IMPHAL, July 7: The Coordination Committee (CorCom), an umbrella group of several armed outfits based in Manipur has greeted the people on its 4th Foundation Day.

A message issued by the convenor of the committee Kh Pambei said on behalf of the group, he wishes those who have laid down their lives in the fight for independence, those who have fall prey to the enemies and the public.

It said CorCom`™s strong belief is that Manipur is the land of all indigenous communities residing together since time immemorial and that every community has the same rights.

The CorCom also believes that all communities should respect one another and safeguard Manipur together, it said.

The message continued that the integrity of the land both territorial and that of its population has been there since more than two thousand years and safeguarding it is the duty of all communities residing together. The CorCom will also lead in achieving these objectives, it said.

And in order to achieve these objectives, the foremost importance is to gain independence it said, declaring that the biggest enemy of the land is India.

It continued that CorCom`™s first objective is to gain sovereignty for Manipur.

The four most important ingredients for the survival of a society as accepted by the UN are survival, well being, identity and freedom of its people, it said.

It also said that being a neighbor of India which has a total population of 1.20 billion people has become the worst nightmare of the land.

If the present trend of non-locals entering the land continues, in another 5 to 10 years, more than 10-15 lakhs of Indians will be found in Manipur, it continued.

The entry of such non-locals into Manipur is a well charted out plan backed by the Indian Army, it said adding that even the Manipur government is supporting it with the formation of Crisis Management Plan, State level Crisis Management Group, core group.

It further charged the Chief Minister of going against the people`™s desire by passing the Manipur Regulation of Visitors, Tenants and Migrants Workers Bill, 2015.

The statement further continued that the region which should be known as Western Southeast Asia has a total land area of 255,511 sq kilometer with a total population of 44.98 million.

Considering the culture, origin of the people of the region, the region should be known as WESEA, it said.

Although the communities residing in the region have differences, they share the same society values, origin and a long history, it said.

It further said that now Manipur cannot stand alone and the time has come for the communities of the region under the rule of India to unite against the common enemy.

IMPHAL, July 7: In the absence of any intervention from the State government, the Manipur Bhavans at Delhi and Kolkata have been reduced to mere bhavans with some officials running it according to their whims.

Levelling the allegation in a press release signed by Ratan Luwangcha, vice-president of All Manipur Working Journalists`™ Union (AMWJU), the union claimed that there is no Deputy Residence Commissioner (DRC) at the bhavans and a person who has retired from the service has been made as Officer on Special Duty (OSD) by extending his post four times.

Several other officials who have been retired from the service are kept at the bhavans by extending their service period repeatedly, it claimed.

Accredited journalists of the State, who are entitled to get VIP rooms at the bhavans have been deprived of the facility and the same is allotted to dear ones of the officials employed at the bhavans without any official letter from the GAD, Government of Manipur, it pointed out.

Contending that all the wrongdoings came to light during an official visit to new Delhi by president of AMWJU Wangkhemcha Shamjai and vice-president Ratan Luwangcha who is also the National Secretary of Indian Journalists`™ Union (IJU) to Delhi recently, the release said that the Manipur Bhavans at Chankyapuri and Sadar Patel Marg in Delhi which are run by GAD as the concerned department of the Government of Manipur is devoid of any DRC to look after them.

Prior to the official visit, a letter signed by Deputy Secretary of GAD for allotment of VIP room to the AMWJU officials was sent to the concerned officials of Manipur Bhavan, Delhi through fax. However, Officer on Special Duty (OSD) RK Mor whose service was extended for four times allotted ordinary room at Tikendrajit Bhavan, Chanakyapuri, it said.

Despite asking the OSD by the AMWJU officials to allot the VIP room as told by the GAD as National President of IJU, Executive Member of International Federation of Journalist (IFJ) and representatives of Press Council of India will be coming to meet them, the OSD refused to do so citing non-availability of the VIP room at the bhavan.

The officials made phone call to RK Mor to enquire the matter but he did not receive the call.

Taking strong exception to the behaviour of RK Mor, the AMWJU team informed the matter to the elected members from Manipur at the bhavan. A woman who claimed to be the care taker of the bhavan told the officials that there is no VIP word written on the allotment letter signed by GAD.

