TAMENGLONG, June 25: Due to the ongoing 72 hours total bandh called by the Zeliangrong United Front (ZUF), which had started from the midnight of June 24 in all the Zeliangrong areas, normal life in Tamenglong district was affected.

All types of vehicles stayed off plying along the National Highway- 37 (Imphal-Jiribam and Imphal-Tamenglong road). Shops were also closed in Noney Bazar under Nungba Sub-division of Tamenglong district.

The ongoing bandh also affected the construction work of Jiribam-Imphal railway project.

Meanwhile, the United Naga Council (UNC) has appealed the Zeliangrong United Front (ZUF) to review its decision to impose 72 hours bandh in Zeliangrong areas from the midnight of June 24 in the larger interest of all Nagas based on the uniqueness of Naga History and its situation.

In a statement, the UNC said it understands the regional aspiration pursued within Naga fold. And the aspirations are attributed to nearly seven decades old Naga struggle without solution for which the Government of India is responsible for the prevailing problem arising out of the aspiration.

Stating that now as the Nagas are engaging for the final political settlement that can also address various regional problems, it further appealed to all sections of the Nagas pursuing regional aspiration not to hamper the on-going Indo-Naga political dialogue which is in advance stage in the larger interest of the Nagas.

“™This appeal is made with the belief that whole is better and stronger than a part. It is our conviction that the part shall remain protected within the whole if the position of the whole is secure in generations to come`™`™, it said.

IMPHAL, June 25: Forest and Environment minister Th Devendro today inaugurated a two day regional workshop on database creation and monitoring the progress of Green India Mission activities.

A formal inaugural function was held at the Hotel Imphal jointly organised by the Ministry of Environment,Forest and Climate Change and the State Forest department.

Devendro said the entire region will benefit from the workshop.

He said perspective plans for the States will be prepared under the mission in a comprehensive manner.

He said that the Green India Mission is India`™s proactive initiative for carbon sequestration and multiple ecosystem services, especially, biodiversity, water, biomass etc. along with climate adaptation and mitigation.

An overarching criterion for selection of project areas/sub-landscapes/sub-watersheds under the Mission would include vulnerability to climatic change projections and potential of areas for enhancing carbon sinks said Devendra.

He further said that this Mission`™s emphasis on the landscape approach is a unique opportunity to meet targets for both, national and State Forest Policy.

The scope of greening is not limited to just plantation under GIM, he said.

He continued that It is interesting to know that the mission would integrate application of modern technology like Remote Sensing and GIS etc for M&E purposes. The Mission would support use of Geomatics (remote sensing with GPS mapping of boundaries) for implementation and monitoring at the output/outcome level.

Devendro also said that multiple stakeholders including government agencies, NGOs/CBOs, community representatives, Academia, media, public representatives should be involved to make the GIM into a people`™s movement.

He continued that landscape Yatras could be organized to develop deeper understanding of the issues of the landscape/cluster by the planning teams.

Gram Sabha and its various committees/groups including JFMCs, CFM groups, panchayats would be strengthened as institutions of decentralized forest governance, he continued.

He said that the Green India Mission will not only benefit India, it will enhance India`™s position among the countries committed for Environment and Forest development.

President of function, chief secretary PC Lawmkunga said that the Manipur government has submitted a State Action Plan in 2012 but there has been no sanction from the central government so far.

In the State level, the issue of climate change is being handled with collective effort of all State departments with the chief secretary as the chairman, he continued.

The impact of climate change in the State is not as severe in other States as of now, nevertheless there is an impact as we have been getting lesser rainfall during the past few weeks, he continued.

The chief secretary also said that the Forest and Environment departments should be concern of the issue.

He said a lot of changes in the weather pattern have been witnessed during the past few years. There is scarcity of rain even in June, he added.

Delivering the key note address MM Kutty Joint Secretary MoEF&CC government of India said that National Mission for a green India (GIM) is one of the eight mission under the 12th National Action plan on climate change.

The mission objective of the mission is to increase forest cover in the country to the extent of 5 million hectors and improved quality of forest, enhance eco-system service like carbon sequestration and storage hydrological service like fuel, fodder and timber and non timber forest produces and to increase forest based livelihood income of about 3 million households.

The function was also attended by Bala Prasad, Principal Chief Conservator of Forests, Bharati Director MoEF&CC government of India and officials of MoEF & CC, Resource persons coming from different organisation and States, distinguished Delegates representing all NE States among others.

Missing woman found dead after two days; accused in police custody

IMPHAL June 25: The body of a 40 year old woman who had gone missing three days back was found with tell-tale signs of rape at Ramrei Ato Village on

IMPHAL June 25: The body of a 40 year old woman who had gone missing three days back was found with tell-tale signs of rape at Ramrei Ato Village on June 24.

