Strategizing Kukis political demand

The leaders of the two Kuki armed groups – the United Peoples’ Front (UPF) and the Kuki National Organization (KNO) – are again heading to New Delhi with the hope of materializing a political dialogue with representatives of the central government.

A meeting with officials of the Ministry of Home Affairs (MHA) is likely to take place within the next few days. The meeting will be the first high-level engagement between the two sides under Prime Minister Narendra Modi’s government.

The issue of holding political talk has been dragging on for years. The Indian Army and the Kuki armed groups have observed Suspension of Operations (SoO) since August 1, 2005. A tripartite agreement, involving the UPF and KNO, the central government and the Manipur state government, was formally signed on August 22, 2008. The current one-year-term ends on August 22.

The SoO was possible after the Kuki armed groups accepted former Prime Minister Manmohan Singh’s appeal for resolving armed conflicts through dialogue. The Congress government agreed, in principle, to initiate political dialogue within the framework of the Indian constitution.

Last year, the Indian government made the assurance that political talk would begin immediately following the winter session of the national parliament. Mr. Shambhu Singh, Joint Secretary (North East), MHA, briefed representatives of the UPF and KNO on the modalities of holding dialogue. However, eight years have lapsed since the start of the SoO, but no political dialogue has materialized yet.

Because of the government’s alleged indifferent attitude, the UPF had last year warned not to allow the inspection of its designated camps by government officials if no political dialogue began by August 22. The group also threatened to boycott the Congress party in the 16th Lok Sabha election.

How is the situation of the armed groups and the political atmosphere in New Delhi different from the previous years? Is there any sight of solution to the Kukis political demand under the new administration?

In anticipation of political dialogue with the central government, the armed groups discussed among themselves with the hope of finding a common strategy. However, it appears that they have not been able to reach a consensus on presenting one single political demand.

The UPF and KNO, constituted by over 20 armed groups, have two different political objectives. The UPF demands an autonomous hill state, or a state within a state under Article 244-A of the Indian constitution. The KNO demands the creation of a separate Kuki state.

Another challenge to the solution of Kukis political demand is on the question of competing demands. The Nagas, who form another major ethnic group in Manipur state, also claim the same geographical areas in four hill districts. The National Socialist Council of Nagalim (NSCN-IM) claims Chandel, Senapati, Tamenglong and Ukhrul as their own territories in their quest for greater or southern Nagaland.

New Delhi has had several rounds of political dialogue with the Nagas, particularly the NSCN-IM. These competing demands of overlapping areas have given rise to severe insurgency problems for the past many years.

Knowing the potential consequences of political dialogue between the Kuki armed groups and the central government, the Manipur state government inserted a clause in the initial tripartite agreement, that is, the territorial integrity of Manipur cannot be disturbed.

In light of the recent creation of Telangana state out of Andhra Pradesh despite a strong opposition from the state government, many begin to think that it is not an impossible task to carve out a Kuki state from Manipur.

However, it is important to understand that the Kukis and the Nagas have to reach some sort of understanding, if not agreement, on the question of competing demands in overlapping territories.

Whatever the outcome it might be, it is important that the central government keeps its earlier promises and begin political dialogue with the Kuki armed groups. There has been enough frustration of extending SoO for the past eight years, without achieving any substantive result.

A leader of the UPF in a recent statement said, “There is no point keeping on extending the Suspension of Operation (SoO) every year without engaging in political dialogue…the cadres will get frustrated if this thing continues for longer.”

There is a general feeling among the people of Manipur, including the Kuki armed groups, that the Bharatiya Janata Party-led National Democratic Alliance coalition government would take a pro-active approach to address insurgency problems through political means.

The demand for a Kuki state comprising all the Kuki inhabited areas of Manipur was first submitted to then Prime Minister Jawaharlal Nehru on March 24, 1960 by the Kuki National Assembly, a political body formed in 1946.

However, history would not do justice unless the present leaders of the Kuki armed groups formulate a practical strategy by setting aside personal and ideological differences.

Another unattached wrestling referee has also been arrested for an alleged sexual assault. What one can infer from the reaction to the alleged incidents is the manner of immediate response. Latest emerging reports say that the two have been let off for lack of concrete evidence. Nearer home, we have had disclosures of a coach molesting and harassing five students at the Sports Training Centre at Takyelpat which came on the heels of an earlier incident when Ng Dingko ended up beating students at the Sports Authority of India, Manipur complex. But no stringent action has been taken apart from condemnations and transfers. With the Ng Dingko case, it was the aggressive stance taken by civil society groups that led to the police case being taken up against him for there were efforts to go soft on the boxer.
 
With growing incidences of elected representatives going on record to threaten that women should be raped, that women who get sexually abused or harassed are calling for such against them because of the way they dress, where and when they go etc, that men get aggressive because of mobile phone use or eating chowmein; the reports of sexual violence on women and children getting on an increase is no surprise. There is a strange misogyny prevalent in the Indian society that deems fit to put ‘women where they belong’, to bracket women into water tight compartments that end up restricting movement and social interactions, with the end result that the emphasis on what women can do and cannot do leading to ‘just deserts’ for women who go foul of these dictates. On the face of it, women have more ‘freedom’ and ‘equal rights’ but the reality is that societal prejudices, concepts and tolerance of what a woman can and cannot do have not really changed much.
 
