Around 6.30 p.m., there is a tussle for the remote, most days of the week. My son, mother and father have their favourite programmes around that time. I somehow, entice the first one to the lap-top. My mother concedes to my father’s 20 minutes of religious talk on T.V. But, the uneasy truce can be felt. The hold that T.V. has on us is amazing. A popular group sang describing this hold, with the words “even better than the real thing”. The irony is that the song, which is supposed to be an expression of T.V.’s hold on us, had to be through M.T.V. Maybe it is more than an irony; it perhaps speaks of a tragic situation.

Do I have had enough of these superstars selling from two minute noodles to dreams to be a crorepati?  My son calls out the names of these stars by name while he does not know the name of his cousin or his uncle.

Everyone wants fame. It sounds true to me. Everyone wants to be known. That desire, if some analysis could be tolerated, seems to be connected to the phenomenon of star worship. I have seen some extreme forms. I spent some time in the southern part of India. There was this grocery shop where we used to get our monthly stock of rice. Somehow it had good rice at a reasonable price. During Diwali, I once noticed that amongst the gods and goddesses worshipped with ardour amidst the throbbing multi-coloured lights, there was this photograph of a very famous southern star. He has been instituted in the pantheon on this auspicious day. It was partly amusing, partly revolting. The latter emotion I wish I did not have but I could not help not having it.

I was sickly then. A chronic case of pharyngitis had me pop antibiotics on a regular basis. The doctor advised that I should gain some weight. Imagine, now I am overweight and trying everything in the book to shed some flab.I joined a gym to pump some weight in the hope that I would gain some weight and a better immunity. One day, I saw from the corner of my eyes that people were hanging from the windows, the parapet,and the balcony resembling some variety of fruits, over-ripe, and ready to shed its load at the slightest breeze.This sudden mushrooming of people of all ages on the surrounding concrete constructionswas, I found out later, the presence of two superstars, who were on some promotion event.They had to choose this particular gym to work out!  I worked out in the same room as these demi-gods. The problem was that the gym owners locked us in. There was danger of a stampede happening. You see, why I have this thing about superstars. I wanted to go home and all because of these two superstars, I could not go home. Maybe because of that incident, or maybe because I was not gaining any muscles, I discontinued my affair with weights, gyms and sweat.

One of those two superstars, the shorter one is known by my son. He calls out his name whenever he is seen on T.V. I love the antics of my son. But sometimes, the fondness that he shows generates some negative emotions. Am I feeling jealous here?These people do not seem to age. This chap looks the same as I had seen from close quarters two decades ago. Recently, I have noticed a profusion of grey hairs – on me.

Thinking about development, progress and such related notions, I once came to the idea that perhaps choice or the availability of choice hasto play a role in these notions. Development I thought was all about the availability of choices. A place where you have the choice amongst hospitals, amongst ambulances, amongst universities is a better place than a place where options are limited or there are no options at all. I had not thought about options regarding some other things: which superstar to vote for, which NGO to approach when you have trouble. My theorisation needs drastic revision in the face of unlimited options that we have, which we wish we did not have.

One such opening of options is the choice between the program with the superstar host that also sells two minute noodles… should I be watching the one who sells jasmine scented detergent… or should I switch on to the one who sells the comfort of a particular brand of men’s underwear…the possibilities are endless. It is an embarrassment of choices. Or is this feeling of the availability of choice just an illusion? I am beginning to think that this may be the case. The choice between a two minute noodle seller and a potato chip seller is no choice at all. A better choice is to turn off the T.V. I opt for this route.

Manipur is now facing serious social crises with national, international and provincial implications, and  which are not perceived as such by the population (I include intellectuals as well) and by the government of the population. But these crises do demand attention of and application of mind by the government of the population, agency for action and the centres of application of mind. I must define here what do I mean by centres of application of mind. I am invariably and continuously reminded of what an academic elder and professional advisor (let me mention Professor Atul Sarma, one of the best Economists of the country and with whom I have been discussing issues of the North East right from 1980 to this day) has been emphasising for any development process. He talks of three leaderships: a. the political leadership to be provided by the politicians; b. the administrative leadership to be provided by the bureaucracy; and c. the intellectual leadership to be provided by the intellectuals. He has always em
phasised that none of these actors can afford to fail in performing her roles or otherwise there would always be a vacuum, a vacuum unaffordable by any society; if all three fail chaos is the outcome. While the political and administrative leaderships are self-evident, I must explain what intellectual leadership is. Now I mean the institutes of higher learning and the responsibilities performed by academics in those when I say centres of application of mind; this is intellectual leadership.