The woman has been identified as Khongrei Awungshi Shanti wife of (L) KA Hormi of Ramrei Ato Village, Ukhrul district under Litan Police Station.

She is the second wife of (L) KA Hormi and is survived by three minor children.

Her body has been deposited at the RIMS mortuary where post mortem was conducted today.

Meanwhile, the Litan police have arrested an accused Jukeshwar, a brick mason working in the construction of a house adjacent to Shanti`™s house, last evening from his residence at Laikhompal.

Shanti`™s body was recovered following a massive manhunt after she went missing since June 22 evening.

According to a villager who had participated in the manhunt, there were struggle marks and several knife injuries on her nose, lips, wrist and other parts of the body.

He said her throat was slit open and lower torso not properly clothed.

Awungshi`™s children said she was present at their home in the morning of June 22, and went missing only in the evening. She never returned, they said.

The next day the whole village was alerted and a massive manhunt launched but there were no trace of her, according to the locals

Interestingly, on the third day, the family had consulted a local soothsayer who helped in `locating the body from among the high reeds growing in the village around 3pm yesterday` according to locals.

A villager expressing concern over the conduct of the police said the police team led by OC Manikanta arrived almost three hours later since the body was recovered and without any forensic expert of executive magistrate.

He continued, the police were unwilling to touch the body and even asked the villagers to lift the body into their vehicle.

`Such lethargy on their part deflates our confidence in the procedure`™, informed a concern villager expressing fear that such improper inquest procedure might omit the vital evidences.

According to family members, the main accused Jukeshwar is a married man and was working in the construction of an adjacent house.

Family members also said that they found a message in Shanti`™s phone from Jukeshwar stating that he was waiting. They also said that Jukeshwar had called several times on the third day after Shanti went missing and had even enquired with the children if their mother has returned.

The police have already taken possession of the mobile phone, the locals informed.

A villager also expressed anger and said it is unfortunate a hired mason has committed such a criminal act on our womenfolk.

`We consider this a crime against out village`™ another said.

Meanwhile, KA Hormi`™s first wife KA Anandi said we will not take back the dead body unless the government book the culprits and award befitting justice and explicitly provide for the surviving orphaned minors.

It is indeed a moment of shock and anger, she added.

Tharmi, secretary of 56 villages collective, Tangkhul Naga Foothill Organisation said, `Such savage rape and murder is a sexist discrimination against women. It is a first instance in our vicinity and we strongly condemned such brutal and barbaric criminal act committed on K A Shanti. The government should immediately investigate and book all the involved persons and award them befitting penalties.`

`Simultaneously as a welfare state, they should also be mindful of the three minor orphans, for their education, their survival and their psychological health,` he said.

Wunganing Zimik, a teacher of the village Primary school said, `All the three orphans are my students and we are deeply saddened by this shocking incident. Their mother as the sole bread earner was working very hard to support the family both financially and emotionally`™ MK VLCson convener of the Joint Action Committee against the brutal rape and murder of K A Shanti informed the media team and the civil society teams, `We will not remain mute spectators to such a heinous rape and murder of a mother. We demand immediate investigation to book all the involved culprits and restore the confidence of the people on legal recourse. Until then we will not take back/receive the dead body. We also expect the government to announce protection support for the three children until they attained adulthood to ensure their educational entitlements as well as their livelihood survival.`

IMPHAL, June 25: In the wake of widespread public demand for a suitable legislation for the protection of indigenous people of Manipur, which had been sidestepped by the Government of Manipur by introducing an ineffective and innocuous bill named `The Manipur Regulation of Visitors, Tenants and Migrant Workers Bill 2015`™, the Joint Committee on Inner Line Permit System (JCILPS) has submitted a memorandum to Chief Minister Okram Ibobi Singh today.

In the memorandum, the JCILPS, a conglomerate of civil society organizations, which is spearheading the collective demand for implementation of Inner Line Permit System to monitor the rampant influx of outsiders into the state, expressed deep concern on the state of social, economic and cultural life of the people in view of the degradation caused by the influx of outsiders and non-indigenous communities, undermining the identity and dignity of the people of Manipur.

Rejecting the `The Manipur Regulation of Visitors, Tenants and Migrant Workers Bill 2015`™, the committee in the memorandum demanded the government to withdraw the bill during the ensuing Assembly session to be started from June 26.

The government should introduce a fresh bill to fulfil the aspirations of the indigenous people of Manipur which will restrict and regulate the influx of outsiders and internal migrants whose demographic influence has been threatening the socio-economic, cultural and political practices of the people of the state, it further demanded.

The JCILPS in its memorandum also reiterated the inclusion of certain points which in the new legislation should fulfil the peoples`™ aspirations.

