IMPHAL, Oct 14: The Joint Administrative Council (JAC) of All Manipur Trade Union Council (AMTUC) and All Manipur Government Employees Organisation (AMGEO) has said that the Unemployment Day was observed at its office today.

According to a release of the JAC, the function was attended by advisor of JAC, Ch. Chandramani as guest of honour, editor of Manipur This Week, A Mobi Singh as chief guest and president of JAC, Dr. M Rajendra Singh as president.

The JAC has at the same time stated that employees working under contractual basis must be given suitable posts and regularised, salaries should be issued by October 20 before the coming of Ningol Chakouba, it said.

IMPHAL, October 14: In a unique form of protest, wives of 61 labourers of the department of Consumer Affairs, Food & Public Distribution have threatened to boycott Ningol Chakouba festival demanding employment for their husbands from the concerned authorities. Meanwhile, CAF& PD labourers have announced a 24 hour general strike both along the NH 150 (Tiddim Road) and NH 39 (Cachar Road) from the midnight of October 16 to the midnight of October 17 demanding the same.

Addressing a press conference today at the Manipur Press Club, CAF and PD Labourers Welfare Association secretary Romendrajit Moirangcha said various democratic forms of agitations have been launched demanding jobs for the labourers from the concerned authorities but they remain silent over the issue.

Starting on October 18, the association will impose an indefinite boycott of all the loading and unloading works of FCI and other related works of CAF and PD, he added.

Speaking to the media, L Hemabati, wife of a CAF &PD labourer, narrated that their financial conditions are getting worse and they are not able to afford their children`™s education since their husbands remain have remained unemployed for six months long months.

`Since our husbands haven`™t received any salary for six months, we have decided to stay away from the auspicious Ningol Chakouba festival which is eagerly awaited by all married women every year`, Hemabati stressed.

IMPHAL, Oct 14: Security forces have nabbed four militant cadres including a woman cadre during seperate counter insurgency operations in the past two days from the State.

An active woman cadre of the proscribed outfit KCP (MC) was arrested by a combined team of the Bishnupur district police commando unit including women police and the 2 JAKLI during a counter insurgency operation yesterday.

According to a PRO police statement, she was arrested from the general area of Thinungei Mayai Leikai.

It has identified the arrested woman as Laishram (o) Leibaklei Leima, 68 wife of (L) L Babu Meitei of Thinungei Mayai Leikai.

Incriminating articles were seized from her possession and further investigation revealed that she was involved in extortion of money from the general public for KCP (MC), it said.

A case has been registered at Bishnupur Police station and investigation is going on.

Meanwhile, the PRO IGAR (s) has said in a press statement that troops of the 12 BIHAR of 9 Sector AR launched an operation in the general area of Uchiwa Mayai Leikai and apprehended a PREPAK cadre on October 13.

It further identified the arrested person as Mayengbam Naoba Singh alias Suresh, son of M Tombi Singh of Uchiwa Mayai Leikai.

He has been handed over to the Mayang Imphal Police Station, it said.

In another operation launched jointly by troops of the 30 Assam Rifles of 9 Sector AR along with Imphal East Police Commandos in the general area of Sekta and Yurabung Nunggoi Litan Makhong, the combined team apprehended two PREPAK (PRO) cadres on October 13 and 14, it continued.

They are identified as s/s sgt maj, Ningthonjam Sharat Chandra Singh alias Ibungo, 31, son of Ningthoujam Shamu Singh of Sekta Mayai Leikai, Sawombung and s/s pvt, Ngairangbam Chingkheihunba alias Nanao Singh, 31, son of Ng Ibotombi of Yurabung Panthoibi Leirak, Imphal East.

A .32 Pistol along with 3 live rounds, 3 demands letters of PREPAK (PRO) and a Mobile Handset were recovered from the two, it said before adding that the two arrested along with the recovered items have been handed over to the Lamlai Police Station.

IMPHAL, October 14: The Joint Action Committee formed in connection with the alleged killing of VDF personnel Md Abocha alias Ahamatullah, 28, son of Md Enayatullah of Sangaiyumpham has strongly condemned the incident.

Md Abocha who is a VDF personnel was reportedly lynched by a mob for allegedly lifting a cycle during the night of October 8.

At the same time, locals of Wangjing Wangkhei imposed a Thoubal district general strike against the arrest of three persons from the locality in connection with the reported killing.

The locals had also tried to storm the Thoubal Police Station yesterday demanding the unconditional release of the individuals immidiately. However, police had foiled their attempt by firing tear gas shells and mock bombs yesterday. Altogether 10 persons were injured in the police action.

Meanwhile, the JAC called a press conference at the Manipur Press Club today.

