A photograph of Arab Al Qaeda members and Afghan Mujahideen jogging at a training camp located in a dry riverbed in Afghanistan, taken at a distance just outside the training camp, “is extremely rare,” says Nickelsberg. “I didn’t go down on one knee and take a light reading…I took the picture quickly, and then turned around and hoped I had it in focus.” Training camps, like these, were filled with Arabs from a variety of countries. Elizabeth Ralph quoted Nickelsberg in Politico magazine, saying “It was sort of like the United Nations of jihad.”

A lone Afghan with a stick in his hand held high, next to a bombed wall with a vast stretch of bare, tree-less desert-like land, on the cover of this weighty book is but a glimpse of how ravaged a once beautiful land has become. Over hundred photographs in the book, with perceptive comments by the author and complementary articles by some journalists bring out the tragedy that Afghanistan further became following the exit of Soviet Russian troops. The relatively stable period of 1933-1973 under King Zaher Shah, seems an old distant dream.

Based in New Delhi from 1988 to 2000 as the TIME magazine photographer, Robert Nickelsberg’s first foray into Afgnanistan was in 1988, when he accompanied a group of Mujahideen across the border from Pakistan.

Interacting with this writer, Nickelsberg said that getting access into Afghanistan during the Soviet occupation was tough as the Soviets didn’t grant any visas to journalists hoping to enter the country, except occasionally, which is how Nickelsberg came to be in Kabul on the first day of the Soviet army’s withdrawal from Afghanistan and captured the photo of an Afghan government soldier handing a flag in solidarity to a departing Soviet tank commander.

With the only route for foreign journalists to Afghanistan being “through the keyhole of Pakistan” and thence across mountains, backpacks and good boots were minimum requirements. Since the killing of Osama bin Laden in May 2011, entering Pakistan or through it to Afghanistan, became much more difficult and by 2014, it became like never before. Forget about overnight access in Peshawar, even daylight access is not worth the risk. He stressed the need to be very cautious and not make any — “mistakes”. For those journalists who reach Afghanistan, being escorted by Afghan Army is also very dicey. Largely responsible for spreading terror in Afghanistan and India — which has also severely affected Pakistan — is the Pak Army and its infamous adjunct, the Inter Services Intelligence (ISI). However, criticising or reporting its misdeeds can be very dangerous.

According to Amnesty International, at least 34 journalists have been killed because of what they reported since restoration of democratic rule in Pakistan in 2008, but the culprits have been brought to justice in only one of those cases.

Authorities have “almost completely failed” to stem attacks on the media or hold those responsible like intelligence agencies, armed groups/Taliban and even political parties. Reporters have been threatened, abducted or tortured for their work. “Over 25per cent of Karachi is jihadi controlled — too dangerous for journalists,” said Nickelsberg. While this writer elaborated on the brutal murder of Pakistani journalist Saleem Shehzad in his book, After Abbottabad: Terror to Turmoil in Pakistan (Pentagon Press), Nickelsberg mentioned how Hamid Mir stopped six bullets for reporting on the ISI. Nickelsberg’s hour- -and-a-half long narration about this book at New Delhi’s Foreign Correspondents Club of South Asia in March this year, had everyone spellbound. His in-depth knowledge accumulated over umpteen trips to Afghanistan and recorded in many hundreds of photographs, covers all — the Taliban/other jihadi groups’ barbaric brutality, people’s despair, oppression of women, power play of the warlords, the plight of the US Army/coalition forces etc — in the backdrop of some fascinating landscape.