The points include a strong permit or pass for migrants as regards their purpose, whereabouts or validity of their presence for a specific period; a cut off base year of 1951 for people participating and creating of demographic influx into the State.

Empowerment of a full-fledged labour department which has to outreach an effective jurisdiction in all the districts of Manipur to strictly implement matters of registration and regulation of internal migrant labours and inclusion of detection and deportation of illegal migrants and non-indigenous people are some of the points demanded by the committee to be included in the proposed legislation and necessary taken thereof.

In Manipur, people go to the psychiatrist only when patients have lost their minds completely and have become insane. Many of the dysfunctional behaviours for which people in the West seek the help of psychiatrists are not given much attention here. As for instance, adolescents not getting along well with their parents, sudden drops in school performances, substance abuse, delinquency, inordinate anxiety, stress, depression and even rising incidents of hypertension, migraine, stomach ulcers, etc, all would have been matters that called for professional counselling in Western societies and not just sought to be remedied with pain killer pills or vitamin tablets. Not so here. This is partly because in traditional societies like ours, the community has its own internal mechanisms to provide counsels. Every elder is an uncle, aunt, brother, sister, grandmother etc, who in their own ways can exercise moderating influences on the wayward. Increasingly, this traditional world is transitioning to the modern with rapid urbanisation, yet the culture of seeking professional help to deal with these dysfunctions has still not caught up. In other words, though official records may not show it, Manipur could be sitting on a disguised time bomb of mental issues. This is not to say the psychiatry wards in the hospitals in Manipur are not showing a general upswing of patients. Surely amidst the prolonged state of spiralling lawlessness this is only to be expected. The matter is serious and should deserve meaningful pursuits by scholars and academic oriented NGOs. In all likelihood, the perennial state of mayhem, overbearing decrees and threats of physical injury and elimination have already cumulatively become a cause for chronic and extremely alarming health hazards.

Come to think of it, what would a day in the life of an average man, woman or even child in the state be like? From dawn to dusk, information which get registered in their consciousness are those of violence, aggressions, threats and diktats or else varied visages of laments and protests. They literally go to sleep with news and images of kidnaps, abductions and bloody encounters on the local cable TV channel, and then wake up the next morning to be greeted by pictures and news of more blood and gore staring back at them from the pages of morning newspapers. Average parents of school-going children for instance have not only to fight the clock to pack off their children to school in time and in order each morning, but also to desperately scan the pages of the local newspapers to find out whether the day is clear of bandh or blockade calls, lest their children get caught in senseless troubles and dangers.

Thirty years ago, such crimes would have elicited the bewildered response from everybody as unthinkable and impossible in Manipur. Today even the most naive and trusting grandmothers would accept these as Manipur`™s beastly new reality. Once upon a time, the moderating influences of religions and together with it a belief in a benign divine order were deeply institutionalised in the society. Back then, it did not always take the law to convince people the basics of what are wrong and right, or what are acceptable behaviours and what are not. Law keeping then was not so impossibly arduous or complex. The venerated space in society that elders once enjoyed, the respect reserved for women and the universal protective instinct for children, have all waned. It is not just the law which has been turned on its head, but the intuitive values built over aeons as well. Something went wrong somewhere down the line and there was nobody to arrest the trend. A lot of it probably had to do with the wayward ways of those in charge of the establishment. Official corruption must have been the first blow to shake up faith in social values painstakingly nurtured over generations. The law was the next casualty, and its moral authority and hold over the people loosened, leading them to take it into their own hands. There was also, in certain quarters, a sinister and cynical intellectual eagerness to destroy established institutions on the pretext that they were degenerate, before new credible ones could be built. The fact sheet at this moment would show values of traditional and instinctual jurisprudence, as well as the moral hold of legal institutions of the establishment, effectively decimated, but their replacements still not born. This destructive mindset is also notoriously blind to reason, unthinking of consequences, overbearing, authoritarian, undemocratic, hate-driven and obdurately hegemonic. Before it becomes too late, Manipur must address these issues in earnest.

IMPHAL, June 25: Construction of business properties like brick fields, LPG godowns on agricultural land is highly deplorable and will adversely affect the farmers of the State in the long run, said a member of the Village Women Coordinating Committee Prabha during a one day consultation on climate change and its impact on Agriculture.

The consultation was jointly organised by the North East Dialogue Forum, Samaritan Resource Centre, New Life Foundation, Applied Bio-Tech Farmer Club and Village Women Coordinating Committee at the Manipur Press Club.

Continuing to share her concern on the issue, she said the large scale penetration of industrialization into agricultural land has hugely affected agricultural yield of the State.

The government, she said, should sponsor awareness programmes on the issue for the welfare of the farmers and to help increase in productivity.

She continued the first victims to be affected financially by the impact of climate change are the farmers as their productivity largely depend on climates.

