North-East Students’ Protest Reaches the Gates of HRD Ministry.

Students’ Seek Intervention from HRD Ministry Against Imposition of Hindi Language Course by DU

 

Today a large number of students from different communities of the North-East and concerned individuals gheraoed the HRD ministry. This protest was organized by NEFIS (North-East Forum for International Solidarity) along with a number of other progressive organizations and individuals. We also submitted a memorandum (a copy of which is attached herewith) to the ministry of HRD Ministry, stating our concerns and demanding its immediate intervention to stop imposition of a compulsory Hindi language/Modern Indian Language (MIL) course by Delhi University (DU). This protest at the HRD Ministry has been preceded by three protests by north-east students at the University level. A delegation of 5 students met with Senior Secretary of Higher Education in the HRD Ministry, who received the memorandum saying that he had already been instructed by the HRD Minister to look into the issue “positively”.

In the coming academic year Delhi University administration is going to introduce a new syllabus according to which it would become compulsory for students of all courses to do a foundational course during the first year of their graduation. In this foundation course they would be required to opt for a language which would either be Hindi or one of the Modern Indian languages (MILs). It is our opinion that the compulsory imposition of Hindi and other MILs would cause immense hardships for the students who belong to communities that speak neither Hindi nor one of the MILs. There would be problems even for the communities that speak MILs like Manipuri, Assamese, etc. because the infrastructure and faculty strength for teaching these languages is inadequate to be able to cover the whole of university.

Students’ Seek Intervention from HRD Ministry Against Imposition of Hindi Language Course by DU

This imposition of a compulsory language course amounts to nothing less than cultural chauvinism on part of the University administration directed against the communities from the North-East. This is because most of the North-East students are not adept in any of the languages of the mainland India. The new DU syllabus, if it is allowed to come into force, would put the students of the North-East under serious disadvantage vis-à-vis students of rest of the country. This gross neglect of the special needs of the students of the North-East is not a new thing. It is our observation that in the framing of university polices the interests of the students from the North-East is always neglected. It is for this reason that we made this fresh instance of bias an occasion for us to rise above community lines and put forward a united protest to safeguard our common interests.

The protesting students and youth have resolved that if nothing positive comes out of its meeting with HRD officials, then it will spread its struggle to the different capital cities in the North-East states, and intensify the campaign amongst DU colleges.

IMPHAL, April 4 NNN: The Extrajudicial Execution Victims’ Families Association, Manipur (EEVFAM) today overjoyed after the six cases of extrajudicial killings in Manipur being probed by a Supreme Court appointed inquiry commission were pronounced to be fake encounters by the apex court.
Hearing of the six cases will begin from April 9.
The Supreme Court has learned that security forces in Manipur commit glut atrocities on the people of the state, said Takhellambam Renu Devi, president, EEVFAM during a press meet at the office of Human Rights Alert (HRA) here Thursday.
She said, “She is glad that the apex court has started to realize the scenes of fake encouters orchestrated by security forces in the state.”
The jubilant leader of EEVFAM further said that she was very happy that now the security forces that have been enjoying impunity for a long time will be punished by law.”
Renu said she also thanks all those witnesses who had given testimonies in the six cases and individuals who helped the inquiry committee.
However, she lamented that though copies of the commission’s report have been given to the Central and state Governments and Home Department, the victims’ families have been denied it.
EEVFAM secretary Nina Ningombam, who was also present at the press meet, said even if everyone knew that these cases were fake encounters, there was trepidation that nothing could be done.
She said, “Though it is late, now there is a hope that justice will be delivered by the Supreme Court.”

A Supreme Court-appointed probe committee has found 6sixencounter killings in the state to be fake.
The apex court had asked retired SC judge Santosh Hegde to probe these encounter killings, including shooting dead of minors on the ground that they are militants.
The committee, comprising former Supreme Court judge Santosh Hegde, ex-CEC J M Lyngdoh and a senior police officer, has said in its report that the probe showed that none of the victims had any criminal records.
A bench comprising Justices Aftab Alam and Ranjana Prakash Desai perused the committee’s report which said none of the six cases qualify as encounters and they are fake.
Guidelines by the apex court in the Naga People’s Movement case , NHRC, Manipur government and Army headquarters have all been confined to papers and none of it is followed on the ground when armed forces conduct operations, the bench said.
Appropriate directions will be passed on the basis of the panel’s report on April 9, it said.
It said the Hegde committee report is distressing and the Union government should be blamed more than the state government for the situation there.
The Supreme Court on January 4 had decided to appoint the committee to hold an inquiry into the alleged fake encounter killings in Manipur.
The panel was set up to probe six cases of alleged extra- judicial killings in the Northeast state where a magisterial inquiry had raised questions on genuineness of the encounters.
The apex court had appointed the panel on a PIL filed by an association of the families of the alleged victims, seeking setting up of a special investigation team and direct inquiry into around 1,528 such cases.
The association had alleged in its plea that over 2,000 odd extra-judicial killings have taken place in the state, but no one has been held guilty till date.
It had alleged that innocent people with no criminal records have been killed by security forces and no proper investigation has been done in such cases.
The court passed its order while responding to a PIL by an association of the families of the alleged victims, pleading with the apex court to set up a special investigation team and direct inquiry into around 1528 such cases.
The Supreme Court-mandated commission sent to Manipur three months ago to investigate six fake encounter cases presented its report to the court on the morning of April 4.
None of the victims, which include a 12-year-old boy, were found to have been involved in militant activities or to have a criminal record.

Manipur Government understands that there would be enough energy to electrify vast areas of land if the consumers would not hesitate to clear electricity bills. The main problem facing the state is the consumers’ refusal to clear electricity bill in time. But the consumers, who pay electricity bill regularly want meter reading be done regularly. But if the bills are not sent regularly there is apprehension in the minds of the consumers that a time will come when they will not be able to clear the bills. These days meter readers have stopped going to the house of consumers. Consumers, who have received pre paid connection, receiving 24 hours electricity, are enviable. When will this facility cover the entire Imphal area? Until that happens those, who cannot enter prestigious group will have to remain contended with four or six hours power supply. No matter whether the consumers are given a few hours power supply or not meter reading must not stop for at the end the losers will be those, who use electricity. Consumers cannot be expected to remember electricity bill without seeing the billing paper. Where had gone all those meter readers. Like the Government teachers getting pay, perks and perquisites without taking class they too have wanted pay without doing anything. This is not a good trend. Pull up the recalcitrant engineers, who are in charge of electricity complaint room. Staffs in charge of transformer, lines men and meter readers will be on their toe when the supervising engineers work sincerely. In many Leikais too many consumers whose bill amount for power consumption having reached five figures lament if only the meter readers came regularly they would have cleared the bill in time and subsequent power line snapping would not have happened at all. Neither they can clear the bill now nor does the authority make serious attempt to provide connection to such defaulters. But many of these defaulters have resorted to power thieving. These consumers would extend lines in the night and roll it in the morning. There are some foolish consumers who argue that the consumer registration was done in the name of his late father or mother’s name so it is not binding to clear the bill owed by late parents. But in reality he continues to enjoy the facility long after the parents had died. This will be known when meter reading is done regularly. The same rule of sending bills to the power consumers should be adhered to by the PHED also. In every Leikai there are more than one hundred house hold members. Every house has a small pipe entering up to kitchen but the number of legal consumers does not reach even two figures. These illegal consumers without paying anything to the Government have ridiculed the Government for failure to provide drinking water. Do illegal consumers have the right to speak about non availability of drinking water? The matter should receive the attention of the highest authority and take steps to understand what is ailing our society?
