He further said that as per the government`™s sports policy, gold medallist Sarjubala has qualified for a government job.

The MLA assured all help to initiate the process for awarding a job for her. Chand said he will take up the matter with the Chief Minister and Deputy Chief Minister.

Chand further said that the State has now nearly seven lakhs educated unemployed youth among and one of the main causes is the wrong path our youth often end up choosing.

He said the State`™s showing in sports has been inspiring. He said continued success in the field will have a demonstration effect and in the near future there will be more achievers like Surjabala.

Addressing a function at Sadar Hill Mahila Meet 2015 Shobha Oza and Jharjum Ete general secretary All India Mahila Congree Committee and in-charge of NE at District Council Conference Hall Kangpokpi said women have a vital role in family as well in all sections and strata of our societies.

During the Prime Ministership of Rajiv Gandhi, women were considered as equal in every field, she said adding, he trusted women and brought them into politics.

Now the BJP has come to power with false promises to the people of India. During the last LS Poll 2014, the BJP had promised more empowerment for women, as well as to reduce atrocity against women etc. But at the end of one year the BJP led government under Prime Minister Narendra Modi hasn`™t kept its promises, she added.

Modi promised women there would be zero tolerant of atrocities against them but there has been a rise of atrocities against women in many states, she said.

He also promised to bring back black money to India but he has not been able to translate this into action, she added. Even BJP leaders are now found involved in rape cases, she ridiculed.

Unfortunately, the trend has been for BJP leaders to blame women for such incidents. Instead admonishing the rapists, the BJP has been blaming women for wearing provocative dresses etc, and thereby inviting atrocities against themselves.

The BJP also promised there will be no longer any differentiation between the cast, creed or religion, in India. But recently the BJP called NE people immigrant in their election manifesto and even affected a drastic 50 percent cut in the Manipur budget. In such a situation how can development happen in NE states, she said.

She also questioned the land acquisition bill which made farmer commit suicide.

Oza further repeated the massage from Nemcha Kipgen who invite Sonia Gandhi and Rahul Gandhi to Kangpokpi Sadah Hills.

Jharjum Ete general secretary said 33 percent reservation for women in the Panchayati Raj was introduced by the Congress party and this has truly empowered women at the grassroots. Now this reservation for women has increase to 50 percent in Panchayet and Councillor Elections after 73th Amendment of Constitution of India.

Now 30 lakh women are already into politics all over the country to participate in the law making decisions as well as execution of policies, she said.

Namcha Kipgen honoured the two leaders with traditional shawls of Kuki and Nepali communities. The function was organised by the Sadar Hills District Mahila Committee and MPMCC.

The body is being preserved at JNIMS morgue. It is believed that the deceased could be of a man from Kakching Wairi. His whereabouts remained traceless ever since he went out of his house on April 28 to take part in Lai Haraoba at Chairen.

KANGPOKPI, May 3: The Kuki Students`™ Organization Sadar Hills has called a 24 hour total bandh from midnight of May 6 which is likely to be followed by indefinite economic blockade over Moidangpok incident yesterday and allotment of land for Cultural University allegedly at L. Tangnaum village under Saitu-Gamphazol Sub Division of Sadar Hills.

President KSO Sadar Hills Thangminlen Kipgen, speaking to media person at Kangpokpi this evening alleged that the incident which occurred at Moidangpok village yesterday is the handiwork of New Keithelmanbi Development Association where a van driver identified as Paokhongam Kipgen was severely beaten and his vehicle torched.

Elucidating the incident, the student body president alleged that with the Government Orders for imposing 144 CrPC at Lalhoiphai village, the chief of Lalhoiphai village went to his village along with the Orders by hiring the said van from Imphal while adding that police personnel of G-Sapormeina were already on the spot when the chief reached his village.

Few minutes later Pradhan of Moidangpok Gambhir Singh and Akhamdon of Keithelmanbi along with other three unidentified persons went to Lalhoiphai village and argued with the chief said Thangminlen who also said that the police personnel on the site later turned away the Pradhan and his companion.