Speaking to media persons, JAC convenor Abdul Khalik said the last rites of Md Abocha was conducted on October 11 by the JAC and Sangaiyumpham locals in order to mount pressure on the government to take up actions and investigate the matter.

On October 8, Md Abocha was going on his scooter to discharge his daily duty, he said, adding the brutal murder of Abocha, an innocent person who would not do such thing, is intolerable.

The incident should not be taken lightly by the people of the State so that incidents like this don`™t happen again to any of their family members, he added.

The Joint Action Committee has appealed to all the civil societies and meira paibis to support the actions taken by the JAC putting on the backburner all differences of caste and creed.

Informing that few suspects have been arrested, Abdul Khalik said the JAC has urged the concerned authorities several times to solve the case at the earliest so that people get to know the truth.

IMPHAL, October 14 (NNN): Irked by non fulfilment of various demands of the All Tribal Students Union Manipur (ATSUM) led by Muan Tombing has announced to resume its agitation under the code name ROTO (Reckoning of the Other) third phase by October 21 in the form of indefinite closure of inter-State and national highways, banning of national projects including railway construction works along Jiri-Tupul and directing tribal people to stay away from the State`™s Sangai Festival to be held in November.

The announcement was made during a consultative general body meeting held at the union`™s administrative office located at Nagaram, Imphal today.

The meeting was attended by representatives of its federating units and advisory committee members of ATSUM which includes Churachandpur District Students`™ Union (CDSU), Tangkhul Katamnao Shaklong (TKS), Naga Students Unit Chandel (NSUC), Zeliangrong Students Union Manipur (ZSUM) and Thadou Students`™ Association (TSA).

Speaking in the meeting, president of ATSUM, Muan Tombing said that the culture of piecemeal recruitment drive in every department of Manipur government has led to a rift between the valley and hills in terms of employment.

He also stated that despite the understanding reached between the tribal students`™ union and the government of Manipur on November 25, 2013 at the chamber of the State Chief Minister, thousands of backlog posts in every department are yet to be filled by a special recruitment drive for Scheduled Tribe (ST) by May 25, 2014, the deadline agreed upon to do so.

He further told that even after the Chief Minister had verbally assured to fulfil their demands within six months, the time period has lapsed and will soon complete a year.

He then mentioned that the Chief Minister had told them to take up any step if he failed to realise the ATSUM`™s demands within the given time frame.

The charter of demands put up by ATSUM among the many includes clearing the disparity which exists in education sector in the hills, ramification of constitutional law by the State, executive and administrative vacuum in the hill districts, manipulation of development fund, negligence in reservation of tribal quota, exploitation of land and resources, oppressed situation of the tribals in Manipur, non-existence of State chief information commissioner and non-fulfilment of flagship programmes under MGNREGA and other schemes.

Today`s ATSUM meeting also discussed strategies to enhance the movement of ATSUM for tribal unity.

The tribal student body has also warned to intensify their agitation by shutting down all offices located in the hills or even burning and destroying them if the government continues to remain callous towards the tribal peoples` plights.

Meanwhile, Muan Tombing said that since Majabung Gangmei has been called back by ZSUM, he is therefore not related to ATSUM in any manner. Helien Kipgen, deputy speaker of ATSUM will take charge as interim speaker until such time a new speaker`s name is announced.

Several renowned film personalities including singers Naba Volcano, Sorri Senjam, actresses Maya Choudhury, Binata, director Biswamitra and AIR approved singer Nirjit came out to support the campaign for Maibam Dhanabir.

Addressing the public during the campaign, BJP Manipur Pradesh president Th Chaoba said Manipur is known for sports, arts and culture throughout the world. However, the present State government has never taken up any initiative for the welfare of the artists and sportspersons of the State, he said.

Manipur has several Padmashree awardees and National awardees in the field of arts and culture, however the State government has never honoured any film artistes of the State till date, he continued.

Congress has been ruling the State for the past 15 years, during which it has managed to ignore and neglect all talented artistes of the State, he elaborated.

Reacting to the Chief Minister`™s and the deputy Chief Minister`™s assurances that the Congress will develop Hiyanglam constituency if the party`™s candidate is elected, Chaoba said what will they do in just two and a half year when they have neglected the place for the past 15 years.

Not a single benefit or development has reached the constituency in the last 15 years even though it is part of the Chief Minister`™s own district Thoubal, Chaoba continued.

The campaign visits to the constituency by Gaikhangam and his loud claims his government would bring development to the constituency, are in fact his first visits to the constituency, Chaoba said.

Gaikhangam will be unable to tell even the number of villages in the constituency, the BJP State president said.

What can Gaikhangam do in Hiyanglam, when he is unable to provide proper health services to his own constituency, he said.

