IMPHAL, April 20: One hardcore cadre of KCP (MC) Lalheiba group was apprehended yesterday afternoon by a team of Bishnupur Police commando during an operation at Thanga Oinam Maning Leikai.

According to a release, the arrested cadre is identified as Oinam Ghana alias Inaocha alias Angou, 30, s/o O. Meino Singh of Thanga Oinam Leikai.

The release further said the arrested militant is working as S/S Bishnupur district commander. Police recovered one 9mm pistol with 4 live rounds from his possession, the release added.

The release further said that on preliminary interrogation the cadre revealed that he is a trained cadre of banned outfit PLA and later joined to KCP (MC) Lalheiba group in the year 2009.

Before the onset of the monsoon, we had called the attention of the government in several editorials to potholes that had appeared on several major roads in Imphal, warning that if these were not mended in time, the monsoon waters would wash away the rather thin bitumen linings in and around these potholes, damaging the roads much more extensively. Despite these urgent appeals, the government refused to pay any heed, and now the conditions of these roads are there for everybody to see. One of the worst damaged areas is the one adjacent to the Andro Parking on the eastern side of the All India Radio, Imphal complex. There was a huge unattended pothole here for a long time and once it started raining, water accumulated in it and seeped into the earth and pebble bed the road rested on and weakened its foundation. The road has since been literally washed away leaving huge pits, and because these are now filled with rainwater, are virtually invisible, therefore extremely hazardous for motorists. Now that the thin bitumen cover has been washed away and the innards exposed for public view, even sycophants of the powers that be will think twice before defending the quality of work put into the making of these roads. Other than the Andro Parking area, the Uripok Road at the base of the B.T. Road flyover has to be seen to be believed. This relatively recently made road is now reduced to a dirt road. The RIMS Road from Nagamapal all the way to the point where it joins the Uripok Road is another stretch that would put anybody in a depression.

Much of these damages, and the consequent inconveniences and dangers thrust on thousands of ordinary commuters everyday could have been saved if the authorities paid heed to the timeless saying that a stitch in time saves nine. The cost to the state exchequer that would have been saved by such prudence is imaginable too. But then, as they say public property is nobody’s property, and those in the government who are entrusted precisely with these public properties are the ones who care the least about their charge. If this were not so, what we are now seeing in the capital Imphal would not have been possible. Furthermore, if this is what is happening in the capital, anybody can imagine what is happening in districts, the remote ones in particular. Yet, despite the obvious failure, and despite the avoidable waste of public funds, nobody will be held accountable for the mess. None of those involved in building these roads too would be fazed by the fact that the roads they built cannot stand the test of even one monsoon. Nobody takes pride in the work they do anymore, neither those actually contracted to do the job, nor those who awarded them these contracts, nor those entrusted to certify the compliance of standard of the jobs done. What everyone in the chain would have been interested in would undoubtedly be lining their pockets from the collaborative spinoffs they create from the entire process. In fact, it would not be very wrong to presume that there is a vested interest at work in building these roads not too well so that they are rebuilt practically every year so that the cycle of collaborative looting of public funds is ensured.

This is depressing. But this is also unfortunately what Manipur has become. It has lost all sense of social altruism and those leading the charge are those in power. But the call now must be not of witch hunting. It is not too late to make amends. Let a new work culture be introduced in the state. The effort has to begin with the government. It must first of all strive to introduce some structural changes apart from a stricter monitoring system of its infrastructure construction works. In this regard, it is surprising that in all of its developmental projects, including road construction, the government has not thought of factoring in the cost for maintenance. Nothing lasts forever, however well built, but the government should have known their longevity is directly proportional to the quality of their upkeep. The maintenance does not have to be always major overhauls, but mending little patches of damages so as to prevent them from setting off a progressive and ultimately total atrophy. The road stretch near the Andro Parking and the Uripok Road at the base of the BT Flyover are two loud example of this serious and indeed criminal oversight of the government. What has happened cannot be undone, but we at least hope the government would take note of the matter and do the needful so as to prevent a repeat. But then, we suppose this appeal would probably be as ridiculous as asking compulsive kleptomaniacs not to steal.

