IMPHAL, June 6: Re-poll was also conducted at 20/6 Champhai which is under 20 Maphao of Saikul AC. The casting of vote began from 7 am till 4 pm and the vote percentages reached up to 57.9 till 9:51 am this morning and no untoward incident was reported.

The Champhai polling stations has 30 household with 692 voters.

It may be noted that the election commission ordered for fresh poll at 20/6 Champhai, following snatching of ballot box by Congress candidate Lunkhohen Haokip, on May 31 midnight. Soon after the incident came to light the BJP team along with Assam Rifle rushed to Lunkhoken`™s residence and rescued the ballot box.

Meanwhile, BJP candidate M Daniel of 19/6 Jougangtek polling station, Tamenglong ADC demanded for another re-poll alleging that proxing voting had been done by one Hangkhopao Haokip, village chief of Joujangtek.

It has been reported that the villagers chief and some of the congress worker, casted the vote before 7am.

Re-poll was conducted at Joujangtek for staining the ballot papers using ink by Hangkhopao Haokip. The incident was carried out after Deputy CM`™s PRO John Pamei with commando escort surrounded the area.

On the other hand in polling station of Irang 3/5 of Irang part 1 under Kangpokpi Dolang DCC the Congress worker tried to snatch the ballot box.

Following the incident, angry voters erupted and tried to disrupt voting process however the situation was taken under control with the AR personnel firing blank rounds in the air.

In Senapati district under Saikul subdivision, re-poll was held at the 24/4 Salam Patong UJB School polling station under 24 Bongbal Khulen DCC. Of the total 586 voters 290 are female and 296 are male.

Till 3pm the voters turn was recorded 88 percent altogether 520 voters including 275 are male and 245 female voters.

The following is an article by Lt. Col. H. Bhuban, author of the book `Merger of Manipur` . We are reproducing this article published in the IFP 15 years ago as a homage to the respected ex-Army officer, who was also minister under the Wahengbam Nipamacha Singh MSCP ministry, a state party which is now defunct. The maverick who is also known for his scholarly researches into the history of Manipur of the colonial period,breathed his last recently.

There has been a strong notion of recent origin in Manipur that the State became independent from midnight of 15 August 1947, when the suzerainty of His Majesty (of the United Kingdom) over Indian states lapsed and further that this independent status was lost from the noon of 15 October 1949, when Manipur got merged into the erstwhile Dominion of India. There is no denying that Maharaja Bodhchandra Singh was coerced into signing the Merger Agreement after long and tiresome parleys of four days (18-21 September 1949) at Shillong. In fact, he was virtually put under house arrest at his Redlands Palace, Shillong by a guard of Jat Regiment, on the pretext of VIP security. His plea that he did not need Army Security, since he brought his own guard of State Military Police, fell on deaf ears.

The strongest point of argument of Manipur independence theorists is that any agreement/accord/confession made under duress or pressure is illegal and untenable in the eyes of law. Hence, Manipur Merger Agreement signed by the Maharaja under house arrest was and is still untenable and unlawful, since Maharaja Bodhchandra Singh was coerced into signing it.

The main point of the Maharaja`™s reluctance to sign on the dotted line was that he needed to go to Manipur to consult his people and apprise his government, since a constitutionally elected government existed in Manipur. He promised to come again to Shillong, soonest.

On the other hand, the pressure of Delhi on Shillong was that time for execution of Merger Agreements for the last three Princely States (Manipur included) was fast running out and that the Manipur Merger Agreement should be got signed immediately and now, and that the Maharaja should be allowed to leave Shillong. This hurry was necessitated because the Dominion of India was to become Republic of India on 26 January 1950, which was just four months away. There were lots of loose ends to be tied up like the number of parliamentary seats in Lok Sabha and in Rajya Sabha from Manipur, the status of Manipur after merger, the kind of administrative arrangements for Manipur in post merger period etc.

Obviously, Delhi was in a frantic hurry. The meeting with Governor Sri Prakasa on the first day, 18 September, ended abruptly, as the Maharaja got emotionally super-charged, when Nari Rustomji, Advisor to Governor unceremoniously and abruptly produced the Manipur Merger Agreement (first draft) for signature. The Maharaja was in the same plight as experienced by Dr. Ha`cha, the President of Czechoslovakia, when he was bullied by Hitler for signing the merger of his country into Germany, on the morning of 15 March 1939. Dr. Ha`cha fainted and Nazi leaders and doctors go panicky that he might die. It was possible that Sri Prakasa might have panicked or felt embarrassed.

