The trader involved in the cooking oil adulteration case has been let off with Rs. 2 lakhs penalty for his crime by a ruling yesterday of the Court of Adjudicating Officer (Food Safety) and Additional District Magistrate, Imphal East. The trading company, M/S Ajay Traders, owned by one Mulchand of Thangal Bazar, it may be recalled was caught red handed in the midst of his crime on June 9 earlier this year during a raid at their godown at Khambam Lamkhai by a joint team of the Food Safety and Narcotics, and Affairs of Border. Quite surprisingly, the case remained a low key affair all the while, though nobody would have any doubt the crime is frightening, perhaps even more so than all the gun violence the state put together. For one, this is an indiscriminate assault with nobody in particular as target but everybody in general as the target. The unwritten doctrine of business being what it is, the motto too would have been `the more the merrier`. Children, men, women, athletes on gruelling exercise regime to shape their bodies, ailing senior citizens, nursing mothers…, anybody would do, so long as profit is assured.

The second reason why this crime should be considered more dangerous than the overt gun violence the state has been witnessing is that while the latter variety of crimes, heinous and condemnable as they may be, are at least open about their intent. Perpetrators of these crimes as well as their victims are unlikely to be under any illusion these acts are not punishable under the law of the land, and indeed they are committed in defiance of the law. Unlike this, the former criminals are wolves in sheep clothings, therefore their crimes can penetrate much deeper into the lives of ordinary citizens. Mustard oil was what the trader was systematically adulterating and selling to unsuspecting customers. This cooking oil being popular in Manipur, the extent of the population of the state who would have been exposed to the risk to health and life with the blessing of this trading company is only to be imagined. From our own readings of the Prevention of Food Adulteration Act & Rules (as on 1.10.2004), the penalties for such crimes can be far more severe. It can be imprisonment for a few years to even life. Yet, our courts are honourable and must know better why such criminals deserve to be let off so leniently. The ruling is even kind enough to show the criminal the official routes to return to his business again. The Rs. 2 lakh penalty under the circumstance, to the laymen on the streets, would have seemed like an unqualified pronouncement of innocence. In the oil business, the amount would probably be considered even cheaper than peanuts devotees feed to the monkeys at the Mahabali Hanuman temple on the banks of the Imphal River each day.

Even more confounding is the fact that the case remained subdued even in terms of media coverage. There were few press statements from the officials about the progress of the case in all the four months which elapsed after the raid on the godown, and few pressmen too seemed keen to sniff for follow up stories. The IFP did carry some more, but they too were tame, largely because concerned officials were not too eager to divulge information. One of the reasons is, like everybody else, the media too are easily sidetracked by the more overt and sensational incidents of gun violence which have become the state`™s staple. The routine grenades left at people`™s gates, obviously to intimate and make those ostensibly protected by these gates part with money, and the daily empty rants and mudslinging of politicians, continued to hog the headlines, while more sinister crimes, such as this food adulteration case, ended up obscured from public view and consciousness. It must be admitted this is a weakness of the state media, and one which the fraternity must fight and overcome so as to deserve the lofty responsibility of being the watchdogs of the society which the public have entrusted them so generously.

IMPHAL, October 12: Several film personalities including singers from the State participated in a road show campaign of the BJP candidate for the Hiyanglam by-poll Maibam Dhanabir today.

Film stars M Binata, Kh Biswamitra and renowned singers Naba Volcano and B Kunjabihari were among the film personalities who attended the campaign.

The road show started from Sekmaijing and toured the constituency.

The film personalities interacted with the public of the constituency along their tour.

Speaking on the sideline of the tour, singer Naba Volcano said they support the party and the road show was their contribution to the party for the Hiyanglam by-poll.

Unlike the previous Congress government, the present BJP led government in the Centre has earmarked special packages for the people of the region to open a Film Institute in the region and to establish a Sports University in Manipur which has been already announced by Union Finance Minister Arun Jaitley, he said.

The Congress government has done nothing for the artists of the State, he continued.

If the party wins a seat in the State, the change visible in other States of the country after the Narendra Modi led government came to power will also reach Manipur, he asserted.

Actress Binata said the future of Manipur is with Narendra Modi.

An artist is not connected in any manner with politics, but it is our firm belief that a film institute in the State would do much good for the artists and people of the State, she said.

We are only showing our support for the BJP candidate Maibam Dhanabir, she continued.

Although the road show with film personalities showing support managed to attract quite a few people, it remains to be seen whether the BJP has the public`™s support.

A statement released by the outfit`™s chairman, Lanheiba Meitei, stated that the URF will not repeat the mistake of trusting any policy programme of the State and Central governments in the name of peace.

Surrendering before the enemy has never been a tradition of Manipur and the same had never existed in the ethics of the outfit, it said.

Alleging that some vested interest individuals are hand in glove with the government are forcing retired members of the outfit to take up arms posing as URF under gun point, it has warned all individuals helping these people to stay away from them.

It further appealed the elders of such vested interest individuals to coax them to return to their homes as the Manipur Army, armed wing of the URF will be launching its operation in the valley area.