Even thought the Congress candidate is unable to have even an election manifesto, the BJP candidate has included developing the Khoidum pat and Phumlen pat if elected, Chaoba said.

If the party candidate wins, he will be the lone MLA of the party in the State Assembly, however, he will have the full support of the Centre, Chaoba asserted.

In a press release, the ZYF-AMN has stated that it is unimaginable to think that not a single doctor is posted at PHSCs or PHCs of the most health care needed places like Tousem and Tamei sub-divisions.

The failure of the State government to device a mechanism to deal the ineffectiveness of the system has rendered the common people suffer like a wounded animal in the jungle and the plight of the people of Tamenglong district particularly Tousem and Tamei sub-divisions and other interior parts in different sub-divisions of the entire district has been completely neglected intentionally and deliberately in several spheres, added ZYF-AMN in the press release.

ZYF-AMN further stated in the press release that there is a reason for the doctors reluctant to stay at their respective place of posting, as there is absence of vehicle or ambulance for PHSCs or PHCs, along with no appropriate or suitable quarter, which are basic requirements, and the State Government should prioritise on a policy to provide incentives to doctors who are deputed to hills and far flung remote areas, apart from normal facilities and provisions.

The root cause of backwardness and underdevelopment of all the sub-divisions in Tamenglong district is due to complete failure in road connectivity which is vital for transportation and communication and keeping Tamenglong district under the administration of Manipur Government may never let the people of the district see the light of the day, therefore, the only measures to bail out the people of the district would be to keep the district under direct administration of Central Government for some specific years in some important sector such as health care, education, road connectivity, communication and others, stated AMN-ZYF in the press release.

As the CorCom- a conglomeration of underground outfits based in Manipur has called a State-wide general strike on October 15 as part of its Black Day observation, today is as good as the last day of campaigning for the political parties.

The by-poll is scheduled for October 17 and the campaigning for the by-poll was to end on October 15.

While, the BJP continued to campaign for the second consecutive day with film personalities in tow, Chief Ministe Okram Ibobi Singh was also busy wooing voters at Hiyanglam Lai Panganba.

Continuing his exchange of diatribes with BJP Manipur Pradesh president Th Chaoba which has been a staple for the past few days of election campaigning, Chief Minister Ibobi today alleged that the president of BJP Manipur Pradesh has misled the people of Hiyanglam constituency by levelling baseless allegations against the Congress party.

Addressing the public at Hiyanglam Lai Panganba, he elaborated that the BJP president is fooling the people of Hiyanglam asking them to open bank accounts with false promise of crediting the accounts with Rs 5000 per account however it is yet to be clear from where the said amount will be coming.

Moreover, he said that the assurance of transforming Hiyanglam into a model constituency is only a strategy of the BJP to woo voters, he asserted.

Warning the voters to be aware of such deceptive approaches of the BJP, Ibobi assured the people of Hiyanglam that the State government will not leave any stone unturned in bringing a sea change to the constituency by recovering the two and half years wasted by the earlier representative.

Pitching in for Elangbam Dwijamani the Congress candidate for the by-poll, the Chief Minister lauded him as a true representative of the people willing to sacrifice for the welfare and development of his constituency.

Deputy Chief Minister Gaikhangam exuding confidence of winning the by-election stated that the Congress party is the oldest political party and has steadfastly adhered to its ideology.

Gaikhangam further belittled the BJP`™s strategy for bringing in prominent artistes of the State in the political fight by terming it as wastage.

Despite the controversy surrounding the selection of this year`™s Nobel Prize for peace, jointly shared by a courageous girl from Pakistan, Malala Yousafzai, 17, and an Indian social worker, Kailash Satyarthy, 50, it is indeed heartening to see that the Nobel committee thought it important to draw world attention to a widespread scourge of the modern times `“ child labour. This is especially so in the developing world where either the laws regarding the matter is vague or else their implementation lax. In these countries, including India, poverty often drive parents to have their children join the adult world early in life to work and augment family earnings in order to keep the family hearth burning. This being the case it is still very much a common and painful sight everywhere in India so see impoverished children in worksites that demand intensive and hazardous low skill labour, such as at brick kilns, stone and sand quarries, rag picking and even organised beggary on the streets of Indian metropolises.

Children should be in schools learning to be fit to face the big bad world when they become adults. When they are not studying, they should be playing and discovering that life can be fun too. Extreme poverty however still deprives a great many children from these privileges and pleasures of life, and no effort can be nobler than to try and end this miserable predicament. Two cheers then for the Nobel committee for bringing the focus back to fighting child labour. The last cheer we will hold back for the committee`™s unwarranted political bias in choosing to condemn only the atrocities against children by the Talibans, and not show equal concern or condemnation at the killing, maiming and terrorising of numerous other unnamed children in these same battlefields by Drone raids by the armies of the West fighting the Talibans. Malala richly deserves the award, but we also wish in commending the girl for her bravery in her fight against the savagery of the Talibans, the Nobel committee also had at least a word of condemnation against the Drone raids which have killed and terrorised indiscriminately.

