be used by the general public and specifically by children for going to school. The placards used during the sit-in-protest read: `Don’t frighten people`, `we don’t want violence`, `don’t place bombs in the midst of the people` etc.

As part of the sit-in-protest, women shouted slogans registering protest by taking out a rally up to Wangjing Yangambam Leirak.

IMPHAL, May 16: Troops of Jiribam based Assam Rifles Battalion under the aegis of Haflong Based Assam Rifles Headquarters launched an operation on specific information and apprehended two cadres of United Tribal Liberation Army (Robert Singson) Army Number 1047 s/s PRO Thangjangan alias Nganbom (33), son of Thongkholal, resident  of Zalenphai, Senapati District, Manipur and Army Number 0333 s/s private Hencha alias William (20), son of Letgin, resident  of Monglenphai, Churachandpur District, Manipur on 16 May 2013 from Ngahmunphai village (Paithol two).   One point 32 mm Pistol, one magazine, five live rounds and one mobile handset Nokia 200 (black colour) were recovered from the individuals, said a press release of the 22 Assam Rifles.

The individuals along with the weapon has been handed over to Jiribam Police Station, it added.
