CCPUR, January 8: Around 7.30 am today the collective conscience of Lamka denizens was hurt and shocked when the body of five year old girl was recovered from under a bridge on the Lanva bridge.

The lifeless body of five year old, Zizinmoo daughter of Moowin of Ngathal, Lamka was found this morning under a bridge behind a bamboo grove of Ngathal village.

Later the body was picked up by the Churachandpur police and deposited at the CCpur District Hospital morgue.

Neighbours said the girl had remained untraceable since 9 am yesterday and after search parties bear no fruit, the parents had lost all hope until the body was found this morning.

A local said that the girl could have died after falling from the Ngathal Bridge into the Lanva River bank, however, the argument has been nullified as witnesses said her private parts were found exposed with blood, which pointed towards the possibility of rape.

Meanwhile, SP of CCpur, Mankhogin Haokip and SDPO David Piaklian rushed to the CCpur Hospital morgue and took stock of the situation.

The SP also assessed the next course of steps to be taken up regarding the case.

He also said that the police will register an FIR and take up a case which means that the body will be taken to Imphal for forensic test to determine the possibility of rape.

The police also refrained the media persons from taking the picture of the girl considering the seriousness of the matter.

Meanwhile, the police had also conducted a search operation at the Nathal Veng area.

A local identified as Khualpu said that the culprit need to be caught at the earliest and punish in such a manner that no crime of this magnitude is repeated.

It may be mentioned that the chairman of ADCC Langkhanpau Guite, while meeting with the pressmen yesterday lamented the pathetic condition of CCpur where communal harmony, moral values have been decreasing, while crimes, mob violence and obstructing law enforcers have been prevalent.

He had also appealed to all for a collective effort to stop such unwanted happenings.

The unanimous opinion in CCpur today is that action must be initiated at the soonest.

Meanwhile, chairman of Manipur Alliance for Child Right (MACR) CCpur Chapter, Rev Dr Nicky Thanga said the alliance will see to it that such crimes are not repeated.

Manipur is observing Road Safety Week now and we should take advantage of the occasion to ponder the reasons behind the increase in number of road mishaps and fatalities in our localities. The works minister Dr Kh Ratan while speaking at one of the functions on Tuesday rightly pointed out that in addition to the need for smooth road surfaces, there is an emergent need to expand many of the important roads to accommodate the drastic rise in numbers of vehicles as their width have remained more or less the same to what it was decades ago. Moreover, modern vehicles have improved cruise control that allows vehicles to travel at phenomenally faster speed and sadly raised the chances of crashing into each other or other moving or stationary objects.  

But the mainstay for lessening the rate or road accidents is the law enforcement and the power vested to them. The mishaps can be lessened and even avoided by enforcing effective laws. Jumping the question whether the traffic rules in Manipur are adequate or not, we have to accept that strict enforcement of existing traffic laws or their adherence by the commuters have not been observed in Imphal city or for that matter elsewhere in the state. Policemen in charge of traffic regulations are mostly unaware of the content of the rule book that defines how they should administer the traffic and many of them engaged in dishonest tactics to extort money from vehicle owners. Also, people pay no heed to the traffic rules because they do not feel the threat of punishment. Or being chased till they are caught for wrongdoing on the road as the number of personnel in charge of traffic control is disproportionate to the number of vehicles plying. Thus, there is an urgent need to increase the size of traffic police. The avoidance of the matter by the administration so far is bewildering, specially in the backdrop of the non-stop recruitment of armed personnel and police modernization works. A stronger traffic force and stricter laws will create deterrents for people breaking traffic rules.    

Overriding the minister’s views on road widening will be unwise, because it is an accurate observation. There are many segments in Imphal where traffic congestion is very high and the frequency of vehicles running into each other is very high as well, even though fatalities may be very rare. Widening of roads will also create space for footpaths and lessen the risks of pedestrian getting hit. In our state some of the roads are so narrow that in areas with heavy volume of traffic flow the pedestrians and vehicles practically move side by side. There will also be no disagreement on the fact that majority of the accidents are caused by careless and high speed driving, i.e when the drivers accelerate the speed of their vehicles undesirably or there is diversion of attention caused by talking on the phone, feeling drowsy or pre-occupation with other things while driving. Drunk driving is a serious offence and another major cause for accidents. Reasons which appeared less serious like ignoring traffic signals or priority rights of other drivers or treading on the wrong direction and the conditions of the vehicles themselves are also major contributing factors. The problems caused by the inferior vehicles should be given due importance as many vehicles in Manipur are second hand ones bought from other states.  In conclusion, the administration should reckon that traffic accidents are big problems which are better prevented. As a means for its achievement, the administration should take up road safety campaigns and ensure the participation and active involvement of as many people as possible. Children could be given early exposure and be disciplined about traffic rules in their schools itself.