The recent climate change impact of rain scarcity and the lack of interest shown by the government on the issue have made many a farmer sell off their agricultural lands to businessman, she continued.

Head of Department, Animal Science, Central Agriculture University prof M Dhaneshor Singh speaking as a resource person called upon all to work towards improving forest cover.

He continued although there has been rainfall in both Assam and Myanmar, there has been less rainfall in Manipur because a decrease in the presence of oxygen in the air just above Manipur has been observed because of widespread deforestation.

Climate change is natural, but the degree of change depends on human behavior, he observed.

A massive volcano eruption in Mexico in 1991 had increase the global temperature by 4 to 4.6 degree Celsius, he observed.

Dhaneshor also said that there is an alternative to Jhum cultivation.

He continued works undertaken under the MGNREGS should be more associated with construction of rain water harvesting reservoirs or else there is a high chance of famine in the State in the near future.

Meanwhile, several resolutions were also passed during the programme.

The resolutions include pressuring the State Government to implement the Manipur State action plan on climate change, to stop construction of new mega dams but instead to maintain the existing dams, to introduce short term crop as an alternative, to take up immediate measures of the present cultivation crisis, to formulate long term and sustainable polity to address the imminent climate change crisis and to remove Reduce Emission from Deforestation and Destruction (REDD+) from SAPCC and if so, the free prior and inform consent from the community should be sought.

IMPHAL, June 25: With the objective to strengthen the existing bilateral tie between India and Myanmar, the Ministry of External Affair Government of India has reportedly proposed for establishment of sister-city relationship between Imphal and Monywa in Sagaing region of Myanmar.

According highly placed sources, the purpose of the agreement is to establish friendship and co-operation besides creating mechanism for the implementation within the framework of their respective jurisdiction on the basis of mutual respect, equality and mutual benefit, in conformity with the law and policies of India as well as the international agreement inked by the two countries.

The sources further disclosed that once the agreement is signed, the two sides will maintain regular contacts including between the designated authorities and also undertake and exchanges involving delegations, interaction between institutions and sharing of experiences in the areas of mutual interest.

Further elaborating on the area of co-operation to be maintained, the same sources divulged that both sides will exchange the expertise and co-operation in the fields of service delivery, civic administration, land use planning and management, transport, shelter, education culture, sports, waste water and solid management, infrastructure, environment, public heath, science and technology, tourism, heritage management, urban renewable, urban and regional planning and related matters etc.

It said that the MAHUD may carry out the technical role including creation and operationalising a twinning cell, to frame a committee which would provide technical advise to the cell in return, maintain proper documentation regarding various activities undertaken, conduct community participation and any other agreement made by the parties.

Sources also informed that the parties are to conduct regular meetings and communicate on all programme, projects and activities, ensure funds and financial resources are available for implementation of any Joint Action Plan.

However, the agreement shall not have a legal binding obligation among the parties and is proposed by the Ministry for the agreement to remain inforce for three years.

The proposed draft agreement sent by the Ministry of External Affairs if approved may lead to the signing of the agreement and the announcement of the same was to be made by the Prime Minister of India to during his recent visit to Myanmar.

However, it is yet to be clear whether the agreement was approved or not.

The draft agreement was also sent to the State government as cabinet memorandum and subsequently approved by Chief Minister Okram Ibobi Singh and deputy Chief Minister Gaikhangam.

IMPHAL, June 25: Security forces arrested atleast three militant cadres belonging to different groups while conducting counter insurgency operation in different parts of the state since June 21.

A statement issued by the PRO Police department Manipur, RK Tutusana, stated that the Imphal West district police commando arrested a hardcore member of NSCN(K) on June 21 from a house at Khagempali Panthak.

He has been identified as one Sougrakpam Joychandra alias Joy, 52, son of (L) S Manglem Singh of Kakwa Laiphrakpam Leikai at present staying in a rented house at Khagempalli Panthak.

It said that on receipt of specific information that some hardcore members of the outfit are taking shelter at Khagempalli Panthak area with a view to commit prejudicial activities like extortion of money from general public, government employees and watching the movements of security forces, a commando team conducted cordon and search operation in some of the suspected houses at the area and arrested the individual.

The arrested individual revealed that he had extorted money from various sections of the society and also gave information about the movement of security forces in Imphal area to his commanders, it said.

It further said that on June 22 a combined team of Imphal West district police commando and 40 AR arrested a cadre of PREPAK (PRO) during search operation in Kongpal Leikai area.

The arrested individual has been identified as one Laikhuram Sachikumar alias Inao, 43, son of L Mani Singh of Kongpal Khaidem Leikai, former UNLF and now working for PREPAK PRO, it said.

The PRO Police statement also said that he had extorted huge amount of money from different sectors and demanded contract works from PHED in the name of the outfit.

