BISHNUPUR, June 19: Acknowledging that women of Manipur are blessed with immense skill in weaving, deputy Chief Minister Gaikhangam asserted that the handloom sector has the potential to sustain livelihood of many uneducated people and accelerate economy of the state.

Gaikhangam was attending launching programme of E-Monitoring, Skill Development & Cluster Development on Handlooms organized by Department of Commerce & Industries under Ministry of Textiles at Ningthoukhong Model High School, Bishnupur district today.

Speaking as chief guest, Gaikhangam said that adequate raw materials is required to set up an industry or factory otherwise it may collapse due to failure to produce products despite investing crores of rupee.

He noted that many agro base projects can be set up successfully here in Manipur as there are many medicinal plants grown abundantly in the state.

Admitting that potential in handlooms is much in valley districts than in hill districts, the Dy CM informed that there are 1.9 lakh looms in valley districts.

The attractive Wangkhei Phi is not made by machine but by loom. Handsome amount of money could be earned by exporting the unique Wangkhei Phi outside the state, he said.

Gaikhangam added that weavers should not try to commercialize the handloom trade by using machine so as to maintain the aesthetic value of handloom products of the state.

Today`™s function was also attended by Commerce & Industries and Seri, Veterinary & Animal Husbandry Minister Govindas Konthoujam as president; MLA of Oinam Constituency Dr I Ibohalbi and MLA of Nambol Constituency N Loken as guests of honour.

Representatives of handloom clusters and weavers coming from different districts were also present at the occasion.

Former MP Behring seeks reservation for women in ADC

IMPHAL, Jun 19: In order to enable the tribal women to equally share the democratic rights of reservation enjoyed by the women of the valley under Panchayat and Municipal bodies, former MP (Rajya Sabha) D Bahring said that he has appealed to the State Governor to nominate two seats under each ADC from the unrepresented tribe for the tribal women under Manipur (Hill Area) District Council Act, 1971 Chapter II 4(3).

He was speaking in a press meet held today at the Manipur Press Club, Imphal.

Further speaking, he mentioned that today at around 11:00 am he had a meet with the State Governor at the Raj Bhavan.

He said he also submitted a memorandum on the issue.

The Indian Constitution under Article no 243 D (1)(2)(3) has provided 33 percent reservation for women in the election of local governing bodies like the panchayat and municipal councils, however, unfortunately such provision is absent under in Manipur (Hill Areas) District Council Act, 1971.

He also said that the memorandum submitted includes appeal to make arrangement for the ADCs to function from the hill districts.

The functioning of ADCs from the State capital can only bring unrest among the people of the hills, he asserted.

Departments meant for the hill districts should also operate from the concern hill districts, he said.

He further added that road connectivity in the hill districts have improved significantly except for in a few remote areas.

Behring said replying to his appeal to make visits to the hill districts, the Governor responded in the positive.

JJB registers case against St Joseph teacher for corporal punishment

IMPHAL, June 19: A day after the court of Chief Judicial Magistrate, Imphal West remanded the 16 members of Democratic Students`™ Alliance of Manipur (DESAM) to six days police custody

IMPHAL, June 19: A day after the court of Chief Judicial Magistrate, Imphal West remanded the 16 members of Democratic Students`™ Alliance of Manipur (DESAM) to six days police custody for assaulting a computer science teacher of St Joseph School at their office, the Juvenile Justice Board, Imphal West, Takyelpat has registered a case against the teacher identified as Gurumayum Rupachandra Sharma, 35 son of G Jadumani Sharma of Uripok Achom Leikai.

Gurumayum Rupachandra Sharma is charged of meting out corporal punishment to a student of the St Joseph School.

According to reports, the case (JJB/IW Case No 6 of 2015) was registered under Juvenile Justice Act, 2000 and Indian Penal Code Section 324.

Along with registering the case, the Board has also issued an order today directing Officer-in-Charge of Lamphel Police Station to investigate the incident.