IMPHAL, January 8: Due to lack of awareness on Hepatitis-C, the infection rate has increased even among the general population in Manipur. This assumes great significance as till now the Union and state governments have no proper treatment guidelines and preventive measures to control the onslaught of this dangerous disease.

Moreover, there is no proper survey data of people living with Hepatitis-C and its mortality rate in Manipur. The condition is so moving that people living with Hepatitis-C consider themselves waiting for their last breath. They have no hope of recovery and many lives have been lost due to co-infection of HIV and Hep C.

In an exclusive interview with people living with the disease at the office premise of Community Network for Empowerment (CoNE), it was found that there are no specific programmes for them being taken up by the responsible authorities of the state and Central governments. In comparison, there is second line treatment available for People Living AIDS. Hepatitis – C is considered more dangerous than HIV/AIDS and its chances of transmission are very high as the virus can survive for more than seven days in the open atmosphere.

Patients infected with Hepatitis – C said the information about the epidemic is very less and the awareness campaign and treatment guidelines for its prevention being taken by concerned authorities like the National Aids Control Organisation, Manipur AIDS Control Society and state health department are found to be insufficient.  

In his honest confession a patient said that since super specialist doctors are not available, he and other patients have hesitation in taking the vaccination and suspect whether the treatment is capable of saving their lives or not.

Interferons injection and Ribavirin tablet are to be taken in combination for treatment of this disease. There 6 genotypes among them, genotype 1 and 4 requires injection for 48 weeks and genotype 2and 3 for six months regularly.

The advantages and disadvantages of the treatment is that interferons may cause transient bone marrow suppression resulting in reduced white blood cell and/or red blood cell counts (leucopenia and anemia, respectively). Ribavirin particularly may cause destruction of red blood cells (hemolysis) in people with kidney failure. Ribavirin also accumulates in the testicles and ovaries and causes birth defects.

Response to treatment is higher in acute hepatitis infection than chronic infection. However, many experts prefer to hold off treatment for 8-12 weeks to see whether the patient eliminates the virus without
 treatment, according to reports.

Combination antiviral therapy with interferons injection and Ribavirin tablet has been the mainstay of hepatitis C treatment, said one of the patients.

Unfortunately, interferon is not widely available globally and it is not always well tolerated. Some virus genotypes respond better to interferon than others, and many people who take interferon do not finish their treatment.  This means that while hepatitis C is generally considered to be a curable disease, for many people this is not a reality.

He further mentioned that treatment is very expensive costing upto Rs 7/8 lakhs but now it has decreased a little to Rs 4 lakhs without testing charges and totaled approximately around Rs 5 lakhs for treatment. This is an unaffordable amount for many poor persons.

Now, Hepatitis-C testing is mandatory for starting ART treatment though there is no consultant advice for the Hept-C patients except the suggestion for relinquishing alcohol and pork. A little hope was lighted when Ram Muivah as principal secretary of health announced the state illness fund that have a reimbursement policy of upto a maximum of Rs 1.5 lakhs.

The question is how far this small provision under this scheme has been successful in Manipur. Recently there was no positive response for reimbursement for a case of Hept-C treatment even though the documents had been submitted three–four months back.

According to the Rastriya Ayoghieya Nidhi a central sponsored scheme this is a total discrimination and against the persons with the disease as the treatment of government employees can be reimbursed very easily.

Here, Pharma companies must not play monopoly in medicine sale and accordingly in treatment and diagnostic process. The government should take some initiatives for the people with Hept-C because this is also a health issue. If the government continues to show disparity then the lives of the patients will be affected. The needs of the hour is to include patient with ART card for the state illness fund, provide latest investigation and comfortable testing equipment, awareness campaign by the concern authority, an expert advisor or counselor for Hept-C in the ART or ICTC centre. If the government does not contain the spread of Hep-C in time, it can become the most dangerous epidemic disease, far worse than HIV/AIDS.

