Prime Minister, Narendra Modi was virtually silent on the vexed border issue during his just concluded visit to China, belying expectations of many in Arunachal Pradesh. While there were 24 bilateral agreements signed, a majority of them business related, both the countries for the moment seem to think the border issue can wait. Hence, in the eastern sector, India will continue to consider the McMahon Line as its undisputed boundary, and China will continue to treat the line as illegal. Arunachal domiciles intending to travel to China will also have to continue be content with stapled visas.

There is more to China`™s claim over Arunachal Pradesh than mere contest to possess this large strip of sparsely populated mountainous territory. The state is where almost all of the major tributaries of the mighty Brahmaputra originate from, and therefore controlling it would virtually amount to possessing a vital handle in controlling not just the rest of the Northeast, but also Bangladesh. And China`™s yearning for an easier access to the Indian Ocean, and from there on to Africa and the Arabian Peninsula is well known. Besides its tremendous hydro electric potential, these mountains then are also important geo strategically.

That said, China`™s assertive claim to Arunachal Pradesh is relatively recent, and probably influenced by works of Western scholars like Alastair Lamb, who were of the opinion that the Bengal Inner Line Regulation of 1873, which created what came to be known as the Inner Line, along the foot of the mountains that surrounded the plains of its new territory of Assam acquired in 1826, was actually the extent of the British territory. Lamb claims there was also an Outer Line, and it was at most places identical to the Inner Line. This despite the fact the British were always careful to qualify that the Inner Line was not the international boundary and that it was only a line to demarcate its revenue from its non-revenue territories. At the time, the tea industry was beginning to boom and tea planters, always covetous of land, were constantly encroaching into the hills, getting into confrontations with the `wild` hill tribes. The British saw the prospect of perennial punitive expeditions into the hills wasteful, therefore thought of this line to ensure British subjects went beyond it only with official permits. Others like Neville Maxwell, author of `India`™s China War`, went farther to say that the Inner Line was the Outer Line, and that this Outer Line was pushed to where the McMahon Line is by the British only in 1913-14 during the Simla Conference. If this argument is allowed to hold, then the contiguous territories of Nagaland which is also beyond the same Inner Line, and further south, Mizoram, should also be outside India.

Beyond this confusion over the Inner Line, created deliberately or otherwise, the claim that Arunachal Pradesh is South Tibet has little basis, except perhaps in the narrow Tawang tract, contiguous in the west with Bhutan, Sikkim and Kalimpong-Darjeeling tracts. Tibetan Buddhism`™s or cultural influence in the rest of Arunachal Pradesh is virtually nil.

At the start of the Simla Conference in 1913, as Parshotam Mehra notes, the Chinese plenipotentiary, I-fan Chen, was unsure where the Indian boundary was when McMahon asked him, and could only come up with an answer the following day and this too using French maps as evidence. The Chinese at the time also had no presence in Tibet, as they had been thrown out by the Tibetans in 1911, immediately after the fall of the Qing Dynasty in the wake of the Republican Revolution in China. The Chinese were at their weakest and it has been argued that they were invited to the Simla Conference only in view of a technical necessity of a treaty the British signed with the Russians in Saint Petersburg in 1907. This treaty, literally forced by the British on the Russians, weakened at the time by a humiliating defeat at the hands of the Japanese in 1905, prohibited the British or the Russians from entering into any agreement with Tibet, and if any negotiation became absolutely necessary, this was to be done through Chinese mediation.

It must be recalled here that British Tibet policy at the time was determined not by any fear of the Chinese, but of the Russians, in what is referred to as the Great Game. It is known how the British claimed the barren white dessert of Aksai Chin with the aim of blocking any Russian push into Tibet. Not content with this, it also signed the 1907 treaty to further ensure Russia was kept at bay, even though Russia on the eve of the WWI had become an ally of the British. But, as Lamb notes wryly of the 1907 treaty, as in judo, the Russians used the weight of their opponent to defeat them, and indeed, the British ended up tying themselves up hopelessly with this seeming victory. To their dismay, the British also found out soon enough that the Russian could still exercise their influence in Tibet through Mongolia which was under its shadow then, and particularly because the trans-border Buddhist Buriat tribe lived both in Siberia and Mongolia. And Mongolia, to quote Lamb again, was then under the `Tibetan Buddhist Church`.

China did briefly become a threat to British complacency towards 1910, during the Qing Dynasty`™s last desperate burst of imperial energy which still confounds analysts, pursuing a very aggressive forward policy in Tibet, just before its ultimate fall. After entering Lhasa, the Chinese started probing neighbouring principalities of Sikkim, Nepal and Bhutan. Sikkim was a British protectorate, Nepal had a robust army, but it was Bhutan the British were worried of. At the behest of Charles Bell, a civil servant and Tibet expert, the British quickly paid the Bhutan king a visit, and had him agree to renegotiate a 1865 treaty to ensure China cannot take the kingdom. The 1865 treaty essentially was an understanding by which the Bhutias were not to raid the Duars plains for which the British would annually compensate them, a system obviously modelled on the Posa in which Ahom kings allowed hill tribes to levy tax (Posa) in kind from certain villages in the foothills on the understanding there would be no raids. The Ahoms bought their peace in the manner, acknowledging the subsistent economy in the hills would compel the hill tribes to raid the richer plains in the lean seasons regardless of punitive measures. The 1910 Bhutan Treaty merely added one paragraph to the 1865 treaty putting Bhutan`™s foreign affairs in the hands of India. The British were however saved of further anxiety for the Qing Dynasty fell soon thereafter.