A vast section of young and not so young men in the country today deem it completely ‘normal’ and accepted to indulge in the practice of what is known as ‘eve teasing’ that in reality translates into harassment. Worse, women who are subjected to ‘eve teasing’ are supposed to feel privileged with the attention so showered and any complaints, to such cases are mostly met with amusement rather than a positive response to take swift action against those indulging in the said act of eve teasing. One only needs to see what happens to girls and young women who take a strong stand against being eve teased or being ‘followed’ in the form of vicious attacks and the use of acid, leaving many disfigured. If ever a study were to be taken up in Manipur with regard to the nature of eve teasing and its trends, the result would indicate a not so surprising fact that it is often men in security uniforms who indulge in the act. Another lesson in irony where those in positions of power and authority to take action in cases of sexual violence are the ones who are perpetrating it further.
 
Yes, laws with regard to sexual violence in the country have been strengthened in the aftermath of the brutal gang rape and subsequent death of a para-medic student in New Delhi in 2012 while the police and legal systems have been asked to step up in terms of their response to cases of sexual violence against women and children. Yet, these developments have not deterred any perpetrators of sexual violence but worryingly led to a spurt in cases of sexual violence against minor girls. While stringent action needs to be taken up against those indulging in sexual violence, the real game changer will be an attitude shift vis a vis the place of women in the society. This in turn, can only come about when there is a conceptual clarity of gender norms and practices.

Terming the unchecked influx of migrants as alarming, the Naoriya Pakhanglakpa MLA who was speaking in the sidelines of his visit to his local Assembly constituency said that the Inner Line Permit issue which has now became a raging issue was not necessary during the time when Manipur was a princely State. 

Outsiders were allowed to enter the State but it was regulated so as not to pose a threat to the demographics of the State, he said adding as a princely State, the entry of outsiders were regulated by a certain law but that law got repealed after the merger with India when the then Chief Commissioner Himmat Singh declared it null and void on 1950. 

Stressing that after the merger with India, the influx of outsiders has grown exponentially in Jiribam, Chandel and Churachandpur, Anand said these outsiders claim to be indigenous people but they are not Manipuris. 

According to clause 1 D and E of Article 19 under the Indian Constitution, any citizen of India can move freely within the territory of India, he said, but there are exceptions under the Bengal Eastern Frontier Regulation, 1873 under which people from other parts of India need a permit to enter the States of Nagaland, Arunachal Pradesh and Mizoram. 

It was not extended to Manipur because the State was not a part of India at the time of its implementation, Anand said.

Citing the resolution taken at the Assembly which put to question whether the provisions under Article 19 is valid if the survival of the indigenous people is at stake and what measures can be taken to stop the indigenous people from being swamped by outsiders, he stated that the Assembly took a similar resolution again assuming that the State government can take the decision of implementing the Act. But after thoroughly re-examining the matter, we decided to urge the Central government for implementing the ILP Act, Anand added. 

He said that after a thorough analysis of Article 19(e), it was learnt that the State can make certain restrictions on this right for protecting the interests of the general public and tribal communities.

Stressing that all the 60 MLAs who are representatives of the people of the State are determined on the issue of ILP implementation, Anand said the issue got sidelined due to the problem created by NSCN-IM problem in the State. 

We mobilised our forces to drive out the NSCN-IM from the State because ceasefire is not extended to our State, he added. 

Appealing to the members of the State BJP to play a crucial role during the meeting with the NDA government, he said that the Chief Minister’s statement on the ILP issue during the recent Assembly session is important because he urged all the agitators demanding the implementation of ILP, civil societies, the people and all political parties of the State to join hands in taking a collective decision on getting the Act implemented.

IMPHAL, August 4: Two of the eight NSCN-IM cadres who were arrested in connection with the killing of Autonomous District Council, Ukhrul member Ngalangzar Malue were formally arrested for their involvement in two different cases today. 

With the police remand of the eight expiring today, they were supposed to be produced before the concerned court. 

However, with the CJM, Imphal East being out of station on an official assignment to Bhopal, the eight were instead produced before the court of CJM Imphal West RK Memcha.

During today’s court proceeding, the Tamenglong police submitted a plea before the court seeking custodial remand of Wunglengpam Raipang alias Apam, 31, son of Ramreingam of Tushal village, in connection with a case under Fir No.22 (II)2012 TML PS u/s 307/426/400& 25(I-C) Arms Act. 

The case was registered following a gun fight between ZUF and NSCN-IM on November 20, 2012 at Khumji. 

Similarly, Phungyar police also submitted a separate plea seeking custodial remand of Shimreingam Value alias Angam, 33, son of Alung Value of Tuinem Village, Ukhrul in connection with a case under FIR no.3 (9)2009 PYR PS u/s 307/34 IPC&25 (I-C) Arms Act. The case was registered by the police in connection with an ambush laid by the NSCN-IM against a column of 23 Assam Rifles. 

The two were formally arrested by the concerned police stations after being granted permission by the court today.

Apam was remanded to police custody till August 8 while Angam was remanded till August 7. 

Meanwhile, the six remaining cadres have been remanded to judicial custody for 15 days. 

The six are s/s private Wingky, s/s lance corporal Sepachi, s/s pvt Longji, s/s lance corporal Somrei, s/s sergeant major Esachar Ejao and s/s sergean K Hareithing. 

It may be mentioned that the eight were reportedly arrested during a police raid on the WTR office of the NSCN (IM) in Ukhrul district during the wee hours of July 13, a day after the ADC, Ukhrul member was killed. 

The section registered against the eight include FIR no.14 (7) 2014 UKL PS u/s 16 UA (P) Act, 363/346/400/IPC, 5 Explosive Substances Act, 6(I-A) I.W.T Act and 25 (I-C) Arms Act.