While we support the fight against child labour with all our mites, we must however throw in a caveat at the very beginning. This is in regards to the description of child labour which is rather vague largely because of the modern notion of education, where education means only formal education, and in the case of children, school education. We however feel this notion needs to be broadened a little. Many children, especially in indigenous communities, are for instance engaged in parental occupations from very young ages. When it is not parental occupations, they are also sent as apprentices to various workplaces by their parents. In these cases, it would not be wrong to imagine the works they are engaged in constitute education. Indeed, many of these children grow up to be masters of the crafts they pick up at their places of apprenticeships and start successful businesses of their own when they come of age. It is true the line dividing work and lesson can be very thin in these cases, but this is precisely where the government can intervene to ensure these children learn the crafts but not end up exploited or unfit for independent adult lives. The government could also for instance design and set up special schools for these children where they are given basic schooling so their knowledge bases are deepened and career options widened. This not however be at the cost of their informal education at their places of apprenticeships. If a study were to be done, some of the best motor mechanics, tailors, carpenters etc, it would probably be discovered, had such apprentices. This is in keeping with tradition too. Among the Meiteis, many of whose surnames are professional, once upon a time the Thangjams were great sword makers, the Sanabam and Sanasam, great goldsmiths, Sagolsem were horse tenders… Today, the shape given to the economy being such, these crafts families want to trade off their traditional professions so their children can join the hunt for meaningless degrees even if these are worth only a lowly government clerk`™s job.

IMPHAL, October 14: `I am aware of the plight of the ex-servicemen in our State and I would like to re-assure all that the government is looking into their various problems. These problems will be resolved in the near future,` State Chief Minister Okram Ibobi Singh said today during an ex-servicemen rally.

The rally was organised by the Red Shield Division of the 57th Mountain Division at Leimakhong.

Today`™s rally is a platform, which provides has us with an opportunity to interact with the ex-servicemen and their families and help in identifying their problems, he said.

The Chief Minister also said that the State government has taken measures to pay Rs 1200 per head per month as financial assistance to the 18 surviving veterans of the World War II.

It may be mentioned that the State cabinet, during a meeting on October 9, had approved a pension scheme for the surviving WW II veterans which was announced the same evening by government spokesperson M Okendro.

Chief Minister Ibobi said Manipur has experienced a sea change and is trying to emerge out of decades of conflict and economic stagnation.

`There has been a visible transformation all around. I see a silver lining in the cloud for all of us.`

He said Manipur has been a part of the Indian Military history for many years and is proud to be associated with the likes of Netaji Subhash and the martyrs who had made the supreme sacrifice for the nation.

It was here in Manipur that we stalled the attacking troops during the second Second World War, he said.

The Chief Minister also expressed appreciation of the hard work done by the Red Shield Division in getting together the ex-servicemen fraternity under one umbrella during the ceremony.

Meanwhile, the deputy Chief Minister Gaikhangam said it is for these men in `olive green`™ that we all sleep peacefully in our homes.

The morale of the ex-servicemen and veer naris are inspiring to all of us, since they have acted as a strong foundation during tough times, he said.

During the ceremony, Chief Minister Ibobi also distributed gifts to WW II heroes, while deputy Chief Minister Gaikhangam distributed gifts to widows of servicemen.

The rally was also attended by Social Welfare minister Ak Mirabai, GOC 3 Corps Lt General Bipin Rawat GOC 57th Mountain Division; Major General PM Bali, IGAR (S) Major General Rajeev Chopra as the functional members of the rally.

Lt General Bipin Rawat briefing media persons said that the rally is being organised for ex servicemen, war widows and disabled ex servicemen of Manipur.

He stressed on the wide publicity of various central/ State/ army welfare schemes for the ex-servicemen and also spoke about the inaugural edition of the bi-annual news letter for ex-servicemen.

IMPHAL, October 13: Reacting against the failure of the police to release two locals arrested in connection with the October 8 death of a VDF personnel in mob violence, residents of four localities of Wangjing area stormed the Thoubal Police Station today.

It may be mentioned that VDF personnel Md Aboca alias Ahamatullah, 28 was lynched by a mob for allegedly stealing a bicycle from Wangjing Wangkhei Sabal Leikai under Thoubal district on the night of October 8.

Two persons- secretary and joint secretary of the Zodiac Club Wangjing Wangkhei, who were picked up by the police in connection with the incident are yet to be released.

The residents of Wangjing area have been demanding the unconditional release of the two.