These then were the British urgency to call the Simla Conference. The Chinese ultimately did not sign the Simla Agreement, but as it was, I-fan Chen was kept in the dark while the McMahon Line was being drawn. The Chinese was taken into confidence only in the discussions on the proposal for creating an Inner and Outer Tibet, on the Mongolian model. The McMahon Line was drawn through secret exchanges of notes between the Tibetan plenipotentiary, Lonchen Shatra and the British team under Henry McMahon. But the Simla treaty was not published immediately in the Aitchison`™s Treaties, the Government`™s official record book, paving the way for a long bitter controversy. Some argue this was an acknowledgment by the British of the illegality of this treaty, pending ratification by China. Others say this was again solely for fear of displeasing Russia as the Saint Petersburg Treaty made Chinese mediation of any settlement with Tibet mandatory. The treaty was ultimately published in 1938 by Olaf Caroe. By then, Tsarist Russia had fallen and the new Communist regime abrogated most of the treaties concluded by the Tsarist regime. The controversy over the McMahon Line however still refuses to go away.

The McMahon Line followed the watershed principle of map making and to the extent possible ran along the highest ridges of these eastern Himalayan ranges. The exception was at Tawang which as on the Tibetan side of the watershed. The British felt that leaving this tract, which comes too close to the Assam plains, would be too dangerous for India, therefore negotiated to have the McMahon line north of it. The Tibetans agreed, believing this was a bargain that the British would guarantee a boundary between Tibet and China. However, even though Tawang was put on the Indian side of the border, recognizing the cultural and ethnic affinities of Tawang with Tibet, the border was left open and Lhasa was allowed to collect its traditional levies from Tawang. When Communist China entered Tibet in 1950, the equation altered. In a plan hatched by civil servant Nari Rushtomji, and executed by Maj. R. Khathing, a Tangkhul Naga from Manipur in 1951, this traditional tributary relationship was put to an abrupt end. India only notified the Tibetan Government at Lhasa and not Peking of its intention to take over Tawang. China nonetheless made no protests, and Neville Maxwell cites this episode in `India`™s China War` as evidence of China`™s willingness to settle with the McMahon Line as the international border, given New Delhi`™s willingness to negotiate.

IMPHAL, May 25: The State government has failed to take any action against all the undemocratic activities witnessed in the run up to the Autonomous District Council Election in the State, Komren Union NE India president Lalkhomang Serto claimed today.

He was speaking at the flag hoisting ceremony of independent candidate from 23-Nongmaiching ADC constituency Saikul block, Sadar Hills East Sailenthang Bosco Kom.

He said the ADC election is crucial for the people of the hills of Manipur.

The people of the hills should elect their right representative through this election to fight for them, he continued.

However, it is unfortunate that the last election of the ADC was more of a selection than election, he added.

And as such no developmental projects were taken up in the hill areas during the last five years, he said.

It is also unfortunate that we are witnessing several undemocratic organisations are interfering this time in the conduct of the election, Serto continued.

These organisations are issuing threats and pressures to candidates to withdraw their candidature creating a fear psychosis among the people, he also added.

He said some militant outfits under the Suspension of Operation treaty with the governments are also trying to endorse candidates.

Many village heads and chiefs are also under pressure and threat to support certain candidates, he said.

Overlooking all these, the State government has remained silent, failing to take up any action which is very unfortunate, Serto asserted.

We are not satisfied with the government action, he added.

Serto also appealed to all armed groups not to get involved in the election process.

The Komren Union strongly decries any threat or ultimatum to candidates threatening them to withdraw their candidature or stop campaigning he said appealing to all to ensure the free and fair conduct of the election.

Instead of resorting to such actions, it would be better if everyone gets involve in making the election a free and fair one, he said.

Sailenthang Bosco Kom said the ADC will ensure provision of employment opportunities, developmental schemes and health and education schemes among other schemes for the development of the hill villages.

According to Kom, his main vision is to bring a positive change to the lifestyle of people of the hills, build up unity and provide the true provisions of democracy to the people.

He said health, education and development are his main focus areas.

He continued he also aims to highlight the sporting talents from his constituency.

Today`™s function was also attended by around seven headmen, village chiefs, members of women unions and other villagers from five villages of the constituency.

It may be mentioned hat nongmaiching has 27 villages and has 4391 voters.

Assam down town University announces a regional level business idea contest ‘Manthan’ in association with Centre for Innovation Incubation and Entrepreneurship, Deutsche Gesellschaft Fur Internationale Zusammenarbeit (GIZ) GmbH, Young Indians and Indian Institute of Entrepreneurship. The official announcement was made in the auditorium of down town Hospital.