The chairman also offered his revolutionary salute to revolutionary groups irrespective of hills and valley supporting the URF.

The statement further warned that it would plan an attack on all the members of the congress party in Manipur from top to bottom, if the State government fails to stop its plan of re-organising fake group posing as URF.

It said that the impending operation in the valley will be commanded by Loyangamba Meitei while Lankhomba Meitei, will be the assistant central chief central of finance.

Anti Corruption Cell (ACC) of URF will also start taking action against corrupt contractors and government officials who have been basking on the funds meant for the public.

Supported by volunteers of local clubs and meira paibis of Sekmai area today conducted the survey.

Non-locals with documents in hand were seen lined up at a temporary check post set up by the committee at the Sekmai Bazar bus.

The local meira paibis also conducted a survey of shops owned by non-locals in the area.

In between the survey, JCILPS co convenor BK Moirangcha expressed that the survey had been in operation since the yesterday.

During the survey, we have come across many non-locals holding documents issued by pradhans, members of local bodies which cannot be authenticated, he said.

He further appealed to all to stop issuing such documents to non-locals which cannot be authenticated.

House owners should minutely check the credentials of non-locals before renting out their rooms, he continued.

Commenting on the talk with the State government, he said that the committee has already met for the first round with the all political parties committee and any further talk will be held only when the government has drafted its report.

He continued that the committee should submit its report latest by October 30.

In between the JCILPS will continue with its survey work, he said.

The Award of the Nobel Peace Prize this year is especially symbolic. Kailash Satyarthi, a quiet but dedicated Indian worker for child rights and the well-known Malala Yusufzai , the plucky Pakistani education and child rights activist, are both well-deserving. But for a Hindu and a Muslim and an Indian and a Pakistani jointly to receive this prize for a common cause when the two sides have been warring on the border and jingoism prevails has an inspiring message. Peace matters, especially for children, our future, and both sides can join hands to accomplish this task.

Malala, alas, is still a refugee, studying in the UK as she remains a target of mad men in Pakistan. How pathetic, especially when these same medieval forces have campaigned against babies getting polio drops. The result: the incidence of polio has sharply risen in Pakistan so much so as to have got Rajasthan to declare an alert lest the disease spread there on account of cross-border movement.

The guns went silent across the LOC and international border in J&K for some days last weekend, after many civilians were killed and border villages evacuated for safety. The kind of language used by the Indian Government, let alone our war-mongering chatterati, was in striking contrast to the triumphalism evident in the hastily-planned and unprepared invitation to Nawaz Sharif and SAARC leaders for Mr Modi`™s swearing in. That was not smart diplomacy but gamesmanship that went awry and now lies in tatters.

Nothing is gained by refusing to hold local flag or commander-level meetings on the LOC, even if Pakistan is unresponsive. Ultimately there must be talks to rebuild confidence and set the stage for a resumed dialogue. Back channels have been used effectively in the past and here is no reason to shun this route. The Opposition too must resist the temptation of paying back the BJP in its own coin.

It is evident that the RSS-driven rhetoric on J&K, Muslims and minorities generally, has displaced more rational and sober talk and that even Mr Modi`™s round-the-clock election campaign in Maharashtra was perhaps partly electorally motivated to rally the nation behind the Leader. Communal incidents have mounted and Christian persecution continues unabated, spawned by `love-jihad` nonsense, especially in Madhya Pradesh. In one instance, an annual Christian gathering was banned in view of public `anger` over a recent `love-jihad` episode which was proven to be pure fabrication. The police stand is that it dare not face riotous behaviour by irate mobs if the convention is held. What is this other than gutless caving in by authority to blackmail by partisan rowdies.

One of the urgent and important tasks the nation facesis to get J&K back on its feet after the devastating floods. The effort must not be to restore the status quo based on past shady permits to do the wrong things, but to plan to build anew. Srinagar should be decongested and its drainage improved. This calls for a non-partisan and, indeed, a collective approach. Can the Centre give a lead? This is the time to plan to reconstruct the Valley and create new employment opportunities based on emerging connectivities and energy generation. Postponement of the J&K general elections has not been announced as yet, which means that polling my take place, barring in flood-affected constituencies. This could interfere in rehabilitation and reconstruction and fracture the unity of purpose that disaster sometimes creates.

Om Prakash Chautala, the former Haryana chief minister jailed on criminal charges, was ordered back to prison after it was found that he was misusing his bail, granted on health grounds, in order to electioneer. What is one to say about the morality of some of the low characters who rule us.

Jayalalitha offers no better example. Sentenced to imprisonment by a Karnataka court after a long-drawn corruption case, she has quite legitimately gone on appeal. But the AIDMK has been in `mourning` over this `injustice`. The mob`™s opinion was that Amma had been wronged both by the judgement and denial of bail by the Karnataka High Court. Kannadigas living in Tamil Nadu were roughed up and buses from that state targeted. Chennai shut down and the new government was reluctant to govern.

