IMPHAL, June 23: The first day of the indefinite economic blockade imposed along the national highways by the All Tribal students`™ Union Manipur (ATSUM) Muan Tombing group affected vehicular traffic along the Imphal-Moreh section of NH 102 today, even as another group, the Meitei Youth Front South East Asia, called a similar indefinite counter blockade starting June 23 midnight.

Volunteers of the ATSUM were seen enforcing the blockade along the Imphal-Moreh stretch of the highway near Thamlapokpi Village in Chandel district pulling down essential commodities found inside vehicles.

Volunteers also vandalized the windshield of a Maruti Van bearing registration no WB 06E 2009 coming from the Moreh side towards Imphal after an altercation broke out between the occupants of the vehicle and the volunteers, informed sources.

Meanwhile, speaking to media persons, ATSUM Muan Tombing Finance secretary SR Andria said the student body was compelled to enforce the indefinite economic blockade as the State government failed to concede the long pending Charter of Demands of the union even after serving an ultimatum.

Expressing regret over vandalizing some vehicles during the blockade, he also maintained that it is very unfortunate as some passengers and transporters did not comply with the economic blockade which was informed and published in local media in advance.

While appealing the public and transporters to co-operate during the blockade, the Student`™s leader also warned that we will intensify our agitation including imposing total bandh along National Highways, if the State Government did not response positively at the earliest.

Meanwhile, the Meitei Youth Front South East Asia announced an indefinite counter blockade from the midnight of June 23, against the indefinite economic blockade.

Speaking to media persons at the Manipur Press Club today, president Mangal said the inconveniences faced by the public during such indefinite blockades along the highways is immense.

He said the counter blockade will be withdrawn only when the economic blockade is withdrawn.

He continued all flow of goods and vehicle mobility to Churachandpur, Senapati, Moreh, Keithelmanbi and Kanchup will be ceased.

Humane act from music lovers from Manipur

Humane act from music lovers from Manipur

We started off our donation campaign this afternoon in the scorching heat at around 1 PM from Singjamei Super Market at Imphal in Manipur. As we accessed from one shop to another for the fund collection, we came across a lot of good people with good hearts and the response was immense. But we felt a bit discouraged when some people didn’t respond well as we were assumed to be a group of cons; but still we stuck to our motive and moved on with those who helped us.
remarked a group of music lover from Manipur on 9th May 2015.

On 25th April, a massive earthquake hit Nepal, and like all of us this group of boys saw what we all saw in the newspapers and TV – the devastation and the lives lost in Nepal. But this group of four (metal) music lovers – Albert Nongmaithem, Niranjan Sanjenbam, Ranjan Yendrembam and Vavanda Khumukcham, didn’t sit idle like most of us when civilians in the neighbouring country suffered a lot due to the deadly natural calamity. This team of four stood up wanting to do something to help the helpless people. They launched a campaign by the name – ‘Help NEPAL by music lovers of Manipur’, and started to collect money from fellow friends, from the music community, from shops in and around Imphal.

The donation they got are not from the elite class but from the common man (music fans/ supporters, bands, jam room/ recording studio owners, musicians, music community, vegetable vendors Emas (mothers), auto rickshaw drivers, etc), just meagre amounts of 10 Rs, 20 Rs, 30 Rs and 50 Rs. After a month now, they gathered Rs 38,092/-, and have sent to Nepal as a relief fund for the affected people.

They are very transparent, nothing is concealed. The contribution list – names of donors and amounts they donated are all listed on their Facebook page. The transaction details of the amount sent to Nepal (the recipient is Sang Thiling Sherpa, of Bhenchen Monastery, Nepal) are put up on the social network.

The rock music community of Manipur, India, salutes this humane act of this group of music lovers from Manipur. In far away Switzerland too, there are a bunch of music lovers spearheaded by Randy Schaller, under the banner “Metal for Nepal” who are playing concerts, recording songs to raise fund for the earth quake victims of Nepal. These are few examples amongst many people around the world, who walked an extra mile to help fellow human being, beyond borders and race.

We hope these selfless acts will spread the love and compassion for one another, will inspire people to be more humane and act to help one another.

In a post of May 13th 2015, this team of music lovers from Manipur wrote, “As we were heading toward Deulaland, Imphal, Manipur, in an auto rickshaw, this brother Irabot who was driving asked us about the campaign. When we reached our destination and was about to give him the fare, he refused and said it was a help from his side to the cause. We were moved thinking that if this person who is merely an auto rickshaw driver could donate then why can’t everyone else????