The contest includes a month long process aimed at identifying potential business ideas which will result in the growth of the North East Region and to nurture them in the business incubator ‘down town Venture Labs’ with necessary infra and seed funding. The process also includes a capacity building session for the potential entrepreneurs by the experts from CIIE, GIZ, AdtU and regional successful entrepreneurs. The launch was announced through a press conference in the presence of Mr. Kannan Narayanswami (Mentor and visiting faculty of IIM Ahmedabad), Dr. B. G. There is an interesting story of how legacies that bureaucracies leave behind often live on forever. Quite obviously, immortality can be a boon as well as a curse in practically every situation, not the least government policies. This is all the more reason for every generation of a bureaucracy to be at least wary of the consequences of their actions. By bureaucracy we do not of course mean only that part of a democratic government constituting of civil servants, providing the backbone of any government, but the entire government structure, the legislative, judiciary and executive combined. The story, we refer to is about how even the fashioning of NASA`™s most advanced rocket propelled spacecrafts contain in them the DNA of imperial Rome of 2000 years ago. Just to briefly recap the story, it is basically an explanation of how the railway track in the United States of America came to be exactly of 4 feet, 8.5 inches in width. The figure is odd and the natural question is, how could anybody have thought of this strange width and not anything else, especially when there is no scientific reason why the two parallel steel rail lines had to be exactly 4 feet 8.5 inches apart?

The answer is that this is because the British railways used the same width, and the US railway was built by British expatriates. This probably is the answer in the case of the Indian railways`™ broad gauge lines too, as it was also built by the British while India was still Britain`™s colony. But why would the British use this same strange measurement it may be asked. The answer is the British railway is a successor of the trams which ran on similarly spread tracks. But why would these tram line be spaced thus? Because they were built by the people who built wagons for transport vehicles that plied England`™s old trunk roads which had that spacing. Why so? Because the old trunk roads were furrowed at that spacing and any attempt to build wagons with wheels differently spaced than the rut on the roads, would run the risk of breaking prematurely. What made the ruts on these roads so precisely spaced thus? Because these roads were built by imperial Rome to move their legions, and the ruts on the road were originally made by the wheels of Roman chariots which were spaced similarly. Why were the Roman chariot wheels spaced in the manner? Because they used two horses to pull these chariots, and the wheels were spaced to accommodate the hinds of two horses. The story goes on to say that even the rocket design of the NASA has this ancient Rome signature, as they had to be transported by trains which ran on tracks of this width. Hence, a technology borne out of the need of the time of imperial Rome 2000 years ago, continues to have influences on modern infrastructure, and indeed minds.

The lesson is, precedents set by any government have the nasty habit of living on, sometimes ad nauseam. A closer examination of many of Manipur`™s problems would bear the same hallmark. Take the case of the part-time lecturers`™ issue. They were employed on part time contract and their services should have ended without much ado when their employment contract expired. But for reasons not explained, though it is anybody`™s guess, many were regularized arbitrarily by a particular government. Now, since a precedent has been set, all other contract employees, not just part time lecturers, have come to believe, and with a degree of legitimacy given by default of the government`™s own acts, that it is their right to be absorbed as regular employees unconditionally regardless of what their original letters of employment said. In other cases, department heads and ministerial authorities have been known to deliberately bend recruitment rules not for any credible reasons, but to accommodate relatives and cronies. Layers after layers of these willful suspensions of rules have today come to virtually nullify all norms. Seemingly, even the courts are in a bind as to how this labyrinth of bad precedents set by governments, and also by bad rulings of the past of the same judiciary they belong to, through the decades can be negotiated. For indeed the practice of law itself, to a great extent, is about charting out the way ahead on the guidelines provided by official precedents. The challenge as one sees it is in two parts. The first of these is to undo the stranglehold bad precedents have had on policy making. Let those who enter by the back door exit by the same door. The second is to usher in a new dawn of good precedents which can be genuine torch bearers for future policy making.

IMPHAL, May 24: `Minister Nasir begged me to forgive him, he fell at my feet, he said he would commit suicide with his pistol if I did not,` K Kanarjit, secretary general of Club 25 International Manipur told scribes at Manipur Press Club today.

He mentioned this clarifying himself regarding a news article carried by this paper yesterday under the title `Global Youth Icon or Con Icon.`™

He dragged in the name of the Agriculture minister stating that an `unwanted incident`™ had happened to two women delegates who participated in the World Youth Summit held in April last.

Karnajit alleged that one girl from Nepal , Susma (name changed) complained to him on April 29 about a conduct of the minister.

`She came rushing to me and fainted, when we asked what happened, she did not tell us but said that `does the Agriculture minister think that I am a prostitute?`™` Kanarjit said.

The nine delegates from Nepal had threatened to boycott the youth meet in this regard and go to the Press, but the other delegates had convinced her not to disclose the incident and to take up the matter any further. They had then insisted that Nasir should not attend the closing function as they threatened that they would boo him down in the hall. Kanarjit further stated that a woman activist from UP also complained as the Minister texted her at midnight repeatedly which bordered on indecency.

`Susma told me not to disclose the matter to the press later as she was afraid that something may happen to her, as a powerful minister can do her harm, she said to disclose the matter only after she reached Nepal,` Kanarjit said at the meet.

Susma had also alleged that the minister had offered to help her in any way possible and asked her to give her bank account and phone number. Kanarjit said that the matter was brought to the notice of Deputy Chief Minister, Gaikhangam and the complaint was lodged verbally by Kanarjit in person.