The order was collectively signed by Principal Magistrate of Juvenile Justice Board, Imphal West RK Memcha Devi; Member Rarry Mangsatabam and Member T Rojibala Devi.

The copy of the order was submitted to the Special Juvenile Police Unit, Lamphel Police Station under Rule 10 (b) of JJ Act (Care and Protection of Children) Rules, 2007.

A copy of the order was also submitted each to Director General of Police (DGP) Manipur and Superintendent of Police (SP) Imphal West.

As per the order, Lamphel police should submit report of the investigation to the Juvenile Justice Board, Imphal West within June 24, the reports stated.

Teacher`s assault of student evokes much concern

IMPHAL, June 19: The Manipur Alliance for Child Rights (MACR) has expressed grave concern over the repeated incidents of subjecting young students to physical assaults and mental harassment in the name of disciplining by their own teachers in the State.

According to a release of the MACR, the recent incident involving a teacher of the St Joseph School Sangaiprou which occurred on June 16 is quite deplorable and highly condemnable.

It testified again that school authorities and teachers are still unable to give up the outdated concept of using `Corporal Punishment` as a part of education in the schools.

It is quite horrendous to learn that a young student of class VI was mercilessly assaulted by canning with as much as 51 counts on both palms other parts of the body by a teacher that dropped the child in a severe traumatic condition.

It is a stark violation of the Section 17 (1) of Right of Children to free and Compulsory Education Act, 2009, which prohibits physical and mental harassment to child. And the St. Joseph Schools authority needs to understand that, whoever contravenes the sub -section (1) shall be liable to disciplinary action under the service rules applicable to such person, it said.

MACR has appealed the school authority to be more sensible in the Right to Education of the child and to stop any kind of re-victimizing approach, which may affect the academic career or emotional health of the child. It further appealed the school authority, student`™s bodies and state authority to take up immediate steps so that normal academic atmosphere is restored in the school, and every child gets his or her right to education without fear of Corporal Punishment and re-victimisation, it said.

Meanwhile, the All Manipur Recognised Private Schools`™ Welfare Association, Imphal has also expressed grave concern over the issue which has resulted in the arrest of several members of the DESAM.

A press release of the association has said that it strongly condemned the teacher`™s physical assault on a student and the arrest of the 16 members of DESAM due to a misunderstanding by the police.

Moreover, the association has also submitted a memorandum to DESAM appealing not to impose bandhs or blockades regarding the issue and not to take up any issue against the Education sector as well.

It further appealed to DESAM not to inflict any form of disturbance during the programme `Disturbance Free Zone in Education`™ to be held on July 5 through out Manipur, it said.

The association has also appealed for the release of the arrest of the 16 members of DESAM in order to avoid any agitations from student organisations, it said.

The All India Students`™ Federation (AISF) Manipur State Council has also demanded the government to take up necessary steps on the issue.

According to a release of the council, a teacher beating his student is not for personal gain but in order to draw the student to the right path.

Similarly, DESAM`™s assault on the teacher is due to his misconduct, it said.

The issue was due to the teacher`™s excessive use of force against the student which the student body considered to be an insult to the whole student community, it said.

The council has appealed to resolve the issue as soon as possible in order to avoid any form of agitation. It also appealed the release of DESAM members as soon as possible.

It further stated that it is necessary for the student, teacher and members of DESAM to arrange a meeting with the government and discuss the issue in a democratic manner as soon as possible otherwise any form of agitation that may occur will be sole responsibility of the government, it said.

All Manipur Students`™ Guardian Organisation has also joined in the several organisation in condemning the incident.

A statement of the organisation signed by its secretary organisation S Sumati said that the incident of a teacher assaulting his student in such a reputed school like the St Joseph High School is condemnable.

She further appealed to the school authorities to check the credentials and qualifications of candidates prior to their recruitment as teachers.

On the other hand it is also wrong for a student association like DESAM to summon a teacher and thrashing him, she said.

The quick response of the State police is also laudable, she said.

Sumita further appealed to revoke the stand for stronger form of agitation from the DESAM if the apprehended 16 DESAM members are not released within 24 hours time and also showed interest to legally punish the teacher accordingly.