MU professor refutes Maoist`s claim on plagiarism in PhD theses

IMPHAL, June 22: Reacting to the news report published in some local dailies today wherein the Maoist Manipur alleged that the Department of Hindi, Manipur University had tarnished the image

IMPHAL, June 22: Reacting to the news report published in some local dailies today wherein the Maoist Manipur alleged that the Department of Hindi, Manipur University had tarnished the image of MU on the issue of apparent plagiarism in four Ph.D. theses submitted through the department during the period 2001-09, Prof H Subadani Devi Head Department of Hindi, MU has clarified that any Department of the University including the Department of Hindi cannot award Ph.D. degrees on its own.

In a statement, the professor made it clear that award of Ph.D. degrees to Ph.D. candidates are done only by the Authorities of Manipur University in terms of the relevant Ph.D. regulations of the University.

The referred four candidates obtained their Ph.D. from Manipur University under the provisions of the Manipur University Ph.D. Regulations (Redrafted) 2001. Within the provisions of this regulation, many bodies of Manipur University at different levels namely, Departmental Research Committee of the Department of Hindi, Committee of Advanced Studies and Research of the School of Humanity, Board of thesis examiners and Viva-voce team of examiners were involved in the processes leading to award of Ph.D. degrees, it said.

The issuance of forwarding certificates from the Supervisor contained in the four theses is as per requirement of Clause 12 of Manipur University Ph.D. Regulations (Redrafted) 2001 and they were issued against submission of the candidates`™ Declaration statements. Even though the certificate contained a statement that the thesis embodies the candidate`™s original work, the onus for any form of irregularity found in the theses, will be solely on the concerned candidates because, the works belong to the candidates, it further clarified.

Stating that the issue raised by the Maoist Manipur regarding the apparent plagiarism found in the four theses is a matter already filed in the High Court of Manipur by Kh Jacko Meitei vs Manipur University under PIL Case No. 8 of 2015, the professor in the statement appealed to the concerned brethren of the Maoist Manipur to come to sense and understand the real situation and wait for the verdict of the court.

THOUBAL, June 22: In an embarrassing incident, unidentified miscreants sneaked into the sacred Ibudhou Pakhangba Temple at Uyal Mamang Ching, Thoubal district in the intervening night of June 20 and 21 and took away money kept inside a box.

The money that the miscreants looted after breaking the box was donated by devotees who came to the temple for worshipping.

Addressing a press meet at the complex of Ibudhou Pakhangba Temple today in connection with the incident, secretary of Ibudhou Pakhangba Thougal Lup N Surmangol Meitei said that incident has left villagers of Uyal and nearby villages disappointed and furious.

WW II reaching Imphal a boon in disguise for State tourism: Minister Ratan

IMPHAL June 22: From a historical perspective World War II battles in Imphal can be viewed for the positive consequences as it marks the end of colonialism, despite the sufferings

IMPHAL June 22: From a historical perspective World War II battles in Imphal can be viewed for the positive consequences as it marks the end of colonialism, despite the sufferings endured. It was a liberating phase for the entire colonized world which indeed shaped the façade of modern Manipur, expressed State Works and Transport minister Dr Kh Ratankumar Singh.

He was speaking as the chief guest during the ceremony of the 71st Anniversary Battle of Imphal World War II at Manipur State Film Development Society.

Our experiences and rich exposures have been enhanced by the team which relentlessly continues to rediscover the places and relics of the battles, he said.

It has also expanded our knowledge and significance of the battles fought in our land and increased the tourism potential, he said and at the same time jubilantly highlighted the progress made in air and land connectivity of the State with the outside world.

The dream of becoming an ultimate tourist destiny is becoming a reality due to the concerted efforts of all concern, he asserted.

The government will continue to extend all possible help to explore the opportunities and potentials of tourism in Manipur, he added.

The function was jointly organized by Manipur Tourism Forum, 2nd World War Imphal Campaign Foundation, Department of Tourism.

It was also attended by Parliamentary Secy (YAS & Tourism) M Prithviraj Singh; Director Tourism Shyam Lal Poonia and Manipur Tourism Forum president Dr Th Dhabali Singh.

A memorial stone was erected today at Keithelmanbi Military colony to mark the three-month long Imphal siege in 1944.