IMPHAL, April 23: UMO was held to a 1-1 draw by IVFA in a match of the 13th Challenge Cup veteran football tournament today while FC Imphal came better of Chingtam by winning the match 1-0.
In the first match played today at Mapal Kangjeibung UMO move ahead in the 19th minute as Md Rashid Ahmed scored first goal of the match.
Later IVFA fought back to equalise the single goal deficit and eventually found the equalising goal in the 39th minute and level the score at 1-1.

IMPHAL April 24: The RPF in a press statement signed by its publicity secretary T Leishemba has rubbished the statementsmade by the Chief Minister O Ibobi during the Khongjom day observation.
The release stated that the comments made by the CM in regard to attainment of independence and sovereignty are fictional and made to mislead the general public.
Referring to historical events, the RPF stated that Manipur was a princely state but was forcibly annexed on October 1949 as Budhachandra was made to sign the Shillong Accord. At that time there was neither constitution nor governance in India, but a form of government was already there in Manipur and the king had handed over the power to the public thus, the Manipur Merger Agreement is illegal and none can claim otherwise.
The CM needs to under stand certain things first that the size and population of a nation is immaterial in demanding independence, but depends on the wishes of the populace. If the public of Manipur wants to be independent then no force on Earth can stop it, the defeat of the USA at the hands of Cuba and Vietnam are ample proof, it states.
The state has a history of 200 years of independence and the baseless statements of the CM will have scant effect. It is understood that the CM to retain his power has to speak something, but words ridiculing the sentiments of the public should not be made, the release stated.
Further, the CM is working in the interest of India and not a real government with the aim for the betterment of the public. The RPF only wants an independent nation under a democratic rule by its own people, the release concluded.

IMPHAL, April 26: The Non Gazetted Employees Welfare Association JN Hospital, Porompat, Imphal has served an ultimatum to the Chief Minister today demanding better service conditions and retirement benefits failing which the association has threatened to launched various forms of agitations on or before May 4.
According to a release of the association, it has submitted several representations to the concerned authorities regarding their demands including improvement of service conditions and retirement benefits etc in respect of the staff Nurse, Paramedical staff and Grade-IV employees of JN Hospital, who had been transferred to the JNIMS Imphal East.
It has further mentioned that, in this regard a general body meeting of the association was held on April 21 this month with L Chandrakumar Singh, president of the association in the chair. The said meetinghad unanimously resolved to launched various steps of agitations, unless the demands are considered favourably by the state government on or before May 4.
As decided during the meeting their steps of agitation will start with the wearing of black badge for dive days from May 5 to 9 next month.
It has further stated that the black badge wearing demonstration will be followed by non cooperation movement from May 10 to 12, sit in protest there after till May 16.

The basic purpose of having an administration and a governance system anywhere needs to be recalled and analysed at this moment of history when we are celebrating six and a half decades of independence from foreign rule. This is because, despite the recent more or less impressive track record of good growth performance, the meecham praja (common people) seem to be at the receiving end of every mechanism of governance.

Manipur Scenario: The situation is worse in Manipur than elsewhere in the country. Whereas the rest of the country has reaped the benefits of modernisation, although the dispersal of the benefits has been an issue, the case is different in Manipur. We have not had the kind of economic expansion experienced elsewhere whereas we have had more than our share of the inflationary trends and growth disturbances. Further, while in the case of other States in the country there are people in the administration who are alive to the fundamental purpose of governance as facilitating the access to administration and livelihood efforts of the common people, we are pained to observe the complete reversal of this principle in the case of Manipur.

We can have multiples of daily life exemplars to drive home this subjugation of the common people. First look at the daily dose of alertness they have to have at their command in order just to be in the business areas of Imphal and cross the streets. They have to bear all the costs of insensitivity of the official vehicles and arrogance of the private ones as well. What I would love to see is the kind of scenario where my senior-citizen “mother” and my aged “father” would feel at home and cared for whenever they set foot in any area of the Imphal city; well, a very unlikely and unrealistic expectation.