He further narrated that sensing impish mind-set of the Pradhan and his companion, Lalhoiphai village chief hired one auto-rickshaw and left for Imphal soon after the Pradhan of Moidangpok and his companion left his village. A minute later police personnel of Patsoi and Thanglongbung PS arrived at the village led by one ASI and took some photographs of the village and later told the driver of the van that a huge numbers of Meetei people will come very soon and the police will not be able to protect him and it would be wise for them to leave immediately. However, the driver flatly denied alleged Thangminlen who continued that the police personnel of Patsoi and Thanglongbung PS insisted the driver to go along with them and escort him in between their two official gypsy vehicles.

But, unfortunately when they reached Moidangpok the people there attacked the van and dragged down the driver and severely thrashed him in front of the police personnel who escorted him, Thangminlen said while adding that the driver was also attacked with a knife but he escaped and shouted for help to the police who witnessed the whole scene of crime like a drama.

The student body president further alleged that when the police at last intervened when the driver was almost dead the people told them they will pay the cost of his life and to hand him over if still alive. Alleging that the whole incident is a plan to kill the chief of Lalhoiphai village Thangminlen Kipgen said that if Lalhoiphai village chief was in the van he should be killed for sure in the hands of his communal neighbor and said that the communal tune of the people who almost killed the driver as anti-tribal which will not be tolerated under any circumstances.

It is also a matter of drastic dishonor for the men in uniform who could not protect even a single man whom they escorted slammed Thangminlen while alleging that Patsoi and Thanglongbung police intention was not to protect the driver but to handover to the people straightforwardly.

Therefore, the KSO Sadar Hills demand immediate removal of such police personnel including the ASI and declared New Keithelmanbi Development Association as Anti-People by the Government and abolished the association while taking punitive action against all involved in the incident within three days.

KSO Sadar Hills also vehemently decried the allotment of land for Cultural University at L. Tangnaum under Saitu-Gamphazol block of Sadar Hills and claiming of the land to be of Koutruk village under Lamsang Sub Division of Imphal West. He further alleged that the land allotted for the Cultural University is of L. Tangnaum Village which is earlier known as Haraothel under Saitu-Gamphazol Sub Division in Sadar Hills while adding that the people of Sadar Hills will never allowed the Government to go with its orders.

The KSO Sadar Hills also clarified that the picture published in the local newspaper, Sangai Express as a pastoral site of Koutruk village is the genuine land areas of L. Tangnaum village and not that of Koutruk village while urging the media house concerned to clarify on the picture so as to avoid misunderstanding.

Considering the various hidden agenda of the state Government over the people and land of Sadar Hills in particular and the tribal and their land in general, the KSO Sadar Hills called 24 hr total bandh in Sadar Hills from midnight of May 6 to be followed by indefinite economic blockade if the Government fails to come up with practical efforts within three days time warned Thangminlen Kipgen. Urging all the tribal people of the state to considered the incident of Moidangpok and land allotment of L. Tangnaum village as against the tribal people KSO Sadar Hills president also appealed all tribal bodies to render support and cooperation in the movement.

IMPHAL, May 3: Eight soldiers, seven of them belonging to the Assam Rifles, were killed when two vehicles of 23 Assam Rifles battalion were ambushed by the NSCN(K) in Mon district in Nagaland on Sunday, a flash report in the Indian Express said.

While three soldiers were killed on the spot, five others died later, the report said.

Quoting sources in Assam Rifles in Kohima, the report said the two vehicles, one a water-trailer and the other a Tata 407, were on their way to collect water from a natural source nearly four kms from their camp location in Mon district when they came under NSCN(K) attack. While the first vehicle was blown off by powerful IED explosion, the heavily armed militants who were positioned on vantage uphill locations sprayed bullets from AK-series weapons on the second vehicle, it said.

The eight soldiers who were killed included seven of the 23 Assam Rifles and one jawan from the 164 Territorial Army Battalion, the Indian Express report further said.

There were altogether 18 persons including the two drivers in the two vehicles. The incident occurred at around 2:45 pm on Sunday between Chaklangshu and Tobu in Mon district, nearly 390 km east of Kohima, it said.

The surviving soldiers however retaliated, in the process killing at least two NSCN(K) militants, the report said quoting unnamed sources.

While one uniformed body of an NSCN(K) militant was recovered from the spot, the militants managed to remove another militant who was seriously wounded and probably killed, the reported further quoted sources.