It further said that similarly, on June 23, the Imphal East district police commando arrested also arrested an active member of PREPAK (PRO) while conducting frisking and checking duty at the eastern side of Khongnang Ani Karak, Chingmeirong.

He has been identified as one Md Nawaz Ahamed, 27, son of Md Nazir Ahamed of Keirao Mayai Leikai.

During investigation he had revealed of having extorted money from different sectors including stone crusher factory in Potshangbam are for the party fund, it continued.

It said that three separate cases have been registered with regards to their arrest in the respectively police station and investigation is going on.

The assaulted Union president is identified as Athikho aged 45 years a native of Kalinamai Village, Manipur presently residing at Kohima and was serving as a lecture at Modern College, Kohima.

Kohima police arrived at the scene after the crime and has secured the shops with shop materials kept under the custody of the police. In this regard an FIR has been lodged.

The 50-bedded Integrated AYUSH Hospital located at Lamphelpat, near Indian Council of Agricultural Research (ICAR) office complex, which comes under the Directorate of AYUSH was formally inaugurated by the Chief Minister in the presence of Health and Family Welfare and AYUSHminister Phungzathang Tonsing, MLA of Uripok A/C L Nandakuamr, principal secretary Health and Family Welfare Dr J Suresh Babu, director of Health Services, Manipur Dr O Ibomcha and director of

AYUSH Dr K Lokendro, former Minister Dr M Nara also attended the inaugural function.

AYUSH an acronym of Ayurveda, Yoga, Naturopathy, Unani, Siddha and Homeopathy have gain popularity. The Integrated AYUSH Hospital was set up by the State government under the Ministry of Health to enhance the health services provided to the public, stated Phungzathang Tonsing.

The Food Testing Laboratory constructed under the funding of the World Bank and the State Family Welfare Training Centre constructed under the funding of National Rural Health Mission (NHM) both located at RD Wing Complex Lamphelpat were also inaugurated by the Chief Minister.

The new Medical Directorate Building inside the Medical Directorate complex, Lamphelpat, was also inaugurated by the Chief Minister in the presence of Health Minister, Chairman of Hill Area Committee, Uripok MLA, Henglep MLA, Singhat MLA, Director of Health Services, AYUSH and other doctors and staffs.

Construction of the new building was funded under Special Plan Assistance of the Planning

Commission and was started in the year 2007 with an estimated cost of about Rs 6 crores by the Manipur Tribal Development Corporation (MTDC), although the total cost at completion amounted to Rs 9 crores.

After an inspection of the construction, the Chief Minister expressed displeasure for using outdated tiles and plywood doors and windows for such an important building.

Speaking at the inaugural function, the Chief Minister said the completion of the various buildings inaugurated today will greatly enhance the service of the State Health Services.

Earlier after inaugurating the Integrated AYUSH Hospital, the Chief Minister had urged all those working in the medical sector to work with sincerity and dedication.

He continued there is a huge backlog of more than 200 post vacancy for doctors from Scheduled Tribes.

Keeping the shortage of doctors in mind, the two month rotational posting system of all specialist doctors was adopted so that the doctors could provide their services even in the remotest of areas, he added.

However, some specialist doctors are not complying with the system, the Chief Minister added in a disappointing note.

He added that the State Government will soon take up steps to upgrade medical facilities in all the districts of the State.

The existing district hospitals will also be upgraded to 100 bedded hospitals. `A cabinet decision has been taken and fund has also been earmarked for this`™ he informed.

In order to address the shortages of specialist doctors which have hampered in providing medical facilities especially to interior parts of our State, the chief minister said, `To increase the specialist doctors from the State, a medical college will soon be set up in the Churachandpur district`

IMPHAL, June 24: Reacting strongly against the counter blockade imposed against its indefinite economic blockade along the national highways, the All Tribal Students Union Manipur Muan Tombing group has questioned the rationality/ validity of the arguments provided by the Meetei Youth Front South East Asia and the International Meetei Forum for counter blockade call.

Speaking to media persons today, ATSUM president Maun Tombing questioned as to why the groups were referring to indigenous tribes of the State as foreigners in their own land.

He was referring to statements made by the organisations to media persons.

Tombing said instead of supporting and endorsing the demands of ATSUM, the two bodies have called a counter blockade.

The `Chingmi Tammi Amatani`™ is today reduced to a façade, he asserted.

He further claimed that the statements of the two organisations reported by local newspapers alleging ATSUM of supporting foreigners are completely illogical and unfounded.

Tombing said, ATSUM`™s charter of demands includes demands which are inalienable rights of tribes enshrined in the Constitution of India and for which the State government has been holding talks with the student body for decades now.

He further advice the MYF and IMF to abstain from dragging tribal issues into communal tones and to respect the sentiments of the other.