Meanwhile, in trying to control the mob which had stormed the police station, personnel of the Thoubal police resorted to firing tear gas shells, mock bombs injuring 10 persons.

Those injured in the police action have been identified as Laishram Inaocha, 45 of Wangjing SK Leikai, L Ibemmu, 45; P Lalita Devi, 50; S Dasumati, 56; M Tara, 50; M Borni, 42; Ch Suranjoy, 37 all of Wangjing Wangkhei, M Inaobi, 45, of Wagjing Tekcham Leikai M Savitri, 55, Wangjing Heitup-pokpi and S Damyenti, 60 of Wangjing Hodamba.

All the injured were treated at the Thoubal District Hospital. Five of them are stated to have received some serious injuries and are continuing treatment at the hospital.

According to eye witnesses, around 2pm, the locals came in vehicles and stopped at Thoubal-Yairpok crossroad and proceeded in a rally towards Thoubal Police Station.

Shouting slogans against stealing and the police for encouraging stealing, the mob tried to force their way into the police station.

The mob action was retaliated by the police with the firing of tear gas shells, and mock bombs.

Afterwards the protestors tried to meet the Thoubal SP, however, were informed that the SP is on duty at Heirok as the Chief Minister was on a visit.

Addressing an election campaign for party candidate Mayenbam Amutombi for the Hiyanglam by-poll, Sovakiran said it is unfortunate that the public are unable to have faith in the MPP.

But is now time to restore the faith and confidence of the people in the party, he said before appealing to the people to vote for the MPP.

People who are working for their own gain today have joined the BJP and other parties, he said.

At the same time, the public has rejected the Congress as a corrupt party, he said before citing the 2014 Lok Sabha election result as the public`™s mandate.

People are fed up with the scandals of corruption which resulted in the Congress becoming a minority in the House, he said.

This is the sign of the Congress`™ end in the Centre, he observed before adding that the 2017 general election will be the end of Congress in the State.

Meanwhile, reacting to yesterday`™s BJP road show with film personalities and singers in tow, the MPP president said participation of artists in politics is really unfortunate.

Artists should not be inappropriately used, he asserted.

They should not be tainted by dragging them into politics, he said before adding that if this trend continues it wouldn`™t be long before people would start identifying artists with the party they sing and dance for.

MPP candidate, M Amutombi said the people of the constituency are simple and straightforward.

It is shocking that the MLAs, minister and even the Chief Minister are cheating the people because of their simplicity, he continued.

Before the elections not a single MLA or minister are seen around the constituency to ask for the public`™s grievances, but ever since the date for the by-poll has been announced, ministers and MLAs are making a beeline in the constituency, he claimed.

Will they continue to come even after the elections, he questioned.

IMPHAL, October 13: The Central Bureau of Investigation (CBI) Imphal office has summoned three RIMS doctors, in connection with the dental chair supply row of RIMS, a case which had even led to the premature retirement of RIMS director Dr S. Sekharjit.

The doctors have been identified as Prof H Shanti Singh, department of Anesthesia, who was medical superintendent from March 1, 2011 to February 28, 2013; E Devendro Meitei, chief account officer RIMS and Dr Rajiv Ratna, professor of dental college RIMS and the then Principal in-charge dental college.

Reports said that the doctors were summoned to give their statement before the CBI.

The doctors are respondents in a case lodged against Dr Sekharjit by the CBI on charges of corruption regarding irregularities in the supply of dental chairs and other misappropriations. (FIR No.R.C 6(A)2014-IMP u/s 120-B,420 IPC, 13(2) r/w 13(1)(d) Prevention of Corruption Act,21.5.2014)

Lal Gopal of M/S Mukherjee Enterprise, Thakur Road, Kolkotta, the main supplier of the dental chair is also a respondent in the case.

Meanwhile it may be mentioned that the Court of the Special Judge, Manipur East had recently rejected the bail plea of Dr S. Sekharjit the main accused in the case.

Sekharjit had submitted a petition praying for granting bail besides a direction for ad-interim pending final disposal of the case.

IMPHAL, October 13: Manipur Pradesh Trinamool Congress Committee has condemned the incident in which AITC workers were prevented from attending a public meeting of the party yesterday by the State security forces deployed purportedly for providing security cover to the Chief Minister who visited Hiyanglam for addressing a public meeting of the Congress candidate at around the same time.

Speaking to media person in a press meet at the MPTCC office this afternoon, MPTCC spokesman P Premananda expressed disappointment at the coarse manner in which the ruling Congress government use State security personnel to prevent AITC workers from attending a public meeting in the name of providing security for Chief Minister Okram Ibobi who took the same route as the AITC workers for addressing a public meeting of the Congress candidate.

