IMPHAL, July 13: A team of CDO Imphal East arrested one KCP (MC) cadre on July 11 at about 6:45 pm namely Usham Sanjit Singh alias Nanao (29) son of (L) U Manglem Singh of Singjamei Beigyabati Leikai, presently at Mayang Imphal Chabung Company from Bamon Leikai Basket Ball Ground along with one demand letter, one hand written demand note of KCP (MC) and one mobile phone (Nokia-1616) without SIM card, said a press release of the SP Imphal East.

On verification, Sanjit disclosed that he is member of KCP (MC) and now working under the command of one Khangembam (O) Punshi Devi (51) wife of (L) Kh Biro Singh of Singjamei Bheigyabati Leikai further adding that one more KCP (MC) cadre namely, Wairokpam Bishwanarth Singh alias Shettu alias Joy (27) son of W Imomcha Singh of Oinam Sawombung Mayai Leikai was also arrested on the same day at about 8:15 pm from his residence.

Moreover, a team of CDO, Imphal East arrested on July 12, 2013 at about 4:30 pm one cadre of Manipur Naga Revolutionary Front (MNRF) namely Paoshim Keishing (29) son of Sangreingam Keishing of Chongdam village, Kasom Khullen Sub-Division presently at Mercy Lane, Mantripukhri from Sangakpham Bazar along with one mobile phone (Telego-XI) with two Airtel SIM cards. On verification, Paoshim disclosed that he joined MNRF in the month of January 2003 through one Alen of MNRF adding that he had collected three percent share from the MGNREGS from several village heads, it said.

IMPHAL, July 13: Khangjam Loken of Phaknung Mayai Leikai under Lamlai Police Station who has been absconding ever since he was accused of raping his cousin brother’s minor daughter on July 5 at his home was arrested by a team of the Imphal East police yesterday night around 9:30pm.

The accused was produced before the Chief Judicial Magistrate, Imphal East and remanded to seven days of police custody till July 19.   

It may be mentioned that the accussed’s own son had reported the victim’s family who were working at their field about the heinous incident.

JIRIBAM, July 13: A hand grenade, suspected to be left by a hill based insurgent group was found at the M/S Hrangchal Linzathang & Sons Petrol Pump, the only petrol pump in Jiribam sub station located just 100 metres further from Jiribam police station.

A reliable source said that the grenade may have been left at the petrol pump in relation to a monetary demand of Rs ten lakhs.

More than 130 teachers under Saitu Gamphajol along with some civil organizations, parents guardians attended the Valedictory function of the 3 Day BRC Level Community Training.

KOHIMA, Jul 11 (NEPS): Veteran Congress leader and Opposition Congress MLA SI Jamir has not approved the idea of demanding the Center a certain amount of fund as sustenance for the Naga underground people who are in ceasefire with the Government of India as a solution to the underground taxation in the State.

It may be mentioned that of late State Chief Minister Neiphiu Rio has been demanding the Center to frame certain policy to support the Naga underground people who are in truce with them (Center). He even went to the extent of blaming the Center for failure to formulate a policy to provide sustenance for the Naga outfits.

Rio further pointed out that since the undergrounds were not provided with any sustenance for their survival, they were compelled to impose various taxes on the people.

Talking to NEPS here at Congress Bhavan Thursday, Opposition Congress MLA SI Jamir, who is also President of NPCC, wondered the manner in which the State Chief Minister was trying to shift the blame to the Center for his (Rio) failure to run the affairs of the State.

Jamir alleged that the so-called multiple underground taxations in the State was because of the failure of the State administration. He, however, disclosed that the people were prepared to contribute to underground once in a year but not in multiple ways. And when such activities were taking place in the State, it had directly affected the citizens and then it “automatically falls under the purview of law and order.” “The State has failed in maintaining law and order,” he alleged.
“We also have seen relative peace taking place in the State after the ceasefires between the Center and the Naga underground groups, even collection of taxes or extortions was not that much,” the NPCC leader said. “But, unfortunately, more factions gradually came up and then more problems increased due to one-upmanship amongst them.”

“However, there are ceasefires with the Center and they are bound by the mutually agreed upon ceasefire ground rules,” he stated.

But asking the Center to frame policy to provide sustenance for the Naga underground outfits was “ridiculous,” Jamir said adding, “It would be a political blunder if they (Naga underground outfits) accept such pattern. “Because they have been negotiating with the Center on equal footing,” he explained.