On the second day, 19 September, despite an appointment, the Maharaja did not go to meet the Governor. On the contrary, His Highness informed Sri Prakasa of his intention to go back to Manipur. Thereafter, a ding-dong exchange of letters took place between Governor Secretariat and Red Lands Rajbari. Ultimately, by evening the Maharaja gave up his plan of returning to Imphal and agreed to meet the Governor on the next day (20 September) as proposed. Incidentally, it may be mentioned here that neither the Red Lands Rajbari nor the La Chateau Rajbari in Shillong had telephones.

In the evening of 19 September, one Sri Das Gupta, who was earlier Superintendent of Police, (whole of) Manipur, called on the Maharaja. He was, at that point of time, S.P. (CID) at Shillong. Das Gupta politely informed the Maharaja that if he did not agree to sign the Merger Agreement, the Dominion Government of India could and would make someone else as Maharaja, who would sign the Merger Agreement. So, the loss would be that of Bodhchandra, in person. Das Gupta was right because the Dominion Government of India as successor to the earlier British Government of India inherited all rights, privileges and obligations to Treaties/Agreements/Grants/Sufferances/Usages etc. and hence Maharaja Bodhchandra Singh could be removed on account of disloyalty to India and he be replaced by someone.

As per the Sanad granted to Churachand (father of Maharaja Bodhchandra) to be the Chief of Manipur State (after Manipur lost the Anglo-Manipuri War of 1891), vide Government of India, Foreign Department Notification No. 1862 E, dated Simla, the 18 September 1891, it was clearly stated that `the Chiefship of Manipur State and the title and salute will be hereditary in your family and will descend in the direct line by primogeniture, provided that in each case, succession is approved by Government of India ……………. Be assured that as long as your house is loyal to the Crown and faithful to the conditions of this Sanad, you and your successors will enjoy the favour and protection of the British Government.`™ This notification was signed by H.M. Durrand, Secretary to Government of India. It is believed that Das Gupta told his story with tears in his eyes. Whether Das Gupta was planted by Rustomji or he acted voluntarily, being sincere to his old master, the Maharaja, it is difficult to say now. But the fact is, even acting as a double agent he was honest to both parties and stood to gain from both. The Maharaja trusted his advice and Nari was happy with Das Gupta`s performance.

The meeting at Government House, Shillong on 20 September was eventful in many ways. The entire battalion of the Jat Regiment was paraded inside the Government House compound. Policemen swarmed the area. The Inspector General of Police, Assam, in full uniform was displayed. His Highness realized the exhibited threat, but suppressed his anger and joked about the tamasha (show) to Nari. Perhaps because of the advice tendered by Sri Das Gupta, the Maharaja agreed to examine articles of the Merger Agreement in detail. The articles were again drafted and redrafted several times. Though the Maharaja did not commit anything, the meeting ended in a cordial atmosphere.

But time was running out and pressure of Delhi was mounting. Sri Prakasa was in a fix. He had known the Maharaja since August 1934, when he was young and Yuberaj as well. Bodhchandra was banished by his father for attempting to ascend the throne through the worship and grace of a sylvan deity, when the father, His Highness Maharaja Sir Churachand Singh KCSI, CBE, was away on pilgrimage to Nabadwip. Yuberaj Bodhchandra Singh spent about three years in exile under the patronage of Sri Prakasa, a nationalist politician of Benares, now known as Varanasi. The relationship between Governor Sri Prakasa and Maharaja Bodhchandra Singh was like that of a father and son. The Maharaja addressed Sri Prakasa as Baba.

Suddenly, the Governor decided to cash on this relationship and made up his mind to pay a lone and private visit to the Maharaja. Though he sent a note to Rajbari that he would come around 5 pm, he went earlier without escort and personal staff. When the Governor arrived at Red Lands Rajbari, the Maharaja was enjoying his afternoon nap. The Governor told the servants not to wake up the Maharaja. He waited in the Gol Kamara (round room). When Bodhchandra came in, His Excellency stood up and lovingly said, `Hai, Bodhchandra:`, not `Your Highness`. The Maharaja replied, `Haa, Baba`. Sri Prakasa continued `I have come as your Baba, not as Governor`.