This unholy drama was again no more than exhibitionof misplaced politicalpique and defiance of morality and justice. Here was an effort to browbeat the law. This sort of misconduct, basically extolling wrong-doing by `leaders`, must be strongly condemned.

The former CAG, VinodRai`™s book `Not Just an Accountant` has been out for some weeks. Mr Rai is an honourable man as much as Dr Manmohan Singh is a most honourable man. Mr Rai perhaps assumed a role larger than that of a mere accountant to sit in judgement not merely on performance, which is legitimate, but on policy based on hindsight. His estimate of `presumptive losses` on the allocation of 2-G licences spectrum was based on four different sets of assumptions and ranged from Rs 2645 crore to Rs 1,76,379 crore.

The political class and media were quick to latch on to the figure of Rs 1,76, 379 cores, which became the accepted talking figure that hugely sensationalised the deal. The figure was stupendous and unheard of and from this `base` it no surprise that the coal mines allocation loss was later estimated at over Rs 2 lakh crore. Losses in thousands of crore had become the currency of politics and headline-grabbers.

No one recalled that an earlier auction had failed and the over-bidders had subsequently come crawling to the government for relief. Norwas sufficient weightage given to the enormous social gain with tele-density increasing exponentially, way above the targeted figures, and actual phone connections soaring to 500 million and then to over 800 million, by far the highest in the world. The social empowerment, connectivity, impetus to commerce and sense of unity this gave was phenomenal by any calculus. What value was placed on this social gain? Apparently none.

Go now to how the CAG sometimes ports merely as an accountant. Allegations of huge procurement losses were made after the Kargil war, causing the then Defence Minister, to seek a special audit by the CAG. The report, `Review of Procurement for OP Vijay (Army) was tabled in Parliament on December 11, 2001.This `highlighted the fact that nearly all supplies were received, or contractedand received, well after the cessation of hostilities and therefore in no way supported the operation`. The absurdity is palpable.

Here was a dastardly, clandestine operation for which India was utterly unprepared in terms of timing, terrain, weather and other conditions that no armed forces in the world had ever been called upon to confront anywhere, anytime in history. It called for an immediate response and was over in some cases even before contracts could be signed and deliveries made. But who knew how long the war would last and whether what was a localised conflict at the start might envelop the sub-continent `“ with China making noises on the side. What an utterly foolish accountant`™s report that the media lapped up!

IMPHAL, October 12: `People are amused when the State BJP president Thounaojam Chaoba who deserted the Congress after accumulating the best possible benefits criticises the party. He is ill-equipped to criticise the party. Truth be told, he is yet to become the person who can criticise against the party and the words of an unqualified person can be summed up by the proverb that empty vessels make more noise`, stated Manipur Pradesh Congress Committee president Gaikhangam who is also the State deputy Chief Minister.

He was addressing a public meeting as a part of the election campaign for Congress candidate Elangbam Dwijamani who is contesting the bye-poll to the 38-Hiyanglam assembly constituency at the Ireima ground in Sekmaijin Khunou today.

Assuming the people of Hiyanglam to be naïve, the BJP president is making a lot of untenable promises, he continued.

However, people are acutely aware of what kind of a person the BJP president is and with which party he began his political career. Thounaojam Chaoba, an unscrupulous opportunist who have duped people on many occasions and is now acting as holy as a Tulsi leaf, must know that he will be taught a befitting lesson, the deputy Chief Minister said.

There is an instance in which the BJP president has requested to join the Congress again, Gaikhangam said, but his request was turned down as his interminable disposition of defecting from one party to another was well known.

He left with dejection after he was categorically told that the Congress was not an inspection bungalow and there was no place for people like Thounaojam Chaoba who speaks without considering the pros and cons, Gaikhangam added.

The deputy CM said he has lost count of the number of parties the State BJP president has defected from adding that he has re-entered the BJP twice in a short period of time.

Emphasising that the upcoming bye-election is crucial, he urged the people to teach a lesson to the political party which is remorselessly spreading canards by making it suffer a heavy electoral defeat to discourage it from contesting in any polls ever again.

The Congress party will teach a lesson to this political party by making it stay away from the elections forever for casting aspersions on the Congress by alleging that it hasn`™t done anything for the people in the State discounting the various developmental projects it has done in this short period of 12 years, he warned.

It is perplexing how the State BJP president has not noticed the various development works which is obvious even to small kids, he added.

Pointing out that the Congress candidate if elected will be able to take up many development projects during the remaining two years for Hiyanglam Kendra, he urged the people to help elect the party`™s candidate.

The BJP candidate is a wayward individual who doesn`™t know to respect his elders. His late father must be turning in his grave after coming to know that his son has joined another party by deserting the party that he has joined so enthusiastically, Gaikhangam said.

By considering all these factors, the BJP candidate might come third in the bye-poll, he added.

Mentioning that the AITC candidate has also become quite adept at defecting from one party to another even before entering the stage, the deputy CM asked the people to refrain from trusting other political parties and appealed to vote for the Congress.