Sumati further mentioned that the incoming trend of serving harsh punishment to the students at private schools has triggered fear psychosis among the guardians from putting their wards to private schools and boardings.

Later she appealed not to repeat the incident in future and to release the 16 apprehended DESAM members at the earliest.

Centre apprised of alleged Myanmar incursion near border pillars 6 and 7

IMPHAL, June 19: A combined team of Myanmar Army and civil police forcefully dismantled houses within the Indian Territory along Border Pillar no 6 and 7 at Choro Zingshopai area in Kangpat Khullen Ukhrul district.

A highly placed source said that the Manipur government has already submitted a report on the alleged incursion by the Myanmar forces to the joint secretary Home (NE), Ministry of Home Affairs.

The special secretary (Home) Government of Manipur has submitted a report received from the Deputy Commissioner, Ukhrul on the matter requesting to look into the matter for taking necessary appropriate actions, according to reliable sources.

The issue has crept up at a time when the State is facing another boundary issue in Ukhrul district with alleged incursions from the Nagaland side in Dzuko valley.

The report said that the combined force of the Myanmar Army and the Police evicted houses at a newly established village which is about 250 meter into Indian Territory near the border pillars on April 18, even as National Security Advisor Ajit Doval and other PMO officials were in Myanmar on a two-day visit from June 17.

Sources said on April 20, the secretary of Kangpat Khullen and general secretary Raizan Long (a civil organisation of the area) submitted a complaint report on the alleged incursion to the SDO Kamjong under whose jurisdiction the area falls. The SDO on his part had submitted the report to the DC, sources said.

Sources also said that the two in their complaint had stated that villagers of Kangpat Khullen had been taking up some construction work. And on April 18 afternoon, some villagers of Kamjong area had established a new village call Aloyuo (Zingshopai) near border pillar no 6 well within the Indian Territory for which some construction were going on in the area, it said.

However, all of a sudden, a group of Myanmar Army soldiers came into the village and forced the residents to evacuate immediately. The Myanmar soldiers also dismantled all houses and any other structures including a saw mill, the complaint said according to the sources.

In their complaint, they also charged the Myanmar soldiers of carrying away the belongings of the villagers, sources informed.

By the turn of the next generation, the Manipur society probably will be further segmented along a new class system, all this thanks to the government`™s management of its education responsibilities. We must add here that in the school sector, the government is making some valiant and imaginative interventions, and we wish it all success. We hope it is able to make similar interventions in the college sector too soon. Till such a time, we can foresee at least three new classes emerging. Purportedly standing on the top of the hierarchy would be by and large young job seekers whose parents have accumulated enough wealth by whatever means for their children to inherit. In the second tier would be those who have had education in schools outside the state or else private schools in the state, therefore at an advantage in competitions for professional courses such as medicine, engineering etc. Three, will constitute those who have been unfortunate to be condemned to study in the state`™s many non-functional government schools and colleges. The third understandably will be in the majority. It is everybody`™s knowledge today that there is something very rotten in the government schools and colleges of the state. Yet there is so much vested interests in the status quo, that no radical reform has been possible ever. It is sad but true that there cannot be a bigger testimony of the abject failure of social engineering in the state than in its inability to salvage the collapse of its school and college education systems.