Sunday incident was the second major attack on security forces by NSCN(K) in the past few weeks, it said.

The NSCN(K) had killed two Gurkha regiment jawans in Tamenglong district in Manipur on March 21. The outfit had called off its 15-year old ceasefire with the Union government on March 28.

Altogether, 80 children took the privileges extended at medical camps organised by the organisation at Imphal East, Imphal West, and Bishnupur District.

Speaking to the media person president MNP+ L Deepak said that organizing such health camps and drawing competition is made possible by the support from HOD Pediatric Department RIMS Dr L Ranbir Singh.

He further said that Dr Ranbir also helped 20 affected children since the last two years in partnership with MNP+, SR Vihaan Project team Advocacy officer.

Deepak also said Dr Ranbir Singh has also been a valuable adviser to MNP+ in establishing a trust for the welfare of the HIV/AIDS affected children of Manipur.

Deepak further said that the organisation now looks forward to organizing the health camp and drawing competition to motivate affected children and to extend health services to them at least thrice a year.

He appealed to parents to come forward and test have their children tested so that if found positive, ART therapy can be given to them free of cost.

He further said at a function at Wangoi that the State government has made it known that the party candidates were being threatened by the NSCN-IM. He further said that the militant group forbid campaigns by Congress candidates in the areas they have a presence.

He said the restriction imposed by the IM groups on Congress party might be because Congress party stands for Manipur territorial integrity.

We all know that NSCN-IM is against the Manipur territorial integrity and has been trying to create disturbances all the time from very beginning, he said.

He however said out of six ADC seats he is confident Congress can easily retain four. We hope that people will give their votes to the Congress considering the developmental of infrastructure setup in hills district during the Congress government`™s rule in the last 13 years.

We know that proxy candidate from Naga People Front will give more disturbances this time in Ukhrul and Senapati districts at the behest of the NSCN-IM. But in Tamenglong the people are totally oppose the proxy candidates.

He further said that an intimation latter has been sent to Central government and AICC president on the matter. The State Government has asked for Central paramilitary forces during the elections.

We sometime feel that such UG threats might result in fear psychosis to the public. If the UGs show genuine interest in politics or the election process and want come to the mainstream for peace `I will resigned to make way for them`, he said.

He said that police strength in hills area is very weak so we have requested Central government to allow more recruitment of police force in State.

Lashing out at the UG groups on truce with the government, he said it is not right for them to take advantage of the cover given by the peace process with Government of India.

The decision taken up by the Central Government to have talk is very welcome but it should not amount to disturbances caused to the State integrity just to appease some militants, he said.

He lamented that BJP government under the leadership of Narendra Modi on the one hand say his focus is on the development of the NE region, but on the other hand is contemplating to end the special category status of the region.

Commenting on the Gwaltabi incident, he said it was the result of bandhs and blockades which created misunderstanding among the two communities of Thawai and Gwaltabi village. The incident erupted between some bandh supporters and some individual who are fond of trouble, he said.

He appealed both side to take one step back and initiate a negotiation among them for their own common good. He further mentioned that the meeting between JAC, MLA and CM on the issue has assured maximum support to victimize villagers.

He said the Yaingangpokpi Outpost will be strengthened.

In the wake of the latest of these riots at Baltimore, President Barak Obama came out strongly in a media statement during a joint appearance before the press with visiting Japanese Prime Minister, Shinzo Abe, which the American intelligentsia has described as the 15 minutes Obama was painfully honest. He was described as being consciously acknowledging his blackness and at the same time speaking from as a non partisan leader of a multi-ethnic nation. In his characteristically articulate manner, he condemned the crime on the streets, but also in no uncertain terms pointed out how America is still inherently racist, without actually mentioning the word. He condemned police brutality but acknowledged it is the circumstances they are thrown into which made them resort to what they have done. In similar manner, he condemned the (black) street rioters, saying that the violence and looting they perpetrated cannot be treated as protest or resistance, but plain stealing, therefore criminal, but also attributed the blame for the community turning lawless to the inequalities that not just the American system allowed, but also the (white) Americans by and large have encouraged by their insensitivity to the issue of inequality and deprivation of opportunity to the community increasingly prone to street rioting. All this was said in 15 minutes of his address to the media. `In those environments, if we think that we`™re just gonna send the police to do the dirty work of containing the problems that arise there, without as a nation and as a society saying what can we do to change those communities, to help lift up those communities and give those kids opportunity, then we`™re not gonna solve this problem,` he said. `We can`™t just leave this to the police. I think there are police departments that have to do some soul searching. I think there are some communities that have to do some soul searching. But I think we, as a country have to do some soul searching,` he continued. The lecture could very well have been by a Harvard social science professor.