Delivering the keynote address, 2nd World War Imphal Campaign Foundation founder Yumnam Rajeshwar said `Described as one of the greatest battles of the Second World War, the decisive battles of Imphal and Kohima during World War II were named as Britain`™s greatest battles in 2013 by the National Army Museum in England.`

For the last six years, Second World War Imphal Foundation has researched exhaustively through classified war dairies, war maps, war memos and excavating battle sites. Thus, discovering more battle sites and since the last two years we are recognized as a branch of the Burma campaign society London, he asserted.

He said, our group has been recognized as a fore runner in promoting State Tourism.

Last year the commemorating celebration of 70th anniversary was held for more than three months and was attended by several dignitaries including ambassadors and diplomats from various countries, he said adding that this was a leap to showcase Manipur as a war pilgrimage destination.

Narrating the events that led to the three months long Imphal siege he said, all the military requirements like food, clothing, medicine, fuel, armaments were either airdropped or air supplied according to official records.

In addition to these 12000 reinforcements were flown in and 10000 sick and wounded were flown out. 150 loaded aircrafts were flown in daily to assist the military during the period through the six airstrips. This scale of air supply is considered as one of the greatest air supplies during the Second World War. Such was the scale of the battle which occurred in the State 71 years ago, he said.

He related, on this day in 1944, a patrol of the first battalion 17 Dogra Regiment under the Fifth India Division marched north from Imphal to meet the patrol of the Second column light infantry of the British Second Division moving south from Kohima.

They met at Keithelmanbi and Imphal Dimapur road was thus reopened ending the three month long siege, he said.

The place was accurately established through official photographs newly discovered aerial recognized images. It marks the defeat of the Japanese as well as the road reconnection for Imphal, he said.

There are about 18 surviving war veterans in the State and we are privileged to be joined by six of them today namely Lalbiaka Lushai, Manjathang Zou, Lalminthang, Thangsham Baite, Mangjathang and Lalhmingthanga Lushai. They are all above 90 years and came all the way from Churachanpur, he said.

They were honoured with mementoes on the occasion. Silent condolence was also held for all the departed soldiers of the 2nd World War. Video messages across the world were shown and the film `Imphal 1944`™ by Junichi Kajioka was also screened on the occasion.

Following the massive earth quake in China`™s Sichuan region in 2008, reportedly thousands of radiation technicians were sent there. When TV pictures showed oddly collapsed hills across the province, officials eventually admitted there was a network of tunnels underneath, dubbing it their `Underground Great Wall`™. A three year long study conducted by a Georgetown University student translating secret military documents and blogs revealed that China could have as many as 3,000 nuclear warheads, a whole lot more than current estimates of between 80 and 400. The yet unpublished 363-page study, has been discussed in Congress and circulated among defence officials. Researchers at Georgetown University, led by a former senior Pentagon official, concentrated on a 3,000-mile network of tunnels dug largely in Sichuan province by the Chinese Second Artillery, a secretive unit responsible for protecting the country`™s nuclear weapons.

While reported assessment of nuclear weapon stockpiles of the US and Russia is 5000 and 8000 respectively,, China`™s holdings are known only to the concerned Chinese military/civil personnel and political leaders.

China`™s Military Power: A Net Assessment, by Maj Gen entre for G.D. Bakshi, SM, VSM (Knowledge World and Centre for Land Warfare Studies (CLAWS)), compiles a mind-boggling mix of China`™s hegemonic military aims, policies, weaponry etcetera, which the author claims that has already raised hackles amongst the many Apologists for China in India`™s political, academic and some media circles.

This book is about the one threat that is nibbling the minds of security planners the world over `“ the looming threat from a rising and increasingly assertive China. The Net assessment has been done by a combat soldier of great experience and a hands on and no – nonsense approach that puts aside all peace slogans and tells us to get ready to face a very aggressive and increasingly hostile China in the years ahead. China`™s grant of $ 46 billion to Pakistan for its energy and infrastructure gives away its hostile intent and strong commitment to build up Pakistan as a major check on India and keep it confined to South Asia. What is a far more direct message is China`™s proposed sale of 8 Yuan class Air Independent Propulsion Submarines and 100 JF-17 Jet fighters to Pakistan. The Yuan Submarines are to provide a nuclear second strike capability to Pakistan. China is also building three more Plutonium plants in Pakistan to further enhance its nuclear arsenal ( which has already crossed India`™s). Could China be more hostile than this? Where China is concerned , Bakshi advises, we should not go by its convoluted white paper language of its peaceful intentions etc., but what by what it does on the ground, air, sea and even more menacing, underwater.

