The allegation in the Asian Age daily today that the current unsettled situation in the peace initiative in the Northeast is a handiwork of certain officials in the Ministry of Home Affairs, MHA, is by all standards, grave. If true, it can only be described as cynical and scary. We will have to wait to find out if the government will institute an enquiry and get to the bottom of the charge. In all likelihood, this will be a false hope, but on the other hand, if this was a conspiracy of only a few officials, as the report seems to suggest, and not one which had the support or confidence of the government of the day, things can take a dramatic turn.

The allegation is, the MHA engineered a split in the NSCN-K and patronised the faction opposed to Khaplang to ensure that the latter leaves the peace process with the Government of India. The question is why would anybody want this? The answer, if one considers it from the vantage of realpolitik may not have had any dishonourable intent, though, as it is proving now, short-sighted and therefore doomed to fail. There are two prime reasons for suspecting this. First, Khaplang being a Myanmar domicile, it would have been out of the question for the Government of India to think of reaching any final political agreement with him. Second is the fact that the NSCN has two bitterly opposed factions, one led by Isak and Muivah and the other by Khaplang. The former is the one the Government of India is holding peace talks with and is interested in coming to a settlement, and this faction, it is anybody`™s guess would have wanted the rival Khaplang faction, which too was on ceasefire but still not holding peace talks with the government, out of the way conclusively. The MHA officials may indeed have been working towards this end in the hope that a permanent settlement can be reached with the Isak-Muivah faction, by washing its hands off with the Khaplang faction, leaving it to settle its scores with the Myanmar government.

Things, it is proving now, were never so straight forward. As Rajeev Bhattarcharyya, the Assamese journalist who along with a colleague trekked to Khaplang`™s camp, surmised in a book on his adventure titled `Rendezvous with Rebels` released earlier this year, Khaplang who is referred reverentially as Baba, is a very respected leader in his home grounds in the upper Sagaing Division of Myanmar, and his territory is today virtually a liberated zone where only the writs of his `rebel government` command respect. He is now giving sanctuary to virtually all rebel groups of the Northeast, particularly those of Assam and Manipur. In an interview by Bhattarcharyya, Khaplang also revealed as a matter-of-factly that the presence of many rebel soldiers of different communities of the Northeast, also gives him security, for the size of fraternal troops on his land is a deterrent for the Myanmar Army to think of intruding. In other words, he also has his own interest in giving sanctuary to the NE militants, apart from the idea of promoting a common liberation struggle for which purpose the rebels under his sanctuary have formed a federal rebel alliance called the United Liberation Front of Western South East Asia. The MHA and the Indian intelligence should have picked up this hint long ago, if not from anywhere else, then at least from the Bhattarcharyya`™s firsthand account of the situation in Khaplang`™s camp. Had they done so, they probably would not have gone so wrong in assessing the threat potential of Khaplang and writing him off so casually.

What must the government do now is the question which must be racking the brains of many in the MHA today after the devastating June 4 ambush in Manipur claiming the lives of 18 soldiers of the 6-Dogra and injuring many more. Currently the Army is on an all out manhunt for the attackers at the ambush site, but in all likelihood the rebels would have slipped away into Myanmar territory and safety already. Although the Army top brass have announced the operations will be people friendly, it is unlikely the villagers in the area would not be terrified. There is no transparency at all too for neither the media nor the local police are allowed to enter the area of operation now, therefore all the uncertainty. This is despite the fact that counterinsurgency operations are to be conducted under a unified command of civil police and military, at the top of which is the chief minister, Okram Ibobi. Is it because the military do not trust the local police? Even if the local police were to be kept out of the actual operations, the presence of some local uniformed personnel who speak the local language will mean a lot of difference in instilling confidence and comfort amongst the ordinary innocent villagers in the area.

BISHNUPUR, June 8: In yet another instance of poor quality maintenance in building construction in the State, a part of roof ceiling of a room on the first floor of Bishnupur District Hospital which is not even one year old since its inauguration, collapsed yesterday around 11 am.

It may be mentioned that the room is frequently used by pregnant women as a rest room.

Since the day was Sunday, there were very few people in the hospital when around 2 meter in diameter large roof plaster of the room ceiling suddenly collapsed. However, no one was injured in the incident. Had the incident been took place in other day, there would have been severe casualties.

According to some patient parties, the plaster ceiling may have collapsed due to unbalance proposition of cement and sand used in its construction. Certain part of veranda roof at the building where the Superintendent works had already been collapsed in the past.

Notably, the Bishnupur District Hospital was jointly inaugurated by Chief Minister O Ibobi; Health Minister Phungzahang Tonsing and Commerce & Industries Minister Govindas Konthoujam on July 19, 2014.

Following the incident, patient parties and people who work in the hospital urged the concern authority to look into the matter and ensure that such incident that could cause injury to the people is not occurred in future.

