Home minister has asked State to apprise on law and order situation
IMPHAL, May 30: President of BJP Manipur unit Thounoujam Chaoba lambasted the state Home department for its complete failure to maintain law and order in the state.

Chaoba rushed to visit the victims of the bomb blast that occurred in Singjamei May 29, just after his return from Delhi.

It may be mentioned that two persons were killed while several others were injured in the Chingamakhong bomb blast areounf 5.15pm Thursday.

The victims are undergoing treatment at RIMS, Shija, Raj Polyclinic, Advance Hospital and Iboyaima Hospital Singjamei.

Speaking to the media on the sideline of his visit, Chaoba alleged that the blast had occurred because of the state government’s negligence in maintaining law and order.

He said Singjamei is in the heart of the Imphal. The blast occurred at a place where securities are deployed round the clock.

State is now facing the worst law and order situation Chaoba alleged.

He further informed that the Union Home minister Rajnath Singh has taken serious note of the incident.

Accordingly, the minister has demanded a proper appraisal of the law and order situation in the state within 48 hours, he said.

The BJP president strongly condemned the incident and termed it as an inhuman act.

He said such heinous crime should not be repeated in the future. Chaoba said he will meet the Chief Minister to demand proper ex-gratia for the victims.

On the other hand, State deputy Chief Minister Gaikhangam also visited the victims of the Singjamei bomb blast, who are now recuperating at different hospitals.

In a defensive tone, the Home minister speaking to the media said there has been no negligence on the part of his department. “This is not an isolated case, even in highly advanced country like US, shooting incident of school children happens”, Gaikhangam said.

Gaikhangam claimed that with the modern technology a powerful bomb can be assembled very easily.

He said that there could be possibility of outsourcing the plantation of bombs to people like drug users who are in need of money.

Condemning the incident, he sought the corporation of the public in preventing such incidents.

Gaikhanagam also visited Rinku Khumukcham Editor of Imphal Times who is currently undergoing treatment in Shija Hospital following an accident, and offered him financial assistance.

IMPHAL, May 30: The chairman of the United National Liberation Front (UNLF) RK Meghen alias Sanayaima who has been under judicial custody of National Investigation Agency (NIA) along with his 14 associates of the outfit was on Friday produced before the Special Court of NIA in Guwahati. However, the prosecution witnesses of the NIA failed to appear before the court.

The number of prosecution witnesses in the case registered by the NIA against RK Meghen and 14 others of the UNLF is 108 out of which the majority are from the NIA.

After the NIA submitted the chargesheet of the case to its Special Court, subsequent proceedings of the case was taken up.

Of the 108 prosecution witnesses, more than 50 have been already crossed examined and their statements recorded, informed sources.

It may be mentioned that MC Kuli, digital expert of the Forensic Science Laboratory and two other prosecution witnesses had also failed to appear before the same court on May 12 and 13.

The three failed to appear before the court today also, however, the court has provided time till Saturday for the witnesses to appear before the court, informed the source.

The UNLF chairman and 14 other associates made physical appearance before the Special Trial Court of NIA on Friday at 10:30 am under case No. 1 of 2010 (Special Trial) V/S 121/121-A/120-B IPC & 16/17/18/20 VA (P) Act, the source said.

Sources also added that the three other members of the UG group, granted bail by the same court were represented by their counsels

IMPHAL, May 30: A woman has today accused KCP Nongdrenkhomba Group chairman Nongdrenkhomba of killing her son, who is a former PLA member and then became a cadre of the peace signatory outfit KCP Nongdrenkhomba Group.

Speaking to media persons at the Manipur Press Club today, in the presence of her local neighbours, Laiprakpam Memcha said her son L Gophen alias Roshan son of (L) Biren of Lagthabal Phuramakhong Chingya was killed by Nongdrenkhomba on January 4, 2014 and was buried the next day at the Mission Compound Mata Village.

Following the arrest of a cadre of the outfit, the body was recovered by the police on May 17, she continued.

She said her son was a former PLA member and was arrested by the police commandos some five years back from North AOC.

He stayed in the Sajiwa Central Jail for some years during which he was befriended by Nongdrenkhomba, who asked him to join his party, she said.

Gophen joined the KCP Nongdrenkhomba group and signed the MoU with the government last year, she continued.