I would consider myself as someone who is fairly conversant with own rights and responsibilities. I am also fairly conscious of how to resist encroachments into my personal space and rights arena. But pretending and behaving as if like any of the common men in the street in daily dealings and assert when violated has taught me how hard the daily lives of the commoners are in Manipur. Let me start with an example from an office of the Central government. In a personal post-paid mobile connection for which I have been religious in paying the due bills every month, there occurred recently an interesting development. Even after payment of the dues as reflected in the latest bill, there used to be reminders for payment of dues for at least three to four times a day for about ten days. In the beginning, I had the impression that it must be just machine problems or routine issues. But within a few days, I found all out-going calls barred besides the STD and ISD. When I had sent one of my office assistants to enquire into the status and reasons for the barring of all outgoing calls, two things of great interest emerged. First, the daily multiple reminders for payment of dues stopped immediately after the enquiry for reasons best known to the staff of the department only. Second, the concerned officials sent back my boy with explanations which any reasonable person can immediately establish as nothing more than a bluff. Dissatisfied and angered by this, I did call up a higher ranking officer of the department as a prelude to going for full scale grievance correction complaint. On his intervention, I got the barring removed. But that was not the end. The ISD and STD were still blocked. I had to go for another round of telephonic contacts to get the ISD and STD barring removed.  Now the question that arises here is what might be happening in the case of a commoner who is not so conversant on the various recourses to actions to get his due services delivered.

Further, once the barring has been removed, why does not there exist a system whereby the connection is restored to its full functionality instead of requiring further contacts? Still further, it needs to ponder why the indulgence in full blown bluffing when an innocent person was enquiring about the issue. Similar experiences are undergone daily by the common people while dealing with the offices of the State government as well. Now these suppressive features of governance are superimposed on the rising difficulty of the common people to eke out their living.  The rise in the prices of commodities of daily consumption in an atmosphere of shrinking livelihood opportunities is a reality everybody is living with.

Now the Resolve: Now in the celebration of the August 15, we need to be very sure of at least one resolve. There is no point in making many promises. The need of the hour is reminding ourselves the existence of a majority of the common people in circumstances un-conducive to their functionings. The administration would be doing a yeoman’s service if it at least resolves and ushers in a period where the facilitation of the survival of the common people is the yardstick of the success or otherwise of governance. We all should remember that not only do we all have a common beginning, but we also have a larger set of relatives among the commoners. Let us all try to facilitate each other’s existence, particularly of the commonest of the common people. Nobody would be a loser in this, and the society would be the gainer in terms of peace and stability.

The manner in which the phone hacking controversy as well as its retribution is unfolding in Britain is interesting for more reasons than one. The media in the country is being pilloried in the open, and deservingly too, for crossing its limits of journalistic propriety and democratic accountability. To put it in a nutshell, the investigation is about how journalists of one of the best selling tabloids of country, News of the World, used phone hacking (phone tapping) widely and indiscriminately as a newsgathering strategy, in the mad race to be always scoops ahead of their rivals. The scandal has already resulted in some top heads of the media mogul Rupert Murdoch’s News International rolling, including that of its chief executive Rebekah Brooks. Even Rupert Murdoch and his son James Murdoch, chairman of the company, along with Brooks, were grilled in the British Parliament, the entire proceeding of which was televised across the globe. Murdoch it may be recalled owns an estimated 176 media organisations across the globe, some of which are amongst the most prestigious in the business. The latest of the big time purchases he made is the respected American newspaper The Wall Street Journal. What is also loudly evident is the storm of public outrage the issue has raised in Britain.