Then, Sri Prakasa requested the Maharaja to send all his officers out of the room so that he could have a heart to heart talk. He told the Maharaja that New Delhi would not permit any delay. Sri Prakasa told the Maharaja that he was prepared to resign his Governorship, but a new Governor would forcibly affect the merger under terms and conditions more harmful to Manipur and to the Maharaja. The Governor said, `Mein bhig mangne aya (I have come to beg)`. Then the Maharaja agreed to sign the Merger Agreement. They stood up and embraced each other. The Manipur Merger Agreement was signed on the next day, 21 September 1949, and Manipur got officially merged into India on 15 October 1949.
Now, in a topsy-turvy manner let us examine if Manipur was, indeed independent at midnight of 14-15 August 1947. The Indian Independence Act, 1947 passed by the British Parliament on 18 July 1947, allowed the setting up of ONLY two independent Dominions in India to be known respectively as India and Pakistan. There was no room for a third Dominion. If any ruler wanted to be free, he would be inviting that blessed thing called`war`. Indeed, war was actually fought over Nizam`s Hyderabad, a war-like show of force was displayed over Junagadh (in Gujarat), a public outcry with an impending use of force over Travancore and an on-going, three times fought Indo-Pakistani War, over Jammu & Kashmir. In sum, the Instrument of Accession, 1947 and the Standstill Agreements, 1947 decided the fates of Princely States as regards which Dominion they had to join and the Merger Agreements were simply for transfer of administration from Native Rulers to the concerned Dominion, like Chief Commissioner etc.

As for me, I want to be citizen of the strongest nation of the world. I want to feel as proud as the Americans are now, or as the Chinese are beginning to feel, recently. Though I am no lover of Punjabis, but instinctively, I feel very thrilled when Jeev Milkha Singh does well in international golf circuit. The bond of love between Jeev and me are our Indianness. Similarly, I shed exhilarating tears when our Manipur contingent picks up medals in National Games. Let us all be good human beings and hope that we will soon belong to the greatest and most powerful nation of the world.

IMPHAL June 6: A full State honour was accorded on the 18 soldiers of the 6 Dogra Regiment who sacrificed their lives in the June 4 ambush in Chandel district.

The ceremony was held at the Tulihal International Airport on Saturday morning.

Their bodies were later flown home in an Indian Air Force Special Flight.

Governor Dr Syed Ahmed led the solemn ceremony with Chief Minister Okram Ibobi Singh, deputy Chief Minister Gaikhangam and GOC 3 corps lieutenant general Bipin Rawat, IGAR (S) Major General SN Srinivas and GOC 5 Mountain Division major general PN Rao in attendance.

The Governor also led in laying of wreath to the coffins of the soldiers which were adorned with the national Tri-colour.

Speaking to media persons after the ceremony, Chief Minister Ibobi said the government is open to talks and negotiation with any outfit if they lay down their arms.

The Chief Minister was replying to a media query on a feasible political solution and possible ceasefire with the perpetrating outfits.

It is the most unfortunate incident which every citizen of the country should condemn in the strongest term, he said.

We honour the soldiers who have laid down their lives for the country, he continued.

Taking a firm stand on the issue, the Chief Minister also said the NSCN (K) and some valley based UG groups are responsible for the ambush and we will fight against such groups.

No talk with such groups involved in inhumane acts is possible unless they lay down their arms, he continued.

He said we will also appeal to the Centre that it is imperative to closely monitor the international boundary shared with Myanmar which is around 300 km of hilly terrain and steep jungle.

He said we can also request the Myanmar government to assist us in crushing such anti-national elements.

Myanmar has been a safe abode for such groups, he added.

On the issue of border fencing, the Chief Minister said the State has been pressing the Centre to settle the dispute with the neighbouring country.

Combined operation in the area of the ambush will continue as long as deem required, he answered to a query on the duration of the ongoing combing operation in Chandel district.

IMPHAL, June 5: Anti-AFSPA crusader Irom Chanu Sharmila who has been on fast for the last 14 years demanding repeal of the draconian act from the state was produced before the Court of Chief Metropolitan Magistrate at the complex of Patiala House Court, Delhi today in connection with a case registered against her.

It may be mentioned that Parliament Street Police Station had arrested Sharmila in October, 2006 for staging hunger strike protest in pursuit of her demand at Jantar Mantar, Delhi. Subsequently, a case was registered against her under FIR No 222/06 U/S 309 IPC.

She had left Imphal yesterday for the court appearance after Ministry of Civil Aviation granted permission to let her travel by flight along with several state officials.

Hearing of the case began at 11.20 am. Deposition of the Investigation Officer (IO), Special Home Officer of Parliament Street Police Station and Record Holder of the case was taken during the hearing.

In connection with the case, deposition of two doctors and one police personnel will also be taken before the court tomorrow during which the anti-AFSPA crusader will be produced.

Meanwhile, in a hand-written note made available to the media, Sharmila stated that atrocities and human rights violations which occue in some States including Manipur where AFSPA is imposed could be avoided only after the large number of armies deployed in the States are removed.

She further stated that tactics of violence will never bring solution to any problems or issues.

In the written note, Sharmila observed that insurgency problem can be solved with love, kindness and motherly affection not by bloodshed.

She also mentioned that India is the birthplace of Lord Buddha, the great philosopher who always believed in non-violence.