The fallouts are obvious. In what may be described as a domino effect, the fall of the school system has also meant a cloud over higher education as well. Many of the state`™s colleges have potential, and a few of them actually used to command awesome academic reputations in the entire Northeast in the past. Many among the men and women of the 1960s generations, who have earned themselves social respect and station not just in Manipur, but also in neighbouring Nagaland and Mizoram, it is not a surprise, have had their higher education in DM College. However, there has been a steady decline, partly because of bad management of the institutions themselves, together with corrupt government recruitment processes which have seldom kept merit the criterion. If an enquiry were to be done today, it will not at all be a surprise at all to find even fake Ph.Ds have been allowed in the competition for lecturers`™ posts. But the reason also has been overwhelmingly because the feeder institutions to these colleges `“ our government schools `“ have not groomed students fit enough to pursue quality higher studies meaningfully. Thanks to this, today, the number of degree holders who are not capable even of grasping the fundamentals behind the working of the judiciary, legislature, executive etc, would amaze anybody. These degree holders have no option but to look for government jobs for it is here the degree and not the skill of the man holding it matters. In the private sector, they will have to fend for themselves and prove their competitive worth always, and unlike in the government cocoon their degrees are no guarantee for either success or job security. What we want today are young men and women who can with confidence stand up to be tested by the fire of open competition, and for whom job avenues are open both in the government and the private sectors, as well as the unexplored territories of entrepreneurship. Unfortunately, this goal still seems illusory.

These are serious issues, much more serious than the worry over which minister gets which portfolio, or who bags which government contract job etc. In the long run, the ability to tackle these issues will surely be the answer to many of our larger, vexing issues. The familiar tactics of those in power when faced with these uneasy questions is to shift the blame to insurgency. We would even go to the extent of reversing this logic to say the failure of governance on these fronts have been a strong factor, although not the only factor, behind the endemic bad law and order situation. The time has come for a serious rethink. Let all realize that even in war, it is the bounden duty of all, but especially the government, to ensure that at the end of the war there will be some things of quality left in the devastated landscape to rebuild the society from.

Talking to this reporter, General Manager BSNL Manipur J Lunkim said that Night Time Free Calling scheme of BSNL offers free night calling to any network both local and STD from 9 pm till 7 in the morning to all the landline customers since May 1.

He maintained that under another scheme, landline with 500 plan are now provided with 24 hours free calls to BSNL networks inclusive of both landline and mobile customers besides the free night calls to all networks since June 1.

BSNL is also the pioneer Telcos operator to offer free national roaming for one year starting from June 15 under the leadership of Minister of Communication & IT, Ravi Shankar Prasad. Hence BSNL is free of incoming call charges while roaming for both prepaid and post paid customers even in the service areas of MTNL like Delhi and Mumbai. Now irrespective of subscriber`™s plan, outgoing charges during roaming are as per the ceiling provided by TRAI @ 80p/minute for local and 1.15/minute for STD calls. Except for Voice/ISD STVs, SMS/Data STVs are applicable in the Free Roaming scheme across India, he elaborated.

Asserting that free SIM offer for 64K SIM and reduced cost offer for 128K SIM on all new prepaid connection is a promotional offer phase for 90 days since June 1, he informed that under this revised scheme one can get a new 64K SIM for free by paying only Rs 30 instead of Rs 59 for the 128K SIM.

Simultaneously BSNL has also revised the rates of data packs, combo packs, ISD rate cutters and other rate cutters, voice STVs and SMS STVs, he added.

Responding to a query on the fluctuating internet service in the state, the General Manager BSNL of Manipur explained that the cable link till Dimapur is efficient to provide fast internet service. However, one of the two links from there to Kolkata via Guwahati is down for the last ten days and the whole traffic is relying on the other lone link thereby slowing the connectivity.

He assured speedy restoration of the long distance connectivity at the earliest taking into account of the importance of internet access to the people irrespective of location.

1 After more than 60 years, there seems to be a feeling of alienation for the North East? What do you think the reason for this? How the Indian mainland’s attitude has contributed to this?
 
(a) Experts say that the Indian neo-liberal political economy system functions through perpetuation of caste, tribe, communal and racial differences, consciousness and corresponding sectarian assertions at various levels. In this scenario, certain sections of the ‘mongoloids’ in the Northeast, for various historical reasons, identified themselves with differently imagined ‘nations’. They perceive that their respective ‘nation’ have been racially discriminated, subjugated and oppressed by the Indians whom they depicted as a homogenous entity and identified with a different nation. Many ‘mainland’ Indians too perceive and treated the ‘Northeast’ with racial otherness and doubt the latter’s loyalty to India. But the so called ‘mainland’ is a metaphor; it is not a homogenous ‘nation’ freed from sets of complexities, constraints, rebellions and unrests within itself. Therefore, the alienation of the Northeast vis-à-vis India, if there is, is a reflection of the structural constraints of the Indian political economy.
 