Speaking to media persons, somewhere in Tamenglong district, TR Aron, divulged that he has been appointed as the secretary information and publicity of the outfit while his predecessor Kd Gangmei, has been promoted to deputy secretary. Gangmei has been handed over the charge of Trade and Commerce and also Imphal area finance (collector).

Further spelling out the name of the other newly inducted office bearer of the outfit, the PRO said that Hitler a Section Officer has been put in charge of Railway (collector), Hazron Naga-Halflong area finance (collector), Angam Phaomei-regional finance incharge (Rajapuyu) and John Lungdou-Perent Nagaland collector (Rajapuyu).

The newly appointed officers of the outfit will be working under the supervision of R Adon, Sourthern finance incharge.

Meanwhile, reiterating on the ideology of the outfit TR Aron said that NSCN Reformation was formed to bring reform not only for Nagas but the entire community residing in the region adding that to bring about the reformation a `social change` is must.

However, the JAC formed in connection with the incident has refused to accept the body until the culprits involved in the `ghastly crime`™ are punished by the authorities.

25-year-old Rebika`™s body was found with tell-tale signs of apparent murder after rape from Amurou Macha Loukon, Heirok Part III Kabo Leikai under Heirok Police Station in Thoubal district yesterday.

Speaking to media persons at the Manipur Press Club today, JAC advisor Laishram Mandir said they will never demand ex-gratia for the deceased and will not accept the body until the main culprits are arrested and punished according to the law.

Meanwhile, the main accused, Tekcham Yaima son of Shyam of Wangjing Tekcham Leikai has been remanded to six days of further police custody by the CJM, Thoubal today.

Yaima was arrested by the police yesterday itself and produced before the court today.

On the other hand, a public meeting was also convened today at the Heirok Part II, Mayai Leikai Primary School ground.

The public meeting resolved to put several demands before the government which include that the police department should arrest all culprits involved in the crime and produce them within two days and a charge-sheet on the case should be filed within 20 days.

Other demands also include that the government should set up a special court in connection to the case and its trial should be conducted on a day-to-day basis.

The public also demanded that the trial should conclude within 25 days, death sentences awarded to the culprits, amendment of law in Rebika`™s name to ensure that justice in such cases are delivered speedily.

The public has also demanded that the government should provide an assurance to the public that it will not allow any such crime and violence against women and children to happen again in the State.

It was also resolved during the meeting to demand for the setting up of a Crime Free Memorial park in Rebika`™s name in Heirok and that in case the demands are not met within two days time, the Heirok public will launch several kinds of agitation

It may also be mentioned that during the public meeting, the road connecting Heirok to Wangjing was also blocked. Several women organisations also attended the meeting.

NIA official team visits ambush site

IMPHAL, June 7: The National Investigation Agency official team which had arrived in the State yesterday visited the June 4 ambush site in Chandel district as part of its investigation.

IMPHAL, June 7: The National Investigation Agency official team which had arrived in the State yesterday visited the June 4 ambush site in Chandel district as part of its investigation.

According to sources, a day after the Thursday morning ambush laid by an NSCN (K) led combined team of underground outfits, Union Home Minister Rajnath Singh presided over a high-level meeting on Friday in the national capital and not only condemned the incident but also ordered the NIA to conduct an investigation.

Following the order, a high level official team of the investigating agency arrived in the State yesterday.

Sources also informed that Tengnoupal SDPO Sadananda, who is the investigation officer of the case taken up by the Tengnoupal Police in connection with the ambush, guided the NIA team during the ambush site visit.

The Police-NIA team visited the area in the afternoon and initiated their investigation, sources informed.

The NIA team will also continue with their investigation during the combing operation of the security forces conducted in the area for which both civilians and media persons have been denied entry into the area at the moment.

However, since the NIA investigation is in its initial stage, no findings were revealed, according to the source.

Meanwhile, according to a reliable source, security forces have recovered an AK-series rifle, empty cases and empty shells of lathod gun from the ambush site during the combing operation which has been continuing still since the ambush.

However, there has been no report of any arrest made in connection with the incident, and at the same time the security forces conducting the combing operation haven`™t issued any official statement of the operation till date.

It may be mentioned that during the ambush, 18 personnel of the 6 Dogra Regiment including an assistant commandant were killed by militants.

IMPHAL, June 7: In a story that could have come straight out of a Bollywood romance formula film, a young couple is being chased by their parents using whatever influence and means they have. According to statements of the troubled newlyweds, the villain in this true story appears to be an MP of Assam and some officials of the Imphal Police Station, exposing in their actions the nexus amongst people holding high office.

Incumbent MP of All India United Democratic Front (AIUDF), Maulana Badaruddin Ajmal has misused his political authority, he has fabricated charges of abduction to the Chief Minister of Manipur, Okram Ibobi Singh regarding a case of elopement. Manipur police has also been pressurized by the MP to search and arrest a married couple.