IMPHAL, June 5: The Directorate of Environment, Government of Manipur observed today the World Environment Day 2015 at the Maharaja Chandrakirti Auditorium, Arts & Culture office complex, Imphal.

The day was observed under the theme `Seven Billion Dreams. One Planet. Consume with Care.`™ Consultant to Government of Manipur (retd IAS) Dr RK Nimai Singh attended the function as the guest of honour.

Speaking on the occasion, he said the affect of climate change today is such that people in a State like Manipur are feeling the need to install air conditioners.

He said climate change is a part of nature, and there are many factors, over which mankind has no control at all.

However, there are also certain factors which mankind can control, he said.

Dr Nimai said, the ancestral medicinal herbs are today scientifically developed and made available in packages in medical stores. Now if the medicinal plants and herbs are destroyed knowingly or unknowingly in the name of development, there will be no cure for diseases in the long run.

It is now time for the government to establish some concrete policies to check the environmental issues, he said.

People throwing garbages on the road is an uncivilized behavior, RK Nimai said.

He further urged to act on the environmental issue on a collective context considering the whole of the society.

Chief secretary PC lawmkuga who attended as the chief guest said according to the Indian Meteorology department, rainfall will be reduced remarkably in the coming years.

Many scientists have already warned of adverse climate changes which will in the long run endanger the living things, he said.

However, it is not time to panic, but the time to act on our duties towards protecting the environment, he commented.

We should neither depend on the outside resources nor wait for the government or NGOs to initiate the efforts, but we should as an individual work on our own towards protecting the environment, he continued.

Several individuals, NGOs, local clubs and journalists of the State were also felicitated during the function which was also attended by chariman (SEIAA) Manipur Dr Kh Shamungou, Chairman (SEAC) Manipur Dr H Nandiram Sharma, Member (SEAC) Manipur G Tomba Sharma and Director Directorate of Environment Dr M Homeshwor Singh.

Meanwhile, the month-long observation of the World Environment day organised by the Royal Riders, Manipur under the theme `Seven Bilion dreams, One Planet. Consume with care` came to an end today during a formal function at the Ima Konthoungambi.

The function was attended by deputy Chief Minister Gaikhangam who flagged off a rally from the NCC ground.

The rally was participated by around 150 riders of the Royal Riders, Padle Attack and members of the Manipur Adventure Mountain Bicycle Association.

After the flagg off from NCC ground, the rally proceeded along Khurai Lamlong Bazaar, Hata Golapati, New-Checkon, Konung Mamang, Kongba Bazaar, Singjamei, Ima Keithel, Uripok raod, Naoremthong and concluded at Royal Rider Club at Langol.

Speaking on the occasion, deputy Chief Minister Gaikhangam said the public welfare activities of the Royal Riders, Manipur is laudable and the people should support them.

He said the indiscriminate felling of trees have today posed a serious threat to mankind.

The month long observation which was inaugurated on May 6 was organised in collaboration with the Green Revoution Society.

Manipuri film actors Kaiku, Bony, Sadananda, Soma and singer Guru Rewben Mangshaba also attended the closing function.

The World Environment Day was also observed at the Jawaharlal Navodaya Vidyalaya, Khumbong organised by the school authorities in collaboration with the Manipur Adventure and Mountain Biking Association.

Saplings were planted as part of the observation along the river bank at Patyang village, Kangchup.

The sapling plantation exercise led by school principal N. Surjit was also participated by about 60 others including students and members of the association. About 400 saplings inclusive of both fruit trees, flower trees and medicinal plants supplied from the Forest department were planted.

We encourage our students to contribute in rejuvenating the environment and facilitate such outdoor exercise every year on world environment day, said Surjit.

We hope that the trees will add to the scenic beauty of this river bank and prevent further erosion of the banks, he said.

The plantation site belongs to the chief of K Patyang, N Sitlhou who also participated enthusiastically in the exercise.

IMPHAL, June 5: The June 4 ambush on a convoy of the 6 Dogra Regiment in Chandel district which left 18 personnel death and scores other injured has drawn much backlash from the public today.

Paraolon Village which lies in the vicinity of the ambush site has also condemned the ambush.

A statement jointly signed by the village chief James Dilbung, Baptist church pastor SK Bungtivi, Paraolen Women Fellowship chairperson LV Shangtlung and Youth president SK Betoi has said the village strongly condemned the ambush near the village.

It said the village has been experience a war since 1993.

`Till date the villagers have remembered the deadly attacks on the innocent villagers by militants,` it said adding that the village was under attack n April 15, 1993 by militants during the Naga-Kuki ethnic clash during which the village had lost many lives and all the houses were burnt down to ashes.

It is only a few years back that the villagers had returned to village, the statement said.

We condemn the ambush and further appeal to every UG group not to repeat such act in the future, it said.

