IMPHAL, May 20: Little Flower School, Imphal student Keisham Luxmirani daughter of K Ronenkumar Singh and K (o) Sarda Devi of Haobam Marak scored 479 out of 500 just one less from the top score and settle for the 2nd rank of the High School Leaving Certificate, Examination, 2013 conducted by the Board of Secondary Education, Manipur.

Luxmirani scored letter marks in all five subjects.

Speaking to media persons at her residence soon after the results were out, an elated Luxmirani expressed her excitement and happiness over her ranking and said she will enter the Medical line after her XII exam.

She further said she would also give a try for the civil services.

When asked what her advice for other students would be, she said students should  perform their school assignment properly.

She continued students should take proper guidance from their tutors.

In reply to a question on the current law and order situation in the state, the topper lamented that general strikes and blockades only provide hindrances to the students in their studies.

She called upon all concern not to call or impose unnecessary blockades and bandhs in the state.

She said she used to study for three to four hours a day before the examination and eight to ten during the exam.

IMPHAL, May 20: Ratimanjuri Devi Hajarimayum Devi daughter of H Rajesh Sharma and GA Mirabai Devi of Khwai Brahmapur Nagamapal, Imphal West told reporters that she never expected to be the third topper.  Rather, she had always believed that she would top the list of the HSLC exam, 2013.

She continued, though she is happy with her result she is not fully satisfied.

On asked where she will continue her education, she said she would continue till the XII standard in the state.

She also expressed her desire to become a police officer in the future.

She continued, bandhs and blockades affect her study schedules and she had a hard time trying to cope up with her studies.

She studied for three to four hours daily before the exams and continued for more than 10 hours during the exams.

IMPHAL, May 20: Kuki Students` Organisation General Headquarters (KSO-GHQ) has called a 24 hours general strike from 5 am on May 21, 2013 in connection with the allocation of quota in respect of ST candidates in the recruitment of constables in Manipur Police department.

Announcing this in a press conference at its administrative office at Kuki Inn here, Mangcha Baite, Vice President (Admn) KSO-GHQ said there was a backlog of 474 posts in the recruitment process held during 20/2/2008 and 10/12/2008 and the backlog of 28 posts in Manipur Police Housing Corporation Limited.

The KSO-GHQ is demanding that the backlog of 474 posts should be filled separately i.e. independent of the quota already allocated for the STs in the ensuing recruitment process for 2000 numbers of constable posts in the department. Also, the department should make an effort to fill up 28 various posts reserved for STs vide proposal letter No.G/19/2012-MPHC/505, he stressed.

He also said, every citizen of the state has an obligation for peaceful co-existence amongst different ethnic communities and preserves the integrity of the State. It is when such deprivation of rights or discrimination occurred, people usually have chosen for separate administration of their own to avert all such discriminative administration.

Therefore, the student body has appealed the general public, like-minded student organizations and other civil organizations to extend a helping hand in rectifying the state government`s act of discrimination towards the tribal population in the state, he continued.

He also appealed the public, especially all the concerned vehicle owners to co-operate with regard to the bandh call. Any untoward incident during the 24 hours general strike due to non-compliance by any individual or party shall be at their own risk. However basic facilities like medical, water supply and media will be exempted from the purview of the strike.

The 24 hours general strike called is the first form of agitation registered by the student body and if the demands remain unheeded, a series of agitation are set on standby which will be introduced from time to time unless the demands are fulfilled, he concluded.

IMPHAL, May 20: Members of the Manipur University Student Union Revival Demand Committee (MUSU RDC) led by its Convenor K Karnajit staged a rally inside the Manipur University (MU) campus to submit a memorandum to Vice Chancellor of MU Dr H Nandakumar Sarma today.

However, as Dr Nandakumar was out of station, the members along with its Convenor held a meeting with MU representatives which included the  Registrar, DFO, VC in-charge, Manager State Bank of India MU Campus and Security in-charge MU. However, the meeting could not bring about any conclusion.

Excerpts from the memorandum to be submitted to the VC stated that MUSU should be revised on or before May 30, 2013. The University Authority should take up actions to conduct Students Body Election as early as possible, it said.

Other demands called for the west, north and south gate of the University to be unlocked on or before May 22, 2013 and opening the cash counter situated in the administrative block  till 3.00 pm iand take up steps to open 3 or more counters.

It also stated, the security and homegaurds should stop checking the students while entering into the University campus and urged for the SBI, MU campus to open 2 transaction counters for the students within the next 24 hours.