The charges have been made to the media today by Archiya Habib, 18, daughter of Md Chaidul Islam of Kamrup, Assam and her husband Shabaz Ahmed, 24, son of Samsuddin Ahmed of Amingao village, Kamrup district of Assam. According to the statement of the couple, they have been courting each other for the past year and finally decided to get married. As family members of the girl was against the marriage, they had made plans to get married in the court of the marriage officer of Kamrup district without knowledge of their parents. The court marriage was then conducted on April, 24 last.

Later, Shabaz Ahmed, the husband, came to Imphal on a business trip on May 20. He was staying with a friend at Khagempalli area. Archiya Habib also left her home and took a flight to Imphal on May 29. There, she was united with her husband and stayed at a friend`™s place. Afterwards, they informed their parents not to worry and that they were safe and sound at Imphal. A `Nikkah`™(Marriage) as per Muslim law was observed on the same day at Jamiatul Ulama at Babupara, Manipur.

Then, parents of the couple namely Dr Chaidul Islam and Samsuddin Ahmed came to meet them on June 2. They had assured the couple that both parents have agreed to the marriage and to come back with them to Assam, as the proper marriage could take place. At the time, the girl doubted the intentions of her father and had asked him to write a signed assurance that no harm would befall her and her husband or his family members, that her father would bear sole responsibility if any untoward incident occurred to the mentioned.( She had been informed that a case has been lodged against her husband on charges of abduction at Dispur police station).

Dr Chaidul then refused to give the assurance stating that such a stance of her daughter was outrageous. He verbally abused and had threatened her in presence of her husband and family members, friends etc. A person who came with the girl`™s father also had threatened to kill the couple at the spot and no one could anything to them. This was the first sign that her father did not have good intentions. Later, her father along with the boy`™s father left the place. They had thanked the local person for taking good care of their daughter.

Afterwards, the father called up MP, Maulana Badaruddin Ajmal to help in this matter ( Dr Chaidul works as Managing Director at the hospital which the MP owns, namely Haji Abdul Majid Memorial Hospital at Nagaon, Hojai). On June 4, the MP came to Imphal along with his entourage and stayed at Hotel Classic. He had talked over the phone with Archiya promising that nothing would happen to the couple and they would be married by the MP himself.

`First we believed the Maulana, as he was a man of God ! But, we came to know later that he had called up the Kaji(Priest) who married us and had threatened him for performing the Nikkah. So, we has our apprehensions to go to him,` Archiya said. Then, some local friends representing the couple went to meet the MP at Hotel Classic. They were told that the marriage would be performed after the boy and girl have stayed with their parents for a week. Someone among the MP`™s entourage had hinted the locals that they only wanted the girl and not the boy and there would be an `incentive`™ for making the couple agree.

As such, the couple did not go for the arranged appointment as the motive of the MP was doubtful. On June 5, the MP along with one local MLA and some friends met the Chief Minister, Okram Ibobi Singh. Badaruddin then had intimated the Chief Minister that the girl was abducted, it was learnt from reliable sources that the matter was intimated by the CM to other top level police officers of the Imphal Police Station. Then, a police hunt for the couple started.

A police team came that evening to the Khagempalli residence, where the couple was put up by their friends. As the duo was not found, the lady investigating officer had rudely told the local family members `why they were protecting Assamese people?`™ This officer had summoned a local couple who was sheltering the Assamese duo to come to the police station the next day. She has insisted that Shabaz and Archiya should come to the police station by 2 pm of July 5.

Archiya Habib had moved a domestic case against her parents at the Chief Judicial Magistrate of Imphal West under section 23 of the Protection of Women from Domestic Violence Act, 2005. The magistrate has passed an interim relief for Archiya and a copy of the order was sent to the OC of Imphal Police Station, Mr Shantikumar. Some lawyers who had submitted the papers on behalf of Archiya was questioned by the inspector and asked of her whereabouts. The lawyer also told him that the couple was at the Paona Bazar office of Human Rights Law Network.

After half an hour, a huge police team along with some Assamese people rushed into the lawyers office and conducted a search operation inside the office and other adjoining rooms. But, the couple had already fled the premises. Afterwards, a police team came to the residence of one Mr Dicky of Khagempalli Panthak. The combined Assam and Manipuri police searched the house, questioned the women of the house and took phone numbers. One policeman had even harassed the women of the house saying that `it remains to be seen how influential your family is!`™

Later, this reporter was approached by the couple to help them as they were going to be forcibly taken away by the MP with the strong arm tactics of Manipur Police. On June 6, Imphal Free Press called up the MP and asked him of his role, but he insisted that his name should not appear in the media and he had come only to help in the matter.The next day, the MP left Imphal. Even then, it was found that the Police was constantly keeping up pressure to catch the couple.

`Despite all this, father came and refused to give written assurance, later the MP utilizing his political power and money power came to Imphal, we have been threatened by the police and have been searching for us, we suspect that they have been paid off, despite all the evidence , my statements to court etc. why are they constantly harassing us. We have deposed before Police in form of an affidavit through the Oath Commisioner on June 1 last, that I have not been abducted and we are husband and wife.` Archiya said.