2 Now different groups have come together under the umbrella of united liberation front of western south East Asia. How far do you think this association be able to represent the different social sections of the society of the North Eastern region? Will this sign a new phase in the insurgency?
 
(a) Recently, a common platform called the United National Liberation Front of Western South East Asia (UNLFW) was formed by some rebel parties in the Indo-Myanmar border regions. I don’t know exactly the terms and conditions agreed upon among the member organisations. To me, it seems to be a mere casual defensive tactics vis-à-vis counter-rebellion and for propaganda purpose. On the one hand, I am not sure, if the parties have any common revolutionary perception and strategy. Over the decades we have seen sporadic protracted armed guerrilla assaults in different times in spaces. But I have not seen, other than sectarian and mutually exclusive patriotic campaigns, any effective revolutionary programme across communities. There is comparative absence of consistent and collective mass democratic movement for a revolutionary change. On the other hand, I believe, the societies or communities or nations that these parties claimed to represent, in the ground reality are perplexed with political confusions, mistrust, complexities, and exclusive assertions. When the peoples are not being organised on common revolutionary goal; I am not sure how effective the UNLFW will be in either striking defeats to the Indian army or overthrowing their ‘enemy’ regimes. I am equally uncertain about how long the mechanically anchored tactical collusion will last.
 
(b) The past substantiates my doubt. What had happened to the tactical alliances that were formed from time to time: (i) the Revolutionary Joint Committee (1990) formed by the Revolutionary People’s Front, the People’s Revolutionary Party of Kangleipak and the Kangleipak Communist Party; (ii) the Indo-Burma Revolutionary Front (1991) formed by the United National Liberation Front, the National Socialist Council of Nagaland (Khaplang) and the United Liberation Front of Assam; (iii) the United Liberation Front of Seven Sisters (1993) and the Self-Defence United Front of South-East Himalayan Region (1994) formed under the leadership of the National Socialist Council of Nagaland (IM); the Manipur People’s Liberation Front (1999) formed by the United National Liberation Front, the Peoples’ Revolutionary Party of Kangleipak and the Revolutionary People’s Front; (iv) the Joint Coordination Committee (2009) of the United National Liberation Front and the Kanglei Yaol Kanna Lup; (v) the Coordination Committee (2011) formed by the Kangleipak Communist Party, the Kanglei Yaol Kanna Lup, the People’s Revolutionary Party of Kangleipak, the People’s Revolutionary Party of Kangleipak (Progressive), the Revolutionary People’s Front, the United National Liberation Front, and the United People’s Party of Kangleipak. Why were they formed, what they did and how they ended?
 
3 The Indian state seems to have viewed problem of North Eastern people as a law and order problem? Do you think the negotiations that the government had with different groups can be started again? And how the laws like AFSPA has contributed to the worsening of the situation?
 
(a) Various problems exist in the Northeast. Among these, the government views the armed rebellion and democratic assertions against the ongoing neo liberal ‘projects’ by the affected peoples as law and order problems. Arbitrarily superimposed projects are being protected by military and paramilitary forces. Democratic protests are being ruthlessly suppressed by the police. In the past, even the demand for Manipur Statehood within the constitutional framework was viewed as law and order problem. Anything that is deemed obstruction to the immediate interest of the rulers is termed a threat to the nation and law and order problem.
 
(b) For some years the Government have been successful in entering into peace negotiation with some rebel groups in the Northeast – separate ceasefire agreement, memorandum of understanding and suspension of operation have been signed with different rebel groups. This has reduced armed conflict and casualty amongst them. I want to term it tactical peace. However, I am not sure, if the tactical peace have reduced the structural constraints of the political economy, which is largely responsible for various forms of grievances and unrests. On the contrary the tactical peace have not reduced the onus of subjection and terror on the people. My point is, I am more concern about the peace, security and development of the people. If the tactical peace do not address the legitimate issues of the people, I don’t care at all about either extension or abrogation of the tactical peace.
 
