IMPHAL, December 10: Laishram Sunil Singh alias Khoimu, 38, son of L Yaumachou and L Padamukhi Devi of Pukhrambam Maning Leikai who was reportedly kidnapped on December 8, around 10:30 am has managed to escape from the hands of his kidnappers, sources said.

Sources said soon after he escaped from his kidnappers who had taken him to a hill range in Achanbigei under Heingang Police, he called his land lord identified as maibam Vanisana around 12:45 pm asking him to pick him up from Achanbigei.

After getting the information, a team of the Singjamei police, family members and members of the JAC formed in connection with his kidnapping rushed to the spot.

Sources said he was first taken to the JNIMS for check up.

It is also learnt that the JAC had started to close down shops and block the road and held sit in protest at Singjamei against his kidnapping but called off all agitations after getting information about his safety.

Speaking to media persons following his medical check up, he said on December 10, his kidnapers had come to buy 200 chairs for Christmas from his shop, but since he didn`™t have that much chairs, he told them that he will get it from Paona Bazar.

The kidnappers also gave him Rs 2000 advance, he said.

He said once he boarded the kidnapper`™s van, he could smell something bad and when he complained they gave him a handkerchief to close his nose and when he put the handkerchief to his nose he fell unconscious.

When he woke up he found himself inside a hut on top a hill and he escaped after passing along a hill, he said before adding that the kidnappers have taken Rs 2.5 lakhs from his pocket and a mobile phone.

LAMKA, December 10: Family members of the church elder Dover Hmar who was killed in an accident yesterday have claimed his body this evening, even as his wife appealed to all supporters against the use of violence to protest his death. However, the exact condition for the acceptance of the body is not known.

It may be reminded that the Hmar Youth Association had called a bandh against the incident since yesterday. The bandh has been concluded this evening, after the family accepted the body.

Dover Hmar`™s wife had appealed today to all supporters of her husband that it would have been against her deceased husband`™s wished to see violence as it is the season of X-Mass and New Year.

Meanwhile, due to the bandh called by the HYA, many ignorant drivers who were unaware of the bandh had faced the fury of the bandh volunteers today.

At least four diesel autos were waylaid by the bandh supporters and damaged in the periphery of Lamka town. One of the autos was attacked in front of a police station at H Ramthar whereas another one was attacked in front of Light-house post of the BSF.

A driver from Sagang area of CCpur said he was unaware of the bandh and had come to do some transaction at the SBI Churachandpur branch but was caught on the way and his auto damaged by bandh volunteers.

He said he was however lucky to flee from the bandh supporters and rescued by CCpur OC MA Salam.

Meanwhile, a police personnel on condition of anonymity said due to the Chief Minister`™s visit at Kangvai, there was shortage of police personnel in the area as several personnel had been placed along the Chief Minister`™s route.

It may be mentioned that another incident which had turned violent in the district during the past couple of days was the alleged murder of a Ngaineihlam Haokip, 35 by her husband Khumei who had later surrendered before the police. The body of the woman was claimed only yesterday.

YAS refutes fund squandering allegations in Sports Complex renovation

IMPHAL, Dec 10: Reacting to reports about squandering of funds meant for the development of the Khuman Lampak Sports Complex, the director Youth Affairs and Sports has issued a clarification.

IMPHAL, Dec 10: Reacting to reports about squandering of funds meant for the development of the Khuman Lampak Sports Complex, the director Youth Affairs and Sports has issued a clarification.

The official clarification said according to the report of the 13 Finance Commission, Rs 100 crore was awarded for upgradation and renovation of the Khuman Lampak Sports Complex.

In the Memorandum to the 13 FC, provision for upgrading the Main Stadium, Hockey Stadium, Renovation of Cycle velodrome, upgrading aquatic complex, upgrading the Main Indoor Hall, improvement of Kangshang, internal roads, special repair of wall, electrification, and pavilion for the practice fields amounting to a total of Rs. 75.00 crore and another Rs. 25.00 crore for a Corpus Fund for maintenance of KLSC was indeed proposed by the department, it said.

However the proposal for Corpus Fund or in its place stipend/scholarship to outstanding sportspersons had all been rejected, it clarified. Even proposal for procurement of sports equipments from the 13 FC award had been rejected, it added.

Both the items were dropped in the revised DPR as these are considered cost ineffective, it said.

The statement said the prevailing power situation of the State is very poor and the requirement of about 25 MW for a flood lit match is unrealistic when vied against the available power supply.

It further said the number of matches which are attended by more than 20,000 spectators are very rare and few and hence high investment for increasing the capacity was dropped.

State government felt that facilities for the players need to be augmented to train and compete at national and international level rather than of spectators at this juncture, it said.

It may be mentioned that any changes in the DPR was first approved by the State Level High Committee, which is then submitted to the Ministry of YAS and only after their approval, would the fund be released, it continued.

The statement further clarified that works for renovation and upgradation of the hockey stadium is still under progress and some minor damage on the synthetic surface had been rectified which has no impact on the use of the surface.

The YAS director has further clarified with regards to iron goal post allegation, this has been fixed for practice purpose and the fibre goal posts are yet to arrive and once the posts arrive, it will be fixed immediately.

It further said the selection of the PIA for up-gradation of Khuman Lampak Sports Complex was taken in January, 2011 and the State PWD was requested on October 28, 2010 to indicate its willingness to prepare the DPR and execute the works, however, there was no response.

Therefore the works for the floodlighting of the two stadiums was given to the Power department and the remaining works to MDS.

It said since the establishment of MDS, the chief secretary has been its chairman and only in July 2013, on the basis of a decision of the General Body of the MDS, the Chief Minister was made chairman. But, since MDS was not a constitutional body or established through legislation, the chairmanship of the society has again reverted back to the chief secretary in September, 2014, it continued.

Earlier, KLSC was an open complex. However, after a series of incidents where visitors were found using illegal substances and some even in compromising positions, it was decided to restrict entry to one and all. The Main gate is opened during national level competition and important events, it said.