The duo further said, `Is this the way that politicians care for the public, isn`™t the police there to help the innocent, to protect us ? In this democratic country, don`™t we have the right to live our own lives the way we want? We have lost trust in the judiciary, the police due to their actions. We humbly appeal to the press to carry the message of truth, so that people like us do not suffer in future from such misuse of authority.` The couple is presently filing a petition at Manipur High Court to seek protection and recognition of their marital status. They are still in hiding.

The police department refrains from commenting on this case.

IMPHAL, June 7: The International Youth Fellowship (IYF) is all set to showcase an IYF Artiste concert at the State Maharaja Chandrakirti Auditorium on June 10 and 11, said director IYF, Hyderabad Issac Kim today during a press meet held at Manipur Press Club, Imphal.

He said that 60 artists from Korea will perform along with another 50 artists from the India. The South Korean choir group known as The Gracias Choir is the recipient of first prize in 2015 Marktoberdorf International Chamber Choir Competition held at Germany.

Director IYF Banglore Thomas Henderson said that IYF conducts such international events to provide the youth with a larger platform for cultural exchange.

He said that IYF is ready to have a branch in Manipur which will be initiated after the event and for the purpose the founder of IYF Ocksoo Park will visit the State on the opening day of the grand event.

He lauded that State government for giving approval to the grand event and said that it will be a gateway building to better relationship between the State and outside.

He also said that there is a tentative programme to have a study centre in the Manipur University through which youths from the state could be able to have larger exposure overseas.

IMPHAL, June 7: Almost a week after the June 1 Autonomous District Council election, a chief agent of an independent candidate S Sailenthang Bosco Kom of 23-Nongmaijing Sadar Hills 44- Saikul has alleged that the wife of Congress candidate Dominic and his supporters had harassed voters from three villages who had come out to vote.

Speaking to media persons at the Manipur Press Club, Sailenthang`™s chief agent G Lansailung said villagers of the Laipharok Maring Village, Iril Kabui Chingdang Village and Touramphai Village in Senapati district who had come out to vote were harassed and assaulted by the supporters and the Congress candidate`™s wife at polling station 23/3 Sandangsemba, 23/4 Lemba Khul and 23/2 Waithou Chiru on June 1.

Most of the villagers who were women were threatened against voting at 23/4 Sandangsenba, he alleged.

He continued that the reported number of 1021 votes cast out of 1040 in the polling station is not the correct figure as the villagers were not allowed to cast their votes.

He said the action of the Congress workers is lamentable and unfortunate and cannot be taken lightly by the government.

He further demanded for an alternate polling station at Laipharok Maring Village for them.

Lansailung also alleged that the presiding officer of 23/2 Waithou Chiru polling station, L Biren Tangkhul was absent from his polling station during which BJP supporters allegedly captured the booth after which re-poll was necessitated in the polling station and as such the government should take action against him.

He claimed Biren Tangkhul had gone 23/4 Lemba Khul Polling Station to cast his vote.

He further claimed that supporters of the independent candidate who were returning home after casting their votes were also assaulted by unknown miscreants during the re-poll yesterday.

Such unwanted incidents occurred at 23/3 Sandangsenba, 23/4 Lemba Khul and 23/2 Waithou Chiru polling stations, he said.

A conclave for promotion and bringing media focus on the Northeast, an initiative of Rotary International District 3240 and hosted by Rotary Club of Gauhati West under the theme `Light up the North East` which concluded yesterday at the city`™s brand new 5-star Radison Blu Hotel, threw up some valuable insights into the way the media functions, and also on certain insecurities the Northeast suffers from. The discussions were generally on the way the national media portrays the Northeast and little about the state of the media within the Northeast, in particular the working conditions of local journalists by and large. Though this is unfortunate, it is understandable, for a single day workshop on such a large issue could not have touched on every aspect of the media in the Northeast.

What was however interesting was, there seemed to be an immense concern of what was unanimously seen as a grossly inadequate and lopsided coverage of the Northeast and its issues in what are called the national media. The discussions were expectedly flooded with the dreary old arguments of the national media, interested as they are only in catching eyeballs, normally go for the sensational and exotic thereby always managing to give a skewed picture of the Northeast. But if attentive listeners were able not to fall asleep through the routine chants of these homilies, there were new insights to be had too, including from these homilies. Why are important issues of the Northeast not newsworthy enough to the rest of the country? Or to put it another way, why are important issues of the Northeast deemed not important for the rest of the country? It would be wrong to blame the national media alone for this either, for the media, as everywhere else caters to popular demands. Any student of journalism would know how this relationship between media and audience is determined by the thumb rule of the `five Ws and one H` (the `Ws` and `H` standing for `who, when, what, where, why and how). In other words, the Northeast does not evoke public interest so much for the media to take interest in it. Many remedial measures came up, some again repetition of old homilies and others very sound and refreshing. The best of these, in our opinion was not to wait and plead for the national media`™s attention, but to strengthen the media in the Northeast, both in terms of steeling the local media, as well as Northeast journalists penetrating the national media at the decision making and agenda setting levels. This however can only be achieved through elaborate and long term strategies. It would be good if the media leadership in Manipur too take note of this and begin to think of ways to facilitate such an outcome.