Another photo worth mentioning is of Jalaluddin Haqqani scowling at Nickelsberg’s lens. Ironically, reported to be a friend of the CIA, the Saudis and Osama bin Laden, Haqqani, not originally a Taliban, in 1995, just prior to Taliban’s occupation of Kabul, switched his allegiance to them. In 1996-97, he was also a minister in the Taliban government and governor of Paktia Province. If he had a role in aiding/abetting Osama Bin Laden’s escape, as believed, it obviously means he was close to the ISI. As one of the most important Taliban military commanders fighting against the Afghan government, and US forces in Afghanistan, He is still reportedly secretly aligned with the ISI. While the Pakistani government denies this relationship evidence clearly shows that the ISI is secretly working with various Taliban leaders to weaken and eventually destroy the US backed government in Kabul. Haqqani has also been accused by the US of involvement in the 2008 Indian embassy bombing in Kabul and the February 2009 Kabul raids.

The last two photos in the book are of Ahmed Shah Masood and Masood Khalili, with his son, Mahmud. Khalili, a close a friend and adviser of, Masood, were together when attacked by terrorists posing as a media team.

With the drawdown of US and other troops in Afghanistan scheduled for completion by end of 2014, after 13 years of conflict without much success and the security situation deteriorating again, the book’s release is timely. On May 27, 2014, President Obama reportedly announced his long-awaited plan for Afghanistan that a residual force of 9,800 US troops will remain there for one year following the end of combat operations in December 2014. That number will be cut in half at the end of 2015, and reduced at the end of 2016 to a small military presence at the US Embassy. This plan, despite warnings early this year by White House of a possible “zero option,” is largely in line with what the US military had requested. It also is in line with what Nato and other international partners said was necessary for them to retain a presence in Afghanistan.

The book is an informative reference piece for Afghanistan-Pakistan watchers.

School textbooks are not just teaching handbooks. They are windows to an ever-unfolding world. Teachers act as medium that connect students with the world through the textbooks. School textbooks promote attitude and values that ensure preparedness of well-informed citizenry of our future generation. In this regard, a letter to the editor which was published on August 18 issue of IFP demands serious attention of all stakeholders. The writer is a teacher serving in government school disturbed by a particular sentence: ‘He will send Chaoba to a government school which normally does not provide what we call quality education’. This sentence is from a school textbook prescribed by the Board of Secondary Education, Manipur. The book is prescribed as Social Science textbook to be taught in the sixth standard. The sentence, one finds, in the chapter ‘Making A Living’. This chapter explains different ways of earning one’s livelihood. According to the book, Chaoba’s father is a landless daily wage earner. He cannot afford to send Chaoba to a good school; therefore he will send Chaoba to a government school ‘which normally does not provide quality education’. In the letter, the teacher enunciates her dilemma of passing the message to her students that could tantamount to demoralising her students, if she were to translate the meaning of the sentence. The teacher at the same time acknowledges the general view that government schools are not the first choice for a good education, and that there are systemic flaws responsible for the poor performance of these schools. Nonetheless, the teacher is also aware of the subtext of the sentence, which would have a negative impression on the young minds of those who study in the government school. The teacher contends that the statement would not only demoralise the students but also the teachers as well. She rightly points out that the book was reviewed in 2012 by eight expert members, assigned by the Board. She enquires the learned scholars ‘whether inclusion of such sentence arouse doubts in the mind of the students or not?’ The teacher’s concern suggests the need for evaluating the school textbooks, of the content and pedagogy of the books. And perhaps, teachers are the best people to point out the failings. For they are the one who are constantly in touch with the curricula. They know and feel how children in the classroom respond to a subject, or a particular sentence. This is not an outright validation of the teacher’s contestation against the capability of the curricula experts. However, the authority of the BSEM and curricula experts should make it a point to relook into the book and the sentence mentioned by the teacher. The teacher who has written the letter has been very sensible on her part as a teacher who not only connects the world with the students through the textbooks but someone who cares. Her voice represents all other voices, which have identified one area of the impediments that enfeebles the connectivity. Her act of speaking out should be appreciated. By her action, the teacher has moreover challenged the general belief that government teachers are highly paid non-performers, who do not attend class regularly. There are serious teachers who are serious about teaching.