The statement also requests the security forces not to harm any civilian of the village and the nearby areas in connection with the incident.

The UKLF has also issued a statement condemning the attack on 6 Dogra Regiment yesterday.

The statement said it is unfortunate that such incident occurred when the people of Chandel district is struggling for peace and normalcy.

`We shared the pain and grief of the departed souls and pray that Almighty God be with them all.`

The outfit has also appealed to all concerned not to repeat such `cowardly act`™ in Chandel district particularly in its operational area.

Our Kangpokpi Correspondent adds: Vehemently condemning the deadly attack on the Indian army by underground militants in Chandel district on June 4 killing 18 personnel of 6 Dogra Regiment and injuring many others, the Kuki Students`™ Organization Chandel has expressed grave discontentment on the disruption of peace in the area following the attack which has caused fear psychosis to innocent villagers of the area.

Doumang Haokip, president of KSO Chandel said that the violent attack on the 6 Dogra Regiment based at Moltuk, under Khengjoy Sub Division by a joint team of North East UGs along Tengnoupal `“ New Samtal road in Chandel District where a militant and 18 army personnel were killed is very unfortunate since it refreshes once again the plight and sufferings of the people due to the outcome of such violence.

He continued that Chandel, a Kuki district has become a battle field of the Indian Army and UG groups since the mid 2000s and the people of Chandel district especially Khengjoi areas had suffered enough the repercussions of insurgency and counter insurgency operations from both the UGs and the Indian army forces.

`It has only been just 4- 5 years that the people of Chandel along Tengnoupal `“ New Samtal road has come to feel some sort of normalcy in the area`, asserted the students`™ body president before adding that the plight and sufferings of hapless Kuki villagers during the mid 2000s are still fresh in the minds of Chandel people during which many innocent villagers were maimed, injured and permanently handicap and many killed by landmines.

Urging the NDA Government to pay sincere attention to the North East insurgency problem which for so long has hampered the development of the region, he appealed to all the UG groups to refrain from any sort of violence in the Chandel district in particular and civilian areas in general to sustain peace and tranquility in future.

He on the behalf of the KSO Chandel also expressed deepest condolences to the departed Indian Armies and shares the pain and sorrow of the bereaved families.

IMPHAL, June 5: In pursuance of a notification issued by Office of the District Election Officer, Sadar Hills Autonomous District Council Kangpokpi on June 3, a fresh Poll will be held in 18 polling stations of different District Council Constituencies of Sadar Hills on June 6 from 7 am till 4:30 pm.

To ensure free and fair poll and to avoid unnecessary claims/counter claims regarding identity of voters, certain guidelines/instructions are put in place under Rule 50 and Rule 51 of the Manipur (Hill Areas) District Council (Election of Members) Rules, 2009, for strict compliance.

The guidelines/instructions are identification of voters/electors (under Rule 50) under which the Presiding officer may appoint the Chief/Chairman/Secretary of the concerned village authority to be seated at the entrance of the Polling Station where there are more than one village in the locality of the Polling area, the Chief/Chairman/Secretary of such village(s) may be included.

It also includes challenge of identity (under Rule 51) which states that if the Polling Agent of a particular Polling Station challenge(s) the identity of a person claiming to be a particular elector by depositing a sum of Rupees five in cash with the Presiding Officer, several documents can be produced by the person so challenged to adduce evidence in proof of his identity.

The documents are EPIC card issued by ECI; Bank Passbook; Driving License; Ration Card; MGNREGS Job Card; Aadhar Card; Pan Card and any other document to proof identification of the person with photo attached.

It further said that on the day of `glorious victory against 6th Dogra Regiment`™, Maj.Raja exhibited exemplary feat of commandeering bravery, ensured safety of all his comrades, the last remaining one on the field assessing the day`™s outcome when several shells from the reinforcing Dogras exploded and slain the warrior.

The Chief of Army Staff, General Dalbir Singh Suhag also arrived in Imphal today to take stock of the situation.

It is learnt that the army chief accompanied by IGAR (S) also flew to Moltuk military camp, where he was thoroughly briefed of the incident by the high ranking officials of the Army and Assam Rifles.

Meanwhile, speaking to media persons on the sideline of the closing function of the Royal Riders organised World Environment Day at Ima Konthongnganbi today, deputy Chief Minister Gaikhangam said a massive operation is underway in and around the ambush site near Paraolong Village in Chandel district to sanitise the ambush site.

He added however, the official details of the operation is not with him at the moment.

He said such violence will only act as a deterrent to the demand and steps taken up to repeal Armed Forces Special Powers Act from the State.

He said a peaceful atmosphere is required to repeal the Act, however, inspite of lifting the Act from the seven assembly segments of Imphal, there has been no respite from violence.