He further said that the Congress has displayed such uncultured behaviour before by organising a public meeting at the Langmeidong Public ground in front of the AITC candidate Dr Yumnam Radheshyam. It is the second time that the Congress has caused disruptions for AITC workers, he added.

Yesterday`™s incident was just a way of reminding which was the most powerful among the Congress, AITC and BJP candidates. But despite using the State security personnel, their intention of breaking the determination of the Trinamool remains unfulfilled. The turnout for the meeting was huge and beyond expectation despite the police causing hindrance to AITC workers. Those who gathered for the meeting showed their solidarity to Dr Yumnam Radheshyam, Pramananda said.

MPTCC vice president M Thoiba, currently the president in-charge, said two Trinamool Congress MPs have expressed deep concern for the people of Hiyanglam and Manipur.

The vulgar display of power by the ruling Congress yesterday was shameful and people of Hiyanglam must make the Congress aware that people cannot be bought with money during this election, he added.

We are confident that the AITC candidate will defeat its nearest rival, the Congress candidate, by a huge margin of votes as the Congress candidate Dwijamani has lost to the AITC candidate before, the MPTCC vice-president said.

Meanwhile, another MPTCC vice president MI Khan said the party was not raising any complaints to the Election Commission of India or the returning officer of the Hiyanglam bye-poll for preventing AITC workers from attending a public meeting yesterday because they have raised many complaints earlier but officials have always favoured the ruling party.

The inaugural of the workshop was graced by Deputy Chief Minister G Gaikhangam as the chief guest whereas professor N Mohendro was a special guest with AMJWU president W Shamjai as the president. Rural development & Panchayati Raj principal secretary J C Ramthanga and Manipur State Panchayat Parishad vice president Md Abdul Latif also attended the inaugural.

In his speech at the inaugural, Gaikhangam said Panchayati Raj or the ground level of the Indian parliamentary democracy is in a dormant state and the need of the hour is to make it pro active for development and welfare of the people of the State.

Communication gap between people is the main reason for misunderstandings between people, he added.

He attributed lack of honesty, sincerity and the ability to think as the root cause for the failure of the State in functioning well.

The functionaries, functional and funds are the 3Fs playing crucial role in the devolution of power while developing the State or the country which need to be analysed closely at the grass root level, the deputy CM said.

He further said that the people of the State should be aware of the powers vested by the Constitution otherwise they will become beggars in their own State.

Speaking at the occasion, N Mohendro said it is time for the people of the State to change the concept of rural development from the periphery to the foundation.

The foundation of development is in rural areas as manpower, area and abundant resources are found there and what is required is to spread awareness to the people living in the rural areas on how to tap these resources, he added.

He also pointed out the present deprivation in rural areas such as knowledge gap, information gap, communication gap, lack of guidance for the organisations of the poor and consumerism.

The role of the media is to give information, communication and education (ICE), he added.

He also appealed to all the newspaper agencies to reserve a column about Panchayati Raj to bring transparency between elected members and the people.

Manipur is an interesting place from the political economy angle. This `interesting` case is exactly like a doctor would speak of a serious patient suffering from dangerous ailments. In the case of the patient the doctor, the relatives and the family do struggle hard to restore the health of the patient to normalcy. But in an absolute contrast, in the case of the land and society of Manipur, those who should be playing the roles of the doctor, the family and the relatives play games (social and political) to exploit the condition of sickness in an absolutely non-sharing way `“ the disease condition invariably worsens.

Let us look at the delivery of the core functions of the state in areas like infrastructure, service and security. In any of these functions of the state, the private housing and private care of the household of the official responsible for any kind of delivery would be much better off and much superior to created or creating infrastructure, service and security. This is true and has been true in the governance characteristics in both the mountains and the valley of Manipur. This has been happening despite the cries and counter-cries relating to the mountain-valley divide. In fact, it is as if the cries and counter-cries create a facilitating milieu for the continuance of the fragility in delivery of infrastructures, service and security. Both the politicians and the individuals in the government have been and are thriving in the midst of these cries. There has never been any attempt to meaningfully address this fragility.

Recently some news item came up in connection with the autonomy status of some parts of the mountain areas consequent upon dialogues between the Union Government and one non-state agency. It has caused a mild, unlike widespread ones in earlier cases, socio-political flutter in the valley. This has been a recurring phenomenon in Manipur, and any responsive and responsible provincial government should have put in place policies and programmes in order to address the cause of the socio-political flutter. The government, in the sense of the individuals in the government, have thrived in the atmosphere of recurrent social flutter on issues unrelated to the core aspects of development `“ development dismissed.