Court orders Sharmila’s unconditional release dismissing suicide attempt charge

Sessions Judge, Manipur East A Guneshwar Sharma ordered that Sharmila be released from custody, if not required in any other case.

Sharmila had filed a revision petition before the court against an earlier order passed by the Chief Judicial Magistrate (Imphal East) on June 4 that charged her under section 309 IPC.

In his judgement and order, the Sessions Judge, Manipur East observed “The agitation of Irom Chanu Sharmila is a political demand through a lawful means of repealing a valid statute.”

“From her past conduct, it seems that she may continue with the fast till her demand is met politically by the government. In the circumstances, the State government may take up appropriate measures for her health and safety, such as nose feeding, etc. in case she decides to continue with her fast.”

The judge in his order stated: “In the case record, there is no material to establish that Irom Chanu Sharmila has ever stated she is/was fasting unto death, except for the mere allegation contained in the FIR and charge sheet and uncorroborated news reports.”

“The allegation of fast unto death is a mere conjecture mentioned in the FIR and charge sheet and is not supported by any material.”

Surviving solely on nose feeding without taking any food for 14 years negates the very feeble presumption of “intention of fasting unto death” since the petitioner is not refusing nose feeding, said the judgement order.

Speaking to media persons, Sharmila’s counsel Khaidem Mani said the court order is a landmark judgement in the legal history, however, since court proceedings take time, Sharmila’s actual release might take a couple of days.

Also known as the Iron lady of Manipur, Sharmila began her fast on November 2, 2000 demanding repeal of the Armed Forces (Special Powers) Act, 1958. She was shortly arrested on charges of attempting suicide under section 309 IPC, followed by an annual ritual of release and re-arrest as under the provision, a person charged of such offence is punishable with imprisonment for up to one year.

She was last released on March 13 and re-arrested by the Porompat Police on March 14.

Amnesty International, CORE hail Sharmila release as legal and moral victory

IMPHAL, August 19: The Amnesty International India has said the court ruling directing the release of ‘Prisoner of Conscience’ Irom Sharmila is a legal and moral victory for the activist.

IMPHAL, August 19: The Amnesty International India has said the court ruling directing the release of ‘Prisoner of Conscience’ Irom Sharmila is a legal and moral victory for the activist.

“This welcome but long overdue judgement recognizes that Irom Sharmila’s hunger strike is a powerful protest for human rights and a peaceful exercise of her right to freedom of expression,” said Shailesh Rai, programmes director, Amnesty International India.

“Irom Sharmila should never have been arrested in the first place. All other charges against her of attempted suicide must be dropped and she must be immediately released. Authorities must instead pay attention to the issues this remarkable activist is raising,” it said.

“Irom Sharmila is being detained in the security ward of a hospital in Imphal, where she is force-fed a diet of liquids through her nose. She has never been convicted for attempting to commit suicide.”

Last year, over 18,000 people from across India supported an Amnesty International India campaign calling for the unconditional release of Irom Sharmila, it said while adding that India’s National Human Rights Commission also acknowledged that she was a ‘Prisoner of Conscience’ who was being detained solely for the peaceful expression of her beliefs and called for the removal of restrictions imposed on access to her.

Speaking to Amnesty International India in September 2013, Irom Sharmila, inspired by Mahatma Gandhi’s philosophy of non-violence, said, “My struggle is my message. I love my life very much and want to have the freedom to meet people and struggle for issues close to my heart,” it said.

Meanwhile, the Centre for Organisation Research and Education of Manipur while welcoming the landmark order has also expressed concerned that Sharmila’s continued protest of fast for the repeal of AFSPA will also put her at a heightened risk to her personal safety and life.

“It is astounding that after more than 12 years of being convicted to imprisonment under IPC section 309 (attempt to commit suicide), a judicial opinion has been expressed that there is no evidence that she has attempted to commit suicide! If the judicial opinion has any weight in the long turn, the order has put the tenability of Section 309 in the Indian Penal Code under a cloud.”