Even as the public trial of the scandal unfolds in Britain, the contrast with which a similar scandal was treated in India, cannot escape discerning observers. We refer to the ongoing investigation into the 2G scandal. While the scandal rocked the country and literally shook up the government establishment, resulting in even in Union ministers having to pay the price, a good section of the media which was also implicated, perhaps not directly in bribe taking or deal making, but in actually facilitating the key players in the scandals, virtually went with little or no penalty. Public outrage too sooner than later died down, and those implicated are back as the media stars they were before their involvement in the scandal became known. Nobody, not even those exposed to intense public scrutiny resigned or were relieved from their jobs, and nobody, not the least the general public, seem to mind this either. Does this in any way say there is a difference in public ethical standards between the West and here? In the run up to the Commonwealth Games, when construction of portions of the village was found to be incomplete and filthy, a similar statement that there was a wide difference in the hygiene standards between Indian and the West was made by a top official in charge of the construction of the Games Venue, scandalising many. Many of the top officials in this scandal too also indeed have had to face severe retributions. The question then is, why were all those in the media charged of complicity in the 2G scam spared altogether? Equally, it must also be said, along with the media, corporate houses implicated in these scandals did not also get the same treatment under the law as government officials caught in the act.

This is time for the media in the country to reflect. While it cannot be denied that the Indian media has done commendably well in bringing to book the government for many wrongdoings, it has always somewhat treated itself as the beyond ordinary law or public scrutiny. This self righteousness is what must be purged for the media to not only gain public respectability but strengthen its own moral standing. At this moment, even mainstream broadsheets have introduced elements of tabloid sleaze and although it is true this has boosted the sale of these newspapers, media observers are now predicting a backlash sooner than later. In many of the discussions in the Indian media that followed the phone hacking scandal in Britain, the nostalgia for the media or yore which commanded public faith and not just the market shares was clearly felt. True there can be no a U-turn now. The times have changed and lifestyles have transformed unrecognizably in the face of a liberalised, globalised economy. News today must also be laced with entertainment, especially when it comes to the visual media, for it to still catch eyeballs, but this does not mean every value which form the foundation of the media must be abandoned. One of these is public accountability, and there seems to be a shortfall of this quality at the moment. There is no gainsaying this does not have to be abandoned anywhere anytime, as the unfolding trial in Britain, of the world’s most powerful media organisation, lead by the world’s most iconic media mogul, is demonstrating.

Barua and some 150 hardliners have refused to talk to ‘colonial New Delhi’ and have broken off with the majority pro-talks ULFA headed by chairman Arabinda Rajkhowa.

“We’ve received intelligence inputs that Paresh Baruah is planning terror attacks in the state with help from Manipur-based People’s Liberation Army, the Maoists and some other extremist groups of the Northeast,” Gogoi said on Friday. “But we are alive to the situation and taking all precautionary measures to foil his designs.”

Gogoi criticized Baruah for continuing with the armed movement when most of his colleagues gave up arms in the interest of peace. “I urge him to see the writings on the wall and abjure the path of violence. People want peace and not violence,” he said.

The Assam government believes that Baruah is operating from safe hideouts along China-Myanmar border. “He is currently holed up in northern Myanmar but keeps moving around. A number of extremist groups of the Northeast have their bases in that region,” Gogoi said.

Earlier, the ULFA used to operate from Bhutanese territories until being flushed out during ‘Operation All Clear’ (an Indo-Bhutanese joint military offensive of December 2003). Later, the outfit set up bases in adjoing Bangladesh. But the return of Sheikh Hasina to power and a subsequent crackdown on Northeast Indian militants saw ULFA shift to the China-Myanmar border.

Gogoi said peace parleys with the pro-talks faction of ULFA were imminent. “We’ve got green signal from the central government. Peace talks between ULFA and the Central government will begin very soon,” he added.

According to the chief minister, the talks will be held directly between ULFA and central government. Earlier, peace talks between ULFA-appointed People’s Consultative Group and central government hit roadblocks ostensibly after the government had refused to discuss all core issues. The issue of Assam’s sovereignty is one of ULFA’s most contentious demands.

“In the first round of talks, ULFA would submit its charter of demands. Government will then see how far it could go to accommodate the demands. All decisions will be taken by the central government but we’ll be consulted,” he said. The chief minister added that efforts were being made to bring all other militant groups to the negotiating table.