The woman care taker also told them that she does not know them as accredited journalists from the state. She was shown the original copy of the allotment letter but refused to regard it.

After much argument, the AMWJU officials were allotted VIP room at Manipur Bhavan, Sadar Patel Marg, the release said.

IMPHAL, July 7: The government is ready to take legal action against doctors of government run hospitals practicing in private clinics, but till date there has been no evidence against such doctors, claimed Health minister Phungzathang Tonsing in the House today.

He was replying to cut motions raised by Opposition MLAs Shyamkumar, Dr I Ibohalbi and L Ibomcha during discussion and voting on Demand no 11- Medical, Health and Family Welfare.

Raising a cut motion, Shyamkumar had said the frequently reported referral of a patient from a medical college run by the government to a private institute is shameful, Andro MLA Th Shyamkumar.

He said what do the government medical colleges lack, that patients have to be referred to the private institutes.

He was speaking during the discussion and voting on demand of the Health, Medical and Family Welfare.

Elaborating further, Shyamkumar had said do the frequent referral of patients from the government hospitals JNIMS and RIMS to the private hospitals means that the latter have more sophisticated equipments or more expert doctors.

The people are confused as to whether the equipments in the government hospitals are even functional, he said.

He further observed that during such practices, it is the poor patients who have to pay huge sums in private hospitals.

Construction of the Primary Health Centre, Keithelmanbi was completed in 2009-10, however, the department is yet to inaugurate it till date, he asserted questioning if there is a rule of the department not to inaugurate the PHC.

Although many PHCs were upgraded to open 24×7, gynecologists doctors are still lacking in most of the PHCs in both the hills and the valley, he continued.

He further suggested the minister to visit the PHCs around to monitor the problems of the people.

MLA Ibomcha raised the issue of government doctors doing private practices, while Dr Ibohalbi raised the issue of promotion and vacant posts.

Dr Ibohalbi said most surgeons suggest their patients to undergo operations in the private hospitals where they are practicing.

There are specialists in both JNIMS and RIMS who are also practicing in private hospitals and clinics, he observed.

Meanwhile, in his clarification, the minister had said that although the government could take legal action against the government doctors practicing in private hospital, none of them have been caught with evidence.

He also said that the lack of doctors in all PHCs will be filled up the present batch of PG doctors passed out.

The Manipur Health Service Rule has been amended four times since 2010 in connection to promotion of doctors, he said adding that the draft copy of rules and regulations for promotion of Grade II to grade I has been sent to the Manipur Public Service Commission for the conduct of direct recruitment and promotion process.

He further assured to MLA Shyamkumar that the PHC, Keithelmanbi will be inaugurated very soon within this month.

He continued that the referral of patients from government hospitals to private hospitals is a serious issue and the government will look into the matter seriously.

He said the government has discussed with the top officials of the department to prepare a rule against such practice.

He also said that specialists for the far flung PHCs will be filled up soon, however, the doctors don`™t agree to even the two-months rotation of posting in the far-flung areas. Phungzathang also said that the AIDS Control Programe has also been drafted.

The demands which were tabled for discussion by the leader of the House, Chief Minister Okram Ibobi Singh are Demand no 11- Medical, Health and Family Welfare amounting to Rs 4,94,39,36,000; Demand no 12 – Municipal Administration Housing and Urban Development Rs 93,92,66,000; Demand no 16 – Co-operation Rs 21,48,70,000; Demand no 26 – Administration of Justice Rs 54,12,01,000; Demand no 35 – Stationary and Printing Rs 5,36,78,000; Demand no 46 – Science and Technology Rs 3,99,01,000 and Demand no 50 Information Technology Rs 28,10,19,000.

Opposition MLAs Th Shyamkumar, Dr I Ibohalbi, L Ibomcha and K Shyam took active part in the discussion and voting of the demands and moved cut motions.

During discussion on Demand no 12 Municipal Administration Housing and Urban Development, Dr Ibohalbi raised a cut motion on the `Failure to provide adequate space in appropriate place for vegetable vendor of rural areas by IMC.

He asked when the government will start construction of the proposed market shed at the former Tombisana High School campus.

He further said the government should arrange a temporary market shed until the construction of the proposed market shed is completed.