The fragility particularly in the mountain areas of Manipur has been a long run feature. But there are no tangible signs of the provincial government putting in place policies to reduce, if not eliminate, the fragility relating to the core functions of infrastructures, service and security. This has been the same for the last seven decades. There is not even minimal transparency. While there has been serious tussle about the credibility of census figures in the mountain areas, there has not been any attempt to collect and disseminate aggregate data relating to the mountain areas. This absence of the minimum effort for transparency could be explained only by what I had said in the beginning: the private housing and household of the official responsible for any kind of delivery in the core functions of the state (infrastructure, service and security) would be much better off and much superior to created or creating infrastructure, service and security; the absence of transparency facilitates the non-performance of the governance for personal aggrandisement.

Instead we find the governance fully involved in creating atmosphere for the people to fully submerge in issues absolutely non-contemporaneous. While the traditional social institutions (like the Umang Lai committees) have been functioning and while there could be good reasons for bringing them under regulation, the need for creating mild social turmoil by the regulation being put in place is hard to digest. The method of the regulation itself is faulty, and the logic can only be explained by an urge to divert the attention of the people from the failure of the state in attending to the core functions of governance and personally thrive in the resultant environment.

Two greatest impacts of the globalisation have been the blurring of the correspondence between state and society, and also the blurring of the partition between movement and territory. With the expanding flows of people, culture, knowledge and ideas along with commodities, the traditional synchronisation of state with a particular society is fast disappearing. The newly emerging societies are marked by heterogeneity and divergence though driven by shared objectives of welfare. Further, border is now conceived in terms of networks instead of fixed boundaries; flows are now emphasised instead of fixity. But what we experience in both the mountains and the valley of Manipur today are group activities quite un-attuned to the emerging global scenario. Well, even here, let us interpret these in terms of the economics of nationalism as the commitment of the people to the land and the society of Manipur. This is a very powerful tool to cause development. If the provincial government could mobilise this nationalism, it would be an altogether development scenario in Manipur. But what we encounter rather is the indulgence of the administration in wasting the energy of the people in issues of divide and related articulations instead of harnessing the collective strength; there is urgency and necessity to focus the attention of the government (read the individuals manning the government) on positive dimensions of transformation and mobilisations for these.

However, whether prepared or ill-prepared we are socially and administratively, globalisation is now being strongly pushed in this part of the world as well under a new dispensation from the Union Government. In the prevailing and emerging scenario, the responsibility, coherence and responsiveness of the government at the provincial level are critical. We need and want the Government of Manipur to deliver inter alia at least in the

A. Core functions of state in infrastructure, security and service;

B. Address the deepening and increasingly politicising inter-ethnic polarisation; and

C. Become alive to the emerging relationship between South East Asia and India particularly under the new dispensation under PM Modi and endeavour to address the imperatives of Manipur in the changing scenario.

But I cannot help increasingly feeling if we are committing a sin in expecting anything from a government which CANNOT EVEN OPEN A PASSPORT OFFICE.

IMPHAL, October 13: Unaware that he has been relieved of his post as the executive officer of the Wangoi Nagar Panchayat more than a week ago on October 4, an official identified as S Gojenro Singh transferred a huge sum amounting to Rs 21 lakhs to different accounts of local bodies of the Nagar Panchayat.

Dwelling into the case, IFP conducted an independent investigation, wherein it was found that the funds were credited to different account numbers of various wards of Wangoi Nagar Panchayat from UBI A/C no. 0484010097659 for list of work programmes under assignment to local bodies and others aided institutions (Non-plan) 2013-14.

Of the total Rs 21, 43, 000 a sum of Rs 5,32,000 was credited to the Nagar Panchayat fund while the remaining was credited to the accounts of nine wards Rs 1,69,371 each totalling to Rs 15,24,399.

The application for the work programme under the letter head of the Wangoi Nagar Panchayat appealing for transfer of the funds was submitted to the bank on October 9, attested by the chairperson along with the signature S Gojenro Singh, the executive officer of Wangoi Nagar Panchayat.

Subsequently, the fund was transferred to the respective account numbers of which five wards (no. 1, 3, 6 and 7) have already withdrawn their respective amounts.

The transactions took place despite the fact that S Gojendro was relieved from his post on October 4 and replaced by the sub-deputy collector (HQ), SDO office Wangoi by an order signed by H Balakrisna Singh, under secretary (MAHUD).

When IFP contacted S Gojendro Singh, he claimed that he only realised of his transfer this morning.

He revealed that he was contacted by the SDC only this morning and collected his transfer order from the secretariat this afternoon at 12:45.

Gojendro further confided that he had intimated the UBI manager personally later today to stop further transaction of the fund.