He continued that the student body will only intensify its agitations following consultation with ATSUM units.

Zeliangrong Students Union, Assam Nagaland Manipur president John Pamei said the economic blockade is continuing successfully in the hill districts.

LAMKA, June 24: The second phase distribution of the Indira Gandhi Old Age pension Scheme was held today at the District Social Welfare office, Churachandpur at Chengkonpang.

The pension distribution function was conducted by the SDO, CCPur Thienlaljoy Gangte amid a chaotic crowd of pensioners.

A police team led by Ccpur OC Inspector N Thangzamuan and Ccpur women police station OC sub inspector Sandy Tonsing managed to control the crowd and averted a stampede like situation.

However, before the arrival of the police team, there was only chaos as more than 3000 pensioners rushing in to stand ahead in line inside the DSWO office. Old and firm people holding Red and Blue cards had started arriving at the campus since 7am although the distribution of pension started only from 10 am.

It was sheer luck and chance that no casualty was reported in the tussle among the pensioners. With only three policemen on duty in the early hours, the media persons who had come to cover the event had to step in and help the weaker pensioners from getting crushed and restore normalcy.

With all the jostling among the pensioners, some falling from the corridor, some pushed against the wall, many could have been choked to death considering the fact that many of the pensioners were quite old and in fragile health.

A woman who had arrived from a faraway village who was found helping herself using her card to fan herself said she was more than 70 years old and had been standing in queue since 7:30 am.

She complained the much stronger card holders have all forced themselves in the line ahead with brute force.

She said little strength was left in her and she could not hold any longer as she had came without having lunch.

Many of the pensioners also complained that a little more spacious venue could have been selected and pensions distributed serial wise which could have been flashed through the local media.

Proper sitting and resting places could have also been arranged, they complained.

Interestingly, there are also allegations that being old is no guarantee to get the old age pension amount and one needs political patronage to get listed for the pension scheme.

Meanwhile, a local social worker John neihsial asked as why the department forced the Old people to open bank accounts if they were going to distribute the pension in cash.

He continued the DSWO could have taken help of local organisations so that there were more man-power to accelerate the process.

The DSWO and the SDO however asserted that it was a direct order from the director to deliver the pension amount in cash.

There are altogether 6187 Red card holders in Ccpur who are between the age of 60-79 years and 386 Blue card holders who are aged 80 years and above.

IMPHAL, June 24: Despite the ongoing indefinite economic blockade imposed by All Tribal Students`™ Union (ATSUM) – Muan Tombing Group along the National Highways in protest against the failure of the government to fulfil its long pending demands entering its fourth day, the government has not made any specific arrangement to bring back the loaded oil tankers stranded outside the State due to the blockade.

As stated by a leader of one of the oil tanker`™s associations, around 300 oil tankers are stranded outside the State unable to proceed due to the ongoing economic blockade.

Out of the total 300 tankers, 100 are loaded with fuel while the remaining 200 are empty tankers.

Once the indefinite economic blockade is lifted, the empty oil tankers will be heading for Imphal after fetching fuels from various supply points.

He lamented that the government has not come up with any arrangement to bring back the tankers being stranded outside the state despite passing of three days of the blockade.

Normally, the oil tankers are escorted by CRPF personnel. However, additional escort is required by the tankers whenever sudden economic blockade is imposed along the National Highways, he said.

He further said that the concerned authority will be urged to make special arrangement to bring back the tankers here in the capital at the earliest.

Asserting that there will be no shortage of fuel for the people at present as there is enough stock of fuels for 20 days in the depot of Indian Oil Corporation, he said that drivers and handymen of the oil tankers stranded outside the state would face immense hardship if they the tankers are not brought here at the earliest.

IMPHAL, June 24: The central and state government should consider the irrigation problem in the state and revive various irrigation projects taken up earlier to avail adequate supply of water to famers of the state, demanded president of Manipur Loumi Lup N Mangi Singh during a press meet at Irabat Bhawan here today.

He alleged that various schemes and projects taken up by Minor Irrigation Department have failed to function accordingly posing a threat to crops sown by farmers in vast agricultural fields.

Although Irrigation and Flood Control Department is in the belief that farmers are availed with adequate supply of water in most of the parts but the truth is that water is yet to reach many of the agricultural fields. The government should discuss the matter in the Assembly and Cabinet to revive the schemes and projects at the earliest in the interest of the farmers, he said.

Stating that the NDA Government sent Minister to the state to inspect various problems including irrigation but their assurances remain only in words, he demanded investigation by CBI into the failure of the irrigation schemes and projects in the state to function despite its completion.

He reiterated that Manipur Loumi Lup submitted a memorandum to Prime Minister on November 29, 2014 urging to address various issues for development including irrigation of the state.