(c) AFSPA, created State terror and supress many in the name of counter rebellion. The blame of State terror is on the Indian army or any forces for violation of human rights with impunity under the provisions of AFSPA. However, AFSPA is an effective political instrument of killing and torture to supress in order to ensure that there is no resistance against the constraints created by the system. AFSPA is a mere legal surrogate to fulfil the objectives of rule of law, which is founded on the basis of the ideological framework of certain relation of production. The ‘rule of law’ has been comparatively fulfilled by AFSPA, but there continues the constraints of the political economy. AFSPA deals with syndrome and became a syndrome of the system; but it is not an appropriate means to root out the material foundation of unrests and armed rebellions. My understanding is that if the Indian nation exists at all, AFPSA is a threat to the peoples that constitute the ‘nation’. In that sense AFSPA is anti-national. Relatively, those who intentionally hold on AFSPA are anti-nationals. Those who blindly hold on AFSPA are misguided peoples. The fight against AFSPA, therefore, in reality, is a fight against the anti-nationals who use legal camouflages and propaganda tools to cover up the crimes they committed in the name of ‘national security.’
 
4 What do you think should be the democratic way to solve the problems of the North Eastern people?
 
(a) The big stakeholders of the neo-liberal regimes have exposed India to the global finance capital. They are reluctant to make India stand by its own economic feet in the global economic order. They discourage ‘national’ industrialisation as this will take time, require lots of efforts and could be at the cost of their quick profit. When India is on sale by a few powerful, leading to the inequality and underdevelopment of the productive forces; the question is – are the rulers really concern about the development, equality and welfare of the peoples ruled by them? Aren’t they using communal and divisive tactics to divert the attention of the people, so that they retain control over the politics and economy? In this scenario, if there is a democratic model that can solve the problems faced by the peasants, workers and minorities in North India; I think, that same model can be effectively applied in the Northeast as well. When the problems of those who are ‘loyal’ to India have not been democratically addressed, how will the problems of the ‘disloyal’ will be democratically addressed? The rulers know the problems and the democratic solutions as well. The problem is: they are in power, they enjoy it and they know how to govern undemocratically in the existing manner. Are they ready for a democratic solution? When democratic voices are ruthlessly suppressed the desperate sections will automatically look for other modes of rebellion. This is what is exactly happening in India. My puzzle is whether there will be a magical divine intervention, to change the mind-set of the rulers, so that they voluntarily uphold a democratic solution or should they be forced upon to do it. History will tell.

KOHIMA, June 18 (NEPS): After March 5 incident in Dimapur, the condition of the state police has been thoroughly exposed. One of the startling revelations soon after the unfortunate incident was the state police forces positioned in Dimapur on the fateful day was ill-equipped. They were without modern riot control weaponries to control the highly charged agitating crowd.

Soon after the incident, then Deputy Commissioner Dimapur, the Superintendent of Police Dimapur and senior Jail Superintendent of the Dimapur Central Jail were placed under suspension, while the Government was admitting its total breakdown of law and order on the fateful day, the March 5, 2015 at Dimapur.

The sources told NEPS that there were 11 Companies of Nagaland Armed Police/IR including 3 from the CRPF deployed on March 5 to control the surging and highly charged crowd. But things had gradually come to open that they were ill-equipped for face such agitations.

Confirming this to NEPS, G Akheto Sema, ADGP, IPS, said the state police force did not have riot control equipment and further disclosed that the Government had already submitted a proposal to the Government of India to provide all the necessary modern riot control equipment to the state. “We are hoping that we will get riot control equipment soon,” he said.

It is Rs 19 crore proposal for the supply of “Riot control equipment” to the Nagaland police and it has already been submitted to the Government of India, he disclosed. “We are waiting from the Ministry.”