Sinking Nobel Credibility

The 2014 peace Nobel Prize has been jointly awarded to Kailash Satyarthi and Malala Yousafzay, an Indian and a Pakistani, both for their commendable work towards ending child labour. At only 17 when she was announced the winner of this coveted but now increasingly controversial prize, Malala has set another record for being the youngest ever to receive the award. She is a courageous campaigner for education of the girl child, and for her work which offended the Taliban, she was shot and left for dead, but was eventually flown to England for emergency treatment and successfully rescued. Since then, she has in defiance of all Taliban diktats, been continuing with her good work of advocating education for girls in her beleaguered homeland. Quite without doubt, she deserves the prize and all the goodwill of the world she has earned. Kailash Satyarthi, the man who shared the Peace Nobel, has also been a tireless worker for children education and for an end to the widespread atrocity of child labour in India. The 60 year old man however has drawn some flak for being associated with evangelical missions in his work, but this is immaterial and he should be judged by the quality of his work and dedication to his mission alone. Of this, nobody who has known him and his work, has complained so far.

Deserving as the two winners may be, this year`™s Nobel Peace Prize has drawn a lot of criticism not so much for any doubt about the credibility of the winners, but for the West biased politics quite evident in the choices. As many knowledgeable observers have pointed out, had Malala been a child victim of the war the West has been waging on the Taliban region of Pakistan and Afghanistan, probably she would have remained ignored by the Western media and therefore out of reckoning for the Nobel Prize. The fact also is, there have been and there continues to be numerous indiscriminate children victims of the continuing Western Drone strikes on these countries. Malala could easily have been one of them. Alternately, these observers also point out that Malala would have equally remained ignored and unknown had she been campaigning not against the Taliban, but against the terror of the West`™s Drone strikes on her homeland. They argue that Malala fitted well into the racist narrative which interprets these Western interventions in Afghanistan and Pakistan as the White Knights rescuing the damsels in distress from the hands of the evil and savage war mongers, therefore the sympathy for her. The reality of the destruction caused by the West itself to the lives of thousands of innocent children in these countries is conveniently forgotten. Kailash Satyarthi too has his part in this new `Great Game` as Arundhati Roy calls it. The instability of Pakistan is making the West look for firmer grounds to launch its assaults on its enemies, and India is a candidate on its radar.

Even without reading too much into the new `Great Game` theory and how even the Nobel committee is party to this, what is evident is, only those fighting the enemies of the West can hope to win the Nobel Peace and so too the Literature prizes. Gandhi, although acknowledged internationally as the undisputed messiah of peace, never received it for he was fighting the British. Leo Tolstoy never received the literature prize too though considered by many to be the greatest novelist the world because his native Russia has always been for most part of its history at cold war and sometimes open wars with the West. Dalai Lama and Aung San Suu Kyi received it for they were pitted against the ideological enemies (then) of the West. Quite controversially again, Henry Kissinger who was behind some of the world`™s worst and murderous bombings in Vietnam and Cambodia, received the peace prize. This being the case, one of the obvious conclusions for us in Northeast India for instance would be, if this bias were not there, there is every likelihood Irom Chanu Sharmila`™s campaign against the Armed Forces Special Powers Act, AFSPA-1958, a draconian law which has been on so many occasions declared as untenable under the International Humanitarian Law, would have been a very likely candidate to win this prize. Sharmila not receiving the prize is just a Northeast centric thought, but we do hope the Peace and Literature Nobel Prizes, undoubtedly the most important and controversial of the five (six including later addition economic sciences, the other three being Chemistry, Physics and Medicine) are able to recue themselves from this sinking lack of credibility.

IMPHAL, October 13: The Joint Committee on implementation of Inner Line Permit System conducted its migrant survey today at Wangkhei Ayangpali area, with cooperation from local clubs and Meira paibis, said a statement of the committee.

The release signed by its convener, publicity committee, W Ananda Meitei condemned the statement of Nagaland Chief Minister TR Zeliang that ILP is not effective in Nagaland despite its implementation.

It said the statement was given by Zeliang in an IANS interview on October 6 at Kohima.

The statement is not only unfortunate, but it also discourages the movement for implementation of ILP which are being taken out in Manipur and Meghalaya.

The statement continued that Manipur has been facing peculiar problem in identifying illegal migrants who have come from Bangladesh and Myanmar. It said migrants from Bangladesh easily take shelter among the Muslim population of the State by taking advantage of same religious affiliation.

It has been the same case with Naga, Kuki and Nepali illegal migrants, who also easily take shelter within the same community to which they belong, the statement added. It said that this can only be checked by enacting a stringent law.

Further it continued that ineffectiveness of ILP in Nagaland is because the government of the said State does not maintain proper scrutiny of migrant labourers. For example, migrants who have come to work with the permission of only 15-day stay continue to stay as long as six months without validating their permits, it added.

The statement maintained that ineffectiveness of ILP is not with its system; rather it is the incompetence of the Nagaland`™s government authority.