Gaikhangam said any kind of violence committed by any group, individual or organisation is highly condemnable and the government will not remain silent but will take strict action against them.

An FIR has been filed with the concerned police station and a spot enquiry has also been conducted by the Moreh SDPO and the OC, he said.

The State government will extend all possible assistance to the army and paramilitary forces and further discuss on the measures to be taken up with the Centre, he said.

He further appealed to all to bring peace and harmony for the betterment of Manipur.

Meanwhile, the body of the personnel who succumbed yesterday at the Leimakhong Military Hospital was brought to the JNIMS morgue today. Post mortem of all the dead bodies of the army personnel were conducted today.

The bodies will be flown to their home States on Saturday morning after a full State salute to be given at the Imphal airport.

A basic difference between the West and the East in attitude towards ideal citizenship is rather pronounced and fits into a familiar stereotype. Once again, it is about a rather closed-ended, but definitely tangible materialistic outlook towards the ways of the society, pitted against another that leans towards a more abstract and by that virtue, intangible and extended notions of society and social structures. Hence, in the Western context one often gets to hear individuals talk of model citizenship as constituting of paying ones taxes honestly, respecting rule of law etc. Interestingly, the list of virtues includes one other quality, namely that of donating to charity. Philanthropy is structured into the Western society and many explain this not just a matter of large-heartedness or selflessness, but more a question of what many refer to as enlightened self-interest. The benefits of the money an individual gives to charity will on the one hand directly benefit the needy, but in an indirect and roundabout way, they would come to the donor as well, not just in a metaphysical way, but also very much materialistically. Plenty of examples for this, but first a little more elaboration on the structure of this philanthropy. In Italy`™s income tax law for instance has a clause whereby a tax payer can give 0.8 percent of his income tax due to any of a list of government recognized religious charitable organisations. If the individual does not wish to do so, he or she will have to in any case pay the amount to the government. Many actually pay the 0.8 to religious charitable organisations (as IFP found out during a trip some years ago) and the country being 95 percent Catholic, a majority of this public charity go to Catholic organisations, Charitas being just one of the most prominent, and a name familiar to many developing countries. Now to say that 0.8 percent of the income tax base of a developed nation is respectable is an understatement and this is the kind of money available with this non government sector to do charitable work, including setting up schools and hospitals for the weaker sections, and not the least to spread the religion. The general attitude of suspicion often associated with the funds of Catholic missionaries have should be allayed somewhat by this knowledge that much of it come from voluntary donations. For the West, donating to charity is an intuitive individual strategy for achieving social harmony.

This enlightened self-interest is seen in other Western countries too. The USA for instance must rank top in terms of the number of extremely rich trusts and foundations, funding charitable projects, not just within the country but internationally. It is also true that a good many the top bureaucrats in New Delhi have children studying in the US on some fellowship provided by these American trusts. Understandably, if one`™s son or daughter is studying in America on American scholarship, or is working there after the programme, one would most likely have at least something nice to say about America. The implication is, this charity has a bearing on international diplomacy and politics too. The enlightened self-interest here is obvious. Former chairman of Chrysler Lee Iacocca in his irreverent and crass criticism of Henry Ford-II his former boss and later sworn enemy, (in his autobiography:`Lee Iacocca`) puts this in a crass and distasteful way when he claimed that Ford was interested in uplifting the working class and creating a middle class so that they would have the money to buy his cars. Iacocca`™s statement may have been a result of personal spite, all the same he outlined a deep and basic psychology behind Western philanthropy `“ you get as much as you give.

Contrast this with the Eastern notion of a model citizen. The mantra all of us have heard and internalized from early childhood, is that good citizenship basically constitutes of respecting one`™s parents, elders, teachers, etc. A good man here donates (makes sacrifices) to temples in the hope of divine rewards, but forgets about making a contribution to charity from which orphans and destitute can benefit. The civic nature of citizenship is treated as secondary, and one which would follow as a corollary of the first set of values. Citizenship is no longer something the structure of the state can help mould, but a spiritual, a non-materialistic goal. Public charity plays little part in this scheme of things too. Hence, while India has many super rich citizens, charitable trusts rich enough to fund social projects in a big way still remains negligible.

Organized by the Department of Public Prosecutor cum Government Advocate (High Court), the release function was also attended by senior Government Advocate and author of the book RS Reisang as president; Chairman of Bar Council of Manipur senior Advocate N Ibotombi Singh and president of High Court Bar Association Senior Advocate L Shyamkishwor Singh as guests of honour.

Addressing the gathering, Th Ibohal Singh said that every advocate has its own library at their residence related to legal cases. However, many of them have less spirit of writing though they are voracious readers.