He also opined that the drainage system of the MLA quarters is a total failure.

Chief Minister Okram Ibobi Singh who is also in charge of the MAHUD clarified that funding for the construction of the market shed at the old Tombisana High School for the street vendors have been ceased due to some disturbances.

In the aftermath of the recovery of the human skeleton during digging at the construction site, civil organisations had restricted undertaking of further earth work until a CBI investigation is launched, however, the CBI has denied any such request of the State, Ibobi informed the House.

At the same time, another association has filed a case with the High Court regarding land allotment of the former school campus, he continued.

He said soon after the High Court`™s summer break, the case would be settled and the work could resume.

Ibobi also observed that if there were no interferences, the work would have been completed by atleast 80 percent as the government was targeting to inaugurate the market shed by December of this year.

As for the drainage system of the MLA quarter and MLA guest house in Babupara and Major Khul will be looked into at the earliest.

In another reply to a cut motion moved by K Shyam during discussion of Demand no 50 Information Technology regarding the status of various IT programmes undertaken in the State, the Chief Minister said since 2009-10 his government has given e-governance training to staff and officials of 37 offices.

In 2011-12, about 1030 employees of the government were given training, while in 2014-15, another 3333 staff were given training, he added.

He further observed that in the country, Manipur stands in 13th position in IT sector and second among the NE States.

Recently 400 DDOs were given training on e-payment systems in departments, he said.

Replying to a cut motion in connection to Demand no 12 – Municipal Administration Housing and Urban Development, the Chief Minister said regarding failure of resource mobilization, the government has constituted a proper tax board and the appointment of a chairman is under process which will be completed soon.

He continued construction of the Kwakeithel Bazar is a top priority of the government and the PDA has already handed it over to HADCO.

The Chief Minister also said that the government has approved to install State Bank of India branches, toilet/ washrooms, canteen and a first aid facility centre at the first floors of the three Ima Markets.

As for the monitoring of town planning, the interview of research and assistant research officers has been fixed for July 26, he said.

Following clarifications from the concerned ministers, the Opposition MLAs withdrew their cut motions and the demands were passed.

IMPHAL, July 7: The 19-hour general strike imposed by Joint Committee on Inner Line Permit System (JCILPS) which is spearheading the demand for implementation of ILPS in the State to safeguard the indigenous people, has widely affected normal life in the State.

The general strike that had started from the midnight of July 6 was called demanding withdrawal of Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 during the ongoing Assembly session and its replacement by another appropriate one to check the rampant influx of outsiders.

Shops, cinema halls, educational institutions and oil pumps remained closed in many of the parts due to the strike. Passenger services and vendors at Khwairamband Market also bore deserted look. Number of commercial and private vehicles ply in Imphal area was low.

Strike supporters stopped vehicles at various places and burnt effigies of Chief Minister O Ibobi at many places in protest against the failure of the government to enforce ILPS in the State.

Effigies of 57 MLAs of Legislative Assembly were found hanging along the Thangmeiband Main Road. However, the ongoing 11th Session of the 10th Manipur Legislative Assembly was not disrupted.

A large number of security personnel were deployed in the area to foil any unwanted incident. There is no news of any untoward incident during the strike.

The general strike also left a deep impact in normal life in Thoubal district too.

Educational institutes and business establishments at Kakching, Yairipok and Wangjing areas were closed due to the strike. Movement of commuters in the areas was minimal. Government offices in the district were also paralysed.

Supporters of the strike came out in large number and blocked roads at Thoubal Haokha and Wangjing. However, there is no news of any untoward incidents during the course of the strike.

Ching-Tam Apunba Nupi Lup, Pallel also fully endorsed the general strike.

IMPHAL, July 7: Annoyed at the failure of the government to withdraw the controversial Manipur Regulation of Visitors, Tenants and Migrant Workers Bill, 2015 and replace it by another strong bill during the ongoing 11th Session of the 10th Manipur Legislative Assembly, the Joint Committee on Inner Line Permit System (JCILPS) has announced to boycott the Assembly session from July 8.

Declaring the call during a press conference at the office of MSF here today, convener of JCILPS Khomdrom Ratan said that the committee and several other civil society organizations have been demanding implementation of the Inner Line Permit System in order to monitor the incessant entry of outsiders into the State, which has posed a serious threat to the existence of the indigenous people but no step has been taken up by the government to do so.