`Minister Gaikhangam assured me that a corrective measure would be taken up in the regard and that the conduct of the minister would be brought to the notice of the Chief Minister even. However, nothing much was done,`™Kanarjit added that he requested Gaikhangam to send a minister to attend the concluding day of the Youth Meet as Nasir was no longer a viable option.

Kanarjit said that he later visited minister Nasir at Classic Grande and enquired on the incident. `He begged me to forgive him and also threatened to commit suicide, the episode happened at the reserved room of Classic Grande then,` Kanarjit told mediapersons.

Later, minister Nasir paid Rs 2 lakh to Classic hotel for clearing the bill of the delegates who stayed at the Classic Grande. The amount was paid by Nasir voluntarily and there was no insistence from his side, Kanarjit mentioned.

Scribes present at the press meet quizzed Kanarjit on why he kept quiet on this matter the whole time which occurred on April last.

He said that tangling in such matters which involved politicians was a dicey matter and he was also apprehensive that taking up the matter was akin to endangering his life.

It was questioned by the media why Kanarjit decided to keep quiet on this matter specially being a youth icon, an activist and there was an alleged case of probable physical assault to one of his foreign delegate,that too which came to his notice from the victim herself.

Later, Kanarjit revealed the name of the Minister in question as Abdul Nasir and the credentials of the two women victims.

`I may lose my life for revealing this fact, but I am not afraid to die for the just cause !` Kanarjit exclaimed. The report of his allegation has been reported in the evening papers today.

Minister Nasir also clarified to media persons at his Babupara bungalow in the evening after Kanarjit`™s allegation reached him. He contradicted the charges stating that Kanarjit did not ask any monitory help from him in this regard. Nasir showed a text message by Kanarjit sent in April 3 last during the conclusion of the World Youth Summit, 2015. The message from Kanarjit read, ` Sir, please kindly help us by calling the Classic Hotel. They are giving me a lot of pressure. They are waiting for you since yesterday. Just make a call to them. We will repaid to you surely within next week. I don`™t know what to do right now. We will never forget your support and cooperation. Tomorrow, we will publish with your photo regarding sponsoring a dinner and also accommodating of the World Youth Summit, 2015 in all major newspapers both local and national, website, social media in recognition of your sincere helps to us. We are really proud of you Sir to be Manipuri.` The text message contradicts the earlier statement by K
Kanarjit that he did not say anything to the minister to pay the Hotel Classic. Nasir added that he had just posed with the girls as they wanted to be photographed with him and in no manner did he meet any female delegate in private. He refuted the allegation of Kanarjit as baseless and said that legal action will be initiated against him on charges of defamation. Another question is why did Kanarjit not divulge the details of the allegation to the media before IFP report made him to clarify, why did he remain tight lipped when the modesty of a delegate was being questioned?

Now, that both versions of Kanarjit and Nasir is published. It is left up to the concerned women who attended the World Youth Convention to clarify their stance whether in support of either of the mentioned individuals,this investigation by IFP will continue.

IMPHAL, May 24: The May 23 alleged gunfight between security forces and militant cadres at Hengjang Village, Senapati, during three persons including a church secretary were killed, is a fake encounter and the government should punish the guilty Assam Rifles personnel within 48 hours, demanded Kuki Inpi, Saikul Gakai president Thangkam Lupeng today.

Meanwhile, the two other victims of the alleged encounter have been identified as Nameirakpam Rajen Singh, 40, son of N Muhindro Singh of Sunusiphai Awang Leikai of Bishnupur district and Phakuiring Hungyo alias Akhui, 45, of Pangpum Wangli Village, Ukhrul.

Speaking to media persons around 6pm today at the JNIMS mortuary where the dead bodies are kept, Lupeng said severe form of agitations would be launched if the government fails to punish the involved personnel within the set deadline.

The Kuki Inpi has concrete evidence to prove that the encounter at hengjang Village which is also known as B Gamnom was a fake encounter he claimed asserting further that the Kuki Inpi will certainly divulge the evidence on a proper platform.

He also confirmed that one of the victims Paolen Khongsai, 40, son of (L) Thongam Khongsai is the church secretary of his village.

Paolen Khongsai was standing with his wife Hatneikim, 35 at the church construction site, when the Assam Rifles personnel came firing indiscriminate towards the village, he further claimed.

On hearing the indiscriminate firing, Hatneikim ran inside their house, while Paolen was hit, Lupeng continued.

Paolen was lying on the ground and trying to shield himself from being further hit by the bullets when the Assam Rifles personnel came and shot him dead, he alleged.

He continued according to the villagers, the two other victims were not from the village and they had arrived in the village on May 22.

The villagers also cannot identify whether they are UG cadres or not, he said.

However, according to the villagers, no weapons were recovered from the bodies of the two, he added.

Lupeng continued the Kuki Women for Human Rights, Kuki Women Organisation and other CSOs of Sadar Hills convened a meeting under the banner of the Kuki Inpi regarding the issue.

The meeting further resolved to demand for the government to punish the involved AR personnel within 48 hours and to pay compensation to the bereaved family.

He also said that it was also resolved that in case the government fails to meet the two demands within the set deadline, severe form of agitations will be launched in collaboration with other Civil organisations of the State.

