The selected candidates are informed to deposit Rs 300 as course fee at the cash counter of DIPR on or before January 6, failing which their candidature will be cancelled. Furthermore, all the candidates must report to the training venue on January 12 at 10.30 am. The list of selected candidates can be seen from the notice board of DIPR, it said.

IMPHAL, December 29: The Joint Committee on Inner Line Permit System (JCILPS), student`™s wing today threatened to resume its agitation if the government fails to implement the Inner Line Permit System in the State before the next Budget Session.

Speaking to media persons during a press conference, convenor of JCILPS, M Angamba, reminded the authority concerned not to construe the silence of the student`™s wing as their weakness.

He clarified that the only reason why the students are lying dormant was due to the assurance given by the State government to implement ILPS in the State.

It appears that the State government is playing delaying tactics he said before warning that the student`™s wing will not remain silent spectator until the demand is fulfilled.

Angamba further questioned the government`™s failure to act despite the recommendation submitted by the All Political Party Committee on December 10.

Even as the government claimed to have sent the recommendation to the Law department to draft a Bill, the details of the recommendation is yet to be made public, he continued.

He further demanded that the government must produce a white paper on the population of migrants from the year 1941- 2014, which is the recommendation taken at the Students Convention held on October 21, 2014.

JCILPS, Students Wing convenor N Subash said the JCILPS Students Wing will set out drive to put an end of various gambling items in different kinds of melas happening in the State.

For this, he also appealed to the organisers of such event stop all sorts of activities before January 5, 2015.

He said people of all communities irrespective of caste and creed should work together for the future development and to assert peace and harmony among us.

Responding to queries regarding the recent Uripok blast and apprehension of two suspected to be KYKL cadres in connection with the blast, he said that minute investigation will be conducted to find out the truth. If the duo arrested in connection with the incident will be released if they are found to be innocent.

Gaikhangam reiterated that the two were apprehended by the State police following a tip off of their having connections with the KYKL Tompok faction.

He lauded the swift investigation of the police in cracking the series of blasts in the State off late.

On the other hand, responding to queries on Desmond Coutinho, who was recently sent to judicial custody for making public nuisance, he said the British embassy must have been informed of the issue by the authority concerned.

He is being treated the same as other inmates in the Sajiwa prison, Gaikhangam told the media persons.

Gaikhangam who also holds the home portfolio, informed that to conduct the Republic day celebration smoothly, the State security will be put on patrolling round the clock.

IMPHAL, December 29: The Human Rights Alert, HRA and the Families of the Involuntarily Disappeared Association, Manipur FIDAM have filed a Public Interest Litigation in the Manipur High Court seeking a direction to immediately stop further digging for construction at the site from where the eight human skulls and skeletons were recovered on December 25 and 26.

Speaking to media persons during a press conference today at Kwakeithel, FIDAM president K Ranjit said that he had filed the PIL along with HRA executive director Babloo Loitongbam and that advocate Meihoubam Rakesh will represent them.

He said the digging should be ceased immediately as there are chances of destroying other evidences if it continues.

Meanwhile, a statement signed by HRA executive director Babloo Loitongbam said the PIL has also sought scientific exhumation of any other human remains from the site.

It said the petitioners have also called for constitution of a `Special Investigation Team` to be headed by a senior Investigating Officer of impeccable integrity and of a fine legal mind; sought the High Court to monitor the progress of the investigation and for FIDAM to be part of the investigation team.

On December 27, after getting information about the discovery of the human skulls from Tombisana School premises through the media, the HRA and FIDAM functionaries visited the excavation site and submitted a petition to the Chief Minister of Manipur to immediately halt the digging of the excavation site and to seal off the premises from any unauthorized persons to conduct scientific exhumation of the site with the help of competent experts in the field, it said.

The premise had been used as a base camp by various security forces namely the Border Security Forces, Central Reserved Police Forces, Manipur police etc. for many decades, it observed adding that initial expert opinion has also suggested that the skulls and skeletons would have been buried for around 17 to 40 years.

This time period roughly coincide with the period when the phenomena of `enforced disappeared`™ was endemic in Manipur as a part of counter insurgency operation, it said.