All the MLAs have failed to raise the issue during the Assembly session even after series of agitation launched by many sections of people including students. The ILPS could be implemented in the State as well to check the rampant influx of outsiders into the land if the MLAs show enough political will in this regard. The committee was compelled to boycott the ongoing Assembly session as the government prefers to remain silent for long on the issue, he fumed.

Stating that implementation of ILPS in the State has become much necessary not only for the people but also for the government too as there has been unchecked influx of non-locals into the State without proper identifications, he appealed to women folk to take out state-wide torch rally on July 8 as a mark of safeguard of the indigenous people.

The convener of JCILP also strongly condemned the harsh behaviour of SI Thoubal District Police Naobi and Hawaldar Dhanajit for abusing women folk while taking in the 19-hour general strike called by the committee from June 6 midnight.

The police power were supposed to protect the people but the State police misuse the power given to them and such abusive languages should not be repeated again considering the fact that the women folk are demanding for the welfare of the State and its people including the State police and the government and not only for few individuals or communities, he said.

He expressed gratitude to all who extended support to the 19-hour general strike imposed by the committee in pursuance of the demand for ILPS implementation in the State at the earliest.

Co-conveners of JCILPS Md Khairudin Saha; BK Moirangcha; Somendro Thokchom and Arjun Telheiba were also present at the press conference.

Chadong village will no longer be where it has been for generations. In the weeks ahead, all that once constituted the village would be underwater. An artificial lake reservoir is in the making, now that the Mapithel Dam Project over the Mapithel river which meanders down into the valley to become the Thoubal river, is complete and the dam floodgates are being lowered. The beautiful Chadong village, nestled in a narrow valley, is below the dam height and will be submerged. If the government has its way to convince all the villagers to agree to an alternate site for the village in the higher reaches of the same mountain range, a new Chadong village will hopefully grow to prosper there as a lakeside settlement. They will no longer have their beloved river and the strips of flatlands which nurtured their paddy fields to behold with pride, but a new, miles wide lake in its place. It has not been an easy farewell for the villagers, as media reports and photographs of the agony of those who have been resisting evacuation are evidence. They are now forced to abandon their homes on makeshift rafts and canoes as the flood waters continually rise to engulf their former homes. Now that the inevitable has happened, we do hope the government is liberal in its resettlement package, and help Chadong set roots again in the new site. For Chadong village, it could be a nightmare in the years ahead if they find it impossible to readjust to the new environment and economic macros, but it could also be the promise of the boons and bounties of a brave new world of opportunities as a lakeside town. We do hope the latter is ultimately the destiny of the village. We also hope the government ensures the blue print for such a future is not lacking in details or materials. Our prayers are with the village. Our gratitude too for the sacrifice they are made to make for what is believed to be the greater common good. We also hope it does come to be for the greater common good from which the tormented villagers are the greatest beneficiaries in the long run.

While we hope for the best, it is also difficult not to be sceptical at the same time, considering there are so many unscrupulous men (and increasingly women) in position of power at various levels of the government structure, and others enjoying the borrowed halos of power by being its brokers or else sycophantic followers of those who wield power. This predatory class of men entrusted with state power have time and again shown they can without remorse make capital of the misery of others. In the immediate context, this was loudly and painfully visible in the picture of the brand new Rashtriya Madhyamik Shiksha Abhiyan, RMSA, scheme school building, constructed recently by the Education Department, Government of Manipur at Chadong village. What exactly can be made of this? It is again difficult to believe the entire decision making process of the district and state administration were not aware that the Mapithel Dam construction was nearing completion and site of the school would soon be underwater. If indeed they were unaware of this, they deserved to be dismissed from their jobs not only for their ignorance but for the waste they have caused to public tax money. Or are these politicians, bureaucrats, technocrats and contractors, so staunched in their belief in the theory of evolution that they believed by the time the dam is commissioned, children in the area as well as teachers who would be posted there would have developed gills to breath underwater.