It further commended the ‘courageous order passed by a District and Sessions Judge of Manipur.’

IMPHAL, August 19: In an interesting development concerning the demand for Inner Line Permit system, reports have emerged that the state Government has intimated the Centre stating that the ILP system never existed in Manipur, though there was a permit system for outsider entry into the State prior to its merger with the Indian Union in 1949.

Some ILP activist contemplate that this response from the side of the Government could be the reason behind Union Government’s hesitation to heed to the demand for ILPS introduction by the people of the state.

According to information available with IFP, following the resolutions adopted by the state cabinet on July 12, 2012 and resolution adopted by it on July 13, 2012, the Principal Secretary, (Home) Government of Manipur, Dr J Suresh Babu, submitted a written statement to the Home Secretary, Ministry of Home Affairs on August 3, 2012.

In the statement the home department mentioned that the state Cabinet resolved to urge the Government of India to extend the provision of Bengal Eastern Frontier Regulation 1873 to the state of Manipur. Earlier the Manipur Assembly passed a resolution to extend and adopt the Bengal Eastern Frontier Regulation 1873 with necessary changes in the point of details in the state of Manipur and to urge the Government of India to comply the same.

However, on August 6, 2012 the joint secretary (Home), Government of Manipur, Ningthoujam Geoffrey, also submitted another written statement to the Dr. M. C Mehanathan, Director (NE-I) NE division, ministry of home Government of India.

He mentioned that the State did not have the ILP system in the past. However, the State had a permit system, for entry into and exit from Manipur in force before its merger with the Union of India.

The said permit system was abolished by a notification issued by the then Chief Commissioner, Manipur (Vide No.8597-601 H.D dated November 18, 1950 which was published in the Manipur Gazette dated November, 18 1950).

Moreover, the statement said that the implementation of ILP system does not arises as there was no ILP in Manipur before.

According to Sekmai Protection Committee president Kh Rajesh, a joint team of volunteers from Sekmai Protection Committee and Advanced Women Society, Sekmai caught a truck (bearing registration number MN-06T 0242) loaded with sand during a regular checking of various sites in the Imphal River after restrictions were imposed on sand mining in the area since June 1 last.

The driver of the seized truck is identified as Chanambam Ibocha from Iram Siphai and the truck belongs to Deven Warapam of Leimapokpam, Rajesh said.

The driver stated that he and the truck owner were not aware of the restrictions on sand mining and stone excavation from the Sekmai area, he added.

Rajesh said, “Today, we got news that some trucks and labourers were seen working in the area. So, the committee visited the site and asked all the labourers to return back from the site. However, all the sand collected was seized.”

Pointing out that the committee has already written a letter to both the District Collector and Superintendent of Police, Imphal West to take measures for enforcing the order issued by Forest department for restrictions on sand mining and collecting stones from quarries on the Imphal River, he said however no action has been taken up so far and that has resulted in such incidents in the area while also appealing to the government to look after the matter.

17-year old injured in temple blast

IMPHAL, August 19: A 17 year-old boy was injured when miscreants exploded a Chinese made hand grenade inside the Thakur Mandir, Mantripukhri under Heingang Police station Imphal East district.

Sources said that the incident occurred around 12.45 after midnight.

The victim has been identified as Kunal Shah, 17, son of Sunil Shah of Thakur Bari.

He was treated at the Raj Medicity and discharged the same night.

Police have registered a case in connection with the incident and investigation is going on in full swing.

Meanwhile, a Chinese made hand grenade was left at the residence of special contractor of PHED, Soubam Birdhaja Singh, 60, son of S Ibomcha Singh of Uripok Achom Leikai.

The bomb was found hanging at the gate wrapped by plastic bag this morning.

Later the bomb was safely retrieved by a team of police.