Government of India has signed the International Convention for the Protection of All Persons from Enforced Disappearance on February 6, 2007, thereby accepting the principles of the convention so that it could be incorporated into municipal laws after ratification and by enacting appropriate laws, it said adding that according to Article 24 (3) of the said convention each State Party shall take all appropriate measures to search for, locate and release disappeared persons and, in the event of death, to locate, respect and return their remains.

Further the State is under an obligation, as per Article 23 (4) of the said Convention, that it shall ensure a legal system that the victims of enforced disappearances have the right to obtain reparation and prompt, fair and adequate compensation, the statement said.

IMPHAL, December 29: The State cabinet has resolved to hand over the case regarding the recovery of human skulls and bones from Tombisana High School complex, to Central Bureau of Investigation during a meeting today.

The cabinet meeting with the State Chief Minister in the chair started from 4pm and concluded at 6pm.

In this regards, the Home department of Manipur has sent an official intimation to the secretary of Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Government of India, North Block requesting the issuance of necessary notification for entrusting the investigation (UD case No.9/city-PS/2014 U/S 174 Cr.P.C) to the central agency.

Further the cabinet meeting reportedly resolved to purchase land at Rs 3 lakhs per Sangam for the construction of the controversial National Sports University at Yaithibi Loukon.

It has been informed that the purchasing will be done by a committee `Direct Purchase Committee on Negotiation`.

The cabinet has also decided to provide suitable government jobs to altogether 38 sports players of the State who had won medals during the 5th, 31st, 32nd and 33rd National Games.

Earlier, a statement issued by the Chief Minister`™s secretariat had said that the government has decided to hand over the case of the recovery of eight human skulls and skeletons from a construction site inside the Tombisana High School compound to any central investigation agency without specifying the agency.

It had said that the decision was taken considering the sensitivity, complexity and technical issues involved in the investigation.

It further said that the State police has also registered a UD case and that investigation was already on regarding the case.

It may be recalled that the human skulls and skeletons were recovered on December 25 and 26 during excavation work carried out for construction of the fourth Ima Keithel.

The recovery invited undivided attention from different sections of the society including rights activities, political parties and civil bodies who demanded a thorough probe into the case as the site was once used by the security forces.

Meanwhile, replying to media queries on the issue during an inspection of the site today, deputy Chief Minister Gaikhangam said a mortuary of the erstwhile Imphal District Hospital used to stand at the site from where the skulls and skeletons were recovered.

In ancient times when Manipur was ruled by kings, the place was also inhabited by the Rongmei community who bury their dead inside their family courtyard, he continued.

Nevertheless, the deputy Chief Minister held that the mystery behind the recovery of the human skeleton could be solved only after proper examination by the forensic science.

He was accompanied by DGP Manipur, Shahid Ahmed and officials of the City Police during the inspection.

Delivering the keynote address, general secretary of Nupi Samaj, Th Ramani recalled that the meira paibi movement was formed on December 29, 1980.

It was particularly formed to protect women and children against the attrocities of the Indian security forces under the draconian AFSPA 1958.

She continued that the central government is, on the other hand, proud of its so called democratic achievement by implementing black laws and killing innocent people.

She further stressed on the need to strengthen the movement against AFSPA and said `We should follow in the footsteps of the women fighters of Nupi Lal to save the future generation.`

Prof W Nabakumar of Manipur University maintained that crime against women have increased manifold in the State with the coming of the 21st century.

He emphasised that contribution of Manipuri women in building the society in the past cannot be overlooked by the present generation.

He pointed out that in due course of time traditional value system which were maintained with deference have also undergone rapid change.

There has been a reverse in the value system, but one must note that some of the old values are still relevant today, he said.

He continued that not only women but man also has equal responsibility in building a strong society. But on the contrary, gender crimes have been meted out to women instead of giving them respect for their valuable contribution, he lamented.

Further he said that women have always been at the forefront to protect their man.

As a part of the function one minute silence was observed to respect to those pioneer Meira Paibees who have dedicated for the cause of a just society. Earlier, a song written by late Ema Chaobi was presented as an opening song of the function led by Th Ramani.