Before I spell out the silent crises confronting the society of Manipur, let me emphasise the kind of responses needed to these crises and to be provided by the intellectual leadership, the administrative leadership and the political leadership. All these demand application of mind, evolution of policies and implementation of policies with a long term perspective. Before taking more time, let me emphasise in no uncertain terms that this long term perspective is really long and extends beyond the life-time of a human being. This is because the issues involved relate to the society at large and any society’s life definitely extends beyond the life of an individual. The ultimate question is about the survival and survival with meaning of a society; an individual can find meaning within a context of a social framework. The American way of expressing nationality on the basis of belongingness and not on ethnicity has many lessons to be digested in this context.

The three types of leadership are not sacrosanct in isolation, and meaningfulness emerges only in convergent functioning. The way to appreciate the issues confronting the society are to be provided by the intellectual leadership. The decisions for converting these ways into policies are to be taken by the political leadership. The means for effectively implementing these decisions in terms of actions are to be provided by the administrative leadership. The biggest social crisis facing Manipur today is that the three types of leadership are not in tandem; the political leadership imposes decisions on the administrative leadership, and these two types imagine that they are supreme and superior to the intellectual leadership. The truth of the matter is that no society can flourish on the assumption and functioning that each leadership is exclusive and supreme; there is no example in global civilizational history that this premise is sustainable and has provided foundations for advancement. One latest example is
what a good colleague of mine in international relations has told me on how the avoidance of bombing of Kyoto (a role played by the intellectual leadership in the USA) helped in establishing wonderfully close relationship between the United Stated States of America and Japan after World War II.  This non-convergence and non-coordination in the functioning of the three agents in Manipur is of a nature of preparedness for responding to the real social crises.

Now what are the social crises? The first social crisis confronting Manipur is the one relating to family, and it applies to every family irrespective of ethnicity in the land. There is a rising and deepening challenge of ensuring livelihood in Manipur. This has impacted on the relationship between husband and wife in the family. With the deepening of the challenges and the resultant increasing impossibility of sustaining love between husband and wife, we now witness rising incidence of wives bearing the brunt of all these in every dimension of the issue. This is not a sustainable atmosphere for the society as well. If the society collapses, what is the relevance of Manipur as an entity at all? The society which would emerge as a consequent of all these would be one different from the society we all have lived with so far. Is this really what we collectively aspire?

The second crisis I would like to take note of is the one relating to the society and going one stage beyond the family. All the ethnic groups in Manipur today are pre-occupied about respective land and population. The first problem here is that there has been no application of mind, no evolution of policy and naturally no implementation of policy to address these exclusivist approaches to ethnic social articulation. We have never thought of converting the enthusiasm for land and population size into a positive approach for improvement of land-based policies and rewarding competence beyond the numbers. This is crisis of failure of all three types of leadership to perform their roles.

The third social crisis facing Manipur relates to international dimensions. Manipur is going to be the socio-politico-economic space where all the manifestations of relationships between South, South East and East Asia are going to occur. The crisis has a particular urgency with Myanmar growing more than 7 per cent per year after the introduction of reforms in 2011 and thus possibility of doubling their income in less than ten years. This necessitates fundamental domestic actions to rise to the occasion. First, we find that all the governance functionings of Manipur do not have any inkling of the absorption of the global character; this applies to all the three types of leadership. Second, since the governance itself has yet to acquire the global characters, the various ethnic groups function in an isolationist and exclusivist way. This is suicidal approach for any ethnicity. Technology is knocking at the door, but we have not cultivated the character.

Now the question arises on how we can think of addressing these social crises, and as there is urgency in addressing these. First, there is the fundamental imperative to evolve a social goal which we all collectively aspire to achieve. Here a quote of what John F. Kennedy said is apt: “By defining our goal more clearly, by making it seem more manageable and less remote, we can help all peoples to see it, to draw hope from it, and to move irresistibly towards it.” While endeavouring to achieve this goal, we must be ready to commit fully and ready to overcome everything. Here I would like to quote John Kennedy once again: “[W]e choose ……..to do the things, not because they are easy, but because they are hard, because that goal will serve to organise and measure the best of our energies and skills”.

While living up to face the challenges of founding civilisation, there is necessity for the intellectual leadership to be incorporated in the evolution of policy interventions. This is what Jeffrey Sachs calls mobilising the expertise in his wonderful book titled ‘The Price Of Civilisation: Economics And Ethics After The Fall’. First of all there is a need for removing what he emphasises in the book: “Government [read as functioning of any department and institution in Manipur] has been outsourced to private contractors, the ones who pay the campaign bills……..As a result, we live through one abject failure after the next”. Should we live through failures or should we emerge out of those? This is a three million question for eternity relevance in Manipur .