Further declaring that the family will not accept the body, until the demands are met with, he said the act of the Assam Rifles is strongly condemned.

Paolen`™s wife Hatneikim also interacted with the media narrating her story.

IMPHAL, May 24: The JAC formed against the Pallel firing incident and the Aimol Peace Committee have arrived to a peace agreement in connection with the incident during a meeting held today at Sana Konung.

The agreement was signed in the presence of titular king Leishemba Sanajaoba who is also the Chairman of Sana Konung.

The meeting was jointly organised by Umang Lai Kangba Apungba Lup (UKAL); Aimol Peace Committee and Pallel JAC.

During the meeting, father of one of the culprits involved in the firing apologised in front of Leishemba Sanajaoba, family members of the victims and also to all the people of the state for the sinful act committed by his son.

The father said that the unfortunate incident was not intentional or pre-planned or disrespecting the custom but it was due to an argument amongst some youths.

He also expressed his humble apology and asked for forgiveness to the families of the deceased and the injured victims and also assured that such incident would not happen again in future.

The agreement resolved that the culprits involved in the firing which killed a devotee should be punished according to the law; families of the victims should be provided ex-gratia by the government; culture, custom and tradition of Pallel and Aimol be respected by each other.

In the agreement, the two committees came to conclusion that if such incident occurs in future then people of Pallel and Aimol should be held responsible equally.

To observe the death anniversary of Moirangthem Gopal who was killed in the firing in every coming years; participation of people of Pallel and Aimol in the observation; Aimol Peace Committee to compensate the items which were vandalized in the Lai Haraoba site on May 5 and hand over it to the Custom Authority of Sana Konung and tender of apology by the culprits including their family members to the people through media are some of the terms included in the peace agreement.

IMPHAL, May 24: Even as the Kuki Inpi-Saikul Gamkhai claimed that the May 23 encounter at Hengjang Village which killed village church secretary Paolen Khongsai was a fake encounter, the PRO IGAR (S) issued a press release claiming that Poulin Khongsai of Hingojan, Senapati district was killed in an encounter.

Three individuals were killed in the encounter while another one was arrested, according to the statement.

The statement also said that the three dead were identified by the villagers as Nameirakpam Rajen Singh of MNRF (Alan), son of N Mohindro Singh, of Sunusiphai Awang Leikai, Bishnupur district, s/s Sgt Phakuiring Khongyo alias Akhui of MNRF(Alan), of Pungpum Wanglee, Ukhrul district and Poulin Khongsai of KNF (Nehlun), of Hingojan, Senapati district.

According to the PRO IGAR (S) statement, a joint team of 11 PARA (SF) and 2 Assam Rifles of 9 Sector AR under the aegis of HQ IGAR (S) launched an operation in the general area of Hingojang Village based on information from reliable source about the presence of armed UG cadres in the area.

It said the joint team carried out surveillance for about 24 hours on May 22 `“ 23, during which the troops of 11 PARA (SF) observed eight to nine armed cadres in the vicinity of a building under construction.

`The cadres were carrying weapons, which were slung onto their bodies. The Surveillance detachment also observed three out of the nine cadres entering a house in village Hingojang` it said.

Further according to the statement, at approximately 9:40am of May 23, while the joint team was closing in towards the village, one armed UG cadre opened indiscriminate fire aimed at the Security Forces and he was killed.

At the same time rest of the cadres started running in different directions out of which two cadres fired and ran towards the personnel of the joint team where they were killed immediately, it said.

Some cadres who ran in different directions managed to escape and were not engaged by the joint team to avoid collateral damage, it claimed.

`When the joint team started closing in towards the UG cadres who had presumably been neutralised by own fire, the armed cadres located at the hill feature brought down heavy fire of automatic weapons including AK-47, M-16 and Lathode for approximately 30 – 40 minutes and pinned them down.`

`During this period some cadres went towards killed UG cadres, and were seen trying to drag their bodies, but were prevented from doing so due to effective yet controlled fire by the troops` according to the statement.

It continued later, a part of the joint team entered the village and the remaining team moved to the hill feature from where the UGs fired.

`During the ensuing search, the joint team found another cadre and apprehended him. He was carrying a bag in which two crude IEDs and several rounds of 7.62 MM Calibre were found.`

It further identified the arrested cadre as Army No 6, SS Sergeant Luhaban alias Apam of MNRF (Alan), son of S Ngachun, resident of Kasom Kunao, Ukhrul district.

The joint team reported the incident to Yairipok Police Station, it said.

Soon thereafter, SDPO Yairipok along with team of Yairipok Police Station and Thoubal Police Commandoes, led by inspector Anand reached the incident site, it continued.

The joint team collected some war like stores and weapons lying near the dead bodies and the hill feature from where the armed cadres had brought suppressive fire on the security forces, it said.

One 9 mm Bereta along with magazine, two 7.62 mm Pistol along with magazine, three IEDs, sixteen electric detonators, twenty eight 9 mm pistol rounds, twenty one 7.62 mm pistol rounds, one hundred and fifty six 7.62 mm AK 47 (live rounds), twenty one 5.56 mm M-16 (live rounds), twenty three fired case 7.62 mm AK 47, fifteen fired case 5.56 mm M 16 and seven fired case 40 mm of Lathod were recovered from the scene of action, it claimed.