IMPHAL, January 8: A rescued minor girl reached her home state escorted by Delhi Police on January 5 at 9 pm, according to the Child Welfare Committee, Senapati.

A statement of the CWC said that on January 6 at 8.00 am, four Delhi Police personnel including two women personnel led by Vinesh Kumar of Sarojini Nagar PS, Delhi handed over the minor girl at Imphal, who was rescued from the clutches of her employer who lives in Netaji Nagar Apartment, Delhi on October 28 2013.

The victimised minor girl hails from Senapati, it said.

The victim was received by chairperson and members of the CWC Senapati and chairperson, CWC Imphal East, it said before adding that the girl was later put up at Punya shelter home for girls at Thanmeiband as arranged by the state Social Welfare Department.

On the following day, CWC members of Senapati took the minor girl to Senapati and handed over to Hope Centre Senapati for care and protection during the period of pending enquiry, it said.

IMPHAL January 8:  An angry mob led by family members of a patient damaged glass doors and other properties of the Advance Hospital and Research Centre, Palace Compound after the patient died just an hour after he was discharged from the hospital after surgery.

Police resorted to firing live bullets in the air to control the mob around 9 am and detained several angry locals.

The patient has been identified as Kshetrimayum Bhimo alias Heramani, 48 son of Ksh Inaobi of Top Khongangkhong.

Family members and locals demanded the doctor responsible for the death to be handed over to them; however, the hospital authorities were unavailable when media persons tried to meet them at the hospital premises.

Speaking to media persons, a family member said the patient was taken to JNIMS after complaining of pain in his abdomen on January 1.

After consulting with Dr Shyamchand at the hospital, and the carrying out of necessary examination, Bhimo was taken back home the same day, he continued.

However, Dr Shyamchand had told the patient party to admit Bhimo at the Advance Hospital for an operation to remove a stone from the gall-bladder, citing that there is no proper equipment to perform the operation at JNIMS.

As referred by the doctor, Bhimo was admitted at the private clinic on January 6 around 10 am, and the operation was conducted at around 4.30 pm, he continued.

Bhimo was discharged from the clinic today morning around 8 am, and the family took him back, the family member said.

However, soon after reaching his residence, Bhimo fainted and fell unconscious soon after, he alleged.

Bhimo was rushed back to the ICU of the clinic, he said while lamenting that when the family members asked for Dr Shyamchand, none of the hospital authorities or attendants seem to know the whereabout of the doctor.

Soon after, Bhimo was declared dead.

The body has been deposited at the JNIMS morgue for post mortem today around 1:30 pm.

Angered by the death, locals and family members stormed the hospital and started breaking the windows and doors of the hospital, demanding the hospital authorities to bring out the doctor who conducted the gall-bladder operation and give befitting punishment for doctor Shyamchand.

Later a team of police fired several rounds of live bullets in the air to control the angry locals and detained some persons who were involved in damaging the hospital.

Meanwhile, a statement made available to the media houses late night has said that the relatives of the deceased and authorities of  Advance Speciality Hospital & Research Institute, Palace Compound had thoroughly discussed the matter that had arose following the death.

The statement signed by Kshetrimayum Ratan Meitei identified as the younger brother of the deceased and Dr Th Ibomcha Singh, on behalf of  managing director, Advance Speciality Hospital & Research Institute has said that it has been agreed by both parties that the misunderstanding has been cleared and any form of agitation by the relatives of the victim and the JAC shall be withdrawn.

IMPHAL Jan 8: Suspected militant cadre launched a lethod bomb attack at a rail-line construction site in between Nungba and Kambeirong area under Tamenglong district at around 7.15 am yesterday.

However, there is no report of any human casualty from the blast.

According to reliable police source, suspected militant cadre fired a round of Lethod bomb shell from the Kambiron Hill toward the rail-line construction site in between Nongba and Kambeiron under Nungba Police Station.

Police continued that during the attack one tyre of a Tata truck engaged in the construction work of rail-line which are parked at the worksite was damaged.

IMPHAL, January 8: Only white collar jobs should not be considered as employment, and there is need to respect hard work and employing of innovative ideas for monetary independence, said minister of commerce and industry Govindas Konthoujam.