IMPHAL, August 19: The Continuous and Comprehensive Evaluation (CCE) system, introduced some years ago to change the system by evaluating to incorporate every aspect of children aptitude during the time they spend in schools is unfortunately not understood by principals of some schools in the State, stated Council of Hr Sec Education Manipur chairman Dr Hamom Nabachandra.

Nabachandra was speaking at the observance of the 9th Private School Day which was organised by All Manipur Recognised Private Schools’ Welfare Association, Imphal.

Alleging that they didn’t even know what CCE stands for, he said the CCE scheme is good for the improvement of students but if misused it can bring the downfall of students in their academic careers.

We will be discussing the pros and cons of CCE along with various intellectuals of the State so that concerned authorities can come up with a better alternative, he added.

Accusing some teachers of giving good marks to students even though the students are not good in studies, Nabachandra said such a culture only gives a bad reputation to teachers and cripple the students instead of doing them any good.

The Council takes students from both the government and private schools equally, he said, and developing the schools in city areas only will not prove conducive for a good education environment because it can be only achieved by developing the schools in every nook and corner of the State.

The government is trying hard to send good teachers to every nook and corners of the State for improving the education system in the State, he said.

He added that most of the educational institutions in Churachandpur and Imphal, and the Don Bosco School in Maram render good education to the students.

Speaking to local media persons at Kangpokpi, president of the student body Emboi Serto said that his team was there to mobilise support at Sadar Hills and Senapati for the proposed 24 hr total bandh as well as for further course of agitation if the total bandh has no positive and fitting outcome.

“We will imposed indefinite economic blockade in all national highway from midnight of August 22 if the 24 hr total bandh bears no satisfactorily result from the part of the State government as well as the Manipur University”, asserted Emboi while adding that the demand of the ATSUM is very much legitimate and realistic.

Emboi alleged that after much propelling over the issue of implementation of Central Educational Institution (Reservation in Admission) Amendment Act 2012 in the state Manipur University authority claimed that the notification regarding the Act reached them only this year but the fact is that it was already in their hand.

“Has speed post become slow post in Manipur?” taking one year and seven months to reached Imphal from UGC office asked Emboi to the MU authority while arguing that the notification has already been sent to the MU authority by UGC more than one years back.

The tribal student apex body chief further pointed out in his official letter to the Prime Minister of India regarding New Land Uses Policy, Chief Minister Okram Ibobi Singh have factually written that the tribal population in the state have already exceeded more than 40%.

Therefore, there are no excuses and grounds for postponing the implementation of the Central Educational Institution (Reservation in Admission) Amendment Act 2012 even when one significant academic session had already been ignored due to lackadaisical attitude of the MU authority averred Emboi.

While alerting the general public Emboi stated that from midnight of Aug.20 till midnight of Aug.21 all vehicular movement, educational institutions, Govt. administrations, business establishments will be totally clogged. Only media and Medical will be relaxed from the purview of the bandh, added Emboi.

Akhui Zimik, vice president, TNWL said that it is the duty of the Government to provide security to Ngalanzar Malue as the Government was aware about the threat perception.

He added that the incident happened at Finch corner, 22 km away from the Ukhrul town and asked why the government is imposing Section 144 only in the town area. He asked if the government has any ulterior motive by imposing Section 144 in the town area. TNWL strongly appealed the government to repeal Section 144 from the town area.

He further maintained that there should be a valid reason for implementing Section 144 in the town area for such a long time.

Akhui Zimik continued that TNWL could not condole and condemn the incident in time because all the ADC members were socially boycotted by the Naga People’s Convention and this was the reason why the Tangkhul civil organisations have some time gap in this regard.

He also said that according to the customary law of the Tangkhuls, until and unless a boycott once imposed on an individual or a group is lifted, there is no room for excuse. But considering the fact that Ngalanzar was a son of the community, TNWL has decided to condole his untimely demise, he said.