Meanwhile, to go back to the question of the lack of the national public interest, therefore also national media interest in the Northeast, perhaps it would be helpful to refer back to Benedict Anderson`™s 1982 classic `Imagined Communities`, where he argues the nation is an imagined community. An individual can at the best have 100 to 200 actual friends he can remember and also desires to be in touch with. Anderson`™s book of course was written before facebook and other digital social networking sites where an individual can have many more `friends` than he personally knows. But even the largest social networking community would be dwarfed in comparison to a national community. As for instance, in India, a nation of over 1.2 billion people, every citizen is supposed to be bound by the imagined community of being Indian and have concerns about each other. One of the binding threads of such an imagined community, Anderson notes, is the national media. When the national community and the national media have little or no interest in any region, it implies that the region in question has fallen off the psychological map of concern of the nation. This should explain why the national community and national media become concerned of the Northeast only when insurgency violence hits out at the Indian State and its institutions. In other words, the responsibility for bridging this psychological disconnect between what is mainstream India and the Northeast, is heavier on the mainstream than the Northeast. Therefore, the emphasis of nation building endeavours cannot justifiably be carried out solely under the tired and charmless slogan calling for the Northeast to join the mainstream. It should instead be for the mainstream to join the Northeast.

TO ALL THE CONCERNED PERSONS
(1) Instability and unrest are prevailing in India due to political economic constraints and the lack of the skill to build a stable country. As a result, various forms of unrests are persistent.
(2) No one happily embraces war. However, it is an open secret that the war between the rebels and the Indian army, which have lasted for more than 50 years, is a reflection of the political and economic constraints and the instability.
(3) It is known to many that several innocent civilians are victims of this war. This fact have been acknowledged by the Government of India constituted commissions, civil society reports, the United Nations and other international human rights bodies.
(4) Many peoples, for decades, have been urging upon those who revolt and those who carry out counter-rebellion to respect human rights. On the other hand, acknowledging the pains at the killings of either the rebels or the Indian army and the grievances of the respective survivor families, many have been demanding an end to this war. It is unfortunate that, this call for peace has not been respected by the political leaders who on their part have failed to bring a peaceful democratic solution.
(5) The recent ambush on the Indian Army by some rebel groups on June 4, 2015 in Manipur’s Chandel district and the Indian army’s retaliation in the form of a combing operation are not new phenomenon. These are the manifestations of the never ending war situation.
(6) Whether the Indian army would courageously and consistently fight against the rebels or not and under what tactics will be the political decision of the Government of India. However, it is the concern and voice of the people that unarmed civilians should not be the object of target and that the onus should not be imposed upon them when the two armed groups are in conflict.
(7) We feel that the ongoing combing operation is an emotive revenge following the ambush. The armed rebels must have fled; but the onus is being imposed on the villagers who live in and around the battlefield. It is similar to a situation when two vehicles met with an accident and the blame was on those who were living near the accident site. There were instances in the past, when the Indian army killed some rebels in a village and the rebels held the villagers responsible for it. The two characters are similar. We disagree with it.
(8) The ongoing operation in Chandel since 4 June, 2015 have sieged several villagers and we can feel their fear and grievances. In this situation the Indian army need to create a good impression about itself, within India and internationally, by making the combing operation more transparent and publicly accountable. We can understand the emotive sentiment of the Indian army and the hyper-nationalism circulated in the social media. However, it is advisable that they must not keep the people totally dark about the condition of the villagers; but allow the media and respectable civil societies to get access to the sieged villages.
(8) The removal of the restrictions on the entry of media and respectable civil societies will overcome the fear and grievances of the concerned villagers whose communication with the outside world have been cut off.
(9) We want peace: Ensure the security, rights and integrity of civilians during war.

LAMKA, June 7: In a rare feat of courage and extreme act of bravery, two teenagers, Thangliankhai son of Thangkhanmung of Mission Veng and Paubiakmuan son of Khaikhup of Zomi Colony who were playing football rescued a two-year old boy and his three year old sister from inside their burning house, late yesterday evening.

The two children were inside as their mother had bolted the door so that they were unable to come out when a fire suddenly erupted engulfing the whole house.

Although the two siblings were saved, the rented residence of Joy Lalmuan, 28 son of Ngaka has been completely gutted by the inferno. However, the source of the fire is yet to be identified, although a faulty electric circuit is believed to have caused the fire.

Speaking to IFP, the two boys said they were playing football near the house when they heard children crying.

When they checked, they found black smoke billowing out of the house which was already on fire, the two said.

Seeing the fire, they rushed to the house and break open the door to enter in the house.