In all likelihood, there were some who were desperate to make quick bucks. Funds for the school building under the Central government scheme would have already been earmarked in the befuddled planning process and these officials instead of pointing out the flaw in the scheme, would have seen an opportunity to make a double kill by building this school under the scheme and after it has submerged, seek more funds to build another, and in the process line their pockets twice for the same job. Two very contrasting pictures which can generalise the power structure in Manipur are therefore visible yet again in the Chadong episode. On the one hand are ordinary villagers made to make huge sacrifices for the benefit of a belief in a greater common good, and on the other are power brokers and power mongers jumping at the opportunity to enhance their selfish vested interests by manipulating and skewing this same greater common good, of which the institution of a village school definitely is a visible symbol. Besides taking care to ensure the welfare of new Chadong village, we hope the government also will institute an inquiry into this blatant and atrocious waste, if not robbery of public money, and fix responsibilities.

As we sat together in the boat floating on top of a vast lake which was once a blooming green field, Alungwon says she is feeling giddy. She had never seen so much water in her life.

Chadong village which is located in Ukhrul district of Manipur is one among the 11 villages that will soon be submerged under the Mapithel Dam construction of the Thoubal Multi Purpose Project. On January 10 this year, the Thoubal River was blocked, leading the water levels to rise and submerging process has already begun. Mapithel Dam stands 66 metres high and 1074 metres long. The project is set to produce 7.5 megawatt of electricity while providing 10 million gallons of water daily to Imphal, the state capital. But the project comes at the cost of displacing over 12,000 people; submerge around 11 villages and 777.34 hectares of paddy fields, 110.75 hectares of homestead, 293. 53 hectares of jhum land and 595.1 hectares of forest land.

Chonchon Horam who is just 19 years old and pregnant is experiencing giddiness and going through complications as urination has stopped. The nearest hospital is in Yaingangpokpi which is about 2 hours away and all vehicular transport movement has stopped. The two bridges connecting Chadong to the outside world, the vast green fields surrounding the village and some houses has already gone under water. As electricity has been disconnected, there is no way to charge the mobile phones and make calls for emergencies. After waiting for our turns, the only boat in the village rowed by an amateur boy takes us for a 15 minutes ride. While I was in the boat, I came to know of the problem and offered both Alungwon and Chonchon to take them to the hospital in our car. But to reach Khullen where our car was parked, Chonchon has to walk for about an hour in the scorching sun in the rough terrains and over two newly built log bridge which was not secure.

As we walk along together apologising to Chonchon about the situation and our helplessness, Alungwon shares with us her dilemma. Her husband died after 10 years of marriage leaving her with 5 kids to raise. Her only source of income was piggery, cultivating rice in the fields and collecting wild vegetables from the hills surrounding the village to sell. But all this activities has been stopped as the rising water from the dam has submerged the fields and the jungles. Their house is just waiting to be submerged in a few weeks time and they have to relocate to a new place. As we reach Khullen, we took another rough ride in our car in the bad roads for about an hour and dropped them to the government primary hospital in Yaingangpokpi.

As for now, the people in Chadong village badly need more boats, medical attention and quick rehabilitation support from the government and other agencies before the water engulf the entire village in a few weeks or months time. But so far, no officials have visited the village except for making loud claims in local newspapers.

Ibobi Singh in the Assembly on July 6 while replying to a motion for disapproval for policy cut moved by Andro A/C MLA, Th. Shyamkumar and Keishamthong A/C MLA, L Ibomcha Singh.

According to a release of the DIPR, the Chief Minister further informed the House that with all-out efforts of the Taxation Department and introduction of MMCT (Miss on Mode Collection of Taxes), taxes have been collected in the State without leakage.

With this introduction difficulties and time consumption in getting the Form 6 for paying the taxes also reduced drastically and tax can easily be paid on line. The department managed to collect Rs. 395 crore and Rs. 433.49 In 2013-14, 2014-15 respectively as taxes.

Leakages in the tax : collection has almost checked and reduced drastically. Physical check is also done through flying squad from time to time said the Chief Minister.

He further informed the House that prohibition on sale of liquor has been in force since April 1, 1991 for almost 24 years.

Under the cover of prohibition of liquor only a few black marketers are getting the benefit mainly those who import spurious liquor from Khatkhati, Assam, he continued.

On the contrary, Manipur is not achieving any of the goals for declaring a dry state, he continued.