No other film has generated such intensity of debate than the film ‘Mary Kom’, in the recent times. Mary Kom had shared that she never imagined that a film would be made on her. In the same vein, Mary might not have imagined that the film could invoke the kind of debate that has been taking place. The debate had already started much before the film was made. It started when it was announced that a popular actor from Mumbai would act as Mary on the silver screen. Mary had wanted the film to be released in Manipur. According to her, she had approached even the State Chief Minister to arrange screening of the film in Imphal. But it did not materialise as Hindi films are currently prohibited to be screened by an underground outfit in the State. Some cinema lovers from Imphal have purposely flown to Guwahati just to witness the film. In spite of the ban, pirated copies of the films, mostly theatre-print are available in plenty in Imphal now. The aftermath of the viewing has been significant in terms of viewers’ response. One has never witnessed such ardent response over a film. Such is the magnificence of Mary.
However, it is not only the film ‘Mary Kom’ that deserves a good debate. We need debates concerning all popular movies because they give strong suggestions of how a cultural industry reacts to a period of economic, political and social crisis in a society. And it has been said that one of the major difficulties involved in understanding a popular genre is how to unearth the different layers of ideological communication within the complex processes that go into the making and receiving of a movie. Manipur film industry, for that matter, produces at an average 60 feature films per year. Some of the Manipuri films earn the status of ‘box office hit’. A pertinent question is whether we can afford to leave the popular Manipuri films ‘un-debated’. For how long are the debaters going to sideline these films, saying that these films do not meet the demand of their aesthetic sensibility or cinematic excellence. An informed debate on Manipuri cinema will benefit both the film maker and the audience. This will help shape the understanding of cinema as an audience, and also help the film makers in widening their cinematic horizon. Coming back to the ‘Mary Kom’ debate, one has to admit that it encompasses a wide range of issues that have been part of our existential crisis, in this corner of the country. It has been exhilarating to witness some of the best minds taking part in the debate, employing the best of their intellectual arguments to register their thoughts. The debates on the social networking sites have spilled over to other spaces. Some of the debaters have made themselves heard by writing on the newspapers. This is no insinuation that newspaper is the best site for a debate. And by debate, we do not mean over-intellectualising the subject, leading to academism; neither the debate should reduce to a verbal slugfest. Manipur as a society have seen debate on a strangle hold. Let the current debate on the film ‘Mary Kom’ pave ways for more serious engagements in the days to come.

IMPHAL, September 21: Manipur will face a political crisis in a short period on account of corruption at every level of the State government. The CPI will adopt a strong stand against corruption conterminous with the ideology propagated by Irawat, stated Manipur CPI secretary Dr Moirangthem Nara.

Dr Nara was speaking on the occasion of the commemoration of the 66th Manipur Kanba Numit organised by Irawat Celebration Committee Manipur at Irawat Park, Chalou Lamlai today.

A pioneer of CPI, Jana Neta Irawat was someone who was totally against corruption and always thought about bringing unity between the hills and valley people, he said, adding that the legendary communist leader was always trying to bridge the gap between different communities of people in Manipur, always fighting crime against women etc.

Dr Nara said governments and politicians are all for sale these days and corruption which exists at every level if not confronted will create a political crisis in the State.

Hospitals such as the RIMS hospital have become dens of corruption. The raid conducted by CBI on the office occupied by a person holding the highly esteemed post of Director is damaging for Manipur’s image, he added.

Stressing that Jana Neta Irawat had always dreamt about bringing peace to the society and fought against social injustice, Dr Nara said CPI will strive to uproot corruption from Manipur as a tribute to the legend who established the party in the State.

Let’s prepare for saving our State from corruption, he said, adding that CPI may not have a seat in the Assembly but the State needs to rid itself from social injustice and corruption.

“CPI has launched a movement for electoral reforms to change the electoral system in India. The elections conducted here are manipulated and won by those using coercive force and money. Soon, there will be a reform in the electoral system and CPI which is treading the path of Irawat will form the government one day,” the veteran CPI leader said.

Later, L Sotinkumar said today was the day when the people of Manipur agitated against the proposed formation of Purbanchal Pradesh by uniting Lushai Hills, Tripura and Manipur.

Jana Neta Hijam Irawat knew the motive of the Indian government and opposed the decision of the Indian government, he added.

On September 21, 1948, Irawat convened a public meeting of the Kishan and Praja Shabha at Manipur Dramatic Union. People from different directions turned up for the meeting but unfortunately people from the Lamlai area were confronted by a police team who lathicharged against them at the Pundongbam area, he said.

In the confrontation, an Officer-in-Charge named Naran Babu was killed by a bullet wound from his own service gun but Irawat was held responsible for his death and the Indian government announced a reward of Rs. 10,000 on him, Sotinkumar told the gathering.

Irawat went underground the very same day and continued to fight for his motherland, he added.

Sotinkumar further said that now the Congress government has failed to enforce such so called landmark Acts and schemes like the Food Security Act, RTI Act and MGNREGS scheme.

This is due to the corruption practiced by the UPA government. So, it is the time to follow in the path of Irawat to save the future of Manipur.

Before the function, CPI leaders paid floral tributes to the tomb at the Pundongbam where people from Lamlai were lathi charged.