The memorandum then said, the University should take up punitive action against teaching as well as non teaching staff involved in contract works. The authority must ban leasing out department equipment/tools to private parties.

KANGPOKPI, May, 20: The agreement between the All Manipur Student Union and All Manipur Barbars` Association  over saloon charges has had no effect at Kangpokpi as the saloon charges have remained at Rs.30 at Kangpokpi and its surrounding areas upto Kanglatongbi.

Mentioned may be made that in a joint meeting with the All Manipur Student Union and the representatives of All Manipur Barbars` Association on April 20 last, the later agreed to charge the earlier rate.

The earlier rate of saloon charges are Rs.20 for hair cutting, Rs.10 for shaving, Rs.20 for special shaving, Rs.50 for hair dying, Rs.20 for Malish(Massage), Rs.40 for full body malish and Rs.40 for head shaving.

While speaking to IFP, the President of the Barbars` Association, Sadar Hills, Kangpokpi Sikander said, ” We have no connection with the All Manipur Barbars` Association anymore. We have our own Association here now and we will deal and manage for the good of the Association and the general public.”

“There are so many issues that this student body can take up for the welfare of the student community but why get involved in the matter over  saloon charges”, asked Sikander.

Sikander further said that, with the prices of all commodities sky rocketing, barbers who earn their livelihood on a daily basis by cutting hair fend for their families with the money they earn.

Sikander further pointed out that earlier, the rate for sharpening of hair cutting scissor was Rs.25 but now it had reached Rs.50.

“Therefore charging Rs.30 for a single haircut is very much reasonable comparing to the sky rocketing of the all commodities”, added Sikander while drawing the attention of the government and the AMSU to consider and revise their stand considering the sky rocketing commodities prices for the welfare of the barber community in the state.

Sikander added that with so many monetary demands from various UG groups, it was difficult to make do without increasing the rates.

“While we were members of AMBA, we gave Rs.5000/- annually to the Association against the monetary demand slammed by various  UGs.  Comparing to the hardships we faced while we associated with AMBA, we are better off now,” he said.

Sikander further said that, the current rate for hair cuts will remain at Rs.30 in Kangpokpi until further orders even if the charges happen to change at Imphal and other places. If it is necessary to revised also, we will consult with the town committee and the youth union and will do the best for the welfare of the barber community and the general public, added Sikander.

IMPHAL, May 20: Demanding for the state government authority to provide an equal share in the SK oil allocation to dealers and not to make a divide and rule policy, the All Manipur SK Oil Dealers Association addressed a press conference at Hotel Imphal today.

A member of the All Manipur SK oil dealers association who did not want to be named said that all together their are 35 SK oil dealers in the state. Pointing out that the state government is not providing an equal amount of oil stock to the dealers in the state, he said that the amount of SK oil  in the last quarter of the year 2012-13 is 2,112 kilo litres allocated by the petroleum Planning and Analysis cell, New Delhi. During the first quarter of the present year April, May and June 2013-14 the Petroleum planning and analysis cell deducted 32 kilo litres per month from the SK oil quota of the state and the present state quota of the SK oil for the month is 2080 Kilo litres, he said.

He further said for the last 4th quarter of January to March of the 2012- 13, the state quota of the SK oil which is 2112 litres was distributed to all the districts of the state through all the district wise SK oil dealers.

He pointed out that out of the 2080 KL, only 1684 kilo litres are distributed to the district through SK oils dealers and the remaining 396 kilo Litres (3,96,000) litres is kept at the government pool at Krishna Premi oil at Moirangkhom. Out of the 396 kilo litres again, 177 kilo litres is reserved for the 59 MLAs of the state excluding Jiribam MLA with 3 kilo litres for each MLA and the remaining 219 kilo litres being further reserved for government pool. The SK oil dealers demanded to know why a huge quantity of oil was being kept reserved for  the government pool instead of distributing to the SK oil dealers for public distribution.

Contending that there was fluctuation on the allocation of oil stock to the dealers, the representative added that the present allocation system is unfair.

In light of the circumstances, the all Manipur SK oil dealers association has submitted a memorandum to the state Consumer affairs, food and public distribution Minister M Oken on May 10 requesting for a review of the existing allocation system.

IMPHAL, May 20: Speaking to the media today, Dr I Ibohalbi, MLA of Oinam Constituency validated the need to amend existing laws in the state so that every citizen of the state has an equal right to settle in any part of the state regardless of hill or valley. In an interaction with the media at his residence, the MLA briefed that he along with some members of the All India Trinamool congress, Ukhrul block visit Silent village on May 18 to look into the present condition of the village after the May 3 incident in which 36 houses were burnt down by villagers of the neighboring Saijang village.  He expressed his unhappiness and regret that the villagers were staying in temporary huts covered by trampolines in such inclement weather.