All these factors hampered the collection of tax and is a huge loss to the state exchequer. Once the prohibition is lifted, Rs.300-500 crore could be generated as revenue annually, he continued.

The people should not only think for the revenue generation but have to make concern for the society and also find a viable way either to lift the prohibition or not after discussing with the NGOs, Civil Societies and other community leaders. Before taking any concrete action discussion is needed in an appropriate forum with all the leaders which is mutually beneficial to find out the merits and dements before lifting the prohibition on the sale of liquor, the CM informed.

IMPHAL, July 6: The hardcore cadre of NSCN (K), who was formally arrested by National Investigative Agency (NIA) from the court in connection with the deadly Chandel ambush on June 4 and later taken to Delhi for interrogation, has been brought back to Imphal today morning.

The NSCN (K) cadre has been identified as Khumla Abi Anal, 40 alias Ambison son of Late Khumlo Khunjo Anal of Lambung village in Chandel district. He is said to be the Regional Authority, Amamchat Region Chandel of NSCN (K).

He was arrested by a team of Imphal West District Police Commando from a rented house belonging to one Nabachandra at Lamphel Super Market under Lamphel Police Station, Imphal West on June 11 around 11.10 am.

Later, he was formally arrested from the court in connection with a case registered by NIA, Guwahati and was taken to Delhi.

It may be mentioned that Ambison was remanded to judicial custody in connection with a case registered by Lamphel Police Station against him. However, he was formally arrested by NIA from the court of District & Session Judge/Manipur East at Uripok Cheirap Court on June 29, relating to the case registered by the investigative agency on June 6 in connection with the fatal Chandel ambush.

He was taken to Delhi on June 30 by a team of NIA comprising of four officials for interrogation.

Upon his arrival in Imphal, Ambison has been put under requisition at Imphal Police Station.

He will be produced before the court by a team of NIA tomorrow which is the last day of custodial remand to the investigative agency.

IMPHAL, July 6: People of Lamlai constituency along with BJP Manipur Pradesh RTI cell Mongjam Poireihenba warned of intense agitation if the government fails to make all department offices in the constituency functional at the earliest.

They had gathered and inspected several offices today highlighted their grievances in health, education, agriculture sectors and the bad law and order situation in the constituency before media persons.

The people echoed one another that most government offices in the constituency had been laying non-functional since some years, except for the 24×7 Primary health centre which is also without a laboratory and doctors especially gynaecologists and paediatricians.

A farmers present at the protest said the veterinary hospital has been lying defunct and locked for a long time.

There are no signs of the presence of any doctor or staff in the hospital since long, he added.

He continued that water supply in Lamlai is also pitiable.

Although there is a FCI godown in the constituency, not a single item has been distributed to the farmers, rather the godown is always packed with personnel from the Lamlai Police, he continued adding that although the Lamlai Police seems to be working hard to safeguard the public, there is no proper structure or site to be called the Lamlai Police Station.

The police personnel have occupied the Electricity building as their barrack and FCS godown is converted as the main office of the police officers, said Poireihenba.

A meira paibi said there are government schools like the Lamlai UJC primary school near Patlou however there is no students as the parents are afraid to send their wards to the schools with dangerous infrastructure.

They also informed that the Minor Irrigation office in the locality is lying defunct and yet to be inaugurated although construction of the office had been completed in 2007.

Upon further queries whether it was also a fact that the 42nd Executive Council Meeting of RIMS held on August 8, 2011 decided and fixed the age of the superannuation of Director at 65 years, the chief minister answered that such a decision had been taken by the Executive Council Meeting on August 5, 2011.

To the subsidiary question if the 43rd meeting of the same council reaffirmed the resolution of its 42nd meeting, the chief minister`™s answer was in the affirmative.

IMPHAL, July 6: A two-minute silence was observed by Members of the House during the seventh sitting of the 11th Session of the 10th Manipur Legislative Assembly today, as a mark of condolence to the sudden demise of ex-Minister of State (MoS) In-Charge of IFCD Seikholal who breathed his last on July 4.

Saikholal was elected from Chandel (ST) Assembly Constituency in 1980 and became a House Member.