`We know that it would be very risky but the cries of the children made us to enter the house and save them,` they echoed.

`Luckily, there were no harm to the little kids and us,` one of them said.

Joy`™s wife Momoi, 25 said she had gone out to fetch water and had bolted the door from outside living his two babies inside, however all of a sudden the fire engulfed the whole structure.

The fire could have been more disastrous if the families gas cylinder was not empty, she said.

The fire must have destroyed property worth around Rs 3.5 lakhs, according to locals.

Meanwhile, the family is staying at the moment with their relatives at Tuibuang Village.

The grandfather of the children, Ngaka told IFP that in all the confusion due to the fire, his family is unable to still meet the two boys and thank them for their bravery.

`However, our gratitude for them is boundless, without them my grandchildren would not have survived the fire,` he said.

He further thanked the local neighbours and fire brigade team for helping the family douse the fire.

An environmental awareness programme along with painting competition was organized at the school to spread the message to save rivers. All the students of the school were participated at the event. Strong team of twelve volunteers gave an interactive awareness to the students regarding the environment pollution and its remedies. Teachers of the school enthusiastically supported the programme for giving awareness and encouragement to the students for saving our environment in action and with good intention. The brand ambassador of NECEER, Imphal, Manipuri Film Actress, Tonthoi Leishangthem lead the programme. She appeal to the students and teachers to connect to our ancestral lifelines, the “rivers” and conserve them for our future generations. IMPHAL, June 6: After three MLAs of All India Trinamool Congress (AITC) were disqualified by a sensational judgement passed by the Speaker`™s Tribunal on May 27 last invoking the anti-defection law also known as Tenth Schedule of Indian Constitution, the Tribunal of Manipur Legislative Assembly has fixed next hearing of the disqualification case against AITC MLA of Konthoujam Constituency K Sharat Singh and LJP MLA of Langthabal Constituency K Shyam Singh on June 20.

As scheduled earlier, hearing of the four disqualification cases against the two MLAs at the Speaker`™s Tribunal at the Secretariat of the Assembly began at 10.30 am by including the cases into the cause list. Morning session of the hearing continued till 1.15 pm. After a break, the hearing again started at 2 pm and continued till 4 pm.

The first case put up before the tribunal for hearing was of the Disqualification Case No 7 of 2014 (Th Shyamkumar Singh v/s K Sharat Singh). The case was filed by president of AITC Th Shyamkumar who is also the MLA of Andro Constituency seeking disqualification of MLA K Sharat under the Tenth Schedule of Indian Constitution.

During the hearing, respondent of the case, MLA Sharat admitted before the court that his earlier counsel advocate A Romenkumar has been replaced by advocate N Jolendro and pleaded to give six weeks time to replace and re-file the affidavit and documents submitted to the court through his former counsel.

He also informed the court that the petition (Case No WP (C) No 436 of 2015) filed at the High Court of Manipur by him challenging the ruling passed by the Speaker`™s tribunal on May 5 last is still pending.

Counsels of the petitioner of the case did not object to the prayer of the respondent. However, the tribunal reduced the six weeks time sought by the respondent to two weeks and fixed the next hearing of the case on June 20.

The second case put up for hearing before the Speaker`™s tribunal was of the three different disqualification cases against MLA of Langthabal Constituency K Shyam.

The cases are Disqualification No 14 of 2014 (K Sharatchandra Sharma v/s K Shyam); Disqualification Case No 15 of 2014 (N Momon v/s K Shyam) and Disqualification Case No 16 of 2014 (Kh Vimal Singh v/s K Shyam).

Petitioners of the pending three disqualification cases against MLA K Shyam Singh collectively pleaded before the tribunal to give two weeks time on personal ground.

The prayer of the three petitioners was not objected by the respondents of the cases. Accordingly, the Speaker`™s tribunal fixed next hearing of the cases on June 20.

Speaking to media persons from the State accompanying the BJYM team in front of the CBI office, New Delhi today, president of the youth morcha, Oinam Malesh said the report was submitted with the appeal to conduct a proper investigation into the failures of the MI projects and schemes in Manipur.

The report was filed following several field inspection of the schemes and projects in the State by the BJYM, he said.

Projects of the Minor Irrigation have been a failure in the State for the past 13 years and needs proper investigation, he said.

The BJYM will also submit the report with supporting documents to initiate investigations, he said.

The report will also be supported to BJP national general secretary organisation Ram Lal, he continued.

He said the report includes appeal to stop further sanctioning of funds for Minor Irrigation in Manipur until a Central team conducts a field visit of the sites.

The BJYM will also appeal to the Union Minister of Water Resources to send a central ministry team to conduct an investigation of the MI schemes in the State, Malesh said.

BJYM vice president Yumnam Gopi said they have got an appointment to meet Union Minister Uma Bharati on Monday and we will submit the report to the Union Minister also.

He said the team will further visit Gujarat to witness the water harvesting an ground water management system taken up in the State and try to bring the same model of water harvesting and ground water management in Gujarat to Manipur.