The question of ethnic identity has been a preoccupation of the Northeast for quite some time now. The issue is sensitive and it does need to be addressed but those of us in the Northeast, and others who have been close watchers of the region know very well how very dangerous it can become should it come to be articulated in political terms. The danger is compounded in ethnically diverse milieu such as in Manipur where the numerous new identities begin reducing the entire identity question to one of setting each`™s terms for power. The reality has also been, ethnic identity is articulated by an assertion of differences and uniqueness, making the evolution of a common framework for governance next to impossible. It is for these reasons that there is a need to treat ethnicity, like religion, a private affair and politics restricted to the realm of a pure science and art of governing to the extent possible. Only such an approach can make discourses on governance in the Northeast meaningful, for then there will be room for exploring the applicability and benefits of established and tested political systems of government: Democracy being the most relevant. This is to say, in the ethic situation, the definition of secularism must not mean just separation of Church and State, but also ethnicity and State. It is not by coincidence that the scourge of communal violence, so much a feature of other regions of India, is virtually absent in the Northeast, but in its place it sees an ever increasing tendency of deadly ethnic conflicts. The recent gruesome killing of Adivasi settlers by Bodo militants in Assam is only the latest reminder of this.

The proposition then is to prepare the democratic governance mechanism as a common denominator on which the foundation for peaceful resolution of problems can rest. This common denominator has indeed been what is missing, say for instance in Manipur, so that the various politically awakened ethnic groups have been pulling the politics of the land in all conceivable directions, paralysing governance and throwing up dangerous situations with extreme violence potential at every turn. In an ideal situation, the Naga ceasefire extension question, the Sixth Schedule tussle, the Sadar Hills district creation, etc, should have been sought to be settled purely as ethnicity neutral, administrative mechanisms, and equally important projected as such publicly. If such an approach was successful, the outcomes would have been much more in the nature of a win-win situation for all, and not one in which for every win by any ethnic group there is also necessarily a losing group. This cannot be a recipe for peace.

There is no justification in always shifting the blame for the ethnic turmoil in the Northeast to extraneous factors either, for the potential for the conflicts was always there and it only needed to be awakened. Sparks can light up only dry cinders. And if it is to be assumed that this turmoil is an inevitable part of formerly closed worlds of ethnic communities opening up to the world outside, there should be no need to lament the lost innocence. The approach then should instead be to face the challenges of this opening up, and seek to resolve the issues causing the turmoil. To ignore this would amount to advocating that ethnic communities should never grow up and remain trapped in their time warps. True, experience will throw up many previously unforeseen problems. True the new world order will require major overhauls of worldviews and this can be painful, but this must be treated as the challenges of the brave new world before the ethnic communities. English eccentric poet William Blake wrote of this thin line that divides innocence and experience, didn`™t he? Such pains were also witnessed during other epochal changes, such as at the onset of the industrial age in Europe, which Charles Dickens described famously as the best of times and the worst of times. Who knows the Northeast may be also passing through such a period, and if we are prepared for it, our worst times may yet prove to be the threshold of our best times?

When the first HIV positive case in Manipur was detected in the last week of February 1990, the report ignited massive response from various sections of the population including the Manipur Police, NGOs, Meira Paibees, Civil Society bodies and underground elements leading to adoption of compulsory measures which in turn caused rapid increase in the prevalence of HIV among Injecting Drug Users (IDUs).

The HIV prevalence among IDUs increased from 1% in 1990 to 50% in just six months and to 80.7% in 1997, which was the highest record in the world. Manipur was at one time known as AIDS Capital of India. The leadership of the State AIDS Committee in Manipur, at that time, took a bold decision to introduce a State Policy to combat the HIV/AIDS epidemic on scientific lines. Hence, Manipur State AIDS Policy was passed on 3rd October 1996 as the first and the only state policy in India. Following the footsteps of Manipur, the National AIDS Control Organisation (NACO) also introduced the National AIDS Policy later in 2002. The leadership of the Manipur State AIDS Control Society (MACS) also introduced the Rapid Intervention and Care Project (RIAC) as a harm reduction programme among Targeted Population for the first time in India with support and funding from NACO. This project has so far been duplicated in many states in India.

