By R Lester Makang

UKHRUL, January 16: With the deadline set for opening of bank accounts for beneficiaries under the National Social Assistance Program (NSAP) drawing to an end on Wednesday, a large number of pensioners from Ukhrul district are likely to face deletion of their names from the beneficiaries` list for want of bank account.

As per the information culled from the district Social Welfare department, Ukhrul, till the end of 2013 there are 4,522 beneficiaries under NSAP in the district of which 4172 are IGNOAP pensioners, while that of IGNWPS and IGNDPS are 272 and 78 respectively.

Up to December 2013, however, the total number of beneficiaries who had not opened a bank account accounted for almost 39 per cent of the total number of beneficiaries under the scheme in the district.  That is a total of 791 pensioners under IGNOAP were yet to open their bank accounts, while 78 and 16 pensioners under IGNWPS and IGNDPS did not have their bank accounts.

Subsequently, the department recently notified to all the beneficiaries who were without bank accounts to open the same within 15 January 2014. However, many beneficiaries have failed to turn up or comply with the order by the set deadline thereby risking deletion of their names from the list of beneficiaries, according to the department.

DSO, Ukhrul, JK Makabo has said that this is primarily due to negligence on the part of the beneficiaries who kept putting off opening a bank account till the last minute, while adding, “We have been announcing and publicizing on the matter since the year 2010.”

The exact number of beneficiaries who stand  deleted for failing to open a bank account is still awaiting till the time of filing this report.

Meanwhile, a separate source from UBI, Ukhrul branch has said that the process for opening bank accounts for those beneficiaries who have applied for the same is going on steadily.

One of the unsung heroes of modern Manipur is our transporters – the drivers of carrier trucks and oil-tankers. Being a land-locked region with no access to rail lines they are our constant support for ferrying supplies of essential commodities and oil from government storages into the state. However, the value of their service extends manifolds due to the inherent problems of road blockage faced along the routes. Some of the problems can be enumerated as rough terrain, hostile activities by native people residing along the highways, coercion and extortion by plethora of militants and other people on their behalf and frequent and long-lasting bandhs and blockades. Many drivers and helpers sacrificed their lives in the line of duty yet their compatriots continue to serve the people with unflinching royalty and valor in difficult circumstances. Compelling sense to acknowledge the significance of their contribution have been felt during taxing times arising from seasonal inaccessibility of the highways, bandhs and blockades and major damages to bridges and landslides. But otherwise they never received the amount of gratitude from the administration or the public that they so right deserved.

Recalling their invaluable shares in fulfilling our day to day affairs will be appropriate with the memory of the recent Drivers’ Day celebration still lingering. True, every profession has its own hazards and special offerings. Soldiers defend our frontiers, the police guards our lives and properties, doctors and nurses provide us with health-care and so on. Every profession carries its own weight and grading them one above the other on any basis will be unfair. Yes, freight service is a thriving business and earns money for the vehicles owners and the drivers and helpers. Having said that the society should be sensitive to our fellow brethrens who had time and again stepped out from their normal line of duties in dire circumstances when our state was on the brink of disasters, facing scarcity of oil, medicines and food grains and even staring at the prospect of starvation due to natural causes like landslides, heavy rain etc or due to foolhardy blocking of the highways and bandhs enforced by organisations without the mandate of the people. The drivers have earned our respect and adulation for the intrepidness and compliance with which they responded to the call of the hours, putting their lives and vehicles in danger.

The administration should understand that the drivers have been carrying out their duties with great responsibilities not only for themselves and their families but for the whole state. Scores of drivers are being tortured, humiliated and heart-broken for no fault of theirs each day along the highways. It is high time for the administration to wake up and take steps to ensure normal working conditions by listening to their grievances and talking to their counterparts in the neighboring states.

IMPHAL, January 16: The actual crude oil production in 2012-13 is about 37.86 million metric tonne (MMT), which is about 0.6 percent lower than the previous year’s crude oil production of 38.09 MMT. The marginal decrease in crude oil production is mainly due to lower crude oil production by ONGC and OIL than the previous year, said T Dharmavir assistant manager (Retail Sale) for senior division manager, Imphal and state level co-ordinator, Manipur.

Delivering the key note address at the inauguration function of the Oil and Gas Conservation fortnight 2014 at Nirmala Hotel, he further stated that the average natural gas production in the year 2012-13 is about 111.4 Million Standard Cubic Meter per day (MMSCMD) as against the natural gas production of 130.3 MMSCMD in 2011-12.

The lower gas production in 2012-13 is primarily due to less gas production in KG-DWN-98/3 (KG-D6) block, he informed while adding that as on April 1, 2013, the balance recoverable crude oil and natural gas reserves in the country are 758.42 million metric tonne (MMT) and 1351.53 billion cubic metre (BCM) respectively.

He said that there are 22 petroleum refineries operating in the country, 17 are in public sector, three are in private sector and two are in joint ventures of public sector.

Y Thamkeshore, commissioner CAF and PD said in his chief guest speech that the country has produced not sufficient crude oil for year, so it is bought from the outside country.

He said the fortnight observation is to create awareness in the state.

So we need to conserve petroleum products, he added.

Further continuing his speech he said that the theme “Save fuel, save money, save environment” is essential in today’s society.

Since the past two years, traffic jams have become very common in the state, which only indicates that fuel consumption has increased manifold.

People need to understand the need to control consumption of fuel; theCAF and PD commissioner further encouraged taking public transportation for going to the workplace.

He further continued that using adulterated fuel in our vehicles increases the production of greenhouse gases, which affects the Ozone layer the most.

Guest of honour at the function, K Rahdakumar DC Imphal West said that the growth in economy has seen a rise in energy consumption because of the life style changes, economic growth has brought.

However, the crude oil available in the country is not adequate, he said before elaborating on the need to create awareness on the importance of conserving fuel.

He observed that the authorities need to provide leaflets with the do and donts for fuel conservation.

Meanwhile, the students and people present at the function also promised to conserve petroleum products and avoid unproductive and wasteful use.

Today’s programme was organised by the Petroleum Conservation Research Association under the ministry of Petroleum and Natural Gas, GoI in association with the oil industry.