He further said that today`™s release book will help advocates in wide legal practice as the book contains various state acts and rules as well as important government instructions.

The author of the book deserves acknowledgement from the legal fraternity for compiling various acts and rules for state advocates in the book which will help advocates in handling cases effectively, he added.

Advocate RS Reisang said that the compilation of the book was finished within three months and appreciated his staff for helping in releasing the book.

He also that that now there will be no need to gather various acts and rules for state advocates through the internet by law practitioners as the book contains all the relevant information of the subjects.

Therefore, the Komrem Students`™ Union beseech the Election Commission of India and State Election Commission to noted the malpractice of the Presiding Officer and initiate immediate inquiry while conducting repoll at 20/3 Saiton Khullen Polling Station.

IMPHAL, June 4: In a shockingly fatal road accident, three students of the DAV Public School lost their lives when a Honda Dio scooter without registration number they were riding on was mowed down by a speeding truck today.

The road mishap occured near Singjamei Super Market under Singjamei Police Station, Imphal West around 1 pm.

The deceased students have been identified as Thangminlian Baite, 19 son of Late Solet Baite of Lairoiphai village in Churachandpur but presently staying at Langol Housing Complex; Md Tariq Hassan, 16 son of Md Abdul Hassan of Lilong Litan Makhong and Ningthoujam Biky Singh, 16 son of N Heramani Singh of Khurai Thangjam Leikai.

Thangminlian Baite was studying in Class XII while the two others Md Tariq Hassan and Ningthoujam Biky were studying in Class X at the same school.

According to some eyewitnesses, the truck bearing registration number MN-06/T-0322 was coming behind the Honda Dio scooter moving in the same direction, when the truck hit the scooter from behind near Singjamei Super Market.

The truck carried the scooter for some distance, before some passers-by chased the truck and stopped it near the turning of Singjamei Baza, they said.

The angered people also smashed windshield of the vehicle.

Meanwhile, the concern police station has registered a case in connection with the accident.

Both the driver and owner of the truck have also been arrested.

IMPHAL, Jun 4: Statements of two more prosecution witnesses in the case of arrest of United National Liberation Front (UNLF)`™s chief RK Meghen alias Sanayaima and several leaders of the outlawed outfit were recorded before the Special Court of National Investigative Agency (NIA), Guwahati today.

The deposition of the two prosecution witnesses, both forensic experts was taken based on the charge sheets framed by NIA against the leaders of the outfit.

Reports received by this daily identified the two prosecution witnesses whose statements were recorded before the court in connection with the ongoing trial of the outfit leaders as Bhaskar, an expert of Central Forensic Laboratory from Pune and RK Khode, retired Director of Forensic Science Laboratory, Guwahati.

Forensic expert Bhaskar had examined the computers and laptops recovered by NIA from the possession of the UNLF leaders. He had already deposed before the court. However, his deposition was again taken before the court today in connection with the case exhibits.

While RK Khode is the one who examined the mobile phones used by the arrested outfit leaders.

During the deposition of the two prosecution witnesses, RK Meghen along with other leaders of the outfit was produced before the court.

He was briefing media persons at his office, South Block Secretariat this evening.

The ambush is a very tragic and rare case, and such mindless act of violence should be condemned in the strongest term, Gaikhangam said.

`I, on behalf of the State, condemn the mindless act.`

The State also shares the grief of such loss with all the families and friends, he continued.

We also hope that the injured would recover well, he said.

According to officials, the death count has been confirmed at 17 personnel including a Junior Commission Officer and one militant, while 16 were injured, he said.

Gaikhangam also said that the death toll may however increase, since some of the injured are in critical conditions, he said.

However, unofficial claims have also placed the number of death to 20 personnel, he added.

It is unfortunate that we are unable to impress upon the Centre or the complete removal of the AFSPA from the State due to such punctuations, he lamented.

It is indeed a big blow to the discourse for removing AFSPA, he continued.

To a query on the State`™s response to the ambush, the Home minister said since the location is along the international border area, all decisions will be taken in consultation with the Centre and the State will provide all possible co-operation to the Centre.

Meanwhile, the Chandel Naga People`™s organization (CNPO), Naga Women Union Chandel (NWUC), Sulam Area Chiefs`™ Association (SACA), Lamkang Naga Kver Kunpun and Paraolon Village authority have strongly condemned the ambush today.

President of CNPO Ws Kanral Anal expressed condolence on behalf of the 7 Naga tribes of the district and conveyed the sufferings and pain the organization shared with the bereaved family of the jawans.

Kanral fervently appealed to the militant groups concerned involved not to repeat such incident in the future, such incident according to him will only trouble the common innocent people.