Emerging as a global superpower and a regional hegemon, China`™s economy which grew at a scorching, double-digit pace for two decades and now slowing down, what does the current phase of Chinese aggression against all its neighbours signify? Will China engage in conflict? If so when and where could that conflict occur? Will the main weight of any future Chinese attack be in Arunachal Pradesh or Tawang? China keeps talking of Tawang but a careful analysis of China`™s orbat (order of battle) opposite India by the author, indicates that the Lanzhou Military Region (MR) opposite Ladakh is far stronger than the Chengdu MR opposite Arunachal. Besides in Ladakh- both China and Pakistan can attack India jointly. This is the most pertinent revelation of Bakshi`™s book.

Examining the growth of Chinese military power in an Indo-centric context with emphasis on how it primarily affects India, the book analyses how India must respond. It has an exhaustively researched section on how the Chinese Peoples Liberation Army (PLA) has performed in actual combat since 1949. Actual combat performance is a critical component for accurately forecasting about the PLA`™s future. Any serious endeavour to understand where the PLA is going must also appreciate where the PLA has been .This book provides deep insight into Chinas – India War in 1962.There is a detailed analysis of the evolution of China`™s Military Doctrines and Strategic Culture. With this as a backdrop, there are elaborated chapters each on the structure and modernization of the PLA, PLAN (PLA Navy) and PLAAF (PLA Air Force). The most dangerous for India is the exponential growth in PLAAF`™s airpower. China has already changed Asia`™s balance of power. The Gulf War in 1990 had made China realize how backward it was in terms of military technology and weaponry. What followed was a radical transformation in Chinese military thought and practice. From the Maoist era emphasis on huge levels of motivated military manpower, and an exaggerated emphasis on man over machine, we see once again a transformation towards introduction and absorption of latest technology. This has been accompanied by what appears to be a great reduction in manpower-from over 4 million to about 1.6 million and continuing cuts continue to support modernization. Such an actual reduction is too good to be true. The reduced manpower of PLA has most likely been converted into border police. The dynamic unleashed by the Chinese has prompted the biggest military buildup in Asia since World War-II

The chapter on the Second Artillery Corps (SAC) examines China`™s nuclear force structure and employment doctrines. There is a full chapter devoted to China`™s military industrial complex and China`™s experience of indigenous military production. Though India has lessons to learn, the current Chinese weakness lies in the design and production of engines for jet fighters, tanks and naval ships.

The crux of this book is in the concluding chapters on Alternative Economic and Military Futures for China that could emerge. Whether China will engage in conflict seems not so much a question of `if` but `when`. It will largely be dictated by the performance of the Chinese economy. A sudden disruption may result in an earlier choice of conflict. However, If the Chinese economy continues to boom, it will fuel the military modernization. China may then initiate conflict when it feels its Comprehensive National Power (CNP) has become sufficiently strong in relative terms. This could well happen by the mid of next decade, i.e. 2025, as a Chinese Maj Gen has written. This book is a must read for military professionals and laymen alike. The chorus of protest and laments this book has raised amongst the apologists of China is a clear indication of its very practical and operational analysis of China`™s growing Military capabilities. The growing Air Power of China should be the most worrying factor `“ especially when seen in the light of the steep decline in India`™s squadron strength. Whereas India`™s fighter/ground attack aircraft tally of 815 in 1996 declined to 763 by 2006, China has 2421 of these, apart from 222 bombers which India did away with decades ago..

This book is yet another wake- up call- and most urgent-for India`™s defence.

Defining Public Interest

The trouble with the notion of legitimacy in Manipur is, it has in the past few decades come to be seen as something quite different from the due processes of the law. This has been on account of two parallel developments, each contributing equally to a dangerous distortion of what is generally understood as public space. On the one hand the established order has through its brand of political leadership, steeped in corruption and indifference to the larger public welfare as it were, surrendered all moral legitimacy to be the custodians of the law. On the other are self-mandated contenders to the levers of state power, seeking and indeed successfully to a great extent, to fill up the vacuum the former left. Even students`™ bodies are now beginning to stake claim to this legitimacy vacuum. The recent controversy over a students`™ body beating up a school teacher after summoning him to their office for the unwarranted corporal punishment the latter awarded a boy of class six is just one example. The parents of the boy, rather than complain to the police, preferred do so to the students organization, clearly demonstrating the acute shortage of public faith in the established order. The parents are at no fault. The establishment is. The same can be said of the current resort to blockade of the highways by another students`™ body.