He was speaking at the valedictory function of a 10-day workshop-cum-training programme on “Innovative Designs of Personal Jewellery and Ornaments for Women Derived from Sericulture Products of Manipur” at Khurai Chingangbam Leikai. He said that without work culture in the society or innovativeness, the fight for the livelihood will be comparable to primitive tribals.

He added that now the people of Manipur are applying loans for PMEGP scheme but when asked for repayment no one is forthcoming.

If such trends continue, the banks will have to bear huge losses due to wrong perception of the defaulters. The banks are wary that new loans or schemes may become a non performing account (NPA) and affect those persons in genuine needs for loans, he stated.

He also cited that Manipuris are lagging behind when it comes to work culture.

The minister lauded the Chingkhei Mangal Handloom and Handicraft Co-operation Society Manipur for exhibiting innovative ideas and said though the initial amount to be paid for training by the society was Rs 30,000 the actual payment will be doubled and the workshop will be extended by three more days.

He added that the department concerned can provide infrastructural assistance to the tune of Rs 2 lakh for self employment generation and economy development. He said now the trends of failure of payment of loan is so widespread in the state and the neighboring state of Nagaland that nationalised banks do not want to invest in these two states.

Dr Ng Bijoy, MLA Khurai, said that political freedom cannot be gained without economic freedom.

IMPHAL, January 8: Sashastra Seema Bal, West Bengal prevailed over North Imphal Sporting Association, Thangmeiband 5-4 through tie breaker, in the second semi-final of the CC Meet at Main Stadium, Khuman Lampak, today.

Sanatomba opened the scoring for NISA as early as the third minute while Liton Shil scored the equalizing goal in the 32nd minute from a deflection off NISA defender Ajitkumar from the 18 yard line.

After equalizing the score, SSB lads played strongly against its opponents. H Govinda Singh of SSB carried a ball from the half line and shot from 18 yard but unluckily missed the goal.

Although SSB received many free kicks, they could not take advantage of any.

In the last minute of the first half, NISA captain Nillakumar gave an aerial ball pass to Sanatomba but SSB defender headed away the ball to safety.

The first half ended on equal terms at 1-1.

In the second half, Sanatomba collided with SBB goalie Atif Rasool inside the 18 yard box in 47th minute. The goalie was injured and the play was stopped for three minute. Atif was replaced by Pradip Basumatary in the 56th minute.

After four minutes, Meikinlung was cautioned by the referee, when he created a foul against Govinda. The referee also cautioned Bijen of NISA and H Bishojit Singh of SSB in the 69th and 76th minute respectively.

In the second last minute, SSB received a free from 20 yards but could not convert the golden opportunity into the winning goal.

The referee decided tie breaker to finalize the winner.

In penalty shot, SSB Rana Dep Das shot first but missed the goal as the ball bounced off the bar. Asit Kumar Mallick, L Ranjan, Ng Jitkumar and A Joykumar found the net in the penalty shotout.

For NISA, M Bijen Singh, Th Itomba Singh and Th Surjit found the net but G Golmei shot was saved by the goalie Pradip. And Sanatomba’s shot was wide off the goal post.

NISA defender Th Itomba Singh recieved the man of the match title which included a trophy, cash of Rs 2000 and t-shirt.

SSB will now meet TRAU in the final on January 11.

UKHRUL, January 8: Amid the constant trepidation among the Ukhrulites that they might be robbed of their minimum requirement of power supply any time with the number of power cuts increasing in the past few weeks, the district is yet again plunged into darkness due to some technical failure at Yaingangpokpi Power sub-station on Wednesday.

When Imphal Free Press contacted the Electricity department, Ukhrul Division over the matter this evening, head-linesman, Makanmi said quoting sources from Yainganganpokpi that power supply in all areas of Ukhrul district has been disrupted due to certain technical defects with the Current Transformer (CT) Panel device installed at Yaingangpokpi sub station.

He further said that the problem cropped up today at the sub-station soon

after the daytime supply scheduled from 11 am to 1 pm, while adding that it is likely to be fixed by tomorrow.

Meanwhile, frequent power interruption here has given rise to a murmur of complaints amongst members of the public.

A resident of Phungreitang said that the people have now lost faith in Manipur government`s electricity supply. He said it is time to look for an alternative means.

Another resident, a shopkeeper at Phungreitang bazaar said that such is the usual thing that the department has mastered to do to add to the woes of the people by causing frequent power cut.