The temptation to quote more from Obama`™s speech is difficult to suppress: `This is not new,` he continued, `It`™s been going on for decades. And without making any excuses for criminal activities that take place in these communities, what we also know is that if you have impoverished communities that have been stripped away of opportunity, where children are born into abject poverty; …` the trouble can only increase he added. `If we are serious about solving this problem, then we`™re going to not only have to help the police, we`™re going to think about what can we do, the rest of us, to make sure that we`™re providing early education to these kids, to make sure that we`™re reforming our criminal justice system so it`™s not just a pipeline from schools to prisons, so that we`™re not rendering men in these communities unemployable because of a felony record for a non-violent drug offense; that we`™re making investments so that they can get the training they need to find jobs.`

Many of us will agree Obama has also practically summed up the dynamics behind much of the conflict we witness in the Northeast. Here too the State`™s resort has been to strong-armed measures, and what more proof of this we need than the continuance of the Armed Forces Special Powers Act, AFSPA. These strong-armed measures, it must be agreed, were also a response to serious breaches of law. What is equally true is, these measures notwithstanding, the core issue of conflict remains unresolved, and is unlikely to be in the foreseeable future if attitudes do not change. This is so, because the disease and its symptoms continue to be confused here, as Obama says is the case in America. A soul searching by those throwing these challenges to the State; a soul searching by the instruments of these strong-armed measures; but most importantly a soul searching by the larger national civil society is called for. What Obama has also questioned is the idea of democracy itself. At its core, mere granting of adult franchise to all is not all there is about democracy. Ensuring a fair access to opportunity and preventing excessive disparity in wealth and status, are just some more values that are inevitable in making the idea of democracy complete. Only when this happens, the enviable situation of the citizenry abiding by the law out of respect and not fear can come about.

Mission Blind School Students` Union imposes indefinite Moreh line bandh

IMPHAL, May 3: Alleging the State Government is holding up funds for meals for the students of Mission Blind School, Heikakpokpi, the students`™ union of the school resolved to impose an indefinite Moreh road bandh with effect from 5 am May 4, Monday.

This was revealed by the union`™s secretary W Angkham Maring during a press meet held at Manipur Press Club, Imphal.

He said that the school was established from February 3, 2003 and since then the state Government has not extended any support.

He said that the school has 55 students and the school has been looking after all its essentials without government help. Its funds come from donations by the public and Assam Rifles, he added.

He complained that they are desirous of bringing themselves up to match the education standards of other schools, but the Government has been failing them because they are differently abled. He lamented the attitude of the government saying this will ultimately be for the loss of everybody.

Principal of the school K Pareng Kom said that a memorandum has already been submitted to the state CM requesting him for full recognition of Mission Blind School, Heikakpokpi, Chandel district and to fund for nutritional meal for the differently abled students of the school.

He further said that during a meet with the state Chief Minister Okram Ibobi at the CM`™s bungalow on October 5, 2014, he had assured financial support in the presence of Minister Commerce & Industries K Govindas, PHED Minister I Hemochandra and principal secretary finance Barun Mitra.

He said on April 2, another meeting was held with state CM and Minister Education M Okendra at secretariat where the appeals were refused by the Education Minister saying that the State has 3000 aided schools and if one is felicitated then agitations from other schools will erupt.

Lamenting that the State Government was acting against the interest of the physically handicapped students, the union announced its indefinite bandh with support from public and will not lift the blockade until any amicable solution is not met, he said.

State Platform of Disabled Persons Organisation, Manipur spokesperson Yunus Khan supporting the agitation by Mission Blind School urged the State Government to look into matter at the earliest to serve justice.