Chief Minister O Ibobi Singh who is also the Leader of the House while making Obituary Reference to the late Seikholal recalled that the deceased ex-Minister was born on July 17, 1939 at Tuilok village in Chandel district.

He said that Seikholal retired from his government job in 1960 and since then actively took part in social works.

Seikholal was an active Congress member during 1960-62. Besides contributing towards Bharat Kishan Samaj, Gangte Tribe Tribal Union and Tengnoupal District Demand Committee, he was elected as Commissioner of Sugunu Small Town Committee in 1978, the CM added.

Acknowledging that Seikholal was a dedicated political leader who always worked for betterment of the people, Ibobi expressed that he shares grief of the bereaved family and prayed for the departed soul to rest in peace in the heavenly abode.

Speaker of Manipur Legislative Assembly Th Lokeshwar who presides over the House session also made Obituary Reference to the passing away of Seikholal.

IMPHAL, July 6: The Chief Minister, Okram Ibobi clarified today that prohibition came into being in the state from April 1, 1991, how said this prohibition has been less than a joke for liquor is available freely anywhere, anywhere and any moment.

The discussion came up during the discussion for demand for grant No. 28 for State Excise for the year 2015-2016 for Rs. 17,65,00,000.

The chief minister was also responding to a motion for disapproval of policy cut moved by Trinamool MLA Th. Shyamkumar Singh on the issue of `Failure to lift liquor prohibition to generate income of the state`.

The chief minister further said that ever since prohibition came into existence, though liquor still freely flows, the revenue generated by the State Excise has dropped to just about Rs. 7 crores to Rs. 8 crores.

Had all the liquor still flowing into the State being sold legally, the State Excise would have been able to realise an annual revenue of between Rs. 300 crores to Rs. 500 crores, Ibobi further said.

He said in the entire Northeast, only Manipur and Nagaland are the two where prohibition is in vogue. Even the Christian State of Mizoram has done away with prohibition he reiterated.

But there are certain sections of NGOs who are opposed to the idea, saying Manipur cannot simply follow the example of Assam, Arunachal Pradesh and Meghalaya and lift prohibition charging that the government is craving for revenue at the cost of destroying families and the society at large.

Moreover, because liquor is finding its way into the State through unofficial channels, there are reports that much of it is spurious, the Chief Minister said. He even said there are reports that at Khatkhati, there are blackmarketeers mixing contaminants to bottled brands for illegal profits.

However, he said the matter of lifting prohibition have to be debated and thrashed on an appropriate forum at the soonest and a final decision taken.

Joining the discussion, the Andro MLA Shyamkumar said a better option would be to refine the State`™s own brews, such as those of Sekmai, Andro and Phayeng, and look for export market for them. This would be a much better revenue earner, he emphasised.

The Chief Minister took note of this suggestion but said this will not be possible so long as prohibition remains. However, he also added that the matter of lifting prohibition should not be the sole decision of the government, and if at all, this will have to be done in consultation with the people of the state.

The statement said the foreign delegation is led by Maj Gen Min Naung, Commander North West Command and accompanied by 18 Myanmar military and civilian officials.

According to the release, the delegation would be interacting with Indian Army team led by Lt Gen Bipin Rawat, GOC Spear Corps.

Indian delegation will also include senior officials of Assam Rifles, Ministry of Defence, Ministry of External Affairs and Ministry of Home Affairs, it said.

The meeting led by top military commanders from both sides would enhance existing mutual cooperation and confidence building between both armies deployed along the International Border. Indian Army will also discuss the proposed plans of training Myanmar Army and Myanmar Police Force in their capacity building, it said.

Discussion on the current security situation along the Indo-Myanmar Border is also on the agenda of the meeting, it said.

In the current security scenario, the meeting of Indo-Myanmar delegation is considered significant from the point of collectively dealing with the insurgency in Nagaland, Manipur, Arunachal Pradesh and Assam, it said.

Further according to the statement, the Myanmar delegation will also visit Bodh Gaya and get an opportunity of sightseeing in the City of Joy, Kolkata before they return to Myanmar on July 10, it said.

In another press release, the PRO has said that the 11 Assam Rifles of 26 Sector AR has conducted a Children`™s Summer Camp at Mother Teresa Missionary Charity Home, Ward No. 9 Moreh from June 29 to July 3.