He further said that even though the villagers have been provided lots of eatable stuff and other material which are needed for their day to day life from the side of the state government and from various NGOs and civil society organizations of the state, the villagers are still waiting for the assurance given by the state government to take up proper rehabilitation initiatives.

Congratulating the 6 state climbers on the their achievement of their  conquest of the highest mountain, the MLA said that Manipur is always in the limelight in the field of sports.

Propagation of rights of labourers is a means to unification of labourers and to awaken them. The Manipur government put into their own pockets the fund of various schemes being allotted by the central government for peasants and labourers without the fund reaching/benefitting them.

Assistant Professor Ibohal, CAU said that peasants and labourers cannot avail of their facilities as the government has formulated policies and programmes. The peasants and farmers have the highest social status in the society and it is time to let the government know it. The fact is the peasants are the owners and the government is the servant. The government should formulate the market policy for the peasants to be encouraged to produce their produce. If not, the problem of non availability of peasants might ensue after some years.

The results of the High School Leaving Certificate Examinations have shown yet again that Catholic schools are not yet ready to be over ranked by Government schools. The spoils were snapped up by two mission girls only school: Nirmalabas with 13 top ranking students and Little Flower School with 13 ranks out of the top 25 ranks. Given earlier track records where Government schools have not been able to stake a claim the top spots, the presence of a Government model school does say something about the extra efforts being put into such initiatives. Earlier too, the lone Government model school in Imphal West had managed to stay on the top rankings. Clearly, this means that where there is political will and where there is a strategic implementation and planning, starting from the process of recruiting teachers to maintaining the quality of teaching, Government schools can indeed improve. Therein comes the question of why the working nature and the value that exists in Government model schools are not being replicated in every Government schools. If the Education Department is serious about being in a competition with private and mission schools, it would have to act soon and upscale the quality of all Government schools and not just confine its attention on the few model schools. In any case, a certain section of the population do hold the view that private and mission schools are elitist and cater to only those who can afford them. If the Government were to give its due attention to a few model schools, it would be equally suspect of playing choose and deliver while ignoring the larger majority. It would also be a tacit acceptance that it knows the quality of government schools and its teaching can improve but give the signal that it is not ready to go for the big change.

And no, the rankings in examinations can be no benchmark for the levels of education. Rather, there are now efforts in the country to out in a grading system rather than a marking system starting from high school examinations but compared with the education systems followed in other countries, the Indian system lacks in imagination and concentrates itself on academic excellence and has no elements of practical application. Which is why sports is frowned upon during high school. In Manipur too, where we all lap up the ‘sports loving people’ tag, not much action or support system exists in the school set up. In fact, while talking to IFP following Nameirakpam Chingkheinganba’s conquest over Mount Everest, his father Tomba let in that his son had to change his school after his 8th standard as his earlier alma matter did not take his leave taking for his various trekking expeditions too kindly. This means that schools give the total priority on academic excellence and has no room for other talent nurturing. Contrast this with other countries or even other states where students are given leave for co-curricular activities and then given extra classes and special attention once they return to school. Compare this also to some very interesting initiatives for college students who have shown creativity and ingenuity to actually drop out from college and pursue their dreams of taking up projects, making films, forge community linkages etc.

Even when the main focus is on academic performance, the social and political environment in Manipur does not even support that line of approach. The occurrence of bands and blockades at the drop of a hat in fact comes in the way of the school syllabus being affected. A factor that students have gone on record as saying affects the environment of education. With a host of state holidays and the very popular habit of various civil society groups to herd out students from classes on to the streets to take part in various rallies and agitations, the number of school working days takes a steep nosedive. An NCERT study showed that only half the states have adopted the National Curriculum Framework (NCF), which has resulted in variations in number of working days, time allotted for teaching subjects like mathematics and science and evaluation of learning levels. That study stated that Manipur only had 160 working school days with Bihar and Jharkhand clocking 253 days. Clearly, the education sector in the state needs to be streamlined which is not an impossible task. All it would entail is a clear strategy on whether education is to be only of academia or to be inclusive of co-curricular activities and to scale up the quality of teaching that exists in Government schools so that it is not just a section of the student population that gets the best out of the schooling system but ensure that every student has the right to an all round quality education.