The team left Imphal on June 5.

At 20/1 Chongpikot polling station in 20 Sangang DCC, 790 of the 1071 voters had voted by 3:30pm. However, a press team witness that workers of the Congress stood guard at the two main exits of the station. They were allegedly supported by cadres of the KLA, who threatened the media team for trying to take pictures. Some of them were also visibly drunk and warned the media with dire consequences.

However, with more than 100 policemen including women personnel standing guard at the polling station and supported by a mobile team of the 7 Assam Rifles, there were not much disturbances.

The police had a tough time as many supporters of several candidates coming in to cast proxy votes.

In the afternoon around 2, a police team led by the SDPO Churachandpur cleared the booth area and screened anyone coming in to cast proxy votes.

Women voters from Gangpizang Village alleged that Congress workers tried to stop them from casting their votes.

In other polling stations where re-poll was conducted like at Tollen polling station, there were no disturbances.

Although there were some rumour of booth capture at 12-Lanva DCC and Buallian Village of Henglep sub-division, the media team on reaching the said polling stations found no disturbances.

The 15 polling stations in Churachandpur where re-poll was conducted today are five in 6-Parbung, one in 4-Chongkhozou, one in 8-Senvon, one in 12-Lanva, two in 13-Kholmun, two in 14-Tuibuang, one at CCpur 20-Sagang and one at Henglep`™s 2-Leimatak.

IMPHAL, June 6: In an apparent case of the rising crime against women in the state, a woman was found brutally murdered allegedly after being raped by a man who happened to be a husband at Amurou Macha Loukon, Heirok Part III Kabo Leikai under Heirok Police Station in Thoubal district today morning.

The deceased has been identified as Ningthoujam Rebika Chanu, 25 daughter of Late N Ingo of Heirok Part II Tomal Makhong. She is the third of four siblings.

According to reports, the dead body was come across by some workers who went to the area to perform daily activities. At the time of the recovery of the body, the private part of the deceased was found in such a condition that a stick was inserted into it after being raped. Wound mark was also found on the body`™s neck believed to have caused by placing a heavy object for long. Injury mark was also found on the left face assumed to be cut by a pointed object.

On receiving the shocking news, a team of police led by SP Thoubal K Radheshyam came in to the area to enquire the incident.

Meanwhile, irate locals have torched the residential house of the rapist who is identified as Tekcham Jasraj, 24 alias Yaima son of T Shyam of Wangjing Tekcham Leikai. He has been arrested by a team of Yairipok Police led by its SDPO Sh Hemanta from Yairipok Bazar today around 10 am.

Residential houses of another two persons involved in the rape and murder of the woman were also burnt down by the locals. The two accused have been identified as Ningthoujam Bisojit, 29 alias Bise son of Late N Tombi of Wangjing Tekcham Leikai and his nephew Robinson, 27 alias Kokngang. He is staying along with his mother at the residence of his grandfather.

There is no news of arrest of the two accused till the time of filing this report.

Meanwhile, a Joint Action Committee has been formed in connection with the incident. Subsequently, the JAC has submitted a memorandum to the Chief Minister through Education Minister M Okendro who is the local MLA this night demanding death penalty of the all the accused involved in the rape and murder of Rebika at the earliest.

In the memorandum, the JAC also resolved to not accept the dead body of Rebika till the government produce all the accused involved in the brutal act within 24 hours.

Speaking to media persons, Manitombi, mother of the deceased said that Rebika went out of the house at around 7.30 pm to see Watermelon Festival at Heirok Part II Mikhappi Loukon along with her aunty, Sakmacha and sister-in-law Thasana.

The aggrieved mother narrated that Rebika once told her that she was in a relationship with the main accused Jasraj but did not know that he is already married.

She claimed that Rebika was with Jasraj at the venue of the Watermelon Festival yesterday.

Jasraj works as a mason engaged in the construction of a house belonging to a rice agent identified as Liklai near Heirok CHC while Bisojit is the head mistry of the construction work, she informed.

When Rebika failed to return back home till late at night around 11 pm, everyone in the family thought that she had been eloped with Jasraj. But shockingly, she was found raped and murdered inhumanely next morning, said Manitombi with tears rolling down from her eyes.

Meanwhile, a joint meeting of womenfolk and clubs of Wangjing Tekcham Leikai convened today evening has unanimously resolved to banish the accused involved in the rape and murder of Rebika from the locality.

Meanwhile, an FIR 7 (6) 2015, Heirok PS u/s 302/376 34 IPC has been filed against the accused.

Replying to queries from the media on the loss of agricultural products due to absence of cold storage facilities in the State during a press conference held today at his Old Secretariat office chamber, Gaikhangam said Manipur is still a power buying State, however, in the coming years the power supply will be improved for the State to install cold storage facilities in every district.