Some of the requirements placed are tear gas, pepper spray, rubber bullets, water cannons, armored fighting vehicles, aerial surveillance, riot helmets, face visors, body armor (vests, neck protectors, knee pads, etc.), and riot shields, etc.

 

However, some police officers denied that they did not have riot control equipment. They said they had polycarbonate shields, polyhelmets, and even water cannons were given in 2010. But they were not sufficient to face any future riots or agitations, they explained.

IMPHAL, June 18: The 16 members of Democratic Students`™ Alliance of Manipur (DESAM), who were arrested by personnel of Imphal Police Station yesterday for allegedly assaulting a computer science teacher of St Joseph School, Sangaiprou yesterday for corporal punishment have been remanded to police custody for six days.

Gurumayum Rupachandra Sharma, 35 son of G Jadumani Sharma of Uripok Achom Leikai, a computer science teacher of St Joseph School is charged of meting out corporal punishment to a student of the school. The teacher was called by the students`™ body at its office to hold a discussion on the incident but was beaten up. A suo-motto case was registered against them by Imphal Police Station for assaulting the teacher.

The 16 DESAM members were produced before the court of Chief Judicial Magistrate, Imphal West at the complex of Uripok Cheirap Court Complex today during which the court remanded them to police custody up to June 23.

It may be mentioned that amongst the 16 arrested members of DESAM, its president Moirangthem Angamba Singh, 31 son of Late M Saratchandra Singh of Nongada Makha Leikai; vice-president Arambam Thoithoi Singh, 33 son of A Biren Singh of Khurai Nandeibam Leikai and general secretary Pukhrambam Premchandra, 32 son of P Binodkumar Singh of Kongba Nongthombam Leikai are included.

Speaking at the inaugural function, Dr. B.S. Hansra, Professor from AICPHT&CCM, Amity University, Noida, UP emphasized the need for proper utilizations of plentifully available local fruits and vegetables which otherwise go dissipate due to lack of technical know-how of value addition while accenting the prospects and limitations of food processing.

The Professor continued that food processing in Senapati district can be a lucrative vocation for additional income for farmers if taken up thoughtfully while he informed about the Amity University, its campuses and programmes on offer.

Naga Laxmi M. Raman and Dr. Neeru Dubey from Amity University and Nemnu Hangshing from KVK-Senapati are the resource persons in the technical sessions of the training program which was attended by 30 rural girls and boys from different parts of the district.

The participants will be imparted hands on training on pineapple candy making, pineapple juice, mixed vegetables pickles, plum chutney, plum nectar, whole tomato concentrate and passion fruit squash.

IMPHAL, June 18: The Democratic Students`™ Alliance of Manipur, DESAM, strongly condemning the arrest of its members including its president by the police yesterday on the charge of assaulting a teacher has urged the government to release the 16 arrested members within 24 hours.

In case the government fails to do this within the stipulated time, it warned it is making preparations to take the matter up in its own way.

A statement issued by DESAM`™s publicity and propaganda secretary, Premchand Tongbram, stated that the government should take full responsibility of any unwanted outcome arising out of any DESAM reaction.

DESAM is one of the bodies that revere and honour the contribution of teachers, it said adding that it appealed to the teachers community not to misinterpret its action.

Even as DESAM will continue to work with the teacher community, it however will not tolerate any misbehaviour on the part of the teachers, it continued.

It further questioned why the police had failed to arrest the guilty teacher who had infringed the right to education by terrorising a student when a `suo motto`™ case was lodged against its members for assaulting the guilty teacher?

There have been instances of serious violation of rights including Right to Education and Right to Life, in the heart of Imphal that never saw justice, it said, asking what the law makers were doing back then.

It asked the police department and state government to clarify whether the law of the land is applicable to only few sections of the society.

Remanding all the arrested members to further police custody despite the fact that some of the members were not involved in the incident clearly indicate the negative intent of the authorities concerned towards DESAM, it held.

Urging that the guilty teacher who had badly assaulted a student should be terminated and punish as per the law, it call on the students community to steadfastly stand against any infringement on the rights of the students especially the Right to Education.