Taking the memorandum into consideration, the NITI Aayog (State Plans Division) sent a reply back to the organization on May 1, 2015 explaining about the issues mentioned in the memorandum. The matter was referred to NITI Aayog by PMO, he said.

On the issue of providing irrigation facilities in Manipur, demand for renovation and revival of all the completed and defunct irrigation projects and thorough investigation into the implementation affairs of the irrigation projects in Manipur to find out the cause of their failures, the NITI Aayog clarified that this is entirely and issue of implementation of the programme and lies in the domain of the state government.

Irrigation as per the constitution being a state subjects, it`™s planning, funding implementation and completion in time is primarily rest with the state government. The central government is already providing assistance under accelerated irrigation benefits programme to Thoubal and Dolaithabi Projects. The assistance provided till 31.03.2015 for these two projects are Rs 800.34 crore (Since 1997-1998) and Rs 230.77 crore (Since 2002-03) respectively, it said.

Regarding the demand for dredging and deepening of the Loktak Lake intensively and taking up of extensive a forestation works on a war footing in the catchment areas, the NITI Aayog in its reply explained that the peripheral area of the Loktak Lake, is in the process of dredging to clear the siltation including the removal of floating Bio-Mass (Phumdi) in order to increase the depth of the Loktak Lake towards Fisheries enhancement process including the adopting of integrated fish farming along the peripheral region of the lake.

The welfare of affected Fishing Communities who are dependent on Loktak Lake may be taken up with the department of animal husbandry, dairying and fisheries (DAH, D&F/NFDB) for fisheries/aquaculture programme oriented supports in a projectisation mode, subject to its admissibility under the terms and conditions laid down norms and availability of fund under the DAH, D&F and NFDB. In this connection, the scope available under other social sector schemes may also be explored, it further clarified.

Whereas on the issue of reintroduction of the Inner Line Permit System which was in force in Manipur till 1950 with suitable modification, it answered that that since this particular issue is dealt by MHA, the same may be taken up with MHA.

KANGPOKPI, June 24: In an unexpected incident an iron rod-loaded truck was burnt partially by suspected volunteers of ATSUM (Tombing) group in between Koubru Laikha and Sapormeina this afternoon at around 1:50 along the Asian Highway 1.

The Kuki Students`™ Organisation, Sadar Hills condemned the incident stating that no civil organisations in Sadar Hills endorse and support the ongoing economic blockade.

The truck bearing regd no MN07C-3611 was loaded with the iron rods from Satyam Industries, Taphou Kuki and was heading towards a godown in Mantripukhri, Imphal when the incident occured.

The driver of the ill-feted vehicle has been identified by the police as Md Hallal, 55, son of (L) Md Shirajuddin from Singa Yairipok. The handyman of the truck has been identified as the driver`™s son SM. Shajad, 18.

Md Hallal speaking to media persons said that some unidentified miscreants numbering around four stopped us in between Koubru Laikha and Sapormeina and shouted, `Aren`™t you aware of the Economic Blockade?`

He continued that before we could say anything one of them took us away a few distance from the spot and the remaining three set the truck on fire using some petrol which they seem to have bought in a water bottle.`™

The one who took us away freed us only after his friends burnt the vehicle continued the driver.

Immediate intervention and praiseworthy action of Sapormeina Police, AR and locals of Sapormeina managed to doused the fire and save the truck from completely burning.

However, the front part of the vehicle had already been totally damaged by the fire when the police, AR and the locals swung into action.

Interestingly, while the police personnel including AR and the locals of Sapormeina were busy fetching water and struggling hard in dousing the blazing fire, Fire Service, Kangpokpi reached the spot only after 2/3 hours of the incident said one local of Sapormeina.

Hectic efforts are on to nab the culprits said the Second Officer-in-charge of Sapormeina PS.

In the meantime, Kuki Students`™ Organization Sadar Hills intensely condemned the incident and term it as an act of `trepidation`.

No civil organizations in Sadar Hills endorse or support the ongoing ATSUM (Tombing) economic blockade in Sadar Hills and they ATSUM (Tombing) have no right to carry out such unnecessary activities within the jurisdiction of KSO Sadar Hills lamented Kuki Students`™ Organization Sadar Hills president Thangminlen Kipgen.

He continued that Maun Tombing`™s term had already ended last April and it is very much unjustifiable on the part of the ATSUM (Tombing) to call and impose such kind of agitation(economic blockade) even after expiry of the tenure.

Therefore, it will be a wise step on the part of the law enforcement agency to nap the culprits under NSA so as to ensure a good exemplary to such civil organizations and the people as a whole who have no reputable administration and functioning, KSO Sadar Hills supremo added.