In fact, Manipur was the pioneer in introducing many innovative AIDS control programmes in India. As a result, the HIV prevalence rate among Injecting Drug Users dropped from 80.7% in 1997 to below 15% in 2010. Today, more than 40 NGOs are working with dedication and commitment in the field of Targeted Intervention for IDUs. The latest sentinel surveillance report indicated that the HIV prevalence among pregnant women, Female Sex Workers, Men having Sex with Men, and Migrant Workers have shown a significant decline during the last 20 years. The NGOs must be given credit for their commitment, dedication and good achievement.

Still Manipur is one of the worst affected states in India requiring action on a war footing. We need to achieve the target of Getting to Zero – zero new infection, zero deaths, zero discrimination by 2015. This is a great challenge requiring coordinated and concerted action from all agencies and departments. This is not the time for lethargy, delay or negligence. However, the present working of the MACS is far from achieving the desired goals. Although the present Project Director of MACS is not responsible for these lapses, he can easily correct it. He needs to assert his authorities without hesitation in the best interest of the AIDS Control Programme in the state.

Unfortunately, the state government keeps on changing the Project Director of MACS very frequently and also he is given additional portfolios like Home, Finance etc. Since Home and Finance are very important departments, the Project Director has little time to think about HIV/AIDS. It is as if, he is acting as a part-time head of MACS which actually affects the programme adversely. Moreover, the MACS was established as an autonomous body with its own rules and regulations in 1998.

The present finance section of MACS is headed by a young and inexperienced officer of Manipur Finance Service who apparently assumes MACS as a government department and applies all the rules and regulations of the government leading to failure, delay and inefficiency of the programme. While being successful in delaying and objecting to many important proposals, the finance section of MACS cannot appreciate the difference between autonomous and government institutions. The finance section of MACS requires a senior officer who knows both the functioning of autonomous bodies and the urgency of the AIDS Control Programme.

The Project Director needs to ponder over the fact that ownership of AIDS Control Programme belongs to the Project Director, not the Finance Officer. This reminded the people of the fate of MSRTC, Spinning Mill, Cement factory, Sugar factory etc. which remained defunct due to mismanagement of deputed officials. The responsible heads of these institutions were deputed from the state government and they had destroyed these institutions leading to loss of crores of rupees, loss of manpower, and loss of prestige of the government. People from various circles ask whether the finance management in MACS is trying to convert MACS into an institution like MSRTC, Spinning Mill, Cement factory, or Sugar factory.

The working of MACS needs urgent revamping and overall improvement. Presently, all the files are put up to the Health Minister for a decision curtailing the authorities of the Project Director and the Principal Secretary, causing unnecessarily delay in the procedure. The undue process may also lead to corruption and nepotism. The decision of the Executive Committee and the Governing Body should be taken as final. Acknowledging that HIV spreads very fast through needle sharing and sex, we must also work faster than HIV to control the epidemic.

About six months back, nine NGOs were terminated on the basis of findings of the Evaluation. Subsequently, over 6000 clients are left without any intervention and care. They must be sharing needles and syringes and must be having sex without condoms. In other words, they must be spreading HIV to their injecting partners, sex partners and common people. Even though the MACS already invited other NGOs to replace the nine terminated NGOs, the process has been trapped in red tapism. The MACS may immediately finalise the NGOs at the level of Project Director and the Principal Secretary and put up to the Executive Committee under chairmanship of the Principal Secretary for final approval. The special attention of the Project Director/MACS and the Principal Secretary (Health & FW) is invited to examine these issues and take remedial measures for revamping MACS without further delay. These actions are required if we are to achieve the target of getting to zero by 2015.

The team also visited Kangla, Andro Meihoubi and Singda Dam today and will visit Moirang, Sendra and Keibul Lamjao among other places tomorrow.

Speaking to media persons, Herajit said the tour was arranged to develop and maintain a friendly relationship between the people of the State and the descendents of those who had left the State during the seven years devastation and settled outside.

The students will visit the important historical sites related to the Manipuri kings, he said.

He lamented that the team found that the government is charging fees for entry, vehicle parking and others at all sites.

However, what is important is not what the government is charging, but the fact that the government has failed to look properly after the important places of the State.

Herajit said the Singda Dam is in a deplorable condition and the bridge of the Singda Dam doesn`™t fit today`™s time.

He further appealed to the government to take serious concern of such sites which are important to the history of the State.