AIZAWL, July 12 NNN: HIV cases in Mizoram have declined considerably in the past few years in Mizoram.
According to Mizoram health minister Lalrinliana Sailo, HIV cases in the state have declined during 2007-2011 as per ‘Technical Report India, HIV Estimates-2012, NACO” by Ministry of Health & Family Welfare Report, thanks to the steps taken by Mizoram State AIDS Control Society (MSACS).
Sailo was saying this at a Governing Board meeting of MSACS at his office today attended by Health Secretary Esther Lalruatkimi, IRS, MSACS Director Dr. Eric Zomawia besides representatives from YMA and Mizo Hmeichhe Insuihkhawm Pawl (MHIP). The minister lauded the measures taken by MSACS in organising Red Ribbon Football Tournament and Red Ribbon Drama Competition to tackle the menace which is being plaguing lives of Mizo youths and et al. Not only this, several NGOs and churches in Mizoram are also taking measures against the spread of HIV, the minister added.
Lalrinliana Sailo also opined that in order to tackle this menace, there should be close collaboration between NGOs, government departments, churches and even media can play a great role in this regard. Only through this, the beautiful state can send message to the outside its true nature, the minister added.
The meeting highlighted that as per Technical Report India, HIV Estimates-2012, NACO, HIV infection between age group 15-49 during 2011 was 0.74 percent in contrast to 0.79 per cent during 2007. The report also highlighted that the infection rate was 0.78, 0.76 per cent during 2009, 2010 which clearly shows that rate of HIV infection in Mizoram is on decline.
The meeting also accepted MSACS Action Plan for the period 2013-2014 which was appoved by National AIDS Control Organization, Department of AIDS Control, Ministry of Health & Family Welfare. According to MSACS report during 2012-13 HIV test was conducted to 59088 (General 38560 and Pregnant Women 20528) of which 1142 (General 1022 and Pregnant Women 120) were tested positive. Till today, 6060 HIV patients have been given treatment from ART Centre. MSACS expressed happiness over churches and NGOs for their endeavour towards HIV patients.
The Mizoram state will implement and take measures under National AIDS Control Program Phase-IV from this year which is expected to be more dynamic and smooth as far as funds from the government is concerned. Tackling HIV menace in Mizoram is being carried out not only by the governmentt but also churches and NGOs like organising seminar, awareness pogramme and sports events. During the meeting a report of MSACS 2012-13 was also highlighted.

IMPHAL, July 12 MNS/NNN : Irom Sharmila who has been on fast unto death since Nov 2000 demanding repeal of AFSPA today donated 80 books to the Manipur State Central Library. Irom has expressed unhappiness over the reported efforts by some social organizations to nominate her for the prestigious Nobel Peace Prize.
Reacting to this, Irom Sharmila has urged those organizations to join the anti-AFSPA campaign by dropping the idea or plan for helping her to get the prize.
She said, “The only aim of my struggle is to revoke AFSPA and I am just not interested in the Nobel idea.”
41 years old Irom Chanu Sharmila was talking to journalists inside her ward
while donating as many as 80 different books to Manipur State Central Library on Friday.
With this, Sharmila, also called the ‘Iron Lady’ has so far donated about 400 books authored by different personalities from different parts of the world to the Central Library. Friday’s generous contribution by Sharmila to the library was the fifth occasion.
“Dead Souls” by Marc Chagall and “Winning War on War” by Joshua Goldstein were among the books. She handed the books over to officials of the Central Library in the ward at Jawaharlal Nehru Institute of Medical Sciences (RIMS) where she has been lodging with the support of nose-feeding.
Sharmila said she hopes these books will help book lovers to a certain degree.
The hunger striker is now on fast for more than 12 years on the demand for repeal of Armed Forces (Special Powers) Act, 1958 (AFSPA).

New Delhi, July 12 (ANI): Congress Party on Friday launched a scathing attack on Gujarat Chief Minister Narendra Modi over his remark that he had done ‘absolutely right thing’ in 2002 when the state was hit by riots and that an SIT set up by the Supreme Court had given him a ‘thoroughly clean chit’, saying this is totally against the analogy of India.
“We are condemning the analogy which he has made. It shows the kind of mindset Mr. Modi has. This is totally against the idea of India; India is not what he thinks. The analogy which he has drawn, the parallels which he has drawn is not the idea of India,” said AICC General Secretary and in-charge of Communication Department. Ajay Maken.
Maken said even former Prime Minister Atal Bihari Vajpayeeji said at the time of Gujarat riots that he failed to implement a ‘Raj Dharma’.
“And not only Atal Bihari Vajpayeeji at that time, but even as recent as this month only the Goa Chief Minister Manohar Parrikar has said that the 2002 riots is a result of failed Gujarat model of governance. So, we are not only saying so, but his own party leaders, fellow Chief Ministers are saying so,” said Maken.
“But using a riot wherein thousands of people died, using an analogy drawing parallels the way he has done is something which shows his mindset and this is totally against the idea of India which we strongly condemn,” he added.
In an exclusive interview to Reuters news agency at his official residence in Gandhinagar, Modi said: “People have a right to be critical. We are a democratic country. Everyone has their own view. I would feel guilty if I did something wrong. Frustration comes when you think ‘I got caught. I was stealing and I got caught’. That’s not (what happened in) my case.”
The Gujarat Chief Minister, who was very recently appointed the BJP’s campaign committee chief for the 2014 Lok Sabha polls, described himself as a Hindu nationalist because he was a born Hindu.
“I am nationalist. I am patriotic. Nothing is wrong. I’m a born Hindu. Nothing is wrong. So, I am a Hindu nationalist so yes, you can say I am a Hindu nationalist because I am a born Hindu. I am patriotic, so nothing is wrong in it. As far as progressive, development oriented, workaholic, whatever they say, this is what they see. So there’s no contradiction between the two,” he said.
The Goa Chief Minister had in a recent interview to The Indian Express Editor-in-Chief Shekhar Gupta for NDTV’s Walk the Talk programme said that the 2002 riots in Gujarat were a clear-cut case of administrative failure and bad example of governance.