It is nearing a month since the elections to the Autonomous District Council, ADC, the local self governance bodies in the six ADC districts of the Manipur hills were held and nearly two weeks since the results were declared. Yet, there are no signs that the six councils will be formed immediately. It is true that the verdict was hung in some of the districts, but even in such a circumstance, it is unlikely the system will not have a way of resolving the situations. After all, hung verdicts of the electorate in a multi-party electoral democracy, is nothing to be surprised about. Moreover, in recent times, reflecting the multi fissured society that India is, this has become a routine experience. The question then is, why are the ADCs still not formed? The explanation given by the deputy chief minister, Gaikhangam yesterday to the media that this is on account of threats from underground militants is hardly convincing, though possible. It is not convincing because the government is supposed to have the power to overcome such pressures, and to say it does not would virtually amount to admission of governance failure. However, it is possible there are indeed such pressures from underground elements, for it is everybody`™s knowledge that they were involved in the election process all along, intimidating rival candidates to withdraw nomination, or else even physically assaulting them. If this was not so, it is absolutely unlikely that the ruling party Congress would not have fielded candidates in all the seats of the six ADCs, the previous avatars of which were the party`™s monopoly.

The inner frictions aside, what is also real is, the longer the formation of the ADCs are delayed, the more likely there would be the murky politics of horse-trading in which councillors are bought and sold by the parties in fray, just as it was the case in the state Assemblies and Parliament before the introduction of the Anti Defection Law. Let the government then assert its authority now, and have the matter resolved strictly abiding by the principles of democracy and fair play as it should be. Sadly, not many ordinary men and women are aware of the rules of conduct in the matter, but let the rules be applied and enforced now so that the ADCs can be formed.

This obscurity of what the rules of conduct are should bring up some more serious questions for the government to answer. Why is there such an obscurity in the first place? It is not just laymen, but even the state intelligentsia are in the dark as to what the exact rules are. Journalists who look for information on the matter too most often end up frustrated because the information are available in bits and pieces and spread over many different government departments. It is difficult not to believe this lack of official transparency is not motivated to protect vested interests. Only a few days ago, the government`™s Department of Information and Public Relations, DIPR, had made a bid to have all government advertisements routed through it. Why did it forget its primary job is not distribution of advertisements but of disseminating institutional information? If the department had been doing its duty as it should, why would there be such a knowledge vacuum on institutions like the ADCs. This did not have to be through advertisements, but also articles by its officers or else workshops for the media etc. Unlike the prospect of handling advertisements, nobody it seems is interested in handling these incentive-devoid responsibilities.

This lack of information is dangerous. For one, it would lead to uninformed guessworks and speculations by the public and indeed the media. It needs no elaboration what mischiefs, sometimes inadvertent and sometimes deliberate, can result from half truths of these speculations. Let the government immediately come out with a blueprint of the ADCs explaining its structure, functions, powers, limits, who administers the oath of office to councillors, impeachment and disqualification processes etc. If the people know or else can easily find out how the Indian Parliament and the state Assemblies work, why should the ADCs be allowed to remain under a cloud? And yes, let the councils be formed without further delay.

The NEDF team accompanied by media persons visited Sagang in Churachandpur district, Langmeidong in Thoubal district and Litan in Chandel district.

Farmers claimed drought like situation and shared their grievances with the team.

At Sagang Village, M Abum a farmer said the farmers are all set to sow paddy in their fields, however, due to the scarcity of rain, the fields are all parched.

He said agriculture is their only source of income and if it fails the people will suffer.

Farmers have been facing scarcity of water due to little rain for the past five-six years, he continued.

Any delay in the sowing process will only lead to decrease in yield, he continued.

The villages where the NEDF team visited today lacks water pumping facilities as there is no River Lift Irrigation schemes in the area, according to locals. Locals at the three villages also complained that they have to buy potable water at Rs 30 per 100 litre from private water tankers.

The NEDF team held meeting at the residence of Sagang Bazar board secretary M Asong in Sagang Village and at the Common Vision Coaching Centre in Langmeidon Village.

At Langmeidon, Thounaojam Angoubi Singh a farmer said the canal from the Sekmai River Barrage is constructed at a much higher level from the ground hindering proper flow of water from the river to the fields.

Distribution of water pumps and seeds to farmers are only heard of, but never seen in reality, complained Yumnam Lashmon, a farmer from Hiyanglam Maning Mayai Leikai.

He continued the local representatives like the pradhans, members, MLAs neglect the grievances of the people especially the farmers.

A farmer from Litan, Nelson said neither local leaders nor the concern authorities have visited them and considered their grievances.

He said last year the paddy yield in Litan area was next to nil due to water scarcity.

However, farmers were also hopeful of receiving help from the government though a little late.

A farmer at Sagang suggested lifting water from the Imphal River at Wangoo and feeding the Sangang Canal which is only 2 kms far which could help the farmers.