It further divulged that it had alerted all its units in different districts and blocks to respond against government`™s negative attitude. Nevertheless, DESAM will continue its usual activities, it concluded.

In all 17 independent candidates who were elected in the recent ADC election had decided to float the new alliance just a couple of days ago.

In an informal chat with media persons yesterday, Guite said something will materialise regarding the ADC Churachandpur formation in the next couple of days.

He said Lalhosan of Tipaimukh has been appointed the vice president of the alliance through secret ballot yesterday morning.

Guite who was flanked by the secretary of the alliance Genneikhup said HPA is not a political party but an `alliance of the willing and like-minded successful members`

The alliance has the 17 elected Independent candidates as members and signatory of a promise to work for the cause of the hill people, he said.

Guite also said anyone from any political party is also welcome into the alliance as long as they will support the inspiration of the people.

He said the alliance will work for the causes of the people and development.

It may be mentioned that although June 17 was the last date for the formation of the new DCCs, due to certain issues, the government has delayed the formation of the councils.

Meanwhile, the two elected leaders also expressed happiness over the extension of the Suspension of Operation between the UPF and the government and said the extension is a positive step and will inspire the Alliance to work in the interest of the people of the hills in general and the district in particular.

Replying to a query, Guite said it is not surprising that his opponent could garner only two votes.

He said people of his constituency had promised to reward him for his good works.

The result was also evident as the opponent had no polling agent nor any supporter, he continued.

Keirao gets two electric transformers to augment power supply

IMPHAL, June 18: Two electric transformers have been installed at two different places of Keirao constituency along with erection of electric poles today, an initiative taken up by former chairman of PULF, MI Khan now the vice-president of Manipur Pradesh Trinamool Congress Committee.

It has been informed that the initiative came about following the pressures mounted by MI Khan on top officials of the Manipur State Power Distribution Corporation Limited (MSPDCL).

Today`™s installation is the first phase wherein two electric transformers of 63 KVA and 25 KVA were sanctioned along with 18 electric pole and 3½ long High Transmission wires for Keirao people.

The transformers were installed at two villages of Keirao where power supply was virtually absent for long. The power official has stretched the electric wire by using GPS method.

Of the two transformers, 63 KVA was installed at area of Keirao Makting Makha Leikai and 25 KVS transformer at Upup Kangthak village.

Speaking to media persons on the sideline of the installation function, MI Khan said that Keirao constituency apparently lack leaders and the people have been reeling under apathy of the government.

There is no drinking water facility, no health centres and over and above this was the lack of electricity, he said.

Despite the fact that the villages have been reeling under government apathy, the need for upgradations arose because of increase in population, Khan said.

Subsequently, a survey revealed that the area needed seven transformers and 140 electric poles and 10 km long HT lines, Khan added.

He further said that general secretary Keirao Kendra Muslim Development Organisation Md Gun has submitted a written application to General Menegar of MSPDCL on January 23, 2015 to provide some transformers along with poles and wires for Keirao People.

Further MI Khan as Vice-President of Manipur Pradesh Trinamool Congress Committee forwarded a letter requesting the same material.

On February 5, 2015 the official of the MSPDCL considered the appealed and conducted a survey of the area along with the assistant manager of Power Corporation Limited at Keirao Constituency. During the survey the team had inspected the area of Arapti, Urup Meitei, Urup Muslim, Keirao Makting and Keirao Muslim respectively.

Later, DGM had sanction four transformers, 70 poles and 8 Km wire (HT line) along with necessary accuracies. But due to insufficient stock only few items were sanctioned, remaining are still waited, Khan said.

Considering the importance of public needs the step for installation and erection is taken up today.

However, MI Khan clarified that there is no political gain in installing such transformers etc. It is very unfortunate that some individual are trying to hamper the transportation of goods under the influence of some political rivals.

He appealed the public to inculcate the good habits of paying electric bills timely, stop unauthorised connection etc.

Later a public awareness programme was held for using electric power at Urup Kangthak area.