After signing the MoU, Gophen stayed along with the other cadres of KCP Nongdrenkhomba at their designated camp at 46 Assam Rifles, Churachandpur, she said.

Further recounting her son’s story, Laiprakpam Memcha said last year in December, her son had come home with a 20 day out-pass and after his return to the designated camp, the family lost contact with him.

On May 2, an unknown person came and after identifying himself as a cadre of the PREPAK came to her family and informed that his son had been killed and buried by the KCP Nongdrenkhomba himself.

He further told the family to go search for Gophen at Churachanpur, she said.

The same day a team of the Imphal West cdo had enquired about Ghopen’s whereabouts in the locality, following which the family filed a missing complaint to the Kakwa Police Station, she said.

During the first week of May again, another unknown person made a call from an unknown number and informed that Gophen has been killed by Nongdrenkhomba and buried at Churachandpur, Memcha continued.

Her son’s skeletal remains were recovered by the police on May 17, after a cadre of the outfit was arrested, she further continued.

A cadre identified as Thoi, who was arrested by an Imphal West Cdo team from Patsoi during interrogation had revealed that Gophen’s body was buried at Mission compound mata Village, CCpur, she said.

The family went to Churachandpur on May 17, but was told that the identity of the body is yet to be identified and need to be sent to the forensic experts for confirmation, she continued.

The family conducted Gophen’s last rites with a dummy, she lamented before urging the government to take proper action against culprits.

The locals also threatened to launch intensive forms of agitations if in case the government fail to take proper action in a week’s time.

IMPHAL, May 30: The JAC formed demanding the immediate shifting of the URF designated camp from Loitang Khonou, Spinning Mill has warned to launch several forms of agitation in case the government failed to provide positive response to the demand by Saturday 10am.

In this regard, the JAC president Kh Ibeton Devi said the JAC and family members of the two URF cadres whose bodies were found buried inside the storeroom of the designated camp have already submitted a memorandum to the minister concerned yesterday evening.

While declaring the incident as heinous, a family member of one of the two dead cadres urged the government to take proper action and to cancel the SoO signed with the outfit.

Addressing the media at the Manipur Press Club today, Kh Ibeton Devi said the memorandum has warned that the JAC and the family members are ready to launch several agitations including a State wide general strike in case the government fail to take any positive action on their demand.

She said yesterday, locals of several villages staged a sit in protest near the Loitangkhunou Spinning Mill and later took out a rally around the camp.

The memorandum has also demanded the minister to arrest the culprits involved in the killing of the two at the earliest and to punish them accordingly.

Even though the memorandum had demanded the government to take some positive steps during the deadline set by the JAC, till now there has been no such response from the government, she said.

The JAC and family members will join hands with the various civil society organisations of the State and launch agitations.

A family member of one of the dead cadres said, the act is highly condemnable as the cadres had joined the peace process by signing a memorandum with the government with an aim of returning to the mainstream, she said.

She lamented after the two were reported missing, the family members had contacted the leaders of the outfit who told them repeatedly that the two had deserted the camp during the intervening night of March 18-19 and on May 28 their bodies were recovered buried inside the store room of the designated camp.

She called on the government to take proper action against all involved in the crime and to cancel the Memorandum of Understanding signed with the outfit.

CDSU president Chin said that the student body has collected a bunch of files from the ZEO CCpur office and further disclosed that a number of files from 10 leading schools, in addition to the ZEO office, were also collected during the last week.

The president told IFP that they will burn the files if the government did not comply with its demand before June 2 which will be followed by intense agitation.

It may be recalled that the CDSU are demanding the revocation of the government/ cabinet order that will take more than 300 teachers from the district without proper mechanism to replace them. The president added that the decision is biased and has been meted out only in CCpur district.

The president of CDSU also lamented that the people from the valley, where there was no post available are filling up vacant post in the hills and after 2 to 3 years, they leave the district in the lurch.

The exercise was done to spoil the good academic progress brought by the 40 mathematics and science teachers who will be transferred as per the government order which, in turn, will spoil the balance of educational system that has been the hallmark of the success of education in CCpur district, Chin stated.

The CDSU also said that the students of the district got disturbed as the teachers are to be transferred from their duties which make teacher-student ratio of 95:1.