He further said that he will try to approach the government of all states to form the tripartite committee as soon as possible and to adopt the wage board, it said.

He added that a meeting has been arranged with representatives of media houses at centre tripartite committee, Delhi on wage board issue and the current journalist act will be amended. The tripartite committee should be formed at all states of India as soon as possible. The act will also be modified to make it more comprehensive in order to provide benefits for the working journalists of the electronic media.

On the other hand, the members for the next three year session of the IJU, two Vice-Presidents, six National Secretaries and 15 members of NEC were elected. Vice-President of AMWJU, Ratan Luwangcha became the first journalist from Manipur to have also been elected as National Secretary.

Altogether five representatives from the North East have elected. Geetarha Pathak of Journalists`™ Union of Assam has been elected as one of the VP, and representative from each of Tripura, Meghalaya and Assam were elected as NEC members. It was also announced that Sorensangbam Sonia Devi of Poknapham has also been elected as member of National Gender Cell team, it said.

Valedictory Function of the 8th Plenary Session was also held with former Chief Minister of Nagaland and current Governor of Odisha, SC Jamirna as chief guest. Allegation galore against `Youth Icon`™ regarding financial fraudulence; criminal cases lodged

IMPHAL, May 23: In a classic case of cheating and fraudulence using public platform, one Kangujam Kanarjit has managed to dupe many young investors including private institutions to the tune of several lakh rupees.

The person in question, who has been nominated for the `Global Youth Icon Award`™ recently, is the the mastermind behind organizing the Global Youth Meet 2014 and World Youth Summit 2015.

In an investigation conducted by this IFP reporter, it was found that Kanarjit owes various organizations, self-help groups, hotels, individuals etc. a huge sum and there are various criminal cases filed against him in court.

According to one case bearing Criminal case number 32 of 2015, in the court of the CJM , Imphal West, a verbal work order was placed by Kanarjit to Sandeep Soubam (complainant) for making all the art work, designs, prints and promotional infrastructure for the Global Youth Meet, 2014.

Sandeep was formally made to submit a rate quotation of the work.

Interestingly, according to the rules made by Kanarjit, the contractor or supplier of the work was supposed to deposit an amount before commencing the work.

Sandeep as per agreement deposited a sum of Rs 4,76,000 to UNESCO Youth Foundation, Imphal Office under account number 49000200000019 at Bank of Baroda.

The complainant after engaging skilled labourers started all art work and designs, promotions for the mentioned event from January 13, 2014 till February 25.

After completion, a bill amounting to Rs 13,54,840 was submitted. However, on giving one pretext or the other, Kanarjit still refrains from clearing his dues thereafter resulting in the legal action.

In short, Kanarjit took advance of investor`™s money and at the same time made them complete his task, but never paid the dues owed after completion of work.

Aside from this legal complaint, it may be mentioned that a report was carried in the Sangai Express of May 6 last, bearing similar charges of fraud. It said that self help groups namely Backward Development Organization of Thoudam Leishangthem and Vegetable and Fruit Development self help group were contracted by Kanarjit for making mementoes, stage and hall hiring.

The two organizations also paid 40 % in advance for getting the work contract. Till conclusion of the Global Youth Meet in February, 2014. Kanarjit has not paid the dues and many such payments has not been cleared to others, the report carried.

It was also found that Kanarjit had also hired 40 rooms of Hotel Classic for lodging delegates from other States and foreign nationals for the youth meet. After the event, the outstanding bill amounting to Rs 1.5 lakh approximately was not cleared. He was later blacklisted by the Hotel authorities in 2014.

But, Kanarjit somehow managed to convince the authorities of the hotel and further rented rooms for the World Youth Summit of 2015, held in April.

Instead of clearing the previous amount, the current outstanding amount of Rs 1.58 lakh has not been cleared till date. Sources said that despite the due, Kanarjit collected Rs 30,000 from Babina Diagnostic Centre which is a sister concern of the Classic Hotel for the Katmandu earthquake relief fund.

Besides hotel bills, Kanarjit has to pay dues to CRED, photographers, caterers including the music band Eastern Dark which performed in the 2014 Meet among others.

Adding up to the con activities of Kanarjit, he manipulated many individuals and private industries by using the United Nations UNESCO`™s name.

The first Global Youth Meet was organized then as by `UNESCO Youth Foundation`™ Asia Pacific Region, Regional Office in collaboration with Club 25 International (USA). Kanarjit had opened the Bank of Baroda under UNESCO Youth Foundation to make others believe in his credibility for ties with the UN.

After misusing the UNESCO acronym and symbol, the matter was brought to the notice of Director and UNESCO representative of India, Shigeru Aoyagi by a lawyer S Raghumani in November 2014. Shigeru replied that the UNESCO logo and acronym is wrongly used and that he had intimated earlier to the Club 25 chairman and UNESCO Youth Foundation to refrain from using the mentioned. Afterwards, the logo and name was removed.