Kanral also in his statement appealed to the security personnel to refrain from punishing the innocent civilian aftermath of the incident.

He claimed that ahead of the election, the BJP colluded with the KNF (German) group and captured booth at Henglep sub-division in Churachandpur, at Jouzangtek in Tamenglong the BJP joined hands with the KNF (Zougam) to terrorize the area and again used UKLF to help BJP candidates at Chandel.

The Manipur Pradesh Congress Committee president also claimed that armed cadres of SoO signatory groups were involved in threatening and intimidating village chiefs, Congress workers and candidates.

They also threatened polling personnel and election agents, he alleged.

It is because of all this incidents that re-poll will be conducted at several places, Gaikhangam who is also the Home minister said.

At the same time, the NSC (IM) backed NPF had warned everyone that no one should vote for the Congress and even if they are not voting for the NPF, they should vote for the BJP, Gaikhangam said adding that the NPF is a constituent party of the NDA government in the Centre.

All these resulted in the Congress being the victim at most places, Gaikhangam rued.

He further claimed that the BJP`™s earlier announcement to form an alliance with the NPF after the ADC election is only evident of all these developments.

He said there was mass booth capturing during the election. Everyone is aware of the threats and intimidation of polling personnel including security personnel, he added.

This is why we are drawing the attention of the Election Commission of India and political parties to develop a mechanism to put a check on all such violations, he said.

The June 18 incident was due to lack of political stability in the State and the inability of the public representatives to work according to the wants and desires of the public, he asserted.

Even today, the Congress will not encourage defection, he said.

The party properly checks the credentials of anyone coming to join the party first before allowing them to join he said adding further that the party will always understand the pulse of the public.

The Congress will also face any opposition in case of bye-election conducted in the three Assembly Constituencies, he said.

During last night`™s attack, he said his sister Kanching was also injured and is presently undergoing medication.

Rouhlun Zote said the attack is a direct attack on the party which cannot be ignored and the party will apprised the party`™s central leader of the incident at the earliest.

The party will demand stringent action against attackers, he said.

DK Mang said this is not an isolated case of harassment committed by the supporters of his opponent.

During the election-day, his agent was threatened for rejecting proxy voting by the opponent`™s supporter, he alleged.

He continued since Joy Tonsing was a Sunday School teacher, he was expecting atleast an apology, but it has not come yet.

Mang also showed a video during the press conference showing the opposition candidate leading voters into the polling booth at Rayburn School.

He also alleged that at the Blue Star School polling booth the volunteers and supporters of Guite had locked themselves inside the polling booth and cast proxy votes freely.

He said last night, during the attack, he had no option but to dial the army`™s number who arrived along with the police under SP Mangkhogin Haokip.

Some leaders of Suspension of Operation signatories also helped in controlling the fracas, he claimed.

He further appealed to the authorities to look into the issue and punish the attackers.

He also alleged that the police had not filed an FIR but only entered his complaint in a diary.

IMPHAL, June 4: Phanjoubam Tarapot, former head of PTI news service Manipur Bureau, breathed his last yesterday night at about 11.30 pm after a brief illness, at the RIMS hospital where he was undergoing treatment.

He died peacefully, surrounded by his family and loved ones.

The veteran, who is a pioneer of English language journalism in the state, is survived by his wife, Jamini, a son and two daughters.

His mortal remains were consigned to the flames this morning at the Wangkhei Meihoubam Lampak crematorium.

Tarapot, is also the author of two books `Insurgency Movement in Northeast India` (Vikas Publisher, 1993) and `Bleeding Manipur` (Har Anand Publisher, 2003).

Meanwhile, the Press Trust of India Limited has condoled his sudden demise.

According to a release of the PTI, Tarapot was born on August 28, 1951 at Wangkhei Meihoubam Lampak and completed his graduation from St. Joseph College in Darjeeling in 1975.

He stepped into the world of media when he did a post-graduate diploma in journalism from the prestigious Indian Institute of Mass Communication New Delhi, it said.

Completing his course in 1978, he joined Press Trust of India New Delhi that year. He was selected for the Paris-based `Journalists in Europe Programme`™ in 1986.

Meanwhile, the All Manipur Working Journalists`™ Union (AMWJU) has also condoled the demise of its member, Phanjoubam Tarapot.

According to a release of the union, the Standing Committee of the union observed a two minutes silence on his demise.

It said the union sharesthe grief of the bereaved family members. (l) Tarapot became an Assistant Manager at PTI in 1978, the AMWJU statement said.

After carrying on as assistant manager at Arunachal Pradesh, Kolkata and Eastern Circle, he returned to Imphal and became Manager of Imphal PTI and retired from his post in 2014, it said.

His demise will leave behind a void which would be hard to fill, it said.