The danger of the mix is obvious, and the logic on which it rests so monstrously mutated that the very understanding of the rule of law is in a process of a frightening metamorphosis. The phenomenon is today beginning to erode the soul of the society, even as everybody watches the decaying process helplessly, transfixed by a disdainful awe that borders the absurd. Hence, it has become a reality that an agreement amongst so called civil society bodies or even a group of individuals, to bypass the law or any established norm of any institution of democracy, is considered a legitimate exercise of the power of the people. These resorts and pacts amongst civil bodies to redefine democratic norms to their likings have also come to be pushed as `public interest`. Under the circumstance, the very notion of `public sphere` has come to be reduced to an `illusion` with the precise purpose of sanctifying decisions of those claiming a stake in the state`™s power structure without going through democracy`™s designated means.

What end up challenged are no longer breaches of democratic norms and consensuses, but the very legitimacy of the democratic institutions themselves, hence the profound nature of the danger this phenomenon poses. The understanding of `democratic consensus` won through the ballot has been divorced from the understanding of `public sphere` rendering both the understandings hollow. An agreement amongst `civil bodies` to breach the law seems now no longer illegitimate. Numerous arbitrary street laws, innumerable disruptive activities, and a general collapse of the various instruments of governance mechanism are the physical manifestations that have together added up to a despairing and oppressive state of affairs in Manipur. Things are heading towards a point of no return. Open disregard of law, or else assumption of responsibility of keeping it by any self-appointed guardians of the society are the hallmarks of today`™s Manipur. The government, rather than seeing these as infringements on its legitimate spheres of governance, seems to be treating them as a welcome partnership in the upkeep of social responsibilities. But today it is coming to pass that its partners are poised to rubbish its claim to any legitimate stake to power.

The chaos in the valley districts is replicated in equal measures in the hills where, especially among the Nagas, as again demonstrated by the recent ADC election, it seems elected leaders no longer hold sway. Candidates wanting to contest elections queue up to seek permission of other leaders who claim monopoly of the `public sphere`. Judging by the way things are being allowed to drift, can it be too far when the leadership equation transforms, and `public sphere` come to rest solely in the ambiguous territory of what has so loosely come to be referred to by everybody as `civil society`? The question urgently beggars an answer.

IMPHAL, June 22: The Congress government is trying to lure more Autonomous District Council elected members using money power by delaying the swearing in ceremony for the newly elected members, Naga People`™s Party Manipur Unit president N Awangbou told media persons today.

Awangbou also claimed that in Tamenglong district, the NPF and BJP have resolved to form a coalition council under the banner `Democratic Alliance of Tamenglong ADC`, which is in stark contrast to BJP Manipur Pradesh president Th Chaoba`™s claim that the BJP will sit in Opposition benches in all ADCs.

Strongly condemning the Congress`™ delaying tactics, he said even though the ADC election results were declared on June 10, the Congress has failed to notify for administering oath to the newly elected members till today.

It is a well known fact that the voters have chose non-Congress district councils in almost all the hill districts, he said.

Despite the fact that they have been voted out, the Congress is still trying to buy some elected members by delaying announcement for formation of councils in Hill District of Manipur, alleged Awangbou.

`The State government is playing delaying tactics which tantamount to openly mocking of the democratic set up`, he said.

The voters in Tamenglong, Chandel, Senapati and Ukhrul district had given their mandate to non-Congress candidates, he said adding that NPF is ready to form non-Congress councils.

He said certain like-minded candidates and parties have also joined hands with the NPF to fulfill the aspirations and dreams of the people.

In Tamenglong district NPF and BJP have resolved to form coalition council under the banner `Democratic Alliance of Tamenglong ADC`.

`We have already claimed the stake through the Deputy Commissioner Tamenglong and we are waiting for the swearing in ceremony and invitation from the government to form the council` he asserted.

He also said that recently four Independent candidates have joined the NPF in Senapati district, while another four Independent candidates and a Congress candidate have also joined the party in Chandel district formally.

He appealed to the district administrators and the Governor to speed up the process of formation of district councils.

As for the seat sharing in Tamenglong between NPF and BJP in Tamenglong, the chairman and two executive members will be from NPF while the BJP will have the vice chairman and three executive members including Finance Committee convenor, informed a source.