Gaikhangam also appealed to the public to take part in the upcoming 1st Manipur National Horticulture Expo to be held from June 11 to 13 at the Hapta Kangjeibung and Manipur Film Development Corporation simultaneously.

The expo is being organised by the State Horticulture Mission, department of Horticulture and Soil Conservation.

Appealing to the public to visit the expo, he said this will be the first time that an expo related to horticulture and agriculture is being held in the State.

He continued that the expo will have 31 stalls from outside the State, 19 from the State and 10 nurseries exhibiting outside the expo-pavillion.

The expo will also have five private farming and machinery companies, three banks SBI, AXIS and NABARD, two universities Central Agriculture University and ICR, he said.

Two State government departments Agriculture and Forest will also have stalls in the expo, he said adding that 20 subject experts including scientists and resource persons from all over the country will mentor the expo.

Gaikhangam also asserted that workshops on Strengthening Horticulture development for Enhancing Productivity, Quality and sustainable Livelihood will be conducted during the expo.

He said that the expo will certainly bring a change in bringing sustainable livelihood through horticulture products to the farmers in particular.

Speaking after the wreath laying ceremony in honour of the 18 slain soldiers, he said the ongoing operation in the ambush site to flush out the attackers of the deadly June 4 ambush will be `people friendly.`

He said it was neither the failure of intelligence nor a security lapse on the part of the army. Various such attacks have been averted and foiled in the past acting on intelligence inputs, he added.

The army`™s presence is to ensure that the people of Manipur live in peace and not to usher war, he asserted.

We will ensure that the insurgent groups will not harass the people of the state, he said.

On retaliation he said, one of the militants has been killed.

We will certainly take measures to ensure that the perpetrators of this crime are booked and taken to task, he continued.

`We are also looking for people who are extending open support to these militants`™ he warned adding further that such supporters will be apprehended as well.

We are not in favour of creating hardship for the people and the ongoing operation will be mindful of creating minimum hardship to the people, he claimed.

Regarding the issue of the porous international border he said, we have various crossing places, 16 km of free movement strip and permits for people to cross over the borders.

However we need to exercise stricter control now and tighten the border, since some of the insurgent groups have taken advantage of these factors, he contiuned.

We have asked the State government to imposed night curfews from dusk to dawn, along the 3 km belt border. It will enable us to conduct our operation on the border area by filtering the civilians, he added.

Border is already sealed in the cordoned area and operation is still in progress to ensure that we arrest the perpetrators before they exit to some other place, Lieutenant General Bipin Rawat asserted.

He continued media has been denied access till date and it is intended to facilitate the operation since it is still sensitive and strategically not feasible to invite media yet.

Several media persons voiced concerns regarding the denial from the ongoing operation in civilian areas to which he assured that information will be channeled.

Meanwhile, it may be added that media has been denied entry in the cordoned area ever since the ambush.

A reliable source has also informed that in some villages, combing operation has started.

In these villages, men and women have been segregated and mobile phones impounded by the security forces.

Meanwhile, a source has added that a NIA team has arrived in the State to investigate the ambush.

KANGPOKPI, June 6: Re-poll at 18 polling stations in Sadar Hills including 16 in Saikul AC and 2 in Kangpokpi AC reportedly concluded peacefully with a remarkable 87.28 percent voter turn-out today.

Repoll was conducted at 18 Polling Station in Sadar Hills with tight security from 7 am till 4:30 pm.

All polling officials and security personnel deployed in the 18 polling stations have already arrived at the ADC/DEO Sadar Hills and submitted their respective ballot boxes and documents to the concerned authority.

However, a reliable source reported that villagers of Ankhumbung blocked the entry gate towards 19/4 Ankhumbung Polling Station and did not allowed voters from other villages to cast their votes while similar incident has also been reported at 19/7 Yongba Langkhong under Saikul AC.

It is worth mentioning that out of 690 votes at 19/4 Ankhumbung Polling Booth there are only 80 valid voters in Ankhumbung village while the rest are from the adjoining villages who have been allegedly restricted entry in the polling station at the entry gate blocked by the said villagers.

Interestingly, out of 690 votes at 19/4 Ankhumbung Polling Station a total of 675 votes has been casted in today while 19/7 Yongba Langkhong Polling Station out of 516 votes a total of 510 votes has been casted.

Repoll was conducted today at 16/1 (Molkon-W/W), 16/2(Molkon-E/W), 17/2(Maojang), 19/4(Ankhumbung), 19/5(Thangal Surung), 19/7(Yongba Langkhong), 20/5 (H.Champhai), 21/1(Khamenlok), 22/1(Silent), 22/4(Island), 22/5(Kamuching), 22/6 (Leirok Vaiphei), 23/2(Waithou Chiru), 23/6(Terakhong), 24/1(Kamu Saichang) and 24/4(Salam Patong) in Saikul AC while 3/5(Thonglang Atongba) and 6/3(Lower Thanamba) in Kangpokpi AC in Sadar Hills.

Till filing of this report no other poll related violence and unfair practice has been reported.