The question is why did Kanarjit mention UNESCO in the first place without having any links with the mentioned UN body ? According to a press release carried on October 18 last, from Club 25 International , Manipur, Thangmeiband Sinam Leikai of which Kanarjit is the General Secretary), it said that Kanarjit will attend a General Assembly at Albania. That he is the managing director of Trans-Asian Hospitality Industries Pvt. Ltd.., a volunteer of the United Nations Organization, coordinator of UNESCO for Medical Awareness Movement in Asia-Pacific for Disaster Management. Complainants have said that he is creating fake organizations and persona mentioning UNESCO to avail credibility and profit from unsuspecting investors and donors.

Kanarjit even duped his Chairman of the Global Youth Meet, 2014. A verbal order was given by Kanarjit to some masons for repairing of the Club 25 International, Manipur building in 2014. The bill amounted to Rs 1,47,094.45 paisa, but the bill was not cleared until a criminal case was registered. The case involved some individuals beside Kanarjit, particularly a retired high ranking government officer.

The officer replied to the mentioned criminal litigation stating that he was the temporary chairman of Global Youth Meet, 2014 and not involved in any financial transactions. He declared back to the legal notice that, his signature was forged by K Kanarjit .

His declaration said, `One day your clients came to my residence bringing a concocted letter issued by K Kanarjit, Sec. Gen of Club-25 International using my false signature under letter number UNESCOYF/OH/14/14(Pt-I) dated 22/04/2014 . My signature was used to inform people whom Kanarjit owed money that the dues would be cleared by 30/06/2014. No letter was issued from my side. This is purely a forged letter, even my signature was upside down.` The retired officer declared that Kanarjit is a fraud and he had tried to malign the officer`™s image and implicate him.

Besides the cheating and fraud perpetrated by Kanarjit, he also disguises himself and projects a fake persona. He drives an Indica Car with allegedly carries a flag post, pins unreliable badges, flaunts an official relation with UNESCO to gain access to government departments and private institutions. The investigation is also digging into his claim of receiving the prestigious ` Dr. Ambedkar National Award,2013.`™ Initial investigation through the internet shows no result of Kanarjit receiving the said award.

If the State fails to punish anti-socials who create nuisance in the State, then it is not an indication of good governance, he continued.

He said even the concern Senapati DC has continued to remain silent on the issue.

Knowingly or unknowingly, the DC has failed to take up any action, he said adding further that it is quite unfortunate and dissatisfactory that the State`™s leaders and authorities have failed to take up action against the official.

The Congress MLA, who was a minister in the previous Congress-led government in the State expressing deep remorse said he is still with the ruling party and very much a part of the government but is powerless to contribute his mite to resolving these crisis situations faced by the state today.

He said he has been severely handicapped since he is no more in the decision making unit of the government. Biren also added that during his stint in the government, he had acted for the welfare of the people and the State.

The people are fully aware of whether we are moving ahead or going backwards when a neighbouring States have knowingly intruded upon the State`™s territory inspite of the presence of a State government, he said.

He also said that it is disgraceful that the State capital has been ranked 32 out of 1300 cities of the world in the index of cities at `extreme risk`™ of a terrorist attack.

Further raising his concerned over claims of development imbalance between the hills and the valley districts, he said such claims have been raised due to the incapability of the concerned authorities to properly utilize the funds to bring development in the hills.

At the same time, certain individuals with vested interest continue to loot the government sanctioned funds for development, Biren continued.

IMPHAL, May 23: At least three persons including a church secretary were killed in two separate fierce gun battles that took place between combined security forces and suspected cadres of KNF (N) at Bongbal Khullen, Sadar Hills under the jurisdiction of Yairipok Police Staton in Senapati district today.

Sources said the first encounter occurred at around 4.30 am took place between personnel of 2 Assam Rifles and heavily armed suspected KNF (N) cadres. The exchanged of fire between the two sides lasted till 7 am.

There were no reports of casualties on both sides in the firing.

The second encounter took place when a combined team of 21 Para Regiment, 16 AR and 2 AR personnel launched a massive search operation in and around the firing site around 1 pm.

During the search operation, a fierce gun battle erupted between the combined forces and the armed cadres killing three persons including secretary of Hingajang Village Church.

The deceased has been identified as Pualen Khongsai, 40. Identity of the other two deceased could not be ascertained. However, it is said that the two who were labourers working in the area hail from Thoubal district.

A team of police led by Sub-Divisional Police Officer (SDPO), Yairipok also rushed to the site to help the combined security forces in the encounter.

IMPHAL, May 23: Altogether 11 candidates including a woman advocate will be contesting in the election of All Manipur Bar Association (AMBA), the oldest bar association of the state scheduled to be held on May 25.

The election is to be held to elect new office bearers including one post of president, vice-president, general secretary and joint secretary of the association for the term 2015-17.

Three candidates namely H Chandrajit Sharma, A Indrakumar Singh and M Nilachandra Singh will be contesting for the post of president while L Manaobi Singh, Y Priyokumar Singh and L Nutankumar will be contesting for the post of vice-president.

For the post of general secretary, two candidates namely B Supriya Devi and N Ojit Singh will be contesting while Md Rabi Khan, W Harendra Singh and A Nilakumar Singh will be contesting for the post of joint secretary.

Polling of the election will begin at 8 am and end at 3 pm. Casting of vote to be held at the office of the association will be done in two polling booths using ballot paper. Counting of vote will be started just after the end of casting of vote.

A total of 1054 advocates would be casting their votes in the election.

It may be mentioned here that earlier the election was scheduled to be held today but later rescheduled on May 25 due to the imposition of state-wide general strike.

IMPHAL, May 23: A two-day 8th Plenary Session of National Council Member of Indian Journalists`™ Union (IJU) was inaugurated today at the Convention Centre, KIIT University, Bhubaneswar by Atanu Sabyasachi Nayak, Minister of Health & Family Welfare and Information & Public Relations Department, Government of Odissha attending as chief guest.

According to a release of All Manipur Working Journalist Union, the inauguration function was presided over by president of IJU, SN Sinha and was attended by 500 journalists from 27 states including Manipur represented by Ratan Luwangcha, vice-president of AMWJU; general secretary Jit Ningomba and convener of Gender Cell Sonia Sorensangbam.

Addressing the gathering, Atanu Sabyasachi Nayak said that a resolution has been adopted to implement the recommendations of Majithia Wage Board in Odisha for which a tripartite committee has been formed.

He further said that health insurance is also included under the welfare scheme of working journalists while adding that journalists`™ welfare fund has been also incorporated for well-being of journalists.

Along with adoption certain national resolutions meant for welfare of journalists, representatives of the states placed detailed reports on plights and grievances being faced by media persons in the respective states during the session.

During the concluding day of the session, new office bearers of IJU including three vice-presidents, six national secretaries, one treasurer and 15 national executive members will be elected.

Prior to the inauguration of the 8th Plenary Session of IJU, a meeting of National Executive Committee of the union was held at the KIIT campus on May 22 during which the AMWJU team highlighted arrays of problems being faced by journalists in Manipur

IMPHAL, May 23: The 24 hour state-wide bandh endorsed by the AMUCO, UCM and various other valley based organisations against the lethargic attitude of the state government in tackling the Dzuko valley land encroachment issue hit normal life in the State today.

Although the Committee for Koziirii-Dzuko Land Boundary Resolution had lifted its bandh following an assurance from the Chief Minister for proper demarcation of the State`™s territory after the ADC election and to call upon the central government to intervene and monitor the interstate issue at the earliest, valley based organisations which had endorsed the committee`™s call for bandh proceeded with it.

During the bandh, the State capital wore a deserted look and all shops remained closed for the day.

Vehicles including both private and passengers services remained off the roads.

Government offices recorded low attendance; even banks and educational institutes remained closed for a day.

Bandh volunteers in Chinga Makha, Singjamei burned tyres and wood on the road blocking traffic.

Children were seen playing on most roads in the State capital during the bandh.

It may be mentioned that the land encroachment issue has been going on for many years.

It is also learnt that the road construction initiated by Integrated Rural Tourism and Road Development Authority under the directive of Nagaland government using heavy machinery has penetrated more than 10 kms into the territory of Manipur.

The 24 hour state-wide bandh also morally supported by the All Manipur Bar Association considering that the demonstration from public is necessary due to the government`™s lack of commitment to the issue of land encroachment by the Southern Angami Naga People`™s Organisation.

The MLA was speaking at the public meeting of Bhumi Prasad alias Vikash, INC candidate of Irang Part-II today at Panikheti Junior High School along Imphal-Tamenglong road.

The local MLA also appeal everyone to completely avoid threatening and creating fearful environment during the election so as to ensure that every voters exercised their rights in the election to vote their chosen leader.

She further said that development comes only through peace and added that hatred, violence and vested interest never bear any development and peaceful environment.

The MLA continued that Indian National Congress is the oldest and unsurpassed secular party in India and divulged that she join the Congress party being Mahatma Gandhi as her role model by birth while emphasizing the ideology of the Father of the Nation.

She also pointed out that in Congress governance there is no dividing wall in respect of caste, creed and religion while adding that every single denizen of the country enjoy his/her entitled rights at the maximum.

Haokholal Hangshing said that India is a multi-party system and the largest democratic country in the world while adding that BJP might form Government in the centre but there are also many states within the country where another political party other than BJP form the Government.

Likewise, in Manipur the state and the local Government has been form by the Congress party added the sitting ADC Sadar Hills Chairman.

Therefore, any political party might formed Government at the Centre but the state concerned shared, development scheme, facilities, etc could not be ignore since it is a constitutional binding further added Haokholal Hangshing who confidently said Congress party will form the next Government in the state as well as in the local Government.

A total of 13 students from class X and XII who successfully made through the exams were felicitated with cash incentives as well as citation.

A lady, Dr Nganbi Chanu was also felicitated along with the other students on her completing her PhD thesis on `Lai Haraobana Piriba Maheigi Mangal`.

The program started at 3:00 in the evening at the Thengra Leikai Mandop and was attended as chief guest by the addl SP of Ccpur Mr. H. Balram Singh, EE ,DRDA, Ccpur K Tomba Singh as guest of honour and committee president Asem Ibotombi as functional president.

Speaking on the occasion, Balram said he was pleased that the students are doing well in their education.

He said having a PhD scholar amongst them will only act as an inspiration for the younger students.

He continued it is also a day of rejoice for the locality irrespective of caste, creed, community or religion.

He also said that the parents and guardians should understand their wards and vice-versa.
